Nurse Overtime and Patient Safety Act of 2024 This bill requires certain providers, as a condition of Medicare participation, to limit mandatory overtime for nurses. Specifically, the bill prohibits hospitals, ambulatory surgical centers, home health agencies, rural health clinics, federally qualified health centers, and other specified providers from requiring nurses to work (1) more than a previously scheduled shift, 48 hours in a workweek, or 12 consecutive hours in a 24-hour period; or (2) during the 10 hours immediately following the 12th hour worked in a shift during a 24-hour period. Qualifying work hours include time spent in training, on call, and on standby. The bill's provisions do not apply during declared emergencies or disasters, subject to specified conditions, and do not preclude voluntary overtime. The bill also establishes (1) certain protections for nurses who file complaints against providers, (2) documentation and notice requirements for providers, and (3) potential civil penalties for violations.

This resolution expresses strong support for continued access to fertility care and assisted reproductive technology, including in vitro fertilization at home and abroad. It also condemns any judicial ruling that would result in restricted access to fertility care and assisted reproductive technology.

Philippine Medicare Portability Study Act This bill requires the Government Accountability Office to report on the feasibility and financial effects of expanding Medicare coverage to include items and services that are provided in the Philippines. The report must include the estimated cost savings to Medicare from 2025 through 2034, as well as a description of any necessary legislative and administrative changes that would be required to expand coverage.

FIFA World Cup 2026 Commemorative Coin Act This bill directs the Department of the Treasury to mint coins in commemoration of the FIFA World Cup 2026 to be held in the United States, Mexico, and Canada. All surcharges received by Treasury from the sale of the coins shall be promptly paid by Treasury to FWC2026 US, Inc. (the U.S.-incorporated FIFA subsidiary operating the FIFA Men's World Cup 2026) for the purpose of aiding soccer programs and activities in the United States.

Foreign Overseas Residence Conditions Enhancement Act or the FORCE Act This bill requires the Department of Defense to report on the quality of all military unaccompanied housing not located in the United States (i.e., government-owned military housing that is intended to be occupied by members of the Armed Forces serving a tour of duty unaccompanied by dependents).

This bill establishes a statutory definition for essential health system under Medicare. Under the bill, an essential health system is one that (1) is an acute care hospital that is paid under Medicare's inpatient prospective payment system (excluding children’s, inpatient psychiatric, long-term care, rehabilitation hospitals, and certain cancer hospitals); (2) is a non-federal governmental or private nonprofit hospital; and (3) is a Medicaid disproportionate share hospital, has a Medicare disproportionate patient percentage of at least 35%, or has a Medicare disproportionate share hospital uncompensated care payment factor of 0.0005 or more.

Credit for Caring Act of 2024 This bill allows an eligible caregiver a tax credit of up to $5,000 for 30% of the cost of long-term care expenses that exceed $2,000 in a taxable year. The bill defines eligible caregiver as an individual who has earned income for the taxable year in excess of $7,500 and pays or incurs expenses for providing care to a spouse or other dependent relative with long-term care needs.

Scheduling for Community Health and Easy Data to Understand for Legislators to Evaluate Services Act of 2024 or the SCHEDULES Act of 2024 This bill requires the Department of Veterans Affairs (VA) to establish a standard for timing between the date on which a referral for VA care is entered into the VA's system and the date on which an appointment for care occurs, whether at a VA facility or through care in the community. The VA must publish the standard in the Federal Register and on a publicly accessible VA website. Additionally, the VA must submit a report at least quarterly on the number and percentage of referrals that meet the new timing standard.

Servicemember Apprenticeship Act This bill requires the Department of Defense (DOD) to conduct a study to identify the private entities participating in Skillbridge that offer positions in registered apprenticeship programs to members of the Armed Forces who are eligible for Skillbridge. Skillbridge provides members of the Armed Forces with opportunities to gain civilian work experience through training, apprenticeships, or internships and connects service members who are transitioning to civilian life with job experiences. DOD must consult with officials and employees of the Department of Labor who have experience with registered apprenticeship programs to facilitate DOD entering into agreements with entities that offer apprenticeship programs in areas where DOD determines few positions are available to members of the Armed Forces.

College Opportunities for Servicemembers Act This bill authorizes the Department of Defense to conduct outreach to institutions of higher education for purposes of entering into more agreements that may provide training or internships to members of the Armed Forces under the Skillbridge program. Skillbridge provides members of the Armed Forces with opportunities to gain civilian work experience through training, apprenticeships, or internships and connects service members who are transitioning to civilian life with job experiences. Additionally, DOD may conduct outreach and provide assistance to institutions of higher education to support the creation of centers at the institutions through which members of the Armed Forces who are eligible for Skillbridge and veterans may receive job training.

This resolution condemns acts of rape and sexual violence as weapons of war, including those acts committed by Hamas on and since October 7, 2023. The resolution also calls on all nations to criminalize rape and sexual assault and hold accountable all perpetrators of sexual violence, including state and non-state armed groups.

