Help Establish Access to Local Timely Healthcare for Your Vets Act of 2013 or HEALTHY Vets Act of 2013 - Requires the Secretary of Veterans Affairs, in the case of a veteran for whom Department of Veterans Affairs (VA) facilities are geographically inaccessible (as defined under this Act), to contract for the provision of the following care: (1) primary care; (2) acute or chronic symptom management; (3) nontherapeutic medical services; and (4) other medical services determined appropriate by the director of the appropriate VA service region, after consultation with the VA physician responsible for such veteran's primary care. Authorizes the Secretary to waive such requirement upon demonstrating, on an individual basis, that the costs of providing the contract care significantly outweigh the benefits of localized health care.

Grassroots Rural and Small Community Water Systems Assistance Act - Calls for the Environmental Protection Agency (EPA) to prioritize the types of technical assistance to enable small public water systems to comply with national primary drinking water regulations that are the most beneficial to small and rural communities, based on their input. Amends the Safe Drinking Water Act to: (1) authorize appropriations to the Administrator of EPA for FY2014-FY2019 for such assistance; and (2) allow the Administrator to use such funds to provide technical assistance to nonprofit organizations that provide to small public water systems onsite technical assistance, circuit-rider technical assistance programs, onsite and regional training, assistance with implementing source water protection plans, and assistance with implementation monitoring plans, rules, regulations, and water security enhancements. Directs the Administrator to give preference to nonprofit organizations that are determined to be the most qualified and experienced and that the small public water systems find to be the most beneficial and effective.

Ensuring Affordable Energy Act - Prohibits any funds appropriated or otherwise available for the Administrator of the Environmental Protection Agency (EPA) from being used to implement or enforce: (1) a cap-and-trade program; or (2) any statutory or regulatory requirement pertaining to emissions of one or more greenhouse gases from stationary sources that is issued or becomes applicable or effective after the date of enactment of this Act. Defines: (1) "cap-and-trade program" as any regulatory program established after the date of enactment of this Act that provides for the sale, auction, or other distribution of a limited amount of allowances that permit the emission of one or more greenhouse gases; and (2) "greenhouse gas" to include carbon dioxide, methane, nitrous oxide, sulfur hexafluoride, hydrofluorocarbons, perfluorocarbons, or any other designated anthropogenic gas.

Delays until January 1, 2016, the effective date of any provisions of the Patient Protection and Affordable Care Act or of any health care provisions of the Health Care and Education Reconciliation Act of 2011 that were scheduled to take effect in 2014 or 2015. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to postpone until FY2014 the automatic reductions to eliminate the excess budget deficit (sequestration). Prohibits the President from issuing an order to carry out any sequestration that the Director of the Office of Management and Budget estimates is required for FY2013.

Veterans Education Equity Act of 2013 - Revises the formula for the payment by the Department of Veterans Affairs (VA) of tuition and fees for individuals entitled to educational assistance under the Post-9/11 Educational Assistance Program and pursuing programs of education at public institutions of higher learning to include, as an additional payment formula, the greater of: (1) the actual net costs for in-state tuition after applying the receipt of any tuition waivers, reductions, scholarships, or other assistance; or (2) $17,500 for the academic year beginning on August 1, 2011 (such amount to be increased each subsequent year by the average percentage increase in undergraduate tuition costs).

Chris Kotch VA Education Access Act - Makes eligible under the Post-9/11 Educational Assistance Program an individual who is: (1) discharged or released from the Armed Forces (under current law, from active duty in the Armed Forces) due to a service-connected disability; or (2) transferred to the temporary disability retirement list.

Down Payment to Protect National Security Act of 2013 - Expresses the sense of Congress that: (1) full sequestration must be averted, (2) balanced deficit reduction must include substantive reductions in mandatory spending, and (3) any plan to avert sequestration and provide time for political negotiations on a balanced deficit reduction package must use additional savings that do not increase the risk to military personnel or degrade the capabilities of the Armed Forces by reshaping the federal civilian workforce without furloughs. Requires the Director of the Office of Management and Budget (OMB) to determine the number of full-time employees employed in each federal agency. Prohibits a federal agency head from hiring more than 1 employee for every 3 full-time employees who leave employment in such agency until the OMB Director makes a determination that the number of full-time federal employees is 10% less than the initial level as determined by OMB. Allows a waiver of such workforce limitation by the President for national security reasons or in the case of an extraordinary emergency. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), as amended by the Budget Control Act of 2011, to offset mandatory sequestration in security and nonsecurity categories with revenues resulting from reductions in the federal workforce and the pay freeze under this Act. Authorizes the Secretary of Defense (DOD) to transfer amounts appropriated for DOD by the Continuing Appropriations Resolution (P.L. 112-175) among accounts of DOD. Prohibits a cost-of-living adjustment to the pay of Members of Congress in any year in which there is a budget deficit.

