Management and Conflict of Interest Reform Amendments of 1991 - Amends the Depository Institution Management Interlocks Act to include foreign banks within the administrative and enforcement purview of the Board of Governors of the Federal Reserve System. Prohibits an outside counsel or outside accountant of a depository institution or a depository holding company from serving as a member of the board of directors of such institution, holding company, or any of its subsidiaries, affiliates, or holding companies. Requires each depository institution and depository holding company to provide at least annually, to each member of its board of directors, and each member of the board of directors of any depository institution or depository holding company it controls, a list of the names and principal places of business of each individual or company which directly or indirectly owns, controls, or has power to vote five percent or more of any class of voting securities of such institution or holding company. Directs each depository institution and depository holding company to provide to each member of its board of directors and to each member of the board of directors of any depository institution or holding company it controls, a notice of any proposed change in control of the parent depository institution or depository holding company. Requires a majority of the voting members of the board of directors of depository institutions and depository holding companies to be outside directors.

Medicaid Moratorium Amendments of 1991 - Amends the Technical and Miscellaneous Revenues Act of 1988 to: (1) delay until September 30, 1992, the issuance of regulations changing the treatment under the Medicaid program (title XIX of the Social Security Act) of voluntary contributions and provider-specific taxes; and (2) maintain current regulations that allow intergovernmental transfers as a source of a State's expenditures for which Federal matching funds are available under the Medicaid program. Directs the Secretary of Health and Human Services to submit to specified congressional committees a report on: (1) regulations to limit the use of voluntary contributions and provider-specific taxes to obtain Federal financial participation; (2) specific types of voluntary contributions and provider-specific taxes that may be used as sources of State expenditures for which Federal financial participation is available; and (3) any legislation that the Secretary believes is appropriate. Sets forth budget compliance provisions.

Declares that the Board of Governors of the Federal Reserve and the Federal Open Market Committee should take necessary actions to achieve and maintain a level of interest rates low enough to achieve significant economic growth and reduce the current level of unemployment. Makes appropriations for FY 1992, in order to create productive jobs and protect public investment, for various activities relating to: (1) Federal buildings; (2) interstate highways; (3) air transportation; (4) mass transportation; (5) rehabilitation of highway bridges crossing over Northeast corridor rail transportation properties; (6) railroad infrastructure and rights-of-way improvement; (7) veterans' medical facilities and services; (8) public housing modernization; (9) community development; (10) international trade competition; (11) local economic development; (12) small business loans and investments; (13) small business oriented employment or national resources development programs; (14) parks and recreational areas and facilities; (15) the National Forest System; (16) Indian health facilities; (17) Fish and Wildlife Service facilities; (18) rural development and resource conservation, including rural water and waste disposal; (19) soil conservation, including watershed and flood prevention operations; (20) Federal, State, and local prison modernization; (21) water resource and hydroelectric power, flood control, shore protection, harbor channel and navigable waterway maintenance; (22) reclamation and irrigation projects; (23) Federal agricultural research facilities; (24) tree-planting and other natural resources development programs; (25) historic properties restoration; and (26) Bureau of Land Management facilities. Makes appropriations for FY 1992 to the Department of Labor to provide productive jobs for unemployed individuals under specified conditions, in various types of public service employment. Provides for allocation of such funds to eligible local governments, rural area concentrated employment program grantees, or States. Makes appropriations in additional amounts for FY 1992 for: (1) employment and training services; (2) grants to States for unemployment insurance and employment services; (3) higher education academic and research facilities; and (4) the Federal Emergency Management Agency's emergency food and shelter program. Makes appropriations for FY 1991 for: (1) construction and modernization of military family housing; (2) low-income energy conservation weatherization activities (in an additional amount) and (3) Federal motor vehicle procurement. Title II: Technical Provisions - Provides that no part of any appropriation contained in this Act shall remain available for obligation beyond the current fiscal year unless expressly so provided herein.

