Anti-Semitism Awareness Act of 2016 This bill requires the Department of Education (ED), when reviewing whether there has been a violation of title VI of the Civil Rights Act of 1964 (prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving federal financial assistance) based on an individual's actual or perceived shared Jewish ancestry or Jewish ethnic characteristics, to consider the definition of "anti-Semitism" as part of its assessment of whether the alleged practice was motivated by anti-Semitic intent. For purposes of this bill, the definition of "anti-Semitism" is the definition set forth by the Special Envoy to Monitor and Combat Anti-Semitism of the Department of State in the Fact Sheet issued on June 8, 2010, as adapted from the Working Definition of Anti-Semitism of the European Monitoring Center on Racism and Xenophobia (now known as the European Union Agency for Fundamental Rights).

This bill amends the Small Business Act to revise the Small Business Administration's criteria for awarding a grant to a women's business center to include the ability of the applicant to provide training and services to a representative number of unmarried women who are both socially and economically disadvantaged.

National Hate Crimes Hotline Act of 2016 This bill authorizes the Department of Justice (DOJ) to award grants to: (1) private, nonprofit entities to establish and operate a national, toll-free telephone hotline and an Internet website to assist victims of hate crimes; and (2) state and local law enforcement entities for educational and training programs on solving hate crimes and establishing dialogues with members of at-risk communities. Additionally, the bill directs DOJ to establish a grant program for local organizations to establish or expand programs that provide services to victims of hate crimes.

Applauds the Civil Air Patrol (CAP) for 75 years of continuous service. Recognizes the critical emergency services, training support, and mission capabilities that the CAP offers state and national homeland security agencies, as well as the Armed Forces. Commends the more than 23,500 youth and 32,500 adult volunteers of the CAP.

Protecting Our Kids' Medicine Act of 2016 This bill amends the Federal Food, Drug, and Cosmetic Act to prohibit the sale of liquid formulations of over-the-counter drugs that are not packaged with a dosage delivery device, such as a calibrated cup or spoon, and that do not have measurements on the label and on the dosage delivery device exclusively in metric units. The Food and Drug Administration may waive the requirement for metric units if that requirement would not benefit public health. Over-the-counter liquid drugs labeled for pediatric use may not be sold without a flow restrictor or another mechanism to reduce accidental ingestion.

Making College More Affordable Act This bill amends the Higher Education Act of 1965 by creating federal interest-free education loans for undergraduate students. The loans must have the same terms and conditions and benefits to borrowers as federal direct Stafford Loans. Interest on these loans may only accrue during periods when a borrower is not earning taxable income due to professional negligence, professional incompetence, or malicious action on the part of the borrower. The Department of Education (ED) must carry out a repayment plan program for the interest-free loans under which loans payments are automatically withheld from the pre-tax income of the borrower. ED must cancel any outstanding balance of principal or interest due on those interest-free loans made to a borrower who has made 300 monthly payments. The borrower must be taxed on the amount canceled. Those taxes must be applied to carry out the federal direct loan program.

Combating European Anti-Semitism Act of 2016 This bill expresses the sense of Congress that: (1) it is in the U.S. national interest to combat anti-Semitism at home and abroad; (2) there is a need to ensure the security of European Jewish communities, including synagogues, schools, and cemeteries; and (3) the United States should continue to emphasize the importance of combating anti-Semitism in multilateral bodies. The International Religious Freedom Act of 1998 is amended to require the Department of State's Annual Report on International Religious Freedom to include, for each European country in which threats or attacks against Jewish persons, schools, and religious institutions are particularly significant, a description of: the security challenges and needs of European Jewish communities and European law enforcement agencies; U.S. efforts to partner with European law enforcement agencies and civil society groups to combat anti-Semitic incidents; educational programming and public awareness initiatives that impart values of pluralism and tolerance, showcase the positive contributions of Jews, and pay special attention to population segments that exhibit a high degree of anti-Semitic animus; and efforts by European governments to adopt and apply a working definition of anti-Semitism.

