Animal Fighting Prohibition Enforcement Act of 2007 - Amends the federal criminal code to prohibit: (1) sponsoring or exhibiting a bird in a fighting venture in a state where it would not otherwise be in violation of the law, only if the person knew that any bird in the venture was knowingly bought, sold, delivered, transported, or received in interstate or foreign commerce for such purpose; or (2) knowingly sponsoring or exhibiting in an animal fighting venture any other animal that was moved in interstate or foreign commerce. Prohibits knowingly: (1) selling, buying, transporting, delivering, or receiving, for purposes of transportation in interstate or foreign commerce, any dog or other animal to participate in an animal fighting venture; (2) using interstate mail service for commercial speech promoting an animal fighting venture except as performed outside the limits of the states (with an exception for bird fights in states whose laws allow them); or (3) selling, buying, transporting, or delivering in interstate or foreign commerce a knife, gaff, or other sharp instrument to be attached to the leg of a bird for use in an animal fighting venture. Increases the penalties to a fine and up to three years' imprisonment for violations.

Veterans Timely Access to Health Care Act - Makes the standard for access to care for a veteran seeking primary care from the Department of Veterans Affairs 30 days from the date the veteran contacts the Department. Directs the Secretary of Veterans Affairs to prescribe an appropriate standard for waiting times at Department health-care facilities as measured from the time a visit is scheduled until the time the veteran is seen. Directs the Secretary to periodically review the performance of Department health-care facilities in meeting such standards. Authorizes the Secretary to contract for health care services in non-Department facilities in a case in which the Secretary is unable to meet access standards. Prohibits such contracting-out with respect to a Department geographic service area that has a compliance rate in meeting such standards of 90 percent or more. Requires quarterly reports from the Secretary to the congressional veterans' committees on the Department's experience with respect to waiting times.

Citizens' Self-Defense Act of 2007 - Declares that a person not prohibited under the Brady Handgun Violence Prevention Act from receiving a firearm shall have the right to obtain firearms for security and to use firearms in defense of: (1) self or family against a reasonably perceived threat of imminent and unlawful infliction of serious bodily injury; (2) self or family in the course of the commission by another person of a violent felony against the person or a member of the person's family; and (3) the person's home in the course of the commission of a felony by another person. Authorizes persons whose rights under this Act have been violated to bring an action in U.S. district court against the United States, any state, or any person for damages, injunctive relief, and such other relief as the court deems appropriate. Sets forth provisions regarding: (1) the award of attorney's fees; and (2) the statute of limitations.

Directs the Comptroller General to review and report on the process by which the Food and Drug Administration (FDA) approved mifepristone. Provides for the reinstatement of the approved application for such drug if the report determines the approval to have been in accordance with FFDCA.

Authorizes the Secretary to make homeowners protection coverage available through contracts for reinsurance coverage. Restricts purchase of such coverage to eligible state programs. Prescribes criteria for state eligibility. Requires each contract for reinsurance coverage to provide insurance coverage against residential property losses to homes, including condominium and cooperative ownership, and the contents of apartment buildings. Cites covered perils. Prescribes a minimum level of retained losses and maximum federal liability. Authorizes any insurer who participates in an eligible state program to establish a Catastrophe Capital Reserve Fund to hold funds on the Secretary's behalf to offset reinsurance claims. Establishes the Consumer Hurricane, Earthquake, Loss Protection (HELP) Fund to: (1) make payments to covered purchasers under contracts for reinsurance coverage for eligible losses; and (2) pay for Commission operating costs and reinsurance program administrative expenses. Directs the Comptroller General to study the national flood insurance program and hurricane-related flooding.

CTR Modernization Act - Amends federal law governing mandatory reports on currency transactions to exempt depository institutions from the requirement that all domestic financial institutions file a report on every domestic coin and currency transaction. Requires such a depository institution to file a currency transaction report, however, if the transaction involves at least $30,000. Prohibits the Secretary of the Treasury after a certain date from requiring a depository institution to file a currency transaction report regarding a transaction of less than $30,000. Directs the Secretary to: (1) review at least every five years the threshold for reporting currency transactions; and (2) adjust the threshold amount for inflation. Directs the Secretary to prescribe regulations that exempt any depository institution from reporting a currency transaction with a qualified customer. Defines qualified customer as any person that: (1) is incorporated or organized under federal or state law, or registered and eligible to do business within the United States or a state; (2) has maintained a deposit account with the depository institution for at least 12 months; and (3) has engaged, using such account, in multiple currency transactions subject to reporting requirements. Requires the Secretary to prescribe regulations that: (1) provide guidance on identifying currency transactions involving illegal or suspicious activities; and (2) create a list of information that may be disclosed to customers before the reporting of suspicious activity.

Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to make it out of order to consider any bill or joint resolution containing an earmark unless: (1) a written request for the earmark's inclusion is sent to the chairman and ranking member of the committee of primary jurisdiction (and, in the case of the Committee on Appropriations, also to the chairman and ranking member of the subcommittee of jurisdiction) at least seven days before such earmark, or bill including it, is scheduled to be voted on by the committee or by the House; (2) such request includes the name of the Member of the House sponsoring the earmark, the name and address of its intended recipient, the earmark's purpose, and a statement of whether the Member sponsoring the earmark has a financial interest in it or in its intended recipient; and (3) the applicable committee makes available on its Internet website such information sent to it when the legislation is ordered reported. Prohibits a rule or order reported by the Committee on Rules that waives this Act or all or unspecified points of order from being considered over the objection of any Member, except when so determined by a vote of two-thirds of the total membership of the House. Amends Rule XXII (House and Senate Relations) to prohibit consideration of a conference report on such measure unless the joint explanatory statement accompanying it lists the earmarks in it (together with the names of requesting Members and all other required information) that were not committed to the conference committee by either chamber. Makes it out of order to consider: (1) a rule or order that waives such requirement; or (2) a conference report until 48 hours after such information is made available on its Internet website by the committee with primary subject matter jurisdiction over the report. Amends Rule II (Other Officers and Officials) to require the Clerk of the House to maintain, and make available to the public over the Internet free of charge, an electronic database that would link to all committee Internet websites to provide access to earmark information.

Health Care Access and Rural Equity (H-CARE) Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act with respect to: (1) the Medicare disproportionate share hospital (DSH) adjustment for rural hospitals; (2); payment for clinical laboratory tests furnished by critical access hospitals; (3) rebasing for sole community hospitals; (4) establishment of a rural community hospital program; (5) extension of the Medicare rural hospital hold harmless provision under the prospective payment system (PPS) for hospital outpatient department services; (6) coverage of marriage and family therapist services and mental health counselor services under Medicare part B (Supplementary Medical Insurance); (7) permanent treatment of certain physician pathology services under Medicare; (8) extension of the Medicare incentive payment program for a physician scarcity area; (9) proportional representation of interests of rural areas on the Medicare Payment Advisory Commission; and (10) additional payments for providers furnishing ambulance services in rural areas and prompt payment of clean claims by Medicare prescription drug plans and MedicareAdvantage-Prescription Drug (MA-PD) plans under the Medicare part D (Voluntary Prescription Drug Benefit Program). Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to extend: (1) certain Medicare hospital wage index reclassifications and disregarding hospital reclassifications for purposes of group reclassifications; (2) Medicare reasonable costs payments for certain clinical diagnostic laboratory tests furnished to hospital patients in certain rural areas; and (3) the temporary Medicare payment increase for home health services furnished in a rural area. Amends the Public Health Service Act to: (1) authorize the Secretary of Health and Human Services to award competitive grants to eligible entities in rural areas for purchase and enhanced utilization of qualified health information technology systems; (2) establish a capital infrastructure revolving loan program and a Rural Health Quality Advisory Commission; and (3) provide for delta rural disparities and health systems development.

Biennial Budgeting Act of 2006 - Amends the Congressional Budget Act of 1974 to require: (1) biennial (currently, annual) budget resolutions; (2) biennial appropriations Acts; and (3) biennial government strategic and performance plans. Makes conforming amendments to the Rules of the House of Representatives. Defines the budget biennium as the two consecutive fiscal years beginning on October 1 of any odd-numbered year. Requires: (1) a federal agency, upon request by a congressional committee, to provide appropriate information regarding its appropriations requests and program administration; (2) the Comptroller General to furnish to such committee summaries of any audits or reviews of such program which the Comptroller General has completed during the preceding six years; and (3) the Comptroller General, Director of the Congressional Budget Office (CBO), and the Director of the Congressional Research Service (CRS) to furnish such committee appropriate information, studies, analyses, and reports. Requires the Director of the Office of Management and Budget (OMB) to determine and report to Congress on the impact and feasibility of changing the definition of a fiscal year, and the budget process based on that definition, to a two-year fiscal period with a biennial budget process based on such period. Requires the President's budget submission for FY2008 to include: (1) an identification of the budget accounts for which an appropriation should be made for each fiscal year of the FY2008-FY2009 biennium; and (2) budget authority that should be provided for each such fiscal year for the budget accounts. Directs: (1) the House and Senate committees, during the first session of the 110th Congress, to work with the Comptroller General to develop plans to transition program authorizations to a multi-year schedule; and (2) the Comptroller General, during such Congress, to continue to provide assistance to Congress with respect to programmatic oversight, and in particular to assist the congressional committees in designing and conforming programmatic oversight procedures for FY2009-FY2010 biennium.

