Medicare Audit Improvement Act of 2013 - Directs the Secretary of Health and Human Services (HHS) to establish a process which subjects to a single, combined maximum annual limit, applied incrementally, the number of additional documentation requests made to a hospital by Medicare administrative contractors, recovery audit contractors, or Comprehensive Error Rate Testing (CERT) program contractors pursuant to prepayment and postpayment audits requiring a hospital to submit a medical record for audit purposes. Directs the Secretary also to establish a distinct additional documentation request limit, computed according to a specified formula, for each hospital claim type for each hospital for a 45-day period in a year. Amends title XVIII (Medicare) of the Social Security Act with respect to the Medicare Integrity Program and use of recovery audit contractors. Requires the Secretary to ensure that recovery audit contracts include certain mandatory terms and conditions pertaining to: (1) penalties for certain compliance failures, (2) penalties for overturned appeals, (3) postpayment and prepayment audits, and (4) guidelines for prepayment review. Directs the Secretary to publish on the Internet website of the Centers for Medicare & Medicaid Services information on recovery audit contractor performance regarding: (1) audit rates, denials, and appeals outcomes; and (2) independent performance evaluations. Deems to be an original claim for Medicare part B (Supplementary Medical Insurance) payment a resubmitted hospital claim for Medicare part A payment for inpatient hospital services which a recovery audit contractor determines: (1) were not medically necessary and reasonable based on the site of service, but (2) would be medically necessary and reasonable in an outpatient setting of the hospital. Requires payment to be made for such a resubmitted claim for all furnished items and services for which payment may be made under Medicare part B. Deems to be a reopened claim, for purposes of a hospital's ability to resubmit a claim for Medicare payment in timely fashion, any claim that is the subject of an audit by a recovery audit contractor or a Medicare administrative contractor. Requires contracts for a recovery audit contractor to require that a physician review each denial of a claim for medical necessity made by an employee of the contractor who is not a physician. Subjects to administrative and judicial review the Secretary's compliance with guidelines for reopening and revising benefit determinations.

Family Health Care Flexibility Act - Repeals provisions of the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act of 2010 that: (1) restrict payments from health savings accounts, medical savings accounts, and health flexible spending arrangements for medications to prescription drugs and insulin only (thus allowing payments for over-the-counter medications); and (2) impose a $2,500 limitation on salary reduction contributions to a health flexible spending arrangement under a cafeteria plan.

Common Sense Nutrition Disclosure Act of 2013 - Amends the Federal Food, Drug, and Cosmetic Act to revise the nutritional information that restaurants and retail food establishments must disclose. Requires the nutrient content disclosure statement on the menu or menu board to include: (1) the number of calories contained in the whole product; (2) the number of servings and number of calories per serving; or (3) the number of calories per the common unit division of the product, such as for a multi-serving item that is typically divided before presentation to the consumer. Permits such information to be provided by a remote-access menu, such as through the internet, for food establishments where the majority of orders are placed by customers who are off-premises at the time the order is placed. Defines “reasonable basis” for a restaurant or similar food establishment’s nutrient content disclosures to mean that the nutrient disclosure is within acceptable allowances for variation in nutrient content, which include variations in serving size or ingredients, and inadvertent human error in formulation of menu items. Sets forth the methods a restaurant or similar food establishment may use to determine nutritional content for disclosure, including ranges, averages, individual labeling of flavors or components, or labeling of one preset standard build (i.e., the finished version of a menu item most commonly ordered by consumers). Applies the nutritional disclosure requirements to retail food establishments that derive more than 50% of their total revenue from the sale of food.

Flood Insurance Premium Relief Act of 2013 - States that the flood insurance risk premium rate for property purchased between July 6, 2012, and January 1, 2015, shall, during the 12-month period beginning upon such purchase, be the amount chargeable for such property immediately before its purchase (thus delaying implementation of the rate increase). Requires phase-in of the rate increase, following expiration of such 12-month period, over a 10-year period, at 10% for each year. Makes conforming amendments to the National Flood Insurance Act of 1968.

