A Bureau of Prisons facility must provide appropriate services and programs to address the health and safety needs of women inmates related to pregnancy and childbirth. The Government Accountability Office must study the services and protections for pregnant incarcerated women in state and local correctional settings.

Protecting Family and Small Business Tax Cuts Act of 2018 This bill amends the Internal Revenue Code to make permanent several tax provisions that were enacted in 2017 and are scheduled to expire at the end of 2025. The bill makes permanent provisions that: reduce individual tax rates, modify the taxation of the unearned income of children, allow a deduction for qualified business income of pass-through entities, increase the standard deduction, increase and modify the child tax credit, increase the limitation for certain charitable contributions, allow additional contributions to ABLE accounts (tax-favored accounts designed to enable individuals with disabilities to save for and pay for disability-related expenses), allow certain members of the Armed Forces in the Sinai Peninsula of Egypt to receive combat zone tax benefits, exclude from gross income discharges of student loan debt due to the death or disability of the student, repeal the deduction for personal exemptions, limit individual deductions for state and local taxes, limit the mortgage interest deduction, double the estate and gift tax exemption amount, increase the alternative minimum tax exemption amount for individuals, and repeal or limit several other deductions and exclusions. The bill also: extends through 2020 the reduction in the adjusted gross income threshold for the medical expense deduction, modifies the capital gains tax brackets, and modifies tax filing requirements for married taxpayers.

Family Savings Act of 2018 This bill modifies the requirements for employer-provided retirement plans and tax-favored savings accounts. With respect to employer-provided retirement plans, the bill modifies requirements regarding: multiple employer and pooled employer plans, nonelective contributions to 401(k) plans, loans, the portability of lifetime income investments, the treatment of custodial accounts upon termination of section 403(b) plans, retirement income accounts for church-controlled organizations, required minimum distributions, retirement plan contributions picked up by government employers for new or existing employees, elective deferrals by members of the Ready Reserve of a reserve component of the Armed Forces, and nondiscrimination rules. The bill modifies requirements for other tax-favored savings account to: treat taxable non-tuition fellowship and stipend payments as compensation for the purpose of an Individual Retirement Account (IRA), repeal the maximum age for traditional IRA contributions, allow individuals to establish tax-favored universal savings accounts, expand the purposes for which qualified tuition programs (commonly known as 529 plans) may be used, and allow certain penalty-free withdrawals from retirement plans if a child is born or adopted.

American Innovation Act of 2018 This bill consolidates and expands the existing tax deductions for start-up expenditures and organizational expenditures of taxpayers beginning an active trade or business. For the year in which an active trade or business begins, the bill allows a single deduction equal to the lesser of (1) the aggregate amount of start-up and organizational expenditures paid or incurred in connection with the active trade or business, or (2) $20,000, reduced (but not below zero) by the amount by which the aggregate amount exceeds $120,000. The $20,000 and $120,000 limits must be adjusted for inflation after 2019. The bill also allows a start-up business to use net operating loss carryforwards, net operating losses, and unused general business tax credits after an ownership change without being subject to certain limitations required under current law.

Transporting Livestock Across America Safely Act This bill requires the Department of Transportation to amend regulations on hours of service for commercial drivers who transport live covered animals (i.e., livestock, honey bees, insects, fish, and crawfish) within a 300 air-mile radius from where the on-duty time of the driver begins. The regulations must: (1) exclude from the driver's on-duty time certain activities, such as loading or unloading a commercial motor vehicle; (2) change the driving time requirement to a maximum of not less than 15, and not more than 18, hours within a 24-hour period; (3) permit the driver to take one or more rest periods during the trip, which shall not be included in the calculation of the driving time; (4) require the driver, after completion of the trip, to take a rest break for a period that is five hours less than the maximum driving time; (5) exclude from the calculation of the driving time up to two additional hours, if the driver is within 150 air-miles of the point of delivery; and (6) make inapplicable the requirement that the driver take a 10-hour rest period before driving.

Protecting Rational Incentives in Newsprint Trade Act of 2018 or the PRINT Act This bill directs the Department of Commerce to conduct a study of, and to report to Congress regarding, the economic well-being, health, and vitality of the newsprint industry and the local newspaper publishing industry in the United States, including an assessment of: the trends in demand for newsprint and traditional printed newspapers, in demand for digital or online consumption of news, and in the U.S. pulp and paper industry and the effect of declining demand for newsprint on the health of such industry; measures undertaken by printers and newspaper publishers to reduce costs in response to increased costs for newsprint in the United States, and whether such measures have harmed local news coverage or reduced employment in the newspaper and publishing industries; whether measures undertaken by publishers and printers to reduce costs have harmed local businesses that advertise in local newspapers; and the global production capacity for newsprint in light of the declining demand for newsprint. Commerce and the U.S. International Trade Commission may not give effect to an affirmative determination in an antidumping or countervailing duty investigation relating to imports of uncoated groundwood paper until the President certifies that he has received the report and has concluded that giving effect to the determination is in the economic interest of the United States. Until such time as the President issues the certification, the administering authority shall order a rate of zero for deposits posted in such an investigation.

