Egg Research and Consumer Information Act Amendments of 1992 - Amends the Egg Research and Consumer Information Act to: (1) increase the maximum assessment rate from ten cents per case of commercial eggs to 30 cents per case; (2) authorize the Egg Board to increase assessments subject to producer referendum; and (3) increase the trigger level for assessment exemptions from (producers of) 30,000 laying hens to 50,000 laying hens.

Northern Rockies Ecosystem Protection Act of 1992 - Designates the following lands in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness and components of the National Wilderness Preservation System (System): (1) Greater Glacier/Continental Divide Ecosystem; (2) Greater Yellowstone Ecosystem; (3) Greater Salmon Ecosystem; (4) Greater Cabinet/Yaak/Selkirk Ecosystem; (5) Sky Island Wilderness; (6) Rattlesnake Wilderness; and (7) Rattlesnake Wilderness Area. Adds specified lands to the Rattlesnake National Recreation Area. Designates: (1) specified wild land areas as Biological Connecting Corridors (Corridors) to protect the life flow of the Northern Rockies Bioregion; and (2) the inventoried roadless areas identified as part of the Corridors as components of the System. Sets forth provisions for the management of those portions of the Corridor which are not designated as components of the System. Exempts specified roads and highways from the provisions of this Act. Requires that roadless lands (including uninventoried roadless lands and areas less than 5,000 acres in size) within the national forests in Idaho, Montana, Oregon, Washington, and Wyoming which have been studied for potential inclusion in the System, but have not been designated as such, shall be analyzed on an individual, case-by-case basis with full public involvement. Requires the results of each case-by-case analysis and associated environmental analysis to be submitted to specified congressional committees so that the Congress may decide whether these areas should become components of the System to be managed for other, nonwilderness, multiple uses. Directs the Secretary of the Interior (Secretary), acting through the Director of the National Park Service, to study the feasibility of: (1) creating a Hells Canyon/Chief Joseph National Park and Preserve; (2) creating a Flathead National Park and Preserve; and (3) designating such areas as units of the National Park System (NPS), including national park and national preserve designations to be administered by the National Park Service. Requires the national park and preserve study areas to be administered by the Secretary of Agriculture, until the Congress determines otherwise, to maintain their presently existing natural character and potential for inclusion in the NPS. Provides that, until the Congress determines otherwise, no new road construction or reconstruction, timber harvest (except firewood gathering), oil and gas leasing, mining, or other development which impairs the natural and roadless qualities of the study areas shall be allowed. Requires that special consideration be given to preserving scenery, water quality and fisheries habitat, biological diversity, and wildlife habitat for threatened and endangered species. Amends the Wild and Scenic Rivers Act to designate: (1) segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System (NWSRS); and (2) segments of specified rivers and creeks in Montana and Wyoming for study as potential addition to the NWSRS. Requires that: (1) such designated wild and scenic river areas be administered by the Secretaries of Agriculture and the Interior to maintain their presently existing wild and scenic character and potential for inclusion in the NWSRS at their highest level of eligibility; and (2) the streambed and the lands one half mile wide along either side of the streambed of any river or stream included in the study be managed to protect their presently existing suitability for inclusion into the NWSRS as wild rivers. Prohibits new road construction or reconstruction, bridges, dams, timber harvesting, mining, oil and gas leasing, or other developments from being allowed within the one half mile corridor along either side of rivers and streams under study. Establishes the National Wildland Restoration and Recovery System (Recovery System) to: (1) restore National Forest System lands and surrounding areas to their native vegetative cover and species diversity; (2) stabilize slopes and soils to prevent or reduce further erosion; (3) recontour slopes to their original contours; (4) remove barriers to natural fish spawning runs; and (5) generally restore, as much as possible, such lands to their natural condition as existed prior to their entry and development. Authorizes appropriations to establish the National Wildland Recovery Corps (a special unit of the U.S. Forest Service) which shall hire necessary personnel and purchase necessary equipment to carry out its land recovery responsibilities. Designates certain lands within the Lewis and Clark National Forest known as Badger-Two Medicine Area as the Blackfeet Wilderness Area. Declares that the Congress recognizes that the Blackfeet Nation retains treaty rights in this area provided for in the 1896 treaty with the Federal Government. Directs the Secretary of Agriculture to review the wilderness area and report to the Congress. Requires that special consideration shall be given to the religious, wilderness, and wildlife uses of the area, taking into account any Federal treaties entered into with the Blackfeet Nation. Withdraws the Badger-Two Medicine Wilderness Area from all forms of entry, appropriation, or disposal under the mining laws and disposition under the geothermal and mineral leasing laws. Authorizes appropriations to purchase certain privately owned lands located within the Gallatin Range inventoried roadless area to become part of the Gallatin National Forest. Requires that, upon purchase, the former owners shall relinquish all title, rights, and interests in such lands, including all mineral leases, Federal oil and gas leases, and water rights. Authorizes the Secretary of Agriculture to enter into negotiations with private landowners within the greater boundaries of the Crazy Mountains Wilderness to determine a fair purchase price for the sections of private land located within the established Wilderness boundary. Requires the Secretaries to assure nonexclusive access by native people to Wilderness areas, National Park and Preserve Study areas, Wildland Recovery areas, and Biological Corridors designated by this Act by Native Americans for transitional cultural and religious purposes. Requires the Forest Service to enter into cooperative management agreements with the appropriate Indian tribes to assure protection of religious, burial, and gathering sites, and to work cooperatively on the management of all uses in the protected areas that affect Indian lands and people. Requires the Secretaries to give particular emphasis to the preservation and protection of cultural resources located within the areas.

