Prohibits the obligation of funds authorized under this Act for the DD6-47 guided missile destroyer program for material or components which are not suitable for use in a nuclear powered strike cruiser until the President has made certain determinations and has reported them to the Congress.

Makes changes in the management program of Redwood National Park, California, including authorizing the Secretary of Agriculture to alter the boundaries of the Park Protection Zone. Authorizes the Secretary to acquire specified lands and sets forth procedures for such takings. Requires the Secretary to submit an annual written report on such acquisition.

Big Thicket National Preserve Act - Grants the United States Government the right to immediate possession of specified real property within the units of the Big Thicket National Preserve. Makes provisions for the rendering of just compensation for such lands. Permits the Secretary of the Interior, in his discretion, to initiate eminent domain proceedings against improved property if such lands are subject to uses which are detrimental to the stated purposes of this Act.

Reclamation Authorizations Act - Title I: Kanopolis Unit, Kansas - Reauthorizes the construction, operation, and maintenance of the Kanopolis Unit of the Pick-Sloan Missouri Basin program, to be prosecuted by the Secretary of the Interior in cooperation with the Secretary of the Army, acting through the Chief of Engineers. Authorizes the Secretary of the Army to enter into land management agreements with the Kansas Forestry, Fish and Game Commission upon the expiration of existing leases for agricultural use of publicly owned lands. Stipulates that no water from the Unit shall be used for irrigation of excessive crop allotments for a ten-year period after the enactment of this title. Authorizes the appropriation of $30,900,000 for fiscal year 1978 and thereafter, for the construction of the Kanopolis Unit. Title II: Oroville-Tonasket Unit, Washington - Authorizes the Secretary of the Interior to construct, operate, and maintain the Oroville-Tonasket Unit of the Chief Joseph Dam project in Washington. Authorizes the Secretary to renegotiate contract arrangements between the United States and the Oroville-Tonasket Irrigation District with respect to assignment of irrigation costs. Stipulates that no water from the Unit shall be used for irrigation of excessive crop allotments for a ten-year period after the enactment of this title. Authorizes the appropriation of $39,370,000 for fiscal year 1978 and thereafter, for the construction of the Oroville-Tonasket Unit. Title III: Uintah Unit, Utah - Authorizes the appropriation of $90,247,000 for fiscal year 1978 and thereafter for the construction of the Uintah Unit of the Central Utah Project. Title IV: American Canal Extension El Paso, Texas - Authorizes the Secretary of the Interior to construct, operate, and maintain a 13-mile extension of the American Canal in El Paso, Texas. Requires that the Secretary enter into a repayment contract with local irrigation district authorities prior to project construction. Authorizes the appropriation of $21,714,000 for fiscal year 1978 and thereafter for the construction of the American Canal extension. Title V: Allen Camp Unit, California - Authorizes the Secretary of the Interior to construct, operate, and maintain the Allen Camp Unit of the Central Valley project in California. Authorizes the Secretary to replace roads and bridges rendered unusable by construction and operation of the Unit. Stipulates that no water from the Unit shall be used for irrigation of excessive crop allotments for a ten-year period after the enactment of this title. Authorizes the appropriation of $64,220,000 for fiscal year 1978 and thereafter for the construction of the Allen Camp Unit. Title VI: Leadville Mine Drainage Tunnel, Colorado - Authorizes the Secretary of the Interior to rehabilitate the Leadville Mine drainage tunnel in Colorado. Authorizes the appropriation of $2,750,000 for fiscal year 1978 and thereafter for rehabilitation of the tunnel. Title VII: M'Gee Creek Project, Oklahoma - Authorizes the Secretary of the Interior to construct, operate, and maintain the M'Gee Creek project in Oklahoma, in accordance with Federal Reclamation laws. Establishes procedures for reimbursement of project costs. Authorizes the appropriation of $83,239,000 for fiscal year 1978 and thereafter for the construction of the M'Gee Creek project.

Establishes in the House of Representatives a select committee to be known as the Select Committee on Narcotics Abuse and Control. Provides that the select committee shall conduct a continuing comprehensive study and review of the problems of narcotics abuse and control and shall review any recommendations made by the President, or by any department or agency of the executive branch of the Federal Government, relating to programs or policies affecting narcotics abuse or control. Authorizes the select committee to conduct field investigations or inspections. Requires the select committee to submit an annual report to the House which shall include a summary of the activities of the select committee during the calendar year to which such report applies.

