Commends all countries that worked to ratify the amendments to the Bonn Accords to allow for open access to the Holocaust Archives located in Bad Arolsen, Germany. Congratulates the efforts of the United States Holocaust Memorial Museum, the Department of State, and the International Committee of the Red Cross to open the archives. Encourages the United States Holocaust Memorial Museum and the International Committee of the Red Cross to act with urgency to ensure that survivors, their families, and researchers have access to, and assistance in using, the archives. Remembers the murder of six million innocent Jews and of more than five million other innocent victims committed by the Nazis and their collaborators.

Amends title VI (Flexibility and Accountability) of the Elementary and Secondary Education Act of 1965 (ESEA) to create a new Part D: Promoting Youth Financial Literacy. Allows the Secretary of Education to provide grants to states to: (1) assist local educational agencies and public schools provide financial education programs to students in kindergarten through grade 12; and (2) implement financial education professional development programs for teachers and administrators. Requires a specified amount of the grant funds to be awarded competitively each fiscal year, with the remainder provided to each state on the basis of its share of students in kindergarten through grade 12. Directs the Secretary to make a grant to or contract with an institution of higher education or nonprofit organization that has substantial financial education experience to establish and operate a national clearinghouse of instructional materials and information on model financial education programs and best practices. Amends title V of the ESEA to direct the Secretary to set aside 2% of the funds appropriated for the Fund for the Improvement of Education program each fiscal year for financial literacy activities under such program.

Medicare Electronic Medication and Safety Protection (E-MEDS) Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to require the Secretary of Health and Human Services to: (1) make incentive payments for physician use of an electronic prescription drug program (E-prescribing); and (2) reduce by 10% the fee schedule amount for failure to use E-prescribing. Directs the Administrator of the Centers for Medicare & Medicaid Services to report to Congress on progress on implementing E-prescribing under the Medicare electronic prescription drug program.

Recognizes the 20th anniversary of observing World AIDS Day. Commends the President and state and local governments for publicizing its importance and encouraging individuals to undergo HIV testing. Expresses support for: (1) the goals and ideals of such Day; (2) continued funding for prevention, care, treatment services, and research programs for persons living with HIV/AIDS in the United States and for the President's Emergency Plan for AIDS Relief and the Global Fund to Fight AIDS, Tuberculosis, and Malaria; (3) providing universal access to comprehensive prevention, treatment, care, and support programs by 2010; and (4) efforts to address the factors that make populations vulnerable to HIV/AIDS by decreasing poverty, hunger, and childhood mortality and by empowering women.

Mail Network Protection Act of 2007 - Requires the U.S. Postal Service to bargain with unions representing career Postal Service employees before entering into a contract for mail processing, mail handling, or surface transportation of mail if the contract, in a 12 month period, would involve work that would otherwise be performed by those employees and either: (1) involve more than a specified amount of work time; or (2) cost over $5 million.

Medicare Fracture Prevention and Osteoporosis Testing Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to establish a national minimum payment amount for CPT code 77080 (relating to dual energy x-ray absorptiometry, or DXA, the most widely accepted method of measuring bone mass to predict fracture risk) and CPT code 77082 (relating to vertebral fracture assessment, or VFA), and any successor to such codes as identified by the Secretary (bone mass scans). Directs the Secretary to arrange with the Institute of Medicine of the National Academies to conduct a study for a report to the Secretary and Congress on: (1) the ramifications of Medicare reimbursement reductions for DXA and VFA on beneficiary access to bone mass measurement benefits; and (2) the methods to increase use of bone mass measurement by Medicare beneficiaries.

Federal Food Donation Act of 2007 - Revises the Federal Acquisition Regulation to require all contracts (except Department of Defense (DOD) contracts) above the simplified acquisition threshold for the provision, service, or sale of food, or for the lease or rental of federal property to a private entity for events at which food is provided to include a clause that: (1) encourages the donation of excess, apparently wholesome food to nonprofit organizations that provide assistance to food-insecure people; (2) provides that the head of an executive agency shall not assume responsibility for the costs and logistics of collecting, transporting, maintaining the safety of, or distributing such food; and (3) states that executive agencies and contractors making donations are protected from civil or criminal liability under the Bill Emerson Good Samaritan Food Donation Act.

