James Zadroga 9/11 Health and Compensation Act of 2007 - Amends the Public Health Service Act to establish within the National Institute for Occupational Safety and Health the World Trade Center Health Program (WTC program) to provide medical monitoring and treatment benefits to: (1) eligible emergency responders and recovery and cleanup workers who responded to the New York City terrorist attacks on September 11, 2001; and (2) residents and other building occupants and area workers who were directly impacted and adversely affected by such attacks. Requires the WTC program administrator to: (1) establish the WTC Health Program Steering Committee and the WTC Health Program Scientific/Technical Advisory Committee; (2) institute a program that provides education and outreach on the existence and availability of services under the WTC program; and (3) provide for the uniform collection of data related to WTC-related health conditions. Authorizes the Secretary of Health and Human Services to establish similar programs with respect to the terrorist attack at the Pentagon on September 11, 2001. Requires the administrator to conduct or support research on: (1) physical and mental health conditions that may be related to the September 11 terrorist attacks; and (2) diagnosing and treating WTC-related health conditions. Requires the administrator to extend and expand arrangements with the New York City Department of Health and Mental Hygiene to provide for the World Trade Center Health Registry. Authorizes the administrator to make grants to the New York City Department of Health and Mental Hygiene to address mental health needs relating to the terrorist attacks. Amends the Air Transportation Safety and System Stabilization Act to provide, under certain circumstances, for an extension of time for filing claims under the September 11 Victim Compensation Fund of 2001.

Catalyst to Better Diabetes Care Act of 2007 - Requires the Secretary of Health and Human Services (the Secretary) to: (1) review uptake and utilization of the Medicare diabetes screening benefit; (2) establish an outreach program to identify existing efforts to increase awareness of the diabetes screening benefit among Medicare beneficiaries and providers; and (3) maximize economies of scale, cost-effectiveness, and resource allocation in increasing utilization of the diabetes screening benefit. Requires the Secretary of Commerce to establish an advisory group to examine and recommend best practices of chronic illness employee wellness incentivization and disease management programs. Directs the Secretary to prepare, biennially, a diabetes report card for the nation and for each state. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) promote the education and training of physicians on how to properly complete birth and death certificates and the importance of such data; (2) encourage state adoption of the latest standard revisions of birth and death certificates; and (3) work with states to reengineer their vital statistics systems to provide cost-effective, timely, and vital systems data. Allows the Secretary to promote the addition to death certificates of language to improve the collection of diabetes mortality data. Requires the Secretary to conduct a study of the impact of diabetes on the practice of medicine in the United Sates and the level of diabetes medical education that should be required prior to licensure, board certification, and board recertification.

Public and Teaching Hospital Preservation Act - Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 2007 to extend by one year the moratorium on: (1) implementation of a rule relating to the federal-state financial partnership under titles XIX (Medicaid) and XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act; and (2) finalization of a Medicaid rule regarding the treatment of graduate medical education (GME).

Hire a Hero Act - Expresses the sense of Congress that the federal government should support private sector employment initiatives for military personnel to help ensure that those who serve or have served in the Armed Forces have access to gainful employment. Authorizes the Chief of the National Guard Bureau (Chief) to award grants to nonprofit organizations to assist the following individuals in securing employment in the private sector: (1) a member of the National Guard or reserve; (2) a member of the Armed Forces who is nearing separation, discharge, or release; and (3) a former member of the Armed Forces. Expresses the sense of Congress that the Chief, in awarding such grants, should consider organizations that partner with private entities and associations involved in construction, energy, transportation, aerospace, domestic security, and other areas in which the employment of individuals having past military service would be of particular utility. Requires the Chief to establish fiscal control, accountability, and program performance measures for grantees.

200th Anniversary Commemoration Commission of the Abolition of the Transatlantic Slave Trade Act of 2007 - Establishes the Transatlantic Slave Trade 200th Anniversary Commission. Sets forth Commission duties, including: (1) plan activities appropriate to commemorate the 200th anniversary of the abolition of the transatlantic slave trade; (2) encourage civic, historical, educational, religious, economic entities, as well as state and local governments to participate in anniversary activities; (3) facilitate the convening of a joint meeting or joint session of the Congress for related ceremonies and activities; (4) promote the sponsorship of related conferences and exhibitions; and (5) examine reports and raise public awareness of of modern-day slavery and human trafficking. Terminates the Commission on December 31, 2009.

