Repeals the Authorization for Use of Military Force 240 days after enactment of this Act and provides that such repeal shall apply to each operation or other action being carried out pursuant to such Authorization initiated before such date.

Amends the Real Estate Settlement Procedures Act of 1974 to direct the Consumer Financial Protection Bureau (CFPB) to provide either exemptions or adjustments from the mortgage loan servicing and escrow account administration requirements of the Act for servicers that annually service 20,000 or fewer mortgage loans.

Traveling Exotic Animal Protection Act - Amends the Animal Welfare Act to prohibit an exhibitor from allowing for the participation of an exotic or wild animal (including a non-human primate) in an animal act if, during the 15-day period preceding such participation, such animal was traveling in a mobile housing facility, unless the use of such animal is: (1) in an exhibition at a non-mobile, permanent institution or facility; (2) a part of an outreach program for educational or conservation purposes by an accredited zoo or aquarium and such animal is not kept in a mobile housing facility for more than 12 hours a day; (3) by a university, college, laboratory, or other research facility registered with the Secretary of Agriculture (USDA); (4) in film, television, or advertising if such use does not involve a live public exhibition; or (5) in a rodeo. Subjects a traveling circus or exhibitor that fails to comply with this Act to specified penalties.

United States International Communications Reform Act of 2014 - Revises U.S. international broadcasting and communications structures, missions, and objectives. Repeals the United States International Broadcasting Act of 1994, and amends the United States Information and Educational Exchange Act of 1948. Replaces the Broadcasting Board of Governors with the United States International Communications Agency, and establishes in the Agency a Board of Directors and a Chief Executive Officer. Expresses the sense of Congress that the Voice of America (VOA): (1) has been an indispensable element of U.S. foreign policy and public diplomacy efforts and should remain the flagship brand of the Agency; and (2) would benefit from a recalibration of federal international broadcasting agencies and resources which would provide it with greater mission focus and flexibility. Expresses the sense of Congress that RFE/RL, Incorporated, Radio Free Asia, and the Middle East Broadcasting Network share a common mission with distinct geographic foci, and should therefore be merged into a single organization with distinct marketing brands to provide news and related programming and content in countries where free media are not established. Consolidates RFE/RL Incorporated, Radio Free Asia, and the Middle East Broadcasting Network into the (non-federal agency) Freedom News Network. States that RFE/RL, Incorporated, Radio Free Asia, and the Middle East Broadcasting Network shall remain brand names under which news and related programming and content may be disseminated by the Network. Sets forth Agency, VOA, and Network requirements regarding: (1) duties and authorities, (2) programming and policy objectives, (3) administration and reporting, and (4) coordination.

Africa Counter Terrorism Initiative Act - Directs the Secretary of Defense (DOD) to develop, submit to Congress, and implement within one year after enactment of this Act a plan to transfer the headquarters of AFRICOM from Stuttgart, Germany, to a location in the continental United States. Requires the plan to provide for: (1) the 65th Air Base Wing to be an AFRICOM asset; (2) AFRICOM permanent assets to be located at Lajes Field, Azores, Portugal; (3) the transfer of U.S. assets at Lajes Field from United States European Command to AFRICOM for purposes of being the forward operating location, logistical hub, and location of AFRICOM assets; and (4) the relocation of the Special-Purpose Marine Air-Ground Task Force Crisis Response (SP-MAGTF CR) from Moron Air Base, Spain, to Lajes Field. Directs the Secretary to conduct a review of the Agreement on Cooperation and Defense Between the United States and Portugal, signed at Lisbon on June 1, 1995, to ensure that such Agreement accurately reflects and accounts for such plan. Requires Lajes Field to continue operating 24 hours a day, at or above its 2012 levels of readiness, effective until at least the date of completion of the 2018 quadrennial defense review.

