This joint resolution proposes a constitutional amendment to prohibit the Constitution from being construed to forbid Congress or the states from (1) imposing reasonable viewpoint-neutral limitations on private campaign contributions or independent election expenditures; or (2) enacting systems of public campaign financing, including those designed to restrict the influence of private wealth by offsetting campaign spending or independent expenditures with increased public funding.

Gerald's Law Act This bill requires the Department of Veterans Affairs (VA) to provide a burial and funeral allowance for a veteran who dies from a non-service-connected disability in a home or other setting at which the veteran was receiving VA hospice care (if such care was directly preceded by VA hospital or nursing home care).

This resolution affirms the importance of the U.S. relationship with the Pacific Islands and recognizes the importance of U.S.-Pacific Island partnerships to promote peace, security, and prosperity for all countries through a rules-based regional order that respects the sovereignty and political independence of all nations. The resolution urges the Biden Administration to continue to work with the Pacific Islands to preserve the Pacific Ocean as an open and vibrant corridor for international maritime trade; promote sustainable development; and address socioeconomic challenges related to public health, education, renewable energy, and digital connectivity. The resolution reaffirms the support of the House of Representatives for (1) regional efforts to address the challenges posed by climate change; and (2) the vision, values, and objectives of existing regional multilateral institutions and frameworks, such as the Pacific Islands Forum, the Pacific Islands Conference of Leaders, and the Pacific Community. Finally, the resolution recognizes the importance of working closely with U.S. allies and partners with existing relationships and interests in the Pacific Islands, including Australia, Japan, New Zealand, and Taiwan, in advancing common goals.

9-8-8 Implementation Act of 2022 This bill modifies provisions to increase access to behavioral health services, with a focus on crisis services and the 9-8-8 telecommunication system. (The 9-8-8 system provides callers with mental health or suicide crisis support and resources through the existing National Suicide Prevention Lifeline and is scheduled to take effect by July 16, 2022.) The bill reauthorizes through FY2027 and revises the National Suicide Prevention Lifeline program and requires a national suicide prevention media campaign. In addition, the Substance Abuse and Mental Health Services Administration (SAMHSA) must establish standards for a behavioral health crisis continuum of care that health care providers and communities may use in responding to individuals experiencing a behavioral health crisis. The continuum must include emergency treatment, stabilization, and related services. The bill expands Medicaid and other insurance coverage for such services. The bill further expands Medicaid coverage for behavioral health services. This includes permanently allowing coverage of certain community-based mobile crisis services and exempting some short-term stabilization services from coverage restrictions that apply to institutions for mental diseases. Additionally, the bill establishes (1) an office within SAMHSA to coordinate behavioral health activities; and (2) various grants, including a pilot program for mobile crisis care teams that respond to behavioral health crises rather than law enforcement and a capital improvement program for certain behavioral health facilities. The bill also reauthorizes through FY2027 and expands certain workforce programs for behavioral health providers. It also addresses training for emergency services dispatchers and coordination of the 9-1-1 system with the 9-8-8 system.

Leandra Wai Act This bill provides for the conveyance and return by the Department of Defense (DOD), to the state of Hawaii, without consideration, all interest of the United States in the parcel of property known as the Makua Military Reservation located in Oahu, Hawaii. DOD shall, in collaboration with the state, conduct a study to map out land hazards, including unexploded ordnance and other contaminants; determine an appropriate schedule, consistent with community standards, for the removal of such land hazards; and provide a cost estimate for the land remediation and restoration activities required to make the reservation suitable for agriculture, residential use, and human habitation. There is established a Makua Military Reservation Conveyance, Remediation, and Environmental Restoration Trust Fund to (1) make the reservation suitable for agriculture, residential use, and human habitation, including any remedial actions under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980; and (2) carry out this bill. The U.S. Army Corps of Engineers shall enter into a memorandum of understanding with the state that shall govern the study; the conveyance; the timing, planning, methodology, and implementation for the removal of unexploded ordnance; and the use of the sums appropriated to the fund.

Cost of War Act of 2022 This bill directs the Department of Defense (DOD) to post on its public website information relating to the cost to U.S. taxpayers of any overseas contingency operation conducted by the U.S. Armed Forces on or after September 18, 2001. DOD must update such information not later than 90 days after the end of each fiscal year.