Homeowners' Defense Act of 2007 - Declares that the purposes of this Act is to provide a federal backstop for state-sponsored insurance programs to help homeowners prepare for and recover from the damages caused by natural catastrophes. Establishes a nonprofit National Catastrophe Risk Consortium, which shall not be an agency or instrumentality of the U.S. government, to: (1) gather an inventory of catastrophe risk obligations held by participating states' reinsurance funds, risk pools, or primary insurance corporations; (2) issue securities and other financial instruments linked to the catastrophe risk in the capital markets; (3) enter into reinsurance contracts with private parties, on a conduit basis; (4) act as a centralized repository of state risk information accessible by private-market participants interested in underwriting risk-linked securities or entering into reinsurance contracts; and (5) use an acquired catastrophe risk database to perform research and analysis that encourages standardization of the risk-linked securities market. Makes the Consortium eligible for discretionary federal grants, contracts, gifts, contributions, or technical assistance. Directs the Secretary of the Treasury to carry out a national homeowners' insurance stabilization program to make liquidity loans and catastrophic loans to state and regional reinsurance programs to: (1) ensure their solvency; (2) improve the availability and affordability of homeowners' insurance; and (3) spread the risk of catastrophic financial loss resulting from natural disasters and catastrophic events. Authorizes the Secretary to establish and collect a reasonable fee from precertified qualified reinsurance programs to offset stabilization program expenses. Prescribes requirements for qualified reinsurance programs.

Long-Term Care Affordability and Security Act of 2007 - Amends the Internal Revenue Code to: (1) include long-term care insurance as a benefit under tax-exempt employee benefit cafeteria plans and flexible spending arrangements; and (2) make certain consumer protections applicable to long-term care insurance.

Mental Health in Schools Act of 2007 - Amends the Public Health Service Act to make changes to the program to apply a public health approach to mental health services, including by revising eligibility requirements for a grant, contract, or cooperative agreement. Makes only a consortium that includes at least one educational agency eligible for such funding. Allows such a consortium to: (1) include a community program, an agency that is involved in mental health, or a school; and (2) consist of a consortium in which the members select an agent (such as a local educational agency or community health care entity) to act on the consortium's behalf. Sets forth assurances required for eligibility, including assurances that: (1) the local education agency will enter into a memorandum of understanding with relevant community-based entities that clearly states the responsibilities of each consortium member; (2) the program will include comprehensive staff development for school and community service personnel working in the school and training for children with mental health disorders, for family members of such children, and for concerned members of the community; and (3) the program will demonstrate the measures to be taken to sustain the program after funding terminates. Requires the Administrator of the Substance Abuse and Mental Health Services Administration to develop a process for evaluating grant program activities, including: (1) the development of guidelines for the submission of program data by recipients; and (2) the development of measures of outcomes to be applied by recipients in evaluating programs, to include student and family measures and local educational measures.

Emergency Contraception Education Act of 2007 - Directs the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop and disseminate to the public information on emergency contraception, including, at a minimum, a description of emergency contraception and an explanation of the use, safety, efficacy, and availability of such contraception. Requires that the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to develop and disseminate to health care providers, including pharmacists, information on emergency contraception that includes, at a minimum: (1) information describing the use, safety, efficacy, and availability of emergency contraception; (2) a recommendation regarding its use in appropriate cases; and (3) information explaining how to obtain copies of information from the CDC.

Homes for Heroes Act of 2007 - Amends the Department of Housing and Urban Development Act to establish in the Department of Housing and Urban Development (HUD) a Special Assistant for Veterans Affairs to: (1) ensure veteran access to HUD housing and homeless assistance programs; (2) coordinate all HUD programs and activities relating to veterans; and (3) serve as a HUD liaison with the Department of Veterans Affairs. Directs the HUD Secretary to provide assistance to private nonprofit organizations and consumer cooperatives to expand the supply of supportive housing for very low-income veteran families (that is, families with incomes not exceeding 50% of the area median income). Amends the United States Housing Act of 1937 to: (1) make housing rental vouchers available to homeless veterans; and (2) include veterans in public housing planning. Excludes veterans' benefits from income for purposes of HUD assisted housing rental determinations. Requires the Secretary to: (1) make grants to nonprofit entities for technical assistance in sponsoring HUD housing projects for veterans; and (2) report annually to specified congressional committees and the Secretary of Veterans Affairs on HUD activities relating to veterans.

