Training for Realtime Writers Act of 2003 - Directs the Secretary of Education to make competitive grants to eligible entities to promote training and placement of individuals, including individuals who have completed a court reporting training program, as realtime writers to meet requirements for closed captioning in video programming. Sets forth priorities to be given in the award of such grants. Limits grants to a two-year period and a maximum amount of $1.5 million.

Resolves by the House of Representatives (the Senate concurring) that: (1) Congress recognizes the health risks associated with childhood obesity; (2) it is the sense of Congress that the perception of childhood obesity should be changed from an appearance problem to a treatable and preventable disease; and (3) Congress encourages parents to promote healthy weight and increased physical activity to their children.

Expresses support for the goals of International Women's Day. Recognizes and honors the women who have fought and continue to struggle for gender equality and women's rights. Reaffirms the commitment to ending discrimination and violence against women and girls, to ensuring their safety and welfare, and to pursuing policies that guarantee their basic rights. Encourages the President to: (1) affirm his commitment to pursue policies to protect the health and rights of women and girls; and (2) issue a proclamation calling upon the people of the United States to observe International Women's Day.

Patient Navigator, Outreach, and Chronic Disease Prevention Act of 2003 - Amends the Public Health Service Act to authorize: (1) the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration; (2) the Director of the National Cancer Institute; and (3) the Director of the Indian Health Service to make grants for model programs to provide services for cancer and chronic diseases to individuals of health disparity populations. Requires that these services: (1) be provided in a culturally competent way; (2) include patient navigators to help with finding services and follow-up care; and (3) include ongoing outreach activities. Conditions grants on the presence of a fee schedule consistent with prevailing rates and a fee discount schedule which provides fee adjustments based on ability to pay. Evaluates services according to a peer-reviewed model according to best practices. Limits the grants to five years.

Hometown Heroes Survivors Benefits Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide that a public safety officer who dies as the direct and proximate result of a heart attack or stroke suffered while on duty or within 24 hours after participating in a training exercise or responding to an emergency situation shall be presumed to have died as the direct and proximate result of a personal injury sustained in the line of duty, for purposes of survivor benefits.

Rural Community Hospital Assistance Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) provide for establishment of the rural community hospital (RCH) program; (2) remove certain barriers to establishment of distinct part units by RCH and Medicare critical access hospital (CAH) facilities; (3) revise the CAH program; and (4) provide for coverage of costs for emergency room on-call physician assistants and nurse practitioners.

Farm and Ranch Risk Management Act - Amends the Internal Revenue Code to allow an individual engaged in an eligible farming or commercial fishing business a deduction for any taxable year of up to 20 percent of taxable income attributable to the eligible farming or commercial fishing business which was paid in cash by the taxpayer to a Farm and Ranch Risk Management Account (FARRM Account). Includes distributions from a FARRM account in the taxpayer's gross income, and subjects to a special ten percent surtax any distributions not made within five years of contribution. Establishes a tax on excess contributions, but exempts the taxpayer from the tax on certain prohibited transactions.

Directs the Secretary of the Army and the American Battle Monuments Commission to authorize Robert Morgan of Paris, Illinois, to disinter from the Luxembourg American Cemetery and Memorial in Luxembourg, and to receive custody of, the remains of Ray A. Morgan who died in the Battle of the Bulge. Prohibits the use of Federal funds for such disinterment and transfer.

Amends the National Highway System Designation Act of 1995 to remove from the Secretary of Transportation's authority to determine by rule whether an exemption is not in the public interest the current exemption of certain commercial motor vehicles transporting agricultural commodities and farm supplies from maximum hours of service requirements.

Surface Transportation Safety Act of 2003 - Amends Federal highway provisions to include within the definition of "safety improvement project" a project that installs or maintains fluorescent, yellow-green signs at pedestrian or bicycle crossings or school zones. Authorizes the payment from apportioned funds for the entire cost of construction projects involving the maintenance of protective devices at railway-highway crossings. Provides for biennial (currently, annual) reports by each State to the Secretary of Transportation on progress being made to implement the railway-highway crossings program. Requires each State to identify roadway safety improvement needs for hazardous locations, sections, and elements which may constitute a danger to motorists, bicyclists, and pedestrians. Authorizes the Secretary to approve as a project under the hazard elimination program any safety improvement project that reduces the likelihood of crashes involving road departures, intersections, pedestrians, bicycles, older drivers, or construction work zones. Makes funds available for: (1) police assistance for traffic and speed management in construction work zones; (2) installation of barriers between construction work zones and traffic lanes for the safety of motorists and workers; or (3) compilation and analysis of data. Directs the Secretary to: (1) transmit to specified congressional committees biennial reports on the results of the hazard elimination program; and (2) issue regulations to decrease the likelihood of worker injury and maintain the free flow of vehicular traffic by requiring workers whose duties place them on or in close proximity to a Federal-aid highway to wear high visibility garments. Authorizes such regulations to require other worker-safety measures.

