Reclamation Development Act - Title I: Page, Arizona, Community Act - States that the purpose of this title is to separate the town of Page, Arizona, from the Colorado River storage project so that the United States may withdraw from ownership and operation of the town, and the town may be incorporated and self-governing. Transfers designated properties to such town without cost. Provides for water rights for Page, Arizona from Lake Powell. Specifies projects to be completed in Page by the United States. Authorizes payment of $500,000 to Page, upon its incorporation, for specified municipal services and facilites. Authorizes appropriations from the Upper Colorado River Basin Fund to Page in the amount necessary for Page to acquire electric distribution facilities. Transfers 808 acres in Cocomino County, Arizona, to the Navajo Indian Reservation. Authorizes the use of up to $4,000,000 from the Upper Colorado Basin Fund to carry out this title. Title II: Cibolo Project, Texas - Authorizes the construction, operation, and maintenance of a dam on recreational facilities on Cibolo Creek, Texas, including provision of water for municipal and industrial use. Authorizes appropriations of $24,160,000 for flood control, fish and wildlife, and recreation in connection with such project. Title III: Mountain Park Project Oklahoma - Provides for the construction and operation of municipal water supply facilities, and authorizes appropriations therefor, for Frederick, Oklahoma. Title IV: Casitas Reservation Open Space, California - Directs the purchase of, and authorizes appropriations for, private lands to add to the Lake Casistas Reservoir area in California. Title V: Klamath Project Right-of-Way, Oregon - Directs the conveyance by quitclaim deed to the owners of record of specified lands in Klamath Falls, Oregon. Title VI: Solana Project Recreational Facilities, California - Authorizes the development and operation of short-term recreational facilities at Lake Berryessa, Solano Project California, and authorizes appropriations for such purposes. Title VII: Miscellaneous Drainage Construction, Utah - Authorizes the construction of specified drainage facilities in the Central Utah and Emery County projects in Utah. Title VIII: Belle Fourche Dam Rehabilitation, South Dakota - Authorizes the construction and operation of an adequate spillway and improvement of the upstream slope protection at the Belle Fourche Dam, South Dakota. Authorizes appropriations for such purpose. Title IX: Glendo Unit Road Reconstruction, Wyoming - Authorizes the relocation and reconstruction, and appropriations therefor, for a highway near the Glendo Dam and Reservoir, Wyoming. Title X: Nueces River Project, Texas - Authorizes the construction and operation, and appropriations therefor, for the Nueces River project in Texas, including furnishing of water for municipal, industrial, and recreational uses. Provides that a member or former member of a uniformed service: (1) who is sixty years of age or older, and is retired for reasons other than physical disability, whose disability is finally determined to be of a permanent nature and less than 30 percent under the disability rating system, and is entitled to retired pay computed under the rates of basic pay in effect before January 1, 1972; or (2) who is entitled to retired pay for physical disability, whose disability was finally determined to be of permanent nature and at least 30 percent under the schedule of rating disabilities, and whose retired pay is computed under rates of basic pay in effect after October 11, 1949 and before January 1, 1972, is entitled to have that pay recomputed upon the rates of basic pay in effect on January 1, 1972.

States that all returns made with respect to taxes imposed under the Internal Revenue Code are confidential and private records; but they may be opened to inspection by the following persons at such times and in such manner as the Commissioner of Internal Revenue by regulation may prescribe: (1) the taxpayer for whom the return was made or his attorney in fact; (2) officers and employees of the Internal Revenue Service, the Department of Justice for tax administration and economic stabilization purposes; (3) shareholders of record owning 1 percent or more of the outstanding stock of any corporation; (4) tax officials of the States; (5) the Committee on Ways and Means of the House of Representatives, the Finance Committee of the Senate, and the Joint Committee on Internal Revenue and Taxation; (6) the Attorney General, Assistant Attorneys General, and United States attorneys; and (7) officers and employees of executive departments and other establishments of the Federal Government upon written request of the head of such department or establishment naming the taxpayer whose return is to be inspected and provided that the inspection is necessary in the enforcement of Federal statutes. States that whenever a return is open to the inspection of any person, a certified copy thereof shall, upon request, be furnished to such person under regulations prescribed by the Commissioner of Internal Revenue who may prescribe a reasonable fee for furnishing such copy. Provides that all regulations issued by the Commissioner of Internal Revenue pursuant to this Act must have written approval of the Chief of Staff of the Joint Committee on Internal Revenue Taxation. States that this Act shall be effective upon enactment. Allows the Commissioner of Internal Revenue a period of ninety days after enactment to issue the regulations required herein.

