Independence for Older Americans Act - Title I: Task Force on Independence for Older Americans - Establishes a Task Force on Independence for Older Americans in the Department of Health and Human Services to: (1) coordinate Federal research on conditions and diseases leading to dependence among the elderly; (2) establish mechanisms for the use of research results in improving the quality of life for older Americans; and (3) review and evaluate public and private spending on such research. Authorizes appropriations for such Task Force. Title II: Geriatric Research and Training Centers - Amends the Public Health Service Act to require the Director of the National Institute on Aging to enter into cooperative agreements with, and make grants to, public and private nonprofit entities for the development of at least 15 Claude D. Pepper Comprehensive Independence Centers for geriatric research and training of researchers and for the demonstration and dissemination of the applications of such research. Authorizes appropriations for such centers. Title III: Availability of Information to Health Professionals, Older Americans, and the General Public - Directs the Secretary of Health and Human Services to prepare a comprehensive plan for a National Independence for Older Americans Information Program. Provides for the establishment of an information clearinghouse, a toll-free telephone communications system, and public information campaigns concerning the maintenance and improvement of the health and independence of older Americans. Authorizes appropriations to carry out this title. Title IV: Prevention of and Recovery from Chronic Illness - Requires the National Institute on Aging to support research, and report to the Congress, on the most effective: (1) techniques of geriatric assessment; (2) method of targeting comprehensive geriatric assessment to appropriate populations of older persons to determine their health care needs; and (3) means of providing for such needs to maximize health and independence. Directs the Secretary to develop: (1) model techniques to aid in the prevention and rehabilitation of older persons from frailty and other mobility problems; and (2) model curricula for the health professions for training in the use of such techniques. Authorizes the National Institute on Aging to establish up to five demonstration programs at Comprehensive Independence Research Training and Demonstration Centers to prevent the loss of mobility and to help frail older persons regain independence, using existing and experimental techniques. Directs the Secretary to conduct research on the extent to which falls are associated with the loss of an individual's confidence in functioning independently and his or her need for long-term care. Requires the Secretary to develop and report to the Congress on the development of: (1) model techniques to aid in the recovery and rehabilitation of older persons from chronic and debilitating illness; and (2) model curricula for the health professions for training in the use of such techniques. Authorizes appropriations to carry out this title. Title V: Research on Health, Retirement, and Independence - Directs the Secretary to: (1) commence a ten-year health and retirement history survey and; (2) establish an advisory panel on data collection to review existing government surveys and census data to coordinate information on the health and retirement status of older Americans. Requires the National Center for Health Statistics to: (1) include persons age 75 and over in the National Health and Nutrition Examination Survey; (2) develop questions related to health promotion and disease prevention for older persons for inclusion in the National Health Interview Survey and the National Health and Nutrition Examination Survey; and (3) develop questions related to the health promotion and disease prevention practices of health care providers with special relevance to older persons for inclusion in the National Ambulatory Medical Care Survey. Directs the National Institute on Aging to request proposals from individual and team investigators on behavioral, social, and environmental mechanisms for promoting the health and independence of older Americans. Authorizes appropriations for carrying out this title. Title VI: Authorization of Appropriations for NIH - Authorizes FY 1991 appropriations to be added to the National Institute on Aging and other institutes in proportion to their current spending levels on aging research.