Local Railroad Rehabilitation and Investment Act of 2003- Amends the Internal Revenue Code to establish a railroad track maintenance credit for qualified railroad track maintenance expenditures with respect to which the expenditures were paid or incurred by the taxpayer for the taxable year for Class II or Class III railroads.

Renewing the Dream Tax Credit Act - Amends the Internal Revenue Code to permit a community homeownership tax credit based upon an applicable percentage of each qualified residence's eligible basis. Makes such credit available to residences located: (1) in a census tract with a median gross income not exceeding 80 percent of the greater area or statewide median gross income; (2) in a rural area; (3) on an Indian reservation; or (4) in an area of chronic economic distress. Prohibits a buyer's income from exceeding 80 percent (70 percent for families of less than three) of the area gross median income and requires owner occupancy. Specifies that the aggregate homeownership credit dollar amount which a homeownership credit agency (an "agency") may disburse is the portion of the "State homeownership credit ceiling" (the "ceiling") allocated to such agency. Allows "unused homeownership credit carryovers" to be allocated among qualified States. Sets aside at up to 90 percent least ten percent of a State's ceiling for certain housing projects in which a qualified nonprofit organization owns an interest and materially participates in the given project's development and operation throughout the credit period. Requires allocation of credit to residences to be in accordance with a "qualified allocation plan" of the agency issuing credit. Lists certain specified criteria such a plan must include and specifies that the plan must be approved by the governmental unit of which such agency is a part.

Fuels Security Act of 2003 - Amends the Clean Air Act to require that gasoline contain a specified volume of renewable fuel. Provides for annual increases in the applicable volume through 2012. Establishes a ratio for determining the volume required from 2013 onward. Defines renewable fuel to include motor vehicle fuel produced from biomass (e.g. grain) or natural gas produced from a biogas (e.g. landfill) source. Establishes a system of credits for gasoline which contains more renewable fuel than required. Requires studies concerning these renewable fuel requirements, specifically: (1) seasonal variations in renewable fuel availability; (2) the impact on consumers; and (3) the impact on small refineries. Establishes a system of waivers for States claiming and proving economic or environmental hardship. Establishes a Federal agency ethanol-blended gasoline and biodiesel purchasing requirement. Establishes a commercial byproducts from municipal solid waste loan guarantee program. Requires data collection concerning the monthly consumption of renewable fuels. Federal Reformulated Fuels Act of 2002 - Amends the Solid Waste Disposal Act to permit the use of the Leaking Underground Storage Tank Trust Fund for methyl tertiary butyl ether (MBTE) remediation purposes. Amends the Clean Air Act to revise guidelines pertaining to: (1) water quality protection from fuels; (2) oxygen content requirements for reformulated gasoline; (3) public health and environmental impacts of fuels and fuel additives; (4) analyses of motor vehicle fuel changes; (5) additional opt-in areas under the reformulated gasoline program; and (6) Federal enforcement of State fuels requirements. Requires a joint study of Federal, State and local requirements concerning motor vehicle fuels. Requires a review of Federal procurement initiatives relating to use of recycled products and fleet and transportation efficiency.

Partial-Birth Abortion Ban Act of 2003 - Amends the Federal criminal code to prohibit any physician or other individual from knowingly performing a partial-birth abortion, except when necessary to save the life of a mother that is endangered by a physical disorder, illness, or injury. Defines a "partial-birth abortion" as an abortion in which the person performing the abortion: (1) deliberately and intentionally vaginally delivers a living fetus until, in the case of a head-first presentation, the entire fetal head is outside the mother's body, or, in the case of a breech presentation, any part of the fetal trunk past the navel is outside the mother's body; and (2) performs the overt act, other than completion of delivery, that kills the partially delivered living fetus. Authorizes the father, if married to the mother at the time of the abortion, and the maternal grandparents of the fetus, if the mother is under 18 years of age, to obtain specified relief in a civil action, unless the pregnancy resulted from the plaintiff's criminal conduct or the plaintiff consented to the abortion. Authorizes a defendant accused of an offense under this Act to seek a hearing before the State Medical Board on whether the physician's conduct was necessary to save the life of the mother. Prohibits the prosecution of a woman upon whom a partial-birth abortion is performed for conspiracy to violate this Act or under provisions regarding punishment as a principal or an accessory or for concealment of a felony.

