Special Agent Scott K. Carey Public Safety Officer Benefits Enhancement Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to extend: (1) educational benefits to public safety officers who become permanently and totally disabled in the line of duty and to their spouses and children; (2) allow payment of retroactive benefits to dependents of such disabled officers; and (3) establish a program of pension payments for certain survivors of deceased public safety officers. Authorizes the Secretary of Education to: (1) award a Public Safety Officer scholarship to disabled public safety officers, their spouses, and their children; and (2) enter into agreements with educational institutions to carry out such scholarship program. Amends federal personnel law to allow widows or widowers of federal employees killed on the job to continue to receive monthly compensation even if they remarry before reaching age 55.

Thomas J. Manton Prostate Cancer Early Detection and Treatment Act of 2006 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to states to carry out: (1) prostate cancer prevention programs (including screening and referrals for treatment); and (2) demonstration projects to provide preventive health services with respect to prostate cancer (including blood pressure and cholesterol screenings). Amends title XIX (Medicaid) of the Social Security Act to allow states to provide medical assistance to individuals who have been screened for prostate cancer under this Act and who need treatment for prostate cancer. Applies provisions related to breast and cervical cancer programs to programs under this Act.

Shaken Baby Syndrome Prevention Act - Requires the Secretary of Health and Human Services to develop and implement a public information and educational campaign to inform the public, new parents, child care providers, and other care givers of young children about: (1) brain injuries and other harmful effects that may result from shaking infants and children under five years of age; and (2) healthy strategies to cope with a crying baby and related frustrations. Directs that such campaign include dissemination of effective prevention practices and techniques to parents, care givers, maternity hospitals, child care centers, organizations providing prenatal and postnatal care, and organizations providing parenting education and support services. Requires the Secretary to establish biannual meetings with Shaken Baby Syndrome advocacy groups, parenting support communities, organizations involved in child protection and child maltreatment prevention, and other federal and state agencies involved in prevention activities. Directs the Secretary and such entities to provide support for the parents of surviving children who suffer serious brain injuries as the result of shaking.

Healthy Farms, Foods, and Fuels Act of 2006 - Extends: (1) the conservation reserve program; (2) the wetlands reserve program; (3) the conservation security program; (4) the grassland reserve program; (5) the environmental quality incentives program; (6) the wildlife habitat incentive program; (7) the agricultural management assistance program; and (8) the organic agriculture research and extension initiative. Establishes: (1) the cooperative conservation partnership initiative; (2) the suburban and community forestry and open space program; (3) an integrated pest management initiative; and (4) a conservation initiative for socially disadvantaged farmers and ranchers. Revises: (1) the farmland protection program; (2) funding for the healthy forests reserve program; and (3) the national organic certification and transition cost share program. Makes permanent funding available for: (1) the education grant program for Hispanic-serving institutions; and (2) the fresh fruit and vegetable program. Revises and extends the biorefinery development program. Extends: (1) the energy audit and renewable energy development program; (2) the renewable energy systems and energy efficiency improvements program; (3) the Department of Agriculture bioenergy program; (4) biomass research and development; and (5) carbon cycle research. Extends: (1) the community food project grant program; (2) the farm-to-cafeteria program; (3) WIC farmers' market nutrition program; (4) the senior farmers' market nutrition program; and (5) farmers' market promotion program.

James Zadroga Act of 2006 - Amends the September 11th Victim Compensation Fund of 2001 (Fund), part of the Air Transportation Safety and System Stabilization Act, to extend the current December 22, 2003, deadline for filing claims under the Fund for five years following enactment of this Act if the Special Master determines that the individual: (1) was unaware that he or she had suffered physical harm as the result of the September 11, 2001, terrorist-related aircraft crashes until after the deadline and before enactment of this Act; (2) was unaware of his or her eligibility to file a claim until after December 22, 2003; (3) suffered psychological harm as a result of the crashes; or (4) in the case of an individual who had previously filed a claim, suffered a significantly greater physical harm than was known to the individual as of the date the claim was filed, but did not know its full extent until after the claim was filed and before enactment of this Act. Allows the filing of a claim also during the five years after the individual first knew that he or she had suffered physical or psychological harm as the result of such crashes, if he or she did not know that until on or after enactment of this Act. Extends the same five-year filing allowance to anyone who did not know the full extent of the harm suffered until on or after the enactment of this Act, even though he or she had previously filed a claim and had suffered a significantly greater physical or psychological harm than was known to the individual as of the date the claim was filed. Waives the single claim requirement in such circumstances. Makes a claimant eligible for compensation based on the psychological harm suffered as a result of the crashes. Defines "immediate aftermath" for compensation eligibility purposes as any period of time after the crashes that was sufficiently close in time to them that there was a demonstrable risk to the claimant of resulting physical or psychological harm, including the period of time during which related rescue, recovery, and cleanup activities were conducted.

