Eliminates the mandatory printing of bills and resolutions by the Government Printing Office (GPO) for the use of Congress. Requires the Public Printer to make bills and resolutions available for the use of Congress only in an electronic format accessible through the Internet. Requires the Public Printer, at the request of a Member or a congressional committee (including a joint committee), to provide the Member or committee with a printed copy of a bill or resolution. Directs the Joint Committee on Printing to study and report to Congress on the effect of this Act on the rules and regulations of the House of Representatives and Senate.

Amends the Internal Revenue Code to eliminate the drawback fee on the manufacture or production of distilled spirits used in non-beverage products (i.e., medicines, medicinal preparations, food products, flavors, flavoring extracts, or perfume, which are unfit for beverage purposes).

Prohibits any funds appropriated or made available to the Department of Justice (DOJ) from being used to commence or continue a prosecution in an Article III court of any individual suspected of involvement in the attacks on the United States and its citizens on September 11, 2001, who is not a citizen of the United States and is subject to the jurisdiction of a military commission.

Erasing our National Debt Through Accountability and Responsibility Plan Act of 2010 - Terminates the authorities granted the Secretary of the Treasury under the Troubled Asset Relief Program (TARP) of the Emergency Economic Stabilization Act of 2008 (EESA) to purchase troubled assets from financial institutions. Lowers the public debt limit by the amount of all TARP assistance repaid by recipients on or after the enactment of this Act, along with dividends, profits, or other funds paid to the Government based on such assistance.

Expresses the sense of the House of Representatives that: (1) the use of a basic pilot program (E-verify program) by employers of workers within the United States should be mandatory and that enforcement policies should hold both employers and employees responsible for violations; (2) sustaining the necessary border infrastructure and manpower to secure U.S. borders to prevent the unauthorized passage of persons or contraband is a critical responsibility of the federal government; and (3) immigration reform should not legalize, grant amnesty for, or confer any other legal status condoning the unlawful U.S. entry or presence of any individual.

Expresses support for: (1) designation of a National Autism Awareness Month; and (2) devoting new resources to researching the root causes of autism, identifying the best methods of early intervention and treatment, expanding programs for individuals with autism, and promoting understanding of their special needs. Commends parents and relatives for providing for the special needs of children with autism. Stresses the need to begin early intervention services. Requires that a vacancy in the position of Comptroller General be filled only by an individual who: (1) is licensed or certified as a certified public accountant in a state, the District of Columbia, or a U.S. territory; (2) has significant management experience, including experience in government service; (3) has significant government auditing and accounting experience; (4) has a post-graduate degree; (5) has a professional accreditation issued by a professional association; and (6) has such other qualifications as the commission established to recommend individuals to the President for appointment to vacancies in the office of Comptroller General or Deputy Comptroller General may establish.

Nonprofit Mortgage Licensing Clarification Act of 2009 - Amends the S.A.F.E. Mortgage Licensing Act of 2008 to permit a state to exempt from certain registration or licensing requirements any charitable organization exempt from federal tax (including their employees and agents acting as loan originators), if the organization: (1) executes loan originations in order to promote or facilitate homeownership for certain low-income, disabled, or other disadvantaged persons or families; (2) offers loans at interest rates lower than the bank prime loan rate, or that are no-interest loans or loans with interest rates significantly below those for loans to purchase generally available single-family housing; and (3) does not otherwise engage in the business of a loan originator or mortgage broker.

Expresses the sense of Congress that: (1) the growth or expansion of sound financial institutions should be encouraged; (2) federal financial regulatory requirements and expectations, including capital requirements, for all financial institutions should be up-front, clear, consistent, and predictable; (3) federal financial regulators and auditors review applications, conduct examinations, and classify loans and other assets with regard to sound underwriting standards and within the bounds of common sense; and (4) federal financial regulators respond to applications and inquiries within a timely manner.

Stop the Automatic Pay Raise for Members of Congress in Fiscal Year 2011 Act - Declares that no automatic pay adjustment shall be considered to have taken effect in FY2011 in the rates of basic pay for Members of Congress under the General Schedule (thus eliminating the pay adjustment for Members for such fiscal year).