Veterans' Compensation Cost-of-Living Adjustment Act of 2013 - Directs the Secretary of Veterans Affairs (VA) to increase, as of December 1, 2013, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Requires each such increase to be the same percentage as the increase in benefits provided under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act, on the same effective date.

Advice and Consent Restoration Act - Prohibits a National Labor Relations Board (NLRB) member from receiving a salary unless that member has been appointed: (1) by and with the advice and consent of the Senate, or (2) by the President to fill a vacancy during a recess of the Senate. Prohibits an unconstitutional quorum of the NLRB from convening or taking any agency action until a final judgment is entered in all cases pending before a federal court challenging the constitutionality of the purported appointment of NLRB members.

End Immuity for Brazilian Criminals Act - Prohibits the issuance of a visa to a citizen, subject, national, or resident of Brazil until the President certifies to Congress that the government of Brazil has removed the prohibition on extradition of Brazilian nationals to other countries. Authorizes the President to waive such prohibition on a case-by-case basis if in the U.S. national interest.

Letting Insurance Benefit Everyone Regardless of Their Youth (LIBERTY) Act - Amends the Public Health Service Act to increase the permissible variation based on age for premium rates charged by a health insurance issuer for health insurance coverage offered in the individual or small group market from "3 to 1" for adults to "5 to 1" for adults, or such other ratio for adults as the state involved may provide. (The restrictions on premium variations enacted under the Patient Protection and Affordable Care Act apply to plan years beginning on or after January 1, 2014.)

Healthcare Tax Relief and Mandate Repeal Act - Amends the Internal Revenue Code to: (1) terminate the requirement, added by the Patient Protection and Affordable Care Act (PPACA), that individuals maintain minimum essential health insurance coverage for themselves and dependents; and (2) repeal provisions added by PPACA requiring certain employers who have a workforce of 50 or more full-time employees to provide health insurance coverage for their employees.

First Responder Medical Device Tax Relief Act - Amends the Internal Revenue Code to exempt a qualified emergency medical device from the excise tax on medical devices. Defines "qualified emergency medical device" as a medical device furnished by first responders or ambulance services in providing out-of-hospital or pre-hospital care, or transport to a medical care facility, for individuals with illnesses, injuries, or other medical emergencies or in need of medical transport, extrication, or evacuation.

Karl Hoerig Foreign Aid Suspension Act - Prohibits assistance to Brazil until the President certifies to Congress that the government of Brazil has removed the prohibition on extradition of Brazilian nationals to other countries. Fallen Heroes Flag Act of 2013 - Allows the Representative of the immediate family of a deceased fire fighter, law enforcement officer, emergency technician, or other rescue worker who died in the line of duty to provide the family, at their request, with a Capitol-flown flag, together with a certificate, signed by the Speaker of the House of Representatives and the Representative providing the flag, which contains an expression of sympathy for the family.

Refundable Child Tax Credit Eligibility Verification Reform Act of 2013 - Amends the Internal Revenue Code, with respect to the child tax credit, to require taxpayers claiming such credit to provide their social security numbers on their tax returns. Prohibits taxpayers who improperly claimed such credit in a previous year from claiming such credit during a disallowance period of: (1) 2 years for claims made with reckless or intentional disregard of rules governing such credit, or (2) 10 years for fraudulent claims. Requires the Secretary of the Treasury to prescribe a form for completion by paid income tax preparers in connection with claims for the refundable portion of the child tax credit. Imposes a penalty on preparers who fail to comply with due diligence requirements for claiming the refundable portion of the credit.

Land Management Workforce Flexibility Act - Makes an employee of a land management agency who served under a time-limited appointment in the competitive service eligible to compete for a permanent appointment in the agency if the original appointment was competitive, totaled a period of at least 24 months, and the employee's performance was satisfactory. Requires such an employee's appointment to a full-time position, if such a position is offered and the employee agrees to such employment, if the original position stated that there was the potential for the position to become permanent.

