National Flood Insurance, Mitigation, and Erosion Management Act of 1991 - Title I: Definitions - Defines specified terms under the Flood Disaster Protection Act of 1973 and the National Flood Insurance Act of 1968. Title II: Compliance and Increased Participation - Amends the Flood Disaster Protection Act of 1973 to expand flood insurance purchase requirements. Requires residential real estate lenders to establish flood insurance premium escrow accounts. Imposes a fine for lenders failing to require flood insurance. Requires the seller-transferor of a residential-secured loan in a flood hazard area to so notify the purchaser-transferee unless a flood hazard determination has been made within the previous five years. Revises flood insurance notice requirements. Amends the National Flood Insurance Act of 1968 to require the development of a standard hazard determination form. Amends the Federal Financial Institutions Examination Council Act of 1978 to direct the Financial Institutions Examination Council to coordinate with Federal entities for lending regulation to develop uniform lender standards. Title III: Ratings and Incentives for Community Floodplain Management Programs - Amends the National Flood Insurance Act of 1968 to provide for a community rating system and incentives for community floodplain management. Provides program funding. Title IV: Mitigation of Flood Risks - Amends the Housing and Urban Development Act of 1968 to establish an Office of Mitigation Assistance in the Federal Insurance Administration to carry out a mitigation assistance grant program. Amends the National Flood Insurance Act of 1968 to establish in the Treasury the National Flood Mitigation Fund. Provides for an insurance premium mitigation surcharge to be paid into such Fund. Authorizes a mitigation transition pilot program to be carried out through the Office of Mitigation Assistance. Repeals (with a transition period) the current program for the purchase of certain insured properties. Title V: Flood Insurance Task Force - Establishes a two-year interagency Flood Insurance Task Force which shall: (1) develop standardized flood insurance enforcement procedures and guidelines; and (2) conduct a study of the extent to which the secondary mortgage market can assist enforcement. Title VI: Miscellaneous Provisions - Amends the National Flood Insurance Act of 1968 to: (1) increase flood insurance coverage amounts for nonresidential, single family, and multifamily structures; (2) permit flood insurance private sector participation; and (3) require at least every five years an assessment (and revision if necessary) of flood insurance maps.

High Risk Occupational Disease Notification and Prevention Act - Establishes a Risk Assessment Board (the Board), within the Department of Health and Human Services (HHS), to: (1) review pertinent medical and scientific reports on the incidence of disease associated with exposure to occupational health hazards; (2) identify and designate populations at risk that should receive notification; (3) develop a form and method of notification that will be used by the Secretary of Health and Human Services (the Secretary); and (4) determine the appropriate type of medical monitoring or beneficial health counseling. Sets forth factors for Board consideration and priorities in designating populations at risk of disease for notification. Directs the Secretary to make every reasonable effort to ensure that each individual within a population at risk of disease is notified of the risk. Requires the Secretary, through the National Institute for Occupational Safety and Health (NIOSH), to conduct the required notification, with specified exceptions. Allows an employer to apply to NIOSH for an exemption from such employee notification because that employer's employees are not at risk of disease because of significant mitigating factors. Provides for telephone "hot lines" and other dissemination of information. Authorizes the Secretary to certify a private employer or a State or local government to conduct notification. Provides for judicial review of Board determinations. Requires the Secretary to establish and certify ten occupational and environmental health centers to: (1) provide education, training, and technical assistance to personal physicians and health and social service professionals who serve employees notified that they are at risk under this Act; and (2) provide diagnosis, treatment, and medical monitoring and family services for such employees. Directs the Secretary to make grants to conduct research, training, and education aimed at improving the means of identifying employees exposed to occupational health hazards and improving medical assistance to such employees. Authorizes the Secretary to make grants and contracts for training and curriculum development in occupational medicine or health to schools of medicine and of nursing. Provides that such assistance shall be for projects: (1) at schools with occupational medicine or health programs, for faculty continuing education, curricula and training materials for undergraduate medical or nursing training, and clinical training for residents in graduate medical programs; and (2) at schools without such programs, for faculty training. Directs the Secretary, during FY 1991 through 1993, to make such grants and contracts to at least ten schools of medicine or nursing. Requires that the medical monitoring recommended by the Board be provided by the current employer: (1) at no additional cost to the employee (above any existing employee health care contribution), if any part of the exposure occurred in the course of employment by that employer; or (2) at a charge to the employee not exceeding the additional cost to the employer (above any existing employer health care contribution), or at no charge, if no part of such exposure occurred in the course of employment by that employer. Sets forth special rules for medical monitoring by small businesses and of seasonal agricultural workers. Prohibits discharging or discriminating against employees, or applicants for employment, on the basis that they are or have been members of a population at risk. Makes an exception to such prohibition if the position which the applicant seeks requires exposure to the occupational health hazard which is the subject of the notice. Allows an employer with 50 or fewer employees to transfer an employee who is or has been a member of a population at risk to another job if earnings, seniority, and other employment rights and benefits are as comparable as possible to the old job and if the terms of an applicable collective bargaining agreement are not violated. Grants the option of being transferred to a less hazardous or nonexposed job to any employee member of a population at risk who is determined by a physician to show evidence of developing the disease described in the notice or other symptoms or conditions increasing the likelihood or incidence of such disease. Requires that the employee maintain earnings, seniority, and other employment rights and benefits of the former job. Sets forth procedures for independent reconsideration of the initial medical determination. Sets forth special rules for medical removal. Makes such protection inapplicable to seasonal agricultural workers with less than six months continuous employment with an employer. Exempts from the requirement of medical removal protection any employer who has 50 or fewer employees and who has made or is making a reasonable good faith effort to eliminate the occupational health hazard that is the basis for the medical removal decision. Provides for confidentiality of employee records unless disclosure is authorized by and is necessary to carry out a provision of this Act, or is authorized by the employee. Permits employees aggrieved by violations of provisions involving medical monitoring, medical removal, discrimination, and confidentiality to apply, within six months after the violation occurs, to the Secretary of Labor for a review of the alleged violation. Sets forth provisions for investigations, actions, defenses, determinations, and appeals in such cases. Provides for reinstatement and other relief for employees injured by such violations. Sets forth civil penalties for such violations. Authorizes the Secretary (of HHS) to bring an action in U.S. district court to enjoin an employer from violating this Act. Directs the Secretary of Labor to report annually to the Congress on the implementation and enforcement of the hazard communication standard. Directs the Secretary of HHS to report annually to the Congress on the implementation and enforcement of notification under this Act. Authorizes appropriations for FY 1991 through 1995.