Medigap Fraud and Abuse Prevention Act of 1990

Medigap Fraud and Abuse Prevention Act of 1990 - Amends title XVIII (Medicare) of the Social Security Act to penalize individuals who issue, sell, or renew Medicare supplemental policies which are in violation of this Act's standards or offer to sell a policy in a State that has not approved such policy. Requires that Medicare supplemental policy issuers: (1) cover a core group of basic benefits and, if they offer other benefits, issue a policy covering only such basic benefits; (2) provide prospective purchasers of a policy with a summary information sheet describing policy benefits and the amount of any premiums attributable to optional benefits; (3) guarantee the renewability of policies; (4) offer each group policyholder terminating their coverage or group membership the right to continued coverage under an individual policy (the policyholder ending his or her group membership may also opt for continued coverage under the group policy) or, if the old group policy is replaced by a new group policy, the right to coverage under a new group policy without exclusion for preexisting conditions; and (5) suspend policy benefits and premiums upon the policyholder's indication that he or she is entitled to Medicaid (title XIX of the Social Security Act) benefits. Requires the National Association of Insurance Commissioners (NAIC) or, upon the NAIC's default, the Secretary of Health and Human Services to promulgate simplification standards which set the core group of basic benefits policies must provide, limit the additional benefit packages that may be provided, and establish a uniform language and format to be used with respect to policy benefits. Prohibits the sale of policies which do not meet such standards, though permits approved waivers of such standards to test new or innovative benefits. Directs the Secretary to request the NAIC to educate Medicare beneficiaries on the simplification standards. Increases the civil monetary penalty for knowingly selling a policy which duplicates health benefits to which an individual is already entitled. Permits persons aggrieved by duplicative coverage to recover triple damages in a civil suit. Prohibits a policy issuer from selling a policy without: (1) obtaining a written statement of the buyer indicating any health policies of the same type or Medicaid coverage the buyer may have; and (2) notifying the buyer of the possibility and effect of their coverage under the Medicaid program and the address and telephone number of any State Medicare supplemental policy counseling program and the State Medicaid office. Prohibits the issuer from selling a policy to a person who indicates that he or she is covered by the Medicaid program or has duplicative health benefits. Penalizes individuals who sell a policy in violation of such requirements. Increases the percentage of premiums which must be returned to policyholders as benefits. Establishes a process whereby States must approve premium increases prior to their implementation. Requires public hearings for any premium increase request exceeding twice the percentage increase in the medical care component of the consumer price index. Limits Medicare supplemental policy sales commissions. Authorizes appropriations for a matching grant program to assist States in establishing counseling programs to aid Medicare-eligible individuals in choosing Medicare supplemental policies. Prohibits such policies from denying a claim for losses incurred more than six months from the effective date of coverage for a preexisting condition.

Rural Small Business Enhancement Act of 1990 - Title I: Loan Programs - Amends the Small Business Act to direct the Administrator of Small Business to make loans to rural economic development entities which must use them for: (1) the creation and expansion of business concerns; and (2) rural small business incubators. Prescribes lending guidelines. Authorizes appropriations. Title II: Rural Small Business Investment Companies - Modifies the capital requirements for certain companies licensed to assist rural small business concerns. Authorizes paid-in capital to include contributions by State and local governments and nonprofit institutions. Title III: Technical Assistance for Rural Small Business Concerns - Establishes an Office of Rural Affairs (the Office) in the Small Business Administration to be headed by an Associate Administrator who shall: (1) ensure that rural small businesses receive a percentage of financial assistance representative of the population and economic needs in their areas; (2) compile specified rural business statistics; and (3) disseminate information regarding sources of assistance. Mandates that rural area statistics compiled by the Office be included in the President's annual report on small business and competition. Directs the Administrator to: (1) make grants to rural economic development entities to fund a portion of the salaries and expenses of rural technical assistance specialists; (2) report to the Congress regarding the effectiveness of such grants; (3) make marketing assistance grants for rural small businesses; and (4) make grants to assist marketing studies regarding tourism promotion in rural areas. Authorizes appropriations. Sets forth matching grant requirements. Title IV: Infrastructure Improvement - Amends the Surface Transportation and Uniform Relocation Assistance Act of 1987 to increase the authorization for rural Federal-aid highways. Mandates that each State conduct a rural scenic byways preservation and improvement program with Federal amounts apportioned for construction projects on such byways. Outlines funding guidelines. Authorizes appropriations. Title V: National Commission on Rural America - Establishes the National Commission on Rural America to evaluate and report to the Congress on specified aspects of the Federal rural assistance program. Terminates the Commission after it submits such report. Title VI: Research and Reporting Requirements - Directs the Administration to study and report to the Congress on methods to: (1) assist rural small businesses to obtain Government contracts; and (2) expand the export of goods and services provided by such businesses. Directs the Administrator to compile and distribute to the public and the Congress a catalog of Federal rural small business assistance programs.

Establishes an Electric and Magnetic Fields Research Advisory Committee to: (1) suggest issues, research priorities and Federal funding levels for the work required by this Act; and (2) report annually to the Secretary and the Congress regarding the research program's status. Authorizes appropriations.

