Prohibits the United States from operating a U.S. consulate in Jerusalem unless it is under the supervision of the U.S. Ambassador to Israel. Requires any official U.S. Government document which lists countries and their capital cities to identify Jerusalem as the capital of Israel. Declares that, for purposes of registration of birth, certification of nationality, or issuance of a passport of a U.S. citizen born in the city of Jerusalem, the Secretary of State shall, upon the citizen's (or the citizen's legal guardian's) request, record the place of birth as Israel.

National Flood Insurance Program Reauthorization Act of 2003 - Amends the National Flood Insurance Act of 1968 to extend through 2003: (1) the authority under which the Director of the Federal Emergency Management Agency may issue notes and other obligations to the Secretary of the Treasury for the purpose of carrying out the national flood insurance program; (2) the authority to enter into new flood insurance contracts; (3) requirements for carrying out emergency implementation of the flood insurance program; and (4) the authorization of appropriations for carrying out studies under the Act.

Clean Water Infrastructure Financing Act of 2003 - Amends the Federal Water Pollution Control Act to remove certain requirements for States with respect to construction of treatment works under capitalization grant agreements. Requires architectural and engineering contracts to be awarded consistent with procedures under the Federal Property and Administrative Services Act of 1949 or an equivalent State qualifications-based requirement. Directs the Administrator of the Environmental Protection Agency to assist States in establishing simplified procedures for small water systems to obtain assistance under the Act. Requires revolving funds to be used only for providing assistance for activities which have as a principal benefit the improvement or protection of water quality of navigable waters. Makes revisions concerning uses of funds for: (1) innovative technologies; (2) administrative expenses; (3) small system technical, planning, and management assistance; and (4) financially distressed communities. Revises requirements related to consistency with plans and eligibility of treatment works not considered publicly owned. Requires States to make grants to financially distressed communities in any fiscal year in which the Administrator has more than $1.4 billion available for obligation and allows a State to give priority to such communities in making loans. Directs the Administrator to provide technical and financial assistance to owners and operators of publicly-owned treatment works for: (1) inventorying critical treatment works assets; (2) evaluating the performance and condition of these assets; and (3) developing a plan for maintaining and replacing treatment works. Reauthorizes appropriations for FY 2004 through 2008 for the revolving fund program.

Tongass Rain Forest Protection Act - Designates all roadless areas in the Tongass National Forest in Alaska, including Duke Island, as the Tongass Rainforest Nature Preserve. Requires native animal and plant species within the Preserve to be protected in their natural and wild state. Prohibits activities in the Preserve that disturb native animal or plant species or their habitats, including the construction of roads or structures, logging, mining, and the use of any mechanized vehicle or equipment. Designates all of Duke Island and the Duke Inventoried Roadless Area as the Duke Island Trumpeter Swan Wilderness Area. Authorizes the Secretary of Agriculture to acquire: (1) inholdings in the Tongass National Forest from willing sellers; and (2) an inholding of exceptional importance for biological or scenic reasons through eminent domain at full fair market value.

Condemns any publication or program that lends legitimacy to the Protocols of the Elders of Zion. Expresses the belief that such heinous propaganda, especially in the Arab world, incites popular sentiment against Jews and the State of Israel, rather than promoting religious tolerance and preparing Arab populations for peace with Israel. Commends the Department of State for denouncing the "Horseman Without a Horse" television series. Urges the Government of Egypt and other Arab governments: (1) not to permit their government-controlled television stations to broadcast this program or other racist and untrue material; and (2) to vigorously and publicly condemn anti-Semitism as a form of bigotry.

September 11th Assistance Tax Clarification Act - Amends the Internal Revenue Code to exclude from gross income amounts paid to any person as assistance on account of any property or business damaged by, and for economic revitalization directly related to, the terrorist attacks on the United States that occurred on September 11, 2001.

Theodore Roosevelt Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5 coins and 500,000 $1 coins emblematic of the life and legacy of President Theodore Roosevelt. Requires the coins to be issued in 2006 to mark the 100th anniversary of Roosevelt receiving the Nobel Peace Prize. Requires surcharges from the sale of the coins to be paid to the Theodore Roosevelt Association to be used exclusively for educational programs at Sagamore Hill National Historic Site, including for construction and maintenance of a visitor's center.

