Emergency Iron Dome Replenishment Act - Authorizes the President, through the Secretary of Defense (DOD) and the Secretary of State, to provide assistance to Israel for the procurement, maintenance, and sustainment of the Iron Dome anti-missile defense system.

Avonte's Law Act of 2014 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Attorney General to make grants to law enforcement agencies to: (1) reduce the risk of injury and death relating to the wandering characteristics of some individuals with autism and other disabilities, and (2) safeguard the well-being of individuals with disabilities during interactions with law enforcement. Requires grant awards to be used to: (1) provide education and resources to law enforcement agencies, first responders, schools, clinicians, and the public in order to reduce the risk of wandering by such individuals, help to identify signs of abuse in such individuals, increase their personal safety and survival skills, and facilitate effective communication with individuals who have communication-related disabilities; (2) provide training and emergency protocols for school administrators, staff, and families; (3) provide response tools and training for law enforcement and search-and-rescue agencies, including tracking technology; or (4) provide response tools and training to law enforcement agencies in order to recognize and respond to individuals with intellectual and developmental disabilities. Directs the Attorney General to establish standards and best practices relating to the use of tracking technology to monitor children with autism and other disabilities. Requires each law enforcement agency that receives a grant to comply with any such standards and best practices.

Commends the GAVI Alliance, the Bill and Melinda Gates Foundation, the United Nations Children's Emergency Fund (UNICEF), the World Health Organization (WHO), the World Bank, civil society, the private sector, faith-based organizations, and the international community on the progress made in reducing child mortality through the increased availability of vaccines. Supports the ideals and goals of the GAVI Alliance. Recognizes that the United States, in addition to being an important donor, is a critical technical partner to the GAVI Alliance. Encourages the continued use of U.S. Agency for International Development (USAID) and Centers for Disease Control and Prevention (CDC) global immunization resources. Encourages continued U.S. and international commitment and investment, through the GAVI Alliance, to the global effort to ensure that children in developing nations have access to vaccines and immunizations.

Breast Density and Mammography Reporting Act of 2014 - Amends the Public Health Service Act to require mammography facilities to include up-to-date information about breast density in both the written report of the results of a mammography examination provided to the patient's physician and the summary of that written report given to patients. Requires the summary to: (1) convey the effect of breast density in masking the presence of breast cancer on a mammogram, and (2) include language communicating that individuals with dense breasts should talk with their physicians about any questions or concerns regarding the summary and whether they would benefit from additional tests. Requires the Secretary of Health and Human Services (HHS) to expand and intensify research on breast density, the cost-effectiveness and feasibility of supplemental imaging relating to breast density, and best practices concerning mammograms and supplemental screening for those with dense breasts.

Condemns the use of innocent civilians as human shields, including Hamas's use of this illegal tactic. Calls on: (1) the international community to recognize Hamas's grave breaches of international law by using human shields, and (2) Mahmoud Abbas to condemn the use of innocent civilians as human shields. Places responsibility for launching the rocket attacks on Hamas and other terrorist organizations, such as Islamic Jihad, in Gaza. Supports Israel's sovereign right to defend its territory and stop the rocket attacks on its citizens. Expresses condolences to the families of the innocent victims on both sides of the conflict. Supports Palestinian civilians who reject Hamas and all forms of terrorism and who desire to live in peace with their Israeli neighbors.

Fuel Choice for American Prosperity and Security Act of 2014 - Revises requirements for calculating the average fuel economy for automobile manufacturers. Prescribes requirements to calculate the average fuel economy for a manufacturer of a fuel choice enabling vehicle to be the average fuel economy determined for an automobile manufacturer, plus 4 miles per gallon. Defines "fuel choice enabling vehicle" to mean an automobile that: operates on natural gas, hydrogen, propane, or biodiesel; is a flexible fuel vehicle; is a plug-in electric drive vehicle; is propelled solely by a fuel cell that produces power without the use of petroleum or petroleum-based fuel; or is propelled solely by something other than an internal combustion engine that operates on something other than petroleum-based fuel.

Amends the Honest Leadership and Open Government Act of 2007 to direct the House Committee on Ethics to conduct ongoing ethics training and awareness programs for Members, Delegates, and the Resident Commissioner of the House of Representatives (Members). Requires the ethics training program to be completed by: (1) new Members within 60 days after commencing service; and (2) Members serving on or after noon, January 3, 2015, during each session of a Congress, beginning with the 1st session of the 114th Congress.

Constitutional Amendment - Authorizes Congress and the states to set reasonable limits on the raising and spending of money by candidates and others to influence elections. Grants Congress and the states the power to implement and enforce this amendment by appropriate legislation. Allows them to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections. Declares that nothing in this amendment shall be construed to grant Congress or the states the power to abridge the freedom of the press.