Transit Tax Credit Act of 2016 This bill amends the Internal Revenue Code to allow a refundable tax credit for commuting mass transit costs. The credit is equal to 15% of the amount paid or incurred by the taxpayer during the year for a transit pass that the taxpayer, the taxpayer's spouse, or a dependent uses for travel between the residence and place of employment of the taxpayer, spouse, or dependent. The credit allowed for transit passes for any individual may not exceed $460 per year (adjusted for inflation after 2017).

Middle Class Dependent Care Fairness Act of 2016 This bill amends the Internal Revenue Code to eliminate the mandatory reduction in the rate of the tax credit for household and dependent care services for taxpayers whose adjusted gross incomes exceed $15,000.

Never Again Act This bill requires the Department of Veterans Affairs (VA), upon the request of a veteran who is enrolled in the VA health care system and entitled to in-patient psychiatric care, to furnish such veteran with in-patient psychiatric care at: (1) the VA facility that is closest to where the veteran resides and that has the capacity and capability to provide such care, or (2) at a non-VA facility if the VA facility lacks such capacity or capability.

Improving Cancer Treatment Education Act of 2016 This bill amends title XVIII (Medicare) of the Social Security Act to establish Medicare coverage with respect to comprehensive treatment education services for cancer patients. In addition, the bill requires the National Institutes of Health to expand, intensify, and coordinate research on cancer symptom management improvement.

Patient Navigation Assistance Act of 2016 This bill amends title XIX (Medicaid) of the Social Security Act to require state Medicaid programs to provide medical assistance for patient navigator services. ("Patient navigators" are individuals who are trained to facilitate the care of other individuals and who have direct knowledge of the communities they serve.)

Preventing Gun Violence Act This bill amends the federal criminal code to prohibit firearm possession by a person who has been adjudicated of committing a violent juvenile act. The term "violent juvenile act" means: (1) an act by a person under the age of 18 that, if committed by an adult, would be punishable by a prison term exceeding one year and that either has, as an element, the use, attempted use, or threatened use of physical force against another person or involves, by its nature, a substantial risk that physical force against another person may be used; and (2) such an act that is committed by a person who has attained age 18 but not age 21 for which the person is tried as a juvenile or youthful offender under state law.

American Parks American Products Act The bill instructs: (1) the Department of the Interior to ensure that all items offered for sale in any gift shop or visitor's center in a unit of the National Park System are produced in the United States, and (2) the National Archives and Records Administration (NARA) to similarly ensure that all items offered for sale in any NARA gift shop are produced in the United States.

Bring the Jobs Home Loan Act of 2016 This bill amends the Small Business Act to direct the Small Business Administration (SBA) to establish a loan program to assist small business concerns involved in manufacturing to begin the U.S. production of products that would otherwise be imported. Small business concerns receiving these loans must report to the SBA on: (1) facility and equipment changes made using the loans, and (2) progress made in the production of products in the U.S. The bill allows the SBA to consider the report information in determining whether to provide an additional loan or loan assistance under another SBA program. It prohibits an individual loan greater than 5% of the total amount available for such loans.

Local Medicaid Enforcement Incentives Act of 2016 This bill requires the Centers for Medicare & Medicaid Services to award grants to states for the purpose of establishing or expanding programs that: (1) detect and prevent Medicaid fraud, waste, and abuse; (2) identify and recover overpayments resulting from such fraud, waste, or abuse; and (3) share recovered overpayments with localities that assist in detection, prevention, or recovery.

Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands between January 1, 1977, and December 31, 1980, as radiation exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers.

School Protection Act of 2016 This bill amends the Public Health Service Act to authorize the Department of Health and Human Services to make grants and enter contracts to train elementary and secondary school nurses to serve as first responders and crisis managers in the event of a biological or chemical attack at a school or an outbreak of pandemic illness among individuals under their care. The training must prepare school nurses to: (1) protect and preserve life; (2) notify public health authorities to help contain or mitigate the effects of an attack or outbreak; and (3) take other appropriate and feasible actions, such as preserve evidence of an attack.

