This bill amends the National Security Act of 1947 to establish within the Office of the Director of National Intelligence (DNI) a National Russian Threat Response Center. The primary missions of the center shall be: to serve as the primary U.S. government organization for analyzing and integrating all intelligence pertaining to threats posed by the Russian Federation to the national security, political sovereignty, and economic activity of the United States and its allies; to synchronize the efforts of the intelligence community regarding countering efforts by Russia to undermine such security, sovereignty, and activity; in coordination with the relevant elements of the Department of State, the Department of Defense, the intelligence community, and other U.S. agencies, to develop policy recommendations for the President to detect, deter, and respond to such threats and to monitor and assess Russian efforts to carry out such threats; in coordination with the Global Engagement Center, to examine Russian efforts to use propaganda and information operations relating to such threats; and to identify and close gaps across federal agencies with respect to expertise, readiness, and planning to address such threats. The Director of the center shall be appointed by the DNI with the concurrence of the State Department. The Director shall: (1) ensure that the relevant federal agencies participate in the center's mission, and (2) have primary responsibility for establishing requirements for collecting intelligence regarding threats posed by Russia. A Board of the center is established to conduct oversight. The Director may convene biannual conferences to coordinate international efforts against such threats.

IDEA Full Funding Act This bill amends the Individuals with Disabilities Education Act to reauthorize and make appropriations for the grant program to assist states and outlying areas in providing special education and related services to children with disabilities. The bill sets the amount to be appropriated for each fiscal year from FY2018-FY2026 as the greater of: (1) a specified amount, or (2) a specified percentage of an amount determined pursuant to a formula that multiplies the number of children receiving special education services by the average per-pupil expenditure in public elementary and secondary schools. The bill appropriates funds for FY2027 and each subsequent fiscal year equal to the greater of a specified amount or 40% of the amount determined using such formula. Amounts appropriated shall be expended consistent with pay-as-you-go requirements.

LGBT Pride Act This bill directs the Centers for Disease Control and Prevention to take measures to increase the frequency of collection of information on the sexual orientation and gender identity of deceased individuals through the National Violent Death Reporting System.

Automatic Voter Registration Act of 2017 This bill directs the chief election official of each state to establish and operate an automatic voter registration system for federal elections. The system shall obtain information about eligible voters from contributing state agencies, including all agencies required by federal law to provide voter registration services. The Election Assistance Commission shall make grants to assist states in implementing the bill.

Expresses that the House of Representatives: remembers the victims, their families, the survivors, and the community one year since the Pulse nightclub shooting in Orlando, Florida, the deadliest mass shooting in the history of the United States; acknowledges the scars are still fresh and the community is still recovering from this tragedy; offers support to the brave men and women of the emergency response teams, law enforcement agencies who responded to the scene of the shooting, and the medical personnel who treated victims and survivors; acknowledges the threat of homegrown terrorists and will work together to ensure such a tragedy is not repeated; stands united together against terrorism and hatred, and will not permit prejudice, violence, and fear to diminish the U.S. ideals of compassion, liberty, equality, and freedom.

Medicaid and Chip Quality Improvement Act of 2017 This bill amends titles XI (General Provisions) and XIX (Medicaid) of the Social Security Act to expand reporting requirements with respect to the quality of care provided under Medicaid and the Children's Health Insurance Program (CHIP). Current law requires a state that contracts with a Medicaid managed organization to develop and implement a quality assessment and improvement strategy. The bill extends this requirement to state contracts with providers of comparable primary care case management services and other health care services under Medicaid. With respect to adults eligible for Medicaid and children enrolled in Medicaid or CHIP, a state must report annually on quality measures identified by the Centers for Medicare & Medicaid Services (CMS). Such reporting shall be stratified by service delivery system. CMS shall establish a Medicaid Quality Performance Bonus fund to award states for high attainment and improvement on a core set of quality measures. A state must designate at least 75% of any bonus funds for the development and operation of quality-related initiatives that will directly benefit providers or managed care entities participating in, or under a waiver of, the state plan for medical assistance. A state may use the remainder of such funds for activities related to the goals and purposes of the state plan.

