Gender Inclusive Passport Act This bill requires the Department of State to permit an applicant for a passport, passport card, or Consular Report of Birth Abroad to use an unspecified (X) gender designation.

Making Essentials Available and Lawful (MEAL) Act of 2020 This bill repeals a lifetime ban that prohibits individuals convicted of certain offenses related to the possession, use, or distribution of controlled substances from receiving Supplemental Nutrition Assistance Program (SNAP) benefits or assistance under programs funded by Temporary Assistance for Needy Families block grants. In addition, individuals who are incarcerated and scheduled to be released within 30 days shall qualify as individual households for purposes of SNAP eligibility. Under current law, unless specifically excepted, individuals residing in institutions do not constitute a household. Existing state laws that removed or modified the federal ban at the state level shall have no force or effect.

Accelerating Kids' Access to Care Act This bill requires state Medicaid programs to establish a process through which qualifying out-of-state providers may enroll as participating providers without undergoing additional screening requirements. Among other things, a qualifying provider must (1) serve minors, or adults whose condition began as a minor; and (2) have previously been screened for Medicare participation or for participation in the Medicaid program of the state in which the provider is located.

Harriet Tubman Bicentennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the legacy of Harriet Tubman as an abolitionist. The Secretary may issue coins under this bill only during the period of January 1, 2022, through December 31, 2022. All surcharges received by Treasury from the sale of such coins must be paid to Project Legacy in Brooklyn, New York, for the purpose of accomplishing and advancing its mission.

Break Free From Plastic Pollution Act of 2020 This bill sets forth requirements related to waste and recycling collection systems for a variety of products and materials, including plastics. The bill makes certain producers of products (e.g., packaging, paper, single-use products, beverage containers, or food service products) fiscally responsible for collecting, managing, and recycling or composting the products after consumer use. In addition, the bill establishes (1) minimum percentages of products that must be reused, recycled, or composted; and (2) an increasing percentage of recycled content that must be contained in beverage containers. Beginning on January 1, 2022, the bill phases out a variety of single-use products, such as plastic utensils. The bill also sets forth provisions to encourage the reduction of single-use products, including by establishing programs to refund consumers for returning beverage containers and by establishing a tax on carryout bags. The bill creates a temporary moratorium on new or expanded permits for facilities that manufacture plastics until regulations are updated to address pollution from the facilities. The Environmental Protection Agency must publish guidelines for a national standardized labeling system for recycling and composting receptacles. Producers must include labels on their products that are easy to read and indicate whether the products are recyclable, compostable, or reusable. Finally, the bill establishes limitations on the export of plastic waste to other countries.

Voices for Environmental Justice Act This bill authorizes the Environmental Protection Agency (EPA) to award grants to eligible entities to participate in decisions impacting the health and safety of their communities in connection with an actual or potential release of a covered hazardous air pollutant. Additionally, the bill authorizes the EPA to award grants to eligible entities to participate in decisions impacting the health and safety of their communities relating to the permitting or permit renewal of a solid waste disposal facility or hazardous waste facility. An eligible entity must be a group of individuals who reside in a community that (1) is a population or community of color, an indigenous community, or a low-income community; and (2) is in close proximity to the site of an actual or potential release of a covered hazardous air pollutant. Covered hazardous air pollutants include those listed on the Toxics Release Inventory or those identified as carcinogenic by an assessment under the Integrated Risk Information System of the EPA.

America's Red Rock Wilderness Act This bill designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin, (2) Grand Staircase-Escalante, (3) Moab-La Sal Canyons, (4) Henry Mountains, (5) Glen Canyon, (6) San Juan-Anasazi, (7) Canyonlands Basin, (8) San Rafael Swell, and (9) Book Cliffs and Uinta Basin. The bill sets forth administrative requirements for (1) the exchange of state-owned lands within such areas, (2) federal reservation of water rights, (3) measurement of setbacks for roads with adjacent wilderness, (4) authorized livestock grazing, and (5) withdrawal of such lands from disposition under certain public land laws.

Cooling-Off Period Elimination Act of 2020 This bill makes a state or local law enforcement agency ineligible to receive federal funds under a Department of Justice law enforcement grant program if it has in effect a cooling-off period. A cooling-off period is a period of time following an officer-involved shooting during which investigators are prohibited from communicating with an officer involved in the shooting.

