Expedited Consideration of Proposed Rescissions Act of 1990 - Amends the Congressional Budget and Impoundment Control Act of 1974 to require a special message, in the case of budget authority proposed to be rescinded or reserved, to include language amending the law authorizing such programs to allow them to continue to function at the proposed new level of budget authority. Allows the President to transmit to both Houses of the Congress, for expedited consideration, one or more special messages proposing to rescind all or part of any item of budget authority provided in an appropriation bill. Requires that such special message be transmitted not later than three days after the President approves the appropriation bill and be accompanied by a draft bill or joint resolution that would, if enacted, rescind the budget authority proposed to be rescinded. Sets forth House and Senate procedures for the expedited consideration of such a proposal.

Sea Turtle Conservation Assistance Act - Directs the Secretary of Commerce to establish a comprehensive headstart program for endangered and threatened species of sea turtles found in the Gulf of Mexico and along the Atlantic seaboard. Requires the focus of such program to be the release of sea turtles into the Gulf of Mexico and other locations, as necessary, for the conservation of such turtles. Directs the Secretary to construct captive maintenance facilities, monitor the results of the headstart program, and expand and accelerate ongoing research on sea turtle ecology. Limits the Federal share of such program to 75 percent of the total cost. Permits State, local governments, or private entities to contribute to the non-Federal share of such program. Authorizes appropriations.

Budget Simplification and Reform Act of 1989

Budget Simplification and Reform Act of 1989 - Title I: Biennial Budget Cycle - Amends the Congressional Budget Act of 1974, the Congressional Budget and Impoundment Control Act of 1974, the Rules of the House of Representatives and other Federal law to revise the Federal budget process by establishing a two-year timetable. Title II: Restricted Uses of Continuing Resolutions - Amends rule XXI of the Rules of the House of Representatives to prohibit the consideration of any joint resolution continuing appropriations which: (1) covers a period of more than 30 calendar days; (2) exceeds the rate it would have been at assuming the continuation of current law; or (3) changes existing law. Title III: Expedited Rescissions - Modifies the rescission process and provides for expedited consideration in the House and Senate of certain proposed rescissions. Title IV: Budget Baseline Reform - Requires the President to draft a budget based on estimates of current fiscal year spending, proposing increases or decreases based on this level (rather than on an estimated baseline). Requires the Congressional Budget Office to use such a current fiscal year baseline in its report to the congressional budget committees, projecting growth for entitlement and discretionary spending based on current fiscal year spending. Title V: Binding Budget Resolution - Replaces the concurrent resolution on the budget with a joint resolution on the budget. Title VI: Treatment of Social Security Trust Funds Under the Balanced Budget and Emergency Deficit Control Act of 1985 - Excludes Federal Old-Age and Survivors Insurance Trust Fund and Federal Disability Insurance Trust Fund receipts and outlays from Federal deficit determinations. Increases the permissible maximum deficit amounts for FY 1990 through 1993. Establishes allowable maximum deficits for FY 1994 and 1995, to reach zero with respect to FY 1996. Title VII: Effect of Post-Sequestration Legislation - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to require certain revised reports by the Congressional Budget Office to include an analysis of post-sequestration legislation. Title VIII: - Truth in Legislating - Amends rule X of the Rules of the House of Representatives to require each report or joint explanatory statement accompanying each bill or joint resolution to contain: (1) an identification of each provision which benefits only ten or fewer beneficiaries; (2) the name of each beneficiary; (3) the name of the Member who sponsored such provision and an identification of each such provision requested by a Federal agency or Federal officer; and (4) an estimate by the Congressional Budget Office or the Joint Committee on Taxation of the costs or loss in revenues resulting from such provision. Title IX: Budget Impact on State and Local Governments - Amends the Congressional Budget Act of 1974 to provide that it shall not be in order for either House of Congress to consider any legislation which would impose any requirement on State or local governments which is likely to result in an annual cost to them of $50,000,000 or more for any particular program, project, or activity, except for legislation which complies with any sequestration order issued under the Balanced Budget and Emergency Deficit Control Act of 1985. Requires the report of the Committee on the Budget of each House accompanying the concurrent resolution on the budget to identify changes in Federal aid programs for State and local governments on a program-by-program basis. Title X: Pay-As-You-Go-Budget Resolutions - Prohibits the President's budget and that adopted by the Congress in a joint resolution on the budget from including: (1) total budget outlays that exceed those for the preceding fiscal year, unless at least equivalent revenue increases and their sources are identified; and (2) a reduction in revenues from the preceding fiscal year, unless at least equivalent reductions in outlays are identified, along with the affected programs. Authorizes the Congress to waive the prohibition with respect to its budget resolution by a two-thirds vote. Makes it out of order in both the Senate and the House of Representatives to consider a joint budget resolution under which fiscal year revenues exceed outlays, unless the purposes for which the excess is to be allocated are specified.

