Targeted Relief Disclosure Resolution of 1988 - Amends rule X of the Rules of the House of Representatives to require each report accompanying each bill or joint resolution of a public character reported by the Committee on Ways and Means to identify: (1) each provision which is intended to provide special benefits with respect to five or fewer taxpayers, transactions, events, items of property, projects, or issuances of bonds; (2) each beneficiary of such provision; (3) the Member of Congress who sponsored the inclusion of each such beneficiary; and (4) an estimate by the Joint Committee on Taxation of the loss in revenues resulting from such provision with respect to each such beneficiary for the fiscal year for which such loss in revenues first occurs and each of the five fiscal years thereafter.

Amends Federal law to increase the authorized amount of agency awards for cost savings disclosures to not more than five percent of the savings to an agency, or not more than $20,000. (Current provisions authorize not more than $10,000, or not more than one percent of the savings to an agency.) Requires such awards to be paid out of amounts appropriated to the agency for employee salaries and expenses. Increases the authorized amount of presidential awards for cost savings disclosures from $20,000 to $40,000. Authorizes the Inspector General of the Department of Defense to establish a program of awards to any individual or entity whose disclosure of fraud, waste, or mismanagement in the course of performing a contract has resulted or may reasonably be expected to result in cost savings. Revises the method of determining the amount of cash awards for superior accomplishments. Establishes reporting requirements for each agency concerning such program.

Omnibus Debt Collection and Credit Management Act of 1988

Omnibus Debt Collection and Credit Management Act of 1988 - Title I: Establishment of Treasury Department Oversight - Establishes in the Department of the Treasury an Under Secretary of the Treasury for Debt Collection and Credit Management, to be appointed by the President, with the advice and consent of the Senate. Sets forth the functions of the Under Secretary with respect to developing and implementing comprehensive and efficient plans for debt collection and credit management within each Federal agency. Describes required components of these plans, including provisions relating to: (1) the creditworthiness of credit applicants; (2) loan origination and application fees; (3) payment schedules; (4) recordkeeping and reporting requirements; (5) credit management systems; and (6) performance standards. Provides for plan submission, review, and modification, under the direction of the Under Secretary. Title II: Improved Debt Collection Practices - Amends Federal law to require both executive and legislative agencies to contract for collection services in connection with indebtedness owed the United States that is delinquent by more than three months. Requires that status reports be submitted to the relevant Federal agency at least every six months with respect to these services. Directs executive and legislative agency heads to provide for the sale of delinquent Government loan payments that have been referred for collection but have not been collected within one year of the contract. Excepts loans about to be collected or subject to pending litigation. Prescribes conditions to govern these sales. Directs agency heads to disclose to consumer credit bureaus information relating to delinquent Government debt that exceeds $100 and is more than 31 days' delinquent. Amends the Internal Revenue Code to direct the Secretary of the Treasury to disclose the mailing address of any taxpayer in order to locate the taxpayer for collection of indebtedness to the United States. Authorizes the Attorney General to contract out for private legal counsel to provide legal services, including litigation, in connection with indebtedness to the Government. Sets forth criteria to govern these contracts, including required contract provisions. Directs each executive agency to establish debt collection litigation units, subject to standards prescribed by the Attorney General in accordance with this Act. Directs the Attorney General to submit a quarterly report to the Under Secretary of the Treasury for Debt Collection and Credit Management summarizing litigation conducted by these units. Preempts State law with respect to deadlines for filing suits for collection of debt owed to the United States. Prohibits agencies from making funds available to any person who is delinquent in the payment of debt owed to the United States, unless certain conditions are met. Denies jurisdiction to all courts for purposes of granting injunctions against debt collection with respect to amounts owing the Government, pending final judgment on review of such collection. Directs the Comptroller General: (1) periodically to audit agency implementation of activities required under this title; and (2) to submit to each House of the Congress an annual report on the status of debts owed to the United States. Title III: Budgetary Incentives for Improved Debt Collection and Credit Management - Expresses congressional intent and commitment to promote effective implementation of this Act by: (1) conducting annual oversight hearings; (2) permitting agencies to retain delinquent amounts they collect; (3) requiring both direct and guaranteed loan programs to obtain ten percent of their budget authority from debt collection; and (4) requiring agency annual appropriations requests to include a report on debt collection activities.

National Defense Authorization Act, Fiscal Year 1989

Defense Savings Act - Directs the Secretary of Defense to: (1) close or realign military installations as recommended by the Commission on Base Realignment and Closure in the report transmitted to the Secretary pursuant to the charter establishing such Commission; and (2) initiate all such closures and realignments no later than September 30, 1991, and complete all such closures and realignments no later than September 30, 1995. Outlines certain conditions to such closures or realignments, including timely notice to the Congress of the Secretary's decision to accept and implement all of the closures and realignments recommended by the Commission. Terminates the authority of the Secretary to carry out any closure or realignment as of October 1, 1995. Directs the Commission, no later than December 31, 1988, to transmit its report to the Secretary and to the appropriate congressional committees with a certification that it has identified all the military installations to be closed or realigned by reviewing all military installations inside the United States. Authorizes the Secretary to: (1) carry out appropriate action to implement any such closure or realignment; (2) provide appropriate economic adjustment and community planning assistance to communities affected by any such closure or realignment; (3) carry out appropriate activities for the purpose of environmental restoration; (4) sell or exchange any real property under the control of the Department of Defense and located at such an installation; and (5) deposit funds received from any such sale or exchange into the Department of Defense Base Closure Account. Outlines administrative procedures in connection with the sale or transfer of property in connection with a closure or realignment to a Federal, State, or local government entity. Requires the Secretary to include specified information concerning such closures or realignments as part of each annual request to the Congress for authorization of appropriations. Requires the Secretary to conduct a study of actions planned with respect to military installations outside the United States which may affect the recommendations of the Commission and to report the findings and conclusions to the Commission and to the appropriate committees of the Congress no later than September 15, 1988. Requires the Secretary to notify the Congress in writing when a decision is made to carry out a construction project to facilitate a closure or realignment and the amount required for such project is greater than the maximum amount for a minor construction project. Establishes in the Treasury the Department of Defense Base Closure Account and authorizes appropriations to be transferred to such Account. Requires the Secretary, no later than 60 days after the end of each fiscal year in which the Secretary carries out activities under this Act, to report to the appropriate congressional committees on the amount and nature of deposits into, and expenditures from, the Account during such fiscal year. Requires another report from the Secretary, no later than 60 days after the termination of the authority of the Secretary to carry out an alignment or closure under this Act, concerning funds used and remaining in such Account.

Expresses the sense of the House of Representatives that the President should: (1) continue to provide a credible U.S. nuclear deterrent force based in Europe for the security of the United States and the North Atlantic Treaty Organization (NATO) allies; (2) provide leadership within NATO with respect to strengthening NATO conventional forces and modernizing its nuclear deterrent forces in Europe; (3) seek verifiable conventional arms agreements leading to Warsaw Pact arms reductions in Europe; (4) continue to discuss with our NATO allies a comprehensive strategy for arms control and nuclear and conventional defense modernization in the post-INF period; (5) continue to work for verifiable strategic nuclear reductions which contribute to stability; (6) take appropriate action, including withdrawing from the INF Treaty, if he determines that the Soviets have materially violated that Treaty; and (7) propose specific procedures to resolve existing and future Soviet arms control violations.
