Gifted and Talented Students Education Act of 2001 - Authorizes the Secretary of Education to make grants to State educational agencies to assist local educational agencies to develop or expand gifted and talented education programs through one or more of the following activities: (1) professional development programs; (2) technical assistance; (3) innovative approaches and curricula; and (4) emerging technologies, including distance learning.

Child Safety and Home Security Act of 2001 - Amends the Internal Revenue Code to provide for a nonrefundable tax credit for the purchase of a residential safe storage device that is put into service for the securing of firearms. Prohibits the creation of a database identifying gun owners using information from tax returns on which credit under this Act is claimed.

Independent Telecommunications Consumer Enhancement Act of 2001 - Amends the Communications Act of 1934 to define a "two percent carrier" as an incumbent local telecommunications exchange carrier with fewer than two percent of the Nation's subscriber lines installed in the aggregate nationwide. Directs the Federal Communications Commission (FCC), in adopting rules that apply to incumbent local exchange carriers, to separately evaluate the burden that any proposed regulatory, compliance, or reporting requirements would have on two percent carriers. Prohibits the FCC from requiring a two percent carrier to: (1) file cost allocation manuals or Automated Reporting and Management Information systems; or (2) establish or maintain a separate affiliate to provide any common carrier or noncommon carrier services or to maintain separate officers, personnel, facilities, books or accounts, or other operations. States that the participation or withdrawal from participation by a two percent carrier of one or more study areas in the common line tariff administered and filed by the National Exchange Carrier Association or any successor tariff or administrator shall not obligate such carrier to participate or withdraw from participation in such tariff for any other study area. Allows any two percent carrier to deaverage its interstate switched or special rates and file contract-based tariffs for interstate switched or special access services immediately upon certifying to the FCC that an unaffiliated carrier has engaged in facilities-based entry within such carrier's service area.

Apples for Teachers Act - Amends the Internal Revenue Code to: (1) make the two percent floor on miscellaneous itemized deductions inapplicable to the qualified professional development expenses incurred by teachers; and (2) allow a credit to elementary and secondary school teachers who provide classroom materials.

Child Custody Protection Act - Amends the Federal criminal code to prohibit transporting an individual under age 18 across a State line to obtain an abortion and thereby abridging the right of a parent under a law in force in the State where the individual resides requiring parental involvement in a minor's abortion decision. Makes an exception if the abortion was necessary to save the life of the minor. Specifies that neither the minor transported nor her parent may be prosecuted or sued for a violation of this Act. Makes it an affirmative defense to a prosecution for, or to a civil action based on, such a violation that the defendant reasonably believed that before the individual obtained the abortion, the parental consent or notification or judicial authorization that would have been required had the abortion been performed in the State where the individual resides, took place. Authorizes any parent who suffers legal harm from a violation to obtain appropriate relief in a civil action. Defines "parent" to include a guardian, legal custodian, or person standing in loco parentis who has care and control of the minor, and with whom the minor regularly resides, who is designated by such law as a person to whom notification, or from whom consent, is required.

Directs the Secretary of State to: (1) initiate a U.S. plan to endorse and obtain observer status for Taiwan at the annual week-long summit of the World Health Assembly (of the World Health Organization) in May 2001 in Geneva, Switzerland; and (2) instruct the U.S. delegation to Geneva to implement such plan.

Amends the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2001 to direct the Secretary of Agriculture to provide emergency crop loss assistance to crop, poultry, and livestock producers, and greenhouse operators who have incurred economic losses due to increased energy prices in 2000 or 2001.

Amends the Internal Revenue Code to repeal the current dollar limitation on the deduction for interest on educational loans provision and replace it with a limitation on such deduction based on modified adjusted gross income. Repeals the 60-month limitation period on the allowance of the interest deduction on such loans.

Armed Services Absentee Ballot Act of 2001 - Prohibits a State from refusing to count a ballot submitted in an election for Federal office by an absent uniformed services voter on the grounds that the ballot was improperly or fraudulently cast, unless the State finds clear and convincing evidence of fraud in the preparation or casting of the ballot by the voter. Directs the Secretary of Defense to prepare and submit to Congress a plan for establishing a uniform electronic voting system for the use of absent uniformed services voters in elections for Federal office.