Expresses the sense of Congress that: (1) Breast Cancer Awareness Month is a special opportunity to educate about the importance of monthly breast self-examinations and annual mammograms; (2) it is appropriate to salute the more than 2,000,000 breast cancer survivors in the United States and the efforts of victims, volunteers and professionals who are combating breast cancer; and (3) national and community organizations should be recognized for their work in promoting awareness about breast cancer and providing information and treatment to its sufferers.

Amends the Internal Revenue Code of 1986 to allow corporations to claim a charitable deduction for the donation of services, calculated at not more than $65 an hour, related to computer design or to computer technology or equipment (as defined by this Act).

Prescription Drug Price Reduction Act - Amends the Federal Food, Drug, and Cosmetic Act to allow pharmacists and wholesalers to import covered products by removing provisions requiring the Secretary of Health and Human Services to demonstrate to Congress the safety of such products and the financial benefit to consumers of permitting their importation. Directs the Secretary to promulgate a final rule for carrying out the provisions on covered products within a year of the enactment of this Act, with the effective date for such final rule to be no later than 30 days after the date of promulgation. Classifies an imported covered product as misbranded unless it bears labeling that identifies: (1) the country of origin; (2) the name and address of the importer; and (3) the name and address of the person who exported the product to the United States.

Center for International Human Rights Act of 2002 - Declares that Congress finds that a private, nonprofit corporation known as the Center for International Human Rights has been established in the District of Columbia to: (1) establish programs to promote, monitor, and analyze the status of human rights throughout the world; (2) investigate allegations of human rights violations in conjunction with private and governmental organizations; (3) sponsor fellows to study international human rights issues at the Center; (4) carry out a conference series to bring together international human rights experts to discuss and disseminate information; and (5) make grants to and cooperative agreements with non-governmental organizations to promote human rights, giving priority to indigenous human rights organizations in countries the governments of which violate such rights. Authorizes the Secretary of State to make an annual grant to the Center.

Rejecting Social Security Privatization Act of 2002 - States that the Congress hereby commits to preserve the guaranteed, lifelong, inflation-protected benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to retirees, disabled workers, and their families, and the survivors of deceased workers, by rejecting plans to institute Personal Retirement Accounts, or any other forms of private accounts, which would divert or remove all or portions of monies from the Social Security trust funds and reduce the retirement security of current and future beneficiaries, and which would reduce guaranteed Social Security benefits for retirees, disabled workers, and survivors.

Community Disaster Loan Equity Act of 2002 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to: (1) authorize the President to make community disaster loans to State governments; (2) eliminate the $5 million limit on the amount of any such loan; and (3) prohibit the President from requiring the payment of any interest or principal on such a loan made to a State or local government which may suffer a substantial loss of tax and other revenues as a result of a major disaster caused by a terrorist attack. Provides that this Act shall apply to any major disaster occurring on or after October 30, 2000.

Authorization for the Use of Military Force Against Iraq - Expresses support for the President's efforts to: (1) strictly enforce through the United Nations Security Council all relevant Security Council resolutions applicable to Iraq; and (2) obtain prompt and decisive action by the Security Council to ensure that Iraq abandons its strategy of delay, evasion, and noncompliance and promptly and strictly complies with all relevant Security Council resolutions. Authorizes the President to use the U.S. armed forces to: (1) defend U.S. national security against the continuing threat posed by Iraq; and (2) enforce all relevant Security Council resolutions regarding Iraq. Directs the President, prior to or as soon as possible (but no later than 48 hours) after exercising such authority, to make available to the Speaker of the House of Representatives and the President pro tempore of the Senate his determination that: (1) reliance on further diplomatic or peaceful means alone will not achieve the above purposes; and (2) acting pursuant to this resolution is consistent with the United States and other countries continuing to take necessary actions against international terrorists and terrorist organizations, including those who planned, authorized, committed, or aided the terrorist attacks of September 11, 2001. Declares that this section is intended to constitute specific statutory authorization for use of the armed forces, consistent with requirements of the War Powers Resolution. Requires the President to report to Congress at least every 60 days on matters relevant to this resolution.

What's Good for Seniors is Good for the Congress Health Coverage Act of 2002 - Makes Members of Congress ineligible for coverage under the Federal Employees Health Benefits Program and eligible instead for coverage under the Medicare program under title XVIII of the Social Security Act.