Comprehensive Alzheimer's Assistance, Research, and Education Act of 1990 (CARE) - Title I: Amendments to the Public Health Service Act - Replaces provisions of the Public Health Service Act authorizing the establishment and operation of Alzheimer's Disease centers with provisions requiring the Director of the National Institute on Aging to make grants and enter into cooperative agreements for planning, establishing, or strengthening at least 15 Alzheimer's Disease Research Centers to support any part of the full range of research and development from very basic to clinical. Requires the Director to award center core grants or enter into cooperative agreements to support shared resources for categorical research. Requires the Director to award grants or enter into cooperative agreements with entities receiving assistance under the Research Centers and center core provisions of this Act to assist in providing high-quality research and services at locations other than the Research Centers. Requires the Director to make grants or enter into cooperative agreements to: (1) attract new or young investigators to careers involving research on biomedical, behavioral, and social aspects of Alzheimer's disease; and (2) develop institutional training programs emphasizing postdoctoral training and training of women and groups underrepresented in such research. Authorizes appropriations for: (1) the grants and cooperative agreements above in this Act; and (2) under existing provisions, awards for leadership and excellence, research on services to individuals with Alzheimer's disease and related dementias and their families, preparation and revision of a plan for certain research related to Alzheimer's disease, and dissemination of research results. Authorizes the Secretary of Health and Human Services, through the Commissioner on Aging, to make grants and enter into contracts for family support demonstration projects. Authorizes the Director to make grants and enter into contracts for long-term care research with regard to Alzheimer's disease and related disorders. Authorizes the Secretary, through the Director of the National Institute of Mental Health, the Administration on Aging, and the National Center for Nursing Research, to make grants and enter into contracts for research on methods for improving the delivery of supportive services to individuals with Alzheimer's disease or related disorders. Authorizes appropriations for family support demonstration projects, long-term care research, and supportive services delivery research. Directs the Secretary to make competitive grants to States for State Alzheimer's disease programs, including medical, legal, educational, health care financing, and other aspects. Requires that 25 to 50 percent of a grant be used in any fiscal year for respite care. Limits grants to: (1) a minimum dollar amount; and (2) one-half of the costs of the research for which the grant is made. Authorizes appropriations. Authorizes the Secretary, through the Director of the National Institutes of Health and the Director of the National Institute of Mental Health (NIMH), to make grants and enter into contracts for basic and clinical research with respect to Alzheimer's disease and related disorders. Authorizes appropriations. Title II: Amendments to the Alzheimer's Disease and Related Dementias Services Research Act of 1986 - Amends the Alzheimer's Disease and Related Dementias Services Research Act of 1986 to require the Council on Alzheimer's Disease to make certain annual reports to the Congress and the public regarding matters related to Alzheimer's disease. Authorizes appropriations for the establishment and operation, under existing provisions, of the Advisory Panel on Alzheimer's Disease. Requires grants under specified existing provisions for Alzheimer's research to focus on specialized care as well as on services. Requires the Director of the NIMH to submit a research plan to the Council annually. Modifies the research to be provided for in the plan. Authorizes appropriations to carry out the responsibilities of the NIMH relating to Alzheimer's disease under the Act. Requires the Administrator of the Agency for Health Care Policy and Research to submit a research plan to the Chairman of the Council annually. Authorizes appropriations to carry out the responsibilities of the Agency under the Act. Replaces provisions requiring education programs for providers of care for individuals with Alzheimer's disease with provisions authorizing the Director of the National Institute on Aging to make grants: (1) on the basis of merit, for training programs and continuing education programs with respect to health care for individuals with Alzheimer's disease or related disorders; and (2) for the development of curricula for the training programs and continuing education programs. Requires the Director to establish the National Alzheimer's Education Program to: (1) provide coordination and leadership in the Federal education and promotion effort; (2) develop and distribute educational materials; (3) encourage and work with the media to provide information; (4) encourage and work with public and private efforts to develop models for education, training, and assistance programs; and (5) provide technical assistance. Authorizes the Director to make grants for programs to educate health care providers and the families of individuals with Alzheimer's disease or related disorders on caring for such individuals, and on the availability of public and private sources of assistance. Authorizes appropriations to carry out educational activities provisions of the Act.