Military Retirement Equity Act of 2001 - Permits retired members of the armed forces to be paid retirement pay concurrently with compensation for any service-connected disability, with an exception for members retired with less than 20 years of creditable service. Reduces the retirement pay of individuals receiving both types of pay by a specified percentage of the disability compensation which decreases as the disability rating increases. Prohibits any reduction in the retirement pay of a disabled person when the disability rating is total. Provides retired pay amounts for members who retired with 20 years or more of service due to a physical disability.

Keep Our Promise to America's Military Retirees Act - Amends Federal employee provisions to include the following as an employee, for purposes of authorized enrollment under the Federal Employees Health Benefits (FEHB) Program: (1) a member of the armed forces who began service before June 7, 1956, and retired after a minimum of 20 years of such service or by reason of a service-connected disability; and (2) the surviving widow or widower of such member. Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member.

Directs the Secretary of the military department concerned to ensure that any person becoming a member of the armed forces is provided a written statement of retirement benefits, excluding any reservation of the right to change any such benefit. Requires any such person who retires from the armed forces to receive the benefits as described.

Community Protection Act of 2001- Amends the Federal criminal code to authorize qualified law enforcement officers (including qualified retired officers) carrying the photographic identification issued by the governmental agency for which the individual is, or was, employed as a law enforcement officer, notwithstanding State or local laws, to carry a concealed firearm that has been shipped or transported in interstate or foreign commerce. Specifies that this Act shall not be construed to supersede or limit the laws of any State that: (1) permit private persons or entities to prohibit or restrict the possession of concealed firearms on their property; or (2) prohibit or restrict the possession of firearms on any State or local government property, installation, building, base, or park.

Amends the Federal Election Campaign Act of 1971 to require any person who conducts a Federal election poll by telephone or electronic device to: (1) disclose to each respondent the identity of the person paying the poll expenses; and (2) report to the Federal Election Commission the poll's total cost and all its funding sources (if not otherwise to be made public), the total number of households contacted, and a copy of the poll questions.

Social Security Benefits Tax Relief Act of 2001 - Amends the Internal Revenue Code to repeal the 85 percent (second tier) taxation of Social Security and Railroad Retirement benefits. Appropriates, from the general fund, to the Hospital Insurance Trust Fund amounts equal to the reduction in revenue lost because of the repeal. Requires an annual report concerning the funds transferred from the general fund to the Trust Fund.

Orphan Meth Lab Cleanup Act - Amends the Toxic Substances Control Act to make it unlawful for any person to manufacture, distribute, or dispense, or possess with intent to manufacture, distribute, or dispense 50 grams or more of methamphetamine and related salts and isomers or 500 grams or more of a mixture or substance containing a detectable amount of methamphetamine or its salts or isomers. Requires all civil and criminal penalties imposed with respect to methamphetamine to be deposited in the Orphan Meth Lab Cleanup Account and used to make grants to local governments for the costs of environmental remediation of orphan meth labs (methamphetamine production facilities for which no responsible party can be determined).

Taxpayers' Choice Debt Reduction Act - Amends the Internal Revenue Code to permit an individual to designate three dollars on his or her income tax return (six dollars on a joint return) to be used to reduce the public debt of the United States.

Fairness for National Guard Technicians Act - Requires National Guard military technicians (dual status) who are eligible, at the time dual status is lost, to an unreduced retirement annuity and are age 60 or older to be separated no later than 30 days after such status is lost. Requires such technicians who are not eligible to an unreduced annuity or who are not under age 60 at such time to be offered the opportunity to either reapply for a dual status position or apply for a civil service position that is not a technician position. States that a technician shall be considered to lose dual status upon: (1) being separated from the Selected Reserve; or (2) ceasing to hold the military grade specified for the technician position held.