Defense Nuclear Workers' Health Insurance Act of 1992 - Mandates payment to certain former Department of Energy employees for health care services incurred (through insurance or out-of-pocket) above a specified dollar amount. Sets forth eligibility requirements, including that a former employee have had certain exposure to ionizing radiation or have worked in a facility in which radioactive materials were regularly stored, handled, or disposed of.

Federal Crop Insurance Fairness Act of 1992 - Amends the Federal Crop Insurance Act with respect to crop insurance yield coverage to: (1) base coverage on a producer's crop yields for a commodity over four-to-ten crop years; (2) provide for a minimum yield coverage floor; (3) limit transitional yield data use to not more than four years; and (4) permit the use of previous yield or transitional yield data for new land. States that late planting coverage shall: (1) extend for up to 25 days after the final planting date; and (2) reduce yield guarantee by one percent per day for the first ten days and two percent per day for the next 15 days. Includes prevented planting coverage with substitute crop option as part of the basic crop insurance policy. Provides 50 percent coverage for a natural disaster-caused prevented planting. Authorizes levels of coverage in excess of 75 percent of recorded or appraised average yield under specified circumstances. Requires the Federal Crop Insurance Corporation to submit a report to the appropriate congressional committees on the feasibility of providing de minimis yield coverage.

Women in the Armed Forces Commemorative Coins Act - Directs the Secretary of the Treasury to: (1) mint and issue coins to commemorate the women who have served in the armed forces of the United States; and (2) transfer the surcharges received from coin sales to the Women in Military Service for America Memorial Foundation and endow and dedicate the Women in the Armed Forces Memorial.

