Unborn Child Pain Awareness Act of 2006 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception for certified medical emergencies. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

Government Efficiency Act of 2006 - Authorizes the establishment of Federal Review Commissions with respect to specific aspects of federal programs and agencies. Requires a Commission to review and make recommendations on how to improve the operations, effectiveness, and efficiency of such federal programs and agencies in order to determine whether a reorganization, consolidation, abolishment, expansion, or transfer of existing federal programs and agencies is necessary to carry out any U.S. policy for promoting more effective management of the executive branch. Permits establishment of a Commission only through the issuance of an executive order or the enactment of a joint resolution that: (1) describes the federal programs and agencies to be reviewed; and (2) grants the Commission powers and authorities specified by, and subjects it to the requirements of, this Act. Describes what a Federal Review Commission shall consider in reviewing federal programs and agencies. Requires a Commission to submit to the President: (1) an assessment of the operations, effectiveness, and efficiency of the federal programs and agencies reviewed; and (2) a legislative proposal, if appropriate, to reorganize, consolidate, abolish, expand, or transfer such federal programs and agencies. Provides for expedited congressional consideration of Federal Review Commission recommendations. Directs the President to submit to Congress a schedule for establishment of Federal Review Commissions.

Defines as a "protected individual" any person who: (1) is a member of the Armed Forces; or (2) was a member at any time after April 5, 1917, and, if not living, has a surviving spouse, child, parent, grandparent, or sibling. Authorizes the Attorney General to bring actions to enjoin violations of this Act.

Small Business Reauthorization Act of 2006 - Amends the Small Business Act and the Small Business Investment Act of 1958 to reauthorize for FY2007-FY2010 various loan programs for small businesses guaranteed by the Small Business Administration (SBA), including: (1) general section 7(a) start-up and equity loans; (2) the small business development center (SBDC) program; (3) the disaster mitigation pilot project; (4) the microloan program; (5) the drug-free workplace program; (6) the women's business center program; (7) the HUBZone (heavily underutilized business zone) Program; (8) veterans programs; (9) the federal and state technology partnership program; (10) the new markets venture capital program; and (11) the pilot program for very small business concerns. Certified Development Company Program Act - Requires certified development companies (CDCs) which elect not to apply for authority to foreclose and liquidate defaulted loans guaranteed by the SBA, or which the SBA Administrator determines to be ineligible for such authority, to contract with a qualified third party to perform such foreclosures and liquidation. Provides additional authorities for CDCs to aid small businesses, including additional equity, debt refinancing, and lowering of loan fees. Provides criteria under which state and local development companies may qualify as CDCs. Small Business Lending Improvement Act - Authorizes the Administrator to establish a National Preferred Lenders Program. Increases maximum loan amounts for small businesses. Authorizes the Administrator to guarantee the payment of redemption price and prioritized payments on participating securities issued by small business investment companies providing equity capital to small businesses. National Small Business Regulatory Assistance Act - Directs the Administrator to establish a program to provide regulatory compliance assistance to small businesses through SBDCs, the Association of Small Business Development Centers, and federal compliance partnership programs. Vocational and Technical Entrepreneurship Development Act - Directs the Administrator to establish a program of grants to state SBDCs for the provision of technical assistance to secondary, vocational, or technical schools for the development and implementation of curricula designed to promote vocational and technical entrepreneurship. Provides SBDC outreach, development, and small business enhancement assistance to Indian tribe members, Alaska Natives, and Native Hawaiians. Second-Stage Small Business Development Act - Establishes a pilot program of grants for second-stage (high-growth) small businesses for the development of peer learning opportunities. Establishes in the SBA the Associate Administrator for International Trade.

Refinery Permit Process Schedule Act - Authorizes the Administrator of the Environmental Protection Agency (EPA), upon the request of a state governor, to provide financial assistance to hire additional personnel to assist the state with expertise in fields relevant to consideration of federal refinery authorizations. Requires a federal agency responsible for refinery authorization to provide, upon the request of a state governor, technical, legal, or other nonfinancial assistance to facilitate state consideration of such authorizations. Directs the President to appoint a federal coordinator to facilitate such authorizations. Requires the coordinator, upon the request of an applicant seeking a federal refinery authorization, to establish a memorandum of agreement, executed by relevant federal and state agencies, setting forth the most expeditious coordinated schedule possible for completion of all such authorizations. Instructs the President to designate at least three closed military installations as potentially suitable for the construction of a refinery. Requires that at least one such site be designated as potentially suitable for construction of a refinery to refine biomass in order to produce biofuel. Requires the redevelopment authority, in preparing or revising the redevelopment plan for each such designated installation, to consider the feasibility and practicability of siting a refinery on the installation. Amends the Energy Policy Act of 2005 to repeal certain requirements regarding refinery revitalization.

