Tribal Police Department Parity Act

United States · United States Congress · 25 February 2026

Tribal Police Department Parity Act This bill treats tribal law enforcement agencies in the same manner as federal, state, and local law enforcement agencies for purposes of accessing firearms. The National Firearms Act (NFA) generally imposes a tax on the transfer of an NFA firearm; however, specified governmental entities (e.g., federal, state, and local law enforcement agencies) are exempt from this transfer tax. This bill extends this exemption to Indian tribes (and consequently, to tribal law enforcement agencies). The Gun Control Act (GCA) generally prohibits the interstate shipment of firearms to unlicensed persons, but exempts specified governmental entities from this prohibition. This bill makes Indian tribes (and consequently, tribal law enforcement agencies) eligible to receive firearms interstate. The GCA also prohibits the transfer or possession of machine guns manufactured after 1986, but exempts specified governmental entities from this prohibition. This bill makes Indian tribes (and consequently, tribal law enforcement agencies) eligible to transfer or possess these machine guns.

Stop Insider Trading Act

United States · United States Congress · 12 January 2026

Stop Insider Trading Act This bill generally prohibits Members of Congress and their spouses and dependent children from purchasing stocks and requires public notice before these individuals may sell stocks. Specifically, Members of Congress and the spouses and dependent children of Members of Congress may not purchase covered investments. Between 7 and 14 days before a Member or a covered spouse or dependent sells a covered investment, the relevant Member must file public notice of the intent to sell with the Clerk of the House of Representatives or the Secretary of the Senate, as appropriate. The Clerk or Secretary must publish this notice online. If the individual decides not to sell the covered investment, the notice must be withdrawn. Under the bill, a covered investment is a security issued by a publicly traded company or a comparable economic interest. Some investments are exempt, including interest in a widely held investment fund and certain investments held in a trust. Violations of these provisions are subject to a fee and, in the case of a purchase, a requirement to sell the covered investment. The fee must equal (1) the greater of $2,000 or 10% of the transaction value, and (2) any net gain realized from the transaction during a specified period. The fee may not be paid using campaign donations or Members’ official allowances. Certain transactions by covered spouses and dependents are exempt, including transactions made on behalf of another person or made as part of compensation from the individual’s employer.

Shutdown Fairness Act

United States · United States Congress · 21 October 2025

Shutdown Fairness Act This bill provides appropriations to pay federal employees who work during a government shutdown. Specifically, the bill provides appropriations for federal agencies to provide standard rates of pay, allowances, pay differentials, benefits, and other payments to excepted employees for work performed during any period in which interim continuing appropriations or full-year appropriations are not in effect for a fiscal year (i.e., a government shutdown). An excepted employee is an employee who is required to work during a government shutdown. Under current law, excepted employees are not paid until the government shutdown is over. This bill provides appropriations to pay excepted employees during a government shutdown. The bill also specifies that the term  excepted employee includes certain contractors who support federal employees during a government shutdown and members of the Armed Forces who are on active duty.  A federal agency may not use the funds provided by this bill during any period in which continuing appropriations are in effect for the purpose of paying excepted employees of the agency. United States · United States Congress · 3 September 2025

CRP Improvement and Flexibility Act of 2025 This bill increases federal assistance and incentives for eligible participants and entities in the Conservation Reserve Program (CRP) of the Farm Service Agency. CRP is a land conservation program that provides an annual rental payment to farmers in exchange for farmers removing environmentally sensitive land from agricultural production and planting species that will improve environmental health and quality. The bill increases the CRP annual rental payment limitation from $50,000 to $125,000. The bill also permanently establishes a continuous enrollment procedure for land that will be enrolled under the State Acres for Wildlife Enhancement Initiative. Additionally, the bill provides federal cost sharing payments for the establishment of grazing infrastructure on all CRP contracts and practices, if grazing is included in the conservation plan and addresses a resource concern. It also provides federal cost sharing payments under CRP for management activities to implement the conservation plan that are not related to haying or grazing. Further, the bill allows emergency haying on CRP land during the primary nesting season in response to drought, flooding, wildfire, or other emergencies if certain conditions are met. It also modifies the conditions under which haying and grazing may be permitted on CRP land.
