Amends the TRICARE program (a Department of Defense [DOD] managed health care program) to authorize the provision of mental health counseling for TRICARE participants. Authorizes the provision of mental health services in DOD clinical trials. Amends the National Defense Authorization Act for Fiscal Year 1995 to authorize the Secretary of Defense to enter into personal service contracts with mental health counselors. Includes mental health counselors within DOD licensure requirements for health-care professionals.

Authorizes the Secretary of Energy, for the purpose of enhancing the availability of private financing for clean energy technology development, to provide credit support and facilitate financing transactions to enable owners and users of buildings and industrial facilities to increase energy efficiency and generate electricity from renewable energy resources. Defines "clean energy technology" to include technology that contributes to a stabilization of atmospheric greenhouse gas concentration and for which insufficient commercial lending is available at affordable rates.

Fire Grants Reauthorization Act of 2009 - Amends the Federal Fire Prevention and Control Act of 1974 to reauthorize through FY2014 the Federal Emergency Management Agency's (FEMA's) Assistance to Firefighters Grants (AFG) program and the Staffing for Adequate Fire and Emergency Response (SAFER) program. Modifies the scope of the AFG program, including by permitting the use of grant funds for volunteer, non-fire service emergency medical services organizations and for certifying fire and building inspectors employed by a fire department or serving as a volunteer building inspector with a fire department. Increases: (1) funding for fire prevention and firefighter safety programs; and (2) maximum AFG grant amounts. Lowers matching and maintenance of expenditure requirements and authorizes the Administrator of FEMA to waive or reduce such requirements for applicants facing demonstrated economic hardship. Revises grant allocation requirements to require 25% of grant amounts for a fiscal year to be allocated to each of: (1) career fire departments; (2) volunteer fire departments; (3) combination fire departments. Requires the remaining 25% to be awarded on a competitive basis among such fire departments. Revises grant limits based on jurisdiction populations. Sets forth new limits on awards to state fire training academies. Limits grant amounts used to obtain training to training that complies with applicable national voluntary consensus standards. Amends SAFER program provisions to: (1) limit the period of program grants to three years; (2) require grantees to commit to retaining firefighters hired for the entire grant period, with an economic hardship exception; and (3) limit to 80% the portion of the cost of hiring firefighters for each fiscal year that may be provided under a grant.

School Protection Act of 2009 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services (HHS) to make grants to, and enter contracts with, eligible entities to train elementary and secondary school nurses to serve as first responders and crisis managers in the event of: (1) a biological or chemical attack affecting individuals in a school building or on school grounds; or (2) an outbreak of pandemic influenza among students, faculty, or other individuals under their care. Requires any such training to prepare school nurses to: (1) take necessary measures, particularly in critical early stages, to protect and preserve life; (2) notify public health authorities as appropriate to help contain or mitigate the effects of an attack or outbreak; and (3) preserve evidence of a biological or chemical attack.

Reciprocal Market Access Act of 2009 - Prohibits the President from agreeing to the reduction or elimination of the existing rate of duty on any product in order to carry out a trade agreement entered into between the United States and a foreign country until the President certifies to Congress that: (1) the United States has obtained the reduction or elimination of tariff and nontariff barriers and policies and practices of such foreign country with respect to U.S. exports of any product that has the same physical characteristics and uses as the product for which the President seeks to modify its rate of duty; and (2) any violation of the trade agreement is immediately enforceable by withdrawal of the modification of the existing duty on such foreign product until the United States Trade Representative (USTR) certifies to Congress that the United States has obtained the reduction or elimination of the tariff or nontariff barrier or policy or practice of such foreign government. Requires the withdrawal of such a modification in specified circumstances until the USTR makes such a certification to Congress.

Amends the Small Business Act with respect to the HUBZone (historically underutilized business zone) program to authorize (under current law, requires) a contracting opportunity to be awarded under the program on the basis of competition restricted to qualified HUBZone small businesses if the contracting officer expects that not less than two qualified HUBZone small businesses will submit offers and that the award can be made at a fair market price.