Persian Gulf War Health Registry Act - Requires the Secretary of Veterans Affairs (Secretary) to maintain a Persian Gulf War Health Registry for purposes of compiling information on Persian Gulf War veterans to assist in identifying possible disabilities which may result from service in the U.S. armed forces in southwest Asia during such war. Sets forth provisions regarding: (1) information to be included in the Registry, including a description of activities in which the veteran participated during the war that may have long-term health effects, locations in which the veteran served, and any investigation drugs administered to such veterans by the Department of Defense (DOD); and (2) steps that the Secretary may (and Secretary of Defense, upon request, shall) take, including a comprehensive mental and physical examination and follow-up consultation, to determine the current health status of such veterans. Directs the Secretary and Secretary of Defense to: (1) inform Gulf War veterans who are no longer members of the armed forces of the provisions of this Act and encourage such veterans to participate in the Registry; and (2) annually furnish to such veterans updated information on health risks of service in southwest Asia during the war. Requires DOD to reimburse the Department of Veterans Affairs each fiscal year, from funds appropriated for health care, for the cost of administering the Registry for Gulf War veterans who are members of the armed forces. Specifies that: (1) nothing in this Act shall be construed as authorizing the Secretary to provide Gulf War veterans in the Registry with hospital care, nursing home care, or outpatient medical services for the treatment of diseases or disabilities identified in an examination authorized pursuant to this Act; and (2) application for an examination shall not be construed as an application for any other benefit. Directs the Secretary to conduct a longitudinal study, over a 50-year period, to assess the short- and long-term health consequences of service in southwest Asia during the Gulf War, including an ongoing examination of the health consequences of petrochemical exposure, investigation drugs administered during the Gulf War, the fumes of burning trash, and diseases indigenous to the Middle East. Requires the Secretary and Secretary of Defense to submit to the Congress a joint annual report on the Registry. Directs the Secretary to: (1) establish the Registry (and have access to the registry established by the Secretary of Defense); and (2) submit to the Congress a research protocol for the 50-year study.

Provides that the "fast track" trade agreement implementation procedures of the Trade Act of 1974 shall not apply to an amendment to an implementing bill submitted with respect to the North American Free Trade Agreement (NAFTA) if the amendment pertains to at least one of the following: (1) monitoring and enforcement of environmental standards; (2) monitoring and enforcement of fair labor standards; (3) rule of origin; (4) dispute resolution; or (5) trade adjustment assistance. Provides that the rules concerning fast track procedures contained in the Omnibus Trade and Competitiveness Act of 1988, as modified by this Act, shall be the rules of the House of Representatives with respect to trade agreement implementation bills.

Small Lakes Restoration Act of 1992 - Amends the Federal Water Pollution Control Act to require the Administrator of the Environmental Protection Agency to make grants to States to: (1) carry out specified procedures to restore water quality and biological integrity of small lakes; and (2) assist local entities in obtaining information to demonstrate their need for assistance for lake water quality assessment activities. Authorizes appropriations.

American Jobs Fairness Act of 1992 - Prohibits expenditure of Federal funds to purchase components for the Superconducting Super Collider that are manufactured outside the United States, except under a contract that was open to competitive bidding (with specified exceptions for certain components).

Military Retirees Benefits Protection Act - Prohibits the Secretary of a military department from closing a military hospital or clinic at a military installation or facility (or former installation or facility) in the United States, except where the Secretary concerned determines that the continued operation of a military hospital or clinic located at a military installation that has been closed is not cost effective. Requires the determination of cost effectiveness to be made by comparing the cost of continued operation of the hospital or clinic at the closed facility with the cost of providing alternate equivalent medical and dental benefits to persons (other than active-duty personnel) who would have received such care at the former hospital or clinic. Requires the Secretary concerned who closes a former hospital or clinic to implement the alternate benefits program. Requires equivalent benefits to be provided in the new benefits program, with no charges other than those required under the former medical and dental program. Requires reasonable access to care to be a major criterion in the design of the alternate benefits program. Allows such a program of equivalent benefits to be carried out through any existing Federal health program (such as the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) or title XVIII (Medicare) of the Social Security Act, with any appropriate modifications. Makes eligible for such benefits program persons who would have received medical or dental care at the military hospital or clinic. Requires the Secretary concerned, in any case in which such Secretary is considering closing a hospital or clinic at a former military installation or facility, to promptly notify the local redevelopment authority for the community that would be affected. Requires such redevelopment authority to assemble an advisory panel of retired and reserve members of the armed forces to advise the Secretary with respect to the effects of such closure. Directs the Secretary to consult with and consider the views of the advisory panel throughout the process of determining whether the continued operation of the hospital or clinic is cost effective. Requires a public hearing to be held on the closure. Requires a three-month waiting period before closure of such a facility after a determination by the Secretary to do so. Prohibits, with an exception, the Secretary concerned from closing a commissary or exchange at a military installation or facility, except where such Secretary has determined that the continued operation of such commissary or exchange is not economically viable. Requires such determination to be made according to standard business practices after a minimum 12-month analysis following the closure of the military installation or facility in which the commissary or exchange is located. Requires such Secretary, in carrying out such analysis, to consult with a local-community advisory panel which includes retired military personnel in such community. States that this Act applies without regard to the closure or realignment of a military installation or facility at which a medical facility, commissary, or exchange is located.