Egg Research and Consumer Information Act

Egg Research and Consumer Information Act - Declares that it is the purpose of this Act to authorize and enable the establishment of an orderly procedure to the development and financing of an effective and continuous coordinated program of research, consumer and producer education, and promotion designed to strengthen the egg industry's position in the marketplace, and maintain and expand domestic and foreign markets and uses for eggs, egg products, spent fowl, and products of spent fowl of the United States. Authorizes the Secretary of Agriculture to issue orders applicable to persons engaged in the hatching and/or sale of egg-type baby chicks and started pullets, the production and marketing of commercial eggs, the processing and distribution of commercial eggs, and the purchase, sale, or processing of spent fowl. Provides that a hearing shall be held on a proposed order before it is issued. Directs that orders issued pursuant to this Act shall contain one or more of the following terms and conditions, and no others: (1) providing for the establishment, issuance, effectuation, and administration of appropriate plans or projects for the advertising of, sales promotion of, and consumer education with respect to the use of eggs, egg products, spent fowl, and products of spent fowl, and for the disbursement of necessary funds for such purposes; (2) providing for, establishing, and carrying on research, marketing and development projects, and studies with respect to sale, distribution, marketing, utilization, or production of eggs, egg products, spent fowl, and products of spent fowl, and the creation of new products thereof; (3) providing that hatchery operators, persons engaged in the sale of egg-type baby chicks and started pullet dealers, egg producers, breakers, processors, persons marketing commercial eggs and persons engaged in the purchase, sale, or processing of spent fowl, maintain and make available for inspection such books and records as may be required by any order issued pursuant to this Act, or (4) terms and conditions incidental to and not inconsistent with the terms and conditions specified in this Act and necessary to effectuate the other provisions of such order. Requires that orders issued pursuant to this Act shall contain the conditions set forth in this Act. Provides for the establishment and appointment, by the Secretary of Agriculture, of an Egg Board and defines its specified powers and duties. Requires the Egg Board to develop and submit to the Secretary for his approval any advertising or sales promotion or research and development plans or projects, and that any such plan or project must be approved by the Secretary before becoming effective. Provides that each egg producer shall pay, to the first processor of such producer's eggs, an assessment based upon the number of cases of commercial eggs processed for the account of such producer, in the manner as prescribed by the order, for such expenses and expenditures as the Secretary finds are reasonable and likely to be incurred by the Egg Board under the order during any period specified by him. Provides that the Secretary shall conduct a referendum among egg producers to ascertain whether the issuance of an order is approved by such producers. Provides that no such order issued pursuant to this Act is effective unless the Secretary determines that it is approved by the egg producers. Exempts from this Act: (1) any egg producer whose aggregate number of laying hens at any time during three months prior to assessment has not exceeded three thousand laying hens; (2) any flock of breeding hens whose production of eggs is primarily utilized for the hatching of baby chicks; or (3) commercial eggs of foreign origin not exceeding one hundred cases in any one entry into the United States. Provides that any egg producer against whose commercial eggs any assessment is made under this Act and who is not in favor of supporting the research and promotion program as provided for by this Act shall have the right to demand and recieve form the Egg Board a refund of such assessment. Provides for petition and review of any order issued pursuant to this Act. Provides penalties for willful violation of orders issued pursuant to this Act. Authorizes the Secretary of Agriculture to make such investigations as he deems necessary for the effective administration of this Act or to determine if violations of this Act have occurred. Provides the Secretary with the power of subpoena. Authorizes the appropriation of such sums as may be necessary to carry out this Act.

Menominee Restoration Act

Menominee Restoration Act - Provides for the repeal of the Act of June 17, 1954 which terminated Federal supervision of the Menominee Tribe. States that as soon as practicable the Secretary of the Interior shall establish a membership role of the tribe which shall include all members listed on the final 1954 role who are still living on the date of enactment of this Act and all descendants of persons listed on the 1954 role if such descendants have at least one-quarter Menominee blood. Provides that all persons on the membership role shall be eligible to receive all Federal services furnished American Indians because of their status as Indians. States that subject to the approval of the Secretary the tribe shall organize a governing body for the tribe's common welfare and shall adopt an appropriate constitution and bylaws. States that subject to the approval of the shareholders as required by the laws of the State of Wisconsin, the board of Directors of Menominee Enterprises Incorporated shall transfer to the Secretary all assets held by such corporation. Provides that such assets shall be held in trust by the Secretary, on behalf of the United States for the tribe. Provides that this Act shall reinstitute all, and shall not abrogate any, water, hunting, fishing, and trapping rights or privileges, and any other rights and privileges of the tribe enjoyed under Federal treaty or otherwise. Authorizes the Secretary to make such rules and regulations as are necessary to carry out the provisions of this Act. Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act.