America Votes Act of 2017 This bill amends the Help America Vote Act of 2002 to permit an individual required to present identification as a condition of voting in a federal election to meet the requirement by presenting a sworn written statement attesting to the individual's identification and that he or she is registered to vote in the election. An individual desiring to vote by mail may submit such a statement with the ballot. States with an identification requirement shall: (1) prepare a pre-printed version of the statement which includes a blank space for an individual to provide a name and signature, (2) make copies of the pre-printed version available at polling places, (3) include a copy of the pre-printed version with each ballot transmitted to an individual who desires to vote by mail, and (4) include the use of a sworn written statement in voting information posted at polling places. A state is prohibited from requiring an individual who presents or submits such a sworn written statement to cast a provisional ballot in the election. This bill does not apply to first-time voters registering by mail.

Automatic Voter Registration Act This bill amends the National Voter Registration Act of 1993 to require state motor vehicle authorities, upon receiving certain identifying information with respect to an individual requesting motor vehicle authority services, to transmit the information to the state election official. The state election official shall then notify the individual that unless the individual declines to be registered to vote in federal elections in the state, the individual shall be automatically registered unless the individual does not meet voter registration eligibility requirements or is already registered to vote. A state may not use any identifying information regarding an individual's citizenship status for any purpose other than determining whether the individual is eligible to vote in federal elections.

Humane Cosmetics Act This bill prohibits testing cosmetics on animals, effective on the date that is one year after enactment of this bill. No cosmetic may be sold or transported if the final product or any component was developed or manufactured using animal testing after that date, effective three years after enactment of this bill.

Amends Rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House of Representatives. Requires the Speaker, whenever a moment of silence related to a tragedy in the United States or its territories involving gun violence occurs on the floor of the House, to announce on the next legislative day the standing committee (or subcommittee) designated to hold a hearing on the event.

Rabbi Michoel Ber Weissmandl Congressional Gold Medal Act of 2017 This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to Rabbi Michoel Ber Weissmandl in recognition of his acts of valor during World War II.

Legal Services for Homeless Veterans Act of 2017 This bill authorizes the Department of Veterans Affairs to enter into agreements with public or private entities to fund, through the award of a grant or the use of a contract, a portion of the pro bono legal services such entities provide to homeless veterans or veterans at risk of homelessness related to housing, family law, income support, and criminal defense.

Ghost Army Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to award a Congressional Gold Medal to the 23rd Headquarters Special Troops, known as the "Ghost Army," collectively, in recognition of its service during World War II. The bill expresses the sense of Congress that the Smithsonian Institution should make the medal available for display elsewhere, particularly at appropriate locations associated with the Ghost Army, and that preference should be given to locations affiliated with the Smithsonian.

Expresses appreciation to the European Union (EU) for the progress made in countering Hizballah since the EU designated Hizballah's military wing as a terrorist organization. Supports: (1) U.S.-EU cooperation in thwarting Hizballah's criminal and terrorist activities; and (2) transcontinental efforts within Europe to share intelligence information among police and security services to facilitate greater cooperation in tracking, apprehending, and prosecuting terrorists, foreign fighters, and potential offenders. Encourages the EU, in tandem with the United States, to implement sanctions against Hizballah-affiliated terrorists. Urges the EU to designate Hizballah as a terrorist organization and increase pressure on the group, including through: better cross-border cooperation among EU members, issuing arrest warrants against Hizballah members and supporters, freezing Hizballah's assets, and prohibiting fund raising activities in support of Hizballah.

Public Engagement at FERC Act This bill amends the Federal Power Act to revise and expand the Office of Public Participation in the Federal Energy Regulatory Commission (FERC) and rename it as the Office of Public Participation and Consumer Advocacy. The office may participate in FERC proceedings on rates, service, and infrastructure siting to represent the interests of the public and issue guidance for potential improvements to industry and FERC practices. Additionally, the office must establish a Public and Consumer Advocacy Advisory Committee to review rates, services, and disputes and make recommendations to the office.

Vote by Mail Act of 2017 This bill amends the Help America Vote Act of 2002 to require states to allow voting in federal elections to be by mail without additional conditions or requirements, except a deadline for returning the ballot. States must mail ballots to individuals registered to vote in a federal election not later than two weeks before the election. The U.S. Postal Service must carry ballots mailed by a state expeditiously and free of postage. The National Voter Registration Act of 1993 is amended to authorize automatic voter registration of individuals through state motor vehicle authorities.