National Disaster Tax Relief Act of 2014 - Amends the Internal Revenue Code to provide tax relief for disasters declared in 2012, 2013, and 2014 by: extending through 2014 the election to expense qualified disaster expenses (i.e., for removal of debris, demolition, and repair of business-related property); increasing the tax deduction for charitable contributions for disaster relief for individual and corporate taxpayers; allowing through 2014 the deduction of losses attributable to disasters; allowing waivers of requirements relating to mortgage revenue bonds; extending through 2014 the additional allowance for depreciation of business property (bonus depreciation); allowing an increase through 2015 of the new markets tax credit limitation amount within a federally-declared disaster area; permitting the use of tax-exempt retirement plan funds in federally-declared disasters without penalty; allowing an additional tax exemption for individuals who are displaced as a result of a federally-declared disaster; allowing an exclusion from gross income of imputed income from the cancellation of indebtedness resulting from federally-declared disasters; providing a special rule to allow individuals affected by a disaster in 2012, 2013, or 2014 to claim a full earned income tax credit; increasing the rehabilitation tax credit for buildings affected by a federally-declared disaster; permitting one additional advance refunding of a tax-exempt bond that is outstanding on the date on which a federally-declared disaster occurs; allowing the issuance of qualified disaster area recovery bonds; allowing an additional allocation of the low-income housing tax credit in 2014 to states affected by a federally-declared disaster occurring in 2012 or 2013; allowing payments of disaster assistance to tax-exempt mutual ditch or irrigation companies without affecting their tax-exempt status; allowing an exclusion from gross income for disaster mitigation payments received from state and local governments; and allowing a tax deduction for payments to a tax-exempt natural disaster fund.

Clay Hunt Suicide Prevention for American Veterans Act or the Clay Hunt SAV Act - Requires the Secretary of Veterans Affairs (VA) and the Secretary of Defense (DOD), at least annually, to each arrange for an independent third party evaluation of, respectively, the VA and DOD mental health care and suicide prevention programs. Requires a board reviewing the discharge or dismissal of a former member of the Armed Forces whose application for relief is based at least in part on post-traumatic stress disorder or traumatic brain injury related to military operations or sexual trauma, to: (1) review the medical evidence from the VA or a civilian health provider that is presented by the former member; and (2) review the case, with a presumption of administrative irregularity, and place the burden on the VA or DOD to prove, by a preponderance of the evidence, that no error or injustice occurred. Directs the VA Secretary to publish an Internet website that serves as a centralized source to provide veterans with regularly updated information regarding all of the VA's mental health care services. Requires the VA Secretary and the DOD Secretary to enter into certain strategic relationships to facilitate: the mental health referrals of members of the reserve components who have a service-connected disability and are being discharged or released from the Armed Forces, timely behavioral health services for such members, communication when such members are at risk for behavioral health reasons, and the transfer of documentation for line-of-duty and fitness-for-duty determinations. Requires the VA Secretary to carry out a three-year pilot program to repay the education loans relating to psychiatric medicine that are incurred by individuals who: are eligible to practice psychiatric medicine in the Veterans Health Administration (VHA) or are enrolled in the final year of a residency program leading to a specialty qualification in psychiatric medicine, demonstrate a commitment to a long-term career as a psychiatrist in the VHA, and agree to a period of obligated service with the VHA in the field of psychiatric medicine. Directs the VA Secretary to carry out a program, as part of the Yellow Ribbon G.I. Education Enhancement Program, under which the VA Secretary and an institution of higher education (IHE) agree to cover the full cost of charges not covered by post-9/11 educational assistance that are incurred by veterans who: (1) are pursuing an advanced degree in mental health at the IHE, and (2) intend to seek employment as a mental health professional in the VA. Allows the VA Secretary to cover up to 64% of those charges, if the school covers the remainder. Requires the DOD Secretary to submit to Congress a zero-based review of the staffing requirements for individual State National Guard Commands with respect to Directors of Psychological Health. Directs the VA Secretary to establish a pilot program at not less than five Veterans Integrated Service Networks (VISNs) to assist veterans transitioning from active duty and to improve the access of veterans to mental health services. Requires the pilot program at each VISN to include: (1) a community oriented veteran peer support network, and (2) a community outreach team for each medical center in such VISN.

Protect Women's Health From Corporate Interference Act of 2014 - Affirms requirements, notwithstanding the Religious Freedom Restoration Act of 1993, that: (1) an employer that establishes or maintains a group health plan for its employees must provide coverage of a specific item or service for the employees or their dependents where the coverage is required under federal provisions or regulations pursuant to those provisions; and (2) group health plans sponsored by an employer or employee organization, and any health insurance coverage, must provide coverage required under the Public Health Service Act, including preventive health services. Authorizes the Departments of Labor, Health and Human Services (HHS), and the Treasury to modify regulations concerning coverage of contraceptive services by group health plans of religious employers consistent with the purposes and findings (regarding coverage of birth control services and the Supreme Court decisions in Burwell v. Hobby Lobby Stores, Inc. and Conestoga Wood Specialties Corp. v. Burwell ) of this Act.

National Hate Crimes Hotline Act of 2014 - Authorizes the Attorney General to award grants to: (1) private, nonprofit entities to establish and operate a national, toll-free telephone hotline and an Internet website to assist victims of hate crimes; and (2) state and local law enforcement entities for educational and training programs on solving hate crimes and establishing dialogues with members of communities who are at-risk of being victims of hate crimes. Directs the Attorney General to establish a program for awarding grants to local organizations to establish or expand programs that provide services to victims of hate crimes.