Home Construction Lending Regulatory Improvement Act of 2013 - Directs the appropriate federal banking agencies to initiate a coordinated rulemaking with respect to financial institutions under their respective jurisdictions that make real estate loans to home builders. Requires such rulemaking to provide for: (1) elimination of the 100% of bank capital measurement, (2) realistic market-based appraisals, and (3) a prohibition against compelling lenders to call or curtail loans in good standing. Prohibits a federal banking agency from preventing a qualified financial institution from making a real estate loan to a home builder that has a viable project.

Expresses the sense of the House of Representatives that Congress should refrain from considering or adopting any legislation that would: (1) tax or confiscate personal savings, including retirement accounts, certificates of deposit, or other personal savings and assets; or (2) provide financial relief to a private business or general sector of the American economy at taxpayer expense.

Recognizes Sergeant Rafael Peralta, a Mexican-American who joined the Marine Corps on the same day he received his permanent residence status, for his dedication to the Marine Corps and the United States and for upholding the highest standards of military service. Recognizes that his courageous and selfless actions in combat saved the lives of his fellow Marines. Concurs with the Marine Corps and the Navy that his actions are in the spirit and tradition of the Medal of Honor. Maintains that eyewitness accounts confirm that Sergeant Peralta deliberately pulled a live grenade into his body in order to save his fellow Marines, and such accounts should be the leading and deciding factor in evaluating his Medal of Honor nomination. Recommends that Sergeant Peralta be posthumously awarded the Medal of Honor.

Prohibits the federal government from using a drone (unmanned aircraft) to kill a U.S. citizen located in the United States. Makes such prohibition inapplicable to an individual who poses an immediate threat of death or serious bodily injury to another. States that nothing in this Act shall be construed to allow the killing of a U.S. citizen located in the United States without due process of law.

Requires any physical evaluation board within the Department of Defense (DOD) that will consider issues related to post-traumatic stress disorder, traumatic brain injury, or other mental health condition of a member or former member of the Armed Forces to include a behavioral health professional (BHP) as a board member. Requires the BHP to serve in lieu of the medical member of such board unless, as a result of the health-related issues before the board, the board would benefit from the presence of both the BHP and the medical member.

True Cost of War Act of 2013 - Directs the President, with contributions from the Secretary of Defense (DOD), the Secretary of State, and the Secretary of Veterans Affairs (VA), to provide Congress with an estimate of the long-term costs of Operation New Dawn (the successor contingency operation to Operation Iraqi Freedom) and Operation Enduring Freedom based on current contingency operation and withdrawal plans, that takes into account expected force levels and the expected length of time that members of the Armed Forces will be deployed in support of Operation Enduring Freedom. Requires the President, in preparing such report, to make estimates and projections through at least FY2023, and to take into account specified cost factors.

Tribal Labor Sovereignty Act of 2013 - Amends the National Labor Relations Act to provide that any enterprise or institution owned and operated by an Indian tribe and located on its lands is not considered an employer (thus excluding such enterprises or institutions from coverage by such Act).

Domestic Fuels Protection Act of 2013 - Amends the Solid Waste Disposal Act to provide that no person shall be liable under any federal, state, or local law, and no provider of financial assurance may deny payment for a claim, because an underground storage tank, underground storage tank system, or associated dispensing equipment at a stationary facility is not compatible with any fuel or fuel additive for use in a motor vehicle, nonroad vehicle, or engine if such tank or equipment has been determined to be compatible pursuant to the guidelines and regulations issued under this Act. Directs the Administrator of the Environmental Protection Agency (EPA) to issue regulations setting standards for determining whether underground storage tanks and systems and associated dispensing equipment are compatible with any fuel or fuel additive that is authorized and registered by the Administrator or by statute for use in a motor vehicle or engine or nonroad vehicle, engine, or equipment. Deems tanks, systems, and equipment that are listed by a nationally recognized testing laboratory as compatible with such a fuel or fuel additive as of the date of enactment of this Act to be compatible under such regulations. Amends the Clean Air Act to prohibit a person selling such fuel who complies with such regulations from being liable under any federal, state, or local law if: (1) a self-service purchaser introduces any such fuel into a vehicle, engine, or equipment for which the fuel has not been approved under such Act; or (2) the introduction of any such fuel voids the warranty of the manufacturer of such vehicles, engines, or equipment. Excludes from such protection: (1) a person who sells a transportation fuel and does not comply with the misfueling regulations adopted by the Administrator, and (2) a person who intentionally misfuels. Prohibits filing or maintaining in any U.S. or state court any civil action or proceeding against an entity engaged in the design, manufacture, sale, or distribution of any qualified product or of any motor vehicle, engine, or nonroad equipment for damages, abatement, restitution, fines, penalties, or other relief resulting from the introduction of any such product into a motor vehicle, engine, or nonroad equipment. Requires actions filed or pending upon enactment of this Act to be dismissed with prejudice. Defines a "qualified product" as any fuel or fuel additive that is registered under federal law or any transportation fuel or fuel additive that contains renewable fuel and that is designated for introduction into interstate commerce under federal law, any component thereof, or any blend stock. Prohibits a qualified productfrom being considered a defective product if it does not violate a control or prohibition with respect to any of its characteristics or components imposed by the Administrator under the Clean Air Act.

