Communities in Action Neighborhood Defense and Opportunity Act of 2008 or the CAN DO Act of 2008 - Directs the Attorney General, through the Office of Justice Programs of the Department of Justice (DOJ), to establish a five-year program of grants to six communities to establish and maintain pilot programs for Communities in Action Neighborhood Defense and Opportunity Centers (CAN DO Centers) to establish, administer, and coordinate: (1) the CAN DO Safer Streets Strategy Group Program and Guns off Our Streets Program; (2) the CAN DO Operation Community Patrol Program; (3) the CAN DO Street Monitoring Program; and (4) the CAN DO Services Providers Network.

Mark Twain Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins emblematic of the life and legacy of Mark Twain. Limits issuance of such coins to calendar year 2010. Requires specified surcharges in the sale of such coins, which shall be promptly paid, in specified percentages, to: (1) the Mark Twain House & Museum in Hartford, Connecticut, to support the continued restoration of the house and grounds, and ensure continuing growth and innovation in museum programming to research, promote, and educate on the legacy of Mark Twain; (2) the Mark Twain Project at the Bancroft Library of University of California, Berkeley, California, to support programs to study and promote Mark Twain's legacy; (3) the Center for Mark Twain Studies at Elmira College, New York, for the same purposes; and (4) the Mark Twain Boyhood Home and Museum in Hannibal, Missouri, to preserve historical sites related to Mark Twain and help support study and promotion programs.

Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the President to provide assistance to individuals and households that are required to evacuate their primary residences for a period of two or more days pursuant to a mandatory evacuation order issued by a state or local government as a result of a major disaster. Authorizes assistance in the form of reimbursement for subsistence expenses incurred during such an evacuation: (1) for up to seven days; and (2) in an amount not to exceed the federal employee per diem allowance established for the locality to which a person is evacuated. Provides that: (1) assistance authorized may be for expenses incurred before the date of the disaster's declaration; and (2) this Act shall apply to a major disaster declared by the President on or after September 1, 2008.

Amends the Hurricane Education Recovery Act, title IV of division B of the Department of Defense, Emergency Supplemental Appropriations to Address Hurricanes in the Gulf of Mexico, and Pandemic Influenza Act, 2006, with respect to elementary and secondary education hurricane recovery relief. Extends through FY2009 the authority of the Secretary of Education, in providing any grant or other assistance to an entity in a state which in 2005 suffered a major disaster related to Hurricane Katrina or Hurricane Rita, to waive or modify, in order to ease fiscal burdens, any elementary and secondary education assistance requirement relating to: (1) maintenance of effort; (2) use of federal funds to supplement, not supplant, non-federal funds; or (3) any non-federal share or capital contribution required to match federal funds.

Medicare Drugs for Seniors (MEDS) Act of 2008 -Amends title XVIII (Medicare) of the Social Security Act to replace the current part D (Voluntary Prescription Drug Benefit Program) program, adopted by the Medicare Prescription Drug, Improvement and Modernization Act of 2003, with a revised prescription drug benefit program under a new part D (Prescription Medicine Benefit for the Aged and Disabled) for all Medicare beneficiaries. Provides for reductions in the price of prescription drugs for Medicare beneficiaries. Amends the Federal Food, Drug, and Cosmetic Act to: (1) revise requirements with respect to the commercial and personal importation of prescription drugs and the disposition of certain drugs denied admission; and (2) prescribe requirements with respect to Internet sales of prescription drugs. Provides that if any federal agency or any non-profit entity undertakes federally funded health care research and development, and is to convey or provide a patent or other exclusive right to use such research and development for a drug or other health care technology, such agency or entity shall not make such conveyance or provide such patent or other right until the recipient first agrees to a reasonable pricing agreement with the Secretary of Health and Human Services, or the Secretary determines that the public interest is served by a waiver of the reasonable pricing agreement. Civil Rights Quarter Dollar Coin Act of 2008 - Requires quarter dollars to have designs on the reverse emblematic of prominent civil rights leaders and important events that have advanced civil rights in America. Instructs the Secretary of the Treasury to select such leaders and events. Requires five coin designs in each year of the period of issuance. Instructs the Secretary to strike and make available for sale silver bullion coins that are exact duplicates of such quarter dollars.

Montague Cobb, former president of the NMA, to break down the racial prejudices at the AMA that led to its full integration; and (3) Shaw University's Leonard Medical School and other historically black colleges and universities for their role in training African-American doctors. National Conservation, Environment, and Energy Independence Act - Terminates all federal prohibitions on expenditures of funds to conduct natural gas, oil, oil shale, and energy production leasing and preleasing activities for federal lands. Revokes withdrawals of federal submerged lands of the Outer Continental Shelf (OCS) from leasing for natural gas and oil exploration, development, and production. Amends the Tax Relief and Health Care Act of 2006 to repeal the moratorium on oil and gas leasing in certain areas of the Gulf of Mexico. Amends the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2008 to repeal the prohibition on using funds to prepare or publish final regulations regarding a commercial leasing program for oil shale resources on public lands or to conduct an oil shale lease sale pursuant to the Energy Policy Act of 2005. Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from issuing any lease authorizing exploration for, or development of, natural gas or oil in any OCS area that is located: (1) within 25 miles of the coastline of a state; or (2) more than 25 miles and less than 50 miles from the coastline of a state that has enacted, within one year, a law disapproving of such a lease. Provides for the allocation of sums collected under qualified leases on submerged land made available for leasing under this Act. Establishes the Conservation Reserve, the Environment Restoration Reserve, the Renewable Energy Reserve, and the Carbon Capture and Sequestration Reserve. Establishes the state seaward boundaries under the Outer Continental Shelf Lands Act. Amends the Clean Air Act to allow the use of woody biomass from federal forest lands for the production of renewable energy. Amends the Energy Independence and Security Act of 2007 to repeal provisions prohibiting federal procurement of an alternative or synthetic fuel for any mobility-related use unless the contract specifies that the lifecycle greenhouse gas emissions associated with the production and combustion of the fuel supplied must be less than or equal to such emissions from the equivalent conventional fuel. Amends the Internal Revenue Code to revise provisions concerning tax credit extensions and deductions for renewable energy, alternative fuel, and energy conservation. Requires the Secretary of Energy to publish a plan for exchanging light grade petroleum from the Strategic Petroleum Reserve (SPR) for heavy grade petroleum. Establishes and provides for the allocation of the Energy Independence and Security Fund, including providing funding for: (1) researching and developing wind, solar, ocean and wave, and geothermal energy; (2) conducting energy efficiency projects; and (3) fostering the development of domestic energy production.