Grand Jury Reform Act of 2020 This bill conditions a state or local government's receipt of funds under the Edward Byrne Memorial Justice Assistance Grant program on the state's compliance with certain requirements following an incident involving the use of deadly force by a local law enforcement officer that results in a person's death. Specifically, the governor must appoint a special prosecutor to present evidence before a judge to determine whether probable cause exists to criminally charge the law enforcement officer. The hearing must be open to the public.

Police Accountability Act of 2020 This bill establishes a new criminal offense for conduct by certain state or local law enforcement officers in the line of duty that constitutes murder or manslaughter.

Electric Vehicles for Underserved Communities Act of 2020 This bill requires the Department of Energy (DOE) to assess the state of, challenges to, and opportunities for the deployment of electric vehicle charging infrastructure in urban areas, particularly in underserved or disadvantaged communities. If practicable, DOE must ensure that relevant programs provide access to electric vehicle infrastructure, address clean transportation needs, and provide improved air quality in such communities.

This resolution expresses the sense of the House of Representatives that the Centers for Medicare & Medicaid Services (CMS) should withdraw recent guidance regarding the approval of block grants under Medicaid demonstration waivers. On January 30, 2020, the CMS issued guidance allowing states to apply for capped block grants through Medicaid demonstration waivers, particularly in order to cover services for the Medicaid expansion population (i.e., adults under the age of 65). The guidance also allows states that receive such block grants to make other changes to their programs (e.g., formularies for prescription drugs).

Energy Prices Require Including Climate Externalities Act or the Energy PRICE Act This bill requires the Federal Energy Regulatory Commission (FERC) to direct electric utilities to take greenhouse gas emissions into account when they set their rates for the wholesale sale of electricity. Specifically, if FERC determines that the rates do not incorporate the cost of such emissions to public health, safety, or welfare, then FERC must find that the rates are unjust, unreasonable, unduly discriminatory, or preferential.

This resolution condemns Iran's state-sponsored persecution of its Baha'i minority and its continued violation of the international covenants on human rights. Further, it calls on Iran to immediately release all imprisoned or detained Baha'is, and it urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.

Gun Violence Prevention and Community Safety Act of 2020 This bill makes various changes to the federal framework governing the sale, transfer, and possession of firearms and ammunition. Among other things, the bill does the following: generally requires individuals to obtain a license to purchase, acquire, or possess a firearm or ammunition; raises the minimum age—from 18 years to 21 years—to purchase firearms and ammunition; establishes new background check requirements for firearm transfers between private parties; requires law enforcement agencies to be notified following a firearms-related background check that results in a denial; creates a statutory process for a family or household member to petition a court for an extreme risk protection order to remove firearms from an individual who poses a risk of committing violence; restricts the import, sale, manufacture, transfer, or possession of semiautomatic assault weapons and large capacity ammunition feeding devices; restricts the manufacture, sale, transfer, purchase, or receipt of ghost guns (i.e., guns without serial numbers); makes trafficking in firearms a stand-alone criminal offense; requires federally licensed gun dealers to submit and annually certify compliance with a security plan to detect and deter firearm theft; removes limitations on the civil liability of gun manufacturers; allows the Consumer Product Safety Commission to issue safety standards for firearms and firearm components; establishes a community violence intervention grant program; and promotes research on firearms safety and gun violence prevention.

Neighbors Not Enemies Act This bill repeals provisions authorizing the President to apprehend and remove from the United States the citizens of a particular nation, if the United States has declared war against that nation or that nation has threatened an invasion against the United States.

Connecting America's Active Transportation System Act This bill directs the Department of Transportation (DOT) to carry out an active transportation infrastructure investment program to provide competitive grants for states, Indian tribes, multi-county special districts, and local or regional government organizations to construct certain projects to provide safe and connected active transportation facilities, including for sidewalks, bikeways, and trails that connect between destinations within a community or between communities, metropolitan regions, or states. DOT must select grant recipients within 150 days after funds become available under this bill. The bill sets forth various limitations on the use of funds, including that DOT must obligate at least 30% of funds to certain projects, including projects that connect people with public transportation, businesses, workplaces, schools, residences, recreation areas, and other community activity centers; set aside at least $3 million to provide planning grants for eligible organizations to develop plans for active transportation networks and active transportation spines; and set aside at least $2 million to cover the costs of administration, research, technical assistance, communications, and training activities under the program. The federal share of grants must not exceed 80% of the total project cost.

Protecting Community Television Act This bill revises the definition of a franchise fee that is paid by a cable operator or cable subscriber to encompass only a tax, fee, or other monetary assessment that is imposed by a franchising authority or other governmental entity.

