Amends the Internal Revenue Code to treat as ordinary income (i.e., income taxed at regular income tax rates) income received by a partner from an investment services partnership interest. Defines "investment services partnership interest" as any interest in a partnership held by a person who provides services to a partnership by: (1) advising the partnership as to the value of specified assets (e.g., real estate, commodities, or options or derivative contracts); (2) advising the partnership about investing in, purchasing, or selling specified assets; (3) managing, acquiring, or disposing of specified assets; or (4) arranging financing with respect to acquiring specified assets.

Severs the United States relations with the Cherokee Nation of Oklahoma until the Cherokee Nation is meeting all of its treaty obligations and other federal statutory obligations, including all obligations with the Treaty of 1866 and has restored the rights of Cherokee Freedmen disenfranchised from the Cherokee Nation in the March 3, 2007, Cherokee Nation vote to remove them from the Cherokee Nation. Requires a report from the Government Accountability Office (GAO) on the Cherokee Nation's expenditure of federal funds, as well as other specified reports from federal agencies, the Secretary of the Interior, and the National Indian Gaming Commission. Suspends the Cherokee Nation's authority to conduct gaming operations until it is in compliance with all treaty and other obligations with the United States. Grants any Cherokee Freedman a private right to bring actions for injunctive relief, declaratory relief, or monetary damages against the Cherokee Nation, officials of the Cherokee Nation, or federal officials. Directs the Attorney General to issue a finding on whether the federal civil rights of the Cherokee Freedmen have been violated by the Cherokee Nation and/or the Department of the Interior.

Local Community Radio Act of 2007 - Repeals provisions in the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 2001, that required the Federal Communications Commission (FCC) to: (1) modify rules authorizing the operation of low-power FM radio stations to prescribe minimum distance separations for third-adjacent channels; (2) prohibit applicants who have engaged in the unlicensed operation of any station from obtaining a low-power FM license; and (3) conduct a program to test whether low-power FM radio stations will result in harmful interference to existing FM radio stations if minimum distance separations for third-adjacent channels are not required. Requires the FCC to modify its rules to eliminate third-adjacent minimum distance separation requirements between specified stations. Requires the FCC to retain rules that provide third-adjacent channel protection for full-power noncommercial FM stations that broadcast radio reading services via a subcarrier frequency from potential low-power FM station interference. Requires the FCC when licensing FM translator stations to ensure: (1) that licenses are available to both FM translator stations and low-power FM stations; and (2) that such decisions are made based on the needs of the local community.

Renewable Energy and Energy Conservation Tax Act of 2007 - Amends Internal Revenue Code provisions relating to renewable energy sources and energy conservation. Extends: (1) the tax credit for producing electricity from renewable resources through 2012; (2) the energy tax credit for investment in solar energy and fuel cell property through 2016; (3) the special rule for treatment of gain from electronic transmission transactions by certain electric utilities through 2009; (4) the tax credit for installing nonhydrogen alternative fuel refueling property through 2010; (5) the income and excise tax credits for biodiesel and renewable diesel used as fuel through 2010; and (6) the tax deduction for energy efficient commercial building expenditures through 2013. Allows new tax credits for: (1) investment in new clean renewable energy bonds, qualified energy conservation bonds, and residential energy efficiency assistance bonds; and (2) the production of plug-in hybrid motor vehicles, cellulosic alcohol fuel, and electricity from marine and hydrokinetic renewable energy sources. Allows a tax exclusion for bicycle commuting reimbursements. Revises certain tax incentives for investment in the New York Liberty Zone. Revises tax credit amounts for certain energy efficient household appliances produced after 2007. Allows a five-year recovery period for the depreciation of qualified energy management devices. Denies a tax deduction for income attributable to the domestic production of oil, natural gas, and any related products. Increases to seven years the amortization period for geological and geophysical expenditures for major integrated oil companies. Revises tax rules relating to foreign oil and gas extraction income and foreign produced fuel used or sold outside the United States.

Airline Flight Crew Technical Corrections Act - Amends the Family and Medical Leave Act of 1993 with respect to hours-of-service requirements airline flight crews must meet to qualify for leave under such Act. Declares that a flight attendant or flight crewmember will be considered to meet such requirements if he or she has been paid for or has worked 60% of the employer's monthly hour or trip guarantee, or the equivalent annualized over the preceding 12-month period.

