Endangered Species Litigation Reasonableness Act This bill amends the Endangered Species Act of 1973 to replace the current standard for awarding court costs, including attorney fees, in citizen suits with the federal judicial code standard for awarding costs to a prevailing party.

First Rhode Island Regiment Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to award a congressional gold medal to the First Rhode Island Regiment, collectively, in recognition of their service during the Revolutionary War. The Department of the Treasury is authorized to strike and sell bronze duplicates of such medal at a price sufficient to cover the costs of such medals.

Audit the Pentagon Act of 2017 This bill requires a .5% reduction in Department of Defense (DOD) discretionary budget authority if DOD has not submitted a financial statement by March 2 of a fiscal year for the previous fiscal year or such financial statement has not received an unqualified or qualified audit opinion by an independent auditor. This reduction does not apply to military, reserve, and National Guard personnel accounts or the Defense Health Program account. The bill permits the President to waive any reduction in DOD budget authority if the reduction would harm national security or military personnel deployed in combat zones.

DD-214 Modernization Act This bill directs the Department of Defense to modify the Certificate of Release or Discharge from Active Duty (DD Form 214) to include a specific block explicitly identified as the location in which a member of the Armed Forces may provide an email address by which the member may be contacted after discharge or release from active duty.

Dr. Chris Kirkpatrick Whistleblower Protection Act of 2017 This bill directs federal agencies (excluding any entity that is an element of the intelligence community) to give priority to an employee transfer request if the Merit Systems Protection Board (MSPB) grants a stay of a personnel action at the request of: (1) the Office of Special Counsel (OSC) if the OSC determines the personnel action was taken, or is to be taken, as a result of a prohibited personnel practice; or (2) the employee if such employee is in probationary status and seeks corrective action. The bill: (1) prohibits any employee who has the authority to take, direct others to take, recommend, or approve of any personnel action to access the medical records of another employee or applicant for employment; and (2) authorizes disciplinary action against supervisors for retaliation against whistle-blowers. Agencies must: (1) refer information about employee suicides to the OSC, (2) train supervisors on responding to complaints alleging whistle-blower protections violations, (3) provide information regarding whistle-blower protections to new employees during probationary periods, (4) inform employees of the role of the OSC and the MSPB with regard to whistle-blower protection, and (5) make information about such protections available on agency websites. The Department of Veterans Affairs (VA) must: (1) submit a plan to Congress on efforts to prevent any unauthorized access to the medical records of VA employees; (2) conduct an outreach program to inform its employees of any mental health services, including telemedicine options; and (3) ensure protocols are in effect to address threats against VA employees providing health care.

Military Retiree Survivor Comfort Act This bill requires the United States to forgive any overpayment of military retired or retainer pay for any period after the death of the recipient through the last day of the month in which such death occurs, if such payment is electronically deposited to a joint account bearing the name of the decedent and the decedent's designated beneficiary. The bill provides a special effective date for the first annuity payment to a survivor under the Survivor Benefit Plan when an overpayment is so forgiven.

Parental Notification and Intervention Act of 2017 This bill prohibits a person or organization from performing, facilitating, or assisting in the performance of an abortion on an unemancipated minor under age 18 without first complying with parental notification requirements, subject to exceptions. It establishes penalties—a fine, up to one year in prison, or both—for each willful violation. A parent who is required to be notified of an abortion of an unemancipated minor may bring an action in federal district court to prohibit the abortion.

Expresses support for: the designation of National Post-Traumatic Stress Injury Awareness Month and National Post-Traumatic Stress Injury Awareness Day; and efforts of the Department of Veterans Affairs and the Department of Defense, as well as the medical community, to educate members of the Armed Forces, veterans, their families, and the public about the causes, symptoms, and treatment of post-traumatic stress injury/injuries (PTSI). Encourages Armed Forces commanders to support appropriate treatment of personnel diagnosed with PTSI.