Nanotechnology Research and Development Act of 2003 - Directs the President to implement a National Nanotechnology Research and Development Program to promote Federal nanotechnology research, development, demonstration, education, technology transfer, and commercial application activities as necessary to ensure continued U.S. leadership in nanotechnology research and development (R&D) and to ensure effective coordination of such R&D across Federal agencies and scientific and engineering disciplines. Requires that Program activities be designed to: (1) support nanotechnology R&D through grants to individual and interdisciplinary teams of investigators and through establishment of interdisciplinary research centers and advanced technology user facilities; (2) ensure that solicitation and evaluation of proposals under the Program encourage interdisciplinary research; (3) expand education and training of undergraduate students in interdisciplinary nanotechnology science and engineering; (4) accelerate the commercial application of nanotechnology innovations in the private sector; and (5) ensure that societal and ethical concerns will be addressed by establishing a research program to identify such concerns, ensuring that research results are widely disseminated, and integrating such research with nanotechnology R&D. Directs the President to: (1) establish or designate an interagency committee on nanotechnology R&D to oversee Program planning, management, and coordination; (2) establish an advisory committee on nanotechnology to make recommendations to Federal agencies for implementing the Program; and (3) establish a National Nanotechnology Coordination Office. Requires the Director of the Office of Science and Technology Policy to enter into an agreement with the National Academy of Sciences to conduct periodic reviews of the Program.

Teacher Tax Relief Act of 2003 - Amends the Internal Revenue Code to increase from $250 to $400 the maximum above-the-line deduction allowed for classroom supply expenses incurred by elementary and secondary school teachers, effective after December 31, 2002. Expands such deduction to include qualified professional development expenses.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each House, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each House to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each House by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Straight Talk on Social Security Act of 2003 - Amends the Social Security Act to require Social Security account statements to contain additional information, such as a statement of the current Social Security tax rates applicable to wages and self-employment income, including an indication of the combined total of such rates of employee and employer taxes with respect to wages.

Small Airport Safety, Security, and Air Service Improvement Act of 2003 - Amends Federal aviation law to make eligible for airport development project funds the construction of an air traffic control tower or the acquisition and installation of air traffic control, communications, and related equipment at a tower under specified terms. Authorizes the Secretary of Transportation under the air traffic control contract program to provide grants to a sponsor of a primary airport or a nonprimary airport from certain airport development and noise compatibility planning program funds for: (1) the construction or improvement of a nonapproach control tower (formerly known as a level I air traffic control tower); (2) the acquisition and installation of air traffic control, communications, and related equipment to be used in that tower; and (3) reimbursement for the cost of tower construction or improvement, and acquisition and installation in the tower of such equipment, if certain requirements are met. Revises eligibility requirements with respect to such grants. Limits the Federal share of cost of construction of a nonapproach control tower to no more $1.1 million. Authorizes the Administrator of the Federal Aviation Administration to enter into a lease agreement or contract agreement with a private entity to provide for construction and operation of a nonapproach control tower. Sets forth certain agreement terms and conditions.

Improved Nutrition and Physical Activity Act (IMPACT Act) - Amends the Public Health Service Act to address issues of overweight and obesity. Modifies an existing grant program funding the training of health profession personnel to include the treatment of overweight and obesity among categories to which the Secretary of Health and Human Services is directed to give special consideration. Creates a grant program to fund the training of health professionals to: (1) treat and prevent obesity; and (2) aid people who are overweight. Creates grant programs at the local level to promote increased physical activity and improved nutrition. Targets partnerships with businesses, schools, senior centers, day care facilities and other institutions. Expands an existing coordinated school health program to include grants for the development of programs which focus on healthy lifestyle, including balanced diet and physical activity. Permits the use of preventive health and health services block grants for community education programs which promote healthy eating and exercise habits. Directs the Secretary to consider geographic diversity in issuing such grants and to ensure that such grants focus on physical activity and food-based research. Creates a Medicare demonstration project to reduce obesity and other chronic disease risks in older Americans. Makes grants available to local healthcare delivery systems for overweight and obesity treatment and prevention demonstration programs. Makes grants available for a national campaign to change children's health behaviors. Promoting Healthy Eating Behaviors in Youth Act - Directs the Secretary, acting through the Director of the Centers for Disease Control and Prevention, to award competitive grants to States, political subdivisions of States, and other entities for the implementation of State and community-based intervention programs to promote good nutrition, including in children and adolescents. Sets forth a sunset date for such grants of five years after the enactment of this Act.