Medicare Skilled Nursing Facility and Home Health Benefit Act of 1991 - Amends title XVIII (Medicare) of the Social Security Act to: (1) eliminate the requirement that extended care services be provided within a certain period following hospitalization in order to be covered under the Hospital Insurance Program; and (2) cover nursing care and home health aide services provided or needed on an intermittent basis.

Unemployment Insurance Administrative Financing Reform Act - Amends the Social Security Act to provide entitlement grants to States to assist in the administration of their unemployment compensation laws (including administration pursuant to agreements under any Federal unemployment compensation law). Provides for an annual aggregate payment of such a State entitlement in the sum of: (1) the basic unemployment insurance service grant; (2) the anticipated additional workload grant; and (3) the unanticipated additional workload grant. Directs the Secretary of Labor, within 12 months, to report to the Congress an evaluation of proposals for revising the method of allocating grants among the States for administration of the unemployment insurance program. Prohibits the Secretary from revising such method until six months after such report is submitted to the Congress. Exempts the following unemployment compensation programs from any order issued under part C of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) for FY 1992 or any succeeding fiscal year: (1) payments to States under the Federal-State Extended Unemployment Compensation Act of 1970; (2) payments to States under title III (Grants to States for Employment Security Administration); and (3) payments under the Railroad Unemployment Insurance Act.

Requires that, except in specified instances, Federal financial assistance be taken into account when determining losses or bad debts of savings and loans institutions (thus denying income tax deductions for losses or bad debts to the extent Federal assistance has compensated for them).

Directs the Secretary of the Interior to transmit to the Congress a National Historic Landmark Theme Study on American Labor History which identifies key sites in American labor history for nomination as National Historic Landmarks. Requires the Secretary to prepare a list discussing the feasibility of including such sites in the National Park System. Authorizes appropriations.

Energy Price and Supply Information Act of 1991 - Directs the Administrator of the Energy Information Administration of the Department of Energy to conduct and publish weekly surveys on a national, State, and PADD (Petroleum Administration Defense District) basis during each winter season with respect to: (1) home heating fuel; (2) natural gas; and (3) automotive fuel. Directs the Secretary of Energy to establish recommended adequate inventory levels for home heating fuel, natural gas and automotive fuel on a national, State, and PADD basis. Requires the Secretary to: (1) notify the Congress, the President, and State energy offices before October 1 of each year whether such inventory levels will be met for the winter heating season; and (2) make recommendations for legislative and administrative actions necessary to restore inadequate inventories if they fall below the recommended levels. Requires the Secretary to report the results of a study of the effect of interruptible natural gas contracts on the demand and supply of home heating fuel during the 1989-1990 winter heating season.

