Death Tax Permanency Act of 2003 - Amends title IX (Compliance with Congressional Budget Act) of the Economic Growth and Tax Relief Reconciliation Act of 2001 (P.L. 107-16) to repeal the sunset provisions applicable to title V (Estate, Gift, and Generation-Skipping Transfer Taxes) of such Act. (Makes estate tax repeal permanent.) States that such amendments shall take effect as if included in section 901 of such Act.

Clean Water Infrastructure Financing Act of 2003 - Amends the Federal Water Pollution Control Act to remove certain requirements for States with respect to construction of treatment works under capitalization grant agreements. Requires architectural and engineering contracts to be awarded consistent with procedures under the Federal Property and Administrative Services Act of 1949 or an equivalent State qualifications-based requirement. Directs the Administrator of the Environmental Protection Agency to assist States in establishing simplified procedures for small water systems to obtain assistance under the Act. Requires revolving funds to be used only for providing assistance for activities which have as a principal benefit the improvement or protection of water quality of navigable waters. Makes revisions concerning uses of funds for: (1) innovative technologies; (2) administrative expenses; (3) small system technical, planning, and management assistance; and (4) financially distressed communities. Revises requirements related to consistency with plans and eligibility of treatment works not considered publicly owned. Requires States to make grants to financially distressed communities in any fiscal year in which the Administrator has more than $1.4 billion available for obligation and allows a State to give priority to such communities in making loans. Directs the Administrator to provide technical and financial assistance to owners and operators of publicly-owned treatment works for: (1) inventorying critical treatment works assets; (2) evaluating the performance and condition of these assets; and (3) developing a plan for maintaining and replacing treatment works. Reauthorizes appropriations for FY 2004 through 2008 for the revolving fund program.

Sunset of Helms-Burton Act of 2002 - Terminates the Cuban Liberty and Democratic Solidarity (LIBERTAD) Act of 1996 (Helms-Burton Act) on, and prohibits bringing any action under that Act with respect to trafficking on or after, March 31, 2003. Terminates denials of visas and exclusions from the United States (pursuant to that Act) of aliens who have confiscated property of U.S. nationals or who traffic in such property. Requires the names of all persons subject to such denials or exclusions to be removed from any lists or other records used by the Secretary of State or the Attorney General to enforce that Act. Requires the Secretary of State to notify all persons subject to such denials or exclusions of such expiration and removal.

Improved Nutrition and Physical Activity Act (IMPACT Act) - Amends the Public Health Service Act to address issues of overweight and obesity. Expands certain existing grant programs for health professional training to include the treatment of overweight and obesity. Creates grant programs at the local level to promote increased physical activity and improved nutrition. Targets partnerships with businesses, schools, senior centers, day care facilities and other institutions. Includes tax and other incentives among covered activities. Expands an existing coordinated school health program to include grants for the development of programs which focus on healthy lifestyle, including balanced diet and physical activity. Authorizes the collection and analysis of data concerning the fitness levels of children and youth. Requires a study of the food and nutrition assistance programs run by the Department of Agriculture to determine how they can be improved or altered to help prevent obesity and overweight. Requires an evidence report (study) on the effectiveness of weight reduction programs. Permits the use of preventive health and health services block grants for community education programs which promote healthy eating and exercise habits. Creates a Medicare demonstration project to reduce obesity and other chronic disease risks in older Americans. Makes grants available to local healthcare delivery systems for overweight and obesity treatment and prevention demonstration programs. Requires a report on research into the causes and health implications of obesity and being overweight. Makes grants available for a national campaign to change children's health behaviors.

Requires the White County Bridge Commission to provide for the annual audit of its financial transactions (with respect to the New Harmony Bridge over the Wabash River) as prescribed by the Governors of the States of Indiana and Illinois. Directs the General Accounting Office to give advice on such audits. Requires the Commission to submit a copy of the audit report to the Governors and the Secretary of Commerce. Allows each Governor or the Secretary of Commerce to provide for the conduct of further audits as they see fit. Declares that the Commission shall bear all expenses of the annual audit. Directs the Commission to submit an annual report to the Governors and the Secretary covering operations and fiscal transactions. Allows the Commission to transfer all functions, powers, duties, and other specified elements to the highway department or other agency of either of the two States, upon which action the Commission shall cease to exist.