Bruce Vento Ban Asbestos and Prevent Mesothelioma Act of 2007 - Amends the Toxic Substances Control Act to require the Director of the National Institute for Occupational Safety and Health to conduct studies and report on the health effects of non-asbestiform minerals and elongated mineral particles. Requires the Administrator of the Environmental Protection Agency (EPA) to establish a plan to: (1) increase awareness of the dangers posed by asbestos-containing materials and products and contaminants in homes and workplaces and by asbestos-related diseases; (2) provide information to, and encourage participation in research and treatment endeavors by, asbestos-related disease patients and their families and front-line health care providers; and (3) encourage health care providers and researchers to provide to patients and their families information relating to research, diagnostic, and clinical treatments relating to asbestos. Requires the Administrator to promulgate regulations that prohibit the importing, manufacturing, processing, or distributing of asbestos-containing materials, subject to limited exemption upon petition and specified exemptions sought by the Department of Defense (DOD) and the National Aeronautics and Space Administration (NASA). States that such prohibitions do not apply to specified diaphragm electrolysis installations. Requires the disposal of asbestos-containing materials within two years. Exempts products that are no longer in the stream of commerce or that are in the possession of an end user. Amends the Public Health Service Act to: (1) direct the Secretary of Health and Human Services to expand and coordinate research programs on diseases caused by asbestos exposure, particularly mesothelioma, asbestosis, and pleural injuries; (2) provide for establishment of a national clearinghouse for data and specimens relating to asbestos-related diseases; (3) require the Director of the National Institutes of Health (NIH) to establish an asbestos-related disease research and treatment network; and (4) direct the Secretary to support research on mesothelioma and other asbestos-related diseases that is directly relevant to the health of the Armed Forces.

21st Century Servicemembers Protection Act - Amends the Servicemembers Civil Relief Act to allow individuals called to military service to terminate or suspend a service contract, after the date of entry into service or the date of the military orders, if: (1) the service contract (such as phone, cable, Internet, or utilities) is executed before the individual is called to service for a period of at least 90 days; or (2) the person enters into the contract while in military service and thereafter receives orders for a change of permanent station to a location outside the United States, or to deploy with a military unit for a period of at least 180 days. Provides penalties against anyone who: (1) holds property or funds of a person in military service who lawfully terminates a contract; or (2) violates the 6% limit on interest rates charged to servicemembers during a period of military service.

National Infantry Museum and Soldier Center Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the courage, pride, sacrifice, sense of duty, and history of the U.S. Infantry, in commemoration of the legacy of the U.S. Army Infantry and the establishment of the National Infantry Museum and Soldier Center. Expresses the sense of Congress that the coins should be struck at the U.S. Mint at West Point, New York, to the greatest extent possible. Restricts coin issuance to calendar year 2012. Requires a $10 surcharge per coin, and payment of all surcharges received to the National Infantry Foundation to establish an endowment to support the maintenance of the National Infantry Museum and Soldier Center.

ADA Restoration Act of 2007 - Amends the Americans with Disabilities Act of 1990 to remove from the definition of "disability" a reference to substantially limiting one or more major life activities. Prohibits, in determining whether an individual has an impairment, considering the impact of any mitigating measures the individual may be using or whether any impairment manifestations are episodic, in remission, or latent. Considers actions taken because of an individual's use of a mitigating measure to be actions taken on the basis of a disability. Defines "record of physical or mental impairment" as having a history of, or having been misclassified as having, a physical or mental impairment. Defines "regarded as having a physical or mental impairment" as being perceived or treated as having a physical or mental impairment whether or not the individual has an impairment. Prohibits employment discrimination on the basis of disability (under current law, against a qualified individual with a disability because of the disability). Allows, as a defense to a charge of discrimination, that the individual alleging discrimination is not a qualified individual with a disability. Requires that the Act's provisions be broadly construed. Empowers: (1) the Attorney General to promulgate regulations and guidance to provide for consistent and effective standards among enforcing agencies; and (2) the Equal Employment Opportunity Commission (EEOC) and Secretary of Transportation to then issue implementing regulations or policy guidance consistent with the Attorney General's requirements. Entitles duly issued federal regulations and guidance to deference by administrative bodies or officers and courts.

