National Dividend Act of 1992 - Establishes a program for the distribution of certain corporate tax revenues to the registered voters of each State in the form of dividend payments. Directs the Secretary of the Treasury to pay to the chief financial officer of each State, in accordance with a prescribed schedule, an amount equal to the National Dividend Payment, as computed under this Act, multiplied by the number of registered voters in the State. Sets forth criteria and procedures to govern: (1) the chief financial officer's selection of an incorporated bank to act as the State's disbursing agent; and (2) payments to qualified voters. Establishes in the Treasury the National Dividend Payment Trust Fund. Authorizes payment into the Fund of specified amounts from revenue received from: (1) corporate income tax; (2) tax on the unrelated business income of certain tax-exempt organizations; (3) capital gains tax; (4) tax on insurance company income; and (5) alternative minimum tax on corporations. Establishes a National Dividend Review Board to review the manner in which payments are made from the Fund and to make investments of Fund amounts. Amends the Internal Revenue Code to exclude from gross income, for income tax purposes, all dividend income received by a taxpayer from domestic corporations, including dividends received under this Act. Increases the corporate income tax deduction for dividends received by a corporation on the preferred stock of a public utility. Prohibits corporate income tax rates from exceeding 34 percent. Amends the Congressional Budget and Impoundment Control Act of 1974 to declare it out of order in either the House of Representatives or the Senate to consider budget resolutions for fiscal years 1993 and thereafter that would increase the level of total budget outlays beyond those budgeted for FY 1991.

Pension Funding Improvement Act of 1992 - Title I: Amendments to Pension Plan Funding Requirements - Amends the Internal Revenue Code (IRC) and the Employee Retirement Income Security Act of 1974 (ERISA) to revise minimum funding standards for pension plans. Revises the additional funding requirements for pension plans that are not multiemployer plans to provide for an underfunding reduction requirement and solvency maintenance requirement. Title II: Required Security for Certain Plan Amendments - Amends IRC and ERISA to increase required funding percentages and required security under provisions for pension plan termination insurance. Applies such required funding and security provisions to multiemployer plans, as well as to other pension plans. Applies specified criminal penalties to violations of such requirements. Title III: Miscellaneous Provisions - Requires the Pension Benefit Guaranty Corporation (PBGC) and the Congressional Budget Office (CBO) to submit separate reports to the Congress setting forth alternative increases in premiums that would be required for the assets of the single-employer program (established under ERISA provisions for pension plan termination insurance) to equal or exceed such program's current and expected liabilities by 2002. Amends ERISA to require inclusion in annual PBGC reports of actuarial evaluations of pension benefit guaranty funds for the next five, ten, twenty, and thirty years. (Currently, inclusion of such evaluations for the next five years only is required.) Requires such evaluations to set forth alternative premium schedules to assure that PBGC assets equal or exceed its liabilities during such periods. Authorizes the CBO to transmit a separate report analyzing and commenting upon the actuarial evaluation (and premium schedules) prepared by the PBGC, for any fiscal year the CBO deems appropriate. Authorizes the PBGC to require certain plan sponsors or members of a sponsor's controlled group to provide it with records, documents, or other information necessary to determine liabilities and assets of plans covered by ERISA plan termination insurance provisions, or the financial condition of sponsors or members of sponsors' controlled groups maintaining such plans. Applies such information requirements to a plan if: (1) its underfunding exceeds $10,000,000; (2) it has more than 2,000 participants; or (3) it has been granted minimum funding waivers in excess of $1,000,000. Treats all plans maintained by the same sponsor (or any member of such sponsor's controlled group) as one plan for purposes of such information requirements.

American Jobs Fairness Act of 1992 - Prohibits expenditure of Federal funds to purchase components for the Superconducting Super Collider that are manufactured outside the United States, except under a contract that was open to competitive bidding (with specified exceptions for certain components).

Expresses the sense of the Congress that no rules, regulations, or statutes shall be adopted preventing cable systems or other multichannel video distribution systems from retransmitting professional baseball and basketball games which are carried on distant broadcast stations or requiring cable systems to "black out" such games, except as provided in the Federal Communications Commission's sports blackout rules.

Amends the Internal Revenue Code to declare that unrelated trade or business does not include the activity of soliciting and receiving qualified sponsorship payments (payments received by tax-exempt organizations from corporations and other sponsors in connection with certain athletic and other public events) for purposes of the tax on unrelated business income of charitable, etc., organizations. Excludes royalties received by certain tax-exempt olympic organizations for the 1996 Olympics as income from an unrelated trade or business. Includes income received by a tax-exempt organization (other than a tax-exempt credit union) from exchanging or leasing its membership list or its identifying symbol for use in connection with credit or debit cards as income derived from an unrelated trade or business.

Individual Investment Account Act of 1992 - Amends the Internal Revenue Code to allow a deduction for amounts contributed to individual investment accounts. Allows tax-free distributions, limited to $15,000 for all taxable years, from such accounts for use in the purchase of a principal residence by a first-time homebuyer. Makes such accounts tax-exempt unless the individual engages in prohibited transactions. Adjusts dollar limitations under this Act for inflation. Allows such deduction in determining adjusted gross income. Exempts such accounts from estate tax. Excludes from gross income gain from the sale or exchange of property if, during the five-year period ending on the date of the sale or exchange, such property has been owned and used by the taxpayer as a principal residence for periods aggregating three years or more. Limits such exclusion to the amount paid to an individual investment account during the one-year period beginning on the date of the sale or exchange. Provides for adjusting the basis of a residence acquired through the use of an individual investment account.

Administration of Veterans Education Benefits Technical Reorganization Act - Reorganizes and recodifies Federal provisions relating to veterans' educational benefits as currently provided under the Montgomery GI Bill educational assistance program. Repeals Federal provisions made unnecessary by such recodification. Makes technical and conforming amendments.