NASA and JPL 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA) and the Jet Propulsion Laboratory (JPL), to mint and issue $50 gold and $1 silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA and JPL. Requires all such coin sales to include a surcharge of $50 per $50 coin, and of $10 per $1 coin. Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Dorothy Jemison Foundation for Excellence; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.

Authorizes the Secretary of Education to make grants to one or more nonprofit educational organizations established to research, display, interpret, and collect artifacts relating to the history of the Underground Railroad. Requires each grant agreement to require the organization to: (1) establish a facility to house, display, and interpret the artifacts related to the history of the Underground Railroad; (2) demonstrate substantial private support for the facility through the implementation of a public-private partnership between a state or local public entity and a private entity providing certain matching funds; (3) create an endowment to fund shortfalls in the costs of ongoing facility operations; (4) establish a network of satellite centers throughout the United States to help disseminate information regarding the Underground Railroad; and (5) establish the capability to link the facility electronically with other local and regional facilities with interpretive Underground Railroad collections and programs.

340B Program Improvement and Integrity Act of 2007 - Amends the Public Health Service Act to expand the drug discount program to allow participation as a covered entity by certain: (1) children's hospitals; (2) critical access hospitals; (3) entities providing maternal and child health services, community mental health services, or treatment services for substance abuse; (4) Medicare-dependent, small rural hospitals; (5) sole community hospitals; and (6) rural referral centers. Prohibits enrolled hospitals from obtaining covered outpatient drugs through a group purchasing arrangement. Requires the Secretary of Health and Human Services to establish reasonable exceptions to such requirements, including for drugs unavailable through the program and to facilitate generic substitution when a generic covered drug is available at a lower price. Expands the program to include a drug used in connection with an inpatient or outpatient service by enrolled hospitals. (Currently, only outpatient drugs are covered under the program.) Requires hospitals enrolled in the 340B drug discount program to provide to each state a credit on the estimated annual costs to such hospital of single source and innovator multiple source drugs and noninnovator multiple source drugs provided to Medicaid recipients for inpatient use. Sets forth a formula for calculating the credit. Allows a hospital to avoid paying such credits under certain circumstances. Requires the Secretary to: (1) carry out activities to improve compliance by manufacturers and covered entities with the requirements of the drug discount program; and (2) establish an administrative process for resolving claims by covered entities and manufacturers of violations of such requirements. Requires manufacturers to offer each covered entity covered drugs for purchase at or below the applicable ceiling price if such a drug is made available to any other purchaser at any price.

Jubilee Act for Responsible Lending and Expanded Debt Cancellation of 2007 - Amends the International Financial Institutions Act to direct the Secretary of the Treasury, within the Paris Club of Official Creditors, the International Monetary Fund (IMF), the International Bank for Reconstruction and Development (World Bank), and other international financial institutions, to: (1) provide for debt cancellation of eligible low-income countries (as defined by this Act) to such institutions and to the United States; (2) provide for establishment of frameworks for creditor transparency and responsible lending; and (3) provide that such debt cancellation is not conditioned on harmful economic or environmental conditions. Directs the Government Accountability Office (GAO) to audit the debt portfolios of previous governments in certain countries, including South Africa and the Democratic Republic of Congo.

Empowerment Zone and Renewal Community Enhancement Act of 2007 - Amends Internal Revenue Code provisions relating to tax-preferred empowerment zones, rural enterprise communities, and renewal communities to: (1) extend the period of designation for such areas through 2015; (2) provide a safe harbor standard for employee residency requirements in empowerment zones; (3) eliminate certain residency requirements for the empowerment zone employment tax credit; (4) grant authority to expand the boundaries of empowerment zones and enterprise communities, including those located in rural areas; (5) allow carryovers of unused expensing allowances for enterprise zone businesses; (6) allow certain empowerment zone businesses to elect to receive payments in lieu of tax benefits; (7) allow federal guarantees and tax exemptions for enterprise zones and renewal communities; and (8) allow the issuance of tax-exempt rural enterprise community bonds.

National Forest Roadless Area Conservation Act - Identifies roadless areas within the National Forest System set forth in specified maps as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character. Authorizes the Forest Service to modify such maps for the sole purpose of improving their accuracy or inclusiveness. Requires any substantial modification of those maps to be made through the national forest management planning process and documented in an environmental impact statement.