Amends the Fair Trade in Auto Parts Act of 1988 to require the Secretary of Commerce to submit biannual reports to the Congress concerning increases in the sale of U.S. auto parts and accessories in Japanese markets. Directs the Attorney General and the International Trade Commission to study and report to the Congress on the pattern of procurement of such items by foreign automobile manufacturers operating in the United States to determine if there may be unfair methods of competition in connection with such procurement.

Limits assistance by the Corporation to projects: (1) subject to exception, where majority control is held by North American companies or entities; and (2) that demonstrate the ability to obtain funding equal to or greater than that requested from the Corporation. Authorizes appropriations.

California Fish and Wildlife Protection Act of 1990 - Directs the Secretary of the Interior (Secretary) to implement a program to restore the population and habitat of migratory birds and waterfowl, anadromous fisheries, and endangered species in the Central Valley, California. Requires the Secretary to annually review and make such adjustments to assure that fish, wildlife, and habitat restoration goals are met and provide a copy of such review to specified congressional committees. Requires the Secretary to deliver dependable water supplies of suitable quality to certain Central Valley refuges, including additions to or new refuges. Authorizes the Secretary to provide water to other Federal, State, and private wetlands and other fish and wildlife habitat in the Central Valley. Declares the national interest with regard to water conservation in the Central Valley. Requires a report on administrative inhibitions on water conservation by Central Valley Project contractors, and actions which could remove barriers to conservation. Authorizes the Secretary of Energy, acting through the Administrator of the Western Area Power Administration, to utilize power from the Central Valley Project power generation facilities to meet the requirements of this Act. Reserves a minimum portion of the transmission capacity of the Harold T. (Bizz) Johnson California-Pacific Northwest Intertie line to serve the needs of Department of Energy laboratories and wildlife refuges in California. Provides for citizen suits to enforce this Act. Authorizes appropriations. Authorizes the Administrator of the Western Area Power Administration to issue and sell bonds, notes, and similar obligations to assist in repayment of the costs required in carrying out this Act.

Urges the United States Trade Representative (USTR) to: (1) use "Super 301" under the Trade Act of 1974 to identify Japan as a priority country for purposes of negotiating the elimination of barriers to U.S. exports; (2) identify as trade-liberalization priorities under "Super 301" Japanese practices that are most costly in terms of lost U.S. exports and most resistant to change through market adjustment or prior negotiations; and (3) in determining such practices, give substantial weight to the worsening bilateral trade deficit in any sector where they prevail. Declares that the Congress considers that: (1) the identification of the trade-liberalization priorities in the 1990 "Super 301" report would reinforce other bilateral trade discussions such as the Structural Impediments Initiative talks and the negotiations regarding priorities in the 1989 "Super 301" report; and (2) use of the "Super 301" trade-liberalization incentive would improve prospects for reducing the U.S.-Japanese trade imbalance.

