Temporary Agricultural Labor Reform Act of 2003 - Amends the Immigration and Nationality Act to revise employer and employee association application requirements for admission of H-2A temporary agricultural workers, including assurances: (1) that the job opportunity is temporary or seasonal, and is not the result of a labor dispute; (2) that attempts have been made to hire U.S. workers; (3) respecting wages and benefits, and labor law compliance; (4) respecting nondisplacement of U.S. workers; and (5) respecting limitations on placement with other employers. Revises related provisions respecting: (1) penalties; and (2) admissions and extensions of stay. Provides special provisions for alien sheepherders. Amends the Consolidated Farm and Rural Development Act to: (1) authorize the Secretary of Agriculture to make grants to H-2A employers for the transportation costs of workers whose employment is cut short by natural disaster; and (2) direct the Secretary to establish an H-2A Worker Program Ombudsman within the Office of the Chief Economist of the Department of Agriculture.

Veterans Eye Treatment Safety (VETS) Act of 2003 - Allows eye surgery at a Department of Veterans Affairs facility, or facility under contract with the Department, to be performed only by a licensed medical doctor or licensed doctor of osteopathy.

Permanent Emergency Agricultural Disaster Assistance Act - Directs the Secretary of Agriculture to use Commodity Credit Corporation funds for emergency financial assistance to: (1) crop producers who have suffered qualifying weather-caused crop losses in 2001, 2002, or 2003; and (2) livestock producers for losses in 2001, 2002, or 2003, including livestock under the American Indian livestock program, in a disaster-designated county. Reduces (other than crop insurance) other agricultural assistance by amounts received under this Act. Directs the Secretary to make emergency financial assistance available after 2003 to producers with specified crop insurance coverage who have suffered qualifying weather-caused crop damage in a disaster-designated area.

Repudiates the anti-Semitic rhetoric of the outgoing prime minister of Malaysia, Dr. Mahathir Mohamad. Calls upon other governments and international bodies, notably the European Union, to condemn these remarks as dangerous incitement. Amends the Federal Insecticide, Fungicide, and Rodenticide Act to permit the Administrator of the Environmental Protection Agency (EPA) to register a Canadian pesticide that: (1) has not been previously disapproved; (2) is identical or substantially similar in composition to a comparable domestic pesticide already registered; and (3) is registered in Canada by the registrant (or affiliate) of the comparable domestic pesticide. Requires the Administrator to obtain the confidential statement of formula for the pesticide to determine if it is in fact identical or substantially similar to a comparable domestic pesticide. Stipulates that any Canadian pesticide the Administrator registers must bear an approved label which completely covers the original Canadian label. Prohibits actions in Federal court against: (1) the Administrator acting as a registering agency for damages resulting from the use of a product registered under this Act; or (2) registrants for damages resulting from adulteration or compositional alterations of such a product if the registrant could not reasonably have knowledge of such adulteration or alterations.

Marine Corps 230th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 500,000 one dollar coins which shall be emblematic of the warrior ethos of the United States Marine Corps. Requires all surcharges from the sale of the coins to be paid to the Marine Corps Heritage Foundation for construction of the Marine Corps Heritage Center.

Benjamin Franklin Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue one dollar coins emblematic of the life and legacy of Benjamin Franklin (not more than 250,000 bearing his image as a young statesman and not more than 250,000 with his image as an older numismatist). Directs that all sales include a $10 per coin surcharge, which shall be paid by the Secretary to the Benjamin Franklin Tercentenary Commission, to be used to educate people about Franklin's legacy.

Streamlined Sales and Use Tax - Grants the consent of Congress to the November 12, 2002, Streamlined Sales and Use Tax Agreement. Expresses the sense of Congress that such Agreement provides sufficient simplification and uniformity to warrant Federal authorization to States that are parties to the Agreement to require remote sellers to collect and remit the sales and use taxes of such States and of local taxing jurisdictions of such States. States that the purpose of this Act is to effectuate that limited authority, and not to grant additional authority unrelated to the accomplishment of that purpose. States that once 10 States comprising at least 20 percent of the total population of all States imposing a sales tax have petitioned for membership under the Streamlined Sales and Use Tax Agreement, have been found to be in compliance with the Agreement pursuant to the terms of the Agreement, have become Member States under the Agreement, and the necessary operational aspects of the Agreement have been implemented, any Member State under the Agreement is authorized, notwithstanding any other provision of law, to require all sellers not qualifying for the small business exception provided by this Act to collect and remit sales and use taxes with respect to remote sales to purchasers located in such State. Establishes minimum simplification requirements.