National Desert Storm and Desert Shield War Memorial Act - Authorizes the National Desert Storm Memorial Association to establish a commemorative work on federal land in the District of Columbia to commemorate and honor those who, as members of the Armed Forces, served on active duty in support of Operation Desert Storm or Operation Desert Shield. Prohibits the use of federal funds to pay any expense to establish the commemorative work.

Homeland Security Respect for Life Act - Prohibits funds appropriated for the Department of Homeland Security (DHS) from being used to: (1) pay for an abortion, except in a case where a pregnant detainee suffers from a physical disorder, injury, or illness that would place the detainee in danger of death unless an abortion is performed, including a life-endangering physical condition caused by, or arising from, pregnancy itself, or in a case of rape or incest; or (2) require any person to perform, or facilitate in any way the performance of, any abortion.

Sober Truth on Preventing Underage Drinking Reauthorization Act or STOP Act - Amends the Public Health Service Act to reauthorize the program to reduce underage drinking for FY2014-FY2018. Revises reporting requirements for state programs on underage drinking. Specifies additional requirements for the development of the national media campaign to prevent underage drinking. Directs the Administrator of the Substance Abuse and Mental Health Services Administration to make grants to professional pediatric provider organizations to increase effective practices, including the screening of children and adolescents for alcohol use, to reduce the prevalence of alcohol use among individuals under the age of 21, including college students. Directs the Secretary of Health and Human Services (HHS) to collect data and conduct or support new research on underage drinking that improves and conducts public health surveillance of alcohol use and alcohol-related conditions in states among individuals between age 18 and 20 by increasing the use of surveys, such as the Behavioral Risk Factor Surveillance System, to monitor binge and excessive drinking and related harms.

Nuclear Family Priority Act - Amends the Immigration and Nationality Act to eliminate parents from the definition of "immediate relatives" with respect to those aliens not subject to worldwide immigration levels or numerical limitations. Replaces existing family-sponsored immigrant categories with a single preference allocation for spouses and children of permanent resident aliens. Reduces the number of, and revises the calculation for, fiscal year family-sponsored immigrant entrants. Establishes a nonimmigrant visa category for an alien who is a parent of a U.S. citizen at least 21 years old.

Amends the Immigration and Nationality Act regarding U-visa (victims of certain crimes) provisions to: (1) limit derivative visas to spouses and children of an alien victim; (2) require visa recipients to be a victim of an actual crime by eliminating eligibility based upon being the intended victim of an attempt, conspiracy, or solicitation to commit any of the specified crimes; (3) limit visa duration to the lesser of three years or the period of limitations prescribed for the qualifying crime; and (4) eliminate U-visa status adjustment to permanent legal resident status.

Focusing the Fed on the Currency of the United States Act of 2013, or FFOCUS Act of 2013 - Amends the Federal Reserve Act to repeal the joint mandate on the Board of Governors of the Federal Reserve System and the Federal Open Market Committee to make maximum employment one of the goals of their duty to maintain long run growth of the monetary and credit aggregates commensurate with the U.S. economy's long run potential to increase production.

Prenatal Nondiscrimination Act (PRENDA) of 2013 - Imposes criminal penalties on anyone who knowingly or knowingly attempts to: (1) perform an abortion knowing that the abortion is sought based on the sex, gender, color or race of the child, or the race of a parent; (2) use force or the threat of force to intentionally injure or intimidate any person for the purpose of coercing a sex-selection or race-selection abortion; (3) solicit or accept funds for the performance of such an abortion; or (4) transport a woman into the United States or across a state line for the purpose of obtaining such an abortion. Requires such violations or attempted violations to result in fines under the federal criminal code, imprisonment for up to five years, or both. Authorizes civil actions, for verifiable money damages for injuries and punitive damages, by: (1) fathers, or maternal grandparents if the mother is an unemancipated minor, of unborn children who are the subject of an abortion performed or attempted through any of the above violations; and (2) women upon whom an abortion has been performed or attempted with a knowing or attempted use of force or threat of force to intentionally injure or intimidate any person for the purpose of coercing a sex-selection or race-selection abortion. Authorizes, to prevent an abortion provider from performing or attempting further abortions in violation of this Act, injunctive relief to be obtained by: (1) the women upon whom such an abortion is performed or attempted, (2) a maternal grandparent of the unborn child if the woman is an unemancipated minor, (3) the father of such an unborn child, or (4) the Attorney General (DOJ). Deems a violation of this Act to be prohibited discrimination under title VI (Federally Assisted Programs) of the Civil Rights Act of 1964. (Violators of title VI lose federal funding.) Requires a medical or mental health professional to report known or suspected violations to law enforcement authorities. Imposes criminal penalties for a failure to so report. Prohibits a woman having such an abortion from being prosecuted or held civilly liable. Directs courts to make such orders as necessary to protect the anonymity of any woman upon whom an abortion has been performed or attempted if she does not give her written consent to such disclosure. Requires, in the absence of such a woman's written consent, that any party, other than a public official, who brings an action under this Act do so under a pseudonym. Defines "abortion" as the act of using or prescribing any instrument, medicine, drug, or any other substance, device, or means with the intent to terminate the clinically diagnosable pregnancy of a woman, with knowledge that the termination by those means will, with reasonable likelihood, cause the death of the unborn child, unless the act is intended to: (1) save the life or preserve the health of the unborn child, (2) remove a dead unborn child caused by spontaneous abortion, or (3) remove an ectopic pregnancy.

