Expresses the sense of the House of Representatives that: (1) the United States, in concert with its international partners, should strengthen its commitment to stabilizing Afghanistan and contribute the necessary levels of economic, civilian, and military resources to achieve that end; and (2) the United States should redeploy to Afghanistan military forces in Iraq not essential for targeted counterterrorism activities, training and equipping Iraqi security forces, or protection of U.S. citizens and facilities.

Media Ownership Act of 2007 - Amends the Telecommunications Act of 1996 to require the Federal Communications Commission (FCC), in changing any of its regulations related to broadcast ownership, to publish notice in the Federal Register for least 90 days, followed by at least 60 days for public comment, followed by at least 30 days to reply to comments. Applies those requirements to any any changes related to broadcast and newspaper ownership made after October 1, 2007. Requires the FCC, before voting on any change in broadcast and newspaper ownership rules, to complete a separate rulemaking to promote the broadcast of local programming and content by broadcasters, including radio and television broadcast stations, and newspapers. Requires the FCC, before issuing a final rule, to: (1) conduct a study on the overall impact of television station duopolies and newspaper-broadcast cross-ownership on the quantity and quality of local news, public affairs, local news media jobs, and local cultural programming at the market level; and (2) publish a proposed final rule at least 90 days before a vote, followed by at least 60 days for public comment, followed by at least 30 days to reply to comments. Requires the FCC to establish an independent panel on increasing the representation of women and minorities in broadcast media ownership and to act on the panel's recommendations before voting on any changes to its broadcast and newspaper ownership rules.

Code Talkers Recognition Act of 2007 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals to Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in military communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify code talkers eligible for a gold medal.

Amends the Internal Revenue Code to increase the limit on the deductibility of losses from the sale or exchange of capital assets for individual taxpayers to $10,000. Provides for an inflation adjustment to such increased amount after 2008.

Community Economic Development Expertise Enhancement Act of 2007 - Authorizes the Secretary of Housing and Urban Development to make grants to increase the capacity and expertise of qualifying community-based economic development organizations. Directs the Secretary to: (1) conduct an assessment of such organizations' capability needs; and (2) establish the Advisory Council on Community Economic Development. Directs the President to include with each annual budget request a report regarding federal financial support for community economic development.

Advocates Dedicated to Older Child Parental Tax Credit (ADOPT) Act of 2007 - Amends the Internal Revenue Code to allow a $2,000 tax credit for costs associated with the adoption of a child who has reached nine years of age before the adoption decree becomes final. Allows the credit each year until such child attains the age of 19.

Honors the citizens of the Pacific Northwest for their courage in facing the storm and efforts in helping their neighbors in a time of great need. Honors the National Weather Service, state and local police officers, fire fighters, local rescue personnel, other first responders, and amateur radio operators for their efforts in the face of the severe storm. Extends the thoughts and prayers of the U.S. House of Representatives to those whose lives have been devastated, and who have lost their housing, transportation, communications, water, heat, or electricity. Extends its profound and deepest sympathies to the families and friends of those who perished.

Amends the Internal Revenue Code to extend through 2012: (1) the tax deduction for energy efficient commercial buildings; (2) the tax credit for new energy efficient homes; (3) the tax credit for nonbusiness energy property; and (4) the tax credit for residential energy efficient property. Allows a $500 refundable tax credit ($1,000 in the case of a joint tax return) in 2008 for certain low-income individual taxpayers who have a principal place of abode in the United States and who use heating oil as the primary source of energy for heating such abode.

Phylicia's Law - Amends the Elementary and Secondary Education Act of 1965 to require local educational agencies applying for funds under the Safe and Drug-Free Schools and Communities program to require schools sponsoring off-premises overnight field trips to develop, and provide to parents whose children are to be taken on such trips, written safety plans that include: (1) policies on curfews, room checks, and chaperone qualifications; and (2) emergency procedures to be followed when a serious injury or death occurs.

Mail Network Protection Act of 2007 - Requires the U.S. Postal Service to bargain with unions representing career Postal Service employees before entering into a contract for mail processing, mail handling, or surface transportation of mail if the contract, in a 12 month period, would involve work that would otherwise be performed by those employees and either: (1) involve more than a specified amount of work time; or (2) cost over $5 million.

Department of Veterans Affairs Management Accountability Act of 2007 - Establishes in the Department of Veterans Affairs (VA) a Bonus Review Board which shall review proposed ratings, bonuses, and pay adjustments for covered VA employees and make recommendations with respect to the award of such ratings, bonuses, and pay adjustments.