Expresses the sense of Congress that the Secretary of State should: (1) continue to designate Saudi Arabia as a "country of particular concern" for engaging in systematic violations of religious freedom; (2) create a formal mechanism to monitor implementation of the government of Saudi Arabia's policies relating to religious practice and tolerance; (3) begin diplomatic discussions with the government of Saudi Arabia with the goals of closing the Islamic Saudi Academy (ISA) until ISA textbooks are made available for public examination and ensuring prohibition of indirect ISA funding; and (4) report to Congress respecting such actions.

Expresses strong support for the work of the United States Commission for the Preservation of America's Heritage Abroad and for the European countries that continue to work to preserve sacred historical sites. Expresses strong sentiments to the government of Lithuania that the people of the United States believe the Jewish cemetery located in the Snipiskes area of Vilnius, Lithuania, must not be further desecrated. Declares that if the Government of Lithuania fails to immediately stop construction and protect the cemetery it will jeopardize its important relationship with the United States and its standing in the international community.

Tim Fagan's Law or the Counterfeit Drug Enforcement Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act to establish a criminal fine and/or imprisonment for a person who: (1) knowingly causes a prescription drug to be adulterated, misbranded, or misrepresented as an approved prescription drug and sells or trades the drug; or (2) purchases or trades for such drug knowing or having reason to know that the drug was knowingly adulterated, misbranded, or misrepresented. Requires a manufacturer of a drug to notify the Secretary of Health and Human Services within 48 hours after first receiving or becoming aware of information that reasonably suggests that such a violation may have occurred. Deems a drug to be misbranded if it is not manufactured in accordance with the use of technologies that the Secretary determines are technically feasible and will assist in preventing such violations. Requires the Secretary to establish alternative requirements to the extent that such requirements provide greater certainty on the chain of custody and are technically feasible. Increases funding for Food and Drug Administration (FDA) inspections, examinations, and investigations. Requires the Secretary to educate the public and health care professionals on counterfeit drugs. Directs the Secretary: (1) upon a finding of reasonable probability that a drug intended for human use would cause serious health consequences or death, to issue an order requiring the appropriate person (including the manufacturers, importers, distributors, or retailers of the drug) to cease distribution of the drug and to notify and instruct health professionals to cease administering or prescribing the drug; and (2) amend the order to include a recall if necessary.

Encourages the U.S. government to state publicly its support for the disarmament and reintegration of forces loyal to General Nkunda into the national army. Prevention Through Affordable Access Act - Amends title XIX (Medicaid) of the Social Security Act to revise requirements for the best price component of the formula for determination of the Medicaid rebate for a covered single source outpatient drug or a covered innovator multiple source outpatient drug. (Under current law, best prices shall not take into account prices that are merely nominal in amount.) Revises the list of entities to which sales by a manufacturer of covered outpatient drugs at nominal prices shall be considered to be sales at a nominal price, or merely nominal in amount (and thus excluded from computation of the best price for such drugs). Adds to such list any entity that is: (1) operated by a health center of an institution of higher education, primarily for its students (university-based clinic); or (2) a public or private nonprofit entity that provides family planning services under the Public Health Service Act (safety-net clinic).

Directs the Administrator of the Federal Aviation Administration (FAA) to issue an order to require: (1) the installation of secondary barriers to prevent access to the flight deck of a commercial aircraft; (2) with respect to an aircraft that is equipped with a cockpit door, such secondary barriers remain locked while the aircraft is in flight and the cockpit door separating the flight deck and the passenger area is open; and (3) with respect to an aircraft that is not equipped with a cockpit door, such secondary barriers remain locked as determined by the pilot.

