Honest Ads Act This bill expands source disclosure requirements for political advertisements by (1) establishing that paid internet and paid digital communications may qualify as “public communications” or “electioneering communications” that may be subject to such requirements, and (2) imposing additional requirements relating to the form of such source disclosures and the information contained within. The bill also requires certain online platform companies to maintain publicly available records about qualified political advertisements that have been purchased on their platforms.

Opioid Immediate Suspension Order Act of 2017 This bill amends the Controlled Substances Act to eliminate the provision that defines the phrase "imminent danger to the public health and safety." Under current law, the Drug Enforcement Administration may immediately suspend the registration of a controlled substances manufacturer, distributor, or dispenser to prevent imminent danger to the public health and safety.

Department of Defense Check Before You Rent Act This bill requires a military department, before leasing or acquiring new property, to certify that it evaluated the feasibility of using space under the jurisdiction of the Department of Defense (DOD) and determined that: (1) such space is not reasonably available, (2) acquiring or leasing the new property would be more cost effective than the use of the DOD property, or (3) the use of the DOD property would interfere with the ongoing military mission of the property.

Active Cyber Defense Certainty Act This bill amends the federal criminal code to limit the prosecution of computer fraud and abuse offenses where the conduct constituting an offense involves a response to, or defense against, a cyber intrusion.

Digital Coast Act This bill requires the National Oceanic and Atmospheric Administration (NOAA) to establish a constituent-driven Digital Coast program. (This program currently exists under NOAA to provide data, tools, and training that communities use to manage their coastal resources.) The program must: (1) provide an online resource that integrates geospatial data, decision-support tools, training, and best practices to address coastal management issues and needs, and to enhance resilient communities, ecosystem values, and coastal economic growth and development; and (2) provide for the documentation, dissemination, and archiving of the data. NOAA must focus on filling data needs and gaps for critical coastal management issues and support continued improvement in existing efforts to coordinate the acquisition and integration of key data sets needed for coastal management, and other purposes. NOAA may enter into financial agreements to carry out the program. NOAA may enter into contracts with private sector entities as may be necessary to collect, process, and provide remote sensing and other geospatial data and products. Additionally, NOAA may establish public tools that are capable of tracking ocean and Great Lakes economy data for each coastal state.

Horse Transportation Safety Act of 2017 This bill prohibits a person from transporting a horse in interstate commerce in a motor vehicle (except a vehicle operated exclusively on rail or rails) containing two or more levels stacked on top of one another. The bill prescribes civil penalties for knowing violations of such prohibition.

75th Anniversary of the End of World War II Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 500,000 $1 coins, and 750,000 half-dollar coins in commemoration of the 75th anniversary of the end of World War II. The coins shall be emblematic of the sacrifices made by millions of people of the United States 75 years ago in bringing an end to World War II. The design on each coin shall represent the World War II Victory Medal, which was awarded to all 16 million U.S. military personnel who served from December 7, 1941, to December 31, 1946. The bill requires all sales of such coins include specified surcharges, which shall be paid by Treasury to the congressionally designated National WWII Museum to fund its educational mission of telling the story of the U.S. experience in World War II.

Restore Veterans' Compensation Act of 2017 This bill eliminates the recoupment of separation pay, special separation benefits, and voluntary separation incentive payments from members of the U.S. Armed Forces who subsequently receive Department of Veterans Affairs disability compensation. Disability compensation amounts may not be reduced because of the receipt of separation, severance, or readjustment pay. Recoupment of separation payments from members receiving retired or retainer pay is limited to the net amount of separation payments. Monthly deductions are limited to 25% of retired or retainer pay and may not begin until 90 days after the Department of Defense (DOD) notifies the individual of such deductions. DOD may waive such recoupment for financial hardship reasons.

United States Postal Service Shipping Equity Act This bill authorizes the mailing of alcoholic beverages by a covered entity in accordance with the delivery requirements otherwise applicable to a privately carried shipment. "Covered entity" is defined as an entity (including a winery, brewery, or beverage distilled spirits plant, or other wholesale, distributer, or retailer of alcoholic beverages) that has registered with, obtained a permit from, or obtained approval of an application from the Department of the Treasury pursuant to the Federal Alcohol Administration Act or the Internal Revenue Code provisions regarding alcohol, tobacco, and certain other excise taxes. The bill directs the U.S. Postal Service (USPS) to prescribe regulations: (1) requiring such mailing to be through a means that ensures direct delivery to a duly authorized agent at a postal facility or to the addressee, who must be at least 21 years of age and present a valid, government-issued photo identification at the time of delivery; (2) prohibiting such alcoholic beverages from being for resale or any other commercial purpose; and (3) requiring such covered entity to certify that the mailing is not in violation of applicable laws or regulations and to provide other information as directed by the USPS, including with respect to the prepayment of state alcohol beverage taxes.