Transparency in Energy Production Act of 2020 This bill requires certain disclosures by entities seeking a lease or holding a lease to develop renewable energy operations or fossil fuel operations on public lands. The disclosures are those described in the Sustainability Accounting Standard for the Renewable Resources & Alternative Energy Sector or the Extractives & Mineral Processing Sector. Every two years, the Department of the Interior must submit a report to Congress that includes, among other things (1) for fossil fuel operations on public lands, the annual and two-year totals of greenhouse gas emissions, air quality, water management, biodiversity impacts, production, and the number of sites according to the metrics specified in the Sustainability Accounting Standard for Oil & Gas - Exploration & Production; and (2) for renewable energy operations on public lands, greenhouse gas emissions that would result from the production of the same amount of energy using fossil fuels.

Domestic Terrorism Prevention Act of 2020 This bill establishes new requirements to expand the availability of information on domestic terrorism, as well as the relationship between domestic terrorism and hate crimes. It authorizes domestic terrorism components within the Department of Homeland Security (DHS), the Department of Justice (DOJ), and the Federal Bureau of Investigation (FBI) to monitor, analyze, investigate, and prosecute domestic terrorism. The domestic terrorism components of DHS, DOJ, and the FBI must jointly report on domestic terrorism, including white-supremacist-related incidents or attempted incidents. DHS, DOJ, and the FBI must review the anti-terrorism training and resource programs of their agencies that are provided to federal, state, local, and tribal law enforcement agencies. It creates an interagency task force to analyze and combat white supremacist and neo-Nazi infiltration of the uniformed services and federal law enforcement agencies. Finally, it directs the FBI to assign a special agent or hate crimes liaison to each field office to investigate hate crimes incidents with a nexus to domestic terrorism.

United States-Israel PTSD Collaborative Research Act This bill establishes a grant program for collaborative efforts between the United States and Israel to advance research on post-traumatic stress disorders. The Department of Defense, in coordination with the Department of Veterans Affairs and the Department of State, shall award grants to eligible academic institutions or nonprofit entities in the United States. Work shall be conducted by the eligible entity and an entity in Israel under a joint research agreement.

Access to Counsel Act of 2020 This bill establishes various protections for aliens in certain immigration-related proceedings or inspections. When an alien is undergoing certain types of inspections or is subject to a removal, exclusion, or deportation proceeding, the alien shall be entitled to representation by counsel of the alien's choice, at no cost to the government. The current statute only states that an alien is entitled to representation in removal proceedings. If such an alien is subject to detention or inspection at a port of entry and cannot meet with counsel, U.S. Customs and Border Protection (CBP) or U.S. Immigration and Customs Enforcement (ICE) shall provide for remote communication with counsel. If such an alien has been denied access to counsel, the alien may not submit paperwork to abandon lawful permanent resident status or to withdraw an application for admission. The detention of an individual at a port of entry or a CBP or ICE facility shall (1) be limited to the briefest term and the least restrictive conditions necessary, and (2) include access to food, water, and restrooms.

Family Support Services for Addiction Act of 2020 This bill directs the Substance Abuse and Mental Health Services Administration to award grants to certain nonprofits to develop or expand services for individuals with substance use disorders and their families. Activities may include (1) developing education, resources, and trainings on issues related to substance use disorders and family support; (2) reducing stigma; and (3) educating health care providers about substance use disorders in families.

Early Childhood Mental Health Support Act of 2020 This bill requires the Department of Health and Human Services (HHS) to identify and review evidence-based interventions, best practices, curricula, and staff trainings in Head Start programs that improve the behavioral health of children and support staff wellness. HHS must (1) award grants to participating Head Start agencies to implement such interventions, and (2) evaluate the implementation of such interventions. The bill also permits HHS to fund five best practice centers in universities to prepare future Head Start agencies and staff to deliver such interventions.

Clean Federal Fleet Act of 2020 This bill revises provisions regarding emissions requirements for vehicles purchased for use in federal fleets, including by expanding the covered federal entities and by providing statutory authority for vehicle emission standards.

No War Against Iran Act This bill prohibits the obligation or expenditure of federal funds for any use of military force in or against Iran unless Congress has either declared war or enacted specific statutory authorization for such use. An exception is made for a presidential exercise of power to introduce Armed Forces into hostilities (or situations where imminent involvement in hostilities is clearly indicated) when there is a national emergency created by an attack upon the United States. The bill further states that no prior authorizations of military force (e.g., against Iraq) may be construed to authorize the use of military force against Iran.