Commends Secretary of Health and Human Services Tommy Thompson for urging private health insurance companies to encourage Americans to lead active lifestyles. Expresses the sense of Congress that private health insurance companies should: (1) do more to encourage Americans to lead healthier and more active lifestyles; (2) provide discounted premiums to those who exercise regularly; and (3) encourage frequent screening for diseases that are easily treatable in their early stages. Applauds private health insurance companies that are already taking such actions.

Directs the Secretary of the Army and the American Battle Monuments Commission to authorize: (1) the next of kin of the late Ray A. Morgan to disinter his remains from the Luxembourg American Cemetery and Memorial in Luxembourg; and (2) the transfer of such remains to such next of kin. Prohibits the use of Federal funds for such disinterment and transfer.

Emergency Agricultural Disaster Assistance Act of 2002 - Directs the Secretary of Agriculture to provide: (1) emergency financial assistance to agricultural producers who have incurred qualifying 2001 or 2002 crop losses due to weather or related conditions; and (2) payments to livestock producers who have incurred 2001 and 2002 losses in an emergency-designated county, with set-asides for the American Indian livestock program.

Recognizes September 11 as both a day to remember those taken from their families and a day for Americans to recommit to the Nation, to their freedom, and to each other. Extends deepest sympathies to the countless innocent victims of the September 11, 2001, terrorist attacks, their families, friends, and loved ones. Honors the heroic actions of first responders, law enforcement personnel, State and local officials, volunteers, and others who aided the innocent victims. Expresses thanks and gratitude to the foreign leaders and citizens of all nations who have assisted and continue to stand in solidarity with the United States against terrorism. Remains resolved to pursue all those responsible for the terrorist attacks and their sponsors until they are discovered and punished.

Internet Radio Fairness Act - Declares that the July 8, 2002, determination by the Librarian of Congress of rates and terms for the digital performance of sound recordings and ephemeral recordings shall not apply to transmissions and ephemeral recordings by a small business, small organization, or small governmental jurisdiction (small entities). Declares further that the first determination of terms and rates of royalty payments made after enactment of this Act shall apply to transmissions made by small business concerns during the period between the enactment of the Digital Millennium Copyright Act and the date provided for in that determination. Requires the copyright arbitration royalty panel to establish rates and terms in accordance with specified objectives. Amends Federal copyright law to declare that, except in the case of a motion picture or other audiovisual work, it is not a copyright infringement for a transmitting organization entitled to transmit to the public a performance or display of a work, under a license or transfer of the copyright, or for a broadcast radio station licensed by the Federal Communications Commission that makes a broadcast transmission of a sound recording in a digital format on a nonsubscription basis, to make one or more copies or phonorecords of that work, if each copy or phonorecord is: (1) retained and used solely by the transmitting organization that made it; and (2) used solely for the purpose of making the transmitting organization's own transmissions or for purposes of archival preservation or security.

Energy and Science Research Investment Act of 2002 - Instructs the Secretary of Energy to: (1) conduct a comprehensive program of fundamental research, including chemical sciences, physics, materials sciences, biological and environmental sciences, geosciences, engineering sciences, plasma sciences, mathematics, and advanced scientific computing; (2) expand scientific user facilities maintained by the Office of Science and make them an integral part of the departmental mission for exploring the frontiers of fundamental science; (3) maintain a leading-edge research capability in the energy-related aspects of nanoscience and nanotechnology, advanced scientific computing, and genome research; and (4) ensure that its fundamental science programs help inform Department of Defense DOE applied research and development programs. Authorizes appropriations for FY 2003 through 2006. Amends the Department of Energy Organization Act to create the position of Under Secretary for Energy Research and Science to: (1) serve as Science and Technology Advisor to the Secretary of Energy; (2) monitor (DOE) research and development programs; and (3) exercise authority over Assistant Secretaries implementing certain energy research, development, and energy technology functions. Replaces the position of Director of the Office of Science with the position of Assistant Secretary of Science, who shall carry out DOE fundamental science and engineering research functions, including policy and management. Expresses the sense of the House of Representatives that leadership for departmental missions in nuclear energy should be at the Assistant Secretary level. Establishes in the Office of Science a Science Advisory Board to serve as the science advisor to the Assistant Secretary of Science.

Veterans Health Care Funding Guarantee Act of 2002 - Requires the Secretary of the Treasury to: (1) make available to the Secretary of Veterans Affairs for programs, functions, and activities of the Veterans Health Administration for FY 2004 120 percent of the amount obligated during FY 2002; and (2) adjust the amount provided after FY 2004 based on the number of enrolled veterans and the number of others eligible for and provided care and the percentage increase in the Consumer Price Index. Repeals, as of October 1, 2003, requirements for the prior congressional approval of funding for Department major medical facilities projects or leases.