Affirms that: (1) the Constitution gives Congress power over the nation's debts; (2) limiting the debt is an essential exercise of this authority; and (3) removing limitations on the debt would inappropriately cede this authority, remove a critical check on future increases in deficit spending and the national debt, and potentially exacerbate the already unsustainable fiscal position of the United States and its national security.

Access to Marketplace Insurance Act This bill requires health insurers to accept, on behalf of individuals enrolled in qualified health plans, cost-sharing payments made by certain third parties (e.g., state and federal government programs) and count such payments toward annual cost-sharing limitations. (Qualified health plans are eligible for subsidies and fulfill an individual's requirement to maintain minimum essential coverage.)

No Social Security for Illegal Immigrants Act of 2017 This bill prohibits an individual from collecting Social Security benefits based on wages and income earned for services illegally performed in the United States while the individual was an alien.

Gold Star Family Support and Installation Access Act of 2017 This bill directs the appropriate military department to issue a standardized Gold Star Installation Access Card to the widow and dependent children of a deceased member of the Armed Forces to allow them to gain unescorted access to military installations to attend memorial events, visit gravesites, and obtain on-installation services and benefits. The Department of Defense shall prescribe regulations to provide that a surviving spouse of a deceased member, regardless of martial status, who has guardianship of dependent children of the deceased member, is entitled to use commissary stores and MWR retail facilities to the same extent and on the same basis as the unremarried spouse of a member of the uniformed services.

Directs the President to remove U.S. Armed Forces from hostilities in Yemen, except those engaged in operations directed at Al Qaeda in the Arabian Peninsula, within 30 days after adoption of this concurrent resolution, unless: (1) the President requests and Congress authorizes a later date, or (2) a declaration of war or specific authorization for the use of the Armed Forces has been enacted.

Veterans Opioid Abuse Prevention Act This bill directs the Department of Veterans Affairs (VA) to enter into a memorandum of understanding with a national network of state-based prescription drug monitoring programs under which VA health care providers shall query such network to support the safe and effective prescribing of controlled substances to patients who: (1) receive a prescription for a controlled substance for a period of 90 days or longer, and (2) are not receiving palliative care or enrolled in hospice care. Under such memorandum of understanding, VA health care providers practicing in: (1) a participating state shall query such network in accordance with the agreement between that state's prescription drug monitoring program and such network, and (2) a nonparticipating state shall query the network through the drug monitoring program of the closest participating state.

Special Counsel Integrity Act This bill sets forth requirements and limitations with respect to the discipline or removal from office of a special counsel appointed under Department of Justice (DOJ) regulations. Specifically, a special counsel may be disciplined or removed only by the personal action of an Attorney General who has been confirmed by the Senate. If the Attorney General is recused from the matter, then a special counsel may be disciplined or removed by the most senior DOJ official who has been confirmed by the Senate and is not recused from the matter. A special counsel: (1) may only be removed for misconduct, dereliction of duty, incapacity, conflict of interest, or other good cause, including violation of DOJ policies; (2) must be informed in writing of the specific reason for the removal; and (3) may file an action for judicial review of the removal.

This bill directs the Department of Defense (DOD) to develop guidelines regarding the use by the military departments and the Department of Veterans Affairs (VA) of unofficial sources of information, including eyewitness statements, to determine the eligibility of a member or former member of the Armed Forces for benefits and decorations when the member's service records are incomplete because of damage from the 1973 fire at the National Personnel Records Center in St. Louis, Missouri, or any subsequent incident while the records were in DOD's possession. DOD shall prepare the guidelines in consultation with the VA with respect to veterans benefits whose eligibility determinations depend on the use of service records maintained by DOD.