Into the Light for Maternal Mental Health and Substance Use Disorders Act of 2022 or the Into the Light for MMH and SUD Act of 2022 This bill reauthorizes through FY2028 a program that addresses maternal depression and, among other changes, expands its scope to include mental health and substance use disorders. It also requires the Department of Health and Human Services to maintain a national hotline to provide mental health and substance use disorder resources to pregnant and postpartum women and their families.

Supporting Children's Mental Health Care Access Act of 2022 This bill reauthorizes through FY2027 two grant programs that support pediatric mental and behavioral health services and interventions. First, it reauthorizes and makes changes to a grant program for states, localities, and Indian tribes for statewide or regional telehealth access programs to promote the integration of behavioral health in pediatric primary care. Specific changes include allowing a nonprofit organization to receive the grant if the state (1) does not apply for the grant, and (2) supports the nonprofit's receipt of it. Additionally, recipients may use grant funds to support schools and emergency departments. Second, the bill reauthorizes a grant program for human services agencies and nonprofits to develop and maintain infant and early childhood mental health promotion, intervention, and treatment programs.

Record of Military Service for Members of the Armed Forces Act of 2022 This bill requires the Department of Defense (DOD) to create the Certificate of Military Service. The Certificate of Military service will be a standard record of military service for all members of active and reserve components of the armed forces to encompass all duty, including that of National Guard and Coast Guard duty. Under the bill, the document must (1) be standardized, (2) be the same for all members of the armed forces, and (3) replace and serve the same function as a discharge certificate or certificate of release (DOD Form DD-214). The bill also requires that a current record of service be issued to members of the reserve components upon the occurrence of any of the following events: permanent change to duty status (e.g., retirement or transfer to active duty), discharge or release from temporary active duty orders, specified promotions, and transfer to another state National Guard.

This resolution expresses that the House of Representatives condemns the continued use of unlawful and indiscriminate violence against civilian populations by Russia, its allies, and any other parties to the military invasion of Ukraine by Russia; urges that the global community hold Vladimir Putin and the Russian government accountable for war crimes committed during the invasion of Ukraine; urges the United States and its allies to continue providing defense security assistance and humanitarian aid to Ukraine as Ukrainians defend themselves against Russia's invasion of their country; supports the continued use of sanctions against Russia and its allies until Russia ends its invasion of Ukraine and recognizes Ukraine's internationally recognized borders and political independence; and stands in solidarity with the people of Ukraine who are fighting for their freedom and democracy.

Territorial Representation in the Senate Act This bill allows each U.S. territory (American Samoa, the Northern Mariana Islands, Guam, Puerto Rico, and the Virgin Islands) with local legislative approval to be represented in Congress by a nonvoting delegate to the Senate who shall be elected by the people qualified to vote for officials of the territory. Further, the bill establishes qualifications for the office of delegate, authorizes the government of the territory to determine the election procedure, and provides that each delegate shall receive the same compensation, privileges, and immunities as any other member of the Senate.

Ban Russian Energy Imports Act This bill declares that a national emergency exists with respect to the aggression of Russia against Ukraine. During this emergency, the President must prohibit the importation of crude oil, petroleum, petroleum products, liquefied natural gas, and coal in which Russia or a Russian national has any interest. The bill exempts products that are already loaded or in transit at the time of this bill's enactment.

Credit Union Board Modernization Act This bill revises the frequency of meetings required to be held by a credit union's board of directors. Specifically, the bill requires monthly meetings for new credit unions during their first five years and for credit unions with a low soundness rating. All other credit unions must hold at least six meetings annually, with at least one meeting held during each fiscal quarter. Currently, all credit union boards must meet at least once a month.

Latonya Reeves Freedom Act of 2022 This bill prohibits government entities and insurance providers from denying community-based services to individuals with disabilities that require long-term service or support that would enable such individuals to live in the community and lead an independent life. Specifically, these entities may not discriminate against such individuals in the provision of community-based services by such actions as imposing prohibited eligibility criteria, cost caps, or waiting lists or failing to provide a specific community-based service. Additionally, community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives. The bill requires the Department of Justice to issue regulations requiring government entities and insurance providers to offer community-based long-term services to individuals with such disabilities who would otherwise qualify for institutional placement. Government entities must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy. Regulations shall also (1) require government entities and insurance providers to perform self-evaluation on current services, policies, and practices and concerning compliance with requirements of this bill; and (2) require government entities to submit a transition plan. The bill provides funds for FY2022 for the Department of Health and Human Services to provide technical assistance with respect to transition plans. The bill allows civil actions by individuals subjected to, or about to be subjected to, a violation of its requirements.