Establishes the House Select Committee on Gun Violence Prevention to investigate and report on: the causes of mass shootings, methods to improve the federal firearms purchaser background check system, connections between access to firearms and dangerously mentally ill individuals, strengthening federal penalties for trafficking and straw purchasing of firearms, closing loopholes that allow some domestic abusers continued access to firearms, linkages between firearms and suicide, gun violence's effect on public health, the correlation between state gun violence prevention laws and the incidence of gun violence, the importance of having reliable and accurate information on gun violence and its toll on our nation, the implementation of effective gun violence prevention laws in accordance with the Second Amendment to the Constitution, and rates of gun violence in large metropolitan areas.

Raise the Wage Act This bill amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage for regular employees over a 7-year period, for tipped employees, and for newly hired employees who are less than 20 years old. The bill sets forth a schedule of annual increases in the federal minimum wage for individuals with disabilities. The Department of Labor shall no longer issue special certificates for the payment of subminimum wages to such individuals after the final wage increase under this bill for such individuals takes effect. Labor shall provide, upon request, technical assistance and information to employers to: (1) help them transition their practices to comply with wage increases and other requirements under this bill for individuals with disabilities, and (2) ensure continuing employment opportunities for such individuals. The bill eliminates the separate minimum wage requirements for tipped, newly hired, and disabled employees. After a specified period, these employees shall be paid the same minimum wage as regular employees. Labor must publish any increase in the minimum wage in the Federal Register and on its website 60 days before it takes effect.

Every Child Deserves a Family Act This bill prohibits adoption or foster care placement entities that receive federal assistance from using the sexual orientation, gender identity, or marital status of a prospective adoptive or foster parent, or from using the sexual orientation or gender identity of the child, to: (1) deny a person the opportunity to become an adoptive or foster parent; (2) delay or deny the placement of a child for adoption or into foster care; or (3) require different or additional screenings or procedures for adoptive or foster placement decisions, including whether to seek the termination of birth parent rights or to make a child legally available for adoptive placement. This bill directs the Department of Health and Human Services (HHS) to publish guidance on legal compliance with the requirements of this bill and to assist entities with casework practices, recruitment efforts, and cultural competency training. This bill allows HHS to withhold payments under part B (Child and Family Services) or part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act from states that fail to comply with the requirements of this bill.

Gun Violence Restraining Order Act of 2017 This bill amends the federal criminal code to prohibit the sale, transfer to, receipt of, or possession of a firearm by a person who is subject to a gun violence prevention order. A gun violence prevention order is a court order that prohibits an individual from owning, purchasing, possessing, or receiving a firearm. The bill authorizes the Department of Justice's Office of Community Oriented Policing Services to make grants to states that have in effect legislation that: (1) authorizes a family member, or a law enforcement officer, to apply for a gun violence prevention order against an individual who may pose a significant risk to themselves or others; (2) authorizes a law enforcement officer to temporarily seize firearms from that individual, subject to a warrant; and (3) requires law enforcement agencies to comply with certain requirements.

Medical Nutrition Equity Act of 2017 This bill provides for coverage, under Medicare, Medicaid, other specified federal health-care programs, and private health insurance, of foods and vitamins that are medically necessary for the management of certain digestive and metabolic disorders and conditions.

American Legion 100th Anniversary Commemorative Coin Act This bill requires the Department of the Treasury to mint and issue commemorative coins in recognition and celebration of the 100th anniversary of the American Legion. Surcharges received from the sale of these coins shall be paid to the American Legion for costs related to promoting the importance of: (1) caring for those who have served, and those who are still serving, in the Armed Forces; and (2) maintaining patriotic values, strong families, and assistance for at-risk children.

Preserve Rights Of States and Political subdivisions to Encourage Retirement Savings Act or the PROSPERS Act This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to specify that states and certain political subdivisions may establish and administer voluntary payroll deduction retirement savings programs for private sector employees that are not considered employee pension benefit plans or pension plans covered by ERISA if the plans meet certain requirements. The bill requires the plans to be established, implemented, and administered by states or political subdivisions. The plans must also be voluntary for employees and meet other specified requirements, including restrictions on the involvement of employers and obligations to enforce the rights of employees.

