Excepts from such limitation: (1) a pregnancy that results from rape or incest; or (2) a case where a woman suffers from a physical disorder, injury, or illness that would place the her in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. Preempts any state law requiring coverage of or funding for abortions in multi-state health plans.

Guarantee Paychecks for America's Military Families Act - Prioritizes, in the event that the public debt of the U.S. government reaches the statutory limit, the following obligations over all other obligations: (1) the Secretary of the Treasury to pay with legal tender the principal and interest on debt held by the public; (2) the Secretary of Defense (DOD) and the Secretary of Homeland Security (DHS) to pay members of the Armed Forces the earned pay, allowances, and other compensation paid from military personnel accounts; and (3) the Secretary of Defense and the Secretary of Homeland Security to carry out a contingency operation (as defined in existing provisions of federal military law), including the pay earned by civilian employees of the DOD and the Coast Guard serving in a combat zone (as defined in existing provisions of the Internal Revenue Code of 1986). Appropriates to the Secretary of Defense and the Secretary of Homeland Security, for any period of lapsed appropriations, such amounts as may be necessary to allow such Secretaries to provide, during the period of lapsed appropriations and without interruption: (1) pay and allowances to members of Armed Forces, including reserve components thereof, who perform active service during the period of lapsed appropriations; and (2) pay to civilian employees of the DOD and the Coast Guard serving in a combat zone. Defines "period of lapsed appropriations" as any period during which appropriations are not available due to the absence of the timely enactment of any Act or joint resolution (whether a general appropriations Act or an Act or joint resolution making continuing appropriations) appropriating funds for the payment of the pay and allowances of members of the Armed Forces or civilian employees of the DOD and Coast Guard.

Farmers Undertake Environmental Land Stewardship Act or the FUELS Act - Requires the Administrator of the Environmental Protection Agency (EPA), in implementing the Spill Prevention, Control, and Countermeasure rule with respect to any farm, to require certification of compliance with such rule by: (1) a professional engineer for a farm with an individual tank with an aboveground storage capacity greater than 10,000 gallons, an aggregate aboveground storage capacity of at least 42,000 gallons, or a history that includes a spill, as determined by the Administrator; or (2) the owner or operator of the farm (via self-certification) for a farm with an aggregate aboveground storage capacity greater than 10,000 gallons but less than 42,000 gallons and no history of spills. Directs the Administrator to exempt from all requirements of such rule any farm with an aggregate aboveground storage capacity of 10,000 gallons or less and no history of spills. Excludes from the aggregate storage capacity of a farm all containers on separate parcels that have a capacity that is less than 1,320 gallons.

Regulatory Sunset and Review Act of 2013 - Requires federal agencies to review their covered rules and modify, consolidate, or terminate such rules on a periodic basis. Defines "covered rule" to include a significant rule that is likely to result in an annual effect on the economy of $100 million or more or any other rule designated by an agency for sunset review. Allows a person adversely affected by a rule that is not a significant rule to submit a petition for sunset review of such rule. Provides for sunset review of a rule upon the request of a congressional committee or a majority of the members of such committee. Requires the Administrator of the Office of Information and Regulatory Affairs of the Office of Management and Budget (OMB) to: (1) conduct an inventory of existing rules and deadlines for their sunset review; (2) prioritize rules for sunset review based on specified criteria, including the cost of the rule and the burden of reviewing it; (3) group related rules for simultaneous review; (4) provide guidance to agencies for conducting sunset reviews; and (5) provide feedback to agencies on sunset reviews and results. Requires a new significant rule to be reviewed: (1) within three years after taking effect, or (2) within seven years after taking effect if the rule is issued pursuant to negotiated rulemaking procedures or if compliance with the rule requires substantial capital investment. Requires each federal agency to designate a Regulatory Review Officer with responsibility for implementation of this Act. Provides for judicial review of a denial or delay in granting or denying a petition for sunset review of a rule.