Denounces the sexual misconduct that occurred at the annual Navy Tailhook Association symposium in September 1991. Calls on the Secretary of Defense to ensure that the ongoing Department of Defense investigation of such misconduct is full and uncompromising. Urges the Secretary of the Navy to recommend and initiate full disciplinary procedures against any culpable individuals. Recognizes the importance of equality of opportunity for women and men in the armed forces to achieving mutual respect between the sexes. Urges the Secretary of Defense to make available to female military personnel the same opportunities available to male personnel, to the extent consistent with the protection and security of the United States.

Airline Competition Enhancement Act of 1992 - Amends the Federal Aviation Act of 1958 (the Act) to prohibit a vendor, in the operation of its air carrier computer reservations system, from discriminating against participants in such system in specified ways, including: (1) making available to subscribers an integrated display which orders information on air carrier identity; (2) supplying information to a person creating or attempting to create such an integrated display; (3) making available, after September 30, 1994, to a subscriber or participant any subscriber or participant transaction capability which is more functional, timely, complete, accurate, reliable, secure, or efficient with respect to one subscriber, or participant, than to another; (4) charging a participant fee for, or require terms or conditions with, the provision of any computer reservation system feature, function, or service unless they are reasonable; or (5) prohibiting a subscriber from obtaining or using another computer reservation system. Prohibits a vendor or air carrier from requiring, or providing incentives to induce, a subscriber to use information from a computer reservation system to create an integrated display which orders information on air carrier identity. Prohibits a vendor, except on grounds of demonstrated technological incompatibility, from prohibiting or unreasonably restricting the: (1) interconnection to its computer reservation system equipment of computer hardware or software supplied by a person other than such vendor; or (2) use by a subscriber, to access any other computer reservation system or data base, or hardware and communications lines supplied by another vendor. Sets forth other specified prohibitions. Prohibits a vendor from: (1) requiring, as a condition for providing a subscriber additional computer reservation system components (including software and enhancements), that the term of the subscriber's contract be extended; (2) requiring use of its computer reservation system by such subscriber in any sale by the subscriber of the vendor's air transportation services; (3) requiring use of its computer reservation system as a condition of compensation for the sale of air transportation services by the subscriber; and (4) charging prices to subscribers conditioned on the identity of air carriers whose air transportation services are sold by such subscribers. Prohibits the enforcement of subscriber contract provisions for a contract term of more than three years. Sets forth other specified contract provisions which are not enforceable. Prohibits a subscriber from using computer software or hardware to modify information in a computer reservation system so as to produce: (1) integrated displays of such information based on air carrier identity, unless specified conditions are met; or (2) displays of such information based on subscriber or participant transaction capability. Requires vendors to submit quarterly reports to the Secretary of Transportation (Secretary) describing the manner in which they propose to comply with this Act. Requires the Secretary to transmit to specified congressional committees a compliance progress report based on the vendors' reports. Requires the Secretary to report annually to specified congressional committees on the participant fees charged by vendors during the preceding calendar year, including whether such fees represent an increase or decrease over the fees charged previously, and whether they are reasonable. Sets forth specified administrative provisions with respect to violations of this Act. Directs the Secretary not to give consideration to the availability of landing slots at high density airports in: (1) determining the provision of basic essential air service to small communities; and (2) selecting an air carrier to provide such service. Requires the Secretary to ensure that a sufficient number of such slots are available to the air carrier providing such service at such airports. Provides for the transfer of slots at such airports. Declares that nothing in such Act shall require the Administrator of the Federal Aviation Administration to issue regulations requiring that air carrier and airport security personnel employment investigations include criminal history record checks if the Administrator determines that such record checks are not necessary to ensure air transportation security. Requires the Secretary to initiate a rulemaking proceeding to consider whether there should be a reduction in the annualized rate of random testing for prohibited drugs for personnel engaged in aviation activities. Declares that nothing under the Act authorizes the Secretary to grant a public agency authority to impose a fee for a passenger enplaning at an airport if the passenger did not pay for the air transportation, including in cases in which the passenger obtained the airline ticket with a frequent flier award coupon without monetary payment. Requires the Secretary to amend a specified section of the Code of Federal Regulations to require commuter air carriers to comply with the provisions governing on-time performance in such regulations. Directs the Secretary to publish a monthly report containing the percentage of flights of each commuter air carrier which were canceled during such calendar month. Requires the Secretary, in selecting an air carrier to provide foreign air transportation, to consider, among other specified factors, the strengthening of competition among air carriers operating in the United States in order to prevent undue concentration in the air carrier industry.