Compact of Free Association Host Communities Support Act This bill authorizes various financial waivers for certain U.S. jurisdictions (i.e., states, territories, or possessions) that host citizens of the Marshall Islands, Micronesia, or Palau as residents. (Under current law, citizens of these countries, known as the Freely Associated States, have the right to reside and work in the United States as nonimmigrants or habitual residents.) Specifically, this bill authorizes a federal agency to, for the purposes of a federal grant, waive any matching funds requirements for a jurisdiction that hosts citizens of the Freely Associated States as residents. Furthermore, the President may reduce, release, or waive amounts that such a hosting jurisdiction owes to a federal agency, at the request of the hosting jurisdiction. As a condition of receiving such a reduction, release, or waiver, a hosting jurisdiction must report to the Department of the Interior an accounting of the jurisdiction's unreimbursed economic impacts associated with receiving citizens of the Freely Associated States from 2004 through 2021.

Red Hill Watershed and Aquifer Initiative Act or the Red Hill WAI Act This bill requires the Department of the Navy to discontinue all fuel operations at the Red Hill Bulk Fuel Storage Facility in Hawaii and permanently close the facility in accordance with relevant Environmental Protection Agency regulations. Among other responsibilities, the Navy must reimburse the Honolulu Board of Water Supply and the Hawaii State Departments of Health and Education for expenditures made in response to the threats posed by operations at the Red Hill Bulk Fuel Storage Facility.

Climate Adaptation Science Centers Act or the CASC Act This bill provides statutory authority for the Department of the Interior's National and Regional Climate Adaptation Science Centers. The centers must provide scientific expertise to managers of natural resources, cultural resources, and ecosystem services to inform decisions that aid adaptation to a changing climate and extreme weather events. The program shall include a National Climate Adaptation Science Center and Regional Climate Adaptation Science Centers. Among its activities, the National Center shall serve as the national office for the regional centers, develop and facilitate coordination among the regional centers, and conduct research on cross-regional and national science priorities. Regional centers shall develop research, education, training, and advisory service priorities regarding the impacts of climate trends and variability on natural and cultural resource management. Interior shall establish an Advisory Committee on Climate and Natural Resource Sciences to identify and recommend priorities for ongoing research needs on such impacts in informing the research priorities of the National Center.

Bipartisan Ban on Congressional Stock Ownership Act of 2022 This bill prohibits Members of Congress and their spouses from owning or trading stocks, bonds, commodities, futures, or any other form of security. Each current Member must divest within 180 days after the bill is enacted and each new Member must divest within 180 days after becoming a Member. However, Members and their spouses have 5 years to divest from specified complex investment vehicles. The bill does not apply to certain investments, such as investments in widely held investment funds that are diversified and do not present a conflict of interest and investments held in government employee retirement plans. A Member or spouse who violates the bill may be subject to a fine of up to $50,000 for each violation. The bill permits a Member or spouse who is required to divest property under the bill to avoid recognizing gain for income tax purposes from the sale of that property to the extent that the Member or spouse purchases permitted bonds or diversified investment funds within 60 days of the divestiture.

Health Care for Burn Pit Veterans Act This bill updates policies and procedures related to Department of Veterans Affairs (VA) health care and benefits for veterans who have been exposed to toxic substances. Specifically, the bill extends the eligibility period for VA hospital care, medical services, and nursing home care for combat veterans who served after September 11, 2001, and were exposed to toxic substances, radiation, or other conditions, including those who did not enroll to receive VA care during the eligibility period. The VA must incorporate into its existing health care screening a screening to help determine potential exposures to toxic substances during military service. Among other requirements, the VA must also provide annual training to health care and benefits personnel with respect to veterans who were exposed to toxic substances; analyze total and respiratory disease mortality in veterans who served in specified locations on specified dates; conduct an epidemiological study on the health trends of veterans who served in the Armed Forces after September 11, 2001; conduct a study to determine trends in the rates of the incidence of cancer in veterans; publish a list of VA resources for veterans who were exposed to toxic substances, families and caregivers of such veterans, and survivors of such veterans who are receiving death benefits; and report on the data quality of the Individual Longitudinal Exposure Record and its usefulness in supporting veterans in receiving VA health care and benefits.

