National Liberty Memorial Preservation Act This bill extends through FY2027 the authority of the National Mall Liberty Fund D.C. to establish a memorial on eligible federal land to honor the slaves and free Black persons who served as soldiers and sailors or provided civilian assistance during the American Revolution.

Expanding Access to Fertility Care for Servicemembers and Dependents Act This bill entitles members of the armed forces and their dependents (including the reserve components) who are performing active service and are entitled to medical care under TRICARE to assisted reproductive technology services (e.g., in vitro fertilization). Such services must be provided, regardless of (1) whether the assisted reproductive technology service is related to the treatment of a service-connected disability; (2) whether the member has a serious illness or injury resulting from a service-connected disability; (3) the ability of the member or dependent to conceive a pregnancy or carry a pregnancy to term; or (4) the sex, gender, sexual orientation, or marital status of the member or dependent.

Wildlife Conservation and Anti-Trafficking Act of 2021 This bill sets forth provisions relating to wildlife conservation, anti-trafficking and poaching, and illegal fishing. Specifically, the bill directs the Departments of Justice, the Interior, Commerce, State, and the Treasury to develop a plan of action for awards to whistleblowers of violations of laws applicable to wildlife trafficking; directs Interior to carry out the International Wildlife Conservation Program to, among other things, address global conservation threats and combat wildlife trafficking and poaching; provides funding for the conservation of certain endangered species; authorizes Interior, in consultation with the State Department, to station not less than one U.S. Fish and Wildlife Service officer in the primary diplomatic or consular post of the United States in a focus country or country of concern (i.e., countries engaging in wildlife trafficking); and directs Commerce to make amounts available for illegal, unreported, and unregulated fishing enforcement. The bill also modifies the federal criminal code to make wildlife trafficking and illegal fishing predicates with respect to the enforcement of certain criminal offenses, including racketeering and money laundering.

Aviation Noise and Emissions Mitigation Act This bill requires the Environmental Protection Agency to establish pilot grant programs to measure and mitigate aircraft and airport noise and emissions (e.g., greenhouse gases and toxic pollutants) in communities near airports and air flight pathways.

Access to Birth Control Act This bill requires pharmacies to comply with certain rules related to ensuring access to contraceptives. Specifically, pharmacies must provide without delay a customer with any contraceptive or related medication that is in stock. If the contraceptive is not in stock, the pharmacy must immediately inform the customer and either order the contraceptive or refer the customer to a pharmacy that has it in stock. Laws in some states provide pharmacists with the right to refuse to dispense contraceptive-related drugs on religious or conscience grounds. Pharmacies may refuse to provide a contraceptive to a customer (1) if the customer lacks a valid prescription for a prescription contraceptive or is unable to pay for the contraceptive, or (2) based on a pharmacy employee's professional clinical judgment. The bill also establishes a private cause of action and civil monetary penalties for violations of the bill.

Traveling Exotic Animal and Public Safety Protection Act of 2021 This bill prohibits the use of exotic or wild animals in performances of a traveling animal act, such as a circus, carnival, or parade. The prohibition does not apply to zoos, aquariums, research facilities, wildlife sanctuaries, and other entities. The prohibition also does not apply to domestic animals or farm animals.

Protecting our Veterans' Memories Act This bill requires the Department of Veterans Affairs (VA) to pay a state, state agency, or political subdivision of a state $525 as a plot or internment allowance for spouses and children of veterans who are buried in a cemetery owned by the state, agency, or political subdivision. Specifically, the bill requires the VA to pay a plot or internment allowance for spouses, surviving spouses (including if they have remarried), or minor children (those under 21 or under 23 if they are attending an approved educational institution). The VA may pay the allowance for unmarried adult children of certain veterans.

Autonomy for Disabled Veterans Act This bill increases the maximum amount authorized under the Home Improvements and Structural Alterations (HISA) grant program to $10,000 for veterans with a service-connected disability and $5,000 for those with disabilities that are not service-connected. The HISA grant program provides medically necessary improvements and structural alterations to veterans' (or service members') primary residence for specified purposes (e.g., allowing for entrance to their home). The bill requires the Department of Veterans Affairs to increase the dollar amount of the grant in accordance with inflation as determined by the Consumer Price Index.

Help Ensure Lower Patient Copays Act or the HELP Copays Act This bill requires health insurance plans to apply certain payments made by, or on behalf of, a plan enrollee toward a plan's cost-sharing requirements. Specifically, plans must apply third-party payments, financial assistance, discounts, product vouchers, and other reductions in out-of-pocket expenses toward the requirements.