Amy and Vicky Child Pornography Victim Restitution Improvement Act of 2014 - Amends the federal criminal code to expand the definition of "full amount of the victim's losses" for purposes of provisions governing mandatory restitution of victims of offenses involving sexual exploitation and other abuse of children to include medical services, physical and occupational therapy or rehabilitation, and lost income for the victim's lifetime, as well as any losses suffered by the victim from any sexual act or conduct in preparation for or during the production of child pornography depicting the victim involved in the offense. Sets forth guidelines for determining restitution where the victim of of a specified child pornography offense was harmed by one defendant (requiring restitution for not less than the full amount of the victim's losses) or by more than one defendant (requiring restitution for not more than the full amount of the victim's losses and not less than specified minimum amounts for certain offenses). Requires joint and several liability where there are multiple defendants and allows each defendant who is ordered to pay restitution and who has made full payment to the victim equal to or exceeding the specified minimum amount to recover contribution from any other defendant ordered to pay. Sets forth contribution claim procedures. Requires the Attorney General to report to Congress within one year after enactment of this Act on any progress of the Department of Justice (DOJ) in obtaining restitution for victims of such offenses.

Restoring Accountability in Veterans Access to Health Care Act - Directs the Inspector General of the Department of Veterans Affairs (VA) to annually determine, and publish in the Federal Register, the five occupations of health care providers for which there is the largest staffing shortage throughout the VA. Authorizes the Secretary of Veterans Affairs, based upon such determination, to recruit and appoint highly qualified health care providers to positions in those occupations. Requires the Secretary to submit biennial reports assessing the staffing of each VA medical facility, including: (1) information on wait times and workload levels, (2) a plan to fill staffing shortages, and (3) an analysis of succession planning. Directs the Secretary to implement a clinic management training program to provide in-person, standardized education on health care management to all managers of, and health care providers at, VA medical facilities, including training on how to: (1) manage the schedules of health care providers, (2) optimize the use of technology, (3) use data to meet the demand for health care, (4) use the VA appointment scheduling system, and (5) use physical plant space at VA facilities to ensure efficient flow and privacy for patients and staff.

Ask Veterans Act - Directs the Secretary of Veterans Affairs (VA) to contract with an experienced non-government entity to conduct an annual survey, over a five-year period, of a statistically significant sample of veterans who reside in the geographic area served by each VA medical facility to determine the experiences of such veterans in obtaining hospital care and medical services at such facility. Requires those surveys to include questions relating to: the veteran's ability to obtain hospital care and medical services at the facility in a timely manner, the time that expires between the date the veteran requests an appointment and the date on which the appointment is scheduled, the frequency with which scheduled appointments are cancelled, and the quality of hospital care or medical services the veteran receives. Requires the non-government entity to consult with veterans service organizations in designing and conducting the surveys. Prohibits the non-government entity from conducting a survey before the Comptroller General (GAO) certifies the survey as scientifically valid and the proposed sample size of veterans as statistically significant. Directs the Secretary to make the results of the surveys publicly available on the VA's Internet website.

Amateur Radio Parity Act of 2014 - Directs the Federal Communications Commission (FCC) to amend regulations concerning the height and dimensions of station antenna structures to prohibit a private land use restriction from applying to amateur service communications if the restriction precludes such communications, fails to accommodate such communications, or does not constitute the minimum practicable restriction on such communications to accomplish the legitimate purpose of the private entity seeking to enforce such restriction.

Charitable Automobile Red-Tape Simplification Act of 2014 or the CARS Act of 2014 - Amends the Internal Revenue Code, with respect to the tax deduction for charitable contributions, to modify the substantiation rules for donations of qualified vehicles (i.e., motor vehicles manufactured primarily for use on public streets, roads, and highways and boats or airplanes) to require: (1) a statement with respect to such qualified vehicles and a good faith estimate of their value at the time of donation; and (2) a contemporaneous written acknowledgement of the contribution by the donee organization, with information about the donor and the qualified vehicle.

Protecting American Jobs and Exports Act - Amends the Export-Import Bank Act of 1945 to reauthorize the Export-Import Bank of the United States through FY2021. Extends through FY2021 and gradually increases (with a specified exception) the Bank's aggregate outstanding loan, guarantee, and insurance authority. Extends through FY2021 Bank authority to provide financing for the export of nonlethal defense articles or services whose primary end use will be for civilian purposes.

Advancing Care for Exceptional Kids Act of 2014 or the ACE Kids Act of 2014 - Amends titles XIX (Medicaid) and XXI (Children's Health Insurance) (CHIP) of the Social Security Act to extend medical assistance to payment for items and services furnished under a Medicaid Children's Care Coordination (MCCC) Program which the state may elect to provide to eligible children with complex medical conditions. Requires an MCCC program, among other things, to coordinate, integrate, and provide for the furnishing of the full range of MCCC program services to enrolled children, as well as designate pediatric care management services and pediatric focused care coordination and health promotion. Requires eligible children to be enrolled prospectively in an MCCC program through initial assignment to a nationally designated children's hospital network.

Medicare DMEPOS Competitive Bidding Improvement Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to require state licensure and a bid and surety bond of at least $50,000 for each area for bidding entities under the Medicare durable medical equipment, prosthetics, orthotics, and supplies (DMEPOS) competitive acquisition program.

Facilitating Investments in Local Markets Act or the FILM Act - Amends the Internal Revenue Code, with respect to the expensing of the costs of qualified film and television productions, to: (1) extend through 2015 provisions allowing such expensing, and (2) allow such expensing for the costs of certain live theatrical productions.