Expresses the sense of the House of Representatives that the Government and people of the United States welcome a new President by the Assembly of Lebonan. Welcomes the President's request for funds to assist in the relief of victims of the armed strife in the nation. Urges the President to declare the willingness of the United States to participate in multilateral assistance programs to help in the reconstruction of Lebanon. Encourages a ceasefire in Lebanon.

Title I: Acquisition Ceiling Increases - Increases the limitations on appropriations for the acquisition of lands and interests therein within the following units of the National Park System: (1) Arches National Park, Utah; (2) Assateague Island National Seashore, Maryland and Virginia; (3) Buffalo National River, Arkansas; (4) Capitol Reef National Park, Utah; (5) Fire Island National Seashore, New York; (6) Gulf Islands National Seashore, Florida and Mississippi; (7) Lincoln Home National Historic Site, Illinois; (8) Mesa Verde National Park, Colorado; (9) North Cascades National Park and Lake Chelan National Recreation Area, Washington; (10) Saint-Gaudens National Historic Site, New Hampshire; and (11) Scotts Bluff National Monument, Nebraska. Title II: Development Ceiling Increases - Increases the limitations on appropriations for development of the following units of the National Park System: (1) Andrew Johnson National Historic Site, Tennessee; (2) Arkansas Post National Memorial, Arkansas; (3) Chamizal National Memorial, Texas; (4) Fort Larned National Historic Site, Kansas; (5) Golden Spike National Historic Site, Utah; (6) Jefferson National Expansion Memorial National Historic Site, Missouri; (7) Saint-Gaudens National Historic Site, New Hampshire; and (8) Vicksburg National Military Park, Mississippi. Title III: Miscellaneous Provisions - Repeals provisions relating to beach erosion control, hurrican protection, and purchase of public utility facilities within Assateague Island National Seashore, Maryland and Virginia. Directs the Secretary of the Interior to develop a comprehensive plan for the protection, management, and use of such seashore. Authorizes the Secretary to designate specified areas for addition to the Colorado National Monument, Colorado. Increases the maximum amount authorized to be appropriated for acquisition, development, and rehabilitation of sites of specified events which occurred in Kansas during the decade prior to and during the Civil War. Authorizes the Secretary of the Interior to transfer specified lands to the jurisdiction of the Director of the National Park Service in Montgomery County, Maryland. Authorizes the Secretary of the Army to transfer specified lands in such county to the jurisdiction of the Secretary of the Interior. Authorizes the Secretary of the Interior to acquire up to 64 acres of land for addition to the Saint-Gaudens National Historic Site, New Hampshire.

Revises the boundaries of Isle Royale National Park, Michigan, and Pinnacles National Monument, California. Directs the Secretary of Agriculture to review the suitability of specified lands in Coronado National Forest, Arizona, for designation as wilderness.

Title I: Amends the Land and Water Conservation Fund Act of 1965 to increase the amount of appropriations authorized under such Act to $300,000,000 for fiscal year 1977, $450,000,000 for fiscal year 1978, $625,000,000 for fiscal year 1979, and $800,000,000 for each fiscal year thereafter through fiscal year 1989. Revises procedures for the apportionment of land and water conservation fund moneys to States by the Secretary of the Interior. Imposes public participation requirements with respect to the preparation of comprehensive statewide outdoor recreation plans. Authorizes Federal financial assistance for the planning and development of sheltered facilities for swimming pools and ice skating rinks, provided specified conditions are met. Title II: Amends the National Historic Preservation Act of 1966 to establish a historic preservation fund in the United States Treasury. Stipulates that $24,400,000 for fiscal year 1977, $75,000,000 annually for fiscal years 1978 and 1979 and $100,000,000 annually for each fiscal year thereafter until fiscal year 1989 be covered into the fund from revenues due and payable to the United States under the Outer Continental Shelf Lands Act and other Federal Mining laws. Stipulates that such moneys shall remain available until appropriated to carry out the purposes of the National Historic Preservation Act of 1966. Authorizes the appropriation of $175,000 per year for fiscal years 1977,1978, and 1979 for the International Center for the Preservation and Restoration of Cultural Property.