National Infrastructure Development Act of 2007 - Establishes the National Infrastructure Development Corporation and the National Infrastructure Insurance Corporation as wholly owned Government corporations that shall conduct their respective businesses as self-supporting entities. Empowers the National Infrastructure Development Corporation to: (1) make senior and subordinated loans and purchase senior and subordinated debt securities and equity securities; (2) enter into commitments to make any such loan or security purchases, on such terms as the Corporation may (in its discretion) determine to be appropriate, the proceeds of which are to be used to finance or refinance development of infrastructure facilities; and (3) provide preconstruction phase assistance. Empowers the National Infrastructure Insurance Corporation to insure and reinsure bonds, debentures, notes, debt instruments, loans, and any interest thereon, the proceeds of which are to be used to finance or refinance development of infrastructure facilities. Declares that: (1) obligations of either Corporation, and obligations insured by any such corporation shall not be obligations of, or guaranteed as to principal or interest by, the United States or any federal agency; and (2) assistance from the NIC shall not be treated as a direct or indirect guarantee of any payment by the United States of principal or interest on any security. Amends the Internal Revenue Code to prescribe guidelines for the tax treatment of distributions from qualified retirement plans investing in public benefit bonds (defined as any obligation issued after the date of the enactment of this Act if: (1) 95% or more of the net proceeds of such obligation are used in connection with the financing or refinancing of infrastructure facilities; (2) such obligation has received a published rating, and (3) development of such infrastructure facilities is undertaken by a governmental entity or public-private partnership).

Providing Resources, Officers, and Technology to Eradicate Cyber Threats to Our Children Act of 2007 or the PROTECT Our Children Act of 2007 - Requires the Attorney General to appoint a Special Counsel for Child Exploitation Prevention and Interdiction within the Office of Deputy Attorney General to coordinate Department of Justice (DOJ) policies and strategies for the prevention and investigation of child exploitation cases. Establishes within the Office of Justice Programs in DOJ an Internet Crimes Against Children Task Force (ICAC Task Force), consisting of state and local task forces (one task force for each state) to address online enticement of children, child exploitation, and child obscenity and pornography cases. Requires the Attorney General to establish a National Internet Crimes Against Children Data Network Center to assist the ICAC Task Force program and federal, state, local, and tribal agencies investigating and prosecuting child exploitation. Authorizes the Office of Justice Programs to award grants to state and local ICAC task forces to combat Internet crimes against children. Requires the Attorney General to establish additional computer forensic capacity to address backlogs, including for child exploitation investigations. Authorizes funding for additional agents and personnel for the Federal Bureau of Investigation (FBI) and the Bureau of Immigration and Customs Enforcement. Requires the Attorney General to report to Congress annually on resources used to investigate and prosecute child exploitation and child obscenity cases.

Urges the Board of Directors of the World Bank to request a policy review of current disbursements to the Islamic Republic of Iran and to end these disbursements until the International Atomic Energy Agency (IAEA) certifies Iran's compliance with U.N. Security Council Resolutions 1696 and 1747 and the terms of the Nuclear Nonproliferation Treaty. Urges the Security Council to order the World Bank to end disbursements to Iran if the Board of Directors fails to take such action.

Relocation Empowerment and Placement Assistance for Iraqi Refugees Act of 2007 or REPAIR Act of 2007 - Waives visa and related fees relating to special immigrant status for Afghan or Iraqi nationals who worked with the U.S. Chief of Mission or the U.S. Armed Forces as interpreters or translators. Waives numerical limitations with respect to such special immigrants. Expands such category to include persons who: (1) performed such services with a U.S. contractor; or (2) performed other services. Makes additional U.S. military officers eligible to recommend such nationals for special immigrant status. Directs the Secretary of State (Secretary) to make every effort to ensure that aliens applying for special immigrant status and visas, and aliens applying for refugee status and visas, may apply and interview within Iraq in Baghdad and Irbil through in-country processing mechanisms. Directs the Secretary and the Secretary of Defense to jointly establish a program to offer federal employment to relocated Iraqi special immigrants as translators, interpreters, and cultural awareness instructors. States that such special immigrants shall be eligible for the same resettlement assistance as refugees. Directs the Secretary to provide such special immigrants with computer literacy and vocational training, English language training, and employment and counseling services. Expresses the sense Congress that the United States should provide an orientation into life in the United States for Iraqi special immigrants and should make all reasonable efforts to provide temporary safe haven for alien applicants who are in imminent danger in Iraq.

Combat Troops Tax Relief Act of 2007 - Amends the Internal Revenue Code to: (1) make permanent the taxpayer election to include combat zone compensation as earned income for purposes of calculating the earned income tax credit; and (2) allow an additional $1,000 standard tax deduction in 2007 and 2008 for members of the uniformed services on active duty for more than 30 days.