National Forest Roadless Area Conservation Act - Identifies roadless areas within the National Forest System set forth in specified maps as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character. Authorizes the Forest Service to modify such maps for the sole purpose of improving their accuracy or inclusiveness. Requires any substantial modification of those maps to be made through the national forest management planning process and documented in an environmental impact statement.

Refuge from Cruel Trapping Act - Amends the National Wildlife Refuge System Administration Act of 1966 to prohibit the use or possession of body-gripping traps in the National Wildlife Refuge System. Imposes on persons who possess or use such traps in the System: (1) for a first offense, a civil fine of up to $500 for each body-gripping trap possessed or used; and (2) for subsequent offenses, a civil fine of up to $1000 for each body-gripping trap possessed or used, imprisonment for up to 180 days, or both such a civil fine and imprisonment. Makes any body-gripping traps that are possessed or used in violation of this Act, and any wildlife captured by the use of such traps, including the pelts and raw fur, subject to civil forfeiture. Requires persons found to be in violation of such prohibition to pay all associated court costs.

National Quality Cancer Care Demonstration Project Act of 2009 - Directs the Secretary of Health and Human Services to establish a quality cancer care demonstration project for the purpose of establishing quality metrics and aligning payment incentives under title XVIII (Medicare) of the Social Security Act in the areas of treating planning and follow-up cancer care for Medicare beneficiaries with cancer.

Healthcare Innovation Zone Pilot Act of 2009 - Directs the Secretary of Health and Human Services (HHS) to establish a Healthcare Innovation Zone (HIZ) pilot program to increase health care provider integration and align provider incentives to reduce the rate of growth of health care costs while improving quality of care for Medicare, Medicaid, and privately insured patients. Defines an "HIZ" as a geographic region that contains clinical and other entities that provide a full spectrum of health care to such patients and a teaching hospital that has the capacity to conduct health services research and provide clinical training for health professionals. Requires the HIZ program to: (1) incorporate innovative clinical initiatives for training health professionals in a new model of cost-effective, high-quality health care; and (2) consist of an HIZ planning grant program and an HIZ pilot project. Directs the Secretary to make up to 25 HIZ planning grants to eligible health care entities for researching and preparing HIZ design plans, which shall describe the HIZ Coordinating Entity (who will receive and administer payments under the program), how care will be provided, how spending will be reduced, how providers will be integrated and delivery processes changed to reduce costs and improve care, the target population,quality improvement metrics, training, data collection mechanisms, methods for monitoring health costs and use, a strategy to improve prevention, mechanisms to achieve community involvement, payment methodology options, and startup and operating costs. Directs the Secretary to establish an HIZ pilot project to test the effectiveness of HIZs in reducing the rate of growth of health care costs while improving quality of care.

Medicare Card Security Act of 2009 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to direct the Commissioner of Social Security and the Secretary of Health and Human Services to ensure that Social Security numbers are not displayed on Medicare cards.

Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2009 - Amends the Public Health Service Act to require personnel who perform or plan the technical component of either medical imaging examinations or radiation therapy procedures for medical purposes to possess, effective January 1, 2013: (1) certification in each medical imaging or radiation therapy modality and service provided from a certification organization designated by the Secretary of Health and Human Services (HHS); or (2) state licensure or certification where such services and modalities are within the scope of practice as defined by the state for such profession and where the requirements for licensure, certification, or registration meet or exceed the standards established by the Secretary. Exempts physicians, nurse practitioners, and physician assistants. Directs the Secretary to: (1) establish minimum standards for personnel who perform, plan, evaluate, or verify patient dose for medical imaging examinations or radiation therapy procedures; (2) establish a program for designating certification organizations after consideration of specified criteria; (3) provide a method for the recognition of individuals whose training or experience are determined to be equal to, or in excess of, those of a graduate of an accredited educational program in that specialty; and (4) approve and publish a list of accrediting bodies for such certification organizations. Authorizes the Secretary to develop alternative standards for rural or health professional shortage areas as appropriate to assure access to quality medical imaging. Amends the Social Security Act to allow Medicare payment for medical imaging and radiation therapy services furnished on or after January 1, 2013, only if the examination or procedure is planned or performed by an individual who meets this Act's requirements.