Florida Tribe of Eastern Creek Indians Recognition Act - Extends Federal recognition and associated services and benefits to the Florida Tribe of Eastern Creek Indians. Provides that if the Tribe offers all its interest in and to lands held by the Tribe to the Secretary of the Interior, the United States shall accept such lands to be held in trust for the benefit of the Tribe. Authorizes the Tribe to transfer to the United States interests in lands acquired after enactment of this Act. Provides that such lands shall constitute the Tribe's reservation. Authorizes the Tribe to adopt a constitution. Limits membership in the Tribe to every individual who: (1) is named in the tribal membership roll in effect on the enactment of this Act; or (2) is a descendant of any such individual. Provides that membership will be determined according to the Tribe's constitution. Directs Florida to exercise civil and criminal jurisdiction within the Tribe's reservation. Permits gaming on the Tribe's reservation.

Crime Awareness and Campus Security Act of 1989 - Amends the Higher Education Act of 1965 (the Act) to require, under specified student aid program participation agreements, each institution of higher education to certify that it: (1) has established a campus security policy; and (2) will submit an annual uniform crime report to the Federal Bureau of Investigation, as prescribed by the Attorney General. Requires each eligible institution of higher education participating in any program under student assistance (title IV) provisions of the Act, to prepare, publish, and distribute to all current students and employees, and to any applicant for enrollment or employment, upon request, an annual report containing specified types of information with respect to its campus security policies and campus crime statistics. Requires each such institution to make interim reports on specified types of crimes reported to campus security or local law enforcement authorities, and to distribute such reports to students and employees in a timely manner. Directs the Secretary of Education periodically to survey campus security policies, procedures, and practices and disseminate information on those that have been effective in reducing campus crime.

Amends the Omnibus Crime Control and Safe Streets Act of 1968 to prohibit Federal assistance to any State that has not implemented a drug testing program for targeted classes of arrestees, prisoners, and persons on conditional or supervised release before or after conviction. Directs the Attorney General to promulgate regulations for such programs based in part on scientific and technical standards determined by the Secretary of Health and Human Services to ensure the reliability and accuracy of test results. Specifies that such regulations may include guidelines or specifications concerning: (1) the classes of persons to be targeted for testing; (2) the drugs to be tested for; (3) the frequency and duration of testing; and (4) the effect of test results in decisions concerning the sentence, conditions to be imposed on release before or after conviction, and the granting, continuation, or termination of such release. Amends the Public Health Service Act to require a State, in order to receive the drug abuse portion of its allotment under such Act for a fiscal year, to develop, implement, and submit an approved Statewide Drug Treatment Plan. Requires such Plan to include a single, designated State agency for formulating and implementing the Plan and a description of: (1) the mechanisms used to assess the needs and make funding allocations for drug treatment throughout the State; (2) a statewide plan to expand treatment capacity; (3) performance-based criteria to be used to allocate funds; (4) drug-free patient and workplace programs (which must include drug testing) to be utilized in drug treatment facilities and programs; (5) actions to be taken to improve the referral of drug users to appropriate treatment facilities; (6) the program of in-service training to be implemented for employees of treatment facilities receiving Federal funds; (7) the plan to be implemented to coordinate drug treatment facilities with other social, health, correctional, and vocational services; and (8) the plan to be implemented to expand and improve efforts to contact and treat expectant women who use drugs and provide appropriate followup care to their affected newborns. Requires such Plan to be submitted to the Secretary annually for review and approval. Authorizes the Secretary to review, approve, disapprove, and propose changes to State plans. Requires each State to submit such reports as the Secretary may require and to comply with such additional provisions as the Secretary may find necessary to verify the accuracy of such reports. Authorizes the Secretary to waive any or all requirements of this Act with respect to the Plan upon the written request of a State, provided that the State implements an alternative treatment plan that fulfills the objectives of this Act. Amends the Higher Education Act of 1965 to make ineligible for Federal funds or assistance any institution of higher education which fails to certify to the Secretary that it has adopted and implemented a program to prevent illicit drug use and alcohol abuse by students and employees that includes the annual distribution to each student and employee of: (1) standards of conduct that clearly prohibit the unlawful possession, use, or distribution of illicit drugs and alcohol by students and employees on its property or as part of its activities; (2) a description of applicable sanctions under local, State, or Federal law for unlawful possession or distribution of such drugs; (3) health risks associated with such use; (4) any drug or alcohol counseling, treatment, or rehabilitation programs available to employees or students; and (5) a clear statement that the institution will impose sanctions, and a description of such sanctions, up to and including expulsion or termination of employment and referral for prosecution. Requires such program to provide for a biennial review by the institution to determine the program's effectiveness, to implement changes as needed, and to ensure that sanctions are consistently enforced. Requires: (1) each institution that provides such certification to make a copy and the results of such biennial review available, upon request, to the Secretary and to the public; and (2) the Secretary to publish regulations to implement and enforce this Act, including regulations providing for periodic review of programs and sanctions, up to and including the termination of financial assistance, for institutions of higher education that fail to implement their programs or to consistently enforce their sanctions. Allows sanctions to include the completion of an appropriate rehabilitation program. Amends the Drug-Free Schools and Communities Act of 1986 to make ineligible for Federal funds or assistance any local educational agency which fails to certify to the State educational agency that has adopted and implemented an analogous program to prevent the use of illicit drugs and alcohol by students or employees. Authorizes appropriations for FY 1990 through 1993 for the Special Forfeiture Fund. Waives provisions of the Foreign Assistance Act of 1961 and the Foreign Operations, Export Financing, and Related Appropriations Act, 1989 to make certain appropriated funds available for narcotics-related activities in Colombia, Bolivia, and Peru.