Nicholas and Zachary Burt Memorial Carbon Monoxide Poisoning Prevention Act of 2014 - Directs the Consumer Product Safety Commission (CPSC) to establish a grant program to provide assistance to states that require compliant carbon monoxide alarms to be installed in dwelling units. Defines "compliant carbon monoxide alarm" as an alarm that complies with the American National Standard for Single and Multiple Station Carbon Monoxide Alarms as well as the American National Standard for Gas and Vapor Detectors and Sensors. Permits states receiving grants to use such funds to: (1) purchase and install such alarms in dwelling units of low-income families or elderly persons, childcare facilities, public schools, senior centers, or student dwelling units owned by public universities; (2) train state or local fire code enforcement officials regarding compliance and installation; and (3) educate the public about the risk of carbon monoxide poisoning.

Seniors' Identity Protection Act of 2014 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to prohibit the use of Social Security account numbers on identification cards issued by the U.S. government in connection with benefits under SSA titles XVIII (Medicare), XIX (Medicaid), and XXI (Children's Health Insurance Program) (CHIP). Declares the sense of Congress that private entities should not use Social Security account numbers as a method identifying individuals on documents made available to the public or on personal identification cards.

School Modernization and Revitalization Through Jobs Act, the SMART Jobs Act, or the 21st Century Green High-Performing Public School Facilities Act - Requires the Secretary of Education to make grants to states for the modernization, renovation, or repair of public schools, including early learning facilities and charter schools, to make them safe, healthy, high-performing, and technologically up-to-date. Allocates grant funds among states on the basis of the relative portion of school improvement funds provided to local educational agencies (LEAs) in each state under the Elementary and Secondary Education Act of 1965. Reserves 1% of the grant funds for assistance to outlying areas and Indian schools. Requires states to reallocate such grant funds to LEAs on the basis of each LEA's share of school improvement funds received by LEAs in the state for the previous fiscal year. Directs the Secretary to make grants to LEAs that serve areas in which the President, during the preceding 10 fiscal years, has determined that a major disaster exists for the construction, modernization, renovation, or repair of public schools, including early learning facilities and charter schools, to make them safe, healthy, high-performing, and technologically up-to-date. Allocates grant funds among such LEAs on the basis of each LEA's share of infrastructure damage inflicted on public school facilities in such areas. Requires the iron, steel, and manufactured goods used in projects funded under this Act to have been produced in this country, subject to specified exceptions.

Midshipmen Education Certainty Act - Makes appropriations available each fiscal year for operations of the U.S. Merchant Marine Academy for any period during which interim or full-year appropriations for the Academy are not in effect. Requires funds made available for a fiscal year under this Act to remain available until the enactment of: (1) an appropriation for such fiscal year (including a continuing appropriation) for such operations; or (2) an applicable regular appropriation for the Maritime Administration for such fiscal year, or continuing appropriations resolution for such fiscal year, without any appropriation for such operations.

Cold War Service Medal Act of 2014 - Authorizes the Secretary of the military department concerned to issue the Cold War Service Medal to members of the Armed Forces who were discharged or released under honorable conditions after having: (1) served on active duty for at least 24 consecutive months during the Cold War (September 2, 1945, through December 26, 1991), (2) deployed outside the continental United States for at least 30 days during such period, or (3) performed other Cold War service as the Secretary of Defense (DOD) may prescribe. Expresses the sense of Congress that the DOD Secretary should expedite the design of the Medal as well its issuance to eligible members.

United States-Israel Alzheimer's Disease Cooperation Act - Directs the Secretary of Health and Human Services (HHS) to establish a program of grants to support research on the development and commercialization of tools, treatments, and cures for Alzheimer's disease and other dementias. Requires eligible projects to be joint ventures between U.S. and Israeli non-governmental entities or the U.S. and Israeli governments. Establishes an advisory board to monitor the method by which grants are awarded and to provide performance reviews of actions taken to carry out this Act.

