Research of Alcohol Detection Systems for Stopping Alcohol-related Fatalities Everywhere Act of 2010 or the ROADS SAFE Act of 2010 - Directs the Administrator of the National Highway Traffic Safety Administration (NHTSA) to carry out a collaborative research effort to continue to explore, and report to specified congressional committees on, the feasibility and the potential benefits of, and the public policy challenges associated with, more widespread deployment of in-vehicle technology to prevent alcohol-impaired driving.

Global Democracy Promotion Act - States that in determining eligibility for assistance under part I of the Foreign Assistance Act of 1961 foreign nongovernmental organizations shall not: (1) be ineligible for such assistance solely on the basis of health or medical services provided by such organizations with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided and would not violate U.S. federal law if provided in the United States; and (2) be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving assistance under part I of such Act.

Healthy School Meals Act of 2010 - Directs the Secretary of Agriculture to select school food authorities to participate in a pilot program evaluating the use of plant-based alternate protein products and fluid milk substitutes under the school lunch and breakfast programs. Directs the Secretary to: (1) deliver plant-based alternate protein products and fluid milk substitutes to such food authorities at no cost for the preparation of meals under the school lunch and breakfast programs; and (2) assess which of such foods would be best for more general use in the school lunch and breakfast programs, and deliver them for general use under such programs, within two years of this Acts' enactment. Requires the Secretary, within two years of this Act's enactment, to promulgate regulations that: (1) reflect specific recommendations for increased consumption of plant-based foods; and (2) provide for the distribution of supplemental commodity assistance or cash in lieu thereof to states and certain school food authorities that offer a plant-based entree on their daily lunch menus, for the purchase of entirely plant-based commodity food products or fluid milk substitutes. Requires schools participating in the school lunch program to serve a nondairy beverage that is nutritionally equivalent to fluid milk and meets certain nutritional standards to students who cannot consume fluid milk because of a disability or medical or other special dietary need. (Eliminates the requirement that students who cannot consume fluid milk due to a disability provide schools with a statement from a physician that identifies such disability and specifies the fluid milk substitute.)

Public Online Information Act of 2010 - Establishes a Public Online Information Advisory Committee to: (1) coordinate and encourage the government's efforts to make information from all three branches of government available on the Internet; and (2) issue and update nonbinding guidelines on how the government should make public information available. Directs the government to make public records available on the Internet at no charge, except as imposed by federal law before this Act's enactment. Requires: (1) public records to be permanently available on the Internet; (2) current information technology capabilities to be applied to the means by which records are made available and to the formats in which they are available; and (3) each agency to publish on the Internet a comprehensive, searchable, machine processable list of all records it makes publicly available. Delineates the roles of the Director of the Office of Management and Budget (OMB), the Administrator of the Office of Electronic Government, and the chief information officers of independent regulatory agencies, including granting narrow case-by-case exceptions to the Internet publication requirement if an agency requests an exception and demonstrates that: (1) there is a clear and convincing reason for the record to not be made available on the Internet; and (2) on balance the harm caused by disclosure significantly outweighs the public's interest in having the record available on the Internet. Directs the Inspector General of each agency to conduct periodic reviews regarding agency compliance with Internet publication requirements. Sets forth provisions regarding enforcement of public access by private individuals or organizations. Urges: (1) judicial and legislative agencies to adopt or adapt the Advisory Committee's recommendations; and (2) the Government Printing Office (GPO) to make all of its publications permanently available on the Internet in a multiplicity of formats.

American Job Creation and Investment Act - Amends the Internal Revenue Code to allow a corporation to elect in 2010 and 2011 to increase its alternative minimum tax (AMT) credits by a specified credit adjustment amount for purposes of increasing its U.S. workforce and making investments in business equipment. Allows a similar election for a taxable year which includes December 31, 2009, with certain restrictions. Terminates such additional credit allowance after December 31, 2011.