Leading Infrastructure for Tomorrow's America Act This bill authorizes appropriations for the nation's infrastructure, including appropriations for: secure broadband internet access, with a prioritization on expanding broadband access in unserved areas; drinking water improvements, such as appropriations for the drinking water state revolving fund and programs for reducing lead in drinking water; the electric power grid, with a focus on grid modernization, security, resiliency, and efficiency; energy efficiency in buildings, including homes and schools; incentives for natural gas distribution companies to improve the public safety and environmental performance of the natural gas distribution system (e.g., pipeline replacements); the deployment of renewable energy systems; the incorporation of clean energy into community development and revitalization efforts; revitalization of brownfield sites (commercial properties that are hindered from reuse or redevelopment due to the presence of a hazardous substance, pollutant, or contaminant); hospital infrastructure, with a prioritization given to projects that include cybersecurity; outpatient health care facilities in the Indian Health Service; and the improvement, renovation, or modernization of the infrastructure at clinical laboratories, teaching health centers, or behavioral health care centers. In addition, the bill reauthorizes funding for: (1) a diesel emissions reduction program for certain diesel vehicles or fleets, (2) ensuring the Strategic Petroleum Reserve is operated and maintained in an environmentally sound manner; and (3) establishing a Southeast Refined Product Reserve to mitigate the impacts of a severe energy supply interruption in the Southeast.

Puerto Rico Small Business Assistance Act of 2017 This bill amends the Small Business Act regarding small businesses that have their principal office in Puerto Rico, including to temporarily: increase the total amount of loans outstanding and committed to any microloan intermediary if at least 20% of the intermediary's loans are made to such businesses; waive the Small Business Administration (SBA) Microloan Program's limit on an intermediary's spending on technical assistance for prospective borrowers if 25% of the intermediary's loans are made to these businesses; reduce or eliminate SBA fees on certain loans to such businesses; and give federal contract preference to such businesses, transfer specified technology or surplus property to them, and provide subcontracting incentives for their protege firms. The SBA shall establish: (1) a Veteran Business Outreach Center in Puerto Rico, and (2) a temporary Federal and State Technology (FAST) grant program to provide assistance to Puerto Rico businesses. The SBA district office in Puerto Rico must temporarily report annually to Congress and the SBA on its activities in Puerto Rico.

Bank on Students Emergency Loan Refinancing Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to establish a program that allows eligible students with loans under the Federal Direct Loan program (a Federal Direct Stafford Loan, a Federal Direct Unsubsidized Stafford Loan, a Federal Direct PLUS Loan, or a Federal Direct Consolidation Loan) to refinance their loans down to the lower rates offered to new federal borrowers in the 2016-2017 school year under certain circumstances. In addition, the bill allows student borrowers to refinance their private loans into the Federal Direct Loan program. This bill amends the Internal Revenue Code to require an individual taxpayer whose adjusted gross income exceeds $1 million to pay a minimum tax rate of 30% of the excess of the taxpayer's adjusted gross income over the taxpayer's modified charitable contribution deduction for the taxable year (tentative fair share tax).