Calls on the Russian Federation to immediately release Edmond Pope and to ensure that proper and qualified medical attention is provided to him. Expresses the sense of Congress that if Pope is not released immediately, the President should continue efforts to secure his release, including consideration of: (1) terminating all assistance to the Government of the Russian Federation under the Foreign Assistance Act of 1961 and the annual Foreign Operations, Export Financing, and Related Programs Appropriations Act for purposes of preparing the Russian Federation's entrance or accession to the World Trade Organization; and (2) opposing any further debt relief of obligations owed to the U.S. Government from the Government of the Russian Federation. Urges the President to increase efforts to secure appropriate medical attention for Pope.

Medicare Beneficiary Prescription Drug Assistance and Stop-Loss Protection Act of 2000 - Amends the Social Security Act (SSA) to add a new title XXII (Outpatient Prescription Drug Assistance Program) to provide funds to enable States to establish a program of assistance (separate from Medicaid under SSA title XIX) to low-income Medicare (SSA title XVIII) beneficiaries and, at State option, Medicare beneficiaries with high drug costs to obtain coverage for outpatient prescription drugs. Makes appropriations. Directs the Secretary of Health and Human Services to provide for a Medicare outpatient prescription drug benefit program that provides medication therapy management benefits. Allows low-income Medicare beneficiaries and Medicare beneficiaries with high drug costs to elect to suspend Medicare supplemental (Medigap) insurance.

Transportation Information Recall Enhancement Act - Declares it is the purpose of this Act to ensure that defects in motor vehicles or replacement equipment in foreign countries are quickly, accurately, and truthfully reported to the Secretary of Transportation in cases in which: (1) motor vehicles or replacement equipment are manufactured for export to the United States; or (2) such vehicles or equipment are manufactured in the United States using a manufacturing process that is the same as, or similar to, the manufacturing process used in the foreign country, with the result that U.S. manufactured motor vehicles or replacement equipment may also be defective. Amends Federal transportation law to require a manufacturer, not later than 48 hours after determining, or learning that a government of a foreign country has determined, that a foreign motor vehicle product contains a defect that could be related to motor vehicle safety, to report such determination to the Secretary of Transportation. Sets forth similar requirements with respect to the reporting of possible defects in such vehicle or equipment that have resulted in a significant number of serious injuries or fatalities in a foreign country. Sets forth both criminal and civil penalties for manufacturers of foreign motor vehicle products who falsify information with respect to, or otherwise violate, the reporting requirements contained in this Act.

Electronic Communications Privacy Act of 2000 - Amends the Federal criminal code prohibition against the use as evidence of intercepted wire or oral communications to cover intercepted electronic communication and any stored electronic communication that has been disclosed. Requires that, within 30 days after the expiration, extension, or denial of a court order approving a disclosure of stored electronic communications, the issuing or denying judge must report to the Administrative Office of the United States Courts regarding such order. Sets forth reporting requirements by: (1) the Attorney General (or other specified designated officials); and (2) the Director of the Administrative Office. Modifies provisions regarding applications for a pen register or trap and trace device to prohibit the issuance of an order authorizing installation and use of such device if the device identifies an email address unless the court finds that specific and articulable facts reasonably indicate that a crime has been, is being, or will be committed and that information likely to be obtained by such installation and use is relevant to an investigation of that crime.