Empowering Citizens Act

Empowering Citizens Act - Amends the Internal Revenue Code and the Federal Election Campaign Act of 1971 to revise the system of public financing for presidential primary and general elections occurring after January 1, 2014, and to establish a system of public financing for congressional elections. Increases the amount of matching funds for presidential primaries from a one-to-one match to a five-to-one match for contributions of $250 or less from individuals. Limits the total amount of payments to a primary candidate to $100 million. Provides for an inflation adjustment to matching contributions beginning after 2013. Requires presidential primary candidates who opt to participate in the public financing system to certify to the Federal Election Commission (FEC) that they have raised $25,000 (currently, $5,000) in each of 20 states, with individual contributions limited to $250. Requires such candidates to commit to accept public financing in both the primary and general elections. Limits contributions to presidential primary candidates who participate in the public financing system to $1,250 from individual contributors (currently, $2,500). Prohibits primary candidates from accepting contributions or bundled contributions (i.e., combining small contributions into one large contribution) from lobbyists or political action committees (PACs). Eliminates expenditure limitations for presidential primary and general elections. Changes the period for payment of matching funds to presidential primary candidates from January 1 of the election year to six months prior to the date of the earliest state primary election. Revises general election payment provisions to allow a grant of $50 million to candidates and an additional $150 million in matching funds based upon a five-to-one match of contributions raised after June 1 of the general election year from individual donors giving up to $250 each. Increases to $50 million the limit on coordinated spending by a national party and its presidential candidate in a general election campaign. Eliminates public financing for national party conventions. Allows individual contributions up to $25,000 in each four-year presidential election cycle to pay for national party convention costs. Prohibits the use of unregulated funds (soft money) to pay for national party convention costs. Provides for public financing of congressional election campaigns. Establishes the Empowering Citizens Payment Account in the Presidential Election Campaign Fund to finance congressional election campaigns. Increases from $3 to $20 ($6 to $40 for joint returns) the tax check-off for contributions to the Presidential Election Campaign Fund. Directs the Secretary of the Treasury to prescribe regulations to ensure that approved tax preparation software does not automatically accept or decline a check-off of contributions for the public financing system. Directs the FEC to issue regulations on best efforts for identifying persons making contributions to political committees. Prohibits an authorized committee of a candidate from establishing a joint fundraising committee with a political committee other than an authorized committee of a candidate. Revises reporting requirements for the disclosure of bundled contributions by lobbyists and to presidential campaigns. Sets forth rules for judicial review of campaign finance laws and FEC actions.

Fair Elections Now Act - Amends the Federal Election Campaign Act of 1971 (FECA) with respect to: candidate benefits of fair elections financing of House of Representatives election campaigns; allocations to candidates from the Fair Elections Fund established by this Act; 500% matching payments to candidates for certain small dollar contributions; Fund allocation eligibility requirements; certification of a federal election candidate as a participating candidate; contribution, expenditure, and fundraising requirements; a public debate requirement; remission to the Fair Elections Fund of unspent funds after an election; establishment of the Fair Elections Fund and of a Fair Elections Oversight Board; civil penalties for violation of contribution and expenditure requirements; and transfer of a portion of collected civil money penalties into the Fair Elections Fund. Prohibits: (1) use of contributions by a participating candidate for any purposes other than an election campaign, and (2) establishment of joint fundraising committees with any political committee other than a candidate's authorized committee. Prescribes a limitation on coordinated expenditures by political party committees with participating candidates. Amends FECA to empower the Federal Election Commission (FEC) to petition the U.S. Supreme Court for a writ of certiorari to appeal a civil action. Requires all designations, statements, and reports required to be filed under FECA to be filed: (1) directly with the FEC, and (2) in electronic form accessible by computers. Reduces from 48 hours to 24 hours after their receipt the deadline for the FEC to make designations, statements, reports, or notifications available to the public in the FEC office and on the Internet.

Directs the Secretary of the Treasury to prescribe a flat income tax rate for corporations, in lieu of the existing marginal tax rates, based upon the overall revenue savings from the repeal of energy tax expenditures by this Act.

Excludes an abortion where: (1) the pregnancy is the result of an act of rape or an act of incest; or (2) a physician certifies that the woman suffered from a physical disorder, injury, or illness that would place the woman in danger of death unless an abortion is performed, including a condition caused by or arising from the pregnancy. Excludes hospitals from such requirement so long as the hospital does not provide funds to any non-hospital entity that performs an abortion. Requires the Secretary to annually provide Congress: (1) information on grantees who performed abortions under the exceptions, and (2) a list of entities to which grant funds are made available.