Respect for Marriage Act of 2009 - Amends the Defense of Marriage Act to repeal provisions allowing states, territories, possessions of the United States, or Indian tribes to give no effect to a public act, record, or judicial proceeding of any other such entity respecting a relationship between persons of the same sex that is treated as a marriage under that entity's laws or a right or claim arising from such relationship. Amends the federal rules of construction added by such Act concerning the definitions of "marriage" and "spouse" to provide that, for purposes of any federal law in which marital status is a factor, an individual shall be considered married if that individual's marriage is valid in the state where the marriage was entered into or, in the case of a marriage entered into outside any state, if the marriage is valid in the place where entered into and the marriage could have been entered into in a state.

National Guard Education Equality Act - Includes as qualifying service for veterans educational assistance purposes (Post-9/11 Educational Assistance): (1) certain active duty service in the reserve components (including service such as part of an airport security mission or counterdrug activity); and (2) discharge from active duty service in the reserve components because of a service connected disability.

National September 11 Memorial & Museum Commemorative Coin Act of 2009 - Directs the Secretary of the Treasury, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center, to mint and issue up to two million $1 coins emblematic of the courage, sacrifice, and strength of those who perished and who risked their lives to save others during such attacks. Requires: (1) all coin sales to include a surcharge of $10 per coin; and (2) all surcharges received from the sale of coins to be paid to support the operations and maintenance of the National September 11 Memorial & Museum at the World Trade Center.

Amends federal criminal law, pending the disposition of a case in which a foreign national removes from or retains outside of the United States a child who is a U.S. citizen or a lawful permanent resident with the intent to obstruct the lawful exercise of parental rights, to direct: (1) a court to freeze such national's U.S. financial assets (including property); and (2) the Secretary of State to identify such national's foreign-held assets and request that the appropriate countries freeze such assets. Amends the Immigration and Nationality Act to extend visa ineligibility for aliens involved in U.S. child abductions to situations in which the child is located in a foreign state that is a party to the 1980 Hague Convention on the Civil Aspects of International Child Abduction.

Orphan Highway Restoration Act - Defines "orphan highway" to mean a highway that: (1) formerly was a U.S. numbered highway; (2) no longer is a principal route for traffic passing through a state; and (3) because of decreased importance to statewide transportation, has received only routine maintenance but needs significant restoration. Directs the Secretary of Transportation to: (1) make grants and provide technical assistance to states and local government units to restore orphan highways; and (2) allocate funds to grant recipients for FY2010-FY2015 based on a calculated formula.

Clean Cities Program Authorization Act - Directs the Secretary of Energy (DOE) to carry out a Clean Cities program, as a partnership between government and industry, to encourage and accelerate the use of non-petroleum based fuels, alternative fuel vehicles, and other advanced vehicle technologies and practices that achieve significant reduction in the overall use of petroleum in the transportation sector. Requires the program to: (1) promote the establishment of vehicle and infrastructure projects that incorporate petroleum reduction technologies, including educational efforts on the benefits and advantages of using alternative fuels and advanced technology vehicles; (2) provide training, technical assistance, and tools to end-users that adopt petroleum reduction technologies; (3) collaborate with and train fire officials, emergency first responders, and safety code officials; (4) undertake coordinating efforts between federal, local, and state agencies and the alternative fuel and advanced technology vehicle industry; (5) facilitate the development of necessary refueling and service support infrastructure for petroleum reduction technologies; and (6) develop Internet-based tools and resources for the education and training of consumers and program stakeholders. Authorizes the Secretary to provide grants to local and state government agencies, nonprofit organizations, and alternative fuel and advanced technology vehicle stakeholders who are working with Clean Cities coalitions to support the deployment and use of alternative fuels and petroleum reduction technologies in on-road vehicles. Directs the Secretary to encourage and support the voluntary formation of local Clean Cities organizations around the country.

Makes emergency supplemental appropriations of $2 billion for FY2009 and FY2010 to the National Highway Traffic Safety Administration (NHTSA) of the Department of Transportation (DOT) for the Consumer Assistance to Recycle and Save Program (Cash for Clunkers Program). Amends the Consumer Assistance to Recycle and Save Program to require the Government Accountability Office (GAO) and the DOT Inspector General to review and report to Congress on the administration of the program.