Serving Our LGBTQ Veterans Act This bill establishes a Center for Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) Veterans within the Department of Veterans Affairs (VA). Among other functions, the center must serve as principal adviser to the VA on the adoption and implementation of policies and programs affecting veterans who are LGBTQ.

Access to Breast Cancer Diagnosis Act of 20 21 This bill prohibits private health insurance plans from imposing higher cost-sharing requirements on breast cancer diagnostic examinations than initial breast cancer screening examinations. Diagnostic examinations are generally required after an initial screening detects an abnormality and typically require additional mammogram images (e.g., x-rays).

Patient Advocate Tracker Act This bill requires the Office of Patient Advocacy within the Veterans Health Administration to establish an information technology system that allows veterans or their representatives to electronically file a complaint with a patient advocate and review the status of a filed complaint.

Social Security 2100: A Sacred Trust This bill makes changes to Social Security benefits, taxes, and other aspects of the program, including by raising the primary insurance amount, increasing the maximum taxable earnings that are subject to Social Security payroll taxes, and requiring Social Security account statements to be mailed unless the individual recipient opts for electronic delivery.

Public Service Freedom to Negotiate Act of 20 21 This bill provides minimum collective bargaining rights and procedures for public employees and prohibits strikes by certain public safety workers. The Federal Labor Relations Authority (FLRA) shall determine for each state whether the laws of such state substantially provide for each of the minimum standard collective bargaining rights and procedures specified by this bill, including the right of public employees and supervisory employees to self-organize, form or join a labor organization, or collectively bargain. The FLRA must issue rules and take actions to establish and administer bargaining rights and procedures for those states that do not substantially provide for them. No employers, emergency services employees, or law enforcement officers may engage in a lockout, strike, or any other organized job action that is likely to result in a measurable disruption of the delivery of emergency or public safety services. Furthermore, no labor organization may be the cause of a violation of such prohibition.

State, Local, Tribal, and Territorial Fiscal Recovery, Infrastructure, and Disaster Relief Flexibility Act This bill allows states, tribes, territories, and localities to use certain COVID-19 relief funds for new categories of spending, including for natural disasters and infrastructure projects. It also makes changes to expenditure deadlines and other aspects of this funding. Specifically, recipients may use funds for emergency relief from natural disasters and associated negative economic impacts of natural disasters. In addition, recipients may use a portion of their COVID-19 relief funds for designated infrastructure projects, such as nationally significant freight and highway projects. Furthermore, the bill allows recipients to expend COVID-19 relief funds on these types of infrastructure projects until September 30, 2026. Under current law, recipients must expend the funds by December 31, 2024. Other changes in the bill include (1) modifying eligibility and allocation requirements for funding set aside for counties and Indian tribes that are near public lands, (2) allowing Indian tribes an additional year to expend their COVID-19 relief funds, and (3) establishing a process for government entities to decline COVID-19 relief funds and requiring any declined funds to be used to reduce the federal deficit.

Justice for ALS Veterans Act of 2021 This bill extends increased dependency and indemnity compensation to the surviving spouse of a veteran who dies from amyotrophic lateral sclerosis (ALS or Lou Gehrig's disease) regardless of how long the veteran had such disease prior to death. Under current law, such compensation is paid for a service-connected disability that was rated totally disabling for a continuous period of at least eight years immediately preceding death. For purposes of this bill, a surviving spouse is a person who was married to the veteran for a continuous period of eight years or longer prior to the veteran's death.

Behavioral Health Crisis Services Expansion Act This bill establishes requirements, expands health insurance coverage, and directs other activities to support the provision of behavioral health crisis services along a continuum of care. Specifically, the Department of Health and Human Services (HHS) must establish standards for a behavioral health crisis continuum of care that health care providers and communities may use in responding to individuals experiencing a behavioral health crisis. This continuum of care must include 24-7 crisis hotlines, emergency treatment, stabilization services, and other specified components. In addition, the bill expands health insurance coverage for behavioral health crisis services. It also expands the Community Mental Health Services Block Grant to assist states and territories with developing the infrastructure to provide crisis response services. Furthermore, HHS, in consultation with the Department of Justice, must convene an expert panel to make recommendations concerning training for emergency services dispatchers and crisis call center personnel to respond appropriately to individuals experiencing a behavioral health crisis.