Fairness for Military Homeowners Act of 2013 - Amends the Servicemembers Civil Relief Act to prohibit the absence of a servicemember from his or her principal place of residence due to active-duty military service from preventing such servicemember from refinancing a mortgage on such residence. Makes such prohibition inapplicable to a servicemember who entered into a refinancing on such residence within the past five years.

Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award, on behalf of Congress, of a gold medal in honor of the members of the 17 Bombardment Group (Medium), who became known as the Doolittle Tokyo Raiders, in recognition of their military service during World War II. Requires the medal to be given to the National Museum of the United States Air Force for display. Expresses the sense of Congress that such Museum should make the medal available for display elsewhere, particularly at locations and events associated with the Doolittle Tokyo Raiders.

Northern Route Approval Act - Declares that a presidential permit shall not be required for the pipeline described in the application filed on May 4, 2012, by TransCanada Keystone Pipeline, L.P. to the Department of State for the Keystone XL pipeline, including the Nebraska reroute evaluated in the Final Evaluation Report issued by the Nebraska Department of Environmental Quality in January 2013 and approved by the Nebraska governor. Deems the final environmental impact statement issued by the Secretary of State on August 26, 2011, coupled with such Final Evaluation Report, to satisfy all requirements of the National Environmental Policy Act of 1969 and of the National Historic Preservation Act. Grants original and exclusive jurisdiction to the U.S. Court of Appeals for the District of Columbia Circuit to determine specified issues (except for review by the Supreme Court on writ of certiorari). Deems the Secretary of the Interior to have issued a written statement setting forth the Secretary's opinion that the Keystone XL pipeline project will not jeopardize the continued existence of the American burying beetle or destroy or adversely modify American burying beetle critical habitat. States that any taking of the American burying beetle that is incidental to the construction or operation and maintenance of the Keystone XL pipeline shall not be considered a prohibited taking of such species under the Endangered Species Act of 1973. Deems the Secretary to have issued: (1) a grant of right-of-way and temporary use permit pursuant to the Mineral Leasing Act and the Federal Land Policy and Management Act of 1976, and (2) a special purpose permit under the Migratory Bird Treaty Act (described in a certain application filed with the United States Fish and Wildlife Service for the Keystone XL pipeline). Directs the Secretary of the Army to issue permits pursuant the Rivers and Harbors Appropriations Act of 1899 for the construction, operation, and maintenance of the Keystone XL pipeline. Authorizes such Secretary to waive any procedural requirement that the Secretary considers desirable in order to accomplish the purposes of this Act. Prohibits the Administrator of the Environmental Protection Agency (EPA) from prohibiting or restricting an activity or use of an area that is authorized under this Act.