Emergency Unemployment Compensation Act of 2002 - Amends the Temporary Extended Unemployment Compensation Act of 2002 (TEUCA, which is title II of the Job Creation and Worker Assistance Act of 2002, PL107-147) to extend the TEUCA program through weeks of unemployment ending before July 1, 2003 (currently January 1, 2003). Entitles eligible individuals in all States to a total of 26 weeks of TEUCA compensation (13 weeks beyond the current 13 weeks). Provides an additional seven weeks of TEUCA benefits for workers in high unemployment States (entitling them to a total of 33, which is 20 weeks beyond the current 13). Applies a revised adjusted insured unemployment rate State trigger. Sets an additional TEUCA benefit period State trigger based on total unemployment rate.

Firefighting Research and Coordination Act - Amends the Federal Fire Prevention and Control Act of 1974 to direct the Administrator of the United States Fire Administration (Director of the Federal Emergency Management Agency (FEMA)) to: (1) develop new, and utilize existing, measurement techniques and testing methodologies for evaluating new firefighting technologies; (2) evaluate the compatibility of new equipment and technology with existing technology; and (3) support the development of new standards through national voluntary consensus standards organizations for new firefighting technologies based on specified techniques and methodologies. Directs the Administrator to: (1) provide technical assistance and training to State and local fire service officials to establish nationwide and State mutual aid systems for dealing with national emergencies; and (2) develop and make model mutual aid plans for both intrastate and interstate assistance available to State and local fire service officials. Requires the Director of FEMA to revise FEMA's Federal Response Plan to incorporate plans for responding to terrorist attacks, particularly in urban areas. Authorizes the Superintendent of the National Academy for Fire Prevention and Control to train fire service personnel in: (1) strategies for building collapse rescue; (2) the use of technology in response to fires; (3) response, tactics, and strategies for dealing with terrorist-caused national catastrophes; (4) use of and familiarity with the national plan; (5) leadership and strategic skills, including integrated management systems operations and integrated response; (6) strategies and tactics for fighting forest fires; (7) integration of terrorism response agencies into the national terrorism incident response system; and (8) response tactics and strategies for fighting fires at U.S. ports, including fires on the water and aboard vessels.

Medicare Beneficiary Skilled Nursing Protection Act of 2002 - Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to extend for three years the temporary increase in the nursing component of the Federal prospective payment rate. Amends the Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999 to extend for three years the increase in the skilled nursing facility adjusted Federal per diem rate under the Social Security Act.

Rural Fire Department Equipment Priority Act of 2002 - Directs the Secretary of Defense to enter into an agreement with the Secretary of Agriculture to use the existing property disposal program of the Forest Service (known as the Federal Excess Personal Property program) to facilitate the reutilization of Department of Defense (DOD) excess personal property by firefighting agencies in rural areas. Requires a DOD transfer of property for such purpose to be given a property disposal priority at least equal to the priority given the military departments and other entities within DOD.

Military Survivor Benefits Improvement Act of 2002 - Adjusts the basic Survivor Benefit Plan (SBP) annuity amount for surviving spouses, age 62 or over, of former military personnel to: (1) 35 percent of the retired pay of the decedent (current law), for months beginning on or before the enactment of this Act; (2) 40 percent of such pay, for months beginning after enactment of this Act until October 2005; (3) 45 percent of such pay for months beginning after September 2005 and before October 2012; and (4) 55 percent of such pay for months after September 2012. Adjusts similarly the percentage amounts of SBP supplemental annuity authorized to be provided for such surviving spouses. Directs the Secretary of Defense to ensure appropriate adjustments in the computation of retired pay reductions for such supplemental annuities.

Mortgage and Rental Assistance Reauthorization Act of 2002 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the President to provide temporary assistance in the form of mortgage or rental payments for individuals and families who, because of financial hardship caused by a major disaster occurring on or after May 30, 2002, certify that they face dispossession or eviction from a residence by reason of a foreclosure of any mortgage or lien, cancellation of any contract of sale, or termination of any lease, entered into prior to such disaster. Limits the duration of assistance to a period of financial hardship of up to 18 months.

Expresses thanks and gratitude to the foreign leaders and citizens of all nations who have assisted and continue to stand in solidarity with the United States against terrorism. Remains resolved to pursue all those responsible for the terrorist attacks and their sponsors until they are discovered and punished.

Veterans Outreach Protection Act - Rescinds a Department of Veterans Affairs memorandum dated July 18, 2002, from the Deputy Under Secretary for Health for Operations and management which requires directors of Department health service networks to ensure that no marketing activities for the enrollment of new veterans occur within their networks.