International Protecting Girls by Preventing Child Marriage Act of 2007 - Authorizes the President to provide assistance, including through multilateral, nongovernmental, and faith-based organizations, to prevent child marriage in developing countries and to promote the educational, health, economic, social, and legal empowerment of girls and women. Sets forth priority assistance criteria. Directs the President, through the United States Agency for International Development (USAID), to establish a multi-year strategy to prevent child marriage in developing countries and to promote the empowerment of girls at risk of child marriage, including by addressing the unique needs and potentials of eight to 18 year old girls. Amends the Foreign Assistance Act of 1961 to require that Department of State country reports on human rights practices include a description of the status of child marriage for countries with specified rates of child marriage. Defines "child marriage."

Commends and supports the efforts of the U.S. public and advocacy groups to raise awareness about and help end the humanitarian crisis and genocide in Darfur, Sudan, and to promote peace, defend human rights, and improve the lives of those affected in Sudan and Chad. Urges the United States to work with the international community to implement a more robust set of multilateral measures until President El-Bashir accepts a full-scale international peacekeeping force in Darfur.

Opt Out of Iraq War Act of 2007 - Amends the Internal Revenue Code of 1986 to allow taxpayers to designate that the percentage of their income, estate, or gift tax payments that would otherwise be used to fund the Iraq war be paid into a Future Fund from which funding will be provided, in equal amounts, to the Head Start program, to reduce the national debt, and for a Children of Iraq War Veterans College Fund. Requires amounts in the College Fund to be used to pay the college costs of students that had a parent in the Armed Forces who served in the Iraq war for at least 180 days, died as the result of service in such war, or was hospitalized and unable to return to duty due to such service.

National Women's Rights History Project Act - Authorizes the Secretary of the Interior to designate a vehicular tour route, to be known as the Votes for Women History Trail Route, to link properties in New York State that are historically and thematically associated with the struggle for women's suffrage in the United States. Requires the National Park Service to administer the Trail through the Women's Rights National Historical Park (established under prior law). Authorizes the Secretary to: (1) enter into cooperative agreements and memorandums of understanding with, and provide technical and financial assistance to, other federal agencies, the State of New York, localities, regional governmental bodies, and private entities; (2) make annual grants to state historic preservation offices for up to five years for assistance in surveying, evaluating, and nominating women's rights history properties to the National Register of Historic Places; and (3) make matching grants and give technical assistance for development of a network of governmental and nongovernmental entities providing interpretive and educational program development of national women's rights history, including historic preservation.

Recognizes the 20th anniversary of the McKinney-Vento Homeless Assistance Act and its impact upon hundreds of thousands of homeless men, women, children, and youth in the United States, including the substantial contributions of Representatives Stewart B. McKinney and Bruce Vento in addressing homelessness. Supports the efforts of federal, state, and local governments and private non-profit organizations to prevent and end homelessness through the development of affordable housing, including efforts to prevent and end homelessness among armed forces veterans. Commends the dedication and commitment of service providers, including faith-based and nonprofit organizations, to end homelessness in their communities and provide emergency food, shelter, and services to homeless Americans. Declares that the House of Representatives endeavors to work with the same courage, dignity, and determination exemplified by Representatives McKinney and Vento to eliminate homelessness in the United States.

America's Brownfield Cleanup Act - Amends the Internal Revenue Code to allow a business tax credit for 50% of expenditures for the abatement or control of any hazardous substance, the demolition of any structure, the removal and disposal of property, and the reconstruction of utilities at certain contaminated sites. Allows a tax exclusion for certain contributions made for the remediation of contaminated sites.

Expresses disapproval of the Indiana Department of Environmental Management's issuance of a permit allowing BP to increase their daily dumping of ammonia and total suspended solids into Lake Michigan. Urges Indiana to reconsider issuance of such permit. Calls for Congress to take action to protect and restore the Great Lakes. Expresses the sense of Congress that: (1) the Environmental Protection Agency's (EPA) actions in the Great Lakes basin should be consistent with the goal of preserving and restoring the Great Lakes; and (2) EPA should not allow increased dumping of chemicals and pollutants into the Great Lakes.

