Personal Social Security Account Act of 2000 - Title I: Personal Social Security Accounts - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to create a new OASDI part B (Personal Social Security Accounts) program similar to the Thrift Savings Program for Federal employees for eligible individuals. Directs the Commissioner of Social Security to establish in the Personal Social Security Account Fund, which this Act establishes, a personal social security account for each eligible individual: (1) born after December 31, 1945; (2) credited for any calendar year with four quarters of coverage; and (3) who has requested such an account. Provides for: (1) deposit in such accounts of specified percentages of an individual's annual income, as well as transfers from the Social Security trust funds; (2) investment of account amounts; and (3) distribution of account balances, in either a lump sum or equal annual installments, when the account holder reaches the old-age insurance entitlement age. Title II: Maintaining the Solvency of the Old-Age, Survivors, and Disability Insurance Program - Amends SSA title II to provide for: (1) modification of indexing initial old-age or disability insurance benefits; (2) reduction of such benefits by reason of a transfer to an eligible individual's personal Social Security account; and (3) borrowing authority for the Social Security trust funds taking into account the present value of future benefit reductions.

Informed Voter Act of 2000 - Amends the Federal Election Campaign Act of 1971 (FECA) to require disclosure of specified information to the Federal Elections Commission (FEC) by each person making a disbursement for electioneering communications in an aggregate amount of over $10,000 during any calendar year. Requires each person providing a broadcast station with any communication mentioning a clearly defined candidate for Federal office to disclose certain information to the station. Requires broadcast stations to retain and make public such information. Requires each corporation and labor organization to disclose certain disbursement information to the FEC regarding disbursements of over $50,000 in the aggregate during a calendar year for activities otherwise exempt from contribution prohibitions. Requires a political committee of a State political party required to report on its disbursements to an entity of the State or local government to file a copy of the report with the FEC when it submits the report to such an entity. Requires certain reports, designations, or statements, which are required to be filed with the FEC by a political committee other than an authorized committee, for both the reporting period and the calendar year, to disclose the receipts and disbursements of any account of the committee whose funds are used for purposes which not otherwise subject to FECA limitations, prohibitions, and reporting requirements. Requires any person who conducts a Federal election poll by telephone or electronic device to disclose to each respondent the identity of the person paying the expenses of the poll. Revises requirements for the recordkeeping and reporting of secondary payments. Requires each political committee which receives a contribution of $500 or more between the 90th day before a Federal general election and the close of the polls on election day to file and preserve required information, within 48 hours after receipt of the contribution, using electronic mail, the Internet, or such other method of instantaneous transmission as the FEC may permit. Requires the identification of registered lobbyists and foreign agents.

Calling on the President to take all appropriate action within his power to provide relief from injury caused by steel imports and to immediately request the United States International Trade Commission to commence an expedited investigation for positive adjustment under section 201 of the Trade Act of 1974 of those steel imports.

Commends successive Administrations on their continuing efforts to achieve peace in the Middle East. Calls upon: (1) the current Administration to use its veto power at the United Nations Security Council to ensure that the Security Council does not again adopt unbalanced resolutions addressing the uncontrolled violence in the areas controlled by the Palestinian Authority; and (2) all involved parties to make all possible efforts to reinvigorate the peace process.

Shambala Wild Animal Protection Act of 2000

Shambala Wild Animal Protection Act of 2000 - Amends the Animal Welfare Act to direct the Secretary of Agriculture to prepare a list of protected wild animals (as defined by this Act). Requires, with specified exceptions, non-transferable permits for personal possession, transfer, or breeding of protected wild animals. Sets forth provisions respecting: (1) permits; (2) animal care and treatment; (3) import and export; (5) enforcement; and (6) protected animal euthanasia.