Save Oak Flat Act This bill repeals the provisions under the Carl Levin and Howard P. "Buck" McKeon National Defense Authorization Act for Fiscal Year 2015 providing for a land exchange between the Department of Agriculture and Resolution Copper Mining, LLC. Under the provisions of that Act, 2,422 acres of Forest Service land located in Pinal County, Arizona, are to be exchanged for various parcels of land owned by Resolution Copper.

Compassionate Access, Research Expansion, and Respect States Act of 2017 or the CARERS Act of 2017 This bill amends the Controlled Substances Act to provide that the Act's regulatory controls and administrative, civil, and criminal penalties do not apply to a person who produces, possesses, distributes, dispenses, administers, tests, recommends, or delivers medical marijuana in compliance with state law. The bill also: excludes "cannabidiol" (CBD) from the definition of "marijuana"; limits the concentration of delta-9-tetrahydrocannabinol (THC) in CBD to 0.3 percent on a dry weight basis; and deems marijuana grown or processed to make CBD, in accordance with state law, to comply with the THC concentration limit unless the Drug Enforcement Administration (DEA) determines state law to be unreasonable. The bill directs the Department of Health and Human Services (HHS) to terminate the Public Health Service's interdisciplinary review process that is used to evaluate applications for medical marijuana research. The DEA must license manufacturers and distributors of marijuana for medical research; HHS must register practitioners to conduct research; and the Department of Veterans Affairs (VA) must authorize VA health care providers to provide recommendations and opinions to veterans regarding participation in their states' marijuana programs.

Regulatory Certainty Act of 2017 This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to limit the period during which the Environmental Protection Agency (EPA) may prohibit the specification, or restrict the use, of an area as a disposal site for discharges of dredged or fill materials into waters of the United States to the period that: begins on the date that the U.S. Army Corps of Engineers provides notice to the EPA that the Corps of Engineers has completed all procedures for processing an application for a permit for dredged or fill material and is ready to determine whether the permit should be issued, and ends on the date that the Corps of Engineers issues the permit. The Corps of Engineers must ensure that the period consists of at least 30 consecutive days. The Corps of Engineers may issue a permit for dredged or fill material only after the Corps of Engineers provides notice to the EPA.

Preserving Patient Access to Compounded Medications Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act to expand the circumstances under which a drug may be compounded (manufactured at small scale) to allow pharmacists and physicians to compound drugs for administration to patients in an office or clinical setting, in accordance with state law. (Drugs that are compounded do not need to meet certain federal requirements regarding manufacturing, labeling, or approval.) Dietary supplements may be used in the compounding of a drug. The bill exempts from interstate distribution limits the dispensing of a compounded drug from the facility where it is compounded to a patient or health facility. The scope of Food and Drug Administration (FDA) inspections of compounding pharmacies is limited to pertinent equipment, materials, containers, and labeling, which is the same scope as inspections of pharmacies. (Currently, the scope of inspections of compounding pharmacies is the same scope as inspections of drug manufacturers.) The bill eliminates the requirement for compounding pharmacies to register with the FDA as drug manufacturers.

Military Patron Protection Act of 2017 This bill establishes the Military Resale Patron Benefits Advisory Commission to advise the Department of Defense (DOD) on: the effects of military commissary and exchange operations on their patrons and on morale, welfare, and recreation programs; the sources and uses of commissary and exchange revenues; and fulfillment of the requirement to implement a comprehensive strategy to optimize management practices across the defense commissary and exchange systems. The Commission shall advise DOD on proposed reforms to commissary and exchange operations that could affect: the use of revenue; the morale, welfare, and recreation programs provided for, and the morale of, military members and dependents; and philanthropic programs that benefit members and their families. The bill requires DOD to: (1) report annually on the use of funds generated by commissaries and exchanges, the constitution and purpose of the boards of directors of the Military Exchanges and Commissary Operations and any determination to use such funds, and DOD responses to any commission proposals; (2) notify Congress before expending certain funds; and (3) notify Congress before taking action that would reduce a contract awarded by the Defense Commissary Agency to a small, veteran-owned, woman-owned, or disadvantaged business concern or a qualified nonprofit agency for the blind or other severely disabled.