Truth and Healing Commission on Indian Boarding School Policies Act This bill establishes the Truth and Healing Commission on Indian Boarding School Policies in the United States and sets forth its powers, duties, and membership. Among other duties, the commission must investigate the impacts and ongoing effects of the Indian Boarding School Policies (federal policies under which American Indian, Alaska Native, and Native Hawaiian children were forcibly removed from their family homes and placed in boarding schools). Further, the commission must develop recommendations on ways to (1) protect unmarked graves and accompanying land protections; (2) support repatriation and identify the tribal nations from which children were taken; and (3) discontinue the removal of American Indian, Alaska Native, and Native Hawaiian children from their families and tribal communities by state social service departments, foster care agencies, and adoption agencies.

Prevent All Soring Tactics Act of 2021 or the PAST Act of 2021 This bill addresses the practice of soring horses. The soring of horses includes various actions taken on horses' limbs to produce higher gaits that may cause pain, distress, inflammation, or lameness. Specifically, the bill expands soring regulation and enforcement at horse shows, exhibitions, sales, and auctions, including by establishing a new system for inspecting horses for soring. In addition, the bill increases penalties for violations.

Growing Opportunities in Agriculture Act or the GO Ag Act This bill directs the Department of Education to award competitive grants to eligible entities (e.g., local educational agencies) to create new agricultural education programs in secondary schools. Agricultural education refers to career and technical education that is focused on agriculture, including classroom or laboratory instruction, work-based learning, and leadership education that is delivered through career and technical student organizations.

Coffee Plant Health Initiative Amendments Act This bill expands the research and extension grant program for the coffee plant health initiative. Under current law, the Department of Agriculture (USDA) may provide competitive grants under the initiative to support research and extension activities to combat the insect known as the coffee berry borer (Hypothenemus hampei). Specifically, the bill authorizes USDA to provide competitive grants for developing and disseminating science-based tools and treatments to combat plant pests and noxious weeds that impact coffee plants; establishing an area-wide integrated pest management program in areas affected by, or at risk of being affected by, plant pests or noxious weeds that impact coffee plants; surveying and collecting data on coffee plant production and health; investigating coffee plant biology, immunology, ecology, genomics, and bioinformatics; and conducting research on various factors that may contribute to or be associated with coffee plant immune systems and other serious threats to coffee plants.

Macadamia Tree Health Initiative Amendments Act This bill expands the research and extension grant program for the macadamia tree health initiative. Under current law, the Department of Agriculture (USDA) may provide competitive grants under the initiative to support research and extension activities to combat the insect known as the macadamia felted coccid (Eriococcus ironsidei). Specifically, the bill authorizes USDA to provide competitive grants for developing and disseminating science-based tools and treatments to combat plant pests and noxious weeds that impact macadamia trees; establishing an area-wide integrated pest management program in areas affected by, or at risk of being affected by, the invasive plant pests or noxious weeds; surveying and collecting data on macadamia tree production and health; investigating macadamia tree biology, immunology, ecology, genomics, and bioinformatics; and conducting research on various factors that may contribute to or be associated with macadamia tree immune systems and other serious threats to macadamia trees.

Radiation Exposure Compensation Act Amendments of 2021 This bill expands two programs that compensate individuals who were exposed to radiation during certain nuclear testing or uranium mining and subsequently developed medical conditions, including cancers. First, the bill expands and extends a program that compensates individuals who were exposed to radiation from atmospheric nuclear testing or other sources and subsequently developed specified cancers. Under current law, this program compensates individuals who were present in a designated geographic area during a period of nuclear testing and certain individuals employed in uranium mining. The bill expands the designated areas to include Colorado, Idaho, Montana, New Mexico, and Guam and additional areas in Arizona, Nevada, and Utah; makes more individuals who worked in uranium mining eligible for the program; increases the amount of compensation awarded to and provides medical benefits for eligible claimants; and extends for 19 years following the bill's enactment the fund that supports this program and the statute of limitations for filing claims (currently, the program terminates on July 10, 2022). Second, the bill makes certain individuals employed in uranium mines or mills eligible for a program that compensates workers, including Department of Energy employees and contractors, for illnesses caused by occupational exposure to radiation and hazardous substances during development and testing of the nation's nuclear weapons stockpile. The bill also establishes a grant program in the National Institute of Environmental Health Sciences for institutions of higher education to study the epidemiological impacts of uranium mining and milling among individuals without occupational exposure.