Pool SAFE Act

Pool Safety and Accessibility for Everyone Act or Pool SAFE Act - Prohibits any suit brought for an alleged violation of the revised regulations of the Americans with Disabilities Act of 1990 concerning the requirements to provide an accessible means of entry to pools for places of public accommodation and commercial facilities that occurred on or after January 31, 2013, and before the date that is one year after enactment of this Act. Bars the Attorney General (AG) from investigating or initiating a compliance review of an alleged violation occurring during such period. Requires dismissal of any suit brought against a place of public accommodation or commercial facility for such a violation brought on or after January 31, 2013, and before the date of enactment of this Act. Directs the AG to revise accessibility regulations to provide that a place of public accommodation or a commercial facility is in compliance with the requirement to have an accessible means of entry to a pool when such a place or facility uses a portable pool lift on request, even if: (1) installation of a permanent lift is readily achievable, and (2) a single portable pool lift is used for multiple pools.

NAFTA Accountability Act

NAFTA Accountability Act - Provides that unless the specified conditions set forth in this Act are met: (1) Congress withdraws its approval of the North American Free Trade Agreement (NAFTA) effective one year after enactment of this Act; and (2) the President, not later than 200 days after enactment of such Act, shall provide written notice of withdrawal to the governments of Canada and Mexico. Specifies among such conditions that the President confers with the governments of Canada and Mexico and renegotiates NAFTA to correct: (1) trade deficits, (2) currency distortions, and (3) the impact of agricultural imports on U.S. production. Prescribes requirements also for: (1) gains in U.S. jobs and living standards, (2) increased domestic manufacturing, (3) health and environmental standards, (4) a non-increase in crime with illegal drugs, and (5) democracy and human freedoms. Expresses the sense of Congress that until such conditions are met: (1) the President should not engage in negotiations to expand NAFTA to include other countries, and (2) trade promotion authority should not be renewed with respect to approval of any such NAFTA expansion.

PROTECT Act

Preventing Recurring Trade Evasion and Circumvention Act or PROTECT Act - Directs the Secretary of Homeland Security (DHS) to establish within the Office of International Trade of the U.S. Customs and Border Protection (CBP) a Trade Remedy Law Enforcement Division (including a National Targeting and Analysis Group) to prevent and counter evasion of antidumping or countervailing duty orders with respect to covered merchandise entered into the United States. Directs the Group to establish targeted risk assessment methodologies and standards for: (1) evaluating the risk that cargo destined for the United States may constitute evading covered merchandise, and (2) issuing Trade Alerts to U.S. ports of entry directing further inspection of specific merchandise to ensure compliance with U.S. trade remedy laws. Requires the Group also to use information available from the Automated Targeting System, the Automated Entry System, the International Trade Data System, and the Treasury Enforcement Communications System to administer such methodologies and standards. Amends the Trade Act of 2002 to repeal the prohibition against use by the Secretary of the Treasury of certain trade data for merchandise entry or commercial enforcement determinations. Requires the DHS Secretary, acting through the CBP Commissioner, to exercise all authorities to collect information needed to determine whether merchandise is entered into the United States through evasion. Amends the Tariff Act of 1930 to permit access to proprietary information submitted to the administering authority or the U.S. International Trade Commission (ITC) to a CBP officer or employee who is conducting an investigation regarding negligence or gross negligence with respect to covered merchandise entered into the United States. Directs the Secretary of the Treasury to negotiate and enter into bilateral agreements with customs authorities of foreign countries to prevent evasion of U.S. and foreign trade remedy laws. Directs the CBP Commissioner to employ sufficient personnel who have expertise in and responsibility for preventing and investigating the entry of covered merchandise into the United States through evasion. Requires the weighted average dumping margin or individual countervailing duty rate determined for a new exporter (shipper) or producer of merchandise in a review by the administering authority as to whether antidumping or countervailing duties shall be imposed to be based solely on the bona fide U.S. sales made by the exporter or producer during the period of review. Applies the amendments made by this Act to goods from Canada and Mexico.