Hometown Heroes Survivors Benefits Act of 2002 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide that a public safety officer who dies as the direct and proximate result of a heart attack or stroke suffered while on duty or within 24 hours after participating in a training exercise or responding to an emergency situation shall be presumed to have died as the direct and proximate result of a personal injury sustained in the line of duty, for purposes of survivor benefits.

September 11th Victim Compensation Fund Family Benefits Fairness Act - Amends the September 11th Victim Compensation Fund of 2001 with respect to collateral sources of compensation which shall be subtracted from the amount of compensation a claimant is entitled to receive under such Act as a result of the terrorist-related aircraft crashes of September 11, 2001. Excludes from the meaning of collateral sources (which must be subtracted from victim compensation) any monthly Social Security survivor benefits and the Social Security lump sum death benefit under title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act.

Medical Liability Insurance Crisis Response Act of 2002 - Amends the McCarran-Ferguson Act (antitrust) to exempt from the antitrust laws joint conduct concerning data, forms, manuals and the provision of medical malpractice insurance pursuant to a public necessity market mechanism or the administration of such mechanism in a State. Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to provide for the prompt payment of claims. Amends the Public Health Service Act to address the issue of the nursing shortage through the Nursing Workforce Development Student Loan Repayment program, the establishment of a National Nurse Corps Scholarship program, and other grant and scholarship programs to train and retain nurses. Establishes an alternative dispute resolution system for medical malpractice cases which preempts other State and Federal law, excluding vaccine-related claims. Mandates mediation before trial. Requires certifications and affidavits by participating parties and attorneys that certain consultations and investigations have taken place and that their case is reasonable and meritorious. Imposes sanctions, including payment of attorney's fees and costs, for submitting false allegations. Permits the periodic payment of awards over $250,000. Directs the Secretary of Health and Human Services to appoint an Advisory Commission on Medical Malpractice. Freezes medical malpractice insurance rates until after the Commission's report. Addresses other medical malpractice insurance issues, including withdrawal from the market, guaranteed coverage and renewability, and disclosure. Requires the Secretary to establish an interactive, secure Internet site to provide medical malpractice insurance quotes. Amends the Liability Risk Retention Act of 1986 to mandate equal treatment between traditional insurers and risk retention groups.

Terrorist Victim Citizenship Relief Act - Deems aliens who died as a result of the September 11, 2001, terrorist attacks against the United States to be honorary U.S. citizens if they held lawful immigration status. Entitles the spouses and children of such victims to naturalization as U.S. citizens, without regard to their current status. Prohibits awarding honorary citizenship to any alien or naturalizing any family member of any alien who is inadmissible or deportable under the Immigration and Nationality Act, including any perpetrator of such attacks.

Children's Development Commission Act (Kiddie Mac) - Amends the National Housing Act to authorize the Secretary of Housing and Urban Development to insure mortgages for: (1) new or rehabilitated child care and development facilities, including mortgage insurance for fire safety equipment loans; and (2) purchase or refinance of existing child care and development facilities. Establishes the Children's Development Commission (Kiddie Mac) which shall: (1) issue facility standards and compliance certifications; and (2) make loans not in excess of $50,000 for facility rehabilitation or renovation. Authorizes appropriations. Directs the Secretary of the Treasury to conduct a study of the availability of child care facility secondary mortgage markets.

Energy and Science Research Investment Act of 2002 - Instructs the Secretary of Energy to: (1) conduct a comprehensive program of fundamental research, including chemical sciences, physics, materials sciences, biological and environmental sciences, geosciences, engineering sciences, plasma sciences, mathematics, and advanced scientific computing; (2) expand scientific user facilities maintained by the Office of Science and make them an integral part of the departmental mission for exploring the frontiers of fundamental science; (3) maintain a leading-edge research capability in the energy-related aspects of nanoscience and nanotechnology, advanced scientific computing, and genome research; and (4) ensure that its fundamental science programs help inform Department of Defense DOE applied research and development programs. Authorizes appropriations for FY 2003 through 2006. Amends the Department of Energy Organization Act to create the position of Under Secretary for Energy Research and Science to: (1) serve as Science and Technology Advisor to the Secretary of Energy; (2) monitor (DOE) research and development programs; and (3) exercise authority over Assistant Secretaries implementing certain energy research, development, and energy technology functions. Replaces the position of Director of the Office of Science with the position of Assistant Secretary of Science, who shall carry out DOE fundamental science and engineering research functions, including policy and management. Expresses the sense of the House of Representatives that leadership for departmental missions in nuclear energy should be at the Assistant Secretary level. Establishes in the Office of Science a Science Advisory Board to serve as the science advisor to the Assistant Secretary of Science.