Election Protection & Integrity Certification Act or the EPIC Act This bill amends the Internal Revenue Code to require an organization applying for tax-exempt status to certify that it will not: (1) use foreign funds to make certain expenditures in connection with an election, a political party, or an electioneering communication; or (2) solicit, accept, or receive a contribution or donation from a foreign national for an election or a political party. A tax-exempt organization must certify in its annual tax return that it has not violated the requirements described above. The Government Accountability Office must study the political activities of corporations to determine whether foreign money is being used in U.S elections. The bill amends the Federal Election Campaign Act of 1971 to require tax-exempt organizations filing certain reports regarding disbursements for independent expenditures or electioneering communications to certify that foreign funds were not used for the disbursements.

Military Family Leave Act of 2017 This bill entitles an employed family member of a member of the Armed Forces who receives notification of a call or order to active duty in support of a contingency operation, or who is deployed in connection with a contingency operation, to two workweeks of leave per year for each family member who is so called or deployed. Such leave may: (1) be taken intermittently or on a reduced leave schedule; and (2) consist of paid or unpaid leave, as the employer considers appropriate. The bill: (1) allows an employer to require certification of entitlement to such leave within a leave request, (2) provides employment and benefits protection for employees upon their return from such leave, and (3) prohibits an employer from interfering with or otherwise denying the exercise of such leave rights.

Equip Ag Act of 2017 This bill directs the Department of Defense (DOD) to: (1)identify DOD equipment that would be appropriate for farm use and could be used in an equipment sharing program without jeopardizing military readiness, and (2) establish a three-year pilot program to lend such equipment to new and beginning farmers.

Civil Rights Uniformity Act of 2017 This bill prohibits the word "sex" or "gender" from being interpreted to mean "gender identity," and requires "man" or "woman" to be interpreted to refer exclusively to a person's genetic sex, for purposes determining the meaning of federal civil rights laws or related federal administrative agency regulations or guidance. No federal civil rights law shall be interpreted to treat gender identity or transgender status as a protected class, unless it expressly designates "gender identity" or "transgender status" as a protected class.

Airline Consumer Protection Act of 2017 This bill directs the Department of Transportation (DOT) to issue a final rule to require an air carrier to: seek, for a delay exceeding three hours, a cancellation, or a misconnection as a result of circumstances within the air carrier's control, alternative transportation for a displaced passenger; and accept, for a reasonable fee, a displaced passenger from another air carrier or a passenger involuntarily denied boarding due to a lack of available seats. The Government Accountability Office shall submit a report that reviews airline computer network functions. Any air carrier schedule change resulting from a computer network disruption, security breach, or other inoperability may be considered an event within a carrier's control. DOT shall: publish a final rule to require an air carrier to submit to the Federal Aviation Administration a plan for restoring full functionality of its computer network systems in the event of a service disruption; establish an airline industry computer network resiliency working group; modify federal regulations to require each air carrier to adopt a contingency plan for any delay, cancellation, or misconnection affecting a passenger; and issue regulations to ensure that a ticketed passenger shall not pay a fee to select an alternative flight if the aircraft's lavatory is not functioning.

Veterans-Specific Education for Tomorrow's Medical Doctors Act or the VET MD Act This bill directs the Department of Veterans Affairs (VA) to carry out a three-year pilot program at a minimum of five VA medical centers to provide undergraduate students a clinical observation experience. The VA shall ensure that such program: increases the awareness, knowledge, and empathy of future medical professionals toward the medical conditions common to veterans; increases the diversity of the recruitment pool of future VA physicians; provides a diverse clinical observation experience commensurate with the standard expectations for medical school applications; and expands clinical observation opportunities for all students by encouraging students of all backgrounds to consider a career in medicine. The VA shall select undergraduate students who are U.S. citizens enrolled in an accredited science or medical program of study to participate in the program, with priority to students who resided in a health professional shortage area and who are the first in their immediate family to attend an undergraduate institution.