Protecting Our Democracy Act This bill addresses issues involving (1) abuses of presidential power; (2) checks and balances, accountability, and transparency; and (3) foreign interference in elections. Specifically, regarding abuses of presidential power, the bill requires the Department of Justice (DOJ) and the President to submit to Congress specified materials relating to certain pardons, prohibits self-pardons by the President, suspends the statute of limitations for federal offenses committed by a sitting President or Vice President, prohibits the acceptance of foreign or domestic emoluments, and sets forth provisions regarding Office of Government Ethics and Office of Special Counsel jurisdiction and enforcement authority. To address checks and balances, accountability, and transparency, the bill authorizes specified actions to enforce congressional subpoenas, imposes limits on presidential declarations of emergencies, requires DOJ to maintain a log of specified communications between it and the White House, requires cause for removal of inspectors general, increases whistleblower protections, requires a candidate for President or Vice President to submit to the Federal Election Commission a copy of the individual's income tax returns for the 10 most recent taxable years, and establishes penalties for political appointees who engage in prohibited political activities. To protect against foreign interference in elections, the bill requires federal campaign reporting of foreign contacts, requires federal campaigns to establish a foreign contacts compliance policy, and specifies that foreign donations to political campaigns and candidates of nonpublic information relating to a candidate are prohibited.

Equitable Payments for Nursing Facilities Act of 2021 This bill allows the Centers for Medicare & Medicaid Services to adjust the federal per diem payment rate for Medicare skilled nursing facilities in Alaska or Hawaii to reflect the unique circumstances of such facilities.

Keeping Renters Safe Act of 2021 This bill expressly authorizes the Department of Health and Human Services (HHS) to place a moratorium on residential evictions to prevent the spread of communicable diseases. The bill also requires HHS to implement a moratorium nationwide to reduce the spread of COVID-19. This moratorium must remain in effect for at least 60 days following the termination of the COVID-19 public health emergency. Current law authorizes HHS to take measures to prevent the spread of communicable diseases. As part of the COVID-19 response, HHS delegated this authority to the Centers for Disease Control and Prevention (CDC), which then issued (and extended) several orders banning residential evictions. Whether these orders exceed the CDC's statutory and constitutional authority has been the subject of multiple legal challenges; the Supreme Court blocked enforcement of the most recent order on August 26, 2021.

This bill requires the Department of Defense (DOD) to conduct outreach to build awareness among former members of the Armed Forces of the process established for the review of discharge characterizations related to sexual orientation (i.e., on the basis of Don't Ask, Don't Tell or a similar policy). DOD must also provide for specified relief for former members of the Armed Forces who were impacted by the discharge characterizations and ensure that DOD oral historians review related facts and receive testimony from affected individuals.

Every Veteran Counts Act of 2021 This bill requires the Department of Veterans Affairs (VA) to establish and maintain a database of specified demographics (e.g., age) of veterans. The data must be in a machine-readable format and anonymized to protect sensitive personal information. The VA must provide access to the database on a publicly accessible website that is updated at least once a year. Additionally, the VA must report on the progress, challenges, performance, and opportunities of implementing its data strategy. The report must be made available on the VA's open data website in a machine-readable format.

Emergency Rental Assistance Program Improvement Act of 2021 or the ERAP Improvement Act of 2021 This bill modifies the Department of Treasury's Emergency Rental Assistance program to increase the portion of funding that state and local government grant recipients may use for administrative costs. The bill also encourages grant recipients to utilize these administrative funds to provide application assistance in coordination with public entities such as libraries, elementary schools, courts, and public housing. The program continues to provide grants to state and local governments to assist eligible households in paying rent, utility costs, and other housing costs incurred due to the COVID-19 pandemic.

Small Farm to School Act of 2021 This bill directs the Department of Agriculture (USDA) to award three-year grants to eight states or tribal organizations to provide school food authorities with an increased reimbursement for free and reduced price lunches that include at least one component that is comprised entirely of locally-produced and unprocessed foods procured directly from certain agricultural producers. USDA must select at least one state or tribal organization located in each of the following regions: (1) the Mid-Atlantic Region, (2) the Midwest Region, (3) the Mountain Plains Region, (4) the Northeast Region, (5) the Southern Region, (6) the Southwest Region, and (7) the Western Region. USDA must give the highest priority to applications that propose to carry out certain projects, including projects that (1) serve a high proportion of children from socially disadvantaged backgrounds, and (2) increase the availability of locally-produced foods to children. Additionally, priority must be given to states or tribal organizations with a high quantity and variety of growers of local fruits and vegetables on a per capita basis, and with a demonstrated commitment to farm-to-school activities. Each state or tribal organization that receives a grant must provide, from nonfederal sources, an amount equal to 100% of the awarded grant amount.