HIT for Small Business Health Care Providers Act of 2006 - Instructs the Administrator of the Small Business Administration (SBA) to ensure that a portion of certain loan amounts secured by the SBA under the Microloan program and under the 504 loan program (which finances small business concerns through loan guarantees under the Small Business Investment Act of 1958), respectively, are secured by certain guarantees. Includes among the guarantee requirements that: (1) the purpose of the guarantee is to help a small business acquire capital for the purchase of materials relating to health information technology; and (2) purchase of materials is made pursuant to a plan certified by the Certification Commission for Healthcare Information Technology. Requires the SBA Inspector General to review periodically a representative sample of such guaranteed loans in order to mitigate fraud and to ensure the safety and soundness of the program.

Veterans Reassignment Protection Act - Prohibits a preference eligible federal employee (including a preference eligible serving in or under the U.S. Postal Service) from being involuntarily separated for failing to accept a directed reassignment to a position outside his or her commuting area or to accompany a position outside of such area pursuant to a transfer of function unless such preference eligible: (1) receives written notice of the reassignment at least 30 days before the effective date of the reassignment; and (2) is allowed to elect to have the selection of employees for release conducted in the same manner as would be required in the case of a reduction in force. Entitles a preference eligible involuntarily separated in the circumstances described above to appeal to the Merit Systems Protection Board any failure to comply with the requirements of this Act.

Medicare Physician Payment Reform and Quality Improvement Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to revise physician payment requirements under the Medicare program, including the physician payment update and quality measures for physicians' services. Terminates application of the sustainable growth rate (SGR), replacing it with a single conversion factor, the Medicare economic index (MEI) minus 1%. Requires the Secretary of Health and Human Services to provide for the selection of quality performance measures (Q-measures) for assessing physician, non-physician practitioner, and supplier services and determining ratings for them. Requires such Q-measures to be developed in conjunction with physician specialty organizations and consensus-building organizations. Eliminates specified limitations on the balance billing of highest income beneficiaries. Revises requirements for the quality improvement program (QIO), including program administration, data disclosure, use of evaluation and competition, quality improvement funding, and qualifications for QIOs under part B (Peer Review) of SSA title XI. Amends SSA title XIX (Medicaid) to permit alternative quality improvement programs under such program. Terminates the availability of funds from the MA Regional Plan Stabilization Fund. Directs the Board of Trustees of the Federal Hospital Insurance Trust Fund and of the Federal Supplementary Medical Insurance Trust Fund to monitor and examine the extent to which the different Medicare funding mechanisms provide an appropriate alignment with the program goals of the respective parts. Provides for a one-year delay in Medicare adjustments in payments for imaging services. Eliminates the three-year phase-in for implementation of the reduction in Medicare part B premium subsidies for higher income beneficiaries (thus requiring immediate application of the reduction adjustment).

Protecting Communities from Power Line Abuse Act - Amends the Federal Power Act to repeal provisions regarding: (1) mandatory fair market value compensation for right-of-way acquisitions; (2) transmission facility modifications in accordance with state law; and (3) requirements for coordination of federal authorizations for interstate electric transmission facilities, including authorization to file an appeal with the President regarding denial of an application for such an authorization. Modifies requirements for acquisition of rights-of-way for electric transmission facilities located on property other than federal or state property. Provides that, if the permit holder cannot acquire by contract, or is unable to agree upon compensation with the owner of the property, the permit holder may acquire the right-of-way in accordance with state law for the state in which the property is located. (Thus repeals current law which allows the permit holder to acquire the-right-of-way through the exercise of eminent domain in a federal district court.) Requires the length of at least one year for the comment period on an application for a transmission facility permit.

Military Fallen Heroes Protection Act of 2006 - Prohibits any person, except with permission, from using the name, image, or likeness of a protected individual in connection with any merchandise, retail product, impersonation, solicitation, commercial, or political activity in a manner calculated to: (1) connect the protected individual with that individual's service in the Armed Forces; and (2) convey the impression that such use is approved, endorsed, or authorized by the protected individual. Defines as a "protected individual" any person who: (1) is a member of the Armed Forces; or (2) was a member at any time after April 5, 1917, and, if not living, has a surviving spouse, child, parent, grandparent, or sibling. Authorizes the Attorney General to bring actions to enjoin violations of this Act.

Industrial Bank Holding Company Act of 2006 - Requires an industrial bank holding company to register and file certain reports with the Federal Deposit Insurance Corporation (FDIC) within ninety days after becoming an industrial bank holding company Prohibits such holding company from being controlled by a commercial firm. Grandfathers certain institutions to exempt them from the requirements of this Act.