Bleeding Disorder Screening, Awareness, and Further Education (SAFE) Act of 2010 - Requires the Secretary of Health and Human Services (HHS) to carry out the following activities: (1) development of a new, or identification of an existing, screening questionnaire that is evidence-based and in accordance with clinical guidelines for use in the diagnosis of bleeding disorders in adolescents and young adults; and (2) as widely as possible in adolescent populations, dissemination and implementation of the screening questionnaire and other screening tools relevant to the diagnosis of bleeding disorders, ensuring referrals as specified. Directs the Secretary to give priority to grant or contract applicants proposing to provide screening to high school or higher education students. Requires the Secretary to conduct an education campaign to increase awareness about bleeding disorders among health professionals. Directs the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to award grants or contracts to public or nonprofit private entities to: (1) augment existing research efforts to evaluate, improve, and standardize methods for diagnosing bleeding disorders; and (2) expand ongoing efforts to determine the prevalence of bleeding disorders in the general population, identify symptoms, risk factors, and co-morbidities associated with bleeding disorders, and implement female-specific surveillance systems and conduct related research to improve bleeding symptoms and quality of life among adolescent and adult women with bleeding disorders. Authorizes the Secretary to provide technical assistance. Directs the Secretary to report to Congress on the results of activities under this Act.

Iran Sanctions Enhancement Act - Amends the Iran Sanctions Act of 1996 (ISA) to require: (1) the President to initiate an investigation into the possible imposition of sanctions against a person immediately upon U.S. receipt of credible information indicating that such person may have violated ISA; (2) the Government Accountability Office (GAO) to publish a monthly list of potential ISA violators; (3) the President to initiate an investigation of ISA violators based upon GAO information if an investigation has not already been initiated; and (4) the President to complete such investigation within 45 days and notify Congress of any person found in violation of ISA.

Stem Cell Research Advancement Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to conduct and support research that utilizes human stem cells, including human embryonic stem cells. Limits such research to stem cells that meet the following requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics, were created for the purposes of reproductive treatment, and were in excess of the needs of the individuals seeking such treatment; (2) it was determined through consultation with the individuals seeking reproductive treatment that the embryos would never be implanted in a woman and would otherwise be discarded; and (3) the individuals seeking reproductive treatment donated the embryos with written informed consent and received no financial or other inducements. Requires the Secretary to maintain, review every three years, and update as scientifically warranted, guidelines applicable to the conduct or support of human stem cell research by HHS. Prohibits the Secretary from using any funds for the conduct or support of human cloning. Requires the Director of the National Institutes of Health (NIH) to include in its biennial report to Congress a summary of research activities on human stem cells.

Local Jobs for America Act - Directs the Secretary of Labor, acting through the Employment and Training Administration (ETA) of the Department of Labor, to provide for the allotment of funds to states, local government units, and community-based organizations to save and create local jobs through the retention, restoration, or expansion of services needed by local communities. Makes appropriations for this program. Prohibits the hiring of an individual for a position funded under this Act if: (1) it results in the layoff or partial displacement of an existing employee of a unit or organization, or (2) such individual will perform the same or substantially similar work that was performed by the previous employee of the unit or organization. Makes appropriations to: (1) the Department of Education for an Education Jobs Fund, (2) the Department of Justice for community oriented policing services, (3) the Department of Homeland Security (DHS) for the Federal Emergency Management Agency (FEMA) for firefighter assistance grants, and (4) the Department of Labor for ETA for on-the-job training and employment services.

Aviation Jobs Outsourcing Prevention Act - Requires a domestic or a foreign air carrier to file with the Secretary of Transportation any agreement, a request to discuss cooperative arrangements, or a modification or cancellation of an agreement between the domestic or foreign air carrier and another air carrier, a foreign carrier, or another carrier. Requires the Secretary to disapprove or, after periodic review, end approval of, an agreement, a request to discuss cooperative arrangements, or a modification that provides for or permits the sharing or pooling of revenue or profits between participating carriers earned in covered operations, unless the Secretary finds that each participating air carrier's share of the pooled revenue or pooled profits (whichever is greater) contributed by covered operations in any consecutive 12-month period does not exceed 130% of the participating carrier's share of pooled available seat miles (ASMs) in covered operations during the period.

Medicare Prescription Drug Price Negotiation Act of 2010 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to negotiate with pharmaceutical manufacturers the prices that may be charged to Medicare part D prescription drug plan (PDP) sponsors and MedicareAdvantage (MA) organizations for covered part D drugs for part D eligible individuals who are enrolled under a PDP or under an MA-Prescription Drug (MA-PD) plan.