Fair and Speedy Treatment (FAST) of Medicare Prescription Drug Claims Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to require prompt payment of clean claims to pharmacies by prescription drug plans (PDPs) and Medicare Advantage prescription drug plans (MA-PD Plans). Defines prompt payment as within 14 calendar days from submission for claims submitted electronically, and within 30 calendar days for claims submitted otherwise. Requires payment of interest, also, if a payment is not issued, mailed, or otherwise transmitted within the applicable number of calendar days. Makes it unlawful for a PDP sponsor of a prescription drug plan to display on the prescription drug card the name, brand, or trademark (co-branding) of any pharmacy. Requires each PDP sponsor to charge not less than the minimum dispensing fee, $14, adjusted annually for inflation, for generic covered Medicare part D (Voluntary Prescription Drug Benefit Program) drugs. Revises requirements for a covered medication therapy management service, allowing it to be furnished by a health care provider, other than a pharmacist, with advanced training in medication management. Requires the Secretary of Health and Human Services to specify: (1) the population of part D eligible individuals appropriate for services under a medication therapy management program, based on certain characteristics; and (2) a minimum defined package of medication therapy management services that shall be provided to each enrollee. Revises requirements for pharmacy fees. Directs the Secretary to establish: (1) a two-year demonstration program to examine the impact of medication therapy management furnished by a pharmacist in a community-based or ambulatory-based setting on quality of care, spending, and patient health; and (2) a Best Practices Commission to develop a best practices model for medication therapy management.

Independent Pharmacy Protection Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to require each prescription drug plan contract entered into with a plan sponsor to provide for: (1) the availability of direct deposit payments; (2) an increased dispensing fee for generic drugs; and (3) payments within 10 days for certain pharmacies. Requires the dispensing fee paid to a participating pharmacy for a generic covered part D drug therapeutically equivalent and bioequivalent to a brand name covered part D drug dispensed through the pharmacy to be at least 50% greater than the dispensing fee for the brand name drug. Limits to $10 the dispensing fee paid to a participating pharmacy for a generic covered part D drug. Prohibits a prescription drug plan, subject to exception by the Secretary of Health and Human Services, from decreasing the dispensing fee paid to a participating pharmacy for a brand name drug to an amount less than the dispensing fee paid for it on the date of enactment of this Act. Applies this Act to contracts with a Medicare Advantage organization in the same manner as they apply to those with a prescription drug plan sponsor.

Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE) Modernization and Reform Act of 2006 - Amends the firearms provisions of the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Requires fines to be based upon the nature and severity of the violation, the size of the firearms business involved, and the prior record of the firearm's licensee. Requires the Attorney General to make a preliminary determination on federal firearms license applications and to notify applicants in writing of intent to deny an application. Grants applicants the right to a hearing for license denials. Directs the Attorney General to establish guidelines for Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) investigations of firearms violations. Requires the Inspector General of the Department of Justice to review the operations of ATF relating to the gun show enforcement program and blanket residency checks of prospective and actual firearms purchasers. Limits the authority of federal agencies to disclose information on firearms purchasers. Amends the Homeland Security Act of 2002 to repeal the authority of the Attorney General to delegate to ATF responsibility for investigating violent crimes and acts of domestic terrorism. Grants a firearm licensee whose license has expired or has been suspended or revoked 60 days to liquidate inventory. Allows purchasers of existing firearms businesses the right to cure firearms violations attributable to such businesses.