Humane Cosmetics Act This bill prohibits testing cosmetics on animals, effective on the date that is one year after enactment of this bill. No cosmetic may be sold or transported if the final product or any component was developed or manufactured using animal testing after that date, effective three years after enactment of this bill.

Veterans Emergency Room Relief Act of 2017 This bill directs the Department of Veterans Affairs (VA) to enter into contracts under which the VA pays health care providers the reasonable costs of urgent care provided to eligible veterans at non-VA facilities. An "eligible veteran" is one who: (1) is enrolled in the VA health care system, and (2) has received health care through the VA during the two years preceding the date on which the veteran receives urgent care. The VA shall establish a cost-sharing amount that a veteran shall pay to the VA to receive such urgent care. Such amount shall not apply to a veteran who: (1) is admitted to a hospital for treatment or observation after receiving urgent care, or (2) is receiving urgent care for the treatment of a service-connected disability or condition. The VA shall: (1) be considered the primary payer for the urgent care provided, and (2) ensure that all types of urgent care providers have an opportunity to enter into such a contract. The VA also shall establish a cost-sharing amount that veterans shall pay to receive care at a VA emergency room. Such amount shall not apply to a veteran who: (1) is receiving care for a service-connected disability or condition, (2) meets a hardship exception, or (3) is admitted to a hospital for treatment or observation after receiving care at a VA emergency room. The VA may not require a veteran to pay multiple cost-sharing amounts if the veteran seeks urgent care under this bill and care at a VA emergency room for the same condition during a period determined by the VA. The VA shall report every two years on the use by veterans of urgent care facilities and of VA emergency room facilities.

Atomic Veterans Service Medal Act This bill directs the Department of Defense (DOD) to design and produce an Atomic Veterans Service Medal to honor retired and former members of the Armed Forces who are radiation-exposed veterans. DOD may provide for issuance of the Medal to the next-of-kin of a deceased radiation-exposed veteran.

Purple Heart Heroes Act of 2017 This bill permits Purple Heart veterans and their dependents to use commissary stores and MWR retail facilities on the same basis as members of the Armed Forces entitled to retired or retainer pay and their dependents. A "Purple Heart veteran" is a veteran who has a disability that is: (1) attributable to an injury for which the veteran was awarded the Purple Heart, and (2) compensable under the laws administered by the Department of Veterans Affairs. An "MWR retail facility" means an exchange store or other revenue-generating facility operated by nonappropriated fund activities of the Department of Defense for the morale, welfare, and recreation of members of the Armed Forces.

Nursing Home Care for Native American Veterans Act This bill defines "state homes" to include homes established by federally recognized Indian tribes for veterans who, by reason of disability, are incapable of earning a living. The Department of Veterans Affairs (VA) shall pay those tribes for the hospital, nursing home, domiciliary, and medical care they provide to veterans in those homes. Those tribes shall be eligible for VA grants for the construction of state homes.

Protecting Veterans Credit Act of 2017 This bill amends the Fair Credit Reporting Act to exclude from consumer report information: (1) a veteran's medical debt if the hospital care or medical services relating to the debt antedates the credit report by less than one year; and (2) a fully paid or settled veteran's medical debt that had been characterized as delinquent, charged off, or in collection. The bill defines a "veteran's medical debt" as debt from health care provided in a non-Department of Veterans Affairs (VA) facility under the laws administered by the VA, including medical debt that the VA has wrongfully charged a veteran. A dispute process for veterans medical debt is established whereby: a veteran may submit a notice along with proof of VA liability for the debt or documentation that the VA is in the process of paying for authorized medical services to a consumer reporting agency or a reseller in order to dispute such debt's inclusion in the consumer report; the VA shall submit to a veteran a notice it has assumed liability for part or all of the veteran's medical debt; and if such notice and proof of liability or documentation is received, the consumer reporting agency shall delete all information relating to the veteran's medical debt from the file of the consumer and notify the furnisher and the consumer of such deletion.