Immigration in the National Interest Act of 2017 This bill amends the Immigration and Nationality Act to: eliminate the diversity visa program; replace the current employment visa system with a skills-based point system; revise the worldwide level of family-sponsored immigrants, including by eliminating certain family-based immigration preferences; establish a 50,000 annual limit for refugees given permanent resident status; create a nonimmigrant visa for parents of U.S. citizen children who are at least 21 years old; and establish a new visa for immigrants seeking to enter the United States to engage in a new commercial enterprise. The bill prohibits an alien from being be naturalized if his or her sponsor has not repaid the federal government for any means-tested public benefits received by the alien during the five-year period beginning on the date the alien was lawfully admitted for permanent residence.

Major General Tim Lowenberg National Guard Cyber Defenders Act This bill allows certain military reserve components, including a reserve assigned or attached to a reserve component cyber civil support team, to perform duties to prepare for or respond to any emergency involving an attack or natural disaster impacting a computer, electronic, or cyber network. By September 30, 2022, each state, the District of Columbia, Puerto Rico, Guam, and the Virgin Islands shall have an operational reserve component cyber civil support team composed of reserve component members of the Armed Forces.

Wounded Warrior Workforce Enhancement Act This bill directs the Department of Veterans Affairs (VA) to award grants to eligible institutions to: (1) establish a master's degree program in orthotics and prosthetics, or (2) expand upon an existing master's degree program in such area. The VA shall give grant priority to institutions that have entered into a partnership with a medical center administered by the VA or a facility administered by the Department of Defense. An "eligible institution" is an educational institution that is either accredited by the National Commission on Orthotic and Prosthetic Education or that demonstrates an ability to meet such accreditation requirements if it receives a grant. The bill requires the VA to award a grant to an institution with orthotic and prosthetic research and education experience to: (1) establish the Center of Excellence in Orthotic and Prosthetic Education; and (2) improve orthotic and prosthetic outcomes for veterans, members of the Armed Forces, and civilians by conducting orthotic and prosthetic research.

Future of the Nunn-Lugar Program Act of 2017 This bill requires the Department of Defense (DOD) to: (1) seek to enter into an agreement with a federally funded research and development center to assess requirements for cooperative threat reduction, and (2) provide such center with access to necessary information and resources. The center shall provide DOD with an interim and a final report that shall include: (1) a discussion of the requirements and capabilities necessary for reducing the threats of nuclear, chemical, and biological weapons; (2) identification of capability gaps for cooperative threat reduction efforts; (3) recommendations for actions to modernize the DOD's Cooperative Threat Reduction Program; and (4) recommendations to modernize the command and control enterprise and the role of the Director of the Defense Threat Reduction Agency. The Cooperative Threat Reduction Program, with respect to foreign countries, is intended to facilitate the elimination and the safe and secure transportation and storage of nuclear, chemical, biological, or other weapons and prevent their proliferation.

Sanctity of Life Act of 2017 This bill declares that: (1) human life is deemed to exist from fertilization, without regard to race, sex, age, health, defect, or condition of dependency; and (2) "person" includes all such human life. The bill recognizes that each state has a compelling interest in protecting the lives of those within the state's jurisdiction whom the state rationally regards as human beings. The bill amends the federal judicial code to remove Supreme Court and district court jurisdiction to review cases arising out of any statute, ordinance, rule, regulation, or practice, or any act interpreting such a measure on the grounds that such measure: (1) protects the rights of human persons between conception and birth; or (2) prohibits, limits, or regulates the performance of abortions or the provision of public funds, facilities, personnel, or other assistance for abortions.

Military Sexual Assault Victims Empowerment Act or the Military SAVE Act This bill directs the Department of Veterans Affairs (VA), through the Office of Community Care, to carry out a three-year pilot program of hospital care and medical services for eligible veterans at non-VA health care providers to treat physical and psychological injuries or illnesses that, in the judgment of a VA mental health professional, resulted from sexual assault or battery or sexual harassment while the veteran was serving on active duty, active duty for training, or inactive duty training. The program shall be carried out at not more than five locations, at least one of which shall be a rural location, based upon criteria including: (1) distance from a military installation, (2) city size, and (3) rates of sexual assault and rape. An eligible veteran may elect to participate in the pilot program. The VA may not restrict a participant's ability to choose the non-VA health care provider. The bill: (1) sets forth payment provisions for current and new non-VA providers, and (2) provides for program data collection and analysis.