Specifically, the bill: renames the program as the "Jobs and Opportunity with Benefits and Services" program; revises requirements for initial assessments of individuals by state programs; requires state programs to use, and periodically review, individual responsibility plans; revises mandatory work requirements for program recipients; prohibits state programs from using grant funds for direct spending on child care services or child welfare activities; revises state programs' authority to use grant funds for other specified purposes; by FY2023, eliminates the option for state programs to use third-party contributions to satisfy certain maintenance-of-effort requirements; applies to state programs certain provisions of federal law regarding improper payment; limits state programs' option to carry over unobligated grant funds; eliminates the TANF Contingency Fund (which provides additional funds to states in economic distress); increases funding for CCE grants; modifies certain data and reporting requirements; and otherwise revises requirements related to the TANF program and related activities.

Taxpayer First Act This bill amends the Internal Revenue Code to modify the organizational structure, enforcement procedures, and services of the Internal Revenue Service (IRS). The bill establishes within the IRS the Independent Office of Appeals to resolve tax controversies and review administrative decisions. With respect to the services provided to taxpayers, the bill requires the IRS to: submit to Congress a customer service strategy, continue to operate the IRS Free File Program, and exempt certain low-income taxpayers from payments required to submit an offer-in-compromise. The bill revises enforcement procedures relating to: the seizure of property that has been structured to avoid Bank Secrecy Act reporting requirements, equitable relief from joint liability, the issuance of a summons, referrals for private debt collection, contacting third parties, and providing access to return and return information to individuals who are not IRS employees. The bill addresses the organizational structure of the IRS by: modifying the titles of several IRS officials, establishing requirements for responding to Taxpayer Advocate Directives and providing statistical support to the National Taxpayer Advocate, eliminating the IRS Oversight Board, and requiring the IRS to submit a reorganization plan to Congress. The bill also makes Tax Court judges subject to the same grounds for disqualification as other federal judges.

The FCC and the National Telecommunications and Information Administration are directed to identify frequencies in specified spectrum bands that may be utilized for non-federal unlicensed use and commercial licensed use. The FCC must allocate 10% of proceeds from each of the spectrum band auctions specified in the bill to expand wireless infrastructure in rural areas that are underserved or unserved. The FCC shall conduct a study on how unlicensed frequency spectrum bands can be utilized for: (1) the provision of healthcare in rural areas, (2) distance learning, and (3) facilitating innovations in agriculture.

Justice Served Act of 2018 This bill amends the DNA Analysis Backlog Elimination Act of 2000 to add, as a purpose area under the Debbie Smith DNA Backlog Grant Program, increasing the capacity of prosecutors to address the backlog of violent crime cases involving suspects identified through DNA evidence. The Department of Justice (DOJ) must allocate a specified percentage of grant funds for such purpose, subject to limitations. Additionally, of amounts made available over FY2019-FY2022 for a DNA analysis and capacity enhancement program and for other forensic activities, DOJ must allocate at least 5% for grants to prosecute cold cases involving violent crime, where suspects have been identified through DNA evidence.

Pay Our Protectors Not Our Politicians Act of 2018 This bill provides FY2018 appropriations for military pay during any period in which interim or full-year appropriations for FY2018 are not in effect. The appropriations provided by this bill are available until the earlier of: (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2019. The bill provides continuing appropriations for pay and allowances of: members of the Armed Forces, including reserve components, who perform active service; members of the reserve components of the Armed Forces who perform inactive-duty training; civilian personnel or contractors of the Department of Defense (and the Department of Homeland Security [DHS] in the case of the Coast Guard) who are providing support to members of the Armed Forces; and DHS employees who are performing national security activities. It also provides continuing appropriations for payments related to: death gratuities, funeral and burial expenses, authorized funeral travel and travel related to the dignified transfer of remains and unit memorial services, and the temporary continuation of a basic allowance of housing for dependents of members dying on active duty. The bill also prohibits Members of Congress from being paid when a government shutdown is in effect during the 116th and succeeding Congresses. During the 115th Congress, congressional pay must be withheld during a government shutdown and released at the end of the Congress.