Promoting Healthy Minds for Safer Communities Act of 2014 - Title I: Strengthening and Improving Intervention Efforts - Requires the Secretary of Health and Human Services (HHS) to establish a program to award grants to states, political subdivisions, or nonprofit private entities for the expansion of mental health crisis assistance programs. Amends the Public Health Service Act to revise a community children and violence program to assist local communities and schools in applying a public health approach to mental health services, including by: (1) revising eligibility requirements for a grant, contract, or cooperative agreement; and (2) providing for comprehensive school mental health programs that are culturally and linguistically appropriate, trauma-informed, and age appropriate. Requires a comprehensive school mental health program funded under this Act to assist children in dealing with trauma and violence. Makes only a partnership between a local educational agency and at least one community program or agency that is involved in mental health eligible for such funding. Sets forth assurances required for eligibility, including that: (1) the local education agency will enter into a memorandum of understanding with at least one relevant community-based entity that clearly states how school-employed mental health professionals will be utilized and the responsibilities of each partner; (2) the program will include training of all school personnel, family members of children with mental health disorders, and concerned members of the community; and (3) the program will demonstrate the measures to be taken to sustain the program after funding terminates. Requires grantees to comply with the health information privacy requirements of the Health Insurance Portability and Accountability Act of 1996 (HIPAA). Requires the Administrator of the Substance Abuse and Mental Health Services Administration to develop a fiscally appropriate process for evaluating grant program activities, including: (1) the development of guidelines for the submission of program data by recipients; and (2) the development of measures of outcomes to be applied by recipients in evaluating programs, to include student and family measures and local educational measures. Amends the Mentally Ill Offender Treatment and Crime Reduction Act of 2004 to: (1) expand the assistance provided under such Act, and (2) reauthorize appropriations for FY2015-FY2019. Authorizes the Attorney General to award grants to establish or expand: (1) veterans treatment court programs, which involve collaboration among criminal justice, veterans, and mental health and substance abuse agencies to provide qualified veterans (preliminarily qualified offenders who were discharged from the armed forces under conditions other than dishonorable) with intensive judicial supervision and case management, treatment services, alternatives to incarceration, and other appropriate services, including housing, transportation, job training, education, and assistance in obtaining benefits; (2) peer to peer services or programs to assist such veterans in obtaining treatment, recovery, stabilization, or rehabilitation; (3) practices that identify and provide treatment, rehabilitation, legal, transitional, and other appropriate services to such veterans who have been incarcerated; and (4) training programs to teach criminal justice, law enforcement, corrections, mental health, and substance abuse personnel how to identify and respond to incidents involving such veterans. Revises the definition of "preliminarily qualified offender" to include, in the case of a veterans treatment court program, an adult or juvenile accused of an offense who has been diagnosed with, or manifests obvious signs of, mental illness or a substance abuse disorder or co-occurring mental illness and substance abuse disorder. Removes a requirement that the adult or juvenile be accused of a nonviolent offense. Requires preliminarily qualified offenders to be unanimously approved for participation in a collaboration program by, when appropriate, the relevant prosecuting attorney, defense attorney, probation or corrections official, judge, and representative from the relevant mental health agency. Authorizes the Attorney General to award grants to enhance the capabilities of a correctional facility to: (1) identify and screen for mentally ill inmates; (2) plan and provide assessments of the clinical, medical, and social needs of inmates and appropriate treatment and services that address mental health and substance abuse needs; (3) develop, implement, and enhance post-release transition plans that coordinate services and public benefits, the availability of mental health care and substance abuse treatment services, alternatives to solitary confinement and segregated housing, and mental health screening and treatment for inmates placed in solitary confinement or segregated housing; and (4) train employees in identifying and responding to incidents involving inmates with mental health disorders or co-occurring mental health and substance abuse disorders. Authorizes the Attorney General to: (1) award not more than six grants per year to applicants for the purpose of reducing the use of public services by mentally ill individuals who consume a significantly disproportionate quantity of public resources, and (2) make grants to provide support for programs that teach law enforcement personnel how to identify and respond to incidents involving persons with such disorders. Directs the Attorney General to give priority in awarding grants for adult or juvenile collaboration programs to applications that: (1) propose interventions that have been shown by empirical evidence to reduce recidivism, and (2) use validated assessment tools to target preliminarily qualified offenders with a moderate or high risk of recidivism and a need for treatment and services. Title II: Improving Mental Health Research - Directs the Secretary to expand research on self-directed and other-directed violence associated with mental illness. Title III: Understanding the Epidemic of Gun Violence - Requires the Secretary to expand: (1) the National Violent Death Reporting System to all 50 states, and (2) research and grants of the Centers for Disease Control and Prevention (CDC) to address gun violence. Authorizes FY2015-FY2019 appropriations for CDC research and grants. Title IV: Mental Health and Access to Firearms - Amends federal criminal code prohibitions on the sale, purchase, transport, or possession of firearms or ammunition to: (1) specify that prohibitions with respect to persons committed to a mental institution apply to persons committed on an involuntary inpatient or involuntary outpatient basis, and (2) expand the prohibitions to persons convicted of a misdemeanor crime of stalking. Expands the definition of: (1) "misdemeanor crime of domestic violence" to include offenses by children, grandparents, grandchildren, siblings, or dating partners; and (2) "intimate partner" to include such individuals as well as parents and guardians. (Thus, adds such individuals to the categories of persons that may be prohibited from possessing or receiving guns under domestic violence laws.) Authorizes the Attorney General to reserve not more than 5% of Edward Byrne Memorial Justice Assistance Grant Program funds for grants to states that: (1) give state and local law enforcement the authority to seize firearms or ammunition from an individual pursuant to a warrant, where there is probable cause to believe the individual possessing such firearms or ammunition poses an elevated risk of harm to himself or herself or to another individual; or (2) temporarily prohibit an individual involuntarily hospitalized for mental illness on an emergency basis from possessing a firearm or ammunition. Directs the Attorney General to establish a system for the prompt notification of state and local enforcement agencies when the National Instant Criminal Background Check System (NICS) notifies a licensed dealer that an individual attempting to obtain a firearm is prohibited from possessing a firearm under federal or state law. Title V: Restoration - Amends the NICS Improvement Amendments Act of 2007 to set forth requirements for persons adjudicated to have a mental disorder or committed to a mental institution to apply for relief (restoration of firearm ownership rights) after one year by submitting an opinion of a psychiatrist or licensed clinical psychologist in order to seek a determination by the adjudicating agency that the person no longer manifests the symptoms that elevate the risk of harm. Title VI: Submission of Mental Health Records to National Instant Criminal Background Check System - Requires the Director of the Bureau of Justice Statistics to report annually to Congress regarding the number of persons reported by each state to NICS who are prohibited from possessing or receiving a firearm based on a conviction for a misdemeanor crime of domestic violence. Reauthorizes the national criminal history improvement program for FY2015-FY2018. Requires the Attorney General to establish a four-year implementation plan for each state or Indian tribal government desiring a grant to improve the automation and transmittal to federal and state repositories of: (1) mental health records and criminal history dispositions, (2) records relevant to determining whether a person has been convicted of a misdemeanor crime of domestic violence, (3) court orders, and (4) mental health adjudications or commitments. Requires each federal agency in possession of records relevant to a determination of whether a person is disqualified from possessing or receiving a firearm under specified circumstances to make such records, updated at least quarterly, available to the Attorney General for use in NICS background checks. Directs HHS, under HIPAA, to allow states to make information concerning persons adjudicated as a mental defective or those committed to mental institutions available for NICS.

