Constitutional Amendment This joint resolution states that the only source of funding to directly or indirectly support or oppose a campaign for election to public office shall be either contributions by individual citizens to the principal campaign committee controlled by the candidate or funds provided under a system of public election financing or voter education established by Congress, the state, or other jurisdiction as appropriate. The only source of funding that may be used to directly or indirectly support or oppose a ballot measure to amend a state constitution or other initiatives or referenda shall be either contributions made by individuals who are eligible to vote on the measure or funds provided under a system of public election financing or voter education established by the state. Congress, the states, and local jurisdictions shall establish limits on the amount of contributions individuals may make with respect to a single campaign for election to federal, state, or local office, respectively, including limits on the amount of contributions an individual who is a candidate for such office may make with respect to the individual's own campaign, and the states and local jurisdictions shall establish limits on the amount of contributions individuals may make with respect to a ballot measure.

Directs the President to remove U.S. Armed Forces from hostilities in Yemen, except for Armed Forces engaged in operations authorized under the 2001 Authorization for Use of Military Force, within 30 days unless and until a declaration of war or specific authorization for such use has been enacted into law.

Violence Against Women Veterans Act This bill requires the Department of Veterans Affairs (VA) to carry out a program to assist veterans who have experienced domestic violence or sexual assault access VA benefits. The VA shall establish a national task force to address domestic violence and sexual assault among veterans and conduct a study to determine the scope of the problem.

Hurricane Florence Tax Relief Act This bill amends the Internal Revenue Code to allow various tax credits, deductions, and modifications to existing rules for individuals and businesses affected by Hurricane Florence. With respect to individuals and businesses in the affected areas, the bill: waives the 10% additional tax on early distributions from retirement plans for up to $100,000 in distributions made on or after September 13, 2018, and before January 1, 2020; permits individuals to recontribute funds to retirement plans if the funds were distributed for a home purchase in a Hurricane Florence disaster area that was cancelled on account of the hurricane; increases the limit and extends the repayment deadline for loans from retirement plans; allows an employee retention tax credit for a portion of the wages paid to an employee whose principal place of employment on specified dates was in a Hurricane Florence disaster zone; temporarily suspends the limitation on charitable contributions for relief efforts in the Hurricane Florence disaster area; modifies the rules for the deduction for personal casualty losses; and allows taxpayers to use earned income from the immediately preceding year for the purpose of determining earned income for the earned income tax credit and the child tax credit.

Expresses the sense of the House of Representatives that the President is required to: (1) seek congressional authorization prior to any engagement of the U.S. Armed Forces against Syria, Iran, or Russia; and (2) consult with Congress before introducing the U.S. Armed Forces into situations of hostilities. Expresses the sense of the House that the use of the U.S. Armed Forces without congressional authorization is illegal and unconstitutional.

Iran Payments Accountability Act of 2018 This bill requires the Office of the Director of National Intelligence (ODNI) to determine if the Government of Iran uses certain funds to: (1) sponsor any foreign terrorist organization or Iran's Revolutionary Guard Corps, (2) engage in violence or hostilities against U.S. civilians or service members, (3) conduct military operations in Syria, or (4) facilitate illicit narcotics activities. The applicable funds are those received by Iran as sanction relief or as a cash payment from the United States in 2016. The Department of State must demand repayment of funds from the Government of Iran if the ODNI determines funds were used for such actions.

Full Military Honors Act of 2018 This bill provides full military honors for the funeral of an eligible veteran who: is first interred or inurned in Arlington National Cemetery on or after enactment of this bill, was awarded the medal of honor or the prisoner-of-war medal, and is not entitled to full military honors because of such veteran's grade.

Preventing Additional Printing of Electronic Records Act of 2018 or the PAPER Act of 2018 This bill limits the printing of the Congressional Record and the calendars of the House of Representatives by requiring the offices that receive printed copies to request the copies.

Amends Rule XXV (Limitations on Outside Earned Income and Acceptance of Gifts) of the Rules of the House of Representatives to prohibit a Member, Delegate, Resident Commissioner, officer, or employee of the House from serving as an officer or member of the board of any publicly held or publicly regulated corporation, financial institution, or business entity. Specifies that this prohibition shall not apply, however, to uncompensated service as an officer or member of the board of an organization that is either tax-exempt or principally available to Members or employees of the House.

Sex Offender Registration and Victim Protection Act of 2018 This bill requires aliens who are registered sex offenders and are subject to removal to provide additional information for inclusion in the sex offender registry, including the alien's registration number, country of nationality, immigration status, and biometric information.

Tomb of the Unknown Soldier Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 100,000 $1 coins in commemoration of the centennial of the establishment of the Tomb of the Unknown Soldier. All sales of such coins shall include a surcharge of $10 for each coin. All surcharges received by Treasury from the sale of such coins must be paid to the National World War I Museum and Memorial to assist in the commemoration of the centennial.