Mickey Leland Peace Dividend Housing Assistance Act of 1990

Mickey Leland Peace Dividend Housing Assistance Act of 1990 - Title I: Housing for Low-Income Families - Increases FY 1991 through 1995 budget authority for Housing Act of 1937 section 8 existing housing certificates. Amends such Act to revise section 8 tenant selection preferences, including annual reevaluation of family preference. Requires the Secretary of Housing and Urban Development to submit semiannual assisted housing reports to the Congress. Authorizes appropriations. Title II: Community Housing Partnership - Community Housing Partnership Act - Subtitle A: Housing Education and Organizational Support Grants for Community Based Housing Projects - Authorizes the Secretary to provide housing education and organizational support grants to eligible cities and States and directly to nonprofit sponsors and nonprofit organizations. Subtitle B: Community Housing Partnership Grants - Authorizes the Secretary to provide grants to cities and States and grants and loans to nonprofit sponsors for acquisition, construction, and rehabilitation of low- and moderate-income housing. Allocates community partnership housing grants as follows: (1) 60 percent to metropolitan and urban areas; (2) 25 percent to States for non-urban use; and (3) 15 percent to nonprofit sponsors. Subtitle C: General Provisions - Defines specified terms for purposes of this title. Authorizes appropriations for subtitle A. Title III: Recycling of Existing Federal Assets - Recycling of Existing Assets for Cost-Effective Housing Act - Authorizes the Secretary to make grants to States for State housing finance agencies to establish revolving funds for low- to moderate-income rental housing. Requires State matching funds. Requires: (1) States receiving such funds to establish a revolving fund; and (2) agencies to develop affirmative action programs. Sets forth requirements with regard to: (1) rental housing; and (2) eligible properties. Authorizes appropriations. Title IV: Public Housing Development and Modernization - Increases FY 1991 through 1995 budget authority under the Housing Act of 1937 for: (1) public housing development; and public housing modernization. Amends such Act to revise public housing tenant selection criteria, including annual reevaluation of family preference. Title V: Grants for Preservation of Existing Housing and Security in Public Housing - Authorizes the Secretary to make grants for: (1) acquisition and rehabilitation of specified multifamily housing; (2) training and technical assistance to nonprofit sponsors and representative organizations; and (3) public housing security, including Indian public housing. Authorizes appropriations. Title VI: Rural Housing Program Funding - Increases FY 1991 through 1995 budget authority under the Housing Act of 1949 for the following rural housing programs: (1) homeownership loan program; (2) very low-income housing repair loan program; (3) farm labor housing loan program; (4) rural rental housing loan program; (5) farm labor housing grant program; (6) housing preservation grant program; and (7) rental assistance payments program. Extends program authority for: (1) rental housing loans; and (2) rural area classification. Title VII: Supportive Services - Directs the Secretary to carry out a program to coordinate supportive services in federally assisted housing, including such services as: (1) child care; (2) health monitoring; (3) education and job training; and (4) drug and alcohol counseling. Title VIII: Single Room Occupancy Housing for Homeless Families and Individuals - Increases FY 1991 through 1995 budget authority under the Stewart B. McKinney Homeless Assistance Act for section 8 assistance for single room occupancy dwellings. Amends such Act to extend single room occupancy contract authority. Title IX: Miscellaneous - Directs the Comptroller General to audit the Secretary at least annually with respect to activities under this Act, and report to the Congress.

Expresses the sense of the Congress that the administration should: (1) be commended for its quick action in addressing the humanitarian crisis in northern Ethiopia; and (2) impress upon Ethiopia's opposition groups that the U.S. attitude toward each such group will be greatly influenced by their cooperation in facilitating relief efforts and by steps they take in negotiating a lasting political settlement. Requests the President to urge: (1) the parties to the conflict in northern Ethiopia to agree to a ceasefire, to accept free passage of relief, and to permit the United Nations (U.N.) to assume a prominent role in coordinating international relief efforts; (2) Soviet President Gorbachev to press the Ethiopian Government to agree to such actions; and (3) nations supplying military assistance to the warring parties in Ethiopia to use their influence to facilitate a ceasefire and end external military flows. Urges the President: (1) until the Ethiopian Government takes such actions, to oppose favorable treatment of such Government by the International Bank for Reconstruction and Development (World Bank) and the International Monetary Fund (IMF), to continue to oppose upgrading of U.S. diplomatic relations with such Government, and to prohibit the importation of Ethiopian coffee; and (2) after the Ethiopian Government takes such actions and has made substantial progress in effecting macroeconomic reform and in negotiating a settlement of Ethiopia's internal wars, to begin the normalization of relations and to support an expanded World Bank and IMF role in Ethiopia.