Amends Rule X (Organization of Committees) of the Rules of the House of Representatives to establish the House Committee on Elimination of Nonessential Federal Programs to: (1) modify or eliminate underperforming or nonessential federal programs, and (2) identify federal programs and activities that duplicate or compete with activities available from the private sector. Requires the Committee to: (1) research, review, and study federal programs underperforming or nonessential, and determine which ones should be modified or eliminated; (2) develop recommendations to the House designed for such action; and (3) report annually to the House a detailed statement of its findings and conclusions, a list of such programs, legislation to eliminate them, and rescissions based on the findings of the report. Prescribes expedited procedures for legislation reported by the Committee.

Directs the Secretary of State to: (1) develop a strategy to obtain observer status for Taiwan at the next triennial International Civil Aviation Organization (ICAO) Assembly to be held in September 2013 in Montreal, Canada; and (2) instruct the U.S. Mission to the ICAO to officially request observer status for Taiwan at the Assembly and other related meetings, activities, and mechanisms, and urge ICAO member states to support Taiwan observer status and participation in the ICAO.

Preserving Our Hometown Independent Pharmacies Act of 2013 - Treats independent pharmacies negotiating contract terms with a health plan for the provision of health care items or services, but only in connection with such negotiations, the same under the antitrust laws as an employee engaged in concerted activities, and not as an employer, independent contractor, managerial employee, or supervisor. Exempts actions taken in good faith reliance on this Act from being subject to criminal sanctions or civil penalties beyond actual damages incurred. Declares that this Act does not exempt from application of antitrust laws any agreement or unlawful conspiracy that: (1) would have the effect of boycotting any independent pharmacy; (2) would exclude, limit the participation or reimbursement of, or otherwise limit the scope of services to be provided by any independent pharmacy or group of independent pharmacies with respect to the performance of services within their scope of practice as defined or permitted by relevant law or regulation; (3) allocates a market among competitors; (4) unlawfully ties the sale or purchase of one product or service to the sale or purchase of another product or service; or (5) monopolizes or attempts to monopolize a market. Makes this Act inapplicable to negotiations between pharmacies and health plans regarding benefits provided under specified federal programs, including Medicaid, veterans' medical care, and the federal employees' health benefits program. Requires the Comptroller General to study the impact of this Act after five years. States that this Act does not preclude the Federal Trade Commission (FTC) or the Department of Justice (DOJ) from overseeing the conduct of independent pharmacies covered under this Act.

Northern Rockies Ecosystem Protection Act - Designates specified National Forest System lands, National Park System lands, and public lands in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness and as components or additions to existing components of the National Wilderness Preservation System. Sets forth provisions for the management of the lands designated as wilderness by this Act, including regarding water rights, tribal rights, fish and wildlife, and grazing permits and leases. Authorizes the Secretaries of the Interior and of Agriculture (USDA) to take necessary measures for the control of fire, insects, and disease on such lands. Establishes a Northern Rockies Fish and Wildlife Habitat and Corridors Information Program. Requires the development of a Northern Rockies Habitat and Corridors Information System. Sets forth specified additional provisions with regard to Indian tribes. Permits provisions of the Indian Self-Determination and Education Assistance Act to be applied, as appropriate, in the implementation of this Act. Amends the Wild and Scenic Rivers Act to designate segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System.

Patients Right to Know Act of 2013 - Amends the Public Health Service Act to require health plans to include in their annual summary of benefits and coverage explanations: (1) the annual fee on health insurance providers under the Patient Protection and Affordable Care Act, (2) the annual fees imposed on health insurance policies, (3) required contributions by health plans to the reinsurance program, (4) user fees on health plans participating in health insurance exchanges, (5) payments by health plans whose costs are lower than the target amount (premiums collected minus administrative costs), and (6) charges assessed by states on health plans whose enrollees have a lower actuarial risk than the average actuarial risk of all enrollees in a state. Allows such costs to be calculated separately for individual, small group, or large group markets. Requires the Comptroller General (GAO) to study the methods of calculating the impact on average premium costs associated with: (1) guaranteed issuance of coverage and community rated premiums, (2) limitations on age rating, (3) required coverage of women's preventive services, and (4) the requirement that plans cover at least 60% of the actuarial value of essential health benefits.