Supports the planting of 500 redwood trees from California on the northwest coast of Spain in commemoration of the quincentenary of the voyage of Christopher Columbus to the New World. Designates such trees as a gift to the people of Spain made in the name of the people of the United States.

Fiscal Accountability and Impact Reform Act (FAIR Act) - States that one purpose of this Act is to assist the Congress in consideration of proposed legislation establishing or revising Federal programs to assure that, to the maximum extent practicable, legislation enacted will: (1) minimize the burden of such legislation on expenditure of scarce local public resources by State and local governments; (2) minimize inefficient allocation of economic resources; and (3) reduce the adverse effect of such legislation on the ability of State and local governments to use local public resources to meet local needs, and on allocation of economic resources, full employment, and international competitiveness. States that a second purpose of this Act is to require Federal agencies to exercise discretionary authority and implement statutory requirements in a manner which, consistent with agency mission and Federal law, minimizes the impact of regulations and other major Federal actions affecting the economy on: (1) the ability of State and local governments to use local public resources to meet local needs; and (2) the allocation of economic resources, full employment, and international competitiveness of American goods and services. Title I: Legislative Reform - Provides that whenever a committee of either House reports a bill to its House which mandates unfunded requirements upon State and local governments or the private sector, the report accompanying that bill shall analyze the effect of the new requirements on: (1) State and local government expenditures necessary to comply with Federal mandates; (2) private businesses; and (3) economic growth and competitiveness. Title II: Agency Impact Analysis - Requires, to the fullest extent practicable, that: (1) the policies, regulations, and public laws of the United States be interpreted and administered in accordance with the purposes of this Act; (2) all Federal agencies, consistent with attainment of the requirements of Federal law, minimize the adverse effects of rules affecting the economy; and (3) Federal agencies take certain actions in promulgating new rules, reviewing existing rules, developing legislative proposals, or initiating any other major Federal action affecting the economy whenever an agency identifies two or more alternatives which will satisfy the agency's statutory obligations. Provides that, whenever an agency publishes a general notice of proposed rulemaking, promulgates a final rule, or before initiating or implementing any other major Federal action affecting the economy, the agency shall prepare and make available for public comment an Economic Impact Assessment. Specifies the contents of such an assessment. Provides for judicial review of final agency actions for compliance with this title.

Open Space Preservation Act of 1992 - Amends the Internal Revenue Code to exclude from the gross estate tax the value of land subject to a qualified conservation easement (less the amount of any indebtedness secured by such land). Includes in the gross estate tax the value of each development right retained by the donor in the conveyance of the easement. Makes such tax due upon the disposition of the property. Provides that such land subject to the exclusion will have a carryover basis for purposes of determining gain or loss. Excludes from the gift tax transfers by gift of land subject to a conservation easement (other than development rights retained by the donor of such easement). Defers the reduction in certain estate tax rates after 1993 and before 1998.

Amends the Internal Revenue Code to repeal the special depreciation rules applicable under the adjusted current earnings provisions of the minimum tax. Requires the depreciation deduction with respect to any property for any taxable year beginning after December 31, 1991, to be the same as the depreciation deduction allowable in computing alternative minimum taxable income for such taxable year.

Comprehensive Service Programs for Homeless Veterans Act of 1992 - Directs the Secretary of Veterans Affairs to establish and operate, through September 30, 1995, a pilot program to expand and improve the benefits and services to homeless veterans. Includes within such program: (1) the establishment of up to four additional demonstration programs to be centers for such veterans; and (2) the placement of veterans benefits counselors at a specified number of sites at which the Secretary furnishes services to homeless mentally ill veterans and domiciliary care to homeless veterans and at centers which provide readjustment counseling. Requires the Secretary to make grants to assist eligible entities in establishing new programs to furnish outreach, rehabilitative services, vocational counseling and training, and transitional housing assistance to homeless veterans. Sets forth grant award and application criteria. Prohibits grants from being used to support operational costs of a grantee, except as provided by this Act. Prohibits the making of a grant unless the applicant agrees to: (1) provide services for which the grant is furnished at locations accessible to homeless veterans; (2) maintain referral networks for, and aid such veterans in, establishing eligibility for assistance and obtaining services under available entitlement and assistance programs; (3) ensure the confidentiality of records maintained on homeless veterans receiving services under the grant; (4) establish procedures for accounting with respect to the grant; and (5) with respect to service centers, meet specified requirements concerning service hours, space for Federal agencies and other organizations, and necessary services. Requires the Secretary to provide per diem payments to a grant recipient for services furnished to any homeless veteran: (1) whom the Secretary has referred to the recipient; or (2) for whom the Secretary, within three working days, has authorized the provision of services. Authorizes the Secretary, in lieu of per diem payments, to provide a recipient with in-kind assistance. Permits the Secretary to inspect the facilities of any entity eligible for payments. Directs the Secretary to require the director of each medical center and regional benefits office of the Department of Veterans Affairs to: (1) assess the needs of homeless veterans living within the area served by the center or regional office; and (2) catalogue programs of the Department, agencies of the Federal, State, and local governments, and nongovernmental organizations which provide services to homeless persons in such area. Requires the Secretary to compile assessment information for use in program planning and to carry out laws relating to assistance to homeless veterans. Directs the Secretary to assign employees of the Veterans Benefits Administration to conduct outreach programs and services for homeless veterans. Amends the Veterans' Benefits and Services Act of 1988 to extend community-based residential care for homeless chronically mentally ill veterans through September 30, 1995. Extends through December 31, 1995, the authority of the Secretary to enter into agreements to make real properties acquired as a result of loan defaults available for housing assistance for homeless veterans. Authorizes appropriations.