Horseracing Integrity Act of 2017 This bill establishes the Horseracing Anti-Doping and Medication Control Authority as an independent non-profit corporation with responsibility for developing and administering an anti-doping and medication control program for: (1) Thoroughbred, Quarter, and Standardbred horses that participate in horse races that have a substantial relation to interstate commerce, (2) such horse races, and (3) the personnel engaged in the care, training, or racing of such horses. The Federal Trade Commission (FTC) shall have exclusive jurisdiction over all horse racing anti-doping and medication control matters. The Authority and such FTC jurisdiction shall terminate if an interstate compact providing for services consistent with such program is established within five years after the program takes effect. The Authority may enter into agreements with state racing commissions to implement the program within their jurisdictions. Program elements shall include: anti-doping and medication control rules, lists of permitted and prohibited substances and methods, a prohibition on the administration of any such substance within 24 hours of a horse's next racing start, and testing and laboratory standards. The Authority shall: develop, maintain, and publish such lists; establish a list of anti-doping and medication control rule violations applicable to either covered horses or persons; establish standards and the process for laboratory accreditation and sample testing; and promulgate rules for anti-doping and medication control results management, for the disciplinary process for violation results management, and for imposing sanctions for violations. The bill sets forth civil enforcement provisions. Activities under this bill are funded by an assessment placed on state racing commissions based on the calculation of cost per racing starter.

Processing Revival and Intrastate Meat Exemption Act or the PRIME Act This bill amends the Federal Meat Inspection Act to expand the exemption of custom slaughtering of animals from federal inspection requirements. Under current law, the exemption applies if the meat is slaughtered for personal, household, guest, and employee uses. The bill expands the exemption to include meat that is: slaughtered and prepared at a custom slaughter facility in accordance with the laws of the state where the facility is located; and prepared exclusively for distribution to household consumers in the state or restaurants, hotels, boarding houses, grocery stores, or other establishments in the state that either prepare meals served directly to consumers or offer meat and food products for sale directly to consumers in the state. The bill does not preempt any state law concerning: (1) the slaughter of animals or the preparation of carcasses, parts thereof, meat and meat food products at a custom slaughter facility; or (2) the sale of meat or meat food products.

Veteran Overmedication Prevention Act of 2017 This bill requires the Department of Veterans Affairs (VA) to contract with the National Academies of Sciences, Engineering, and Medicine to review the deaths of all covered veterans who died by suicide during the last five years, regardless of whether information relating to such deaths has been reported by the Centers for Disease Control and Prevention. A "covered veteran" is any veteran who received VA hospital care or medical services during the five-year period preceding the veteran's death. The review shall include: the total numbers of veterans who died by suicide, violent death, or accidental death; the percentage of such veterans with combat experience or related trauma; each veteran's age, gender, race, and ethnicity; a list of medications and substances prescribed to such veterans; a summary of medical diagnoses that led to such prescriptions in cases of anxiety and depressive disorders; the number of instances in which such a veteran was concurrently on multiple prescribed medications; the number of such veterans who were not taking any prescribed medication; the percentage of such veterans treated for anxiety or depressive disorders who received a non-medication first-line treatment compared to the percentage who received medication only; descriptions of how the VA determines and updates clinical practice guidelines for prescribing medications and of VA efforts to maintain appropriate staffing levels for mental health professionals; an analysis of VA's use of systematically measuring pain scores during clinical encounters and how that relates to the number of veterans concurrently on multiple prescribed medications; identification of VA medical facilities with markedly high prescription rates and suicide rates for treated veterans; an analysis of VA programs that collaborate with state Medicaid agencies and the Centers for Medicare and Medicaid Services; an analysis of VA medical center collaboration with medical examiners' offices or local jurisdictions to determine veteran mortality and cause of death; identification of a best practice model to collect and share veteran death certificate data; a description of how data relating to death certificates of veterans is collected, determined, and reported by the VA; an assessment of any apparent patterns based on the review; and recommendations to improve the safety and well-being of veterans. The VA shall ensure that such data is compiled in a manner that allows it to be analyzed across all data fields for purposes of informing and updating VA clinical practice guidelines.