State Thrift Deposit Insurance Premium Act of 1991 - Amends the Federal Deposit Insurance Act to direct the Federal Deposit Insurance Corporation to determine and apportion among the States the cumulative cost of Federal assistance provided to State-chartered savings associations for case resolutions. Declares as "high risk" any State whose share of State resolution costs exceeds twice its share of 1980 State deposits. Mandates that each high risk State pay to the Savings Association Insurance Fund (SAIF) prescribed premiums reflecting such risk. Sets forth insurance termination procedures if a State fails to pay the required premium. Requires depositor notification of such insurance termination. Mandates that the premium paid by high-risk States into the SAIF shall be available to pay the thrift resolution costs incurred by the FSLIC Resolution Fund or the Resolution Trust Corporation, as appropriate.

Beeper Abuse Prevention Act of 1991 - Amends the Communications Act of 1934 to direct the Federal Communications Commission to prescribe regulations to prevent the sale or rental to, or possession by, persons under 21 years of age of paging devices (beepers), except that such regulations shall permit: (1) parents or guardians to allow their children to possess and use such devices under supervision; and (2) a business enterprise to allow its employees under age 21 to possess and use such devices while carrying out a lawful business activity under the supervision of such enterprise. Provides that such regulations shall require: (1) persons engaged in sales or rentals of such devices to verify the identification and age of each person to whom such a device is sold or rented; and (2) parents or guardians who intend to permit their children to use such devices, or any business enterprises that intend to permit employees under age 21 to use such devices, to disclose that information at the time of the purchase or rental. Outlines penalties for violations of such regulations. Authorizes the Commission to bring an action in any district court of the United States to enforce such regulations.

Defense Production Act Extension and Amendments of 1991 - Amends the Defense Production Act of 1950 to extend its expiration date to October 20, 1991. Authorizes appropriations and sets spending limits under such Act through FY 1991. Repeals provisions of such Act granting immunity from civil and criminal suits and a defense to antitrust actions for persons engaging in voluntary agreements for defense preparedness programs and expansion of production capacity and supply. Authorizes the President, with respect to certain Defense Production Act activities, to exempt persons participating in a voluntary agreement or plan of action on behalf of the United States from Federal antitrust laws or any similar State law for activities engaged in as part of such voluntary agreement or plan. Requires an individual designated by the President to administer such an agreement or plan to provide prior written notice of the time, place, and nature of any meeting to carry out such agreement or plan to the Attorney General, the Chairman of the Federal Trade Commission, and the Congress. Outlines requirements for, and limitations to, the antitrust defense for participants in such agreements or plans. Exempts any activity or provision of such agreements or plans from the Federal Advisory Committee Act and other Federal law relating to advisory committees. Authorizes the President to order a priority in the allocation of materials, facilities, and services (currently, only materials and facilities) when requirements of national defense cannot otherwise be met. Requires the President to reach certain determinations concerning the critical shortages of such materials, facilities, and services before exercising such authority. Makes this Act effective (retroactively) on October 20, 1990.

Older Americans' Freedom to Work Act of 1991 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to remove the limitation on the amount of outside income which beneficiaries who have attained retirement age may earn without incurring a reduction in benefits.

Ancient Forest Protection Act of 1991 - Establishes the National Ancient Forest Reserve System. Designates certain lands in California, Oregon, and Washington as components of such System. Declares that all Federal lands in such States which qualify as ancient forest or associated forest and are not designated as components of the System shall be managed as if they are. Requires the Secretary of Agriculture and the Secretary of the Interior to issue regulations with respect to the removal of commercial timber from such lands. Declares it to be U.S. policy to develop and utilize scientific information to study and identify the biological and ecological requirements of ancient forest ecosystems. Directs the Chairman of the Council on Environmental Quality to study and report to appropriate congressional committees on the biological and physical requirements for the survival of such ecosystems.

Northern Ireland Fair Employment Practices Act - Prohibits an article from being imported into the United States from Northern Ireland unless documentation is presented at the time of entry indicating that the enterprise which manufactured or assembled such article complied at the time of manufacture with certain fair employment principles (such as freedom from religious discrimination). Bases such principles on the MacBride Principles, a nine point set of guidelines for fair employment in Northern Ireland. Requires any U.S. person who has a branch or office in Northern Ireland or who controls an enterprise in Northern Ireland in which more than 20 people are employed to insure implementation of such employment principles and compliance with this Act. Requires reports to the Secretary of Commerce on compliance with this Act. Sets forth the fair employment principles. Authorizes the President to waive the requirements of this Act in the interest of national security. Requires such waiver to become effective 90 days after the President submits a justification of such waiver to the Congress unless the Congress adopts a joint resolution disapproving the waiver. Provides for expedited consideration of such resolution.