Assured Funding for Veterans Health Care Act - Requires the Secretary of the Treasury to make available to the Secretary of Veterans Affairs for programs, functions, and activities of the Veterans Health Administration for FY2008 130 percent of the amount obligated during FY2006. Adjusts the amount provided for fiscal years after FY2008 based on the number of enrolled veterans and the number of other persons eligible but not enrolled who are provided care, multiplied by the per capita baseline amount for FY2006, as increased by the percentage increase in the Consumer Price Index. Prohibits the availability of such funds for: (1) construction, acquisition, or alteration of veterans' medical facilities (other than for repairs provided for before the date of enactment of this Act); or (2) grants for the construction of state home facilities for the furnishing of veterans' domiciliary, nursing home, and hospital care.

America's Better Classrooms Act of 2007 - Amends the Internal Revenue Code to allow a tax credit for investment in qualified public school modernization bonds, defined to include: (1) bonds for the construction, rehabilitation, or repair of a public school facility or for the acquisition of land for such facility (qualified school construction bonds); and (2) bonds to finance certain academic programs below the postsecondary level in empowerment zones or enterprise communities (qualified zone academy bonds). Establishes a national limitation on the issuance of such bonds and provides for the allocation of bond amounts among the states according to a specified formula. Terminates the authority for issuance of such bonds after 2009. Amends the General Education Provisions Act to apply certain labor standards to public school construction projects financed by this Act. Amends the Workforce Investment Act of 1998 to require states to establish employment and training programs relating to the construction or reconstruction of public school facilities.

Essential Oral Health Care Act of 2007 - Amends title V (Maternal and Child Health Services) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services to award grants to up to six entities to participate as pilot sites for the Community Dental Health Coordinator model developed as a new mid-level allied dental professional who will work in underserved communities where residents have no or limited access to oral health care. Requires the Secretary also to award grants to eligible entities to: (1) purchase portable or mobile dental equipment; and (2) pay for appropriate operational costs for the provision of free dental services to underserved populations. Amends SSA title XIX (Medicaid) and title XXI (State Children's Health Insurance Program (SCHIP)) to provide for an increase in the federal medical assistance percentage (FMAP) for states implementing requirements that ensure that children enrolled in the state Medicaid plan and/or SCHIP have access to oral health care services to the same extent as such services are available to the pediatric population of the state. Amends the Internal Revenue Code to allow a tax credit for the donation of qualified dental services to qualified low income individuals.

Expresses: (1) concern over the emerging national security implications of the relationships between the leaders of Iran and regimes in the Western Hemisphere like Venezuela; and (2) support for the people of Iran and Venezuela as they strive for freedom, respect for human rights and civil liberties. Supports the existing counterterrorism efforts of Latin American countries. Emphasizes the importance of eliminating Hizbollah's financial network in the tri-border region of South America and throughout the Western Hemisphere. Recommends that the President of the United States create more mechanisms for joint counterterrorism operations and intraregional information sharing among supportive countries in the Western Hemisphere, especially in light of Iran's increased involvement in the region.

Recognizes the historical significance to the nation, and supports the continued celebration, of Juneteenth Independence Day (June 19, 1865, the day Union soldiers arrived in Galveston, Texas, with news that the Civil War had ended and that the enslaved African Americans were free). Declares the sense of Congress that: (1) history should be regarded as a means for understanding the past and more effectively facing the challenges of the future; and (2) the celebration of the end of slavery is an important and enriching part of the history and heritage of the United States.

Clean Water Restoration Act of 2007 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to replace the term "navigable waters," throughout the Act, with the term "waters of the United States," defined to mean all waters subject to the ebb and flow of the tide, the territorial seas, and all interstate and intrastate waters and their tributaries, including lakes, rivers, streams (including intermittent streams), mudflats, sandflats, wetlands, sloughs, prairie potholes, wet meadows, playa lakes, natural ponds, and all impoundments of the foregoing, to the fullest extent that these waters, or activities affecting them, are subject to the legislative power of Congress under the Constitution. Declares that nothing in such Act shall be construed as affecting the authority of the Secretary of the Army or the Administrator of the Environmental Protection Agency (EPA) under the provisions of the Federal Water Pollution Control Act related to discharges: (1) composed entirely of agricultural return flows; (2) of stormwater runoff from oil, gas, and mining operations; or (3) of dredged or fill materials resulting from normal farming, silviculture, and ranching activities or from activities with respect to which a state has an approved program, or for the purposes of maintenance of currently serviceable structures or drainage ditches, construction or maintenance of farm or stock ponds, irrigation ditches, or farm, forest, or temporary roads for moving mining equipment, or construction of temporary sedimentation basins on construction sites.