This joint resolution prohibits the issuance of a license for the following proposed exports to the government of Saudi Arabia: the transfer of certain technical data, hardware, and defense services to the Royal Saudi Air Force and Boeing Saudi Arabia to support the deployment of the Joint Direct Attack Munition off Saudi Arabia's western made aircraft platforms; the transfer of certain technical data, hardware, and defense services to the Royal Saudi Air Force to support the integration of the FMU-152A/B JPB Fuze System into the MK-80, BLU-109, and BLU-100 series warhead family of weapons; and the transfer of defense articles, defense services, and technical data to support the Paveway II and III, Enhanced Paveway II and III, and Paveway IV Weapons Systems for the Royal Saudi Air Force F-15, Tornado, and Typhoon Aircraft.

Veterans Transition Improvement Act This bill extends the policy entitling new federal employees who are veterans with a service-connected disability to a specified amount of leave for medical treatment for such disability to all Veterans Health Administration physicians, dentists, podiatrists, chiropractors, optometrists, registered nurses, physician assistants, and expanded-function dental auxiliaries.

Justice for Servicemembers Act of 2017 This bill amends the Uniformed Services Employment Rights Act of 1994 to: (1) consider procedural protections or provisions under such Act concerning employment and reemployment rights of members of the uniformed services to be a right or benefit subject to the protection of such Act, and (2) make any agreement to arbitrate a claim under such provisions unenforceable unless all parties consent to arbitration after a complaint on the specific claim has been filed in court or with the Merit Systems Protection Board and all parties knowingly and voluntarily consent to have that particular claim subjected to arbitration. Consent shall not be considered voluntary when a person is required to agree to arbitrate an action, complaint, or claim alleging a violation of such provisions as a condition of future or continued employment, advancement in employment, or receipt of any right or benefit of employment.

Wounded Warrior Service Dog Act of 2017 This bill directs the Departments of Defense and Veterans Affairs (VA) to jointly establish the K-9 Service Corps Program for the awarding of grants to assist nonprofit organizations in establishing, planning, designing, and/or operating programs to provide assistance dogs to certain members of the Armed Forces and veterans who have certain disabilities. An "assistance dog" is defined to mean a dog specifically trained to perform physical tasks to mitigate the effects of such a disability, except that such term does not include a dog specifically trained for comfort or personal defense.

Veterans Increased Choice for Transplanted Organs and Recovery Act of 2017 or the VICTOR Act of 2017 This bill amends the Veterans Access, Choice, and Accountability Act of 2014 to include among veterans eligible to receive hospital care and medical services through agreements with the Department of Defense, the Indian Health Service, federally-qualified health centers, or health care providers that participate in the Medicare program a veteran who: (1) requires an organ transplant, (2) lives more than 100 miles from a Department of Veterans Affairs transplant center, and (3) is seeking such care and services related to a required organ transplant at a transplant center that is located within 100 miles of such veteran's residence and operated by such an entity.

Halting Of Mortgage Exploitation of Servicemembers Act of 2017 or the HOMES Act of 2017 This bill amends the Servicemembers Civil Relief Act to establish a 10-year statute of limitations for civil actions for violations of such Act brought by the Department of Justice or by a private party.