Keep Kids Safe Act of 2010 - Amends the federal criminal code to prohibit the possession of a firearm by, or the sale or transfer of a firearm to, any person who has been convicted in any court of a misdemeanor sex offense against a minor.

Prevention of Farm Animal Cruelty Act - Declares that it is U.S. policy that the raising of livestock for food production shall be consistent with the basic principles of animal welfare. Prohibits a federal agency from purchasing any food product derived from a pig during pregnancy, a calf raised for veal, or an egg-laying hen used or intended for use in food production (covered animal) unless that animal, during the entire period covered by that definition, was provided adequate space to stand up, lie down, turn around freely, and fully extend all limbs. Exempts a covered animal: (1) during lawful transport; (2) during the slaughter of the animal in compliance with the Humane Methods of Slaughter Act of 1958 and other applicable law and regulations; (3) in lawful rodeo exhibitions, state or county fair exhibitions, or other similar exhibitions; (4) in lawful scientific or agricultural research; (5) while undergoing an examination, test, treatment, or operation for individualized veterinary purposes to improve the animal's well-being; or (6) in the case of a pig during pregnancy, during the seven-day period immediately before the date the pig is expected to give birth. Provides that nothing in this Act shall modify, limit, or repeal any law or preempt any state or local law.

National Alzheimer's Project Act - Establishes in the Office of the Secretary of Health and Human Services (HHS) the Office of the National Alzheimer's Project to: (1) accelerate the development of treatments that would prevent, halt, or reverse the course of Alzheimer's; (2) create and maintain an integrated national plan to overcome Alzheimer's; (3) help to coordinate the health care and treatment of citizens with Alzheimer's; (4) ensure the inclusion of ethnic and racial populations that are at higher risk for Alzheimer's or that are least likely to receive care in clinical, research, and service efforts with the purpose of decreasing health disparities; (5) coordinate with international bodies to integrate and inform the fight against Alzheimer's globally; and (6) provide information and coordination of Alzheimer's research and services across all federal agencies. Sets forth the duties of the Director of the Office, including to use discretionary authority to evaluate all federal programs concerning Alzheimer's. Establishes in the Office an Advisory Council on Alzheimer's Research and Treatment.

Foreign Manufacturers Legal Accountability Act of 2010 - Directs the Food and Drug Administration (FDA) (with respect to drugs, devices, cosmetics, and biological products), the Consumer Product Safety Commission (CPSC) (with respect to consumer products), and the Environmental Protection Agency (EPA) (with respect to chemical substances, new chemical substances, and pesticides) to require foreign manufacturers and producers of such products (or components used to manufacture them), in excess of a minimum value or quantity, to establish a registered agent in the United States who is authorized to accept service of process on their behalf for the purpose of all civil and regulatory actions in state and federal courts. Requires the registered agent to be located in a state with a substantial connection to the importation, distribution, or sale of the products. Directs the Secretary of Commerce to establish, maintain, and make available to the public a registry of such agents. Deems a foreign manufacturer or producer of products covered under this Act that registers an agent to consent to the personal jurisdiction of the state or federal courts of the state in which the agent is located for the purpose of any civil or regulatory proceeding. Prohibits importation into the United States of a covered product (or component part that will be used in the United States to manufacture a covered product) if the product (or component part) or any part of the product (or component part) was manufactured or produced outside the United States by a manufacturer or producer who does not have a registered agent whose authority is in effect on the date of the importation. Requires the Secretary of Agriculture and the Commissioner of Food and Drugs to jointly study the feasibility and advisability of requiring foreign producers of food distributed in commerce to establish a registered agent in the United States who is authorized to accept service of process on behalf of such producers for the purpose of all civil and regulatory actions in state and federal courts.