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill amends the National and Community Service Act of 1990 and the Domestic Volunteer Service Act of 1973 to reestablish the Corporation for National and Community Service as an independent executive agency called the National and Community Service Administration. An individual who successfully completes a term of full-time national service shall be entitled to a national service educational award equal to twice the amount of tuition for the institution of higher education where the individual is enrolled, not to exceed twice the average in-state tuition. Current law limits the award's value to the maximum amount of a Federal Pell Grant that an individual is eligible to receive in the aggregate. Within the administration, the bill establishes an interagency working group to evaluate specified issues related to: (1) eligibility for tuition and student loan repayment assistance with regard to participation in certain national or volunteer service programs, (2) the advisability of granting federal hiring preference to certain volunteer program participants, and (3) methods for increasing the participation of seniors in national service programs. The National Service Foundation, a nonprofit corporation established by the bill, shall accept and administer gifts made in connection with the administration. The bill expresses support for the authorization of appropriations sufficient to provide, within 10 years, volunteer service opportunities for at least 1 million volunteers in full-time national service annually. The bill amends the Internal Revenue Code to exclude AmeriCorps educational awards from gross income.

Public Online Information Act of 2016 This bill establishes a Public Online Information Advisory Committee to: (1) coordinate the government's efforts to make information from all three branches of government available on the Internet, and (2) issue nonbinding guidelines on how the government should make public information available. The government must make public records available on the Internet at no charge, except as imposed by federal law before this bill's enactment. The bill requires: (1) public records to be permanently available on the Internet; (2) current information technology to be applied to the formats and means through which records are made available; and (3) each agency to publish on the Internet a searchable, machine-processable list of all records it makes publicly available. The bill delineates the roles of the Office of Management and Budget, the Office of Electronic Government, and the chief information officers of independent regulatory agencies. It allows exceptions to the Internet publication requirement, including a process for an agency's request for an exception to be granted if: (1) there is a clear and convincing reason for the record to not be made available on the Internet, and (2) the harm caused by disclosure significantly outweighs the public's interest in having the record available on the Internet. Inspectors general must periodically review agency compliance. Private individuals or organizations may file a complaint in federal court if an agency denies a request to place public records on the Internet. The bill expresses the sense of Congress that: (1) judicial and legislative agencies adopt or adapt the advisory committee's recommendations, and (2) the Government Publishing Office make all of its publications permanently available on the Internet in a multiplicity of formats.

Caesar Syria Civilian Protection Act of 2016 This bill declares that it is U.S. policy that all diplomatic and coercive economic means should be used to compel the government of Bashir al-Assad to halt the slaughter of the Syrian people and actively work toward transition to a democratic government. This bill directs the President to impose specified entry and U.S.-based property sanctions against a foreign person that knowingly provides significant financial, material, or technological support: (1) to the government of Syria and the Central Bank of Syria, including Syria's intelligence and security services or its armed forces, including through money laundering or with respect to Syria's gas or petroleum production or civilian aircraft services; and (2) that materially contributes to Syria's ability to acquire or develop ballistic missiles, chemical, biological, or nuclear weapons, or destabilizing numbers and types of advanced conventional weapons. The Syria Human Rights Accountability Act of 2012 is amended to direct the President to impose entry and U.S.-based property sanctions against persons responsible for or complicit in: (1) directing the commission of serious human rights abuses against citizens of Syria or their family members, regardless of whether such abuses occurred in Syria; or (2) transferring to Syria certain military items or goods or technologies that may be used to commit human rights abuses. The Department of State and the Agency for International Development shall report on the monitoring and evaluation of ongoing assistance programs in Syria and to the Syrian people. The bill requires the President to: (1) submit an updated list of Syrian officials who are responsible for or complicit in the commission of serious human rights abuses against Syrian citizens, and (2) assess the potential effectiveness of a no-fly zone over Syria. The State Department shall provide assistance to entities taking criminal and evidence gathering actions for prosection of individuals who have committed crimes against humanity or war crimes in Syria since March 2011. The President may suspend sanctions against Syria under specified conditions. The bill: (1) expresses the sense of Congress with respect to a transitional government in Syria, and (2) sets forth activities and transactions that are exempt from sanctions.