Social Security Notch Adjustment Act of 1991 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to establish a new formula for computing the primary insurance amount of individuals who attain age 65 in or after 1982 and would otherwise be subject to the benefit computation rules of the Social Security Amendments of 1977. Extends the application of such transitional benefit computation rules to those who become eligible for benefits before 1989. (Currently those who become eligible after 1983 are subject to the benefit computation rules of the Social Security Amendments of 1977.)

National Emergency Anti-Profiteering Act of 1991 - Prohibits profiteering with respect to essential commodities following a presidential declaration of a national economic emergency. Establishes criminal penalties and civil remedies for such profiteering (including disgorgement of all profits earned). Sets forth guidelines for the duration of a national economic emergency. Authorizes the Congress to terminate by passage of a joint resolution the designation of a national economic emergency or of the essential commodities with respect to which it exists. Provides for judicial review of the President's determination regarding either an emergency or essential commodities.

Amends Federal law to provide that no adjournment of either House of Congress, other than an adjournment sine die to end a Congress, prevents the return of a bill by the President. Authorizes the Clerk of the House of Representatives and the Secretary of the Senate to receive bills returned by the President any time their respective Houses are not in session.

National Plumbing Products Efficiency Act of 1991 - Title I: Water Use Standards for Plumbing Products - Requires the Secretary of Commerce to prescribe test procedures for classified products. Directs the Secretary to establish water use performance standards for plumbing products classified as covered products. Requires such standards to be designed to achieve the maximum water efficiency which the Secretary determines is technologically feasible and economically justified. Sets forth maximum water use standards for the following products: (1) water closets; (2) urinals; (3) showerheads; and (4) faucets. Directs the Secretary to prescribe water use standards for any product that is classified as a covered product and manufactured or distributed in commerce on or after the date that is three years after such product receives its classification. Describes the procedure for prescribing water use standards. Directs the Secretary to reevaluate such standards at the end of each five-year period after the date of enactment of this title. Requires the Secretary to publish the existing water use standards in the Federal Register and to allow a specified period for comment by interested persons. Exempts safety shower showerheads and aspirator faucets from water use standards. Directs the Federal Trade Commission to prescribe labeling and marking rules for each classified product. Directs the Secretary to study the feasibility of determining coverage for additional consumer products. Establishes a procedure for testing plumbing products and for maintaining test data. Directs the National Institute of Standards and Technology to assist the Secretary as necessary. Requires the Secretary of the Treasury to prescribe rules for any covered product offered for importation. Sets forth provisions for prohibited acts, enforcement procedures, and the commencement of civil actions under this title. Declares that standards, procedures, or rules under this title supersede State or river basin commission regulations. Provides for a waiver of Federal preemption over such State or river basin commission regulations. Directs the Secretary of Commerce to establish an advisory committee to report annually to the Congress on the implementation of this title by the Secretary and the Commission. Directs the Secretary to report annually to the Congress and the President on activities under this title. Authorizes appropriations for FY 1992 through 1996. Title II: Water Use Standards for Dishwashers and Clothes Washers - Amends the Energy Policy and Conservation Act to provide for the establishment of standards for water use by dishwashers and clothes washers.

Ethics in Foreign Lobbying Act of 1991 - Amends the Federal Election Campaign Act of 1971 to prohibit multicandidate political committees or separate segregated funds of certain organizations or corporations which are controlled by foreign persons from making any contributions or expenditures with respect to an election for Federal office. Directs the Federal Election Commission to require reporting of ownership interest percentages, and to list them. Prohibits foreign nationals from participating in the decisionmaking process of domestic organizations engaged in Federal, State, or local election-related activities. Establishes within the Federal Election Commission a clearinghouse of public information regarding the political activities of foreign principals and their agents. Amends the Foreign Agents Registration Act of 1938 to require agents to file quarterly supplemental registration statements. Provides that a foreign principal's legal representative in U.S. courts may only be exempted from filing registration statements upon the submission of an affirmative request for such exemption. Establishes civil penalties for violation of the registration requirements.