Reducing Barriers for Veterans Education Act of 2014 - Makes an individual who is eligible for educational assistance under the Post-9/11 Educational Assistance program eligible for assistance with the fees for applying to institutions of higher education (IHEs). Sets the amount of such assistance payable to an individual at the lesser of: (1) the total application fees charged to the individual by the IHEs, or (2) $750.

Commends the government of Afghanistan for holding a successful first round of the presidential election and expresses support for a credible second round on June 14, 2014. Supports the mandate of Afghan electoral bodies such as the Independent Election Commission (IEC) and the Electoral Complaints Commission (ECC) to administer polls to prevent fraud and misconduct. Encourages the government of Afghanistan to implement measures that will increase voter participation, particularly among the Afghan female population. Recognizes the determination of the Afghan people to exercise their right to vote and determine their country's destiny. Urges the government of Afghanistan to assure that fraudulent electoral activities do not take place during the runoff. Urges: (1) communication between the IEC and the Afghanistan National Security Forces (ANSF) to provide security for vulnerable areas of the country during the election period; and (2) the ANSF to ensure the safety of voters, candidates, poll workers, and election observers. Encourages all elements of Afghan society to refrain from fomenting disturbances in voting areas. Recognizes the sacrifices of U.S. and coalition armed forces to Afghanistan's security and stability.

Amends the Internal Revenue Code, with respect to the low-income housing tax credit, to make permanent the minimum 9% credit rate for new buildings that are not federally-subsidized and to establish a minimum 4% credit rate for existing buildings that are not federally-subsidized.

Kerry Rose Fire Sprinkler Notification Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to require institutions of higher education (IHEs) participating in title IV programs to include in their annual fire safety report: (1) the number and percentage of beds at their student housing facilities that are protected by an automatic fire sprinkler system in the bedroom, and (2) the number and percentage that are not so protected. Directs the Secretary of Education to make publicly available statistics on the number and percentage, in the aggregate and by state, of: student housing facilities at IHEs with less than 100% of the beds protected by an automatic fire sprinkler system in the bedroom, student housing facilities at IHEs with less than 50% of the beds so protected, beds at student housing facilities at IHEs that are so protected, and beds at such facilities that are not so protected. Defines "student housing facilities" to include facilities that are campus facilities and facilities that are noncampus buildings or properties. Requires IHEs that maintain student housing facilities to: include in all materials relating to such facilities information on whether they are equipped with a fire safety system that includes an automatic fire sprinkler system in each bedroom, give students who are selecting a student housing facility written notice as to whether or not the facility has such a system, and give students written notice on the date they move into a student housing facility as to whether the facility has such a system and how its fire safety system is described in the IHE's annual fire safety report.

Combating Autism Reauthorization Act of 2014 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to establish and oversee a National Autism Spectrum Disorder Initiative to implement a strategic plan for the conduct and support of research into the disorder and minimize duplication by HHS programs of other federal research activities. Extends through FY2019: (1) the developmental disabilities surveillance and research program; (2) the autism education, early detection, and intervention program; and (3) the Interagency Autism Coordinating Committee. Adds members appointed by the Speaker and the minority leader of the House of Representatives, and the majority and minority leaders of the Senate, to the Interagency Autism Coordinating Committee. Requires the Comptroller General (GAO) to study the demographics and needs of individuals with an autism spectrum disorder, make policy recommendations, and include a survey of public and private stakeholders on the needs of adults with such a disorder, the services and resources available, and the effectiveness of the services and resources.

Caring for Military Children with Developmental Disabilities Act of 2014 - Includes in the treatment of military dependents' developmental disabilities under the Department of Defense (DOD) TRICARE program behavioral health treatment, including applied behavior analysis, that is prescribed by a physician or psychologist. Makes such behavioral health treatment available to retired members of the Coast Guard, the Commissioned Corps of the National Oceanic and Atmospheric Administration (NOAA), the Commissioned Corps of Public Health Service, or their dependents only to the extent that amounts are specifically appropriated to the Defense Health Program Account for their coverage. Expresses the sense of Congress that amounts should be appropriated for the behavioral health treatment of TRICARE beneficiaries in a manner that ensures that all beneficiaries receive appropriate and equitable access to such treatment.