Fresh Cut Flower Import Regulation Act of 1991

Fresh Cut Flower Import Regulation Act of 1991 - Establishes the Fresh Cut Flower Import Regulation Trust Fund within the Treasury. Requires the Secretary of the Treasury (Secretary) to transfer from the Treasury amounts received as duties imposed on certain fresh cut flowers to the Trust Fund. Authorizes the Secretaries of Commerce and of Agriculture to requisition funds from the Trust Fund to defray administrative costs. Authorizes the Secretary to invest a portion of such Fund in interest-bearing U.S. bonds. Title I: Quantitative Limitation of Imports of Fresh Cut Flowers - Requires the Secretary of Agriculture to annually determine for each category of fresh cut flowers the domestic consumption in quantity of stems for a 12-month period and the shares of consumption accounted for by domestic shipments and by total imports. Prohibits the share of consumption to be supplied by imports from exceeding specified shares of expected consumption of fresh cut flowers. Requires the Secretary of Agriculture to allocate the increase or decrease in the global import quota for such categories among supplying countries in proportion to their shares of domestic consumption. Title II: Reallocation of Unused Country Quotas - Requires the Secretary of Agriculture to reallocate the unused portion of the prior calendar quarter quotas to other supplying countries if a determination is made that any country has not filled its quota of a particular category of fresh cut flowers by 50 percent or more of its quota. Title III: Country of Origin Identification of Imported Fresh Cut Flowers - Amends the Tariff Act of 1930 to require each imported fresh cut flower to conspicuously indicate the English name of the country of origin of such flower. Amends the Federal Trade Commission Act, as amended, to make it an unfair act or practice for anyone to sell such flowers without the English name of the country of origin. Title IV: Monitoring of the Prices of Imported Fresh Cut Flowers by the Secretary of Commerce; Self-Initiation by Him of Antidumping Duty Investigations of Imports Being Offered or Sold Below Their Fair Value - Requires the Secretary of Commerce to monitor the prices at which imported fresh cut flowers are sold in: (1) the United States; and (2) the principal export markets other than the United States in order to determine the fair value of such flowers. Requires the Secretary of Commerce to commence an antidumping duty investigation whenever it is determined that a specific category of fresh cut flowers from one or more supplying countries has been sold at less than their fair value by greater than de minimis margins.

Qualified Medicare Beneficiary Enrollment Improvement and Protection Act of 1991 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to include in the annual mailing to Medicare beneficiaries: (1) a clear and simple explanation of the availability of and the requirements to qualify for Medicaid (title XIX of the Social Security Act) payment of their premiums, deductibles, and copayments under Medicare; (2) the toll-free telephone number to be established by the Secretary for information on such assistance; and (3) an initial application for such assistance. Directs the Secretary to develop a poster containing the information listed above and distribute it to service providers in order to publicize the availability of such assistance. Amends the Medicaid program to direct the Secretary to: (1) establish a process for using local Social Security Administration offices for the distribution and receipt of applications for such assistance; (2) transmit such applications to the appropriate State agency; (3) develop a form to be available at such offices which individuals may use to request additional information on or an application for such assistance; and (4) distribute such form to entities receiving grants for programs to provide services to older individuals. Requires States to provide for a process for receiving, distributing, and processing applications for such assistance and for responding to requests for information on or applications for such assistance. Allows individuals who qualified during a certain period for Medicaid payment of Medicare costs to temporarily apply for retroactive payment of any medical costs incurred but not paid under a State plan required to provide for making Medicaid payment of Medicare costs available to Medicare beneficiaries. Allows States, in determining the income level for individuals who seek to qualify for Medicaid payment of Medicare costs, to exclude expenses for medical care incurred by the individual that are not reimbursed under a public program of the State or political subdivision thereof, a health plan, or Medicare. Directs the Secretary to establish a grant program to provide outreach services to enable individuals who are entitled to receive Medicaid payment of Medicare costs to receive such assistance. Authorizes appropriations.

Calls on the President to: (1) decry the violence in Yugoslavia and affirm U.S. policy for a peaceful resolution through democratic negotiations and adherence to a ceasefire; (2) assert that no border changes that have occurred through force and without benefit of negotiation, and no groups occupying territory obtained through violent means, shall be recognized; (3) affirm his commitment to maintaining the international embargo on arms to all combatants in the conflict; (4) instruct the U.S. representatives of each international financial institution to support U.S. goals in completing and maintaining a ceasefire; (5) request the United Nations (UN) Secretary General to assist the European Community (EC)-sponsored negotiations (or initiate negotiations should the EC negotiations fail), to dispatch a contingent to monitor and enforce any ceasefire, and to assist in the completion of a long-term settlement to the conflict; (6) raise in the UN General Assembly the assessment of multilateral economic sanctions against any party disrupting the ceasefire or refusing to take part in negotiations; and (7) insist that all parties to the conflict approve the presence of a peacekeeping force in Yugoslavia to monitor a negotiated ceasefire.