Open Space Preservation Act of 1992 - Amends the Internal Revenue Code to exclude from the gross estate tax the value of land subject to a qualified conservation easement (less the amount of any indebtedness secured by such land). Includes in the gross estate tax the value of each development right retained by the donor in the conveyance of the easement. Makes such tax due upon the disposition of the property. Provides that such land subject to the exclusion will have a carryover basis for purposes of determining gain or loss. Excludes from the gift tax transfers by gift of land subject to a conservation easement (other than development rights retained by the donor of such easement). Defers the reduction in certain estate tax rates after 1993 and before 1998.

All-Soy Ink Printing Act of 1992 - Requires that all federally performed or procured printing be done with all-soy inks and pigment vehicles as soon as commercially cost competitive. Requires that all solicitations for printing and binding services made by the Government Printing Office encourage the use of ink with soy-based pigment vehicles.

Prohibits a vendor or air carrier from requiring, or providing incentives to induce, a subscriber to use information from a computer reservation system to create an integrated display which orders information on air carrier identity. Prohibits a vendor, except on grounds of demonstrated technological incompatibility, from prohibiting or unreasonably restricting the: (1) interconnection to its computer reservation system equipment of computer hardware or software supplied by a person other than such vendor; or (2) use by a subscriber, to access any other computer reservation system or data base, or hardware and communications lines supplied by another vendor. Sets forth other specified prohibitions. Prohibits a vendor from: (1) requiring, as a condition for providing a subscriber additional computer reservation system components (including software and enhancements), that the term of the subscriber's contract be extended; (2) requiring use of its computer reservation system by such subscriber in any sale by the subscriber of the vendor's air transportation services; (3) requiring use of its computer reservation system as a condition of compensation for the sale of air transportation services by the subscriber; and (4) charging prices to subscribers conditioned on the identity of air carriers whose air transportation services are sold by such subscribers. Prohibits the enforcement of subscriber contract provisions for a contract term of more than three years. Sets forth other specified contract provisions which are not enforceable. Prohibits a subscriber from using computer software or hardware to modify information in a computer reservation system so as to produce: (1) integrated displays of such information based on air carrier identity, unless specified conditions are met; or (2) displays of such information based on subscriber or participant transaction capability. Requires vendors to submit quarterly reports to the Secretary of Transportation (Secretary) describing the manner in which they propose to comply with this Act. Requires the Secretary to transmit to specified congressional committees a compliance progress report based on the vendors' reports. Authorizes participants who object to a new or increased participant fee to demand that such action be reviewed by an arbitrator. Sets forth specified administrative provisions with respect to violations of this Act. Directs the Secretary not to give consideration to the availability of slots (reservations for an instrument flight rule takeoff or landing) at high density airports (airports at which the Administrator limits the number of instrument flight rule takeoffs and landings) in: (1) determining the provision of basic essential air service to small communities; and (2) selecting an air carrier to provide such service. Requires the Secretary to ensure that a sufficient number of such slots are available to the air carrier providing such service at such airports. Provides for the transfer of slots at such airports.