Veterans Guaranteed Bonus Act of 2007 - Provides that, in the case of a member of the Armed Forces who is retired or separated for disability due to a combat-related injury, the Secretary of Defense shall require the continued payment of any bonuses or special pay to which the member: (1) was entitled to immediately before the retirement or separation; and (2) would continue to be entitled to if not retired or separated. Requires such payment in a lump sum within 30 days after such retirement or separation.

Renewable Energy Assistance Act of 2007 - Amends the Internal Revenue Code to: (1) eliminate the dollar limitation on the tax credit for residential energy efficiency property expenditures and extend such credit through 2016; (2) extend through 2016 the energy tax credit for solar energy and qualified fuel cell property; (3) allow public electric utility property to qualify for the energy tax credit; (4) extend through 2015 the tax credit for nonbusiness energy property; and (5) modify energy efficient appliance tax credit amounts for appliances (e.g., dishwashers, clothes washers, refrigerators, and dehumidifiers) produced after 2007.

Calls upon the President to develop within the Department of State and the United States Agency for International Development (USAID) a Women and Girls of Darfur Initiative to improve assistance to victims and potential victims of rape and sexual violence in Darfur, Sudan, eastern Chad, and the Central African Republic. Calls upon the Secretary General of the United Nations, the permanent members of the U.N. Security Council, the African Union (AU), the European Union (EU), the Arab League, and other nations to take steps to ensure that a fully funded and fully equipped U.N.-AU peacekeeping force (UNAMID) is deployed to Darfur, including an adequate number of female troops and police to properly manage incidents of rape and sexual violence. Calls upon the Security Council to: (1) find the government of Sudan in noncompliance with Security Council Resolution 1325; (2) call on the government of Sudan to provide legal protections to victims of rape and sexual violence and to bring to justice individuals responsible for such crimes; and (3) enforce the arrest warrants for Ahmad Muhammad Harun and Ali Muhammad Al Abd-Al-Raham, and further recognize the systematic rape of women and girls in Darfur as crimes against humanity and war crimes.

Supports the observance of Breast Cancer Awareness Month in order to provide a special opportunity to offer education on the importance of monthly breast self-examinations and annual mammograms. Salutes the more than 2.4 million breast cancer survivors in the United States and the efforts of victims, volunteers, and professionals who combat breast cancer each day. Recognizes and applauds the national and community organizations for their work in promoting awareness about breast cancer, providing information, and offering treatment to its sufferers. Urges organizations and health practitioners to use this opportunity to promote awareness about breast cancer, to support monthly self-examinations, and to encourage annual mammograms.

Expresses the sense of Congress that the U.S. government should submit to the government of Iraq a draft bilateral status-of-forces agreement which should: (1) address the sovereign rights of Iraq, underlining that the United States is not an occupying power; (2) address the legal status of U.S. personnel in Iraq; and (3) establish coordinative mechanisms with respect to investigations and operations involving U.S. and Iraqi forces, including civilian police forces.

Trans Fat Truth in Labeling Act of 2007 - Directs the Commissioner of Food and Drugs to promulgate a final regulation revising federal regulations applicable to the declaration of the trans fat content on a food label to require that if the trans fat content of a serving of a food is less than .5 grams and is declared in the nutrition information on the label or in the labeling of the food, such content shall be expressed through the use of an asterisk or other notation stating that such content is less than .5 grams (instead of zero).

Property Tax Relief Act of 2007 - Amends the Internal Revenue Code to: (1) allow state and local real property taxes paid on a principal residence as a deduction from gross income (thus allowing taxpayers who do not itemize their tax deductions to claim such deduction); and (2) exclude such deduction from the calculation of alternative minimum taxable income for purposes of the alternative minimum tax on individuals.

Grants U.S. district courts original jurisdiction over any civil action for damages for personal injury or death that: (1) arose from the deportation of persons to Nazi concentration camps between January 1, 1942, and December 31, 1944; and (2) is brought by or on behalf of such person against a railroad that owned or operated the trains on which the persons were deported and that was organized as a separate legal entity. Provides that: (1) no law limiting the jurisdiction of the U.S. courts shall preclude any such action; and (2) no such action shall be barred because a statute of limitations has expired. Makes this Act applicable to any action pending on or commenced after January 1, 2002.