Require Presidential Leadership and No Deficit Act or Require a PLAN Act - Directs the President, if his budget for FY2014, as submitted to Congress, results in a projected deficit in every fiscal year for which estimates are provided in it, to submit by April 1, 2013, a supplemental unified budget that includes: the information required by law for the President's budget, an estimate of the earliest fiscal year in which the supplemental budget is not projected to result in a deficit, a detailed description of additional policies to be implemented in order to achieve such result, and an explanation of the differences between the President's original FY2014 budget and the supplemental unified budget.

Protecting America's Solvency Act of 2013 - Increases the public debt limit by $1 trillion, effective upon adoption by the Congress of a balanced budget constitutional amendment in accordance with the requirements of this Act. Increases the public debt limit by an additional $1 trillion, effective upon ratification of such amendment. Requires such a balanced budget amendment to provide, among other things, that: (1) total outlays of the United States (except those for repayment of debt principal) for any fiscal year shall not exceed total receipts (except those derived from borrowing) for that fiscal year; (2) this fiscal year deficit prohibition may be suspended by a majority of the membership of both houses of Congress in the event of a congressionally declared war, or by 4/5 of the membership of Congress for any other fiscal year; (3) the President, in specified circumstances, shall have discretion to take necessary steps to ensure total outlays for that fiscal year do not exceed total receipts; (4) any Member of Congress, state governor, or state attorney general shall have standing and a cause of action to seek judicial enforcement of the amendment; and (5) after ratification of the amendment its requirements shall be phased in according to a specified schedule.

Government Neutrality in Contracting Act - Directs the head of any federal agency that awards or obligates funds for any construction contract, or that awards grants, provides financial assistance, or enters into cooperative agreements for construction projects, to ensure that bid specifications, project agreements, or other controlling documents do not: (1) require or prohibit a bidder, offeror, contractor, or subcontractor from entering into, or adhering to, agreements with a labor organization, with respect to that construction project or another related construction project; or (2) otherwise discriminate against or give preference to such a party because it did or did not become a signatory or otherwise adhere to such an agreement. Allows exemptions to avert an imminent threat to public health or safety or to serve national security. Allows additional exemptions for certain projects. Directs the Federal Acquisition Regulatory Council to amend the Federal Acquisition Regulation to implement this Act with respect to the applicable federal contracts.

Taiwan Policy Act of 2013 - States that nothing in this Act shall be construed to amend or supersede the Taiwan Relations Act. States that it shall be U.S. policy to: (1) support Taiwan and the human rights of its people, (2) permit senior leaders of Taiwan to enter the United States under conditions of appropriate respect and permit meetings between high level Taiwanese and U.S. officials in all U.S. executive departments, and (3) sign a comprehensive extradition agreement. Authorizes the President to: (1) accept a letter of request from Taiwan for price and availability data or for a formal sales offer regarding the F-16C/D Fighting Falcon or other similar aircraft, and (2) transfer specified naval vessels to Taiwan. States that in conducting relations with Taiwan and China the United States continues to assent to the six assurances provided to Taiwan in 1982. Directs: (1) the President to appoint a Director of the American Institute in Taiwan, (2) the Department of State to continue its program to ensure meaningful participation by Taiwan in international organizations, and (3) the Secretary of State to brief Congress about any potential defense-related transfers to Taiwan. Authorizes the President to make available to Taiwan defense items or defense services, including: (1) air, maritime, and ground capabilities; and (2) capacity for partnership with friendly foreign militaries. Expresses the sense of Congress that the goal of trade negotiations with Taiwan should be the negotiation of a free trade agreement.