Centennial Monetary Commission Act of 2013 - Establishes the Centennial Monetary Commission to: (1) examine how U.S. monetary policy since the creation of the Federal Reserve Board in 1913 has affected the performance of the U.S. economy in terms of output, employment, prices, and financial stability over time; (2) evaluate various operational regimes under which the Board and the Federal Open Market Committee may conduct monetary policy in terms achieving the maximum sustainable level of output and employment and price stability over the long term; and (3) recommend a course for U.S. monetary policy going forward.

Sound Dollar Act of 2013 - Amends the Federal Reserve Act (FRA) to direct the Board of Governors of the Federal Reserve System (Board) and the Federal Open Market Committee (FOMC) to: (1) pursue the goal of long-term price stability, and (2) establish metrics to evaluate whether long-term price stability is being achieved. Prescribes procedures for the establishment and evaluation of such metrics. Directs the Board and the FOMC to: (1) make such information available to the public on a website, and (2) report to Congress each time such metrics are set or revised. Directs the Board to include in its semiannual report to Congress: (1) the results of the evaluation process, (2) whether the goal of long-term price stability is being met, (3) the main monetary policy instruments and strategy used by the Board and the FOMC to achieve long-term price stability, and (4) an analysis of how the policies of the Board and the FOMC are affecting the foreign exchange rate value of the U.S. dollar. Directs the Board to clearly articulate its lender-of-last-resort policy. Revamps FOMC membership to consist of one representative from each of the Federal Reserve banks (in addition to members of the Board). Directs the FOMC to release meeting transcripts to the public within three years after each meeting. Redesignates the Department of the Treasury stabilization fund as the Special Drawing Rights Fund. Instructs the Secretary of the Treasury to liquidate all property in the Fund (other than Special Drawing Rights) and to use all such amounts to reduce the public debt. Limits the availability of the Fund solely to stabilize exchange rates and arrangements. Repeals the authority of the Secretary to deal in U.S. instruments of credit and securities. Permits only Special Drawing Rights to be deposited into the Fund. Requires funds that would otherwise have been deposited into the Fund to be paid, instead, to the Secretary to reduce the public debt. Amends the FRA to authorize the FOMC, in unusual and exigent circumstances, by the affirmative vote of two-thirds of its members, to grant any Federal Reserve bank emergency authority to buy and sell U.S. debt obligations and revenue bonds in anticipation of the collection of taxes or the receipt of assured revenues by any state or local governmental entity, as well as obligations of, or guaranteed by, a foreign government or agency. Amends the Consumer Financial Protection Act of 2010 to repeal: (1) funding for the Consumer Financial Protection Bureau (CFPB), and (2) the Bureau of Consumer Financial Protection Fund.

Constitutional Amendment - Prohibits all outlays for a fiscal year (including those for debt service and other debt functions) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a two-thirds roll call vote of each chamber, authorizes a specific excess of outlays over receipts. Requires a two-thirds roll call vote of each chamber to increase the public debt limit. Prohibits outlays for the total budget from exceeding the previous fiscal years' outlays plus population growth and inflation, unless such increase is approved by two-thirds of each chamber by a roll call vote. Directs the House of Representatives to develop a balanced budget annually. Prohibits any bill to increase revenue from becoming law unless approved by two-thirds of each chamber by a roll call vote. Authorizes waivers of these provisions when a declaration of war is in effect only by a vote of a majority of both chambers. Requires all: (1) outlays above revenues from the previous fiscal year to be accounted for in the outlays and budgets of the following fiscal year; and (2) surplus revenues at the end of a fiscal year to be allocated to a fund to be returned to the taxpayers, determined by legislation before the end of the subsequent fiscal year.

Protecting Life in Funding Education Act or the PRO-LIFE Act - Amends the General Education Provisions Act to prohibit the provision of federal education funding to state or local educational agencies that make health services available to students through school-based health centers, unless those centers certify that they will not provide students with abortions, abortion-related materials or referrals, or directions to abortion services.