Black Lung Benefits Check Delivery Assurance Act of 1991 - Amends the Federal Mine Safety and Health Act of 1977 to provide that if the regularly scheduled delivery date for black lung benefit checks falls on a weekend or a legal public holiday, then such checks shall be mailed for delivery on the first day preceding the weekend or holiday, even if the delivery would be made before the end of the month for which such checks are issued. Provides that if as a consequence of such modified delivery date the payment is more than the correct authorized amount, no action shall be taken to recover the incorrect portion.

Grand Canyon Protection Act - Directs the Secretary of the Interior to: (1) operate Glen Canyon Dam and take other reasonable mitigation measures to protect, mitigate adverse impacts to, and improve the condition of the environmental, cultural, and recreational resources of Grand Canyon National Park and Glen Canyon National Recreation Area; (2) promulgate interim operating procedures for Glen Canyon Dam in consultation with the Department of the Interior, the Secretary of Energy, specified State Governors, and Indian tribes and with the full participation of the general public, including the academic and scientific communities, environmental organizations, the recreation industry, and contractors for the purchase of Federal power produced at Glen Canyon Dam; (3) implement such procedures pending development of long-term operating procedures; and (4) establish and implement long-term monitoring requirements. Subjects such operating procedures to the water storage and delivery functions of Glen Canyon Dam pursuant to laws relating to allocation of the Colorado River. Authorizes the Secretary of the Interior to deviate from such interim operating procedures to: (1) comply with requirements under this Act; (2) respond to hydrologic extremes or power system operating emergencies; or (3) further reduce adverse impacts on resources downstream. Directs the Secretary, no later than December 31, 1993, to complete the Glen Canyon Environmental Studies and the final Glen Canyon Dam Impact Statement as required under the National Environmental Policy Act of 1969. Directs the Comptroller General to review the costs and benefits to water and power users and to natural, recreational, and cultural resources resulting from management policies and dam operations identified in the Impact Statement and report the results of such audit to the Secretary and the Congress. Directs the Secretary to implement the long-term operating procedures for the Dam, based on the Studies and the Statement and audit, alone or in combination with other reasonable mitigation measures, and to submit the Studies and the Statement and the long-term operating procedures to the Congress. Prohibits such long-term operating procedures from interfering with the primary water storage and delivery functions of the Glen Canyon Dam pursuant to laws relating to allocation of the Colorado River. Amends the Colorado River Storage Project Act to prohibit the Secretary from operating the hydroelectric powerplant at the Dam in a manner which causes significant and avoidable adverse effects on resources of the Grand Canyon National Park or the Glen Canyon National Recreation Area. Authorizes appropriations. Provides that nothing in this Act shall be interpreted as modifying or amending laws relating to environmental or natural resources protection, with regard to the operation of the Glen Canyon Dam.

Railroad Retirement Benefits Check Delivery Assurance Act of 1991 - Amends the Railroad Retirement Act of 1974 to provide that if the regularly scheduled delivery date for certain railroad benefits checks falls on a weekend or a legal public holiday, then such checks shall be mailed for delivery on the first day preceding the weekend or holiday, even if the delivery would be made before the end of the month for which such checks are issued. Provides that if, as a consequence of such modified delivery date, the payment is more than the correct authorized amount, no action shall be taken to recover the incorrect portion.

Civil Service and Federal Employee Retirement Check Delivery Assurance Act of 1991 - Provides that if the usual delivery date for civil service retirement checks falls on a Saturday, Sunday, or legal public holiday, then such checks shall be mailed a day earlier than usual.

Amends Internal Revenue Code provisions governing the income tax deduction for the health insurance costs of self-employed individuals to: (1) make the deduction permanent (under current law it will expire after tax year 1991); and (2) phase in an increase in the allowable deduction, reaching 100 percent for taxable years beginning in 1994 and thereafter.

Repeals provisions of the Rural Development, Agriculture, and Related Agencies Appropriations Act, 1991 to prohibit a specified rural development grant for the restoration of the birthplace of Lawrence Welk.

Authorizes the Secretary of Education to enter into a contract with the National Writing Project (a nonprofit educational organization) to support costs of programs of teacher training and classroom research to improve the teaching of writing and the quality of student writing and learning. Directs the Project to establish a National Advisory Board. Directs the Secretary, through the Office of Educational Research and Improvement, to make grants to individuals and higher education institutions for research on the teaching of writing. Authorizes appropriations for FY 1991 through 1995.

Expresses the sense of the Congress that the President should submit to the Congress a proposed National Energy Policy Plan by a specified deadline. Cites possible national energy goals which the President should consider when establishing national energy objectives and strategies.