Secure the Border Now Act of 2006 - Directs the the Secretary of Homeland Security to: (1) establish a plan applicable to pay, recruitment, relocation, and retention of federal law enforcement officers, which shall include Border Patrol recruitment, retention, salary, and transfer incentives; (2) take steps to control the costs of hiring, training, and deploying new Border Patrol agents, including FY2007 per-agent training cost limits; (3) enter into agreements with state and local law enforcement training academies, universities, nonprofit organizations, and private companies to replicate the initial training provided to new Border Patrol agents; and (4) enter into contracts with private entities to provide temporary administrative and other support to Border Patrol agents and Customs and Border Protection Officers deployed at U.S. ports of entry or along the international land and maritime borders of the United States. Amends the 2002 Supplemental Appropriations Act for Further Recovery From and Response To Terrorist Attacks on the United States to: (1) extend Federal Law Enforcement Training Center authority to appoint and maintain a cadre of federal annuitants; and (2) increase the maximum number of such annuitants from 250 to 350. Authorizes the Commissioner of United States Customs and Border Protection (CBP) to appoint and employ (for up to five years) up to 500 federal annuitants for CBP border-related positions. Authorizes the Secretary to use specified security and terrorism prevention grant funds for border security activities.

Soldiers Targeted by Offensive Profiteering Act of 2006 (STOP Act) - Prohibits any person, except with permission, from using the name or image of a protected individual in connection with any merchandise, retail product, impersonation, solicitation, or commercial activity in a manner calculated to: (1) connect the protected individual with that individual's service in the Armed Forces; and (2) convey the impression that such use is approved, endorsed, or authorized by the protected individual. Defines as a "protected individual" any person who: (1) is a member of the Armed Forces; or (2) was a member at any time after April 5, 1917, and, if not living, has a surviving spouse, child, parent, grandparent, or sibling. Authorizes the Attorney General to bring actions to enjoin violations of this Act.

We the People Act - Prohibits the Supreme Court and each federal court from adjudicating any claim or relying on any judicial decision involving: (1) state or local laws, regulations, or policies concerning the free exercise or establishment of religion; (2) the right of privacy, including issues of sexual practices, orientation, or reproduction; or (3) the right to marry without regard to sex or sexual orientation where based upon equal protection of the laws. Allows the Supreme Court and the federal courts to determine the constitutionality of federal statutes, administrative rules, or procedures in considering cases arising under the Constitution. Prohibits the Supreme Court and the federal courts from issuing any ruling that appropriates or expends money, imposes taxes, or otherwise interferes with the legislative functions or administrative discretion of the states. Authorizes any party or intervener in matters before any federal court, including the Supreme Court, to challenge the jurisdiction of the court under this Act. Declares that the violation of this Act by any justice or judge is an impeachable offense and a material breach of good behavior subject to removal. Negates as binding precedent on the state courts any federal court decision that relates to an issue removed from federal jurisdiction by this Act.

Extends the thanks of Congress and the nation to the personnel of those offices, commands, and laboratories and the Socialist Republic of Vietnam for their efforts to achieve the fullest possible accounting of Americans who remain unaccounted for as a result of the Vietnam War. Encourages and recognizes the efforts of the U.S. government, POW/MIA families and veterans, and host nations in supporting such mission. Recognizes and honors eight Americans and nine Vietnamese who paid the ultimate sacrifice in supporting such mission. Thanks Vietnam for continued assistance and cooperation in the humane recovery, identification, and repatriation of the remains of American personnel remaining unaccounted for from the Vietnam era. Directs the Secretary to furnish such drugs and medicines as ordered by a duly licensed physician for any veteran in need of such drugs and medicines: (1) for a service-connected disability; or (2) who has a service-connected disability rated at 50 percent or more. Authorizes the Secretary, for three years after the enactment of this Act, to treat certain health facilities as state homes for purposes of eligibility for payments for care provided to veterans.

Permanent Estate Tax Relief Act of 2006 - Amends the Internal Revenue Code to: (1) increase the estate and gift tax exclusion amount to $5 million beginning in 2010; (2) lower to 15% the estate tax rate for estates up to $25 million and 30% for estates of $25 million or more; (3) repeal after 2009 the estate tax deduction for estate, inheritance, legacy, or succession taxes paid to states; (4) allow a surviving spouse to claim any unused portion of a deceased spouse's estate or gift tax exclusion amount; and (5) allow a taxpayer election to deduct from gross income the lesser of 60% of qualified timber gain or net capital gain. Provides that the general termination date of the Economic Growth and Tax Relief Reconciliation Act of 2001(EGTRRA) (i.e., December 31, 2010) shall not apply to the estate, gift, and generation-skipping transfer tax provisions of EGTRRA not amended by this Act. Repeals provisions of EGTRRA relating to carryover basis of estate property to allow heirs of such property after 2009 to use date-of-death fair market values.