Recognizes the service of all members of the Armed Forces serving in good standing and with honor to defend the United States, and the personal sacrifices made by them and their families. Commits to judge the merits of opinions of such members regarding the policies of the United States, including those related to military actions in Iraq, without prejudice or personal bias, including refraining from unwarranted personal attacks. Condemns the personal attacks made by broadcaster Rush Limbaugh impugning the integrity and professionalism of members who have expressed opinions regarding military actions in Iraq. Honors all members and civilian personnel serving in harm's way, as well as their families. Pledges to debate any supplemental funding request or any policy decisions regarding the war in Iraq with the solemn respect and commitment to integrity that the sacrifices of these members and civilian personnel deserve.

Ovarian Cancer Biomarker Research Act of 2007 - Amends the Public Health Service Act to require the Director of the National Cancer Institute to enter into cooperative agreements with, or make grants to, public or nonprofit entities to establish and operate centers to conduct research on biomarkers for use in risk stratification for, and the early detection and screening of, ovarian cancer. Designates each center as an Ovarian Cancer Biomarker Center of Excellence. Allows federal payments under such an agreement or grant to be used for research on: (1) the development and characterization of new biomarkers and the refinement of existing biomarkers; (2) the clinical and laboratory validation of such biomarkers; (3) the development and implementation of clinical and epidemiological research on the utilization of such biomarkers; and (4) the development and implementation of repositories for new tissue, urine, serum, and other biological specimens. Requires the Director to: (1) make available for research banked serum and tissue specimens from clinical research regarding ovarian cancer that was funded by the Department of Health and Human Services (HHS); (2) establish an Ovarian Cancer Biomarker Clinical Trial Committee to assist the Director to design and implement national clinical trials to determine the utility of such biomarkers; and (3) establish a national data center to conduct statistical analyses of trial data.

Safety Assurance For Every Consumer Product Act or the SAFE Consumer Product Act - Amends the Consumer Product Safety Act to require (in current law, authorize) the Consumer Product Safety Commission (CPSC) to prescribe consumer product testing programs. Requires nongovernmental, independent third party testing of children's products. Increases the actions the CPSC may take in ordering recalls of products presenting substantial hazards. Makes recalled product retail sale unlawful. Requires manufacturers to mark products or packaging to enable purchasers to determine the product's source, date, and production cohort. Removes the cap on Consumer Product Safety Act civil penalties. Removes a requirement that criminal penalties may only be imposed after noncompliance notice. Reduces the period after CPSC notification to manufacturers and private labelers before public disclosure of information obtained under the Act. Requires any person who must give public notice of a substantial product hazard to post a notice on the Internet. Declares any children's product containing more than a specified amount of lead to be a banned hazardous substance under the Federal Hazardous Substances Act, allowing a temporary exception for electronic devices. Requires certain actions to facilitate recalls of children's products and authorizes the CPSC to extend the requirements to consumer products other than children's products. Requires children's product's warning labels to be included in Internet advertisements. Removes provisions requiring a minimum number of CPSC members to transact business. Modifies rulemaking notice requirements. Declares the sense of Congress that the full complement of five CPSC members is necessary to conduct CPSC business and the President should fill vacancies expeditiously. Prohibits any consumer product safety standard or other CPSC action after enactment of this Act from containing a preemption provision which affects any action under state statutory or common law unless the provision is expressly authorized by statute.

Demands that all provisions of U.N. Resolutions be implemented including that: (1) Hezbollah release Israel Defense Force soldiers Ehud Goldwasser and Eldad Regev, as mandated by U.N. Resolution 1701; (2) Hezbollah and other armed Lebanese and non-Lebanese militias groups disband and disarm as required by U.N. Resolutions 1559 and 1701; and (3) the arms embargo be strictly enforced. Expresses: (1) commitment to the unconditional release of the abducted Israeli soldiers; (2) support for the government of Lebanon's asserting of sovereignty throughout its territory, particularly in the South; (3) support for the U.N. mandated UNIFIL troops; (4) support for a democratic Lebanon, with disarmed Lebanese and non-Lebanese militias; and (5) concern that the international community's failure to live up to its commitments to stop Hezbollah's rearmament could again lead to war. Condemns Iran and Syria for: (1) their ongoing violation of U.N. Resolutions 1701 and 1559, especially in re-arming Hezbollah; and (2) sponsoring, financing, and arming terrorist organizations internationally and within Lebanon.