National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

Iran Human Rights Sanctions Act - Directs the President to impose visa entry and financial sanctions on a person determined to be complicit in human rights abuses committed against Iranian citizens or their family members on or after June 12, 2009, regardless of whether such abuses occurred in Iran. Requires that: (1) the list of such persons required by this Act be made available to the public and posted on the Department of the Treasury and the Department of State websites; and (2) the President consider data obtained by other countries and nongovernmental organizations that monitor Iran's human rights abuses in preparing such list. Authorizes the President to: (1) not apply such sanctions in order to permit U.S. compliance with the Agreement between the United Nations and the United States of America regarding the Headquarters of the United Nations and other international agreements; and (2) waive such sanctions if in the U.S. national interest. Terminates sanctions upon presidential certification to Congress that the government of Iran has: (1) released all political prisoners; (2) ceased its practices of violence and abuse of Iranian citizens engaging in peaceful political activity; and (3) conducted a transparent investigation into the killings and abuse of peaceful political activists in Iran and prosecuted those individuals responsible.

Renovate and Enhance Veterans' Meeting Halls and Posts Act of 2010 or the REVAMP Act of 2010 - Amends the Housing and Community Development Act of 1974 to require the Secretary of Housing and Urban Development (HUD) to make grants, on a competitive basis, to eligible veterans service organizations for repairs and rehabilitation of their existing facilities. Defines "eligible veterans service organization" as: (1) a tax-exempt entity organized on a local or area basis; and (2) a local or area chapter, post, or other unit of a national, regional, statewide, or other larger entity of which local or area chapters, posts, or units are members (but not any such national, regional, statewide, or other larger entity itself). Prohibits an eligible veterans service organization from receiving such grant amounts, for any single fiscal year, in an amount exceeding the lesser of the cost of the proposed repair or rehabilitation or $200,000. Makes a grant recipient ineligible to receive another such grant until after five succeeding fiscal years. Prohibits the use of such grants for construction or acquisition of a new facility.

Recognizes the hearing of the Senate Committee on Armed Services on the Don't Ask, Don't Tell policy (concerning sexual orientation in the military), and the testimony of Secretary of Defense Robert M. Gates and Chairman of the Joint Chiefs of Staff Admiral Michael G. Mullen, as an important first step in bringing about the repeal of such policy and in permitting gay and lesbian Americans to serve openly in the Armed Forces. Expresses the sense of the House of Representatives that the policy, as codified under federal law, should be repealed in 2010 and that repeal legislation should be promptly brought to a vote. Expresses the hope that President Obama will continue his leadership on this issue. Urges the Pentagon working group to deliver a repeal implementation plan to Congress as soon as possible while ensuring that the needs and concerns of members of the Armed Forces (members) are taken into consideration. Pledges that the House will do its part to move the repeal planning and implementation process forward in a timeline that is best for all members. Recommends that the Senate Armed Services Committee and the Subcommittee on Personnel Management of the House Armed Services Committee include members, regardless of their sexual orientation, in the upcoming hearings regarding the policy.

Holocaust Insurance Accountability Act of 2010 - Declares that no executive agreement between the United States and any foreign country shall invalidate or preempt any state law creating a cause of action against an insurer or related company based upon a claim arising out of or related to a covered insurance policy that: (1) was in effect at any time after January 30, 1933, and before December 31, 1945; and (2) was issued to a policyholder domiciled in any area occupied or controlled by Nazi Germany. Deems any state law enacted as of March 1, 1998, which requires an insurer doing business in that state to disclose information regarding such a covered policy to be effective upon its enactment. Authorizes the President to waive application of this Act upon: (1) a determination that the executive agreement is vital to U.S. national security interests; and (2) presentation of a report by the President to certain congressional committees explaining the reasons for such determination. Prohibits a court from dismissing a claim that is brought under a state law within 10 years after enactment of this Act on the ground that the claim is barred under any statute of limitations. Declares this Act applicable to any claim brought under state law before, on, or after enactment of this Act including: (1) any claim dismissed on the ground of executive preemption before the date of the enactment of this Act; and (2) any claim that is deemed released as a result of the settlement of a class action entered into before enactment of this Act if the claimant did not receive any payment pursuant to the settlement.

Amends the Internal Revenue Code to require tax-exempt business leagues, chambers of commerce, real estate boards, boards of trade, or professional football leagues to disclose in their annual tax returns the total contributions (including membership dues) received by them during the year and the name and address of, and amount contributed by, each contributor. Exempts organizations whose annual gross receipts do not exceed $25 million.