Reporting on Influence and Subversion by the Kremlin Act or the RISK Act This bill directs the Department of State to submit to Congress an assessment of subversive activities by the Russian Federation. The assessment shall be conducted by a federally funded research and development center or another appropriate independent entity with expertise in diplomatic and military developments in Europe and the Russian Federation. Such entity may use and incorporate information from previous studies and shall include assessments of: disinformation and propaganda activities of the Russian Federation; support by the Russian Federation for separatist activities and other aggressive actions aimed at undermining the sovereignty of foreign countries, particularly in Ukraine and the Baltic countries; cyber intrusions by the Russian Federation to influence the infrastructure and democratic processes in the United States and other countries; the use of energy exports by the Russian Federation for purposes of political or economic coercion and significant investment in energy infrastructure by the Russian government or Russian-controlled entities; and the deterioration of democratic conditions in the Russian Federation. The President is authorized to establish in the Department of the Treasury the Countering Russian Influence Fund to be used by the State Department for bilateral assistance to counter activities carried out in countries in Europe, Eurasia, and Central Asia by the Russian Federation to support disinformation and propaganda, interfere in foreign elections, and undermine financial transparency and governance. Amounts in the fund may be made available to carry out its purposes through civil society and other organizations that seek to mitigate the expansion of Russian influence and aggression, including through public awareness campaigns and exchange activities.

21st Century Glass-Steagall Act of 2017 This bill amends the Federal Deposit Insurance Act, the Bank Holding Company Act of 1956, the Home Owner's Loan Act, the International Banking Act of 1978, the federal bankruptcy code, and other laws to: limit affiliations between an insured depository institution and any insurance company, securities entity, or swaps entity ; restrict the authority of a national banking association to purchase or sell investment securities or stock, invest in certain structured or synthetic products, control or hold an interest in financial subsidiaries, or otherwise engage in nonbanking activities; restrict the authority of a federal savings association to invest in, redeem, or hold shares or certificates issued by an open-end management investment company; limit the authority of a financial holding company to engage in nonfinancial activities; disallow certain foreign banks from engaging in nonbanking activities in the United States; repeal bankruptcy code provisions related to the contractual right to liquidate, terminate, or accelerate certain types of financial instruments; and establish various enforcement and penalty provisions.

Medical Nutrition Equity Act of 2017 This bill provides for coverage, under Medicare, Medicaid, other specified federal health-care programs, and private health insurance, of foods and vitamins that are medically necessary for the management of certain digestive and metabolic disorders and conditions.

Commemorates the service, dedication, and sacrifice of our armed service members and their families who served at Marine Corps Base Camp Pendleton on its 75th anniversary. Recognizes the fighting force of the I Marine Expeditionary Force, 1st Marine Division, 1st Marine Logistics Group, Marine Corps Installation-West, 1st Marine Raider Battalion, Wounded Warriors Battalion-West, Marine Corps Air Station at Munn Field, Marine Aircraft Group 39, Marine Corps Tactical Systems Support Activity, Marine Corps Recruit Depot San Diego's Weapons & Field Training Battalion, Marine Corps School of Infantry-West, Marine Corps and Army Reserve Forces, the Navy's Assault Craft Unit 5, Naval Hospital Camp Pendleton, and 1st Dental Battalion. Commends the members of the Armed Forces who deployed from Camp Pendleton to fight in World War II and the Korean, Vietnam, Kuwait, Iraq, and Afghanistan wars.

This bill directs the Chief of the National Guard Bureau to submit to specified recipients an annual report for 2018 through 2024 that identifies the personnel, training, and equipment required by the non-federalized National Guard to: (1) support civilian authorities in connection with natural and man-made disasters; and (2) carry out related prevention, protection, mitigation, response, and recovery activities. Such reports shall: (1) set forth the requirements for each of the emergency support functions of the National Response Framework and each of the Federal Emergency Management Agency regions; (2) assess core civilian capability gaps; and (3) consider threat and hazard identifications and risk assessments of the Department of Defense, the Department of Homeland Security, and the states.