Increases the estate tax exemption for taxable estates under the Internal Revenue Code from $60,000 to $200,000 of the value of the gross estate. Increases the limitation on the aggregate marital deduction to 50 percent of the adjusted gross value of the estate, plus $100,000. Allows an executor to value farmland, woodland, and scenic open land at its current use value rather than at its fair market value.

Directs the Secretary of the Interior to select an appropriate site for the erection of a statute of Bernardo de Galvez, a gift of the Government of Spain in recognition of the Bicentennial celebrations of the United States of America. Specifies that the statue shall be erected on grounds now owned by the United States of America in the District of Columbia. Requires approval of the Commission of Fine Arts and the National Capital Planning Commission for the site selection and design of the statue. Provides that the erection of the statue and proper landscape treatment shall be without expense to the United States of America, except for necessary maintenance after completion.

Provides that no veteran may be denied care or treatment at non-Veteran's Administration Hospitals under the CHAMPUS program for any service-connected disability solely because care or treatment for such disability is available at Veterans' Administration medical facilities. Authorizes the people of the Virgin Islands to organize a government pursuant to a constitution of their own adoption under the provisions of this Act. Authorizes the Legislature of the Virgin Islands to call a constitutional convention to draft a constitution for the people of the Virgin Islands. Requires that such constitution shall include a bill of rights. Provides for eligibility for membership at the convention. Establishes voting procedures for the approval or disapproval of such constitution as may be drafted by the convention. Provides that upon taking effect, a constitution drafted and approved under this Act shall supersede such provisions of the Organic Act of the Virgin Islands as may be inconsistent with such constitution.

Beef Research and Information Act - Authorizes the Secretary of Agriculture to issue orders: (1) providing for the establishment and administration of plans for advertising, sales promotion, and consumer information with respect to the use of cattle, beef, or beef products and for the disbursement of necessary funds for such purposes; (2) providing for research and studies with respect to sale, distribution, marketing, utilization, or production of cattle, beef, or beef products, and the creation of new products thereof, to the end that the marketing and utilization of cattle, beef, or beef products may be encouraged, expanded, improved, or made more acceptable, and the data collected by such activities may be disseminated and for the disbursement of necessary funds for such purposes; and (3) providing that slaughterers maintain and make available for inspection such books and records as may be required by any order issued pursuant to this Act. Provides for the establishment of a Beef Board, to be composed of not more than 68 cattle producers or representatives of cattle producers appointed by the Secretary. Sets forth the duties and responsibilities of the Beef Board, including: (1) the administration of the orders of the Secretary in accordance with its terms and provisions; and (2) the issuance of rules and regulations to effectuate the terms and provisions of such orders. Requires the Secretary to conduct a referendum among cattle producers who have been engaged in the production of cattle for the purpose of ascertaining whether the issuance of an order is approved or favored by not less than two-thirds of such producers. Authorizes appropriations of such funds as are necessary to carry out the provisions of this Act.

Provides for the designation of specified lands in the Point Reyes National Seashore, California, which constitute approximately 38,700 acres, as wilderness. Provides that the wilderness designated by this Act shall be known as the Reyes Miwok Point Wilderness, Reyes Esteros Wilderness, and Point Reyes Clem Miller Wilderness. Designates Point Reyes National Seashore as a natural area of the National Park System.

Broadcast License Renewal Act - Permits the Federal Communications Commission to extend three-year broadcast licenses for an additional two years upon a finding of public interest. Requires in making such determination, considerations of whether different term lengths for radio and television stations and for different categories of licensees are in the public interest. Limits other class licenses to a five-year maximum, prescribing the renewal procedures for such licenses and the criteria to be considered in renewal, including responsiveness and lack of serious deficiencies. Sets guidelines for expeditious action on applications for renewal of broadcasting station licenses by limiting material required to be filed. Requires the Commission to examine the renewal process and report within six months on methods of reducing and consolidating filings and supporting documents.