Securing Chain of Command Continuity Act This bill requires certain notifications whenever a head of an executive branch agency who is a member of the National Security Council (for example, the Secretary of State or the Secretary of Defense) becomes medically incapacitated. In the event that such an agency head becomes medically incapacitated, the person serving in an acting capacity as the agency head (or, if no person is acting, the first assistant to the office of the agency head) must notify within 24 hours the Executive Office of the President, the Comptroller General, the Majority and Minority Leaders of the Senate, and the Speaker and Minority Leader of the House of Representatives. In the event that such notifications are not made, the bill requires a report containing certain information related to the medical incapacitation, the individual who served in an acting capacity, and an explanation of why the required notifications were not made.

This bill requires the Joint Committee on the Library to enter into an agreement to obtain a statue of Benjamin Franklin. The committee shall place the statue in a permanent public location in the U.S. Capitol.

Affordable Connectivity Program Extension Act of 2024 This bill extends and provides FY2024 funding for the Affordable Connectivity Program, which provides a monthly benefit that allows eligible low-income households to receive discounted internet service. The program also provides a one-time discount that may be used to purchase a connected device, such as a computer.

This resolution commends Taiwan for its example of self-governance and regards Taiwan's democracy as a great strategic strength for the free world. The resolution also expresses concern about Chinese interference in Taiwan's 2024 elections and expresses commitment to continuing a strong partnership with Taiwan, regardless of the outcome of the elections.

Military Personnel Confirmation Restoration Act of 2023 This bill requires the Department of Defense (DOD) to provide certain relief to individuals whose promotions to a grade or rank in the Armed Forces of O-7 or higher were delayed by the Senate. Specifically, the bill applies to those individuals who were confirmed between December 5, 2023, and December 31, 2023. The bill requires DOD to provide pay and benefits associated with the appointment retroactive to the later of (1) the date that is 30 days after the date on which the nomination was placed on the Executive Calendar of the Senate, or (2) the date on which the individual would have been appointed but for the suspension of Senate confirmation of appointments.

Preserving Seniors' Access to Physicians Act of 2023 This bill increases payments under the Medicare physician fee schedule for 2024. Specifically, the bill increases payments for 2024 by 4.62% (current law provides for a 1.25% increase).

This resolution urges Ukraine to resume allowing certain U.S. citizens to adopt and to receive pre-adoptive placements of Ukrainian children. Specifically, the resolution: recommends Ukraine consider, as particularly urgent, cases where prospective U.S. parents have completed Ukraine's adoption process and received approval prior to the suspension of adoptions by non-Ukrainians on March 13, 2022; recommends that, in cases where Ukrainian children had already been placed in hosting programs, prospective U.S. parents be allowed to initiate the adoption process; and recommends that prospective U.S. parents be allowed to apply to receive, in a pre-adoptive placement, Ukrainian children that previously participated in hosting programs and that have an uncertain legal status regarding adoption.

Expanding Public Lands Outdoor Recreation Experiences Act or EXPLORE Act This bill sets forth policies for the Department of the Interior and the Department of Agriculture related to recreation on certain public lands. Issues addressed include itemized budget information for outdoor recreation across departments; long-distance bike trails; recreational climbing activities; target shooting ranges; overnight campsites in Arkansas; filming and still photography; motorized and nonmotorized access; invasive species; gateway communities; real-time information for the public on visitor levels; broadband and cellular service; public-private partnerships; access for persons with disabilities to trails and recreation opportunities; recreational and job opportunities for military members and veterans; youth access to recreational lands; issuance of special recreation permits; a digital version of the National Parks and Federal Recreational Lands Pass; extension of seasonal recreation opportunities; and volunteers on public recreational lands.

Medical Nutrition Therapy Act of 2023 This bill expands Medicare coverage of medical nutrition therapy services. Currently, Medicare covers such services for individuals with diabetes or kidney disease under certain circumstances; such services must also be provided by a registered dietitian or nutrition professional pursuant to a physician referral. The bill extends coverage to individuals with other diseases and conditions, including obesity, eating disorders, cancer, and HIV/AIDS; such services may also be referred by a physician assistant, nurse practitioner, clinical nurse specialist, or (for eating disorders) a clinical psychologist.

Veterans Heroin Overdose Prevention Examination Act or the Veterans HOPE Act This bill requires the Department of Veterans Affairs (VA) to complete a review of the deaths of all covered veterans who died from opioid overdoses during the five-year period preceding the enactment of this bill. Covered veterans are those who received VA hospital care or medical services during the five-year period preceding the death of the veteran. The VA shall report on the results of the review and make such report publicly available.

Embassy Construction Integrity Act of 2023 This bill prohibits the Department of State from acquiring or leasing certain buildings for use as a consular or diplomatic post outside of the United States, with a focus on restrictions against buildings owned by entities controlled by the Chinese government. The restrictions in this bill apply to certain entities affiliated with the Chinese government, generally those controlled or owned (at least a 25% stake) by the Chinese government or its agents. The State Department may not acquire or lease a building for a consular or diplomatic post if (1) the building is owned in whole or in part by an entity affiliated with the Chinese government, or (2) such an entity has performed construction or maintenance on the building at any time after 1948. The bill also prohibits the State Department from allowing such an entity to perform construction or maintenance on any building that functions as a consular or diplomatic post.