Employee Benefits Protection Act of 2017 This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to require the mandatory summary description of a group health plan to specify: (1) whether the plan permits either the plan sponsor or any participating employer to unilaterally modify or terminate plan benefits affecting employees, retirees, and beneficiaries; and (2) when and to what extent plan benefits are fully vested with respect to these individuals. In law suits involving group health plan benefits, a presumption is established that as of the date an employee retires or completes 20 years of service with the employer, retiree health benefits are fully vested and cannot be modified or terminated. This presumption may be overcome only upon a showing that the employee, before becoming a plan participant, was made aware that the plan allowed for a modification or termination of benefits. The bill amends the National Labor Relations Act to make it an unfair labor practice for a labor organization and any employer to enter into an agreement to modify a previous agreement in a manner that results in a reduction or termination of retiree health insurance benefits, if the modification occurs after the retiree's retirement date.

American Legion 100th Anniversary Commemorative Coin Act This bill requires the Department of the Treasury to mint and issue commemorative coins in recognition and celebration of the 100th anniversary of the American Legion. Surcharges received from the sale of these coins shall be paid to the American Legion for costs related to promoting the importance of: (1) caring for those who have served, and those who are still serving, in the Armed Forces; and (2) maintaining patriotic values, strong families, and assistance for at-risk children.

Veteran Wellness Act This bill requires the Department of Veterans Affairs (VA) to carry out a two-year pilot program under which the VA makes grants to nonprofit veterans services organizations (VSOs) to: (1) upgrade their community facilities into health and wellness centers in at least 10 different geographic locations, and (2) promote and expand complementary and integrative wellness programs. In selecting grant recipients, the VA shall give priority to recipients that will use grant amounts in locations in economically depressed areas that are not in close proximity to VA medical centers. A VSO, as a condition of receiving a grant, must agree to carry out the operation and maintenance of a facility that is repaired or constructed using grant funds for three years after completion of the repair or construction.

Jamiel Shaw, II Memorial Act of 2017 This bill prohibits the payment of funds to a state or its political subdivisions under any program or activity administered by the Department of Homeland Security unless such state: (1) compiles statistics on each person arrested, charged, convicted of a crime, or incarcerated by such state, including the immigration status and country of origin of such persons and the crimes for which such persons were arrested, charged, convicted, or incarcerated; (2) reports such statistics monthly to the Federal Bureau of Investigation (FBI); and (3) certifies, on a monthly basis, compliance with the requirements of this bill. Each federal agency must compile similar statistics and report on such statistics monthly to the FBI. The FBI must annually publish all statistics reported under this bill as a separate data collection of its Uniform Crime Reports.

Deborah Sampson Act This bill directs the Department of Veterans Affairs (VA) to carry out a three-year pilot program to assess the feasibility of peer-to-peer assistance for women veterans who are separating or newly separated from the Armed Forces), with emphasis placed on women who suffered service-related sexual trauma or who are at risk of becoming homeless. Additionally, the VA shall: expand the women veterans call center to include a text messaging capability; establish a partnership with at least one nongovernmental organization to provide legal services to women veterans based upon their 10 highest unmet needs; retrofit VA medical facilities with fixtures, materials, and other outfitting measures to support the care of women veterans; ensure that each VA medical facility has at least one full-time or part-time women's health primary care provider; expand to 14 days VA post-delivery care services for women veterans who are receiving maternity care in a VA or VA-contracted facility; ensure that the women veteran manager program is supported at each VA medical center with a program manager and an ombudsman; collect, analyze, and publish data on each VA service or benefit program and disaggregate such data by sex and minority status; and publish an Internet website that serves as a centralized information source for women veterans' benefits and services. The bill makes funds available for: (1) primary care and emergency care clinicians' participation in the women veterans health care mini-residency program, and (2) organizations that focus on providing assistance to women veterans and their families. The bill: (1) provides for reintegration and readjustment services to veterans and family members in group retreat settings, and (2) expresses the sense of Congress that the VA's motto should be more inclusive.

Chinese American World War II Veterans Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to the Chinese American Veterans of World War II in recognition of their dedicated service during World War II. The medal shall be displayed at the Smithsonian Institution, which is urged to make the medal available for display at other locations associated with such veterans or with World War II.