Calls upon the government of the People's Republic of China (PRC) to condemn the atrocities taking place in Darfur, Sudan, and end military and economic assistance to the government of Sudan until Sudan stops civilian attacks and engages in peace negotiations. Recognizes the close relationship between the PRC and Sudan and urges the PRC to use its political, international, and economic influence to stop the violence in Darfur, Sudan. Recognizes that the spirit of the Olympics, which is to bring together nations and people from all over the world in peace, is incompatible with actions supporting acts of genocide.

Student Bill of Rights - Directs the Secretary of Education to make annual determinations as to whether each state's public school system provides all its students with educational resources to succeed academically and in life. Requires such education to enable students to: (1) acquire knowledge and skills necessary for responsible citizenship; (2) meet challenging academic achievement standards; and (3) compete and succeed in a global economy. Requires each system to do so through: (1) providing specified fundamentals of educational opportunity to students at each public elementary and secondary school; (2) providing educational services in school districts that receive funds for disadvantaged students that are, taken as a whole, at least comparable to educational services provided in school districts not receiving such funds; and (3) complying with any final federal or state court order in any matter concerning the adequacy or equitableness of the system. Requires withholding of specified portions of its federal funding for administrative expenses if a system: (1) fails to meet a yearly interim goal; (2) does not remedy, after two school years, a failure to provide comparable educational services to schools that receive funds for disadvantaged children; or (3) does not comply with a court order. Allows students or parents aggrieved by violations of this Act to bring civil actions for enforcement in federal district courts. Directs the Commissioner of Education Statistics to study the effects of educational disparities on economic growth and on national defense.

Uterine Fibroid Research and Education Act of 2007 - Requires the Director of the National Institutes of Health (NIH) to expand, intensify, and coordinate programs for the conduct and support of uterine fibroids research. Directs the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to develop and disseminate to the public information regarding uterine fibroids, including information on: (1) the incidence and prevalence of uterine fibroids among women; (2) the elevated risk for minority women; and (3) the availability of a range of treatment options. Requires the Secretary, acting through the Administrator of the Health Resources and Services Administration (HRSA), to develop and disseminate uterine fibroids information to health care providers.

Syria Accountability and Liberation Act - States that U.S. sanctions, controls, and regulations relating to Syria shall remain in effect until the President certifies that Syria has ceased support for terrorism, has dismantled biological, chemical, or nuclear weapons programs and has committed to combat their proliferation, respects the boundaries and sovereignty of all neighboring countries, and upholds human rights and civil liberties. Imposes specified trade, assistance, and military sanctions, as appropriate, on persons or countries that transfer goods or technology so as to contribute to Syria's biological, chemical, nuclear, or advanced conventional weapons programs. Imposes specified sanctions aimed at Syria's energy sector. Sets forth diplomatic measures intended to isolate the government of Syria. Directs the President to provide assistance to support a democratic transition in Syria. Authorizes appropriations.

Breastfeeding Promotion Act of 2007 - Amends the Civil Rights Act of 1964 to include lactation (breastfeeding, including expression of milk) as protected conduct under such Act. Amends the Internal Revenue Code to allow employers a business tax credit for breast pumps and other equipment to assist employed mothers to breastfeed or express milk for their children and for consultation services relating to breastfeeding. Safe and Effective Breast Pumps Act - Directs the Secretary of Health and Human Services to: (1) put into effect a performance standard for breast pumps irrespective of the class to which the breast pumps have been classified under the Federal Food, Drug, and Cosmetic Act; and (2) issue a compliance policy guide which will assure that women who want to breastfeed a child are given full and complete information respecting breast pumps. Expands the definition of medical care in the Internal Revenue Code for purposes of the tax deduction for medical expenses to include qualified breastfeeding equipment and services.

Retirement Security for Life Act of 2007 - Amends the Internal Revenue Code to allow an exclusion from gross income for 50 percent of the amount otherwise includible in gross income as guaranteed payments from certain annuity or life insurance contracts. Limits the amount of such exclusion to $20,000 in any taxable year. Provides for an inflation adjustment of the $20,000 limitation beginning in 2009.