International Violence Against Women Act of 2010 - Directs the Secretary of State to establish the Office for Global Women's Issues, to be headed by the Ambassador-at-Large for Global Women's Issues, to coordinate efforts regarding gender integration and empowerment of women in U.S. foreign policy. Establishes an Office for Women's Global Development (intended to replace the Office of Women in Development) in the United States Agency for International Development (USAID), to be headed by the Director of Women's Global Development, to coordinate USAID efforts to integrate gender in U.S. foreign assistance programs and policies. Directs the Secretary and the Administrator of USAID to develop a comprehensive five-year strategy for programs to prevent and respond to violence against women and girls in countries with severe levels of such violence. Directs the Ambassador-at-Large and the Director to seek to coordinate efforts to prevent and respond to violence against women and girls internationally into existing foreign assistance programs. Authorizes funds to be awarded to community-based women's nongovernmental organizations and community-based organizations in recipient countries to carry out such efforts. Authorizes the Secretary to provide guidance to the Secretary of Defense (DOD) to: (1) incorporate training on prevention and response into the basic training curricula of foreign military and police forces and judicial officials; and (2) ensure that U.S. assistance to units involved in regional or multilateral peacekeeping operations includes such training. Authorizes the Ambassador-at-Large to provide guidance to the Administrator and the Assistant Secretary for Population, Refugees, and Migration on preventing and responding to violence against women and girls in humanitarian relief, conflict, and post-conflict settings. Authorizes the Secretary to provide guidance on preventing and responding to violence against women and girls to the Secretary of DOD when U.S. military personnel, military contractors, and military observers are to be deployed in humanitarian relief, conflict, and post-conflict settings. Authorizes the Secretary and the Secretary of DOD to: (1) provide training in prevention and response to violence against women and girls internationally to U.S. military forces; (2) establish mechanisms for reporting incidences of violence against civilian women and girls committed by U.S. military forces; and (3) establish related public outreach efforts. Urges the Secretary to make U.S. financial, material, human, and other resources available to assist U.N. efforts to: (1) implement training programs in prevention and response to violence against women and girls for peacekeeping and humanitarian personnel; (2) enhance the deployment of military and civilian women in peacekeeping missions; and (3) improve protection mechanisms at U.N. managed refugee and internally displaced persons camps. Urges the Secretary to identify and take emergency measures to respond to critical outbreaks of violence against women and girls in situations of armed conflict.

Calls upon the President and the Secretary of State to: (1) impress upon the Ugandan government the U.S. belief in the human dignity of all Ugandans regardless of sexual orientation; (2) express U.S. opposition to the "Anti-Homosexuality Bill, 2009" introduced in the Ugandan Parliament; and (3) ensure that resources committed to the global HIV/AIDS response are utilized in a manner that is appropriate to the local epidemiology of the disease, including in Uganda.

Janey Ensminger Act - Makes any veteran who was stationed at Camp Lejeune, North Carolina, during a period in which the water there was contaminated by volatile organic compounds, including known and probable human carcinogens, eligible for hospital care, medical services, and nursing home care through the Department of Veterans Affairs (VA) for any illness, notwithstanding insufficient medical evidence to conclude that the illness is attributable to such contamination.

Honors the bravery and dedication of the United States Agency for International Development (USAID) and Office of U.S. Foreign Disaster Assistance supported urban search and rescue teams deployed to Haiti in the aftermath of the January 12, 2010 earthquake. Congratulates the 511 U.S. rescue workers for the lives they helped save. Recognizes the contribution of these teams not only in the lives that they directly saved, but to the international teams that they trained and to the people of Haiti.

Veterans Pensions Protection Act of 2010 - Excludes from annual income, for purposes of eligibility for pensions for veterans and their surviving spouses and children, reimbursements resulting from: (1) any accident; (2) any theft or loss; (3) any casualty loss; (4) medical expenses resulting from any such accident, theft, or loss; and (5) pain and suffering (including insurance settlement payments and general damages awarded by a court) related to such accident, theft, or loss.