Comprehensive Immunosuppressive Drug Coverage for Kidney Transplant Patients Act of 2019 This bill indefinitely extends Medicare coverage of immunosuppressive drugs for kidney transplant recipients for individuals who do not have other coverage. Under current law, Medicare coverage is limited to 36 months following a transplant.

21st Century Power Grid Act This bill requires the Department of Energy (DOE) to establish a program to provide financial assistance for projects designed to improve the resiliency, performance, or efficiency of the electric grid, while ensuring the provision of safe, secure, reliable, and affordable power. The projects must demonstrate (1) secure integration and management of energy resources, or (2) secure integration and interoperability of communications and information technologies related to the electric grid. Each project must include the development of a cybersecurity plan and a privacy effects analysis that evaluates the project in accordance with DOE's Voluntary Code of Conduct, commonly known as the DataGuard Energy Data Privacy Program. The projects may be designed to deploy a new product or technology that could be used by customers of an electric utility.

Affordable Safe Drinking Water Act of 2019 This bill revises the clean water state revolving fund (SRF) program and the drinking water SRF program. Both programs provide financial assistance for water infrastructure. The bill removes the 30-year term limits for loans under the SRF programs. Thus, new loans under the programs may have terms up to the projected useful life of the projects. Loan terms for existing loans may, on agreement of the parties to the loan, be extended. In addition, the bill allows states to use a percentage of SRF funds to replace pipes, plumbing fittings, and fixtures that carry water contaminated with lead or perfluoroalkyl or polyfluoroalkyl substances (commonly referred to as PFAS) at certain state, municipal, or tribal facilities (e.g., schools, parks, and senior centers) that provide the public or employees with drinking water. PFAS are man-made and may have adverse human health effects.

American Public Lands and Waters Climate Solution Act of 2019 This bill requires the Department of the Interior and the Forest Service to reduce net greenhouse gas emissions from public lands. The bill increases royalties on fossil fuels produced from public lands and creates annual, per-acre fees for federal oil and gas leases. The bill prohibits Interior from holding new lease sales for coal, oil, or gas for one year and until Interior (1) certifies that additional fossil fuel leasing on public lands is not inconsistent with achieving net-zero greenhouse gas emissions from public lands by 2040, and (2) releases a Public Lands Greenhouse Gas Reduction Strategy. Interior and the Forest Service shall reduce net emissions associated with the extraction and end-use combustion of fossil fuels produced from public lands to meet specified targets. The U.S. Geological Survey (USGS) must determine if the emission reduction targets have been met. If net emissions from public lands have exceeded the targets, Interior must not approve new fossil fuel permits and not hold new fossil fuel lease sales until the USGS has certified and issued a notice that net emissions are below the target level. Interior shall make available on a public website (1) information regarding fossil fuel operations, including the aggregate amount of each fossil fuel produced on federal leases; and (2) information that describes the amount and sources of renewable energy produced from public lands. The bill sets forth how revenue raised by the bill is to be distributed.

This resolution recognizes the fourth anniversary of the adoption of the Paris Agreement, an international agreement to keep global temperature from rising 2 degrees Celsius (3.6 degrees Fahrenheit) above preindustrial levels, and recommends that the United States remain a signatory to the global warming agreement.

New Way Forward Act This bill makes changes to immigration enforcement, including ending mandatory detention in certain cases. The Department of Homeland Security (DHS) shall not enter into or extend any contract with any public or private for-profit entity to own or operate a facility to detain aliens in DHS custody. The bill provides for various protections related to detaining aliens, such as (1) requiring DHS to make an initial custody determination and establish probable cause within 48 hours of taking an alien into custody, (2) establishing in hearings related to such determinations a presumption that the alien be released, and (3) requiring immigration judges to impose the least restrictive detention conditions necessary. A DHS officer may not interrogate a person as to immigration status based on factors such as the person's race, religion, sexual orientation, or spoken language. The bill removes mandatory detention requirements for certain aliens, such as asylum seekers with a credible fear of persecution. Removal proceedings against certain aliens previously admitted into the United States must commence within five years of the alien becoming deportable or inadmissible. The bill also removes certain crime-related grounds of inadmissibility and deportability. The bill gives immigration judges discretion to provide relief from removal if the removal is not based on certain crime-related grounds. State or local officers are prohibited from performing certain immigration enforcement functions, such as apprehending aliens. The National Crime Information Center database shall not contain an alien's immigration information. The bill repeals provisions providing criminal penalties for improper entry or reentry into the United States.