Calls for the Government of the People's Republic of China to: (1) stop interfering in the exercise of religious and political freedoms within the United States, such as the right to practice Falun Gong; (2) cease using diplomatic missions in the United States to spread falsehoods about Falun Gong; (3) release prisoners of conscience; (4) end the harassment, detention, physical abuse, and imprisonment of individuals who are exercising their legitimate rights; and (5) demonstrate its willingness to abide by international standards of freedom of belief, expression, and association. Calls on the President of the United States to take such actions as: (1) issuing a formal protest about repeated Chinese Government human rights violations to the Chinese Foreign Ministry; and (2) working more closely with Chinese human rights activists to identify Chinese authorities who have been personally responsible for acts of violence and persecution in China. Urges the Attorney General to investigate reports that Chinese consular officials in the United States have committed illegal acts while attempting to intimidate or inappropriately influence Falun Gong practitioners or local elected officials and determine an appropriate legal response. Calls on local government officials in the United States to recognize and support organizations and individuals that share the goals of the local community, including Falun Gong practitioners, and report incidents of pressure or harassment by Chinese agents.

Teacher Tax Relief Act of 2002 - Amends the Internal Revenue Code to increase from $250 to $500 the maximum above-the-line deduction allowed for classroom supply expenses incurred by elementary and secondary school teachers, effective after December 31, 2001. Expands such deduction to include qualified professional development expenses.

Calls for the United States to: (1) support the independence of Kosova and the establishment of Kosova as a sovereign and democratic state in which human rights are respected as the only way to lasting peace and stability in the Balkans; (2) recognize the danger that delay in the resolution of Kosova's final status poses for the political and economic viability of Kosova and the future of Southeast Europe; (3) work in conjunction with the United Nations, the North Atlantic Treaty Organization, and other multilateral organizations to facilitate an orderly transition to the independence of Kosova; and (4) provide its share of assistance, trade, and other programs to support the government of an independent Kosova and to encourage the further development of democracy and a free market economic system.

Freedom to Travel to Cuba Act of 2002 - Prohibits the President from regulating or prohibiting, directly or indirectly, travel to or from Cuba by U.S. citizens or legal residents, or any of specified transactions incident to such travel. Declares that: (1) this prohibition does not authorize the importation into the United States of any goods for personal consumption acquired in Cuba; and (2) the restrictions on authority contained in this Act do not apply in a case in which the United States is at war with Cuba, armed hostilities between the two countries are in progress, or there is imminent danger to the public health or the physical safety of U.S. travelers.

Expresses the sense of the House of Representatives that: (1) the Pledge of Allegiance, including the phrase "One Nation, under God," reflects the historical fact that a belief in God permeated the founding and development of our Nation; (2) the Ninth Circuit Court of Appeals's ruling is inconsistent with the U.S. Supreme Court's First Amendment jurisprudence that the Pledge and similar expressions are not unconstitutional expressions of religious belief; (3) such phrase should remain in the Pledge; and (4) the Ninth Circuit should agree to rehear this ruling en banc in order to reverse this constitutionally infirm and historically incorrect ruling.

Amends the Internal Revenue Code to establish a credit to promote the production and usage of biodiesel fuel. Requires a taxpayer to obtain a certification from the producer of the biodiesel which identifies the product produced in order to utilize the credit. Imposes a tax for biodiesel not used as fuel, but for which a credit was granted. Reduces motor fuel excise taxes on biodiesel mixtures. Provides for transfers of funds from the Commodity Credit Corporation to the Highway Trust Fund in amounts equivalent to the reductions that would occur but for this Act.

Chronic Wasting Disease Research and Response Act of 2002 - Directs the Secretary of the Interior, acting through the Director of the United States Geological Survey, to establish and coordinate a national research program to assess chronic wasting disease (the transmissible animal disease that afflicts deer and elk). Includes among program elements requirements that the Secretary: (1) provide States with technical and financial assistance and timely information to prevent disease expansion; (2) design a national program for disease monitoring and surveillance; (3) conduct research to determine how the disease is transmitted; (4) develop new non-lethal detection and diagnostic methods to identify the disease in free-ranging cervid populations; (5) develop safe methods of disposal of infected carcasses; (6) instruct Federal land managers to determine the presence of the disease, the likelihood of transmission to adjacent non-Federal lands, and management options for infestations; and (7) develop a public outreach and education strategy for the hunting community and the public.