Disability Integration Act of 2017 This bill prohibits states or local governments that provide institutional placements for individuals with disabilities who need long-term assistance with daily living activities or health-related tasks, and prohibits insurance providers that fund such long-term services, from denying community-based services that would enable such individuals to live in the community and lead an independent life. States, local governments, or insurance providers may not discriminate against such individuals in the provision of community-based services by: (1) imposing prohibited eligibility criteria, cost caps, waiting lists, or payment structures; (2) failing to provide a specific community-based service; or (3) requiring an individual to receive a service in a congregate or disability-specific setting. Community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives. States, local governments, and public insurance providers must assess: (1) transportation barriers that prevent individuals from receiving services in integrated settings, and (2) the availability of integrated employment opportunities. The Department of Justice (DOJ) and the Department of Health and Human Services (HHS) must issue regulations requiring states, local governments, or insurance providers to offer community-based long-term services to individuals with such disabilities who would otherwise qualify for institutional placement. State and local governments, in conjunction with housing agencies, must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy. Such regulations must also require states and local governments to begin implementing a transition plan to achieve the requirements of this bill within 12 years after its enactment. For 10 years after issuance of the regulations, HHS must determine annually whether each state is complying with the transition plan. If a state is complying, HHS must increase by five percentage points the federal medical assistance percentage for a state requesting an increase for expenditures on home and community-based services furnished under the state Medicaid plan under title XIX (Medicaid) of the Social Security Act, or a waiver of such plan, that are identified as: (1) improvements to ensure accessibility or self-directed receipt of such services, (2) funding shifts from institutional settings to integrated community-based services, or (3) environmental modifications for housing targeted toward the lowest income individuals. The bill provides for DOJ enforcement and allows civil actions by individuals subjected to, or about to be subjected to, a violation of this bill.

Deborah Sampson Act This bill directs the Department of Veterans Affairs (VA) to carry out a three-year pilot program to assess the feasibility of peer-to-peer assistance for women veterans who are separating or newly separated from the Armed Forces), with emphasis placed on women who suffered service-related sexual trauma or who are at risk of becoming homeless. Additionally, the VA shall: expand the women veterans call center to include a text messaging capability; establish a partnership with at least one nongovernmental organization to provide legal services to women veterans based upon their 10 highest unmet needs; retrofit VA medical facilities with fixtures, materials, and other outfitting measures to support the care of women veterans; ensure that each VA medical facility has at least one full-time or part-time women's health primary care provider; expand to 14 days VA post-delivery care services for women veterans who are receiving maternity care in a VA or VA-contracted facility; ensure that the women veteran manager program is supported at each VA medical center with a program manager and an ombudsman; collect, analyze, and publish data on each VA service or benefit program and disaggregate such data by sex and minority status; and publish an Internet website that serves as a centralized information source for women veterans' benefits and services. The bill makes funds available for: (1) primary care and emergency care clinicians' participation in the women veterans health care mini-residency program, and (2) organizations that focus on providing assistance to women veterans and their families. The bill: (1) provides for reintegration and readjustment services to veterans and family members in group retreat settings, and (2) expresses the sense of Congress that the VA's motto should be more inclusive.

Accurate Workplace Injury and Illness Records Restoration Act This bill amends the Occupational Safety and Health Act of 1970 to specify that the Occupational Safety and Health Administration (OSHA) may issue a citation for a violation of workplace safety requirements within the six-month period following an employer satisfying the requirements. Current law includes a limitation period that prevents OSHA from issuing citations six months after the occurrence of a violation. Thus, this bill specifies that the statute of limitations is tolled if there is a continuing violation of the requirements. OSHA must issue a rule that amends its record keeping regulations to clarify that the duty to make and maintain accurate records of work-related injuries and illnesses: (1) is an ongoing obligation, (2) continues for as long as the employer is required to keep records of the recordable injury or illness, and (3) does not expire solely because the employer fails to create the necessary records when first required to do so.

Protecting Girls' Access to Education in Vulnerable Settings Act or the Protecting Girls' Access to Education Act This bill urges the consideration of the educational needs of vulnerable women and girls in designing, implementing, and evaluating U.S. foreign assistance policies and programs. The Department of State and the U.S. Agency for International Development (USAID) may advance programs that: provide safe, primary and secondary education for displaced children; build the capacity of institutions in countries hosting displaced people to prevent displaced children from facing educational discrimination; and help increase the access of displaced children, especially girls, to educational, economic, and entrepreneurial opportunities. The State Department and USAID may: coordinate with multilateral organizations to work with foreign governments to collect relevant data, disaggregated by age and gender, on the ability of displaced people to access education and participate in economic activity; and work with domestic and foreign private sector and civil society organizations to promote safe, primary and secondary education for displaced children.