Protecting U.S. Missile Defense Information Act of 2013 - Directs the President to report semiannually to the congressional defense and appropriations committees on: (1) any discussions on missile defense between the U.S. government and the Russian Federation during the preceding six months, and (2) meetings held by the National Disclosure Policy Committee with respect to declassifying documents containing information on U.S. missile defense systems. Requires briefings to such committees in connection with the latter reports. Prohibits Department of Defense (DOD) funds for FY2014 or thereafter from being used to provide the Russian Federation with access to: (1) U.S. missile defense hit-to-kill technology, or (2) telemetry data with respect to missile defense interceptors or target vehicles. Declares that the United States shall not be bound by the terms of any executive agreement relating to U.S. missile defense capabilities, including basing, locations, and numbers of missiles. Prohibits DOD funds for FY2014 or thereafter from being used to: (1) negotiate or implement any executive agreement relating to such capabilities, or (2) implement rules of engagement or guidance for employment of forces relating to such an agreement. Provides an exception with respect to any country with which the United States has entered into a treaty of alliance or a security guarantee. Directs the President to: (1) seek to encourage the Russian Federation to disclose any support provided for the ballistic missile programs of China, Syria, Iran, or North Korea; and (2) submit to the above committees a semiannual report on any such support.

Expresses the sense of Congress that: (1) the President should not sign the Arms Trade Treaty, and that, if he transmits the Treaty with his signature to the Senate, the Senate should not ratify it; and (2) until the Treaty has been signed by the President, received the advice and consent of the Senate, and has been the subject of implementing legislation by Congress, no federal funds should be appropriated or authorized to implement the Treaty, or any similar agreement, or to conduct activities relevant to the Treaty, or any similar agreement.

Directs the Assistant Secretary of Homeland Security (Transportation Security Administration [TSA] ) to transfer annually, without further appropriation, unclaimed money recovered at airport security checkpoints to nonprofit organizations that operate multiple airport centers throughout the United States to provide a place of rest and recuperation for Armed Forces members and their families. (Currently, such moneys are retained by the TSA for civil aviation security.)

Life at Conception Act - Declares that the right to life guaranteed by the Constitution is vested in each human being beginning at the moment of fertilization, cloning, or other moment at which an individual comes into being. Prohibits construing this Act to authorize the prosecution of any woman for the death of her unborn child.

Safeguard American Food Exports Act of 2013 - Amends the Federal Food, Drug, and Cosmetic Act to prohibit the sale or transport of equines (horses and other members of the equidae family) or their parts (including flesh, meat, and viscera), or the importing or exporting of equines or their parts into or out of the United States, by any person who knows or should have known that such equines are to be slaughtered for human consumption as food.

No Knives Act of 2013 - Requires the Assistant Secretary of Homeland Security (Transportation Security Administration [TSA]) to prohibit passengers from carrying aboard a domestic or foreign air carrier passenger aircraft any item that was prohibited from being carried aboard such aircraft on March 1, 2013.

Amends the Patient Protection and Affordable Care Act to repeal the establishment of, and appropriation of funds to, the Prevention and Public Health Fund (a Fund to provide for expanded and sustained national investment in prevention and public health programs to improve health and help restrain the rate of growth in private and public sector health care costs). Rescinds any unobligated balances appropriated to such Fund. Directs the Secretary of Health and Human Services (HHS) to post a notice of such rescission and the amounts of funds rescinded on the public HHS website within 10 days of enactment of this Act.

Requires the Secretary of Commerce, in conducting any survey relating to the Census, to include in instructions for completing any such survey that participation in the survey is optional, except that survey respondents must provide their names, contract information, the date of response, and the number of people living or staying at the same addresses where the respondents reside. Prohibits any person participating in a survey from being fined or otherwise compelled to answer questions in connection with the survey (except for the basic questions permitted by this Act).