Foster and Adoptive Parent Recruitment Programs Act of 2007 - Amends part E (Foster Care and Adoption Assistance) of the Social Security Act to direct the Secretary of Health and Human Services to make competitive grants to support establishment and expansion of programs that use networks of public, private, and faith-based organizations to recruit and train foster and adoptive parents and provide support services to foster and adoptive children and their families. Makes eligible for such grants state or local governments, local public agencies, community-based or nonprofit organizations, or private entities, including charitable or faith-based organizations. Directs the Secretary to provide for a National Clearinghouse for Adoption Promotion and Foster Parent Recruitment Programs through a contract with a nationally recognized, nonprofit adoption promotion and foster parent recruitment organization.

Veterans Suicide Study Act - Directs the Secretary of Veterans Affairs conduct a study to determine the number of veterans who have committed suicide between January 1, 1997, and the date of the enactment of this Act.

Rural Veterans Health Care Access Act of 2007 - Directs the Secretary of Veterans Affairs (Secretary) to establish and implement a pilot program to provide mental health counseling services to eligible veterans at non-Department of Veterans Affairs (VA) medical facilities. Defines "eligible veteran" as one who: (1) served on active duty in support of a contingency operation; (2) is eligible to receive hospital care and medical services; (3) has been diagnosed with a mental health condition and recommended to receive mental health counseling; and (4) resides at least 30 miles from a VA medical facility that employs a full-time mental health professional. Requires the Secretary to issue to an eligible veteran a six-month supply of vouchers to be used to pay for counseling (including family counseling) services provided by the mental health provider. Requires the Secretary to conduct a study on the effectiveness of the pilot program.

American Anti-Torture Act of 2007 - Amends the Detainee Treatment Act of 2005 to prohibit any person in the custody or control of the United States (under current law, the Department of Defense) from being subject to any treatment or technique of interrogation not authorized by and listed in the U.S. Army Field Manual on Intelligence Interrogation. Makes such prohibition inapplicable with respect to any person in the custody or control of the United States (under current law, the Department of Defense) pursuant to a U.S. criminal or immigration law.

Medicare Recovery Audit Contractor Program Moratorium Act of 2007 - Directs the Secretary of Health and Human Services to effect a one-year moratorium on the Medicare recovery audit contractor program, under which the Secretary contracts with recovery audit contractors to identify underpayments and overpayments, and recoup overpayments, with respect to all services for which payment is made under part A or B of title XVIII (Medicare) of the Social Security Act. Requires: (1) the Administrator of the Centers for Medicare & Medicaid Services to evaluate the program for Congress; and (2) the Comptroller General to report to Congress on the use of recovery audit contractors in the Medicare Integrity program.

Secure America Through Verification and Enforcement Act of 2007 or SAVE Act of 2007 - Sets forth border security and enforcement provisions, including provisions respecting: (1) increases in Border Patrol and investigative personnel; (2) recruitment of former military personnel; (3) use of Department of Defense (DOD) equipment; (4) infrastructure improvements; (5) aerial and other surveillance; (5) a national strategy to secure the borders; (6) emergency deployment of Border Patrol agents; and (7) expansion of the Customs-Trade Partnership Against Terrorism along the northern and southern borders. Amends the Immigration and Nationality Act and specified maritime law sections to revise alien smuggling provisions. Sets forth provisions respecting border security on certain federal lands under the jurisdiction of the Secretary of Agriculture or the Secretary of the Interior. Border Law Enforcement Act - Authorizes a border relief grant program for a tribal, state, or local law enforcement agency in a county within 25 miles of the southern border of the United States. Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the basic employment eligibility confirmation pilot program permanent. Sets forth conditions for the mandatory use of the E-verify system. Requires: (1) employer/employee notification of social security number mismatches and multiple uses, and related information sharing with the Department of Homeland Security (DHS); and (2) establishment of electronic birth and death registration systems. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the basic employment eligibility confirmation program. Increases criminal alien program (CAP) personnel. Establishes within DHS a rewards program to assist in the elimination of commercial operations to produce or sell fraudulent immigration-related documents and to assist in the investigation, prosecution, or disruption of commercial alien smuggling operations. Provides for: (1) increased alien detention facilities; (2) additional district court judgeships; and (3) a media campaign to inform the public of changes made by this Act including a multilingual media campaign explaining noncompliance penalties.