Keep Our Promise to America's Military Retirees Act - Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management (OPM) to provide Federal Employees Health Benefits (FEHB) coverage to the following eligible beneficiaries: (1) a member or former member of the Armed Forces entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member. Directs the Secretary to reimburse such eligible persons for pharmacy benefits received from a pharmacy that is not a TRICARE (Department of Defense [DOD] managed health care plan) network pharmacy in the same manner as the Secretary would reimburse such person for such benefits received from a TRICARE network pharmacy. Requires such persons, in order to receive such reimbursement, to submit a certification from their physician stating that the person does not have access to a TRICARE network pharmacy due to physical or medical constraints.

Technology Bill of Rights for the Blind Act of 2010 - Directs the Secretary of Commerce to study and report to Congress on methods by which blind consumers can gain nonvisual access to consumer electronic devices, electronic kiosks, home appliances, or office technology devices. Requires the Secretary to promulgate a minimum nonvisual access standard for each type of covered device that will ensure nonvisual access to such device by blind consumers. Applies a minimum nonvisual access standard to a covered device that is manufactured after the date that is two years after the date on which such standard is promulgated. Directs the Secretary to establish an Office of Nonvisual Access Compliance to assist the Secretary, educate manufacturers, and conduct investigations. Imposes civil penalties in certain circumstances. Allows civil suits by blind consumers against manufacturers for monetary damages and equitable relief. Allows punitive damages for willful or repeated violations. Prohibits construing this Act to limit the rights of blind or low-vision individuals.

Student Nondiscrimination Act of 2010 - Prohibits public school students from being excluded from participating in, or subject to discrimination under, any federally-assisted educational program on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. Considers harassment to be a form of discrimination. Prohibits retaliation against anyone for opposing conduct they reasonably believe to be unlawful under this Act. Authorizes federal departments and agencies to enforce these prohibitions by cutting off the educational assistance of recipients found to be violating them. Allows an aggrieved individual to assert a violation of this Act in a judicial proceeding and recover reasonable attorney's fees should they prevail. Deems a state's receipt of federal educational assistance for a program to constitute a waiver of sovereign immunity for conduct prohibited under this Act regarding such program.

Prevent Foreign Influence in our Elections Act - Amends the Federal Election Campaign Act of 1971 to apply the ban on contributions and expenditures by foreign nationals in connection with a federal, state, or local election to domestic corporations (subsidiaries) with respect to which the percentage of outstanding shares controlled directly or indirectly by foreign principals is equal to or greater than 50%.

Expresses: (1) condolences and sympathy for the horrific loss of life and the physical and psychological damage caused by the January 2010 earthquake in Haiti; and (2) solidarity with Haitians, Haitian-Americans, and all those who have lost loved ones or have otherwise been affected by the tragedy. Commends the assistance efforts of: (1) the people of the United States, including the Haitian-American community; and (2) the men and women of USNS Comfort and the U.S. Navy.

Financial Crisis Public Disclosure Act of 2010 - Directs the Secretary of the Treasury to make publicly available on the Internet, within 120 days after enactment of this Act, the electronic communications of certain employees at large firms that have received funds under the Troubled Asset Relief Program (TARP) of the Emergency Economic Stabilization Act of 2008 (EESA). Creates a privacy exemption for communication of a purely personal nature or that would otherwise be privileged.

Directs the Secretary of Veterans Affairs (VA), when examining a veteran's attributable income for purposes of determining whether a veteran is unable to defray the necessary expenses of hospital, nursing home, and domiciliary care, to treat as a dependent child of such veteran any unmarried person who: (1) is placed in the legal custody of the veteran for at least 12 consecutive months; (2) either has not attained age 21, has not attained age 23 and is enrolled in a full-time course of study at an institution of higher learning, or is incapable of self-support due to mental or physical incapacity; (3) is dependent on the veteran for over one-half of the person's support; and (4) resides with the veteran, unless separated to receive institutional care.

Treats cash contributions made after January 11, 2010, and before March 1, 2010, for the relief of earthquake victims in Haiti as having been made on December 31, 2009, for purposes of the tax deduction for charitable contributions. Deems a contribution as meeting the recordkeeping requirements of the Internal Revenue Code if the taxpayer produces a telephone bill showing the name of the donee organization and the date and amount of the contribution.