District of Columbia Personal Protection Act - Amends the District of Columbia Code to provide that the D.C. Council's regulatory authority regarding firearms, explosives, and weapons in the District shall not be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise permitted to possess firearms under Federal law from acquiring, possessing in their homes or businesses, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by Federal law nor regulated by the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Amends the Firearms Control Regulations Act of 1975 to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Repeals the District's: (1) registration requirement for possession of firearms; (2) prohibition on registration of pistols (handguns); (3) prohibition on possession of handgun ammunition; (4) requirement that, under certain conditions, firearms in the possession of certain individuals must be kept unloaded, disassembled, or with the trigger locked; (5) related firearm registration requirements such as applicant qualifications and filing deadline. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Eliminates criminal penalties for possessing an unregistered firearm. Amends Federal law to eliminate criminal penalties for carrying a pistol whether loaded or unloaded in one's dwelling house, place of business, or on land possessed by such person.

Health and Education Access for Students with Diabetes Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to prohibit a State or public or private entity from receiving funds under ESEA title IV part A, also known as the Safe and Drug-Free Schools and Communities Act, unless it has a policy in effect against hindering or restricting a student from engaging in diabetes treatment prescribed or recommended by a physician.

Combat Pay Safeguard Act of 2003 - Requires the total monthly rate for all combat zone-related special pay and allowances (hardship duty pay, special pay for duty subject to hostile fire or imminent danger, and the family separation allowance) available after September 30, 2003, for members of the armed forces serving in a combat zone designated for Operations Iraqi Freedom or Enduring Freedom to be at least equal to the rate in effect for September 2003.

Agricultural Job Opportunity, Benefits, and Security Act of 2003 - Directs the Secretary of Homeland Security, upon completion of specified agricultural work and residency requirements, to adjust the status of a qualifying alien agricultural worker (and spouse and minor children) to that of a: (1) lawfully admitted temporary nonimmigrant; and (2) permanent resident nonimmigrant. Sets forth provisions with respect to: (1) adjustment of status applications, including penalties for false statements; (2) waiver of numerical limitations and certain grounds for inadmissibility; (3) temporary stay of removal and work authorization; (4) administrative and judicial review; and (5) dissemination of program information. Amends the Social Security Act to provide for the correction of such aliens' social security records. Amends the Immigration and Nationality Act to set forth registry application requirements for H-2A employers and employer associations, including assurances: (1) that the job opportunity is temporary or seasonal, and is not the result of a labor dispute, (2) that attempts have been made to hire U.S. workers; and (3) respecting required wages and benefits, and compliance with labor laws. Sets forth employment requirements with respect to: (1) wages; (2) housing; and (3) transportation reimbursement. Establishes the Commission on Agricultural Wage Standards under the H-2A program. Revises provisions respecting the admission and extension of stay of temporary H-2A workers. Provides special rules for alien sheepherders. Sets forth worker protection and labor standards enforcement provisions for such aliens.

Renewable Fuels and Transportation Infrastructure Enhancement Act of 2003 - Amends the Internal Revenue Code to establish, for a limited period of time: (1) as a credit against the gasoline and diesel fuel excise tax, a credit equal to the sum of the alcohol fuel mixture credit plus the biodiesel mixture credit; and (2) a biodiesel fuels credit business credit.

Right to Keep and Bear Arms Act of 2003 - Prohibits appropriated funds from being used by any U.S. official to promote any action by the United Nations which advocates the taxation of firearms or any other abrogation of rights under the Second Amendment to the Constitution (the right to keep and bear arms). Condemms all proposals to tax or otherwise limit rights under the Second Amendment.

Celia Cruz Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 300,000 one dollar silver coins and 500,000 half dollar clad coins emblematic of Celia Cruz (known as the "Queen of Salsa") and her legacy. Establishes surcharges of ten dollars per coin for the dollar coin and three dollars per coin for the half dollar coin, which shall be paid to the Celia Cruz Foundation.