Expresses the sense of Congress that private health insurance companies should: (1) do more to encourage Americans to lead healthier and more active lifestyles; (2) provide discounted premiums to those who exercise regularly; and (3) encourage frequent screening for diseases that are easily treatable in their early stages. Applauds private health insurance companies that are already taking such actions.

Filipino Veterans Equity Act of 2003 - Deems certain service performed before July 1, 1946, in the organized military forces of the Philippines and the Philippine Scouts as active military service for purposes of eligibility for veterans' benefits through the Department of Veterans Affairs. Repeals certain provisions discounting such service as qualifying service.

Identification Integrity Act of 2003 - Prohibits a Federal employee from accepting from individuals for purposes of establishing their identity a form of identification issued by a foreign government, except for a passport that is accepted for such purpose on the date of enactment of this Act.

Social Security Fairness Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) pension offset provisions applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to Old-Age and Survivors insurance benefit payments; and (2) windfall elimination provisions with respect to computation of the primary insurance amount of an individual.

Fair Care for the Uninsured Act of 2003 - Amends the Internal Revenue Code to allow an individual a tax credit in an amount equal to the amount paid for qualified health insurance, subject to stated limitations. Directs the Secretary of the Treasury to make payments to the provider of an individual's qualified health insurance equal to such individual's qualified health insurance credit advance amount (the Secretary's estimate of the amount of credit allowable) with respect to such provider. Requires each health insurer, health maintenance organization, and health service organization to participate in a health insurance safety net which shall assure the availability of health insurance to uninsurable individuals. Funds such safety nets through assessments against such insurers and organizations. Permits such insurers and organizations to add the costs of such assessments to the costs of its insurance or coverage. Amends the Public Health Service Act to allow health benefits coverage through individual membership associations (IMAs). Sets forth IMA requirements, including that the IMA be an organization operated under the direction of an association and that IMA health benefits coverage only be provided through contracts with health insurance issuers. Requires IMAs to include a minimum of two health insurance coverage options.

National Aviation Capacity Expansion Act of 2003 - Declares that if the Federal Aviation Administration (FAA) makes, or at any time after December 5, 2001 has made, a grant to the city of Chicago, Illinois, with the approval of the State of Illinois for planning or construction of runway improvements at O'Hare International Airport, the State of Illinois (including any instrumentality or political subdivision) is prohibited from exercising certain authority to prevent: (1) further consideration by the FAA of the O'Hare airport layout plan (capacity enhancement project for the redesign of the airport's runway configuration) contained in the agreement reached by the State and Chicago on December 5, 2001; (2) construction of projects approved by the FAA in such plan; or (3) application by Chicago for Federal airport improvement program funding for projects approved by the FAA and shown on the plan. Authorizes Chicago to apply directly to the FAA without the approval of Illinois for Federal airport improvement program funding for planning and construction of a project under the O'Hare airport layout plan. Makes the FAA Administrator's approval of an airport layout plan submitted by the city of Chicago that includes the runway redesign plan conditional on the meeting of specified requirements. Requires Illinois to prepare an implementation plan under the Clean Air Act in accordance with the State's customary practices for accounting for and regulating emissions associated with activity at commercial service airports. Requires the withholding of all airport grant funds for O'Hare (other than grants involving national security and safety) until January 1, 2026, unless specified conditions with respect to operations at Merrill C. Meigs Field have been met. Expresses the sense of Congress that the Office of Environment and Energy of the FAA should be funded to carry out noise mitigation programming and quiet aircraft technology research and development at specified levels.

Do-Not-Call Implementation Act - Authorizes the Federal Trade Commission to promulgate regulations establishing fees to implement and enforce provisions relating to the "do-not-call" registry of the Telemarketing Sales Rule (provisions which prohibit a telemarketer from calling an individual listed on a do-not-call registry), as promulgated under the Telephone Consumer Fraud and Abuse Prevention Act. Allows such fees to be collected for FY 2003 through 2007. Directs the Federal Communications Commission to issue a final rule pursuant to a rulemaking proceeding begun under the Telephone Consumer Protection Act concerning its promulgation of do-not-call regulations.