Pregnant Workers Fairness Act This bill prohibits employment practices that discriminate against making reasonable accommodations for job applicants or employees affected by pregnancy, childbirth, or related medical conditions. Specifically, the bill declares that it is an unlawful employment practice to: (1) fail to make reasonable accommodations to known limitations of such job applicants or employees, unless the accommodation would impose an undue hardship on an entity's business operation; (2) deny employment opportunities based on the need of the entity to make such reasonable accommodations; (3) require such job applicants or employees to accept an accommodation that they choose not to accept, if such accommodation is unnecessary to perform the job; (4) require such employees to take paid or unpaid leave if another reasonable accommodation can be provided to their known limitations; or (5) take adverse action in terms, conditions, or privileges of employment against an employee requesting or using such reasonable accommodations. The bill sets forth enforcement procedures and remedies under the Civil Rights Act of 1964, the Congressional Accountability Act of 1995, the Government Employee Rights Act of 1991, and the rights and protections extended to presidential offices. The Equal Employment Opportunity Commission must provide examples of reasonable accommodations that shall be provided to affected job applicants or employees unless the employer can demonstrate that doing so would impose an undue hardship. The bill prohibits state immunity under the Eleventh Amendment to the Constitution from an action for a violation of this bill.

Anti-Lunch Shaming Act of 2017 This bill amends the Richard B. Russell National School Lunch Act to establish requirements for the treatment of a child who is a student at a school participating in the National School Lunch Program or the School Breakfast Program and is unable to pay for a meal at the school. The bill applies to a child who either does not have funds to pay for a meal or has outstanding credit that was extended by a school food authority (SFA). A SFA may not permit public identification or stigmatization of the child, such as by requiring a wristband or hand stamp. The child also may not be required to: (1) perform chores or activities that are not required of students generally, or (2) dispose of food after it has been served to the child. Any communication related to outstanding credit must be directed to the child's parent or guardian. A child may be required to deliver a letter regarding outstanding credit that is addressed to a parent or guardian if the letter is not distributed to the child in a manner that stigmatizes the child. The bill also expresses the sense of Congress regarding several issues regarding the administration of the school meal programs.

Chinese American World War II Veterans Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to the Chinese American Veterans of World War II in recognition of their dedicated service during World War II. The medal shall be displayed at the Smithsonian Institution, which is urged to make the medal available for display at other locations associated with such veterans or with World War II.

This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal in commemoration of Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith in recognition of their contributions to the nation.

Rights for Transportation Security Officers Act of 2017 This bill repeals: (1) provisions authorizing the Department of Homeland Security (DHS) to establish a human resources management system for some or all of its organizational units, and (2) the authority granted to the Transportation Security Administration (TSA) to establish or modify a personnel management system for TSA employees engaged in airport security screening. Within 60 days after the enactment date of this bill: (1) any such human resources management system and all TSA personnel management policies, letters, guidelines, and directives shall cease to be effective, and (2) all TSA positions and DHS positions that provide transportation security in furtherance of the purposes of the Aviation and Transportation Security Act shall become subject to general civil service provisions. This bill sets forth transition rules that protect the pay rates and other rights of such employees. Any collective bargaining agreement on the effective date of this legislation shall remain in effect. DHS shall consult with the labor organization certified by the Federal Labor Relations Authority to carry out the conversion of such positions. The provisions of this bill do not affect the prohibitions against disloyalty and asserting the right to strike against the federal government.

This bill amends title XIX (Medicaid) of the Social Security Act to allow a state Medicaid program to provide, and receive an enhanced federal matching rate for providing, administrative activities carried out with respect to a behavioral health access program for individuals under 21 years of age.

Behavioral Health Care Integration Act of 2017 This bill amends the Public Health Service Act to replace a Substance Abuse and Mental Health Services Administration (SAMHSA) program to support demonstration projects for providing integrated health care to certain patient populations with a program to support integration of primary and behavioral health care. The program must be designed to lead to full collaboration between primary care and behavioral health providers in the same facility to ensure support for individuals with mental illness and a physical condition or substance use disorder. Under the program, grants and cooperative agreements may be awarded to state departments of health, state mental health or addiction agencies, state Medicaid agencies, and health care providers and institutions. Recipients must report to SAMHSA on progress in reducing barriers to integrated care and outcomes for certain patient populations.