Federal Reserve Transparency Act of 2013 - Directs the Comptroller General (GAO) to: (1) complete, within 12 months of enactment of this Act, the required audit of the Board of Governors of the Federal Reserve System (Board) and of the Federal Reserve Banks; and (2) submit to Congress, within 90 days of audit completion, a detailed report of audit findings and conclusions. Repeals certain limitations placed upon such audit. Instructs the Comptroller General to audit and report on the review of loan files of homeowners in foreclosure in 2009 or 2010, required as part of the enforcement actions taken by the Board against supervised financial institutions. Prescribes audit contents, including: (1) the guidance given by the Board to independent consultants retained by the supervised financial institutions regarding procedures to be followed in conducting the file reviews, (2) the factors considered by independent consultants when evaluating loan files and the results obtained pursuant to those reviews, and (3) the determinations made by such consultants regarding the nature and extent of financial injury sustained by each homeowner as well as the level and type of remediation offered.

Corolla Wild Horses Protection Act

Corolla Wild Horses Protection Act - Directs the Secretary of the Interior to enter into an agreement with the Corolla Wild Horse Fund, Currituck County, and the state of North Carolina to provide for the management of free-roaming wild horses in and around the Currituck National Wildlife Refuge. Requires that such agreement: (1) allow a herd of no more than 130 free-roaming wild horses in and around the Refuge; (2) provide for cost-effective management of such horses; and (3) provide for the introduction of a small number of free-roaming wild horses from the herd at Cape Lookout National Seashore as is necessary to maintain the genetic viability of the herd in and around the Refuge; and (4) specify that the Corolla Wild Horse Fund shall pay certain costs associated with the health, maintenance, removal, and placement of such horses. Prohibits the removal of any horse from the Seashore for introduction at the Refuge, except with the approval of the Foundation for Shackleford Horses Inc. and consistent with the memorandum of understanding between the National Park Service and the Foundation and the management plan for the Shackleford Banks Horse Herd.

Military Surviving Spouses Equity Act

Military Surviving Spouses Equity Act - Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age. Prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Disclosure of Information on Spending on Campaigns Leads to Open and Secure Elections Act of 2013 or DISCLOSE 2013 Act - Amends the Federal Election Campaign Act of 1971 to redefine the term "independent expenditure" as an expenditure by a person that, when taken as a whole, expressly advocates the election or defeat of a clearly identified candidate, or is the functional equivalent of express advocacy because it can be interpreted by a reasonable person only as advocating the election or defeat of a candidate, taking into account whether the communication involved mentions a candidacy, a political party, or a challenger to a candidate, or takes a position on a candidates, qualifications, or fitness for office. Expands the period during which certain communications are treated as electioneering communications. Prescribes: (1) disclosure requirements for corporations, labor organizations, and certain other entities; and (2) disclaimer requirements for campaign-related disbursements and for certain communications. Requires any communication transmitted through radio or television to include an individual or organizational disclosure statement, together with: (1) the Top Two Funders List of the persons providing the largest and second largest aggregate payments of $10,000 or more for a radio communication, and (2) the Top Five Funders List of the five persons providing the largest aggregate payments of $10,000 or more for a television communication. Repeals the prohibition against political contributions by individuals age 17 or younger. Requires a covered organization which submits regular, periodic reports to its shareholders, members, or donors on its finances or activities to include in each report, in a clear and conspicuous manner, the information included in the statements it has filed about campaign-related disbursements the organization has made during the period covered by the report. Amends the Lobbying Disclosure Act of 1995 to require semiannual reports on certain election campaign contributions filed with the Secretary of the Senate or the Clerk of the House of Representatives by registered lobbyists (or persons or organizations required to register as lobbyists) to contain: (1) the amount of any independent expenditure of $1,000 or more made by each such person or organization, along with the name of each candidate being supported or opposed and the amount spent supporting or opposing that candidate; and (2) the amount of any electioneering communication of $1,000 or more made by such person or organization, along with the name of the candidate referred to in the communication and whether the communication involved was in support of or in opposition to the candidate.