National Commission on American Recovery and Reinvestment Act of 2009 - Establishes in the legislative branch the National Commission on American Recovery and Reinvestment. Requires the Commission to: (1) investigate and make findings on the number of jobs saved or created as a result of the American Recovery and Reinvestment Act of 2009; and (2) make recommendations on changes that could be made to such Act to save or create more jobs as well as steps that could be taken to prevent the improper payment of funds allocated under it.

Unclaimed Savings Bond Act of 2009 - Directs the Secretary of the Treasury to conduct a demonstration program to: (1) identify and locate the owners of specified unredeemed U.S. savings bonds; and (2) provide bondholder location and assistance grants to states for the purpose of bond owner location and notification activities. Requires the Secretary to attempt to locate owners of specified unredeemed savings bonds for which the registered address: (1) is located in a state not participating in the demonstration program in the fiscal year in which such bond would otherwise have been referred to such state; or (2) is not located in any state. Requires the Secretary to deduct and withhold from the proceeds of any matured outstanding U.S. savings bond, on the later of the date of maturity of such bond or the date of the enactment of this Act, a tax in an amount equal to the applicable percentage of the amount which, if such bond were redeemed, would constitute interest. Includes the deemed interest amount in the bondholder's gross income.

Amends Rule XXVIII (Statutory Limit on Public Debt) of the Rules of the House of Representatives to repeal procedures for considering legislation that increases the statutory debt limit. Makes it out of order to consider such legislation if there is any other matter in it. Prohibits legislation that increases the statutory limit on the public debt from being considered as passed or agreed to unless so determined by a vote of at least two-thirds of the Members.

Deposit Restricted Qualified Tuition Programs Act of 2009 - Amends the Federal Deposit Insurance Act to prescribe requirements for deposit restricted qualified tuition programs which are exempt from federal income tax. Defines such a program as one in which: (1) the cash provided to it by a contributor may be invested only in deposits insured by the Federal Deposit Insurance Corporation (FDIC); (2) the contributor may become a participant in the program by depositing funds through the program into an account at a depository institution participating in the program; and (3) the program may include multiple depository institutions. Deems a deposit restricted qualified tuition program to be an identified banking product for purposes of the Securities Exchange Act of 1934. Denies treatment as a security under the Securities Act of 1933, the Securities Exchange Act of 1934, or the Investment Company Act of 1940 of: (1) the investment of cash in deposits at an insured depository institution through a deposit restricted qualified tuition program; (2) any certificate of deposit or other instrument evidencing any such deposit; or (3) any participation by a contributor to a deposit restricted qualified tuition program. Declares that in no event shall a deposit restricted qualified tuition program, the state entity designated by statute to oversee such program, or the administrator appointed to operate it on behalf of the state or a participating depository institution, be deemed to be an issuer of a security or an investment company.

Keep Terrorists Out of the Midwest Act - Prohibits an individual detained by the United States at Naval Station, Guantanamo Bay, Cuba, from being: (1) transferred to or housed in a facility in a Midwestern state; or (2) prosecuted or tried for any offense against the United States in any Midwestern state. Defines "Midwestern state" as Iowa, Illinois, Minnesota, Missouri, Arkansas, South Dakota, North Dakota, Wisconsin, Indiana, Nebraska, and Kansas.

TARP Sunset Act of 2009 - Amends the Emergency Economic Stabilization Act of 2008 (EESA) to terminate, on December 31, 2009 (as under current law), the authority of the Secretary of the Treasury to implement the Troubled Asset Relief Program (TARP). Repeals the Secretary's authority to extend the TARP program through October 3, 2010, upon submission of a written certification to Congress.

Requires the President to appoint, by and with the advice and consent of the Senate, one additional district judge for the eastern district of California and one additional district judge for the district of Nebraska. Prohibits filling of the first vacancy in the office of district judge in each of the offices of district judge authorized by this Act occurring 10 years or more after the confirmation of the judge named to fill the temporary district judgeship created by this Act. Amends the Judicial Improvements Act of 1990 to extend the temporary judgeships in the district of Hawaii, the district of Kansas, and the northern district of Ohio. Prohibits filling of the first vacancy in the office of district judge in the district of Kansas occurring 26 years or more, in the district of Ohio occurring 25 years or more, or in the district of Hawaii occurring 20 years or more after the confirmation of the judge named to fill the temporary judgeship created by such Act.