Free File Permanence Act of 2017 This bill requires the Department of the Treasury to continue to operate the Internal Revenue Service (IRS) Free File Program. The program must work with state government agencies to enhance and expand the use of the program, while continuing to: provide free commercial-type online individual income tax preparation and electronic filing services to the lowest 70% of taxpayers by income; provide all taxpayers (regardless of income) with a basic, online electronic fillable forms utility; and work with the private sector to provide the free tax preparation and electronic filing services. Treasury must work with the private sector through the program to identify and implement innovative new program features to improve and simplify the taxpayer's experience with completing and filing individual income tax returns. The IRS and members of the tax software and electronic industry involved in the program must support and promote improvements within the program by mutually testing, piloting, and offering innovative solutions to: simplify the tax system, reduce compliance and reporting burdens, increase tax return accuracy through financial data authentication, strengthen the tax system against fraud through cybersecurity collaboration, avoid duplication, and maximize the use of electronic technology. The Electronic Tax Administration Advisory Committee must report annually to Congress regarding the program, including website statistics, cybersecurity standards, demographic information, marketing and education efforts, simplifications and innovations, and state and local participation.

Department of Veterans Affairs Information Technology Restructuring Act of 2017 This bill establishes in the Office of the Under Secretary for Health of the Department of Veterans Affairs (VA) the position of Chief Information Officer of the Veterans Health Administration (VHA), who shall: (1) serve at the Central Office of the VA; and (2) be responsible for, and report to the Under Secretary on, all matters regarding the procurement, acquisition, and management of information technology systems and services for the VHA.

Endangered Species Transparency and Reasonableness Act This bill amends the Endangered Species Act of 1973 (ESA) to require the Department of the Interior or the Department of Commerce, as appropriate, to make publicly available on the Internet, subject to privacy or administrative limitations, the best scientific and commercial data available that are the bases for the determination of whether a species is an endangered species or a threatened species, including each proposed regulation for the listing of a species.

Fairness for Korean DMZ Veterans Act of 2017 This bill provides a presumption of herbicide exposure as the service-connected cause of certain diseases notwithstanding that there is no evidentiary record of any such disease during a veteran's service period. The bill defines a "veteran" for purposes of this bill as an individual who, during active military, naval, or air service, served in or near the Korean demilitarized zone during the period beginning on September 1, 1967, and ending on August 31, 1971. The bill specifies such a disease as: (1) a listed disease that becomes manifest, or (2) any additional disease that the Department of Veterans Affairs determines warrants a presumption of service-connection by reason of a positive association with herbicide exposure and that manifests itself within a prescribed period.

Rightsizing Pension Premiums Act of 2017 This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to: (1) modify the formula that the Pension Benefit Guaranty Corporation (PBGC) uses to calculate the funded percentage of single-employer pension plans, and (2) reduce single-employer PBGC premiums for pension plans that are sponsored by certain small employers or have specified PBGC funded percentages. The bill also prohibits the budget effects of provisions that change PBGC premiums from being counted for the purposes of determining budget points of order for legislation in the House or the Senate. (The PBGC is a federal agency that insures the benefits of private sector, defined benefit pension plans. The PBGC is financed by insurance premiums paid by sponsors of the plans, investment income, assets from pension plans taken over by the PBGC, and recoveries from the companies formerly responsible for the plans.)

Modernization of Medical Records Access for Veterans Act of 2017 This bill directs the Department of Veterans Affairs (VA) to carry out in at least one Veterans Integrated Services Network a pilot program for at least a 12-month period during which veterans enrolled in the VA's patient enrollment system will use a portable medical records storage system to store and share with VA health care providers and community health care providers records of their individual medical histories. The VA shall seek to enter into a contract, using competitive procedures, with an appropriate entity to furnish such storage system. The bill specifies system requirements, including: (1) the capability to store at least four gigabytes of electronic health records on a physical device no larger than a credit card, and (2) the capability to be used by substantially all electronic health records systems certified by the Office of the National Coordinator for Health IT on or before January 1, 2017.

Recalled Veterans Protection Act of 2017 This bill exempts members of the Armed Forces who voluntarily separate from active duty and incur a service-connected disability after being recalled to active duty or full-time National Guard duty from the requirement to repay voluntary separation pay.

Public Service Integrity Act This bill increases to five years the post-employment lobbying ban on a former Member of the Senate (currently, two years) or a former Member of the House of Representatives (currently, one year). Additionally, the bill increases from one year to two years the post-employment lobbying restrictions on officers and employees of the legislative branch. It also lowers the income threshold at which the restrictions become applicable for such officers and employees.