Iraqi Refugee and Internally Displaced Persons Humanitarian Assistance, Resettlement, and Security Act of 2007 - Directs the Secretary of State, with respect to each country containing a significant population of Iraqi refugees or internally displaced persons including Iraq, Jordan, Syria, Turkey, Iran, and Lebanon, to provide bilateral assistance or funding to international aid organizations and nongovernmental organizations for humanitarian assistance, including adequate food, shelter, clean drinking water, sanitation, health care, education, and security. Directs the Secretary of Homeland Security to establish a program to assist Jordanian border police, immigration officers, and other individuals responsible for Jordanian border security in the security screening of Iraqi refugees. Authorizes special immigrant status for an alien (and accompanying or joining spouse and children) who: (1) is a national of Iraq; (2) was employed by, or worked for or with, the U.S. government, U.S. companies, or nongovernmental organizations in Iraq on or after March 19, 2003, for at least one year; and (3) fears reprisal, persecution, injury, or death to the alien or the alien's family due to such employment. Directs the Secretary of State to provide such alien with protection or immediate removal from Iraq. Directs the Secretary of Homeland Security to provide for expedited processing of Iraqi refugees, with priority for Iraqis who: (1) were employed by the U.S. government, U.S. companies, or nongovernmental organizations; or (2) are members of vulnerable refugee populations, including Iraqis from ethnically mixed families and Iraqis who are members of religious or other minority groups. Directs the Secretary of State to work with the international community to assist Iraqi refugees and internally displaced persons.

Securing America's Future Economy Commission Act, or SAFE Commission Act - Establishes the Securing America's Future Economy (SAFE) Commission to develop legislation designed to address: (1) the unsustainable imbalance between long-term federal spending commitments and projected revenues; (2) increases in net national savings to provide for domestic investment and economic growth; (3) the implications of foreign ownership of federally issued debt instruments; and (4) revision of the budget process to place greater emphasis on long-term fiscal issues. Requires the Commission to: (1) develop one or two methods for estimating the cost of legislation as an alternative to the current Congressional Budget Office (CBO) method; and (2) hold at least one town-hall style public hearing within each federal reserve district. Requires the Commission to submit a legislative proposal to Congress and the President. Authorizes the President to submit to Congress an alternative proposal. Authorizes the Committee on the Budget of either chamber to publish its own alternative proposal in the Congressional Record. Sets forth procedures for consideration of such legislation. Requires CBO to prepare a long-term cost estimate and have it published in the Congressional Record as expeditiously as possible whenever requested to do so by the Commission, the President, or the chairman or ranking minority member of the Committee on the Budget of either chamber.

Protect America's Wildlife Act of 2007 - Amends the Fish and Wildlife Act of 1956 to add to airborne hunting offenses a prohibition against any person shooting or attempting to shoot any bird, fish, or other animal before 3:00 a.m. following a day on which the person has traveled by aircraft other than on a regularly scheduled commercial aircraft. Increases the fine for such offenses to not more than $50,000 (currently, $5,000). Prohibits a state from authorizing or undertaking any action otherwise prohibited under such Act for the purpose of increasing any game population or sport hunting. Authorizes a state to shoot predators from an aircraft to prevent a biological emergency, if: (1) the head of the state's fish and wildlife agency determines that such an emergency is imminent and there is no other means available to eliminate the emergency; (2) the shooting is conducted by an officer or employee of such agency or of the U.S. Department of Agriculture (USDA); (3) the shooting occurs only in the area where the emergency exists; and (4) the shooting removes only the minimum number of predators necessary to eliminate the emergency. Allows the Secretary of the Interior to authorize an otherwise prohibited action to prevent the extinction of any endangered or threatened species under the Endangered Species Act of 1973 if there is no other means available to address the threat of extinction. Authorizes citizen suits under the Fish and Wildlife Act of 1956.

Directs the Secretary of Veterans Affairs to make the study's findings available on the Department of Veterans Affairs website.