Adoption Equality Act of 2007 - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to revise requirements for children with special needs in the adoption assistance program. Requires that the child be in the care of a public or licensed private child placement agency or Indian tribal organization pursuant to a voluntary placement agreement, relinquishment, or involuntary removal of the child from the home, where the state has determined that continuation in the home would be contrary to the child's safety or welfare. Specifies related requirements. Prohibits adoption assistance to parents with respect to a child who is not a U.S. citizen or resident, and who was adopted outside of the United States or brought into the United States for the purposes of being adopted. Expresses the sense of the Congress that the states should reinvest in child welfare programs any savings resulting from the implementation of this Act.

Amends the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 to prohibit the bankruptcy court from dismissing or converting a case based on means testing while the debtor: (1) is either on active duty or performing a homeland defense activity for at least 60 days; or (2) was either called to active duty or performed homeland defense activity as a member of a reserve component of the Armed Forces or a member of the National Guard after September 11, 2001.

Mental Health Improvements Act of 2007 - Directs the Secretary of Veterans Affairs to ensure the provision of specified substance use disorder treatment services at each Department of Veterans Affairs (VA) medical center and community-based outpatient clinic. Requires the Secretary to ensure that treatment for a substance use disorder and a comorbid mental health disorder is provided concurrently by a team of experienced clinicians. Requires the Secretary to: (1) carry out a program of enhanced care and treatment for veterans with substance use disorders and post-traumatic stress disorder (PTSD); and (2) establish at least six national centers of excellence on PTSD and substance use disorders. Requires a report on residential mental health care facilities of the Veterans Health Administration (VHA). Pays tribute to Justin Bailey. Requires a: (1) pilot program on peer outreach and support services, readjustment counseling services, and other mental health services for veterans of Operations Iraqi Freedom and Enduring Freedom; (2) program of research into comorbid PTSD and substance use disorder; and (3) pilot program on the provision of readjustment and transition assistance to veterans and their families in cooperation with Vet Centers.

Prevention Through Affordable Access Act - Amends title XIX (Medicaid) of the Social Security Act to revise requirements for the best price component of the formula for determination of the Medicaid rebate for a covered single source outpatient drug or a covered innovator multiple source outpatient drug. (Under current law, best prices shall not take into account prices that are merely nominal in amount.) Revises the list of entities to which sales by a manufacturer of covered outpatient drugs at nominal prices shall be considered to be sales at a nominal price, or merely nominal in amount (and thus excluded from computation of the best price for such drugs). Adds to such list any entity that is: (1) operated by a health center of an institution of higher education, primarily for its students (university-based clinic); or (2) a public or private nonprofit entity that provides family planning services under the Public Health Service Act (safety-net clinic).

Universal Prekindergarten Act - Directs the Secretary of Health and Human Services to provide grants to a designated state agency for development of universal prekindergaten programs for all children three, four, and five years old in the state. Requires the state to: (1) match federal funds by at least 20%; and (2) submit with its grant application a plan to establish, coordinate, and implement a statewide universal prekindergarten program. Authorizes state agencies to set aside up to 5% of a grant for ongoing professional development activities for teachers and staff of prekindergarten programs that wish to participate.

Providing Resources, Officers, and Technology to Eradicate Cyber Threats to Our Children Act of 2007 or the PROTECT Our Children Act of 2007 - Requires the Attorney General to appoint a Special Counsel for Child Exploitation Prevention and Interdiction within the Office of Deputy Attorney General to coordinate Department of Justice (DOJ) policies and strategies for the prevention and investigation of child exploitation cases. Establishes within the Office of Justice Programs in DOJ an Internet Crimes Against Children Task Force (ICAC Task Force), consisting of state and local task forces (one task force for each state) to address online enticement of children, child exploitation, and child obscenity and pornography cases. Requires the Attorney General to establish a National Internet Crimes Against Children Data Network Center to assist the ICAC Task Force program and federal, state, local, and tribal agencies investigating and prosecuting child exploitation. Authorizes the Office of Justice Programs to award grants to state and local ICAC task forces to combat Internet crimes against children. Requires the Attorney General to establish additional computer forensic capacity to address backlogs, including for child exploitation investigations. Authorizes funding for additional agents and personnel for the Federal Bureau of Investigation (FBI) and the Bureau of Immigration and Customs Enforcement. Requires the Attorney General to report to Congress annually on resources used to investigate and prosecute child exploitation and child obscenity cases.

Veterans Guaranteed Bonus Act of 2007 - Provides that, in the case of a member of the Armed Forces who is retired or separated for disability due to a combat-related injury, the Secretary of Defense shall require the continued payment of any bonuses or special pay to which the member: (1) was entitled to immediately before the retirement or separation; and (2) would continue to be entitled to if not retired or separated. Requires such payment in a lump sum within 30 days after such retirement or separation.