Trans-Alaskan Pipeline Authorization Act

Title I: Limits the width of a right-of-way through the public lands for pipelines to fifty feet plus the ground occupied by the pipeline, unless the Secretary of the Interior finds that in limited areas a wider right-of-way is reasonably necessary for operation and maintenance after construction, or to protect the environment or public safety. Requires the Secretary to notify the House and Senate Committees on Interior and Insular Affairs promptly upon receipt of an application for a right-of-way for a pipeline twenty-four inches or more in diameter. States that no right-of-way for such pipeline shall be granted until sixty days after a notice of intention to grant the right-of-way has been submitted to such committees, unless each committee by resolution waives the waiting period. Title II: Trans-Alaskan Pipeline Authorization Act - Authorizes the Secretary of the Interior to grant, in accordance with the provisions of this Act and without further action under the National Environmental Policy Act, such rights-of-way and permits as he deems necessary for the construction, operation, and maintenance of a trans-Alaskan oil pipeline. Authorizes the Secretary to investigate the feasibility of one or more oil or gas pipelines from the North Slope of Alaska to connect with a pipeline through Canada that will deliver oil or gas to United States markets. Authorizes the President to enter into negotiations with the Government of Canada to determine the terms and conditions under which pipelines or other transportation systems could be constructed across Canadian territory for the transport of oil and gas from Alaska's North Slope to markets in the United States.

Mutual Development and Cooperation Act

Mutual Development and Cooperation Act - Transfers the office and functions of the Agency for International Development to the Mutual Development and Cooperation Agency, which shall have the responsibility for coordinating all United States development-related activities. Authorizes $300,000,000 annually for fiscal years 1974-75 to be appropriated to the President to furnish assistance to people living in rural overseas areas for agriculture, rural development, and nutrition. Authorizes appropriations of $150,000,000 annually for fiscal years 1974-75 for population planning and health; $115,000,000 annually for education, public administration, and human resource development; $93,000,000 annually to help solve social and economic development problems in fields such as transportation and power; and $60,000,000 annually to support the general economy of recipient countries or for development programs conducted by private or international organizations. Directs the President to establish a system for coordination of United States policies and programs which affect U.S. interests in the development of low-income countries. Authorizes the establishment of a Development Coordination Committee to advise the President on coordination of policies and programs in developing countries, including bilateral and multilateral development assistance programs. Establishes the United States Export Development Credit Fund to provide extensions of credit and to refinance U.S. exporter credits, for the purpose of facilitating the sale of U.S. goods and services to the lowest income to countries which advance their development. Sets forth provisions for the financing of such Fund. Provides for the continuation of the Fund through December 31, 1977, and requires a detailed report semiannually on the Fund. States that nothing in this section shall be construed as a limitation on the powers of the Export-Import Bank of the United States. Prohibits the extension of credit under this section for defense articles or services.

Declares that it is the sense of Congress that the Department of the Treasury, through the appropriate departments and agencies, should, immediately after the filing of this report, begin consultations with foreign governments involved for the purpose of making arrangements for the prompt repayment of those longstanding debts which are delinquent.

Provides that the exemption from antitrust laws to agreements covering the telecasting of sports contest shall not apply if any member club and any other person enter into any arrangement which permits the telecasting of all or a substantial part of any professional football game on any Friday after 6 P.M. or an any Saturday during the period beginning on the second Friday in September and ending on the the second Saturday in December in any year from any telecasting station located within seven-five miles of the game site of any intercollegiate or interscholastic football contest scheduled to be played on such a date if: (1) such intercollegiate football contest is between institutions of higher learning both of which confer degrees upon students following completion of sufficient credit hours to equal a four-year course, or (2) in the case of an interscholastic football contest, such contest is between secondary schools, both of which are accredited or certified under the laws of the State or States in which they are situated and offer courses continuing though the twelfth grade of the standard school curriculum, or the equivalent, and (3) such intercollegiate or interscholastic football contest and such game site were announced through publication in a newspaper of general circulation prior to August 1 of such year as being regularly scheduled for such day and place.