Petroleum Marketing Competition Enhancement Act - Amends the Petroleum Marketing Practices Act to prohibit a refiner from: (1) selling motor fuel to a customer for resale (customer) at a price higher than the refiner's adjusted retail price for the same or a similar grade or quality of motor fuel sold from a direct operated outlet in the same geographic area (sale of fuel at higher prices); and (2) entering into a scheme or agreement to set, change, or maintain maximum retail prices of motor fuel, except with respect to a refiner's retail sales at its direct operated outlets. Requires that: (1) in comparing a refiner's adjusted retail price to a refiner's price to other customers, adjustments be made to account for differences in freight, taxes, and inspection fees, whether or not the items are separately listed as part of the price; and (2) if a refiner includes consumer credit as part of its price, an adjustment for the cost of such credit be made in comparing the prices. Sets forth enforcement provisions, including: (1) proceedings by the Attorney General (establishes fines ranging from $5,000 to $25,000 for each violation, and authorizes civil actions and equitable relief); (2) private civil actions, including class actions, (and establishes a right to jury trial); and (3) proceedings by State attorneys general. Allows a person bringing an action to enforce provisions concerning the sale of fuel at higher prices to establish a prima facie case by showing that the refiner has sold motor fuel to a customer at a price that is higher than: (1) 94 percent of its consumer retail price per gallon (or, in the event of a sale to a branded wholesaler, 90 percent); or (2) the refiner's consumer retail price per gallon less the most recently available average retail operating expenses per gallon (and, in the event of a sale by a refiner to a branded wholesaler, also less the most recently available average wholesale operating expenses per gallon for the State in which the consumer retail price was charged). Specifies that: (1) in the event that the relevant State has not conducted an annual survey (pursuant to this Act) to determine the average retail or average wholesale operating expenses, the average operating expenses for the retail and wholesale petroleum industry, as determined by the Secretary of Energy, shall be used; and (2) such prima facie case may be overcome by a preponderance of evidence that the refiner's actual retail and average wholesale operating expenses, if applicable, are less than the evidence presented by the plaintiff to establish such prima facie case. Directs the Secretary to conduct an annual survey to determine the average retail and average wholesale operating expenses per gallon for the petroleum industry. Permits a State or State agency to authorize an annual State survey to reflect local conditions with respect to motor fuels sold to the public in that State. Directs that any such survey regarding: (1) retail operating expenses and actual wholesale operating expenses be based upon all direct and indirect expenses attributable to the sale of a gallon of motor fuel to the public by direct and nondirect operated outlets; and (2) wholesale operating expenses be based on all direct and indirect expenses attributable to the wholesale sale of a gallon of motor fuel by a refiner or a branded wholesaler to a branded dealer.

Social Security Trust Fund Integrity and Benefits Improvement Act of 1991 - Title I: Benefit Improvements - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to: (1) increase the amount of outside income which beneficiaries who have attained retirement age may earn without incurring a reduction in benefits; (2) increase survivors' benefits for those widows and widowers whose spouses died before they reached age 65; (3) repeal provisions which require that a widow or widower must have become disabled within seven years of their spouse's death or within seven years of the end of their eligibility for benefits as the surviving parent of a young child in order to be eligible for disability benefits; (4) raise the social security payroll tax exemption for State election officials and workers, and index the exempt amount beginning in 1993; and (5) increase the OASDI contribution and benefit base on a graduated basis beginning in 1992. Directs the Comptroller General to conduct a study and report to the Congress on the disability determination process and the appeals process applicable to disability determinations under the OASDI program and title XVI (Supplemental Security Income) (SSI) of the Social Security Act. Title II: Clarification of Budgetary Provisions - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to exclude the appropriations for the administration of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund from Federal budget deficit calculations and to exempt such appropriations from sequestration under such Act. Title III: Social Security Administration - Amends title VII (Administration) of the Social Security Act to establish the Social Security Administration as an independent executive agency. Transfers to the Administration all functions carried out by the Secretary of Health and Human Services pertaining to such programs.

Requires that all surcharges be paid to the Organizing Committee to organize and stage the 1994 World Cup. Requires that ten percent of such funds shall be made available through the U.S. Soccer Federation Foundation, Inc., for distribution to institutions for scholastic scholarships to qualified students.

Specifies that: (1) all such operations shall continue to be subject to, at the minimum, all State statutes, regulations, limitations, and conditions, including routing-specific and configuration-specific designations and all other restrictions (statutes and restrictions), in force on June 1, 1991; and (2) nothing in this Act shall prevent any State from further restricting or prohibiting the operation of LCVs whose continued operation is authorized under such provisions, with exceptions. Directs the Secretary, within 60 days, to publish in the Federal Register a complete list of such State statutes and restrictions, which shall become final 60 days after publication. Bars LCVs from operating except as provided in such list. Sets forth analogous restrictions with respect to cargo carrying unit limitations under Federal transportation provisions.

Title II: Fire Service Bill of Rights - Fire Service Bill of Rights Act - Amends the Federal Fire Prevention and Control Act of 1974 to set forth a fire service bill of rights, including the right of responding fire services to: (1) know the kind of danger presented by hazardous materials they face in emergency responses; and (2) be fully informed of infectious diseases their members face during the course of life safety activities. Declares that the bill of rights does not create any private right of action.

Animal Enterprise Protection Act of 1992

Farm Animal and Research Facilities Protection Act of 1991 - Amends title XIV of the Food Security Act of 1985 to add a new subtitle prohibiting (and establishing criminal penalties for) specified acts of destruction, theft, or damage to farm animal, research, and educational facilities. Directs the Secretary of Agriculture and the Attorney General to jointly conduct a study of the extent and effect of terrorism on animal research, production, and processing facilities. Grants jurisdiction for cases arising under these provisions to U.S. district courts. Establishes a private right of action.