Keeping School Meals Flexible Act This bill extends authority through June 30, 2023, for the Department of Agriculture (USDA) to waive certain requirements for the school meal programs to address COVID-19. The bill extends the authority for USDA to issue a single waiver of child nutrition program requirements to all states under the National School Lunch Program for purposes of providing meals and snacks with appropriate safety measures with respect to COVID-19; grant waivers of requirements to allow non-congregate feeding in the Child and Adult Care Food Program for purposes of providing meals and snacks with appropriate safety measures with respect to COVID-19; and grant waivers related to the nutritional content of meals served in child nutrition programs if it determines the waiver is necessary to provide meals and snacks, and there is a food supply chain disruption due to COVID-19.

Real Courts, Rule of Law Act of 2022 This bill establishes the U.S. Immigration Courts, a system of courts to be independent of the executive branch. The bill also transfers all functions of the Executive Office for Immigration Review (EOIR) to the Immigration Courts, with some exceptions. (Currently, the EOIR, located in the Department of Justice, has authority to adjudicate immigration cases.) The trial division of the Immigration Courts shall have jurisdiction over various immigration-related matters, including (1) removal proceedings, (2) reviews of rescissions of lawful permanent resident status, and (3) reviews of credible fear determinations in applications for refugee status. The appellate division shall have jurisdiction over appeals of decisions by the trial division and certain Department of Homeland Security determinations. The bill establishes various requirements and authorities relating to the Immigration Courts, including qualifications, length of term in office, and mandatory retirement age for judges. Each appellate division judge must be appointed by the President with the advice and consent of the Senate, and the appellate division shall appoint the trial division judges.

This resolution calls on the government of Rwanda to immediately release Paul Rusesabagina on humanitarian grounds and permit him to return safely to the United States. The resolution calls on the government of Rwanda to ensure Paul Rusesabagina receives access to appropriate, qualified medical professionals and all medical care necessary to guarantee his physical integrity and psychological well-being. The resolution also urges the U.S. government in all interactions with the government of Rwanda to raise the case of Paul Rusesabagina and to press for his immediate release on humanitarian grounds. Finally, the resolution expresses support to the family of Paul Rusesabagina and their commitment to bringing him home.

SCORE for Small Business Act of 2022 This bill reauthorizes through FY2023 the Service Corps of Retired Executives (SCORE) program, outlines the duties of the SCORE Association, and requires the Small Business Administration (SBA) to cooperate with the association to carry out the program. Specifically, the bill requires the association to manage nationwide chapters of the program to enable volunteers participating in the program to provide personal, cost-free business expertise and facilitate education workshops to small businesses. The association must also offer online counseling through web-based platforms to small businesses. In consultation with the association, the SBA must ensure that the program (1) recruits diverse volunteers for each chapter of the program, and (2) provides services to rural and underserved communities.

VA Same-Day Scheduling Act of 2022 This bill requires the Department of Veterans Affairs (VA) to ensure that when a veteran enrolled in the VA health care system contacts the VA by telephone to schedule an appointment for care or services at a VA facility, the scheduling for the appointment occurs during that telephone call.

Climate Risk and Emergency Support In Livable Inclusive and Equitable Neighborhoods and Communities Everywhere Act or the Climate RESILIENCE Act This bill makes changes to the Robert T. Stafford Disaster Relief and Emergency Assistance Act to take into account climate change. The bill includes extreme temperature events, such as heat waves or freezes, within the scope of the act and defines resilience for purposes of disaster assistance and mitigation efforts. Federal and state preparedness and mitigation assistance may be used for reducing the impacts of extreme temperatures and improving air quality and mitigating against wildfire smoke.. The bill authorizes implementing predisaster hazard mitigation measures that will be cost-effective and equitable long-term and provide enhanced protection to the community. The Federal Emergency Management Agency (FEMA) must (1) provide technical assistance to underserved and disadvantaged communities for such measures; and (2) provide guidance to implement the latest published editions of relevant consensus-based codes, specifications, and standards that incorporate the latest hazard-resistant designs. The bill includes within the hazard mitigation program requirements the abatement of lead, mold, mildew, radon, asthma, and allergen triggers, or other pollutants and hazardous materials directly caused by a major disaster or emergency. FEMA must report to Congress regarding challenges posed by FEMA requirements for determining the cost-effectiveness of mitigation activities and how such requirements may disproportionately burden underserved or disadvantaged communities.

Federal Adjustment of Income Rates Act or the FAIR Act This bill modifies pay rates for federal employees in 2023. Specifically, the bill increases rates under the statutory pay systems and for prevailing rate employees by 4.1% and increases locality pay by 1%.