Timely Due Process for People with Disabilities Act of 2009 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to direct the Commissioner of Social Security to: (1) establish time frames, within specified limits, to ensure timely disability determinations; and (2) establish a program for the monitoring of disability determinations in reconsideration.

Expresses the sense of the House of Representatives that a quantifiable number of automobile dealerships that have been successful and are being closed not of their own doing, but as a function of the auto market as a whole, should be given an opportunity to obtain a dealership franchise when auto manufacturers seek new partners to open dealerships in their respective geographic areas.

Taxpayer Responsibility, Accountability and Consistency Act of 2009 - Amends the Internal Revenue Code to: (1) require reporting to the Internal Revenue Service (IRS) of payments of $600 or more made to corporations; (2) set forth criteria and rules relating to the treatment of workers as employees or independent contractors; and (3) increase penalties for failure to file correct tax return information or comply with other information reporting requirements. Requires the Secretary of the Treasury to issue an annual report on worker misclassification.

Jerusalem Embassy and Recognition Act of 2009 - States that it is U.S. policy: (1) to recognize Jerusalem as the undivided capital of the State of Israel; and (2) that the U.S. Embassy in Israel should be established in Jerusalem not later than January 1, 2012. Amends the Jerusalem Embassy Act of 1995 to eliminate the President's authority to waive certain funding limitations for Department of State acquisition and maintenance of buildings abroad until the U.S. Embassy in Jerusalem has officially opened. Requires any official U.S. document which lists countries and their capital cities to identify Jerusalem as Israel's capital. Limits appropriations that may be obligated in FY2012 for Department acquisition and maintenance of buildings abroad until the U.S. Embassy in Jerusalem has officially opened. States that for each of FY2010-FY2011, of funds authorized to be appropriated for Department acquisition and maintenance of buildings abroad, necessary sums should be made available until expended only for construction and other costs associated with the establishment in Jerusalem of the U.S. Embassy in Israel.

Protect America's Wildlife Act of 2009 - Amends the Fish and Wildlife Act of 1956 to impose criminal penalties on anyone who knowingly violates any regulation prohibiting the shooting or harassing of birds, fish, or other animals from aircraft (airborne hunting). Increases the monetary penalty for airborne hunting from $5,000 to $50,000. Expands the exceptions to the prohibition against airborne hunting to include enhancing the propagation and survival of wildlife or preventing the extinction of a species threatened or endangered under the Endangered Species Act of 1973.

Trans Fat Truth in Labeling Act of 2009 - Directs the Commissioner of Food and Drugs (FDA) to promulgate a final regulation revising federal nutrition labeling regulations to require the label of a food that has less than .5 grams of trans fat per serving to express that information with an asterisk or other notation instead of expressing the trans fat content as zero when the trans fat content of such food is declared in the nutrition information on the label or in the labeling of the food.