War Crimes Accountability Act of 2016 This bill expresses the sense of Congress that the United States should actively encourage prosecution of war crimes suspects and Nazi war criminals. The President shall submit a report for each of FY2017-FY2021 that identifies each country that is failing to: (1) cooperate with relevant jurisdictions in extraditing or deporting war crimes suspects or Nazi war criminals to the appropriate jurisdiction; (2) enforce arrest warrants issued by an international tribunal against war crimes suspects; (3) accept Nazi war criminals deported from the United States; or (4) effectively prosecute war crimes suspects or Nazi war criminals within such country's jurisdiction, including Nazi war criminals who resided in the United States and were deported from or extradited by the United States or left the United States voluntarily. The President may not issue a letter of offer to sell defense articles under the Arms Export Control Act for $7 million or more to an identified country. The President may waive such prohibition in the U.S. national security interest.

This bill requires the Joint Committee on the Library to enter into an agreement to obtain a statue of Eli Wiesel. The Joint Committee may authorize the Architect of the Capitol to enter into the agreement as well as related contracts. The Joint Committee shall place the statue in a suitable permanent location in the U.S. Capitol.

Pink Tax Repeal Act This bill prohibits the sale of substantially similar services or consumer products from the same manufacturer if they are priced differently based on the gender of the individuals to whom the products are marketed or intended or for whom the services are marketed, performed, or offered. A difference in coloring among consumer products shall not be construed as a substantial difference. Violations shall be treated as unfair or deceptive act or practice under the Federal Trade Commission Act. The Federal Trade Commission and state attorneys general are authorized to enforce against such violations.

United States-Israel Alzheimer's Disease Cooperation Act This bill directs the Department of Health and Human Services (HHS) to establish a program of grants to support research on the development and commercialization of tools, treatments, and cures for Alzheimer's disease and other dementias. Supported projects must be joint ventures between U.S. and Israeli non-governmental entities or the U.S. and Israeli governments. HHS must establish an advisory board to monitor the method by which grants are awarded and to provide performance reviews of actions taken to carry out this bill.

Solar Villages Initiative Act This bill authorizes the President, through the U.S. Agency for International Development, to provide assistance for renewable energy projects in developing countries to increase the availability of credit, savings, and other services to microfinance and microenterprise clients lacking full access to capital, training, technical assistance, and business development services. In providing such assistance, the President shall give priority to empowering female-owned businesses.

National Flood Research and Education Center Act This bill establishes within the National Oceanic and Atmospheric Administration (NOAA) a National Flood Research and Education Center (NFREC), which shall consist of: (1) an office within NOAA; (2) one public university or college selected by the NOAA Administrator, which shall serve as the lead partner institution with NOAA; and (3) a consortium of other public universities or colleges selected by the Administrator and such lead partner institution based on their ability to fulfill specific purposes of NFREC. The purposes of NFREC are listed, including to plan, conduct, and arrange for competent public research, data, education, and recommendations within the following categories as they relate to flooding issues nationwide, regionally, and locally: (1) physical sciences, social science, and economic, policy, and risk analysis; (2) risk management; and (3) improvement of existing, and testing of new, risk assessment tools and methods, monitoring and predicting strategies and techniques, and flood management and prevention strategies and techniques. The bill sets forth criteria for selection of a lead partner institution and consortium members. NFREC must: (1) partner with the U.S. Geological Survey and the Army Corps of Engineers; (2) collaborate on federal flood-related issues with specified federal agencies; and (3) collaborate and share best practices on regional, state, and locally specific flooding and flood-related issues with state and local governments and with watershed, agriculture, environmental, and business and development organizations. Review and reporting requirements are set forth. NFREC must establish and make information available on a website. NFREC may provide technical assistance and demonstration project grant assistance to state and local governments on a competitive basis to assist with implementing recommendations of NFREC or testing new or improved strategies or technologies.