TMDL Regulatory Accountability Act of 2000 - Requires the Administrator of the Environmental Protection Agency (EPA) to: (1) solicit public comment on revisions to regulations pertaining to the national pollutant discharge elimination system (NPDES) program and the water quality planning and management program published in the Federal Register on July 13, 2000; (2) solicit State comments on the impact of such revisions on implementation and effectiveness of State programs; and (3) maintain a record of public comments and publish a response in the Federal Register. Directs the Administrator to transmit to Congress an analysis of the monitoring data needed for development and implementation of total maximum daily loads (TMDLs) which shall address data gaps identified by the Comptroller General in a March 2000 report entitled "Water Quality, Key EPA and State Decisions Limited By Inconsistent and Incomplete Data." Requires the Administrator to make arrangements with the National Academy of Sciences to study and report on the scientific bases underlying the development of TDMLs. Authorizes appropriations. Directs the Administrator, with respect to the economic analysis performed on regulatory changes identified by the Comptroller General in the June 2000 report entitled "Clean Water Act: Proposed Revisions to EPA Regulations to Clean Up Polluted Waters," to prepare certain statements and analyses required under the Unfunded Mandates Reform Act of 1995 with respect to: (1) significant regulatory actions that may result in expenditures by State, local, and tribal governments or the private sector of $100 million or more annually; and (2) selection of a least costly, most cost-effective, or least burdensome alternative. Requires the Administrator to conduct analyses of the effects of the revisions to the regulations pertaining to the NPDES and water quality planning and management on small entities. Directs the Administrator to review the information provided or developed under this Act and consider whether the revisions to such regulations should be changed. Requires an explanation to Congress of the decision to change or not to change such revisions.

Rural America Prosperity Act of 2000 - Amends the Internal Revenue Code to make revisions concerning both farmers and non-farmers. Provides for, with respect to all taxpayers, among other things: (1) the repeal of the estate, gift, and generation-skipping taxes; and (2) the deduction of 100 percent of health insurance costs for the self-employed. Provides for, with respect to farmers, among other things: (1) the limited exclusion of the gain from the sale of qualified farmland; and (2) a limited deduction for contributions to a Farm and Ranch Risk Management Account. Provides for a study of the costs of regulations on farmers, ranchers, and foresters. Reciprocal Trade Agreement Authorities Act of 2000 - Authorizes the President, whenever the President determines that one or more existing duties or other import restrictions of any foreign country or the United States are unduly burdening and restricting the foreign trade of the United States to enter into trade agreements with foreign countries (during a limited time period) which, among other things: (1) create more open, equitable, and reciprocal market access; (2) reduce or eliminate trade barriers that decrease market opportunities for U.S. exports; (3) expand market opportunities for U.S. exports; (4) obtain reciprocal tariff and non-tariff barrier elimination; and (5) free the transfer of funds relating to investments. Agricultural Trade Freedom Act - Amends the Agricultural trade Act of 1978 to exempt, subject to specified exceptions, agricultural commodities made available as a result of commercial sales from a unilateral trade sanction imposed by the United States on another country.