Small Business Tax Equalization and Compliance Act of 2007 - Amends the Internal Revenue Code to extend the tax credit for social security taxes paid for employee cash tips to employers of cosmetologists. Requires employers of cosmetologists to report income and tips of their cosmetologist employees and to provide income and tip information to self-employed cosmetologists to whom they pay more than $600 in the taxable year. Imposes similar reporting requirements upon individuals who rent chairs to cosmetologists. Requires such employers to provide their cosmetologist employees and self-employed cosmetologists with information on the tax and tip reporting obligations of employees and self-employed individuals.

Health Equity and Accountability Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish the Robert T. Matsui Center for Cultural and Linguistic Competence in Health Care. Provides for health care workforce diversity activities, including the establishment of: (1) a technical clearinghouse on health workforce diversity; and (2) Regional Minority Centers of Excellence Programs. Requires health-related programs of the Department of Health and Human Services (HHS) to collect data on race, ethnicity, and primary language. Directs each federal health agency to implement a strategic plan to eliminate disparities and improve the health and health care of minority populations. Requires the Secretary to establish: (1) an Office of Health Disparities within the Office of Civil Rights; and (2) civil rights compliance offices in each HHS agency that administers health programs. Reestablishes the Indian Health Service as an agency within the Public Health Service of HHS to be administered by an Assistant Secretary of Indian Health. Requires the establishment of an Office of Minority Health within specified agencies. Directs the President to execute, administer, and enforce provisions to address environmental justice in minority and low-income populations. Provides for the establishment of health empowerment zone programs in communities that disproportionately experience disparities in health status and health care. Requires the Secretary to designate centers of excellence at public hospitals and other health systems that demonstrate excellence in providing care to minority populations and reducing health disparities. Makes immigrants from certain U.S. territories and possessions eligible for specified federal programs. Requires the Secretary to expand the Minority HIV/AIDS Initiative. Provides for grants for strategies to eliminate racial and ethnic health and health care disparities. Requires the Secretary to establish the Rural Health Quality Advisory Commission.

21st Century High-Performing Public School Facilities Act - Requires the Secretary of Education to make grants in each fiscal year to local educational agencies (LEAs) in each state for the construction, modernization, or repair of kindergarten, elementary, or secondary schools to make them safe, healthy, high-performing, and technologically up-to-date. Gives priority to LEAs serving a high number or percentage of disadvantaged children and those whose public schools are in relatively poor condition. Requires LEAs to contribute funds toward the costs of the program, but uses a sliding scale that factors in the relative poverty of an LEA's service area. Requires the Secretary to make low-interest loans to LEAs in each fiscal year for the same purposes and with the same priorities given in the distribution of the grants. Establishes the School Construction, Modernization, and Repair Revolving Fund consisting of amounts derived from the low-interest loans and appropriations made to the Fund by this Act. Amends part D of title II of the Elementary and Secondary Education Act of 1965 to authorize and make appropriations for educational technology.

Independent Health Record Trust Act of 2007 - Directs the Federal Trade Commission (FTC) to prescribe standards for the establishment, certification, operation, and interoperability of independent health record trusts (IHRTs). Establishes a fiduciary duty requiring an IHRT to act for the benefit and interest of participants and of the IHRT as a whole. Sets forth penalties for any knowing or reckless breach of such duty. Sets forth permitted uses for an electronic health record, including: (1) a primary use for purposes of the individual's self-care or care by health care professionals; and (2) a secondary use for purposes of public health research or related activities. Directs that participation in an IHRT, or authorizing access to information from such trust, is voluntary. Prohibits any person from requiring that an individual participate in, or authorize access to information from, an IHRT. Authorizes an IHRT to generate revenue to pay for operations through: (1) charging participants account fees; (2) charging authorized IHRT data users for accessing electronic health records; (3) the sale of information; and (4) any other activity determined appropriate by the FTC. Prohibits an IHRT from charging a fee for the transmittal of information from a health care provider to be included in an independent electronic health record. Requires the Secretary of Health and Human Services to establish an Interagency Steering Committee to coordinate the implementation of this Act. Requires the National Committee for Vital and Health Statistics to serve as an advisory committee for IHRTs.