Preventing Unintended Pregnancies, Reducing the Need for Abortion, and Supporting Parents Act - Requires the Secretary of Health and Human Services ( HHS) to make matching grants for projects to provide comprehensive education on preventing teen pregnancies. Amends the Elementary and Secondary Education Act of 1965 to reauthorize appropriations for the 21st Century Community Learning Centers and the Carol M. White Physical Education Program. Amends the Higher Education Act of 1965 to reauthorize appropriations for Federal TRIO Programs and Gaining Early Awareness and Readiness for Undergraduate Programs (GEARUP). Amends part A of title IV (Temporary Assistance to Needy Families) (TANF) of the Social Security Act (SSA) to award grants to states for reducing teen pregnancy and teen births. Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to require the Secretary to establish a national goal of reducing teen pregnancy by at least one-third over ten years. Authorizes the Secretary to make matching grants to assist entities in demonstrating innovative approaches to teen pregnancies, such as facilitating communication between parents and children. Requires the Secretary to award grants to organizations to establish and operate a national initiative for parents of adolescents to reduce teen pregnancy. Directs the Secretary of Education to award demonstration grants to community colleges for the purpose of developing and implementing innovative approaches to prevent unplanned pregnancy and promote healthy relationships among women and men in community colleges. Amends title XIX (Medicaid) of SSA to expand coverage of family planning services. Expands and extends postpartum health care coverage for women under Medicaid and the Children's Health Insurance Program (CHIP, formerly known as SCHIP). Expands the definition of "low-income child" under CHIP. Title X Family Planning Services Act of 2009 - Authorizes appropriations for the establishment and operation of voluntary family planning projects. Amends the Public Health Service Act to prohibit individual health insurance issuers from imposing any preexisting condition exclusions relating to pregnancy as a preexisting condition. Requires such issuers to provide coverage for maternity services. Authorizes the HHS Secretary to make grants for the purchase of ultrasound equipment. Requires the HHS Secretary to make grants to enable states to better identify and treat women who are victims of, or at risk of, domestic violence, dating violence, sexual assault, sexual coercion, or stalking. Authorizes the Secretary of Education to make grants to institutions of higher education to assist students who have decided to carry their pregnancies to term in continuing their studies and graduating. Requires the HHS Secretary to award grants for a national information campaign to educate the public about adoption. Amends the Internal Revenue Code to increase and make refundable the tax credit for adoption expenses. Revises and authorizes appropriations for the special supplemental nutrition program for women, infants, and children (WIC program). Requires the HHS Secretary to enter into an agreement with the Institute of Medicine to study the range of choices women make in response to unintended pregnancy.

September 11 Family Humanitarian Relief and Patriotism Act of 2009 - Provides permanent resident status adjustment for an applicant alien who: (1) was on September 10, 2001, the spouse, child, or unmarried son or daughter of an alien who died as a direct result of the September 11, 2001, terrorist activity against the United States; (2) was deemed to be a beneficiary of, and by, the September 11th Victim Compensation Fund of 2001; (3) has no federal tax liability; (4) made a proffer of information to the Secretary of Homeland Security (DHS) between April 24, 2008, and August 15, 2008, in connection with a request for immigration relief; and (5) applies not later than one year from the date of enactment of this Act. Makes the provisions of this Act inapplicable to an alien who is inadmissible or deportable under criminal or security grounds, including September 11, 2001, terrorist activity.

Alzheimer's Breakthrough Act of 2009 - Authorizes appropriations for conducting and supporting research on Alzheimer's disease in FY2010-FY2014. Amends the Public Health Service Act to require the Director of the National Institute on Aging to: (1) give priority to conducting and supporting Alzheimer's disease research; (2) increase the emphasis on the need to conduct Alzheimer's disease prevention trials within the National Institutes of Health (NIH); (3) ensure that Alzheimer's disease is maintained as a high priority for NIH's neuroscience initiative; and (4) conduct and support cooperative clinical research regarding Alzheimer's disease. Requires the Director to conduct research related to: (1) the early detection, diagnosis, and prevention of Alzheimer's disease and its potential precursors; (2) early onset Alzheimer's disease and related dementias; (3) the relationship of vascular disease and Alzheimer's disease; and (4) interventions designed to help caregivers and improve patient outcomes. Authorizes the Director to establish a National Alzheimer's Coordinating Center to facilitate collaborative research among the Alzheimer's Disease Centers and Alzheimer's Disease Research Centers. Expands the research of Alzheimer's Disease Centers to include outcome measures and disease management. Directs the Secretary of Health and Human Services (HHS) to convene a National Summit on Alzheimer's Disease. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct activities related to risk factors and early recognition of Alzheimer's disease and other dementias. Requires the Secretary, acting through the Administration on Aging, to award a cooperative grant for the establishment and operation of an Alzheimer's Call Center. Directs the Secretaries of Defense (DOD) and Veterans Affairs (VA) to jointly establish the Wounded Warrior K-9 Corps program for the awarding of grants to nonprofits to assist them in establishing programs to provide assistance dogs to certain members of the Armed Forces and veterans who have certain disabilities. Defines the term "assistance dog" to mean a dog specifically trained to perform physical tasks to mitigate the effects of such a disability, except that such term does not include a dog specifically trained for comfort or personal defense.