Diabetes Prevention Access and Care Act of 2007 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to: (1) conduct, coordinate, and support research and other activities with respect to pre-diabetes and diabetes in minority populations; and (2) conduct and support programs to treat diabetes in minority populations. Requires the Director of NIH, through the National Center on Minority Health and Health Disparities, to provide for: (1) health care professionals' mentoring; and (2) minority health professionals' participation in diabetes-focused research programs. Directs the Diabetes Mellitus Interagency Coordinating Committee to develop and implement a federal plan to address diabetes mellitus within communities of color. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) conduct and support research and other activities with respect to diabetes in minority populations; (2) direct the Division of Diabetes Translation to conduct and support programs to educate the public on diabetes in minority populations; and (3) carry out diabetes health promotion and prevention programs for minority populations. Directs the Secretary to carry out: (1) education and awareness programs designed to increase participation of minority populations in clinical trials; and (2) mentorship programs for minority researchers who are conducting research on diabetes in minority populations. Provides for studies on the shortage of adult and pediatric endocrinologists specializing in diabetes and on outcomes of minority children with diabetes compared to non-minority children.

Hopewell Culture National Historical Park Boundary Adjustment Act - Modifies the boundary of the Hopewell Culture National Historical Park in Ohio to include certain lands marked for inclusion in the Park. Permits the acqusition of lands added under this Act only from willing sellers.

Sgt. Jonathan Schulze Military Health Services Improvement Act of 2007 - Directs the Secretary of Defense to prescribe a requirement that members of the Armed Forces: (1) deploying to a combat theater receive a pre-deployment mental health evaluation conducted by a qualified mental health professional; and (2) returning from service of more than 30 days in a combat theater, or injured in a combat theater, receive a post-deployment combat stress evaluation conducted by a qualified mental health professional. Directs the Secretary to implement a program designed to: (1) raise awareness about mental health issues that members may encounter during and after deployment; and (2) reduce the stigma associated with mental health care. Directs the Secretary to develop a program to improve awareness of the availability of mental health services for, and warning signs about mental health problems in, dependents of members who served or will serve in a combat theater during the previous or next 60 days. Requires such program to include a toll-free number and informational website. Directs the Secretary: (1) and the Secretary of Veterans Affairs to enter into a memorandum of understanding to improve the transition of mental health-related cases from the Department of Defense (DOD) to the Department of Veterans Affairs (VA); (2) of Veterans Affairs to implement a pilot program to treat female victims of combat stress; (3) to create an information clearinghouse to improve the availability of information about mental health professionals who treat combat stress; and (4) to provide for the availability (for afour-year period) of mental health services under the TRICARE program (a DOD managed health care program) for reserve personnel who performed certain active duty (and their family members).

Feeding America's Families Act of 2007 - Amends the Food Stamp Act of 1977 with respect to: (1) inflation adjustments; (2) standard deduction increases; (3) combat pay, retirement account, and education account exclusions; (4) minimum benefit increases; (5) countable resource increases; (6) legal immigrant eligibility; (7) work requirements; (8) state option to provide food assistance to foster community reintegration; (9) program administration; (10) cash payment pilot projects; (11) food stamp program reauthorization; (12) block grants for Puerto Rico and American Samoa; (13) outreach; (14) food stamp use at farmers' markets; (15) community food projects, community food assistance, and food bank infrastructure; (16) creation of the national food for the hungry transportation, self-help, and job-training fund; and (17) hunger-free communities collaborative grants. Establishes in the Department of Agriculture the Bill Emerson National Hunger Fellowship Program and the Mickey Leland International Hunger Fellowship Program. Amends the Farm Security and Rural Investment Act of 2002 to repeal the hunger fellowship program. Amends the Agriculture and Consumer Protection Act of 1973 to extend the commodity supplemental food program.

Clean Water Protection Act - Amends the Federal Water Pollution Control Act (popularly known as the Clean Water Act) to define "fill material" to mean any pollutant that replaces portions of waters of the United States with dry land or that changes the bottom elevation of a water body for any purpose and to exclude any pollutant discharged into the water primarily to dispose of waste.

Investment in America Act of 2007 - Amends the Internal Revenue Code to: (1) increase from 12 to 20% the rate of the alternative simplified tax credit for research expenses; (2) make permanent the tax credit for increasing research activities; and (3) repeal the alternative incremental tax credit for research expenses.

Internet Gambling Study Act - Requires the National Research Council of the National Academy of Sciences to conduct a comprehensive study of Internet gambling, including the existing legal framework that governs such activities and transactions and the impact of the Unlawful Internet Gambling Enforcement Act on Internet gambling in the United States.

Freight Rail Infrastructure Capacity Expansion Act of 2007 - Amends the Internal Revenue Code to allow: (1) a tax credit for 25% of the cost of new qualified freight rail infrastructure property and qualified locomotive property; and (2) a taxpayer election to expense the cost of qualified freight rail infrastructure property (i.e., deduct all costs in the current taxable year). Terminates such credit and expensing election after 2012.