Camp Lejeune Family Member Protection Act This bill amends the federal judicial code to authorize a new tort claim against the United States. Specifically, it allows a tort claim for damages related to the injuries or death of a member of the U.S. Armed Forces caused by a negligent or wrongful act and arising out of a violation of environmental law.

AG and Legal Workforce Act This bill establishes a new H-2C nonimmigrant visa for aliens coming temporarily to the United States to perform agricultural labor or services. In addition, the bill (1) directs the Department of Homeland Security to create an electronic employment-eligibility confirmation system modeled after the E-Verify system, and (2) mandates the use of such a system by employers.

Go to Washington, Go to Work Act This bill prohibits Members of Congress and congressional candidates from soliciting campaign funds while the chamber of Congress in which the Member serves, or in which the candidate seeks to serve, is in session.

Amends Rule XXIII (Code of Official Conduct) of the Rules of the House of Representatives to prohibit a Member, Delegate, or Resident Commissioner from soliciting any funds in connection with an election for federal, state, or local office on any day that the House is in session. Excludes days on which the House convenes solely in a pro forma session.

Department of Energy Veterans' Health Initiative Act This bill directs the Department of Energy (DOE) to establish a research program in artificial intelligence and high-performance computing that is focused on the development of tools to: (1) solve big data challenges associated with veterans' health care, and (2) support the Department of Veterans Affairs in identifying potential health risks and challenges. DOE shall carry out a pilot program to develop tools for big data analytics in order to advance artificial intelligence technologies to solve complex big data challenges.

Weigh Habitats Offsetting Locational Effects Act of 2018 or the WHOLE Act of 2018 This bill amends the Endangered Species Act of 1973 to revise the process by which the Department of the Interior or the Department of Commerce, as appropriate, reviews an agency action to determine whether the action is likely to jeopardize the continued existence of an endangered or threatened species or result in the destruction or adverse modification of the critical habitat of the species. Specifically, the bill requires the appropriate department, when making such a determination, to consider the offsetting effects of protection or conservation measures that are already in place or proposed to be implemented as part of the action.

Return Expenses Paid and Yielded Act or the REPAY Act This bill modifies certification and reporting requirements relating to certain sales of major defense equipment. It requires a review and report on options for expansion of the use of administrative surcharges under the foreign military sales program, monitoring on the performance of such program, and a report and briefing for determining the future-year needs for administrative surcharges under such program.

Repelling Encroachment by Foreigners into U.S. Elections Act or the REFUSE Act This bill (1) expands the ban on contributions by foreign nationals to elections to include corporations subject to specified levels of ownership or control by foreign nationals or governments; (2) prohibits certain types of tax-exempt, foreign-affiliated organizations from taking certain campaign-related actions, such as contributing to a super political action committee (super PAC); and (3) prohibits foreign nationals from participating in the decision-making process with regard to any person's election-related activities. The bill also makes various changes to the Foreign Agents Registration Act of 1938 (FARA), such as by (1) repealing an exemption from FARA requirements for individuals registered as lobbyists, and (2) expanding filing and labeling requirements related to the transmission of informational materials in the interests of a foreign principal.

History and Tradition Protection Act of 2018 This bill provides that, regarding a civil action for deprivation of rights under color of law, the remedies with respect to a claim shall be limited to injunctive and declaratory relief where the deprivation consists of a violation of a prohibition in the Constitution against the establishment of religion. No fees shall be awarded in proceedings in vindication of civil rights with respect to such a claim concerning the actions of states and localities. With regard to a claim brought against the United States or a federal official acting in his or her official capacity, the bill prohibits the award of reasonable fees and expenses of attorneys to the prevailing party.

Equal Protection of Unaccompanied Minors Act This bill establishes rules for the care of unaccompanied alien children (under age 18) in detention. It also revises rules for the detention of aliens who commit violent crimes and expands the grounds of inadmissibility and deportability for alien gang members. The bill revises asylum provisions and imposes criminal penalties for asylum fraud.

Strengthening the Tenth Amendment Through Entrusting States Act or the STATES Act This bill eliminates regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act for marijuana-related conduct and activities that are authorized by state or tribal law, subject to specified exceptions.

Nonprofits Support Act This bill amends the Internal Revenue Code to modify the requirements for determining the unrelated business taxable income of tax-exempt organizations. The bill repeals provisions that: (1) require organizations with more than one unrelated trade or business to compute unrelated business taxable income separately for each trade or business; and (2) increase unrelated business taxable income by the amount of expenses paid or incurred by an organization for certain fringe benefits for which a tax deduction is not allowed, including benefits relating to transportation, parking, or an on-premises athletic facility.

Declares that if the President initiates wars without prior congressional declarations, such action shall constitute impeachable "high crimes and misdemeanors," which shall cause the House of Representatives to vote articles of impeachment. Prohibits the President from making the United States a co-belligerent in an ongoing war without a congressional declaration.