Ground Transportation Consumer Protection Act of 1989 - Declares the rights of air passengers: (1) to information about ground transportation services at airports; and (2) to access to courtesy vehicles if they are customers of off-airport operators (including rental vehicle, parking lot, hotel, amusement park, or other business). Authorizes an airport operator to charge a fee to off-airport operators provided it is reasonable, nondiscriminatory, and related to the use of the roadways and facilities built primarily to meet the operator's special needs. Amends the Clayton Act to make it unlawful for any city or governmental unit operating an airport that receives Federal assistance or issues tax-exempt airport improvement bonds to impose an unreasonable discriminatory fee on non-tenant, non-aeronautical commercial users of such airport where the effect of the fee substantially lessens competition or tends to create a monopoly in any line of commerce.

Prohibits the Environmental Protection Agency (EPA) from enforcing, during the 12-month period following the enactment of this Act, its underground petroleum storage tank financial responsibility regulations promulgated pursuant to the Solid Waste Disposal Act with respect to certain underground tank owners. Permits enforcement after such period if the Administrator of the EPA determines that such enforcement would not impose an unjust economic burden on the owners. Requires the Administrator to conduct a study for the purpose of identifying the principal economic difficulties associated with compliance by underground tank owners with EPA technical standards for such tanks. Directs the Administrator to report the results of such study to specified congressional committees. Amends the Solid Waste Disposal Act to: (1) delete the requirement that regulations under such Act include provisions for compensation of third parties for injury and property damage caused by accidental releases from underground storage tanks; and (2) reduce financial responsibility requirements for specified underground petroleum storage tanks.

Yosemite National Park Centennial Medal Act - Directs the Secretary of the Treasury to strike and sell not more than 750,000 gold, silver, and bronze medals in commemoration of the centennial of Yosemite National Park, California, in 1990. Requires that all sales of such medals include a surcharge of $35 per medal for the gold medals, $7 per medal for the silver medals, and $2 per medal for the bronze medals. Requires that all surcharges be paid to an endowment fund for the benefit of the Park to be administered by the National Park Foundation. Requires that the interest from the fund be paid to the Secretary of the Interior to fund special supplemental projects relating to back country trail development and rehabilitation and the preservation of Sequoia groves within the boundaries of the Park. Requires the Secretaries to enter into a memorandum agreement to allow: (1) the Secretary of the Treasury to deliver medals to the Secretary of the Interior; and (2) the Secretary of the Interior to provide for the sale of the medals in National Park facilities. Grants the Comptroller General the right to examine all records of the National Park Foundation which are related to such medals. Provides that no medals may be struck after December 31, 1991.

School Dropout Prevention Act of 1989 - Requires the Secretary of Transportation to withhold a portion of Federal highway funds from States which: (1) issue a motor vehicle license or instructional permit to an individual under 18 years of age who is not enrolled in an elementary or secondary school or in a State-certified course leading to a high school diploma or who has not obtained a high school diploma; and (2) fail to suspend or revoke a license or permit issued to an individual under 18 who withdraws from the school or course other than to enroll in another such school or course. Allows States to issue or not suspend or revoke a license or permit where individual circumstances so warrant.