Animal Medicinal Drug Use Clarification Act of 1992 - Amends the Federal Food, Drug, and Cosmetic Act to allow, on order of a veterinarian: (1) a new animal drug approved for one use to be used for a different purpose, provided the use does not result in residues in food in violation of established safe levels for the drug; and (2) a new drug approved for human use to be used in non-food producing animals.

Prohibits, unless a certification under this Act is in effect: (1) U.S. economic assistance to the Government of Russia; and (2) the U.S. Executive Director of the International Monetary Fund (IMF) from consenting to an increase in the U.S. quota in the IMF. Requires the Secretary of the Treasury, unless such certification is in effect, to instruct the U.S. Executive Directors of the IMF and other international financial institution to oppose any loan to the Government of Russia. Describes such certification as a certification by the President to the Congress that: (1) progress has been achieved toward removal of Russian armed forces from Estonia, Latvia, and Lithuania; (2) additional Russian armed forces have not been brought into such countries for any purpose without their permission; (3) artillery exercises or training operations are not being conducted by Russian armed forces on the territory of such countries without their permission; (4) Russian military installations in such countries are open to inspection by the governments of such countries; (5) Russian air and naval forces are not interfering with traffic in the air space or territorial waters of such countries; and (6) the Russian Government is keeping such governments informed regarding the number and location of Russian armed forces in such countries. Makes such certifications effective for six months and authorizes the President to make recertifications for additional six-month periods. Terminates the restrictions under this Act if the President certifies that all Russian armed forces have been withdrawn from such countries.

Amends the Water Resources Development Act of 1986 to make the prohibition on Great Lakes diversions inapplicable to any new diversion of water which will not exceed an average of 5,000,000 gallons per day in any 30-day period.

Rural Electrification Administration Improvement Act of 1992 - Amends the Rural Electrification Act of 1936 to provide that if a borrower of a loan made or guaranteed by the Rural Electrification Administration (REA) applies for an electric or telephone service loan from a private lender, REA shall grant the private lender a lien accommodation on the total assets securing the unpaid balance on an equal and pro rata basis with the Government lien, except if such private loan will adversely affect the borrower's ability to repay the Government. Subordinates the REA lien to a lien made by a private lender on a non-electric or non-telephone rural development loan if the borrower's revenues will be sufficient to meet all loan obligations. Revises discounted loan prepayment provisions to permit prepayment or sale of a loan that was advanced before a certain date or has been fully advanced for not less than two years. Limits future loan eligibility for prepaying borrowers. Repeals provisions regarding: (1) borrower net worth; and (2) the prepayment privatization demonstration program.