Declares that it is the policy of the United States not to: (1) establish any military installation or base for providing for the permanent stationing of U.S. Armed Forces in Iraq; and (2) exercise U.S. control over Iraqi oil resources. Prohibits any funds made available by any Act of Congress from being obligated or expended to: (1) establish any military installation or base for providing for the permanent stationing of U.S. Armed Forces in Iraq; or (2) exercise U.S. economic control of the oil resources of Iraq.

Benefit Rating Acceleration for Veteran Entitlements Act of 2007 - Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVI (Supplemental Security Income) (SSI) of the Social Security Act to treat as a disability for OASDI and SSI disability payment purposes any service-connected total disability, as rated and certified by the Secretary of Veterans Affairs. Applies the same treatment to related child's insurance and widow's and widower's insurance benefits.

Medicare IVIG Access Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to collect and review data on the differences, if any, between: (1) payments to physicians for immune globulins using average sales price payment methodology; and (2) costs incurred by physicians for furnishing these products. Requires the Secretary, after completion of the review, to provide, if appropriate, an additional payment to such physicians for all items related to the furnishing of immune globulins as part of hospital outpatient services. Provides for Medicare coverage of and payment for intravenous immune globulin (IVIG) administered in the home. Directs the Secretary to conduct two surveys, for reports to Congress, of Medicare and non-Medicare patients who need immune globulins in order to measure changes in patient access to those products (and providers furnishing them), as well as changes in the health care status of those patients.

Housing Fairness Act of 2007 - Instructs the Secretary of Housing and Urban Development to conduct, and report to Congress on, a nationwide testing program to: (1) detect and document differences in the treatment of persons seeking to rent or purchase housing or obtain or refinance a home mortgage loan; (2) measure patterns of adverse treatment because of the race, color, religion, sex, familial status, disability status, or national origin of a renter, home buyer, or borrower; and (3) measure the prevalence of such discriminatory practices across housing and mortgage lending markets. Amends the Housing and Community Development Act of 1987 to reauthorize the fair housing initiatives program. Expresses the sense of Congress that the Secretary should: (1) fully comply with such Act's requirements to establish, design, and maintain a national education and outreach program for the development and dissemination of the fair housing rights of individuals who seek to rent, purchase, sell, or facilitate the sale of a home; (2) use all amounts appropriated for such program; and (3) promulgate regulations on the fair housing obligations of each recipient of federal housing funds to affirmatively further fair housing. Directs the Secretary to implement a competitive matching grant program to assist private nonprofit organizations in: (1) conducting comprehensive studies of specified aspects of the causes and effects of housing discrimination and segregation; and (2) implementing pilot projects that test solutions to help prevent or alleviate housing discrimination and segregation.

Star-Spangled Banner and War of 1812 Bicentennial Commemorative Coin Act - Instructs the Secretary of the Treasury to mint and issue $1 coins in commemoration of the bicentennial of the writing of the Star-Spangled Banner and the War of 1812. Requires a coin design emblematic of the War of 1812, particularly the Battle for Fort McHenry that formed the basis for the Star-Spangled Banner . Authorizes the Secretary to issue the coins only during the calendar year beginning on January 1, 2012. Requires specified surcharges in sales of the coin, which shall be paid to the Star-Spangled Banner and War of 1812 Bicentennial Commission for: (1) the purpose of supporting bicentennial activities; and (2) preservation and improvement activities relating to the sites and structures relating to the War of 1812.

National Affordable Housing Trust Fund Act of 2007 - Amends the Cranston-Gonzalez National Affordable Housing Act to establish in the Treasury a National Affordable Housing Trust Fund available to the Secretary of Housing and Urban Development to provide assistance to states, Indian tribes, insular areas, and participating local jurisdictions to increase the supply of decent quality affordable housing, especially for low-income, extremely low-income, and very poor families.

Victims of Crime Act Preservation Fund Act of 2007 - Excludes receipts and disbursements of the Crime Victims Fund from executive and congressional budgets. Prohibits the consideration of any legislation in the House of Representatives or the Senate that would authorize the use of amounts in the Crime Victims Fund for a purpose not authorized by the Victims of Crime Act of 1984. Allows the Senate to waive or suspend such prohibition by a three-fifths vote.