Boating Occupancy and Teaching Safety Act or the BOATS Act - Directs the Commandant of the Coast Guard to: (1) establish maximum passenger capacity and maximum weight capacity standards for recreational vessels, and (2) require manufacturers and operators of passenger vessels to permanently display in a legible manner that is clearly visible, including on each flying bridge of the vessel, to vessel passengers such maximum capacity requirements and a notice of the need to balance vessel weight to avoid capsizing. Defines "flying bridge" to mean an open deck above the main navigating bridge of a recreational vessel. Amends federal shipping law to revise state recreational boating safety program requirements. Allows a state to contract with a local government or private entity to provide boating safety education services under a state recreational boating safety program. Amends the Internal Revenue Code to make amounts in the Sport Fish Restoration and Boating Trust Fund available for expenditures to carry out the purposes of the Dingell-Johnson Sport Fish Restoration Act (as in effect upon enactment of this Act).

Strengthening Mental Health in Our Communities Act of 2014 - Establishes the White House Office of Mental Health Policy to monitor federal mental health activities and develop a National Strategy for Mental Health, a comprehensive plan to provide services to individuals with mental illness. Amends the Public Health Service Act to reauthorize through FY 2019 various mental health grant programs, including programs for youth suicide prevention, homeless individuals, and diverting individuals with mental illness from the criminal justice system. Replaces youth interagency research, training, and technical assistance centers with a suicide prevention technical assistance center and authorizes the center through FY2019. Revises and extends through FY2019 grant programs to provide: (1) comprehensive community mental health services for children with serious emotional disturbances, and (2) for continued operation of the National Child Traumatic Stress Initiative (NCTSI). Requires the Administrator of the Substance Abuse and Mental Health Services Administration (SAMHSA) to create a national media public service campaign to reduce the stigma associated with mental illness. Directs SAMHSA to award grants to states to create a Web-based acute psychiatric bed registry to facilitate the placement and treatment of individuals in psychiatric crisis. Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to require coverage of antidepressant and antipsychotic drugs. Eliminates Medicare's 190-day lifetime limit on inpatient psychiatric hospital services. Expands Medicare coverage to include marriage and family therapist services and mental health counselor services. Authorizes through FY2019 additional appropriations for National Health Service Corps scholarships and loan repayments to ensure an adequate supply of behavioral and mental health professionals. Native American Psychiatric and Mental Health Care Improvement Act - Directs the Secretary to award one grant to a medical school to recruit and train psychiatric physicians for Indian health programs. Makes participating physicians eligible for the Indian Health Service Loan Repayment Program. Adds occupational therapists to the National Health Service Corps to address shortages in health professional shortage areas. Requires the Director of the National Institute of Mental Health to conduct or support research on the causes, prevention, and treatment of serious mental illness and violence associated with mental illness. Allows the Director of the National Institutes of Health to establish a Youth Mental Health Research Network to conduct or support youth mental health research and intervention services. Revises and extends through FY2019 a program for children dealing with violence. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend through FY2019 collaboration program grants and expand assistance to veterans and inmates with mental illness. Applies Medicaid, Medicare, and Medicare Advantage incentives for implementation of electronic health records to specified mental health professionals and facilities. Requires the Secretary of Defense (DOD) to provide individuals enlisting in the Armed Forces with a mental health assessment to be used as a baseline for subsequent assessments. Directs DOD to furnish needed care for mental illness to any veteran who served on active duty in a combat zone. Requires the Secretary of Veterans Affairs (VA) to establish a pilot program for repaying student loans in exchange for service as a psychiatrist in the Veterans Health Administration.

Bank on Students Emergency Loan Refinancing Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to direct the Secretary of Education to establish a program to refinance the unpaid principal, accrued unpaid interest, and late charges on: (1) the William D. Ford Federal Direct Loans (DLs) of qualified borrowers if the DLs were first disbursed or (in the case of Direct Consolidation Loans) applied for before July 1, 2013, and (2) the Federal Family Education Loans (FFEL) of qualified borrowers as DLs. (FFELs were not disbursed after June 30, 2010.) Refinances the FFELs as Federal Direct Stafford, Unsubsidized Stafford, PLUS, or Consolidated Loans depending on the categorization of the FFEL as a Stafford, Unsubsidized Stafford, PLUS, or Consolidated Loan. Sets the interest rate on the refinanced loans, other than the Federal Direct Consolidation Loans, at the rate for the 12 months beginning on July 1, 2013, applicable to the DL's categorization and, in the case of Stafford Loans, applicable to a loan issued to an undergraduate student or a loan issued to a graduate student. Sets the interest on refinanced Consolidation Loans at the rate on Federal Direct PLUS Loans for the 12-month period beginning on July 1, 2013. Fixes the interest rate on such loans for the period of such loans. Directs the Secretary to establish eligibility requirements based on a borrower's income or debt-to-income ratio that take into consideration providing access to refinancing for borrowers with the greatest financial need. Imposes an administrative fee on the borrowers of such reissued loans that is based on the unpaid principal, and accrued unpaid interest and late charges, of their original loan. Requires the Secretary to establish a program to refinance the unpaid principal, accrued unpaid interest, and late charges on private education loans as Federal Direct Refinanced Private Loans if the private education loans were first disbursed to qualified borrowers before July 1, 2013, and were for their own postsecondary educational expenses. Sets the interest rate on Federal Direct Refinanced Private Loans at the rate applicable for the 12 months beginning on July 1, 2013, to: (1) Direct Stafford and Unsubsidized Stafford Loans issued to undergraduates if the private education loan was issued for undergraduate expenses, (2) Direct Unsubsidized Stafford Loans issued to graduate or professional students if the private education loan was issued for graduate or professional studies, or (3) Direct PLUS Loans if the private education loan was issued for undergraduate and graduate or professional studies. Fixes the interest rate on such loans for the period of such loans. Directs the Secretary to establish eligibility requirements based on a borrower's income or debt-to-income ratio that take into consideration providing access to refinancing for borrowers with the greatest financial need. Requires qualified borrowers of such loans to undergo loan counseling before their private education loan is refinanced. Imposes an origination fee on the borrowers of Federal Direct Refinanced Private Loans. Amends the Internal Revenue Code to require an individual taxpayer whose adjusted gross income exceeds $1 million to pay a minimum tax rate of 30% of the excess of the taxpayer's adjusted gross income over the taxpayer's modified charitable contribution deduction for the taxable year (tentative fair share tax). Establishes the amount of such tax as the excess (if any) of the tentative fair share tax over the excess of: (1) the sum of the taxpayer's regular tax liability, the alternative minimum tax (AMT) amount, and the payroll tax for the taxable year; over (2) certain tax credits. Provides for a phase-in of such tax. Requires an inflation adjustment to the $1 million income threshold for taxable years beginning after 2015. Requires the Secretary to terminate this Act's refinancing programs when the net cost of carrying out the programs is equal to the Secretary's estimate of the amount of additional revenue generated during the 10-year period beginning on the date of this Act's enactment due to the fair share tax.