Revitalization of Health and Education in Rural America Act of 1992 - Amends the Food, Agriculture, Conservation, and Trade Act of 1990 to direct the Administrator of the Rural Electrification Administration to establish a program for providing grants to qualified consortia to assist them in obtaining access to modern interactive telecommunications systems through the public switched network. Sets forth: (1) application requirements; (2) review and comment procedures (by a State agency); (3) criteria for selection of grantees (giving priority to applications demonstrating the greatest likelihood of successfully and efficiently carrying out specified activities, the participation of the local telephone exchange carrier in providing and operating the telecommunications transmission facilities required by a State plan for upgrading rural telecommunications infrastructure, and unconditional financial support from the local community, and ensuring (to the extent possible) that various regions of the United States benefit from the use of the grants); and (4) limits on the maximum grant amount and the period of disbursement of grants. Specifies that grants under this Act may be used to support the costs of activities involving the sending and receiving of information to improve health care or educational services in rural areas. Sets limitations with respect to: (1) the use of grant funds for the acquisition of interactive telecommunications equipment; (2) the use of such funds to employ consultants; and (3) the authorization of appropriations. Bars the use of funds under this Act to establish or operate a telecommunications network or telecommuncations service for hire. Amends the Rural Electrification Act of 1936 (REA) to: (1) provide for a reduction in the interest rate on insured telephone loans for borrowers from States with plans for upgrading rural telecommunications infrastructure; and (2) eliminate a preference for rural telephone bank loans for borrowers located in such States. Modifies the definition of "rural area" for purposes of telephone loans to mean specified areas not included within the boundaries of an area having a population in excess of 10,000 (currently, 1,500) inhabitants. Expresses the sense of the Congress that persons eligible for telephone loans under the REA who are interested in upgrading telecommunications in rural areas should obtain financial assistance under such Act through a subsidiary in order to limit the assets subject to the lien requirements of such Act. Directs the Administrator of the Rural Electrification Administration and the Governor of the Rural Telephone Bank to prescribe such regulations as necessary to carry out this Act.

Octane Replacement Act of 1992 - Directs the Secretary of Energy (the Secretary) to issue regulations establishing a program to require that, on a schedule of increments from one-half to two between 1994 and 2006, specified octane numbers of the octane ratings of domestically sold gasoline be derived from domestically produced, renewable nonpetroleum sources. Authorizes the Secretary to waive application of such requirements for any ozone nonattainment area during the high ozone season upon a determination by the Administrator of the Environmental Protection Agency that compliance would prevent or interfere with the attainment by the area of a national primary ambient air quality standard. Requires the Secretary to issue regulations establishing a system for the use of marketable octane credits for domestically sold gasoline under which credits due to gasoline with a higher octane number than is statutorily required, derived from domestically produced, renewable, nonpetroleum sources, may be used to offset gasoline sales with a lower octane number than is required. Permits the transfer of such credits between companies or within one company.

Industrial Reinvestment and Defense Diversification Act of 1992 - Prohibits funds appropriated or made available by the Congress from being obligated or expended to maintain U.S. bases in North Atlantic Treaty Organization member countries if the countries do not enter into an agreement or agreements with the President to provide for the payment, in the aggregate (in the form of money or real or personal property), of at least one-half of the cost of maintaining and compensating U.S. armed forces stationed in such countries. Requires the President to report to the Congress describing any agreement reached pursuant to this Act. Ceases the prohibition on such obligation and expenditures of funds if an agreement is entered into after the prohibition takes effect and if the President submits a report to the Congress which describes the agreement. Establishes the Industrial Reinvestment and Defense Diversification Fund. Requires the Secretary of the Treasury to transfer quarterly to such Fund all NATO country payments to be credited to the Defense Cooperation Account under this Act. Transfers appropriated funds for operations and maintenance of U.S. military bases in Europe which are suspended by this Act from the Defense Cooperation Account to the Fund. Directs the Secretary of the Treasury to determine the aggregate amount of funds deposited to the Industrial Reinvestment and Defense Diversification Fund and to make such amount available for expenditure according to a specified formula for purposes including general assistance, energy research and development, and urban mass transit. Directs administrative agencies to formulate regulations to expedite consideration of grant applications for programs receiving increased appropriations pursuant to this Act by any State, county, or local government: (1) experiencing a level of unemployment greater than the national average, or (2) which has been determined to be substantially and seriously affected due to realignment or closure of a military installation or defense facility, or cancellation or curtailment of a major defense contract.