Arafat Accountability Act - Expresses the support of Congress for the President's efforts to achieve comprehensive peace in the State of Israel. Expresses the sense of Congress that: (1) the United States should urge an immediate and unconditional cessation of all terrorist activities and the commencement of a cease-fire between Israel and the Palestinians; (2) the Palestine Liberation Organization (PLO) and the Palestinian Authority (PA) should immediately surrender to Israel for detention and prosecution those Palestinian extremists wanted by Israel for the assassination of Israeli Minister of Tourism Rehavam Zeevi; and (3) Yasser Arafat and the PLO must take immediate and concrete action to publicly condemn all acts of terrorism, confiscate and destroy the infrastructures of terrorism, and end (and urge all Arab nations to end) financial support for terrorism. Prohibits the Secretary of State (Secretary) and the Attorney General, respectively, from issuing a visa or admitting to the United States any member of the PLO or official of the PA. Permits the President to waive this prohibition in the national security interest of the United States. Directs the President to reinstate the prohibition on the establishment or maintenance of a Palestinian information office in the United States, except for operation of the Permanent Observer Mission of Palestine (POM) at the United Nations. Requires the Secretary to impose travel restrictions on the senior official of the POM. Requires the President to identify and freeze specific United States assets of the PLO and the PA. Requires the President to report to specified congressional committees on PLO or PA terrorist activities.

National Science Foundation Authorization Act of 2002 - Authorizes appropriations to the National Science Foundation (NSF) for FY 2003 through 2005, with specific allocations for: (1) Research and Related Activities; (2) Education and Human Resources; (3) Major Research Equipment and Facilities Construction; (4) Salaries and Expenses; and (5) the Office of the Inspector General. Sets a limitation on the obligation of Major Research Equipment and Facilities Construction funds. Requires the Director of NSF to submit to specified congressional committees annual plans for the allocation of funds authorized by this Act, including information on how the allocation for Research and Related Activities will affect research grants, trends in research support, and research opportunities in science, mathematics, and engineering. Requires the Director to: (1) develop, submit to the National Science Board for approval, and report annually to Congress on a list indicating the relative priority for funding under the Major Research Equipment and Facilities Construction account of each project the Board has approved for inclusion in a future budget request; and (2) include in the plan for construction and repair of national research facilities covered in the NSF annual budget request full life-cycle cost information. Prohibits the management of any national research facility project by an NSF temporary appointee. Directs: (1) NSF to assess and report to Congress on the Major Research Instrumentation Program; and (2) NSF and the National Aeronautics and Space Administration (NASA) to establish an Astronomy and Astrophysics Advisory Committee.

Arming Pilots Against Terrorism Act - Amends Federal law to direct the Under Secretary of Transportation for Security to establish a program to: (1) deputize qualified volunteer pilots of passenger aircraft as Federal flight deck officers; and (2) provide training, supervision, and equipment for such officers. Directs the Under Secretary to authorize flight deck officers to carry firearms and to use force, including lethal force, when they judge the security of an aircraft is at risk. Shields air carriers from liability for damages in Federal or State court arising out of the actions or omissions of a flight deck officer defending a plane from criminal violence or air piracy. Shields flight deck officers from liability except in cases of gross negligence or willful misconduct.

Expresses: (1) solidarity with Israel as it takes necessary steps to provide security to its people by dismantling the terrorist infrastructure in the Palestinian areas; and (2) commitment to Israel's right to self-defense and support for additional U.S. assistance. Condemns the recent wave of Palestinian suicide bombings and the ongoing support and coordination of terror by Yasir Arafat and other members of the Palestinian leadership. Demands that the Palestinian Authority fulfill its commitment to dismantle the terrorist infrastructure in the Palestinian areas. Expresses concern that Arafat's actions are not those of a viable partner for peace. Urges all Arab states to declare their unqualified opposition to all forms of terrorism, particularly suicide bombing, and all parties in the region to pursue peace in the Middle East. Commends the President for his leadership in addressing the Israeli-Palestinian conflict.