Railroad Retirement and Survivors' Improvement Act of 2000 - Title I: Amendments to the Railroad Retirement Act of 1974 - Amends the Railroad Retirement Act of 1974 to increase benefits to railroad employees and their beneficiaries and to revise financing of the pension part (tier II) of the railroad retirement system. (Sec. 101) Increases benefits for widows and widowers by guaranteeing to them all of the tier II annuity the employee was entitled to at the time of the death. (Sec. 102) Makes employees with 30 years of service eligible to retire at age 60 with unreduced tier I and tier II annuities. Makes spouses of such employees eligible for unreduced annuities at age 60. (Sec. 103) Reduces the vesting requirement for tier II retirement annuities from ten years to five years of service after December 1995. Makes employees with at least five years of such service, but less than ten years of total service, eligible for a tier I disability annuity if their combined railroad retirement and social security earnings credits would satisfy social security eligibility requirements. Makes spouses, divorced spouses, and survivors of employees with at least five years of such service, but less than ten years of total service, eligible for a tier I annuity if they would have been entitled to a social security benefit based on combined service. (Sec. 104) Repeals a limit on the total amount of monthly railroad retirement benefits payable to an employee and spouse at the time the employee's annuity begins. (Sec. 105) Establishes a Railroad Retirement Trust Fund (the Fund) and a Railroad Retirement Investment Trust (RRIT) to manage and invest the assets of the Fund. Declares that RRIT is not an agency, department, or instrumentality of the U.S. Government. Requires RRIT to be administered by a Board of Trustees (the Trustees) with seven members (three representing labor, three representing employers, and one representing the general public) with experience and expertise in the management of financial investments and pension plans. Requires the Trustees to be appointed by a unanimous vote of the Railroad Retirement Board (RRB). Prohibits RRB members from being Trustees. Applies specified reporting requirements and fiduciary standards to the RRIT. Requires the Trustees to diversify investments so as to minimize the risk of large losses. Authorizes the Trustees to invest Fund assets in non-Governmental assets. (Sec. 106) Abolishes the Railroad Retirement Supplemental Annuity Account and provides for transfer of its funds to the Fund. (Sec. 107) Requires the RRB, upon the establishment of the Fund, to determine the portion of the Railroad Retirement Account not needed to pay current administrative expenses and direct the Secretary of the Treasury to transfer that amount into the Fund. Requires the Fund to transfer the necessary amount of funds to pay benefits and related administrative expenses to the disbursing agent. Transfers to the Fund Social Security Equivalent Benefit account funds not needed to pay current benefits, but requires that such funds only be used to pay benefits or to invest in U.S. Government or Government-guaranteed securities. Transfers to the disbursing agent from the Dual Benefit Account the amount necessary to make dual benefit payments. Requires the Trustees to consult with the Secretary of the Treasury to develop an appropriate method for transferring or converting existing account obligations. (Sec. 108) Requires the RRB to calculate the ratio of assets to benefits to determine annual tier II tax rates for employers, employee representatives, and employees. Establishes schedules for: (1) decreasing tax rates if the average account benefits ratio, based on the ratios for the ten most recent fiscal years, is above six; and (2) increasing employer and employee representatives' tax rates if the ratio is below four. Title II: Amendments to the Internal Revenue Code of 1986 - Amends the Internal Revenue Code to exempt the Railroad Retirement Trust Fund (the Fund) from taxation. (Sec. 203) Repeals a supplemental annuity tax that railroad employers pay to finance a benefit for long-time rail employees. (Sec. 204) Provides for adjustments to railroad employers, employee representatives, and employee tier II tax rates. Decreases such rates in 2001 and in 2002 for employers and employee representatives. Provides in the years after 2002 for tax rate schedules, based on the ten-year average account benefit ratio, for employers, employee representatives, and employees.

Federal Property Campaign Fund-raising Reform Act of 2000 - Rewrites provisions of the Federal criminal code regarding Federal political fund-raising activities to: (1) prohibit a person from soliciting or receiving by any means any election contribution in, to, or from any room or building used for the discharge of official duties; (2) extend the exception to the receipt of contributions by persons on the staff of the Executive Office of the President; (3) define "contribution" to mean specified contributions under the Federal Election Campaign Act of 1971 and any other gift, subscription, loan, advance, or deposit of money or anything of value which is made by any person for the purpose of influencing any election for State or local office, for any Federal, State, district, or local political party, political committee of a political party, or subordinate party or committee thereof, for any political committee or connected organization, or for any person expending funds for the purpose of influencing through advertising, polling, or other means any election for Federal, State, or local office or any ballot initiative; and (4) make such definition applicable to the prohibition against contributions by Federal employees to employers.

Considers hepatitis C becoming manifest in a veteran to be service-connected, and therefore compensable under veterans' disability provisions, notwithstanding that there is no record of evidence of such illness during the period of such service, as long as it is shown that during such service the veteran experienced: (1) a blood transfusion before December 31, 1992; or (2) hemodialysis.

Minor Animal Species Health and Welfare Act of 2000 - Amends the Federal Food, Drug, and Cosmetic Act to define: "minor species" as animals other than cattle, horses, swine, chickens, turkeys, dogs, and cats; and (2) "minor use" as use on minor species or on other species for a disease or condition that occurs infrequently or in limited geographic areas. Provides for the designation of new animal drugs as being for minor use and mandates approval exclusivity for seven or ten years. Allows marketing of unapproved drugs for minor species with no human food safety concern. Authorizes grants for minor use drug clinical testing and manufacturing. Modifies new animal drug approval requirements. Establishes the Office of Minor Use Animal Drug Development in the Center of Veterinary Medicine, Food and Drug Administration. Amends the Internal Revenue Code to allow a business research tax credit (not applicable to grant funds) for minor use clinical research spending.