Peace Corps Equity Act of 2014 - Amends the Peace Corps Act to subject abortion service coverage by the Peace Corps for volunteers to the same limitations that apply to Peace Corps employees regarding coverage of abortion services. States that such restriction shall not be construed to limit medical evacuation coverage.

Supports the people of Nigeria, especially the parents and families of the girls abducted by Boko Haram in Borno state. Condemns Boko Haram for its attacks on civilian targets, including schools, mosques, churches, villages, and agricultural centers. Encourages the government of Nigeria to strengthen efforts to protect children seeking an education and to hold those who conduct such attacks accountable. Commends U.S. efforts to hold terrorist organizations such as Boko Haram accountable, and supports U.S. offers to assist in the search for the abducted girls. Encourages the Department of State and the U.S. Agency for International Development (USDA) to continue supporting initiatives that promote the human rights of women and girls in Nigeria.

College Preparation Tax Credit Act of 2014 - Amends the Internal Revenue Code to allow an individual taxpayer a tax credit for up to $500 of qualified college preparation expenses. Defines such expenses as: (1) the fees required for taking any Advanced Placement or International Baccalaureate exam, the SAT, the ACT, or any SAT subject test; (2) expenses related to preparation for such exams; and (3) fees and expenses related to applications for admission to pursue a postsecondary course of study at an institution of higher education.

Insurance Capital Standards Clarification Act of 2014 - Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act concerning establishment of minimum leverage and minimum risk-based capital requirements on a consolidated basis for a depository institution holding company or a nonbank financial company supervised by the Board of Governors of the Federal Reserve System (Board). States that federal banking agencies shall not be required to subject any person to such minimum capital requirements, to the extent that such person either: (1) acts in its capacity as a regulated insurance entity regulated by a state insurance regulator, or (2) is a regulated foreign subsidiary engaged in the business of insurance (including a regulated foreign affiliate of such subsidiary). Exempts from any requirement to prepare holding company financial statements in accordance with Generally Accepted Accounting Principles any Board-supervised depository institution holding company or nonbank financial company that is also a person regulated by a state insurance regulator or a regulated foreign subsidiary (or a regulated foreign affiliate) that files its holding company financial statements using only Statutory Accounting Principles in accordance with state law.

Cleaning Product Right to Know Act of 2014 - Requires a cleaning product manufactured or offered for sale, distributed in commerce, or imported into the United States to bear a label listing each of its ingredients: (1) by the name assigned by the International Nomenclature of Cosmetic Ingredients or, if there is no such name, by the name assigned by the International Union of Pure and Applied Chemistry or, if there is none, by its common chemical name; and (2) in descending order of predominance by weight, except that ingredients that constitute less than 1% of the product can be listed at the end in any order. Allows the Consumer Product Safety Commission (CPSC) to exempt from such labeling requirement: (1) an ingredient that is present in a product at such low levels that detection is not technologically feasible; or (2) for five-year periods, an ingredient that a manufacturer demonstrates to be a trade secret. Sets forth required disclosures for, and limitations to, a manufacturer's claim that an ingredient is a trade secret. Requires a product that is not in conformity with the labeling requirements and not exempt to be treated as a misbranded hazardous substance under the Federal Hazardous Substances Act (FHSA). Increases penalties for violations of FHSA. Authorizes any person to petition the CPSC to investigate claims that a product does not satisfy the labeling requirements. Requires: (1) each cleaning product manufacturer to make available on its website a complete list of ingredients for each product, including any potential adverse health effect of each ingredient; and (2) CPSC to provide on its website aggregated information that allows users to compare products made by different manufacturers.