GI Bill Tuition Fairness Act of 2013 - Directs the Secretary of Veterans Affairs (VA), for purposes of the educational assistance programs administered by the Secretary, to disapprove courses of education provided by public institutions of higher education that do not charge tuition and fees for veterans at the same rate that is charged for in-state residents, regardless of the veteran's state of residence.

Regulations From the Executive in Need of Scrutiny Act of 2013 - States that the purpose of this Act is to increase accountability for and transparency in the federal regulatory process by requiring Congress to approve all new major regulations. Revises provisions relating to congressional review of agency rulemaking to require a federal agency promulgating a rule to include in its report to Congress and to the Comptroller General (GAO) a classification of the rule as a major or nonmajor rule. Requires a joint resolution of approval of major rules to be enacted before such rules may take effect. Provides that if a joint resolution of approval is not enacted by the end of 70 session days or legislative days, as applicable, after the agency proposing the rule submits its report on such rule to Congress, the major rule shall be deemed not to be approved and shall not take effect. Permits a major rule to take effect for one 90-calendar day period without such approval if the President determines it is necessary because of an imminent threat to health or safety or other emergency, for the enforcement of criminal laws, for national security, or to implement an international trade agreement. Sets forth the congressional approval procedure for major rules and the congressional disapproval procedure for nonmajor rules. Requires the introduction of a joint resolution addressing a report classifying a rule as a major rule within three legislative days in the House of Representative and three session days in the Senate. Prohibits any amendments to such a joint resolution at any stage of the legislative process. Provides for expedited consideration of a joint resolution of approval and requires a vote on such resolution in the Senate within 15 session days after it is reported by the committee to which it was referred, or after such committee has been discharged from further consideration of the resolution. Allows a court to review whether an agency has completed the necessary requirements under this Act for a rule to take effect. Limits the effect of a joint resolution of approval of a major rule. Prohibits an agency from allowing a major rule to take effect without the congressional review procedures set forth in this Act. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to provide that any congressional approval procedure set forth in this Act affecting budget authority, outlays, or receipts shall be assumed to be effective unless it is not approved in accordance with this Act.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a congressional gold medal to commemorate the lives of Addie Mae Collins, Denise McNair, Carole Robertson, and Cynthia Wesley (children who lost their lives in the September 1963 bombing of the Sixteenth Street Baptist Church in Birmingham, Alabama, an incident recognized as a catalyst for the civil rights movement). Authorizes the Secretary of the Treasury to strike and sell bronze duplicates of such medals, with amounts received from the sale to be deposited in the U.S. Mint Public Enterprise Fund.

Preserve Land Freedom For Americans Act - Requires the President, prior to designating a national monument, to obtain a state's approval for a monument located on federal land within the state. Bars the Secretary of the Interior from implementing any restrictions on the public use of a national monument until the expiration of an appropriate review period providing for public input and state approval.

Animal Fighting Spectator Prohibition Act of 2013 - Amends the Animal Welfare Act to prohibit any person from knowingly attending an animal fighting venture or causing a minor (a person under the age of 18) to attend such a venture. Subjects any person who: (1) knowingly attends such venture to a fine and/or imprisonment for up to a year for each violation, and (2) knowingly causes a minor to attend such venture to a fine and/or imprisonment for up to three years for each violation.

Restore the Constitution Act of 2013 - Separation of Powers Restoration and Second Amendment Protection Act of 2013 - Expresses the sense of Congress that any executive order, memoranda, proclamation, or signing statement issued by the President that infringes on the powers and duties of Congress under article I, section 8 of the Constitution or the Second Amendment, or that would require the expenditure of federal funds not specifically appropriated for such executive action, is advisory only and has no force or effect unless enacted by law. Nullifies any such executive action and prohibits the use of appropriated funds to promulgate or enforce any such action. Authorizes the following persons to bring an action in an appropriate U.S. court to challenge the validity of any such executive action: (1) any member or either or both chambers of Congress, (2) the highest governmental official of any state or political subdivision if the challenged action infringes on a power of such state under any congressional enactment or relevant treaty, and (3) any person aggrieved in a liberty or property interest adversely affected by the challenged action.