Lists the appropriate levels of new budget authority and outlays for specified major functional categories for FY2007-FY2011. Sets forth reconciliation instructions for the Committees on: (1) Agriculture; (2) Armed Services; (3) Education and the Workforce; (4) Energy and Commerce; (5) Government Reform; (6) Resources; (7) Transportation and Infrastructure; and (8) Ways and Means. Requires the Committee on Ways and Means to report a reconciliation bill providing for revenue reduction. Requires the Committee on Veterans' Affairs to submit to the Committee on the Budget its findings that identify savings amounting to 1% of total spending under its jurisdiction from activities that are wasteful, unnecessary, or lower-priority. Establishes a reserve fund for emergencies. Prohibits House legislation that would require advanced appropriations, with a specified exception. Makes rule XXVII of the House (the Gephardt Rule, relating to mandatory adjustment of the statutory limit on the public debt to conform to a budget resolution) inapplicable with respect to the adoption by Congress of a budget resolution for FY2007. Requires: (1) reported legislation designated as an emergency requirement to include an explanation of the manner in which the legislation meets specified criteria; and (2) if such legislation is to be considered without being reported, the explanation to be published in the Congressional Record in advance of floor consideration. Provides for changes in allocations and aggregates resulting from realistic scoring of measures affecting federal revenues. Prohibits the use of revenue increases to comply with budget allocations and aggregates. Makes it out of order in the House to consider direct spending legislation that would increase an on-budget deficit or decrease an on-budget surplus for any specified applicable time period. Requires the chairman of the Committee on the Budget to maintain a: (1) Budget Protection Mandatory Account; and (2) Budget Protection Discretionary Account.

Stafford Disaster Relief and Emergency Assistance Act to prohibit any U.S. officer or employee, or person operating under color of federal law, under control of a federal official, or providing services to such person, while acting in support of relief from a major disaster or emergency, from: (1) seizing or authorizing seizure of any firearm the possession of which is not prohibited under federal or state law, other than for forfeiture in compliance with federal law or as evidence in a criminal investigation; (2) requiring registration of any firearm for which registration is not required by federal or state law; (3) prohibiting possession of any firearm in any place or by any person where such possession is not otherwise prohibited; or (4) prohibiting the carrying of firearms by any person otherwise authorized to carry firearms, solely because such person is operating under the direction, control, or supervision of a federal agency in support of relief from a major disaster or emergency. Authorizes any individual aggrieved by a violation of this Act to seek relief by bringing an action for redress and by bringing a civil action in U.S. district court for return of a confiscated firearm.

Firearms Corrections and Improvements Act - Amends firearms provisions of the federal criminal code to: (1) lift restrictions on the possession, transfer, and importation of machineguns, and certain other shotguns and rifles, for contractors providing national security services for the United States and training related to such services, and for manufacturers for testing, research, design, or development purposes; (2) prohibit the Attorney General from charging any tax or fee for any background check by the national instant criminal background check system; (3) permit juveniles to possess and use a handgun or ammunition for certain activities without written parental consent if the parent is present when the juvenile is using the handgun; (4) eliminate certain reporting requirements for multiple handgun sales (more than one sale within five days) by dealers to state police and law enforcement agencies; (5) prohibit the Attorney General from electronically retrieving records of gun dealers who have gone out of business by name or any personal identification code; (6) limit disclosure of trace records; and (7) allow importation of barrels, frames, and receivers for firearms other than handguns for repair or replacement purposes.

Berry Amendment Extension Act - Prohibits the Department of Homeland Security (DHS) from procuring specified covered items directly related to national security interests (including clothing, tents, or natural fiber products, specialty metals, or hand or measuring tools) that are not grown, reprocessed, reused, or produced in the United States, except to the extent satisfactory quality and sufficient quantity of any such product cannot be procured at U.S. market prices. Makes additional exceptions for: (1) procurements by vessels in foreign waters; (2) emergency procurements or procurements of perishable foods by establishments located outside the United States for their personnel; and (3) purchases for amounts not greater than the simplified acquisition threshold ($100,000). Directs the Secretary to ensure that: (1) each member of the Department's acquisition workforce who regularly participates in textile acquisition receives training during FY2006 on this Act's requirements; and (2) any such training includes comprehensive information on such requirements. Makes this Act inapplicable to the extent that it is inconsistent with U.S. obligations under an international agreement.

Sets forth requirements for the President's transmittal to Congress of a special message regarding a proposed rescission. Requires any rescinded budget authority or items of direct spending to be dedicated only to deficit reduction, and not to be used as an offset for other spending increases. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (2) applicable limits, as appropriate, under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Sets forth procedures for expedited congressional consideration of a proposed rescission.