Public Power Risk Management Act of 2013 - Amends the Commodity Exchange Act to direct the Commodity Futures Trading Commission (CFTC), when it determines whether to provide an exemption to designation as a swap dealer, to treat a utility operations-related swap entered into with a utility special entity as if such swap were entered into with an entity that is not a special entity. (Thus exempts an entity entering into a utility operations-related swap with a utility special entity from mandatory registration as a swap dealer.) Requires transactions in utility operations-related swaps to be reported according to requirements for the reporting of uncleared swaps. Defines "utility special entity" as a special entity, or any instrumentality, department, or corporation of or established by a state or local government, that: (1) owns or operates an electric or natural gas facility or an electric or natural gas operation; (2) supplies natural gas or electric energy to another utility special entity; (3) has public service obligations under federal, state, or local law or regulation to deliver electric energy or natural gas service to customers; or (4) is a federal power marketing agency. Redefines swap to include a utility operations-related swap. Defines "utility operations-related swap" as one that: (1) is entered into to hedge or mitigate commercial risk; (2) is associated with specified transactions in electric energy or natural gas; and (3) is not a contract, agreement, or transaction based on, derived on, or referencing an interest rate, credit, equity, or currency asset class; or a metal, agricultural commodity, or crude oil or gasoline commodity of any grade, except as used as fuel for electric energy generation.

Flat Tax Act - Amends the Internal Revenue Code to authorize an individual or a person engaged in business activity to make an irrevocable election to be subject to a flat tax (in lieu of the existing income tax provisions) of 19% for the first two years after an election is made, and 17% thereafter. Calculates taxable income for individual taxpayers by subtracting a basic standard deduction and an additional standard deduction for each dependent from the total of wages, retirement distributions, and unemployment compensation. Defines "business taxable income" to mean gross active income reduced by the cost of certain business inputs. Imposes an employer tax on the value of excludable compensation provided to employees not engaged in business activity of 19% for the first two years after an election is made under this Act and 17% thereafter. Repeals the estate, gift, and generation-skipping transfer taxes. Requires a two-thirds vote of the House of Representatives or the Senate to increase the flat tax rate proposed by this Act or to reduce the amount of the standard deduction or business-related deductions allowed by this Act.

Directs the Secretary of Transportation (DOT) to exempt from the requirement to obtain a hazardous material (hazmat) endorsement all class A commercial driver's license (CDL) holders who are custom harvesters, agricultural retailers, agricultural business employees, agricultural cooperative employees, or agricultural producers who operate a service vehicle with a fuel tank containing 3,785 liters (1,000) gallons or less of diesel fuel if the tank is clearly marked with a placard reading "Diesel Fuel."

Medication Therapy Management Empowerment Act of 2013 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to provide access to services under medication therapy management programs for Medicare part D (Voluntary Prescription Drug Program) eligible individuals with a single chronic disease. Allows the application of this Act only if the Chief Actuary for the Centers for Medicare & Medicaid Services determines that such application with regard to a particular single chronic disease is not projected to increase overall costs to the Medicare program over the following five year period.

Making College Affordable Act of 2013 - Amends the Internal Revenue Code, with respect to Coverdell education savings accounts, to: (1) increase the age limit for beneficiaries of such accounts after which contributions may not be made from age 18 to age 26, (2) increase the maximum contribution limit in any taxable year from $2,000 to $10,000, and (3) allow an annual inflation adjustment to the increased contribution limit for taxable years beginning in a calendar year after 2013.

Directs the Secretary of Defense (DOD), in order to continue and expand the DOD report submitted in 2011, to establish the Task Force on Urotrauma to: (1) conduct a study on urotrauma (injury to the urinary tract from a penetrating, blunt, blast, thermal, chemical, or biological cause) among members of the Armed Forces and veterans; and (2) provide an interim and final report to the congressional defense and veterans committees on such study.

English Language Unity Act of 2013 - Makes English the official language of the United States. Requires, subject to exceptions and rules of construction, that: (1) official functions of the U.S. government be conducted in English, and (2) all naturalization ceremonies be conducted in English. Establishes a uniform English language rule for naturalization. Makes English language requirements and workplace policies, whether in the public or private sector, presumptively consistent with the laws of the United States. Directs the Secretary of Homeland Security (DHS) to issue for public notice and comment a proposed rule for uniform testing of English language ability of candidates for naturalization based upon the principles that: (1) all citizens should be able to read and understand generally the English language text of the Declaration of Independence, the Constitution, and the laws of the United States; and (2) any exceptions to this standard should be limited to extraordinary circumstances, such as asylum.