United States Coast Guard Commemorative Coin Act of 2017 This bill directs the Department of the Treasury to mint and issue in commemoration of the U.S. Coast Guard: (1) $5 gold coins, (2) $1 silver coins, and (3) half-dollar clad coins. The design of such coins shall be emblematic of the traditions, history, and heritage of the Coast Guard and its role in securing the United States since 1790. The bill prescribes certain design requirements. The issuance of such coins is restricted to the one-year period beginning on January 1, 2020. The bill prescribes the sale price of the coins and coin surcharges. Surcharges shall be paid by Treasury to the National Coast Guard Museum Association to help finance the design, construction, operations, and maintenance of this museum. Treasury shall ensure that minting and issuing coins under this bill will not result in any net cost to the federal government.

Equality Act This bill amends the Civil Rights Act of 1964 to include sex, sexual orientation, and gender identity among the prohibited categories of discrimination or segregation in places of public accommodation. The bill defines: "sex" to include a sex stereotype, sexual orientation or gender identity, and pregnancy, childbirth, or a related medical condition; "sexual orientation" as homosexuality, heterosexuality, or bisexuality; and "gender identity" as gender-related identity, appearance, mannerisms, or characteristics, regardless of the individual's designated sex at birth. The bill expands the categories of public accommodations to include places or establishments that provide: exhibitions, recreation, exercise, amusement, gatherings, or displays; goods, services, or programs, including a store, a shopping center, an online retailer or service provider, a salon, a bank, a gas station, a food bank, a service or care center, a shelter, a travel agency, a funeral parlor, or a health care, accounting, or legal service; or transportation services. The bill prohibits "establishment" from being construed to be limited to a physical facility or place. The Department of Justice (DOJ) may bring a civil action if it receives a complaint from an individual who claims to be: denied equal utilization of a public facility owned, operated, or managed by a state (other than public schools or colleges) on account of sex, sexual orientation, or gender identity; or denied admission to, or not permitted to continue attending, a public college by reason of sexual orientation or gender identity, thereby expanding DOJ's existing authority to bring such actions for complaints based on race, color, religion, sex, or national origin. The bill revises public school desegregation standards to provide for the assignment of students without regard to sexual orientation or gender identity. The bill prohibits programs or activities receiving federal financial assistance from denying benefits to, or discriminating against, persons based on sex, sexual orientation, or gender identity. The bill prohibits employers with 15 or more employees from discriminating based on sexual orientation or gender identity, subject to the same exceptions and conditions that currently apply to unlawful employment practices based on race, color, religion, sex, or national origin. Employers must recognize individuals in accordance with their gender identity if sex is a bona fide occupational qualification that is reasonably necessary to the normal operation of that particular business or enterprise. The bill provides government employees with protections against discrimination based on sexual orientation or gender identity. DOJ may intervene in equal protection actions in federal court on account of sexual orientation or gender identity. Protections against discrimination based on race, color, religion, sex, sexual orientation, gender identity, or national origin shall include protections against discrimination based on: (1) an association with another person who is a member of such a protected class; or (2) a perception or belief, even if inaccurate, that an individual is a member of such a protected class. The bill prohibits the Religious Freedom Restoration Act of 1993 from providing a claim, defense, or basis for challenging such protections. The bill prohibits an individual from being denied access to a shared facility, including a restroom, a locker room, and a dressing room, that is in accordance with the individual's gender identity. The bill amends Fair Housing Act, the Equal Credit Opportunity Act, and jury selection standards to add sexual orientation and gender identity as classes protected against discrimination under such laws.

Expresses the sense of Congress that an appropriate site in the Memorial Amphitheater in Arlington National Cemetery should be provided for a memorial marker (to be paid for with private funds) to honor the memory of those who have been awarded or are eligible for the Korean Defense Service Medal who are missing in action or unaccounted for, or who died in-theater, if the Secretary of the Army has exclusive authority to approve the site and design of the marker.

Family-Based Care Services Act of 201 7 This bill establishes a definition, under Medicaid, for "qualified therapeutic family care services." Specifically, such services are those provided for children younger than age 21 who need institution-level care but can instead be cared for in a community placement through a licensed and accredited program that: (1) provides children with certain structured daily activities, and (2) provides parents and caregivers with specialized training and consultation.