Acre in, Acre Out Act - Prescribes a new requirement for the acquisition of land by the Secretary of the Interior or the Secretary of Agriculture (USDA) that would result in a net increase of total land acreage under the jurisdiction of the National Park Service, the U.S. Fish and Wildlife Service, the Bureau of Land Management (BLM), or the Forest Service. Requires the Secretary concerned to offer for sale an equal number of acres of federal land that is under the same jurisdictional status. Exempts from this requirement any easements acquired to facilitate management of federal lands. Requires land sold pursuant to this Act to be offered for sale: (1) at fair market value (based on local comparable sales); and (2) at a price reduced by 10% each month if the land is not sold or under contract six months after it was first offered for sale. Declares that time periods during which such land is under contract or withdrawn from the market shall not be counted for price reduction purposes. Requires all net proceeds from the sale of federal lands pursuant to this Act to be deposited directly into the Treasury for reduction of the public debt.

Requires the task force to make recommendations: (1) to establish the Agent Orange Illness Compensation Program to provide an exposed veteran or eligible survivor a lump sum payment for the veteran's injury, illness, or death; (2) for the establishment of a national outreach and education campaign to communicate information about Agent Orange exposures and health conditions to veterans who are affected by incidents of toxic exposures and their families; (3) for compensation and health care for individuals with Spina Bifida, birth defects, or other illnesses who are the children or descendants of members of the Armed Forces who served in Vietnam or in or near the demilitarized zone in Korea during certain time periods determined by the task force; and (4) for the establishment of a unified policy to deal with the consequences of exposure to hazardous materials in the military. Terminates the task force not later than two years after its establishment.

Veterans Information Security Improvement Act

Veterans Information Security Improvement Act - Directs the Secretary of Veterans Affairs to: (1) carry out certain information security activities, (2) ensure that officials and staff of the Department of Veterans Affairs (VA) possess specified qualifications in such areas, and (3) coordinate the staffing of related information technology and security offices. Requires the Secretary to ensure that: (1) the Assistant Secretary for Information and Technology, the head of the Office of Information Security (OIS), and relevant field staff possess certain levels of information technology education, certifications, and experience; (2) Office of Information and Technology (OIT) staff are assigned to the OIS; and (3) subordinate OIT offices maintain appropriate information security functions. Directs the Secretary to ensure that subordinate OIT offices maintain functions to: (1) integrate the VA's security architecture into the VA's overall enterprise architecture strategy, (2) restrict the development of new data warehouses and data marts holding sensitive personal information of veterans, and (3) reduce the number of data marts holding such personal information. Defines: (1) "data mart" as a subset of a data warehouse that contains information for a specific entity of an organization rather than the entire organization, and (2) "data warehouse" as a collection of data designed to support management decision making that contains a wide variety of data presenting a coherent picture of business conditions for an entire organization at a single point in time and whose development includes systems to extract data from operating systems plus installation of a warehouse database system that provides managers flexible access to the data. Requires the Secretary to safeguard VA network infrastructure, computers, and servers. Directs the Secretary to protect the confidentiality of sensitive personal information of veterans by: (1) providing upgrades or phaseouts of outdated or unsupported operating systems to protect against harmful viruses and malicious software, and (2) securing VA web applications and the Veterans Health Information Systems and Technology Architecture (commonly referred to as the "Vista system," which allows for an integrated inpatient and outpatient electronic health record for patients and provides administrative tools to VA employees). Directs the Secretary to submit certifications to Congress regarding the VA's compliance with information security requirements, including actions required by the National Institute of Standards and Technology (NIST) and the Office of Management and Budget (OMB). Requires the Secretary to submit monthly reports to Congress regarding security vulnerabilities discovered after performing regular scans of VA computers and servers.

Requires the appropriate Secretary to make available for public comment with any proposed rule to designate a critical habitat a draft analysis that: (1) examines the incremental and cumulative economic effects of all actions to protect the species and its habitat upon each state and locality that is affected by the proposed designation; (2) includes consideration of economic effects on possible uses of land and property values, employment, revenues available for state and local governments, and the provision of water, power, or other public services; and (3) assesses those effects on a quantitative and qualitative basis.

Prohibits the Secretary from considering the results of such assessment in determining the assignment or promotion of a member of the Armed Forces. Directs the Secretary to treat such assessment in the same manner as medical records with respect to laws and regulations relating to the privacy of information. Requires the National Institute of Mental Health of the National Institutes of Health (NIH) to submit to Congress and the Secretary of Defense (DOD) a report on preliminary mental health assessments of members of the Armed Forces, including recommendations regarding: (1) establishing a preliminary mental health assessment of members of the Armed Forces to establish parity with physical screenings; and (2) the composition of the mental health assessment, best practices, and how to track assessment changes relating to traumatic brain injuries, post-traumatic stress disorder, and other conditions.