Amends the Internal Revenue Code to revise the income and excise tax credits for biodiesel used as fuel to: (1) allow a $1.00 tax credit for each gallon of biodiesel produced; (2) provide for an increased income tax credit for small biodiesel producers; (3) revise the definitions of "biodiesel" and "small biodiesel producer"; (4) treat renewable diesel in the same manner as biodiesel for income tax purposes; and (5) treat biodiesel as a taxable fuel for excise tax purposes. Extends the biodiesel income and excise tax credits through December 31, 2014.

Real Stimulus Act of 2009 - Prohibits the Federal Communications Commission (FCC) from proposing, promulgating, or issuing any regulations with regard to the Internet or IP-enabled services. Makes such prohibition non-applicable to regulations that are determined necessary to: (1) prevent damage to U.S. national security; (2) ensure public safety; or (3) assist or facilitate any actions taken by federal and state law enforcement agencies.

Amends Rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House of Representatives to require the chair of a committee, within 24 hours after commencing a meeting to consider a measure or matter, to cause its text to be made publicly available in an electronic form. Requires a committee chair to do the same with an amendment to such measure or matter within 24 hours after adopting it. Amends Rule XIII (Calendar and Committee Reports) to prohibit a committee report on a measure or matter from including recommended amendments after it was ordered reported, except technical and conforming changes authorized by the committee to correct section numbers, cross-references, punctuation, grammar, spelling, or to maintain mathematical consistency.

Establishes a Joint Select Committee on Earmark Reform to study and report to both chambers on the practices of the legislative and executive branch regarding earmarks in authorizing, appropriation, tax, and tariff measures. Makes it out of order to consider a bill, joint resolution, or conference report containing a congressional earmark, limited tax benefit, or limited tariff benefit until the filing of such report.

Enhanced Rural Health Care Extension Act of 2009 - Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to extend from five to 10 years the Medicare rural community hospital demonstration program. Requires the Secretary of Health and Human Services (HHS) to conduct the program in rural areas in the 15 states with the lowest population densities. Expands the number of hospitals selected from 15 to 30.

Amends Internal Revenue Code provisions relating to the first-time homebuyer tax credit to: (1) extend such tax credit through May 31, 2010; (2) extend through December 31, 2009, the date until which purchases of a principal residence may be treated as made on December 31, 2008, for tax purposes; and (3) extend through May 31, 2010, the waiver of recapture requirements for residences purchased after December 31, 2008. Rescinds certain discretionary appropriations made available by division A of the American Recovery and Reinvestment Act of 2009 to cover the cost of this Act.

Teacher Tax Relief Act of 2009 - Amends Internal Revenue Code provisions relating to the tax deduction for the expenses of elementary and secondary school teachers to: (1) increase the maximum dollar amount of such deduction to $500; (2) allow the deduction of professional development expenses; and (3) make such deduction permanent.

Home Buyer Tax Credit Act of 2009 - Amends the Internal Revenue Code to replace the current tax credit for first-time homebuyers with a one-time credit for 10% of the purchase price of a principal residence, up to $15,000. Requires the repayment of such credit if the taxpayer sells or fails to occupy the residence within 24 months after the date of purchase. Rescinds certain discretionary appropriations made available by division A of the American Recovery and Reinvestment Act of 2009 to cover the cost of this Act.

Kelsey Smith Act - Amends the Communications Act of 1934 to require a telecommunication carrier to provide, at the request of a law enforcement agency, call location information of users of a commercial mobile service or an IP-enabled voice service (e.g., cell phones) to such agency and other public safety and health agencies in order to respond to emergency situations. Prohibits any cause of action against any commercial mobile service or IP-enabled voice service provider (including its officers, employees, or agents) for providing such call location information in good faith.

Kelsey Smith Law Enforcement Training Grant Program Act - Directs the Attorney General to award two-year grants to state and local law enforcement training centers to provide annual training to state and local law enforcement agencies and officers on communicating with telecommunications carriers in emergency situations, including situations involving missing persons and child abductions.