Fort McClellan Health Registry Act - Directs the Secretary of Veterans Affairs (VA) to establish and maintain a special record to be known as the Fort McClellan Health Registry containing the name of each individual who, while serving in the Armed Forces, was stationed at Fort McClellan, Alabama, during the period beginning on January 1, 1935, and ending on May 20, 1999, and who: (1) applies for care or services from the VA; (2) files a claim for compensation on the basis of any disability which may be associated with such service; (3) dies and is survived by a spouse, child, or parent who files a claim for dependency and indemnity compensation on the basis of such service; (4) requests a health examination from the VA; or (5) receives such health examination and requests inclusion in the Registry. Requires the Secretary, upon request, to provide such health examination, as well as consultation and counseling with respect to examination results. Directs the Secretary to: (1) notify individuals in the Registry of significant developments in research on the health consequences of potential exposure to a toxic substance or environmental hazard related to service at Fort McClellan; and (2) carry out appropriate outreach activities with respect to such health examinations, consultation, and counseling.

Protecting Seniors' Access to Medicare Act of 2013 - Repeals sections of the Patient Protection and Affordable Care (PPACA) (and restores provisions of law amended by such sections) related to the establishment of an Independent Payment Advisory Board to develop and submit detailed proposals to reduce the per capita rate of growth in Medicare spending to the President for Congress to consider.

War Powers Reform Act - Amends the War Powers Resolution to direct the President in every possible instance to submit to Congress before introducing U.S. Armed Forces into hostilities or situations where imminent involvement in hostilities is clearly indicated a written report setting forth the estimated scope and duration of the hostilities or involvement. Directs the President, in the absence of a declaration of war or a specific statutory authorization (currently, only in the absence of a declaration of war), to submit a written report to Congress within 48 hours when the Armed Forces are introduced into hostilities or foreign nations under specified circumstances and requires that such report include the circumstances necessitating the introduction, the constitutional and legislative authority under which such introduction took place, and the estimated scope and duration of the hostilities or involvement. Repeals an existing framework under which the President is required to terminate, within 60 days, subject to a possible 30-day extension, any use of Armed Forces with respect to which the President has submitted (or is required to submit) a report concerning the introduction of Armed Forces into hostilities in the absence of a declaration of war, unless: (1) Congress declares war or enacts specific authorization, (2) extends the 60-day period, or (3) is physically unable to meet as a result of an armed attack upon the United States. Strikes provisions concerning congressional action to remove Armed Forces engaged in hostilities without a declaration of war or specific statutory authorization. Replaces such framework with a process that prohibits funds available for the Armed Forces from being obligated or expended for introducing the Armed Forces into hostilities, or into situations where imminent involvement in hostilities is clearly indicated, in the absence of: (1) a declaration of war; (2) specific statutory authorization; or (3) a national emergency created by an attack or imminent threat of attack upon the United States, its territories or possessions, or the Armed Forces.

Protecting America's Solvency Act of 2013 - Increases the public debt limit by $1 billion, effective upon adoption by the Congress of a balanced budget constitutional amendment in accordance with the requirements of this Act. Increases the public debt limit by an additional $1 billion, effective upon ratification of such amendment. Requires such a balanced budget amendment to provide, among other things, that: (1) total outlays of the United States (except those for repayment of debt principal) for any fiscal year shall not exceed total receipts (except those derived from borrowing) for that fiscal year; (2) this fiscal year deficit prohibition may be suspended by a majority of the membership of both houses of Congress in the event of a congressionally declared war, or by 4/5 of the membership of Congress for any other fiscal year; (3) the President, in specified circumstances, shall have discretion to take necessary steps to ensure total outlays for that fiscal year do not exceed total receipts; (4) any Member of Congress, state governor, or state attorney general shall have standing and a cause of action to seek judicial enforcement of the amendment; and (5) after ratification of the amendment its requirements shall be phased in according to a specified schedule.

Tax Code Termination Act - Terminates the Internal Revenue Code of 1986 after December 31, 2017, except for self-employment taxes, Federal Insurance Contributions Act (FICA) taxes, and railroad retirement taxes. Requires a two-thirds majority vote in Congress to change such termination date. Declares that any new federal tax system should be a simple and fair system that: (1) applies a low rate to all Americans, (2) provides tax relief for working Americans, (3) protects the rights of taxpayers and reduces tax collection abuses, (4) eliminates the bias against savings and investment, (5) promotes economic growth and job creation, and (6) does not penalize marriage or families. Requires that the new federal tax system be approved by Congress in its final form by July 4, 2017.