Broadband Internet Access Act of 2000 - Amends the Internal Revenue Code to establish the broadband credit which shall be the sum of: (1) the current generation broadband credit; plus; (2) the next generation broadband credit. Defines terms. Requires a study and report.

Health Care Access and Rural Equality Act of 2000 - Title I: Increase in Market Basket Percentage Adjustment for Rural Hospitals - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for an increase in the market basket percentage adjustment for rural hospitals. Title II: Capital Relief for Rural Health Care Infrastructure - Amends part A (Determination of Benefits) of SSA title XVI (Supplemental Security Income) (SSI) to establish a Capital Infrastructure Revolving Loan Program under which the Secretary of Health and Human Services may make loans up to a specified amount from the loan and loan guarantee fund to any rural entity for projects for capital improvements. Title III: Refinement of the Medicare Dependent, Small Rural Hospital Program - Amends SSA title XVIII to make the Medicare-dependent, small rural hospital program permanent and to give any hospital under such program the option of basing eligibility for payment on discharges during any of the three most recent audited cost reporting periods in lieu of the current basing of eligibility for payment on discharges during the cost reporting period beginning in FY 1987. Title IV: Exemption for Medicare Swing Bed Hospitals - Amends SSA title XVIII to exempt Medicare swing bed hospitals from the prospective payment system for skilled nursing facilities. Amends the Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999 to make January 1, 2001, the effective date of the elimination of certain restrictions with respect to the hospital swing bed program. Title V: Treatment of Physician Pathology Services - Provides for the treatment of certain physician pathology services under Medicare. Title VI: Medicaid Payment Correction for Certain Rural Health Clinics - Prohibits a State plan approved under SSA title XIX (Medicaid) from recouping or denying certain alleged plan overpayments for rural health clinic services furnished on or after January 1, 1998, and before October 1, 2000. Prohibits the Secretary from withholding, suspending, disallowing, or denying Federal financial participation under Medicaid with respect to such overpayments. Requires the State or the Secretary, as the case may be, to pay to the rural health clinic or the State, as the case may be, any amounts recouped, denied, withheld, suspended, or disallowed. Title VII: Technical Corrections to the Balanced Budget Refinement Act - Amends SSA title XVIII with regard to: (1) payments to critical access hospitals for clinical diagnostic laboratory tests; (2) the all-inclusive payment option for outpatient critical access hospital services; and (3) the option to use rebased target amounts to all sole community hospitals. Makes technical corrections to the Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999 with regard to clinical diagnostic laboratory services furnished by a critical access hospital and other specified matters. Amends Medicare part B (Supplementary Medical Insurance) to authorize the Secretary to make grants of up to a specified amount to applicant hospitals to assist eligible small rural hospitals in meeting the costs of establish data systems required to meet requirements established under Medicare pursuant to the Balanced Budget Act of 1997 and the Health Insurance Portability and Accountability Act of 1996. Authorizes appropriations.

Military Recruiter Secondary Schools Access Act of 2000 - Amends Federal armed forces provisions to deny Federal educational assistance funds to local educational agencies (LEAs) denying access of military recruiters to secondary school students, or to student directory information, for military recruiting purposes. Requires the Secretary of Defense (Secretary) to maintain a list of LEAs denying such access. Provides that, if an LEA denies such access, the Secretary of the military department concerned shall provide for an officer to meet with representatives of such LEA to attempt to arrange such access. Provides that, if such LEA continues to deny such access, then the Secretary shall transmit to the Chief Executive of such State a notification of the denial of recruiting access and a request for assistance in obtaining such access. Provides that if, after the above process, an LEA continues to deny such access, the Secretary shall: (1) determine whether such LEA denies such access to at least two of the armed forces; and (2) upon an affirmative determination, include such LEA on the maintained list. Amends the Department of Defense Appropriations Act, 2000 to repeal an exception for student financial assistance from a ban on Federal grants and contracts to institutions of higher education denying access to Reserve Officers' Training Corps or other military recruiters.