Act to Save America's Forests - States that the purposes of this Act are to protect native biodiversity and ecosystems on Federal land from losses caused by: (1) clearcutting and other forms of even-age logging operations; and (2) logging in ancient forests, roadless areas, watershed protection areas, and special areas. Amends the Forest and Rangeland Renewable Resources Planning Act of 1974 to revise eligibility criteria for members of the land and resource management scientific committee. Revises the committee termination date to ten years after enactment of this Act. Provides for conservation and restoration of native biodiversity in forested areas. Prohibits clearcutting or other even-age logging operations on any stand or watershed on certain Federal land, National Forest System land, and National Wildlife Refuge System land. Provides for: (1) Federal enforcement; and (1) a private right of action. Describes special areas as Federal forest land parcels possessing outstanding biological, scenic, recreational, or cultural values which may not meet the definitions of ancient forests, roadless areas, or watershed protection areas. Designates specified special areas which shall be subject to restrictions on road construction and logging in the following States: (1) Alabama; (2) Alaska; (3) Arizona; (4) Arkansas; (5) California; (6) Colorado; (7) Georgia; (8) Idaho; (9) Illinois; (10) Michigan; (11) Minnesota; (12) Missouri; (13) Montana; (14) New Mexico; (15) North Carolina; (16) Ohio; (17) Oklahoma; (18) Oregon; (19) South Carolina; (20) South Dakota; (21) Tennessee; (22) Texas; (23) Vermont; (24) Virginia; (25) Wisconsin; and (26) Wyoming. Provides for the appointment of a committee of independent scientists to recommend additional special areas. Restricts road construction and logging on Federal land in ancient forests, special areas, roadless areas, and watershed protection areas. Provides for: (1) Federal enforcement; and (1) a private right of action.

Veterans Health Care Funding Guarantee Act of 2002 - Requires the Secretary of the Treasury to: (1) make available to the Secretary of Veterans Affairs for programs, functions, and activities of the Veterans Health Administration for FY 2004 120 percent of the amount obligated during FY 2002; and (2) adjust the amount provided after FY 2004 based on the number of enrolled veterans and the number of others eligible for and provided care and the percentage increase in the Consumer Price Index. Repeals, as of October 1, 2003, requirements for the prior congressional approval of funding for Department major medical facilities projects or leases.

Expresses the sense of the House of Representatives that: (1) attempts to boycott Israeli scholars will neither advance truth nor achieve peace; (2) attempts to treat Israeli scholars as pariahs cannot fail to recall horrifying precedents such as the Nazi effort to "purify" German universities (make them "Judenrein") by expelling Jewish students and faculty and the Stalinist slaughter of Yiddish intellectuals; and (3) scholars in the United States and abroad are to be commended for their prompt and resolute defense of their Israeli colleagues and for their commitment to the free exchange of ideas.

Drug Importation Act of 2002 - Amends the Federal Food, Drug, and Cosmetic Act to permit an individual who is not in the business of importing prescription drugs to import prescription drugs which appear to be approved, non-narcotic, and produced by a registered producer. Provides for a program where a pharmacist who is not otherwise permitted to import a prescription drug may do so when a drug meets the above standard. Excludes controlled substances and biological products. States that alternative labeling may be required.

Community Protection and Response Act of 2002 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Act) to include a terrorist attack, dispersion of radioactive or other contaminants, dispersion of hazardous substances, or other catastrophic event as a "major disaster" eligible for relief under the Act. Includes as a "private nonprofit facility" for purposes of damages coverage in a major disaster private for-profit telecommunications, phone services, and utilities when losses occur during a homeland security event and are not covered by insurance. Authorizes the President, at the request of a State governor, to declare that a major disaster constitutes a homeland security event and is of such severity and magnitude that effective response is beyond the capacity of the affected State and local government. Provides specified Federal assistance under the Act upon such a declaration, including reimbursement and grant assistance for lost compensation, sustained losses, and required repairs. Includes as critical services under the Act education systems, providers of counseling, and providers of assistance to the homeless. Removes the $5 million limit on community disaster loans provided under the Act. Requires or provides for: (1) standards for reporting information concerning disasters involving homeland security events; (2) a special commission to review air quality following a homeland security event; (3) guidelines concerning health risks associated with the release of materials following a homeland security event and associated monitoring and analysis; and (4) grants for data collection during public health emergencies, research on assisting victims, and advance preparation for public health emergencies.