Gulf Coast Multifamily and Assisted Housing Recovery Act - Amends the Housing Act of 1959 to authorize additional appropriations to the Secretary of Housing and Urban Development to provide assistance to private nonprofit organizations and consumer cooperatives to expand the supply of supportive housing for low-income elderly persons meeting certain criteria relating to Hurricanes Katrina and Rita in 2005. Amends the Cranston-Gonzalez National Affordable Housing Act to authorize additional appropriations to the Secretary to provide the same kind of assistance for low-income persons with disabilities. Authorizes appropriations for the redevelopment (rebuilding or replacement) of housing authorized under the Housing Act of 1959 which was damaged or destroyed by Hurricane Katrina in New Orleans and in the Parish of St. Bernard. Requires the Secretary to adjust the rent levels annually on a budget-based basis for eligible projects in a designated disaster area receiving rental assistance under the Housing Act of 1959 and the Cranston-Gonzalez National Affordable Housing Act. Requires the Secretary to report to specified congressional committees on: (1) the number of project-based assistance contracts and units which were terminated in the designated disaster area after September 30, 2005; and (2) the specific developer, project name, location, number of units, and project description for each such project-based assistance contract. Prohibits a project-based assistance payments contract for a covered assisted multifamily housing project from expiring or being terminated because of the damage or destruction of dwelling units in the project by Hurricane Katrina or Hurricane Rita. Deems the expiration date of such a contract to be the later of the date: (1) specified in the contract; or (2) that is not less than three months after the dwelling units in such project, or in a replacement project, are first made habitable. Requires the Secretary to develop and report to specified congressional committees on a written disaster response plan for federally assisted properties that receive assistance pursuant to such Acts.

Increased Student Achievement Through Increased Student Support Act - Directs the Secretary of Education to award competitive, renewable, five-year grants to partnerships between low-income local educational agencies (LEAs) and schools offering graduate programs in school counseling, social work, or psychology to increase the number of program graduates employed by low-income LEAs. Defines "low-income LEAs" as those that: (1) serve students at least 20% of which are from low-income families; (2) have ratios of school counselors, social workers, and psychologists to students that fall at least 10% below specified target ratios; and (3) have been identified as needing improvement or corrective action or include at least one school identified as needing improvement, corrective action, or restructuring under the Elementary and Secondary Education Act of 1965. Allows the use of grant funds to: (1) provide program graduate students with field training at partnership LEA schools; (2) contribute to program graduates' salaries at such schools for up to three years after they graduate; (3) increase the number of school counselors, social workers, and psychologists per student in such schools; (4) enhance the capacity of partnership graduate schools to train such professionals; (5) develop course work designed to facilitate such graduates' service to low-income LEAs and at-risk students; and (6) provide tuition credits to such graduate students and student loan forgiveness to program graduates employed as school counselors, social workers, or psychologists by low-income LEAs for at least five consecutive years. Directs the Secretary to establish a program providing student loan forgiveness to non-participants in this Act's grant program who have been employed for at least five consecutive years as school counselors, social workers, or psychologists by low-income LEAs. Requires the Secretary to identify a formula for future use in designating regions as eligible for benefit programs because of having a shortage of such school personnel.

Recognizes that it is imperative that this nation strengthen its public health system to provide all persons with the resources they need to make healthier choices and live healthier lives and to protect people from health threats beyond their control. Commits to creating public health strategies to eliminate health disparities and improve the health of all people in the United States. Expresses support for prioritizing public policies focusing on the prevention of disease and injury and calls for community-based programs to support healthy lifestyles. Urges the expansion of the prevention strategies of daily aspirin therapy, smoking cessation, colorectal cancer screening, annual flu immunizations, and breast cancer screening. Declares that the congressional budget process should reflect the savings associated with investments in the prevention of disease and injury. Encourages the Congressional Budget Office (CBO) to consider the savings associated with a reduced chronic disease burden due to preventive services and programs when formulating its health care cost estimates. Pledges support for increasing the investment in federal public health programs to at least 1% of total federal spending within five years.

Fair Disaster Tax Relief Act of 2008 - Amends the Internal Revenue Code to provide special tax rules for individuals affected by a federally declared disaster, including: (1) allowance of all personal casualty losses incurred in a federally declared disaster in excess of $500; (2) an increase in the standard tax deduction for disaster losses; (3) full expensing of business-related disaster cleanup expenses; (4) extension of the net operating loss carryback period from two to five years for disaster-related losses; and (5) allowance of tax-exempt bond financing of low-interest loans for principal residences damaged in a federally declared disaster.