Koby Mandell Act of 2003 - Directs the President to establish within the Department of Justice an office which shall assume responsibility for administration of the Rewards for Justice program and its website to ensure that rewards are offered to capture all terrorists involved in harming American citizens overseas, regardless of the terrorists' country of origin or residence. Directs the office to take specified steps, including: (1) establishing a program which will update American victims of overseas terrorism or their families on the status of efforts to capture the terrorists; (2) undertaking a comprehensive assessment to determine the reasons for the absence of indictments of terrorists residing in some regions; (3) monitoring public actions pertaining to terrorists by governments and regimes overseas, such as naming schools, streets, or other public institutions or sites after terrorists who have harmed American citizens; (4) initiating negotiations to secure financial compensation for American citizens (or their families) who were harmed by terrorist acts overseas by an organization that subsequently became part of a governing regime with which the U.S. Government maintains diplomatic or official contacts; and (5) coordinating with other Government agencies to seek the transfer to the United States of terrorists released from incarceration abroad who are eligible for further prosecution in the United States.

Authorizes the Pyramid of Remembrance Foundation to establish a memorial on Federal land in part of the District of Columbia or its environs to honor members of the Armed Forces who lost their lives during peacekeeping operations, humanitarian efforts, training, terrorist attacks, or covert operations. Prohibits use of Federal funds for such memorial, except as provided by the Commemorative Works Act.

Calls for the United States to: (1) support the independence of Kosova and the establishment of Kosova as a sovereign and democratic state in which human rights are respected as the only way to lasting peace and stability in the Balkans; (2) recognize the danger that delay in the resolution of Kosova's final status poses for the political and economic viability of Kosova and the future of Southeast Europe; (3) work in conjunction with the United Nations, the North Atlantic Treaty Organization, and other multilateral organizations to facilitate an orderly transition to the independence of Kosova; and (4) provide its share of assistance, trade, and other programs to support the government of an independent Kosova and to encourage the further development of democracy and a free market economic system.

Retired Pay Restoration Act of 2003 - Permits retired members of the armed forces with service-connected disabilities to be paid both military retired pay and veterans' disability compensation. Repeals provisions providing for special compensation for certain severely disabled military retirees and certain combat-related disabled uniformed services retirees.

Biofuels Air Quality Act - Amends Federal highway provisions (with respect to the congestion mitigation and air quality improvement program) to direct the Secretary of Transportation to consider the extent to which a proposed project or program reduces sulfur or atmospheric carbon emissions. Allows States receiving minimum apportionments to use funds under the program for renewable fuel projects (specified below). Modifies provisions regarding renewable fuel projects to expand coverage to include: (1) publicly and nonprofit (currently, limited to privately) owned vehicles or vehicle fleets; and (2) costs of renewable fuel, consisting of any fuel produced from grain, oilseeds, or other biomass (including biodiesel), that is used to replace or reduce the quantity of fossil fuel present in a fuel mixture used to operate motor vehicles, and installation of capital equipment necessary for the conversion of storage and distribution facilities to carry renewable fuels or renewable fuel blends.

Farm Disaster Emergency Assistance Act of 2003 - Directs the Secretary of Agriculture to provide: (1) emergency financial assistance to agricultural producers who have incurred qualifying 2001 or 2002 crop losses due to weather or related conditions; and (2) payments to livestock producers who have incurred 2001 and 2002 losses in an emergency-designated county, with discretionary set-asides for the American Indian livestock program. Permits producers with qualifying losses in both years to elect to receive payments in either, but not both, of such years. Makes producers ineligible for crop disaster assistance if they did not: (1) get Federal crop insurance for insurable commodities; and (2) file required paperwork and pay related fees for noninsurable commodities. Sets forth waiver provisions. Directs the Secretary to transfer specified Commodity Credit Corporation amounts to a certain account established to encourage domestic consumption and foreign exportation of agricultural commodities.