Federal Railroad Safety Improvement Act of 2007 - Establishes the Federal Railroad Safety Administration within the Department of Transportation (effectively replacing the Federal Railroad Administration). Directs the Secretary of Transportation to develop a long-term strategy for improving railroad safety. Redefines "signal employee" to eliminate the requirement that such individual be employed by a railroad carrier. Revises hours of service requirements for a signal employee and a train employee to prohibit, except in an emergency, a railroad carrier from requiring or allowing such employee to remain or go on duty: (1) unless the employee has had at least 10 consecutive hours off duty during the prior 24 hours; (2) for a period in excess of 12 consecutive hours; or (3) unless the employee has had at least one period of at least 24 consecutive hours off duty in the past seven consecutive days. Requires each railroad carrier to submit to the Secretary a fatigue management plan to reduce accidents and injuries caused by fatigue. Sets forth additional whistleblower protections for those who provide notification of a work-related injury or illness, who cooperate with a safety investigation, who furnish rail accident information, who accurately report hours of duty, or who refuse to authorize the use of safety equipment, track, or structures that are in a hazardous condition. Entitles a prevailing employee who alleges discrimination to damages. Sets forth criminal penalties for violations of such requirements. Revises emergency notification of grade crossing problems provisions to require each railroad carrier to establish a toll-free telephone service for the public to report malfunctions of signals and disabled vehicles blocking railroad tracks at grade crossings. Increases penalties for violations of rail safety regulations prescribed or orders issued by the Secretary, including violations related to rail accident reporting and hours of service. Makes it unlawful for a person to knowingly interfere with a rail accident investigation. Sets forth rail safety requirements concerning: (1) positive train control systems; (2) warnings in nonsignaled areas; (3) track management; (4) conductor certification; (5) employee training; (6) treatment of employee injuries; (7) emergency breathing apparatus; and (8) the locomotive cab environment. Rail Passenger Disaster Family Assistance Act of 2007 - Directs the National Transportation Safety Board (NTSB) to provide certain assistance to families of passengers involved in a rail passenger accident that results in a major loss of life. Requires each rail passenger carrier to submit to the Secretary and the NTSB a plan for addressing the needs of such families.

Expresses the sense of Congress that, as the leaders of the United States and the Republic of India have expressed commitment to the values of human freedom, democracy, and the rule of law, it is in U.S. interests to address the treatment of the Dalits and Tribals in India by: (1) raising the issue of caste discrimination and untouchability; (2) inviting Dalit organizations to participate in the planning and implementation of U.S. development projects; (3) prioritizing funding for projects that positively impact Dalit and Tribal communities, especially women; (4) ensuring that anyone receiving U.S. government funds in India is aware that it is U.S. policy that caste discrimination is unacceptable; (5) ensuring that qualified Dalits are not discouraged from working with the U.S. government or U.S.-funded organizations in India; and (6) discussing the issue of caste in the context of congressional delegations.

New Markets Tax Credit Extension Act of 2007 - Amends the Internal Revenue Code to: (1) extend the new markets tax credit through 2013; and (2) provide for an inflation adjustment to the limitation amount for such credit after 2008.

Predatory Mortgage Lending Practices Reduction Act - Amends the Real Estate Settlement Procedures Act of 1974 to prohibit any person, in connection with a subprime federally related mortgage loan, from providing mortgage lending services or mortgage brokerage services unless such person is certified by the Secretary of Housing and Urban Development as having been adequately trained with regard to subprime lending. Amends the Truth in Lending Act to require lenders to establish a best practices plan, meeting certain criteria, to ensure compliance with such Act for high cost mortgages. Proscribes unfair or deceptive acts or practices in providing: (1) mortgage lending services for either a subprime federally related mortgage loan; (2) mortgage brokerage services for such a loan; and (3) appraisal of a property offered as security for repayment of the loan. Sets forth civil penalties for violations. Consumer Fairness Act - Amends the Consumer Credit Protection Act to declare unenforceable a written provision in any consumer contract or transaction which requires binding arbitration to resolve any controversy arising out of such transaction or contract, or the refusal to perform all or any part of the transaction. (Permits post-controversy arbitration agreements.) Amends the Community Development Banking and Financial Institutions Act of 1994 to authorize the Community Development Financial Institutions Fund to make grants to nonprofit community development corporations to educate and train borrowers and community groups regarding illegal and inappropriate predatory lending practices.