Native American Suicide Prevention Act of 2017 This bill amends the Public Health Service Act to require a state or state-designated entity receiving support from the Substance Abuse and Mental Health Services Administration for development and implementation of a statewide youth suicide early intervention and prevention strategy to agree to collaborate with each of the state's federally recognized Indian tribes, tribal organizations, and urban Indian organizations regarding the strategy.

This bill prohibits a former Member of Congress or former senior congressional employee who is a registered lobbyist representing a foreign principal from being eligible for: the Civil Service Retirement System or the Federal Employees Retirement System, including the Thrift Savings Plan; the Federal Employees Health Benefits Program; or the Federal Employees' Group Life Insurance Program.

This bill provides educational assistance to veterans who pursue certain apprenticeship programs registered with the Employment and Training Administration of the Department of Labor. It is the sense of Congress that apprenticeship programs that are not sponsored by program participants' employers should provide the participants with professional development resources and interview training. The Department of Veterans Affairs (VA) shall carry out a pilot program to provide eligible veterans with the opportunity to enroll in certification programs in computer numerically controlled machining. The Government Accountability Office shall report to Congress regarding the career technical training track of the VA's Transition Assistance Program, including its effectiveness in educating participants about apprenticeship opportunities.

Farewell to Unnecessary Energy Lifelines Reform Act of 2017 or the FUEL Reform Act This bill repeals title IX (Energy) of the Farm Security and Rural Investment Act of 2002, which authorized various energy programs that are administered by the Department of Agriculture and primarily provide support and incentives for renewable energy projects.

Expresses the sense of Congress that: child safety is the first priority of custody and parenting adjudications, and courts should resolve safety risks and claims of family violence before assessing other best interest factors; quasi-scientific evidence should be admitted by courts only when it meets admissibility standards for scientific evidence; evidence from court-affiliated or appointed fee-paid professionals regarding adult or child abuse allegations in custody cases should be considered only when the professional possesses documented expertise and experience in the relevant types of abuse, trauma, and the behaviors of victims and perpetrators; states should define required standards of expertise and experience for appointed fee-paid professionals who provide evidence to the court on behaviors of abuse victims and perpetrators, specify requirements for the contents of such professional reports, and require courts to find that any appointed professionals meet those standards; states should consider models under which court-appointed professionals are paid directly by the courts, with potential reimbursement by the parties after due consideration of the parties' financial circumstances; and Congress should schedule hearings on family courts' practices with regard to children's safety and civil rights.

Stop Waste in Government Contracting Act of 2017 This bill requires executive agencies to use competitive procedures for procurement contracts valued at $10 million or more, with a national security exception. The Inspector General of the General Services Administration must report to Congress: on updating the Federal Procurement Data System and data stored on it during the preceding 10-year period, identifying any issues of each agency relating to the use of such system that may have affected the reliability of data stored on it, detailing which data is potentially unreliable, and including recommendations for improving the system.

Jack Alderson Toxic Exposure Declassification Act This bill directs the Department of Defense (DOD) to declassify documents related to any known incident in which not fewer than 100 members of the Armed Forces were exposed to a toxic substance that resulted in at least one case of a disability that a member of the medical profession has determined is associated with that substance. DOD may decline to declassify such documents if it determines that declassification would materially and immediately threaten U.S. security.

Safe Chicken and Meat for Children Act This bill amends the Richard B. Russell National School Lunch Act to prohibit poultry or meat that is processed or produced in China from being used in the Department of Agriculture's National School Lunch Program, School Breakfast Program, Child and Adult Care Food Program, and Summer Food Service Program.

Veteran Education Empowerment Act This bill requires the Department of Veterans Affairs to make grants to institutions of higher education (IHEs) or consortia of IHEs for the establishment, maintenance, improvement, and operation of veteran student centers. A veteran student center is a dedicated space on a campus that provides students who are veterans or members of the Armed Forces with: (1) a lounge or meeting space for themselves, their spouses or partners, and veterans in the community; (2) a centralized office for veteran services that serves as a single point of contact to coordinate veterans support services; and (3) comprehensive academic and tutoring services to veterans.

Disaster Assistance Fairness and Accountability Act of 2017 This bill prohibits the Federal Emergency Management Agency (FEMA) from taking any action to recoup major disaster assistance from a recipient that received such assistance more than three years before FEMA first provided such recipient written notification of an intent to recoup it.