Department of Veterans Affairs Health Professionals Compensation and Labor-Relations Act of 1990 - Title I: Physicians and Dentists Special Pay - Revises provisions of Federal law relating to special pay for health-care professionals of the Veterans Health Services and Research Administration (HSRA) of the Department of Veterans Affairs (Department). Directs the Secretary of Veterans Affairs, in order to recruit and retain highly qualified physicians and dentists, to provide special pay upon the execution of a written agreement between the Secretary and the individual involved providing that the individual shall serve a required period of obligated service within the HSRA. Provides that such an individual is not entitled to such special pay during the first three years of such service, except at the discretion of the Secretary for full-time services. Prohibits the payment of special pay to those physician and dentist positions for which there is no significant recruitment and retention problem. Outlines requirements of a written agreement, including provisions providing for: (1) a covered period of one to four years; (2) refunding of special pay for unfulfilled service; (3) the waiver of such refund requirement due to circumstances beyond the control of the physician or dentist; and (4) submission to the Secretary of agreements where an individual is entering into a second or subsequent agreement for a specified amount of special pay. Authorizes the Secretary to adjust amounts of special pay to reflect changes in the status of a physician or dentist. Directs the Secretary to provide special pay to eligible full-time physicians based upon specified factors, including: (1) tenure within the HSRA; (2) service in a medical specialty for which it is extremely difficult to recruit and retain qualified professionals; (3) service in certain executive positions; (4) specialty or board certifications; and (5) service in a geographic location for which there are extraordinary difficulties in the recruitment or retention of qualified personnel. Requires the maximum amount of special pay to be paid to the Chief Medical Director (CMD) and the Deputy Chief Medical Director (DCMD). Directs the Secretary to provide special pay to part-time eligible physicians based upon similar factors. Requires the Secretary to pay each such physician an amount of special pay equal to the proportion of full-time service that a physician performs. Directs the Secretary to provide special pay to eligible full-time and part-time dentists based upon similar factors. Prohibits physicians and dentists provided special pay and serving in certain executive positions from being paid scarce specialty pay (another form of special pay that rewards scarce specialty areas of practice). Requires, with regard to the payment of special pay, determinations: (1) that there are extraordinary difficulties in recruitment or retention; (2) of the amount of special pay based upon the special pay factors for each individual; and (3) of whether there are extraordinary difficulties in a specific geographic location in the recruitment or retention of qualified physicians or dentists. Outlines considerations for determinations with respect to extraordinary recruitment and retention difficulties and the payment of scarce specialty pay for individual medical facilities of the Department. Outlines the manner in which special pay is to be considered for purposes of other benefits laws for Federal employees. States that it is the policy of the Congress to assure that total pay for HSRA physicians and dentists is comparable to total pay of other Government physicians and dentists and to the income of non-Federal physicians and dentists. Directs the Secretary: (1) in order to assist in implementing such policy, to obtain measures of income of such non-Department physicians and dentists and to define the bases for pay distinctions; (2) to report to the President quadrennially on appropriate amounts of special pay to HSRA physicians and dentists to carry out such policy; and (3) to report to specified congressional committees annually on the use of authorities under this title. Directs the Secretary to reimburse any full-time board-certified physician or dentist appointed in the HSRA for expenses incurred, up to $1,000 per year, for continuing professional education. Title II: Nurses Pay Grades and Pay Administration - Directs the Secretary to restructure the current nurse pay grades so as to provide four grade levels (entry, intermediate, senior, and director grade levels). Requires the Secretary to maintain the four new grade levels established for nurses employed in the Department. Provides GS-levels for each nurse grade, with appropriate step increments. Requires Department nurses serving as head nurses to receive basic pay at a rate two steps above the otherwise applicable rate. Authorizes the director of a medical center of the Department to provide step promotions or cash bonuses to nurses who have qualifications, experience, or achievements which the director determines exceed the standards for the nurse's current grade. Outlines factors to be considered by the director in making such determinations. Directs the Secretary to provide that the director of a medical center of the Department may appoint a nurse at a basic pay rate in excess of the minimum rate otherwise applicable if necessary to obtain the services of qualified nurses at that medical center. Requires the director to document and include the reasons for taking such action in his or her next budget submission. Repeals a current limitation on the hourly rate of overtime pay permissible for nurses within the Department. Title III: Labor-Management Relations - Revises Federal provisions concerning personnel administration and collective bargaining procedures within the Department. Includes all employees appointed in the HSRA under such provisions. Provides that the authority of the Secretary to prescribe regulations with regard to such employees is subject to the right of Federal employees to engage in the collective bargaining process with