American Land Act - Authorizes the Secretary of the Interior or the Secretary of Agriculture (USDA), for FY2013-FY2017, to offer for competitive sale by auction 8% of the federal lands managed by the Bureau of Land Management (BLM) and 8% of the National Forest System lands. Requires the lands to be sold to be configured so as to maximize their marketability or to achieve management objectives. Permits either Secretary to include the mineral rights in a sale of land under this Act for not more than 50% of the total acreage sold, if such inclusion is likely to maximize that land's marketability.

Safety And Fraud Enforcement for Seafood Act - Requires the Secretaries of Commerce and Health and Human Services (HHS) to execute a memorandum of understanding to improve interagency cooperation on seafood safety and fraud prevention, building upon any prior agreement, including those under the Federal Food, Drug, and Cosmetic Act. Includes in such a memorandum processes concerning efficient use of inspection personnel, intergovernmental cooperation, use of data, and utilization of the National Oceanic and Atmospheric Administration's (NOAA) Seafood Inspection Program as a third-party auditor to inspect imported seafood. Establishes coordination requirements for: (1) the use of the national sea grant college program for outreach activities, and (2) the collection of information to prevent seafood fraud. Defines "seafood fraud" as the mislabeling or misrepresentation of seafood information required under this Act or other applicable federal laws and regulations. Requires, of the fishery management plan data required to be submitted in the course of fish processing, certain minimum information, in addition to catch locations, to accompany seafood through final sale (on the packaging display or otherwise) including market and species names, harvest method, catch date, and product weight or number. Directs additional information to be provided for seafood that was: (1) previously frozen, treated with substances affecting weight, or processed in a country other than that in which it was landed or harvested; or (2) farm-raised, with details regarding the country and method of cultivation as well as the location of the aquaculture production area. Exempts importers, processors, distributors, or retailers from violations for unknowingly selling a product that was already mislabeled upon receipt, provided that such entities can produce the appropriate product traceability documentation. Provides standards for refusal of admission of imported seafood based upon findings that any shipment appears to be in violation of such seafood traceability requirements or other applicable federal laws or regulations. Provides procedures for import certifications and allowance of individual shipments in certain cases. Requires a public website to list exporters of seafood to the United States and track violations. Requires the Secretary of Commerce to increase the number of shipments inspected for seafood fraud by NOAA inspectors and authorized officers, prevent the percentage of seafood shipments inspected from declining in a subsequent year, and ensure that inspections for fraud prevention also collect seafood safety information. Allows civil actions by states for seafood fraud violations. Requires the Secretaries to report to Congress biennially on seafood safety and seafood fraud prevention measures.

Forest Products Fairness Act of 2013 - Amends the Farm Security and Rural Investment Act of 2002 to include in the definition of "biobased product" forest products that meet biobased content requirements, notwithstanding the market share the product holds, the product's age, or whether the market for the product is new or emerging. Defines "forest product" as a product made from materials derived from the practice of forestry or the management of growing timber, including: (1) pulp, paper, paperboard, pellets, and wood products; and (2) any recycled products derived from forest materials.

Huntington's Disease Parity Act of 2013 - Directs the Commissioner of Social Security, for purposes of determining cognitive, behavioral, and physical disability under titles II (Old Age, Survivors, and Disability Insurance) (OASDI) and XVI (Supplemental Security Income) (SSI) of the Social Security Act (SSA), to amend specified Listings of Impairments by providing medical and evaluation criteria for Huntington's Disease. Amends SSA title II to waive the 24-month waiting period for coverage under the Medicare program for individuals diagnosed with Huntington's Disease.

Expresses the sense of the House of Representatives that: (1) the federal government and state governments should make the transition of a member of the Armed Forces and the member's spouse from military to civilian life as seamless as possible by creating opportunities for them to earn civilian occupational credentials and licenses, with an emphasis on well-paying industries and occupations that have a high demand for skilled workers; (2) the federal government should assist state governments in translating military training and experience into credit towards professional licensure; and (3) state governments should streamline approaches for assessing the equivalency of military training and experience and accelerate occupational licensing processes for members, veterans, and their spouses.