This bill amends the federal criminal code to require a licensed gun dealer to notify the national instant criminal background check system (i.e., the NICS database) of an explosive materials sale and the purchaser's identity. Additionally, it requires the Department of Justice (DOJ) to include in the NICS database information about an individual who is or has been under a federal terrorism investigation. A federal department or agency must submit to DOJ information about such individual. If a licensed gun dealer request a background check on a prospective gun buyer or provides notice of an explosive materials purchaser who is or has been under a federal terrorism investigation, then the NICS database must notify the appropriate division of the Federal Bureau of Investigation.

Coal Cleanup Taxpayer Protection Act This bill amends the Surface Mining Control and Reclamation Act to prohibit the Office of Surface Mining and Reclamation Enforcement (OSMRE) and state regulatory authorities from accepting new self-bonds for coal reclamation. Additionally, any existing self-bonds or corporate bonds utilized for coal reclamation must be converted to surety or collateral bonds. The OSMRE may approve state or federal alternative coal mining bond programs that result in no greater risk of financial liability to the federal government than a surety or collateral bond program. The bill also requires the OSMRE to issue rules establishing limitations on surety bonds to minimize the financial liability to the federal or state government.

Voting Access Act This bill amends the Help America Vote Act of 2002 to require each state to comply with national standards established by the Election Assistance Commission for the location and operation of polling places used in elections for federal office. The Commission shall establish such standards and study instances of the misidentification by election officials of the political party registration of individuals attempting to vote in primary elections for federal office.

Expanding Care for Female Veterans Act This bill directs the Department of Veterans Affairs (VA) to establish a three-year pilot program to award grants to health care entities to lease, purchase, or build health care facilities for female patients in order to provide hospital care and medical services to female veterans enrolled in the VA's patient enrollment system. For purposes of providing such care and services, a facility leased, purchased, or built under the program shall be deemed to be: (1) a non-VA entity that may provide veterans hospital care and medical services as specified in the Veterans Access, Choice, and Accountability Act of 2014; or (2) if the authority to carry out the program is terminated, an entity otherwise authorized to provide hospital care and medical services pursuant to an agreement entered into by the VA.

Original LGBTQ Pride Month Resolution of 2016 Expresses the sense of the House of Representatives that: (1) lesbian, gay, bisexual, transgender, and queer (LGBTQ) rights are human rights to be recognized and protected by the U.S. Constitution; and (2) the United States should continue to strive to ensure that the promise of equality is realized for all people in the United States. Recognizes that all people in the United States should be treated fairly and equally regardless of sexual orientation or gender identity. Acknowledges the struggle of the Stonewall protestors (human rights protesters at the Stonewall Inn in New York City on June 28, 1969) and countless other LGBTQ people for equality, Encourages the celebration of LGBTQ Pride Month.

Presidential Tax Transparency Act This bill amends the Federal Election Campaign Act of 1971 to require any candidate of a major party for the office of President to file with the Federal Election Commission (FEC) a copy of the candidate's income tax returns for the three most recent taxable years for which such a return has been filed with the Internal Revenue Service as of the date of the nomination. In any case in which such a candidate has not filed with the FEC such income tax returns within 30 days after the nomination date, the FEC shall request the Department of the Treasury to furnish the returns. A tax return furnished to the FEC by a candidate or by Treasury shall be treated in the same manner as a report filed by the candidate and, except for the appropriate redaction of certain information, shall be made publicly available at the same time and in the same manner as other reports and statements. The bill amends the Internal Revenue Code to authorize the FEC to disclose to the public the applicable tax returns of any person who has been nominated as a candidate of a major party. Treasury shall furnish the FEC with copies of any requested returns.