Free At-Home Tests for All Act This bill requires the Department of Health and Human Services (HHS) to provide free antigen diagnostic tests for COVID-19 (i.e., rapid tests) to U.S. residents. The bill also automatically grants emergency use authorization for rapid tests approved by certain foreign regulators. Specifically, HHS must purchase a sufficient quantity of rapid tests to provide two tests per week at no cost to each resident for the 12 months following the bill's enactment. The President may use authorities available under the Defense Production Act of 1950 to obtain the tests. That act confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods needed for the national defense. In addition, HHS must conduct outreach about the availability of free rapid tests to Medicare and Medicaid participants and make the tests available through those programs. The bill also automatically grants emergency use authorization during the public health emergency for rapid tests that are listed for emergency use by (1) the World Health Organization (WHO), or (2) a foreign regulator that is a stringent regulatory authority as defined by the WHO for purposes of medicine procurement. The Food and Drug Administration (FDA) may rescind authority for, or otherwise regulate, a rapid test that was automatically authorized. Additionally, the FDA must establish a permanent advisory committee focused on diagnostic and serological testing for public health needs.

Native American Rural Homeownership Improvement Act of 2021 This bill provides statutory authority for a Department of Agriculture pilot program that provides direct loans to Native community development financial institutions to increase homeownership opportunities for tribal communities in rural areas.

Stopping Abortion Bounties Act This bill imposes a 100% tax on amounts received as statutory damages under a state bounty statute. A bounty statute is a statute that authorizes a person to file a civil action and collect damages for assisting another person in exercising the right to have an abortion. The bill also directs the Department of the Treasury to award a grant to any person who pays or incurs amounts under a court order resulting from a suit filed under a bounty statute, including the amount paid or incurred as statutory damages and reasonable attorney's fees.

Advanced Aviation Infrastructure Modernization Act or the AAIM Act This bill establishes a pilot grant program to support advanced air mobility (AAM) infrastructure. AAM infrastructure refers to an air transportation system that transports individuals and property between points in the United States in both controlled and uncontrolled airspace using certain aircraft, including remotely piloted, autonomous, or vertical take-off and landing aircraft. The Department of Transportation (DOT) must award planning grants for AAM infrastructure to (1) state, local, or tribal governments; (2) airport sponsors; (3) transit agencies; (4) port authorities; (5) metropolitan planning organizations; or (6) consortia of such entities. Entities that receive these grants must develop a comprehensive plan for AAM infrastructure, including vertiports (sites that support the landing, takeoff, loading, and other operations of vertical take-off and landing aircraft). Topics covered in the plan must address matters such as identifying locations for AAM infrastructure and available sources of funding. DOT must brief Congress about the plans it receives. The briefing must include an evaluation of the planned or proposed locations for vertiports and a description of best practices or lessons learned through the review of comprehensive plans. If the Federal Aviation Administration certifies at least two aircraft models designed to provide AAM transportation and other requirements are met, DOT may award construction grants to entities that submitted comprehensive plans. Recipients may use grant funds for design, environmental studies, and other capital costs related to the construction of a public-use vertiport or associated infrastructure. Grants may not be awarded after September 30, 2023.

African American History Act This bill authorizes the National Museum of African American History and Culture to carry out educational programs and related activities. Such activities include developing and making available accurate, relevant, and accessible resources to promote the understanding of African American history; and expanding the collection acquisition and collection access processes, including conservation and digitization. The museum may also develop and maintain on its website content designated for educators, students, and families to improve their awareness and understanding of African American history.

Protecting Community Television Act This bill revises the definition of a franchise fee that is paid by a cable operator or cable subscriber to encompass only a tax, fee, or other monetary assessment that is imposed by a franchising authority or other governmental entity.

Humane Cosmetics Act of 2021 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing, subject to civil penalties. These prohibitions begin one year after enactment. The bill specifies exceptions to these prohibitions, including if such animal testing (1) is conducted outside the United States to comply with a foreign regulatory authority; (2) is pursuant to a specified finding that there are no nonanimal alternatives to test the safety of a potentially dangerous cosmetic product or ingredient; (3) is of a product or ingredient for a drug or device subject to regulation by the Food and Drug Administration (FDA); or (4) is required for a noncosmetic purpose pursuant to a state, federal, or foreign regulatory authority. Further, no animal-testing evidence may be used to establish the safety of a cosmetic product or ingredient that is regulated by the FDA after the effective date of this bill, subject to limited exceptions.