respect to conditions of employment. States that such collective bargaining may not cover, or have any applicability to, any matter or question arising out of professional conduct or competence. Provides that the issue of whether a matter concerns or arises out of professional conduct or competence shall be decided by the Secretary and is not subject to collective bargaining. Authorizes the Secretary to prescribe regulations establishing conditions under which employees of the HSRA who are nationally recognized in the area of medical research may be permitted to accept payment from non-Federal entities and individuals for travel and reasonable expenses for attending meetings, performing advisory services, and accepting awards. Requires any person who engages in such extra-professional activities to work a minimum 80-hour biweekly amount. Outlines activities and responsibilities that such a person may not engage in or take on while an employee of the Department. Provides that whenever the CMD brings charges against a Department employee based on conduct or performance and, as a result of those charges, an adverse (disciplinary) action is taken against the employee, the employee shall have the right to appeal the action, either through: (1) a Disciplinary Appeals Board; (2) Department procedures; or (3) grievance procedures provided through collective bargaining, depending on the type of action involved. Requires the Secretary to publish in the Federal Register any proposed regulations concerning the collective bargaining or adverse action procedures. States that Disciplinary Appeals Boards shall have exclusive jurisdiction to review any case: (1) which arises out of a question of professional conduct or competence of an employee of the Department employed on a full-time basis under a permanent appointment; and (2) in which a major adverse action was taken (suspension, transfer, reduction in grade or pay, or discharge). Gives employees involved in such a case the right to: (1) advance written notice of the charges and actions that could be taken if the charges are sustained; and (2) an opportunity to be heard both orally and in writing on such charges. Requires a decision on such case by a deciding official within 21 days after the employee's response to the charges. Allows for a delay in a proposed action for up to one year while an employee seeks counseling or treatment for a condition covered under the Rehabilitation Act of 1973. Allows the Secretary to require an employee to make a written or oral response to the charges within 30 days of receipt, with extension for good cause shown. Outlines further administrative action to be taken by the Board in a major adverse action appeals procedure, together with time limitations involved in each step. States that the Secretary's execution of the Board's decision shall be the final administrative action in the case, with the affected employee entitled to judicial review of the order or decision. Requires the Secretary to prescribe procedures for the consideration of grievances of Department employees arising from adverse actions in which each action taken either: (1) is not a major adverse action; or (2) does not arise out of a question of professional conduct or competence. States that Disciplinary Appeals Boards shall not have jurisdiction to review such matters. States that review of an adverse action shall be provided through either Department procedures or through grievance procedures provided through collective bargaining. Outlines the rights of employees under the Department procedures to: (1) a formal review by an impartial examiner within the Department; (2) a prompt report of findings; (3) a prompt review of the examiner's findings by a higher official; and (4) legal or other representation. Requires the Secretary to appoint Disciplinary Appeals Boards to hear appeals of major adverse actions taken against full-time Department employees based on professional conduct or performance. Authorizes the chairman of such a Board to authorize disclosure to the affected employee of records or information to be reviewed during an appeal procedure. Provides for the protection of the privacy of the individuals whose records are involved. Requires the Secretary to periodically designate Department employees qualified to serve on Disciplinary Appeals Boards and to announce that a list of such qualified employees is available to any person requesting such list. Requires the Secretary to provide training in the functions and duties of such Boards and grievance procedures for employees selected to be on the panel. Title IV: Miscellaneous - Exempts the Veterans Health Services and Research Administration, Medical Care Account from sequestration or reduction under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Authorizes the Secretary to carry out certain administrative reorganizations of regional and district offices as described in a prior communication to the Congress. Requires judges of the U.S. Court of Veterans Appeals to receive the salary rate received by judges of the U.S. Court of Military Appeals. Makes licensed practical nurses, vocational nurses, and nurse assistants eligible for premium pay on the same basis as registered nurses.

Requires the Bureau of Economic Analysis to use certain business information relating to foreign-owned businesses in the United States (ten percent or more of whose voting securities are owned by foreign persons) when implementing the International Investment and Trade in Services Survey Act. Requires the Bureau, in a specified report, to include information on international investment in property in the United States by foreign persons, with separate tables listing businesses (50 percent or more, and 50 percent or less, of whose voting securities are owned or controlled by foreign persons). Amends such Act to authorize and provide for the collection and use of information on direct investments owned or controlled directly or indirectly by foreign governments. Increases, and makes mandatory, the civil penalties for failure to provide information under such Act.