Diversifying by Investing in Educators and Students to Improve Outcomes For Youth Act or the Diversify Act This bill increases the maximum grant award under the Teacher Education Assistance for College and Higher Education (TEACH) Grant Program. The TEACH program awards grants to college students who plan to teach in low-income areas. The bill also exempts the TEACH program from sequestration, which is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals.

Protect SNAP Act This bill prohibits the Department of Agriculture from modifying work requirements for able-bodied adults receiving benefits under the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program). The bill also prohibits the use of federal funds (including fees) to implement or enforce the Food and Nutrition Service rule titled Supplemental Nutrition Assistance Program: Requirements for Able Bodied Adults Without Dependents , published on February 1, 2019.

Ending Punitive, Unfair, School-based Harm that is Overt and Unresponsive to Trauma Act of 2019 or the Ending PUSHOUT Act of 2019 This bill requires the Department of Education (ED) to award grants to local educational agencies and nonprofit organizations for the purpose of reducing suspension and expulsion of students (i.e., exclusionary disciplinary practices). The bill requires ED to collect data on exclusionary discipline in schools. It also establishes a joint task force to end school pushout.

International Violence Against Women Act of 2019 This bill provides for a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the Department of State an Office of Global Women's Issues, which shall be headed by an Ambassador-at-Large for Global Women's Issues. The Ambassador-at-Large shall (1) coordinate U.S. government efforts regarding gender equality and the advancement of women and girls in foreign policy, and (2) develop or update periodically a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the U.S. Agency for International Development the position of Senior Coordinator for Gender Equality and Women's Empowerment who shall direct policies, programs, and funding regarding gender equality and women's empowerment. The bill requires that U.S. assistance made available for humanitarian relief, conflict mitigation, and post-conflict reconstruction prevents and responds to violence against women and girls. The Department of State shall also identify incidents that occur during armed conflict and implement emergency responses.

Refugee Protection Act of 2019 This bill provides protections for aliens such as asylum seekers and contains other provisions. The bill's provisions include eliminating the general requirement that an asylum seeker apply for asylum within one year of arriving in the United States; prohibiting requiring an asylum seeker to provide corroborating evidence of persecution if such evidence is not reasonably obtainable; waiving certain grounds of inadmissibility or deportability for qualifying refugees seeking permanent resident status; requiring the Department of Justice to appoint counsel to a child or particularly vulnerable individual in certain immigration proceedings; increasing the annual cap on principal nonimmigrant U visas (victims of crimes) from 10,000 to 20,000; prohibiting the removal of an alien with certain pending immigration applications, such as a U visa application; imposing limits on when an alien may be removed from the United States in a proceeding without the alien present; establishing a presumption that the least restrictive conditions necessary should be imposed in custody proceedings for asylum seekers, including release if appropriate; establishing that the maximum number of refugees admitted each fiscal year shall be no less than 95,000; directing the Department of State to help other governments increase their capacity to care for and accept refugees; directing the State Department to establish refugee processing centers in other countries in North and Central America; and authorizing the Department of Homeland Security to provide special immigrant status to qualified aliens who assisted U.S. efforts in Syria and admit up to 5,000 such aliens each fiscal year for five years.

100% Clean Economy Act of 2019 This bill establishes requirements to reduce greenhouse gas pollution. Specifically, the bill sets a national goal of achieving a 100% clean economy (i.e., economy-wide, net-zero greenhouse gas emissions) by no later than 2050. Each federal agency must develop and implement a plan to rapidly achieve the national goal. The Environmental Protection Agency (EPA) must monitor, evaluate, and report on the progress of the United States in achieving the national goal. In addition, the EPA must establish the Clean Economy Federal Advisory Committee to make recommendations to the EPA on one or more interim greenhouse gas emissions reduction goals for the United States to achieve before achieving the national goal. After obtaining the committee's recommendations, the EPA must recommend to Congress one or more interim goals.

Prostate-Specific Antigen Screening for High-risk Insured Men Act or the PSA Screening for HIM Act This bill requires group health insurance plans to cover preventive prostate cancer screenings that are not already covered under the recommendations of the U.S. Preventive Services Task Force for men with a family history of prostate cancer, without imposing any cost-sharing requirement.