Amends the Energy Policy Act of 1992 with respect to the allocation of biodiesel fuel use credits to a fleet or covered person for qualifying volumes of the biodiesel component of fuel containing at least 20 percent biodiesel by volume purchased for use by the fleet or covered person in vehicles that weigh more than 8,500 pounds gross vehicle weight rating. Repeals the limitation of such allocations to a maximum of 50 percent of the alternative fueled vehicle requirements of a fleet or covered person. (Thus makes such credits available for 100 percent of such requirements.) Repeals the current denial that such a credit may be considered a specified kind of alternative fueled vehicle credit (thus allowing such consideration). Directs the Secretary of Energy to study and report to Congress on the availability and cost of: (1) light duty motor vehicles that qualify under such Act as alternative fueled vehicles; and (2) fuels that qualify as alternative fuels.

Housing Affordability for America Act of 2002 - Amends specified housing-related Acts with respect to: (1) home investment partnerships; (2) Federal Housing Administration (FHA) mortgage insurance for single and multifamily housing, and health care facilities; (3) supportive housing for elderly and disabled families; (4) section 8 rental housing assistance; (5) public housing; (6) Hope VI revitalization assistance; (7) homeless housing programs; (8) Native American housing; (9) housing impact analysis; (10) community development block grants; (11) housing counseling programs; (13) housing opportunities for persons with AIDS; and (14) Government National Mortgage Association (GNMA) guarantee fees.

Water Quality Financing Act of 2002 - Amends the Federal Water Pollution Control Act (FWPCA) to authorize the Administrator of the Environmental Protection Agency to make grants to nonprofit organizations to provide technical and information assistance for rural and small treatment works. Requires establishment of procedures for the competitive award of grants. Extends funding for State- and interstate-managed pollution control programs. Revises State water pollution control revolving fund provisions concerning: (1) agreements for treatment works capitalization grants; (2) project eligibility; (3) loan payments, subsidization, and administrative expenses; (4) technical and planning assistance for small treatment works; (5) funding allotments; (6) priorities and intended use plans; and (7) Federal oversight review procedures. Increases the limit on amounts authorized for grants for development of management plans and construction of publicly owned treatment works to serve Indians. Waives application of the Federal Reports Elimination and Sunset Act to various water pollution-related reporting requirements, thereby leaving them in place. Amends the Internal Revenue Code to exempt from the private activity bond volume cap bonds issued as part of an issue whose proceeds are to be used to provide water or sewage facilities. Revises arbitrage bond rules to exclude from consideration as proceeds of an issue any amounts derived from a Federal grant or related State contribution made in connection with a FWPCA or Safe Drinking Water Act State revolving loan fund.

Consistent Public Land Laws Enforcement Act of 2002 - Amends the Federal Land Policy and Management Act of 1976, the National Park Service Organic Act, and other Federal law to classify as a Class B misdemeanor a violation of any regulation concerning the management, use, and protection of National Park System lands, National Forest lands, and other public lands. Makes a person guilty of a Class A misdemeanor (subject to a higher fine and/or imprisonment) for the knowing and willful violation of any such regulation. Provides authority to adjudge persons who commit such a violation to pay all costs of the proceedings. Allows fines so collected to be used to: (1) cover the costs of improvement, protection, or rehabilitation of the public lands rendered necessary by such violation; and (2) increase public awareness of such regulations and other requirements concerning public land use.

Museum and Library Services Act of 2002 - Amends the Museum and Library Services Act (MLSA) and the Library Services and Technology Act (LSTA) to extend authorizations of appropriations and revise programs under such Acts. Amends MLSA to establish the National Museum and Library Services Board, within the Institute of Museum and Library Services (IMLS). (Eliminates a National Museum Services Board.) Requires the IMLS Director to: (1) ensure coordination with certain activities under the Elementary and Secondary Education Act of 1965, as amended by the No Child Left Behind Act of 2001 (Public Law 107-110), and other Federal activities; and (2) conduct and publish analyses of museum and library services impact. Revises requirements for annual national awards to outstanding libraries and museums that have made significant contributions in service to their communities. Includes specified entities under the term museum, for MLSA purposes. Revises museum services activities. Amends LSTA to provide for: (1) an increased portion for administrative costs; (2) an increased alternative minimum allotment to States under certain conditions; (3) State plans once every five years, as determined by the IMLS Director; (4) additional uses of grants to States for library programs; and (5) recruitment of library and information science personnel under the program of national leadership grants, contracts, and cooperative agreements. Repeals requirements under the National Commission on Libraries and Information Science Act relating to Commission responsibilities to: (1) advise the IMLS Director; and (2) meet with the National Museum Services Board, which is eliminated by this Act.

