Summary
Florida Keys National Marine Sanctuary Act of 1989 - Designates a specified area in Florida as the Florida Keys National Marine Sanctuary. Prohibits, with specified exceptions, the operation of vessels carrying cargo or servicing offshore installations in the Sanctuary. Sets forth civil penalties for violations.