Ensuring Veterans' Resiliency Act - Directs the Secretary of Veterans Affairs to carry out a three-year pilot program to repay loans used to finance education regarding psychiatric medicine that are obtained from a governmental entity, private financial institution, school, or other authorized entity. Requires an individual, to be eligible to obtain such a loan repayment, to: (1) be either licensed (or eligible for licensure) to practice psychiatric medicine in the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA) or enrolled in the final year of a residency program leading to a specialty qualification in psychiatric medicine that is approved by the Accreditation Council for Graduate Medical Education; and (2) demonstrate a commitment to a long-term career as a psychiatrist in the VHA, including through a period of obligated service. Directs the Secretary to select at least 10 individuals to participate in each year of the program. Allows a loan repayment to consist of payment of the principal, interest, and related expenses of such a loan. Prohibits the Secretary from paying more than $60,000 on behalf of the individual for each year of obligated service the individual agrees to serve. Makes an individual who participates in the pilot program who fails to satisfy the service commitment liable for prorated loan repayment. Prohibits an individual who is participating in any other federal program that repays his or her educational loans from participating in the program under this Act. Directs the Comptroller General (GAO) to conduct a study of pay disparities among VHA psychiatrists.

Student Loan Fair Prepayment Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to require that when the holder of a borrower's loans under the Federal Family Education Loan (FFEL) or William D. Ford Federal Direct Loan (DL) programs receives a prepayment for such loans, it is to be applied first toward any fees due on such loans and then, unless the borrower requests otherwise, toward the principal due on the loan that bears the highest interest rate. Makes that requirement inapplicable to income-based or income contingent repayment plans for FFELs or DLs. Requires an institution of higher education holding a borrower's loans under the Federal Perkins Loan program to first apply any excess payments by the borrower toward any fees due on such loans and then, unless the borrower requests otherwise, toward the principal due on the loan that bears the highest interest rate. Amends the Truth in Lending Act to require a private education loan holder that holds more than one private education loan for a borrower to apply any prepayments on those loans first toward any fees due on such loans and then, unless the borrower requests otherwise, toward the principal due on the loan that bears the highest interest rate.

Requires the Secretary of Health and Human Services (HHS), in applying requirements for the excess readmission ratio, to provide for a risk adjustment that will take into account a hospital's proportion of inpatients who are full-benefit dual eligible individuals (eligible for both Medicare and Medicaid under SSA title XIX) in order to ensure that hospitals that treat the most vulnerable populations are not unfairly penalized. Directs the Medicare Payment Advisory Commission (MEDPAC) to study the appropriateness of using a threshold of 30 days for readmissions under the program. Directs the Secretary, in promulgating regulations for the hospital readmission reduction program, to consider the use of V codes for potential exclusions of cases involving noncompliant patients in promulgating applicable regulations.

Lake Berryessa Recreation Enhancement Act of 2014 - Transfers the administrative jurisdiction over specified water and land that is within or adjacent to Lake Berryessa in California from the Bureau of Reclamation to the Bureau of Land Management (BLM) for administration as the Lake Berryessa Recreation Area. Directs the Secretary of the Interior to act in accordance with any existing agreement with any organization for the management of campgrounds and marinas located in the Area. Authorizes the Secretary to develop a management plan for the Area as a new document or by adopting the recreational use plan adopted by the Bureau of Reclamation on June 2, 2006. Declares that, nothing in this Act or any subsequent management plan shall impair the ability of the Bureau of Reclamation and its managing partners to operate, maintain, or manage Monticello Dam, Lake Berryessa, and other Solano Project facilities in accordance with that project's authorized purposes. Requires the Commissioner of Reclamation to continue to administer and operate the Dam and any power facility related to it. Authorizes the Secretary to establish, modify, charge, and collect recreation or concession fees at the Area in accordance with the Federal Lands Recreation Enhancement Act. Permits the Secretary to retain such fees for purposes of managing the Area.