Congratulates the U.S. Military Academy at West Point, New York, on its bicentennial anniversary. Recognizes it as an outstanding leadership development institution that upholds and promotes the highest virtues of American society. Commends all those who have led and taught at the Academy for inculcating its graduates with moral, ethical, and intellectual values and skills that are the foundations for the dedicated service so honorably given by those graduates to the Army, the Nation, and friends of freedom and liberty around the world for 200 years.

Highway Funding Restoration Act - Amends the Transportation Equity Act for the 21st Century to require that obligations for Federal-aid highway and highway safety construction programs for FY 2003: (1) meet a specified minimum level; and (2) be distributed in accordance with that Act.

Peace With Security Act - Prohibits U.S. assistance to the Palestinian Authority (or any instrumentality of the Palestinian Authority). Authorizes the President to waive such prohibition if it is in the national security interests of the United States.

Requires the Secretary of the Treasury to pay a sum of money to be determined by the United States Court of Federal Claims to J.L. Simmons Company, Inc. in full satisfaction of all claims of J.L. Simmons, J.L. Simmons Company, Inc., or any of its subcontractors against the United States for any litigation expenses, and any interest, due and owing to them and not otherwise recoverable at law on account of the construction of the Veterans Administration (West Side) Hospital in Chicago, Illinois, between 1949 through 1954, and any resulting litigation of claims.

State Budget Relief Act of 2001 - Requires the Federal medical assistance percentage (FMAP) under title XIX (Medicaid) of the Social Security Act (SSA) for: (1) a State for FY 2001 to be substituted for the State's FMAP for FY 2002 if the FY 2002 FMAP would otherwise be less than the FY 2001 FMAP; and (2) each eligible State for each calendar quarter in FY 2002 to be increased by two percentage points. Mandates specified FMAP increases for States with high unemployment rates, and a specified Medicaid payment cap increase for territories. Prohibits application of the FMAP increases for a State under this Act with respect to: (1) disproportionate share hospital payments under Medicaid; and (2) payments under SSA titles IV and XXI (State Children's Health Insurance) (SCHIP).

General Aviation Industry Reparations Act of 2001 - Directs the President to take certain actions to compensate general aviation entities for losses incurred by them as a result of the terrorist attacks on the United States on September 11, 2001, including to: (1) issue Federal credit instruments (including subsidy amounts for such instruments) to such entities; and (2) compensate them for direct losses incurred as a result of any Federal ground stop order issued by the Government and any incremental losses incurred as a direct result of such attacks. Authorizes the Air Transportation Stabilization Board to enter into agreements with one or more obligors to issue such instruments. Sets forth certain instrument and compensation requirements. Authorizes the Secretary of Transportation to provide insurance or reinsurance, or reimbursement of insurance costs increases, to a general aviation entity against loss or damage arising from the operation of nonmilitary aircraft while in the United States. Defines "general aviation entity" to mean any person (other than an air carrier) that operates nonmilitary aircraft or provides aviation services directly related to nonmilitary aircraft or nonmilitary airport operations or relies on direct or indirect access to U.S. airspace to conduct its primary business as determined by the Secretary. Includes fixed based operators, flight schools, manufacturers of general aviation products, and persons engaged in nonscheduled commercial aviation enterprises.

Medicare Physician Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to set the conversion factor (update) for payments under the Medicare physician fee schedule for 2002 at 0.9 percent less than the conversion factor for 2001. Declares that this conversion factor and a specified update adjustment factor for a year after 2002 shall be applied as if this Act had not been in effect. Directs the Medicare Payment Advisory Commission (MEDPAC) to study and report to Congress on replacing or modifying the use of the sustainable growth rate as a factor in determining the update for such payments such that the factor used more fully accounts for changes in the unit costs of providing physicians' services.

American Travel Promotion Act of 2001 - Directs the Secretary of Commerce to provide grants, based on a specified formula, to qualified State agencies for advertising to promote travel and tourism. Caps the Federal share of costs for such activities at 50 percent.

Amends the Internal Revenue Code to tax lifetime annuity payouts and similar payments of life insurance proceeds at dates later than death at capital gains rates. Excludes amounts received under an eligible deferred compensation plan or under a qualified retirement plan. Includes such gains in the calculation of the maximum rate of tax on net capital gains of noncorporate taxpayers when computing the alternative minimum tax.

Sioux Code Talkers Recognition Act - Authorizes the President to present on behalf of Congress (where appropriate, posthumously) a congressional gold medal to named Sioux Indians who served as Sioux Code Talkers during World War II in recognition of their service to the Nation.