Department of Defense Service Dog Training Therapy Act This bill requires the Defense Health Agency of the Department of Defense (DOD) to carry out a program under which members of the Armed Forces with post-traumatic stress disorder or other post-deployment mental health conditions train service dogs for veterans with disabilities. DOD shall carry out the program in a manner that ensures that such training is a form of therapy that addresses such post-traumatic stress disorder or other post-deployment mental health conditions.

Kittens In Traumatic Testing Ends Now Act of 2018 or the KITTEN Act of 2018 This bill amends the Animal Welfare Act to prohibit the Department of Agriculture from using cats in experiments that may cause pain or stress, unless the pain or stress is a result of a physical exam or training program.

Special Operations Forces Tax Cut Act of 2018 This bill amends the Internal Revenue Code, with respect to the exclusion from gross income for certain combat zone compensation of members of the Armed Forces, to expand the provision to include compensation for service outside of a combat zone by members of the Armed Forces assigned to special operations forces in support of operations to combat terrorism.

Burn Pits Accountability Act This bill requires the Department of Defense (DOD) and the military departments to evaluate whether each member of the Armed Forces has been (1) based or stationed where an open air burn pit was used to dispose of waste, or (2) exposed to toxic airborne chemicals. Members located where an open burn pit was used or exposed to toxic airborne chemicals must be enrolled in the Airborne Hazards and Open Burn Pit Registry, unless the member elects not to enroll. The evaluations must be included in periodic health assessments, physical exams conducted immediately prior to separation from active duty, and deployment assessments. DOD must share the results of the evaluations with the Department of Veterans Affairs.

Corporate Political Disclosure Act of 2018 This bill amends the Securities Exchange Act of 1934 to require issuers, on an annual basis, to publicly disclose political activity expenditures made during the previous year. The Securities and Exchange Commission must issue regulations to carry out this bill.

Protecting the Dignity of Unborn Children Act of 2018 This bill amends the federal criminal code to make it a crime to recklessly dispose of or abandon fetal remains in a landfill or in any navigable waters of the United States. The term "fetal remains" means any part (except a cremated part) of a deceased human fetus following an abortion. A violator is subject to a fine, up to three years in prison, or both.

Environmental Compliance Cost Transparency Act of 2018 This bill requires the Bonneville Power Administration, the Western Area Power Administration, the Southwestern Power Administration, and the Southeastern Power Administration to include in monthly billing statements sent to each customer estimates of the customer's share of such administration's direct and indirect costs for compliance with any relevant federal environmental laws impacting the conservation of fish and wildlife. Each administration must report each year on: (1) estimates of its total direct and indirect compliance costs, and (2) sources of replacement power.

Loya-Sears Warrior Transition Assistance Reform Act of 2018 This bill directs the Department of Defense to provide an action plan to Congress relating to the Transition Assistance Program (TAP), including goals to (1) require all members of the Armed Forces to begin participating in TAP one year before separation from the Armed Forces, (2) standardize the TAP curriculum across all military departments, and (3) implement various standardized performance metrics to measure participation and outcomes.

One Percent Spending Reduction Act of 2018 This bill amends the Balanced Budget and Emergency Deficit Control Act of 1985 to establish and enforce new spending caps. The bill establishes an outlay cap (less net interest payments) for FY2019 of $3.826 trillion, less 1%. For each year from FY2020-FY2023, the bill reduces the outlay cap by 1% of the previous year's outlay cap. For FY2024 and subsequent years, total outlays may not exceed 18% of the gross domestic product (GDP) for that year as estimated by the Office of Management and Budget (OMB). Beginning in FY2025, total projected outlays for any year may not be less than the total projected outlays for the preceding year. The OMB must enforce the spending caps using a sequestration to eliminate any excess spending through automatic cuts. The bill eliminates most of the existing exemptions from sequestration, with the exception of interest payments on the debt. If the OMB projects a sequestration, the congressional budget committees may report a resolution directing congressional committees to change existing law to achieve the spending reductions necessary to meet the outlay limits. The bill amends the Congressional Budget Act of 1974 to establish procedures for Congress to enforce the outlay caps established by this bill.

Special Counsel Transparency Act of 2018 This bill establishes reporting requirements with respect to a special counsel appointed under Department of Justice (DOJ) regulations. Specifically, it establishes these requirements: a special counsel must report periodically on the status of an investigation; a special counsel who is removed from office must report on the status of an investigation, as of the date of dismissal; and DOJ must report on the status of an investigation following the removal of a special counsel.

VA Medicinal Cannabis Research Act of 2018 This bill authorizes the Department of Veterans Affairs (VA) to conduct and support research on the efficacy and safety of certain forms of cannabis and cannabis delivery for veterans enrolled in the VA health care system diagnosed with conditions such as chronic pain or post-traumatic stress disorder. Collected data shall be preserved in a manner that facilitates further research.