Agricultural Bond Improvement Act of 2007 - Amends the Internal Revenue Code to: (1) exempt agricultural bonds from the volume cap applicable to private activity bonds; (2) increase the loan limit on agricultural bonds to $450,000 and index such amount for inflation after 2007; and (3) eliminate the dollar limitation in the definition of substantial farmland used for agricultural bonds.

Servicemembers Telecom Contract Relief Act - Allows a person in military service to terminate a telecommunications contract for cellular phone service, cable or satellite television service, or internet service at any time after: (1) entry into military service; or (2) the date of the station or deployment orders. Requires for termination that: (1) the contract is executed by or on behalf of a person who thereafter and during the term of the contract enters military service (or receives order to enter military service) under an order specifying a period of not less than 90 days (or who enters military service under an order specifying a period of 90 days or less and who, without a break in service, receives orders extending the period of military service to a period of not less than 90 days); or (2) the person enters into the contract while in military service and thereafter receives military orders for a permanent change of station outside of the continental United States, or to deploy with a military unit for a period of not less than 90 days, to a location that does not support continuation of the service under the contract.

Vision Preservation Act of 2007 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Centers for Disease Control and Prevention (CDC), the Health Resources and Services Administration (HRSA), and the National Institutes of Health (NIH), to expand and intensify programs to increase awareness of vision problems. Directs the Secretary to expand and intensify: (1) activities to establish a solid scientific base of knowledge on the prevention, control, and rehabilitation of vision problems and related disabilities; (2) research within CDC on the prevention and management of vision loss; and (3) programs targeted to prevent vision loss, treat eye and vision conditions, and rehabilitate people of all ages who are blind or partially sighted in underserved and minority communities. Amends title V (Maternal and Child Health Services) of the Social Security Act to authorize appropriations to enable the Secretary to introduce core performance measures on eye health by incorporating vision screening and examination standards into state programs. Authorizes the Secretary to make grants to eligible institutions of higher education or nonprofit organizations for vision rehabilitation professional development.

Property Tax Relief Act of 2007 - Amends the Internal Revenue Code to: (1) allow state and local real property taxes paid on a principal residence as a deduction from gross income (thus allowing taxpayers who do not itemize their tax deductions to claim such deduction); and (2) exclude such deduction from the calculation of alternative minimum taxable income for purposes of the alternative minimum tax on individuals.

Healthy Workforce Act of 2007 - Amends the Internal Revenue Code to allow employers a 50% tax credit for the costs of providing employees with a qualified wellness program. Defines "qualified wellness program" as a program that is certified by the Secretary of Health and Human Services and that consists of a health awareness and education component, a behavioral change component, and a supportive environment component. Terminates such credit after 2017. Requires the Secretary of the Treasury to institute an outreach program to inform businesses about the availability of such wellness program tax credit.

Safety Assurance For Every Consumer Product Act or the SAFE Consumer Product Act - Amends the Consumer Product Safety Act to require (in current law, authorize) the Consumer Product Safety Commission (CPSC) to prescribe consumer product testing programs. Requires nongovernmental, independent third party testing of children's products. Increases the actions the CPSC may take in ordering recalls of products presenting substantial hazards. Makes recalled product retail sale unlawful. Requires manufacturers to mark products or packaging to enable purchasers to determine the product's source, date, and production cohort. Removes the cap on Consumer Product Safety Act civil penalties. Removes a requirement that criminal penalties may only be imposed after noncompliance notice. Reduces the period after CPSC notification to manufacturers and private labelers before public disclosure of information obtained under the Act. Requires any person who must give public notice of a substantial product hazard to post a notice on the Internet. Declares any children's product containing more than a specified amount of lead to be a banned hazardous substance under the Federal Hazardous Substances Act, allowing a temporary exception for electronic devices. Requires certain actions to facilitate recalls of children's products and authorizes the CPSC to extend the requirements to consumer products other than children's products. Requires children's product's warning labels to be included in Internet advertisements. Removes provisions requiring a minimum number of CPSC members to transact business. Modifies rulemaking notice requirements. Declares the sense of Congress that the full complement of five CPSC members is necessary to conduct CPSC business and the President should fill vacancies expeditiously. Prohibits any consumer product safety standard or other CPSC action after enactment of this Act from containing a preemption provision which affects any action under state statutory or common law unless the provision is expressly authorized by statute.