American Folklife Preservation Act - Creates an American Folklife Center in the Library of Congress. Provides that the center shall be subject to the supervision and direction of a board of trustees. Specifies the composition of such board, including four members appointed by the President, eight members appointed by the Librarian of Congress, the Librarian of Congress, and the Director of the Center. Authorizes the Center to establish and implement a program of contracts, grants, and scholarships to preserve, protect, revitalize and disseminate American folklife traditions and arts. Provides that no payment shall be made pursuant to this Act to carry out any research or training over a period in excess of two years. States that such research or training may be extended to a period not to exceed five years with the concurrance of at least two-thirds of the members of the board. Provides that no former employee of the Federal government shall be eligible to receive any grant or other assistance under this Act in the two-year period following the termination of such employment. Requires the Center to submit to the Library of Congress, an annual report of its operations under this Act. Authorizes such sums as may be necessary to carry out this Act.

Postsecondary Vocational Education Act - Establishes a division of funds between secondary vocational and postsecondary occupational education in allotments to States under the Vocational Education Act of 1963. Provides that funds granted to States for occupational education may be used for: (1) strengthening State Advisory Councils on Vocational Education in order that they may effectively carry out the additional functions imposed by this Act; and (2) enabling the States to initiate and conduct a program of planning, including the development of a long-range strategy for placing occupational education on an equal footing with traditional academic education. Directs the Commissioner of Education to make grants to the States for specific projects relating to the design, establishment, and conduct of post secondary occupational education programs. Directs any State desiring to receive the amount of its occupational education allotment for a fiscal year to submit a State plan for occupational education at such time, in such detail, and containing such information as the Commissioner of Education may prescribe. Sets forth criteria to be met for approval of State plans by the Commissioner. Provides that the Commission shall pay, from the State's occupational education allotment for a fiscal year, an amount equal to 50 percent of the total expenditures made in carrying out the State's approved plan. Directs each State to establish a local coordinating committee for each locality in the State. Provides that each local coordinating committee shall make a continuing study of the needs in its locality for vocational education, occupational education, and manpower training programs. States that on the basis of the information derived from such study, the local coordinating committee shall develop and propose a strategy which will present a coherent, integrated, and comprehensive set of vocational education, occupational education, and manpower training programs designed to meet such needs. Stipulates that aggregate expenditures for administration may not exceed 5 percent and guidance, counseling, and technical assistance may not exceed 15 percent of the State's vocational education allotment for that year. Provides for the consolidation, under the Vocational Education Act, of programs for research and training, exemplary programs, and project and curriculum development. Sets forth provisions governing how appropriated sums shall be divided by the Commissioner among specific projects. Authorizes appropriations of $135,000,000 for fiscal year 1976 and for each of the four succeeding fiscal years for the improvement of vocational and occupational education programs pursuant to this Act.

Prohibits the Administrator of the Environmental Protection Agency from requiring, under the Clean Air Act, an indirect source emission review as a part of any applicable implementation plan. States that any rules or regulations with respect to the requirement of such review as a part of any such plan previously promulgated by the Administrator shall be void on the date of the enactment of this Act.

Provides for the recomputation of military retirement benefits. Provides that a member or former member of a uniformed service: (1) who is sixty years of age or older, and is retired for reasons other than physical disability, whose disability is finally determined to be of a permanent nature and less than 30 percent under the disability rating system, and is entitled to retired pay computed under the rates of basic pay in effect before January 1, 1972; or (2) who is entitled to retired pay for physical disability, whose disability was finally determined to be of permanent nature and at least 30 percent under the schedule of rating disabilities, and whose retired pay is computed under rates of basic pay in effect after October 11, 1949 and before January 1, 1972, is entitled to have that pay recomputed upon the rates of basic pay in effect on January 1, 1972.

Title I: Increases the authorizations of specified appropriations, under the Land and Water Conservation Funds Act, for land and water conservation funds. Sets additional requirements on the State grant programs administered under such Act. Title II: Establishes the historic preservation fund in the Treasury. Provides that during the period concering July 1, 1975, and ending June 30, 1989, there shall be covered into such fund $75,000,000 for fiscal year 1976; $75,000,000 for fiscal year 1977; and 100,000,000 for fiscal year 1978 and each fiscal year thereafter, from revenues due to the United States under the Outer Continental Shelf Lands Act and the rental and sale of public lands for lease under Federal law (30 U.S.C. 191).