The program provides funding to local educational agencies that have lost property tax revenue due to the presence of tax-exempt federal property or to those that have experienced increased expenditures due to enrollment of federally connected children (e.g., children living on Indian lands or military bases).

Lifting Immigrant Families Through Benefits Access Restoration Act of 2021 or the LIFT the BAR Act of 2021 This bill repeals certain limits on the eligibility of noncitizens who lawfully reside in the United States for federal means-tested programs, including Medicaid, the Children's Health Insurance Program (CHIP), programs funded through Temporary Assistance for Needy Families (TANF) grants, Supplemental Security Income (SSI), and certain nutrition and housing programs.

Welcoming Evacuees Coming from Overseas to Mitigate Effects of Displacement Act of 2021 or the WELCOMED Act of 2021 This bill makes certain individuals from Afghanistan eligible for any benefit that is available to a refugee, such as resettlement assistance. Specifically, this bill shall apply to a national of Afghanistan (or an individual with no nationality who last habitually resided in Afghanistan) who is temporarily paroled into the United States for urgent humanitarian reasons or significant public benefit during the four-year period beginning on July 1, 2021.

Improving Medicare Coverage Act This bill temporarily expands eligibility for Medicare. It also temporarily establishes a premium and cost-sharing assistance program for low-income beneficiaries. Specifically, the bill lowers the age of eligibility for Medicare from 65 to 60. The Centers for Medicare & Medicaid Services must establish procedures to provide for automatic enrollment of qualifying individuals. Enrollment must be completed within 11 months of the bill's enactment. The bill also establishes a program under Medicare to assist low-income Medicare beneficiaries with premiums, coinsurance, deductibles, and other costs. Currently, such assistance is provided through Medicare Savings Programs, which are administered by state Medicaid programs. The bill also establishes a related special enrollment period under Medicare, expands eligibility for assistance to beneficiaries with income up to 200% of the federal poverty line, and provides for joint eligibility determinations with respect to the bill's program and the low-income subsidy program under the Medicare prescription drug benefit. The bill's provisions generally take effect six months after the bill's enactment and terminate five years later.

Maximizing Outcomes through Better Investments in Lifesaving Equipment for (MOBILE) Health Care Act This bill expands and otherwise modifies the allowable uses of New Access Point grant funds. These grants help health centers establish new delivery sites to provide comprehensive primary care to medically underserved populations. Specifically, health centers may use funds to construct or renovate buildings or to set up mobile medical clinics. In addition, a mobile clinic may qualify for grant funding as a new delivery site regardless of whether it is associated with a permanent, full-time site.

Community Services Block Grant Modernization Act of 2021 This bill reauthorizes the Community Services Block Grant program through FY2031 and otherwise modifies the program. The program supports various antipoverty activities, primarily through formula-based allotments to states, Indian tribes, and territories. In particular, the bill makes changes to the program's administration and leadership; performance measurement; and allotments to states and territories. The bill also expands eligibility for services and activities funded by the program to 200% of the federal poverty line (FPL). Under current law, eligibility is generally set at the FPL.

Afghan and Iraqi Allies Resettlement Improvement Act This bill addresses the settlement of Afghan and Iraqi special immigrant visa (SIV) holders. (Generally, SIV holders are individuals who received visas due to their work with the U.S. Armed Forces in Iraq or Afghanistan.) The Department of Health and Human Services must survey long-term outcomes, such as employment, housing, and educational attainment, of SIV holders as part of its annual survey of refugees. The Department of State must implement additional ways to deliver information in certain languages (i.e., Dari, Pashto, or Urdu) to prospective SIV holders about resettlement in the United States to assist with their adjustment process. The State Department and the Department of Defense must jointly establish a temporary program to offer SIV holders employment as translators, interpreters, and cultural awareness instructors.

Next Generation Fuels Act of 2021 This bill supports the use of biofuels (e.g., gasoline blended with ethanol) in vehicles, including by establishing a minimum octane standard for gasoline as well as making related biofuel requirements for vehicles, their fuels, and fuel infrastructure.