Amends the Energy Policy Act of 1992 with respect to the allocation of biodiesel fuel use credits to a fleet or covered person for qualifying volumes of the biodiesel component of fuel containing at least 20 percent biodiesel by volume purchased for use by the fleet or covered person in vehicles that weigh more than 8,500 pounds gross vehicle weight rating. Repeals the limitation of such allocations to a maximum of 50 percent of the alternative fueled vehicle requirements of a fleet or covered person. (Thus makes such credits available for 100 percent of such requirements.) Repeals the current denial that such a credit may be considered a specified kind of alternative fueled vehicle credit (thus allowing such consideration). Directs the Secretary of Energy to study and report to Congress on the availability and cost of: (1) light duty motor vehicles that qualify under such Act as alternative fueled vehicles; and (2) fuels that qualify as alternative fuels.

Law Enforcement Officers Safety Act of 2003 - Amends the Federal criminal code to authorize qualified law enforcement officers (including certain qualified retired officers) carrying the photographic identification issued by their governmental agency, notwithstanding State or local laws, to carry a concealed firearm. Provides that such authorization shall not supersede State laws that: (1) permit private entities to prohibit the possession of concealed firearms on their property; or (2) prohibit the possession of firearms on State or local government property. Excludes from the definition of "firearm" any machine gun, firearm silencer, or destructive device.

Museum and Library Services Act of 2003 - Amends the Museum and Library Services Act (MLSA) and the Library Services and Technology Act (LSTA, which is subchapter B of MLSA) to extend authorizations of appropriations and revise programs under such Acts. Prohibits projects which are determined to be obscene from receiving funds under MLSA. Amends MLSA to establish the National Museum and Library Services Board, within the Institute of Museum and Library Services (IMLS). (Eliminates a National Museum Services Board.) Requires the IMLS Director to: (1) ensure coordination with certain activities under the Elementary and Secondary Education Act of 1965, as amended by the No Child Left Behind Act of 2001 (Public Law 107-110), and other Federal activities; and (2) conduct and publish analyses of museum and library services impact. Revises requirements for annual national awards to outstanding libraries and museums that have made significant contributions in service to their communities. Includes specified entities under the term museum, for MLSA purposes. Revises museum services activities. Entitles subchapter C of MLSA as the Museum Services Act. Amends LSTA to provide for: (1) an increased portion for administrative costs; (2) an increased alternative minimum allotment to States under certain conditions; (3) State plans once every five years, as determined by the IMLS Director; (4) additional uses of grants to States for library programs; and (5) recruitment of library and information science personnel under the program of national leadership grants, contracts, and cooperative agreements. Repeals requirements under the National Commission on Libraries and Information Science Act relating to Commission responsibilities to: (1) advise the IMLS Director; and (2) meet with the National Museum Services Board, which is eliminated by this Act.

Keep Our Promise to America's Military Retirees Act - Includes as an employee, for purposes of Federal provisions authorizing enrollment under the Federal Employees Health Benefits (FEHB) Program: (1) a member of the armed forces who began service before June 7, 1956, and retired after a minimum of 20 years of such service or by reason of a service-connected disability; and (2) the surviving widow or widower of such member. Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member.

Energy and Science Research Investment Act of 2003 - Instructs the Secretary of Energy to: (1) conduct a comprehensive fundamental research program in designated sciences; and (2) upgrade and expand scientific user facilities maintained by the Office of Science in order to ensure that fundamental science programs aid the applied research and development programs of the Department of Energy (DOE). Authorizes appropriations for FY 2004 through 2007. Amends the Department of Energy Organization Act to establish within DOE: (1) an Under Secretary for Energy Research and Science, to serve as the Science and Technology Advisor to the Secretary, and to exercise authority and responsibility over Assistant Secretaries implementing energy research and development, and energy technology functions; (2) an Assistant Secretary of Science to head the Office of Science (currently headed by a Director); (3) an additional position for Assistant Secretary; (4) the position of General Counsel; and (5) a Science Advisory Board composed of the chairs of the advisory panels for each of the programs.

Companion Disaster Assistance Program Act of 2002 (sic) - Directs the Secretary of Agriculture to provide emergency financial assistance to agricultural producers who have incurred qualifying 2001 or 2002 crop losses due to weather or related conditions. Requires a producer with qualifying losses in both years to elect to receive payments in either, but not both, of such years. States that: (1) a producer may not receive assistance for losses to more than one 2001 crop or 2002 crop on the same acreage unless there is an established practice of planting two or more crops for harvest on such acreage in the same crop year; and (2) the Secretary shall give a producer an opportunity to designate the 2001 or 2002 crop for which the producer requests assistance.
