International Violence Against Women Act of 2019 This bill provides for a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the Department of State an Office of Global Women's Issues, which shall be headed by an Ambassador-at-Large for Global Women's Issues. The Ambassador-at-Large shall (1) coordinate U.S. government efforts regarding gender equality and the advancement of women and girls in foreign policy, and (2) develop or update periodically a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the U.S. Agency for International Development the position of Senior Coordinator for Gender Equality and Women's Empowerment who shall direct policies, programs, and funding regarding gender equality and women's empowerment. The bill requires that U.S. assistance made available for humanitarian relief, conflict mitigation, and post-conflict reconstruction prevents and responds to violence against women and girls. The Department of State shall also identify incidents that occur during armed conflict and implement emergency responses.

Promoting Research and Observations of Space Weather to Improve the Forecasting of Tomorrow Act or the PROSWIFT Act This bill requires the establishment of a space weather interagency working group and advisory group, the continued delivery of certain space based observations and research, and the establishment of a Space Weather Government-Academic-Commercial Roundtable. The working group shall lead executive branch actions to improve the understanding of and preparation for space weather phenomena and the coordination of federal space weather activities. The Office of Science and Technology Policy must develop a strategy for coordinated observation of space weather by working group agencies. The advisory group shall receive advice from specified stakeholders, including the commercial space weather sector, to inform the interests and work of the working group. The National Aeronautics and Space Administration (NASA) and the National Oceanic and Atmospheric Administration (NOAA) shall work with federal and international partners to secure reliable back-up capability for near real-time coronal mass ejection imagery and other relevant observations required for space weather forecasts. The National Science Foundation, NOAA, and NASA shall each pursue multidisciplinary research in subjects that further the understanding of solar physics, space physics, and space weather. The roundtable shall facilitate communication and knowledge transfer among government participants in the working group, the academic community, and the commercial space weather sector. The working group shall periodically review and update the benchmarks identified as Space Weather Phase I Benchmarks .

100% Clean Economy Act of 2019 This bill establishes requirements to reduce greenhouse gas pollution. Specifically, the bill sets a national goal of achieving a 100% clean economy (i.e., economy-wide, net-zero greenhouse gas emissions) by no later than 2050. Each federal agency must develop and implement a plan to rapidly achieve the national goal. The Environmental Protection Agency (EPA) must monitor, evaluate, and report on the progress of the United States in achieving the national goal. In addition, the EPA must establish the Clean Economy Federal Advisory Committee to make recommendations to the EPA on one or more interim greenhouse gas emissions reduction goals for the United States to achieve before achieving the national goal. After obtaining the committee's recommendations, the EPA must recommend to Congress one or more interim goals.

Better and Robust Screening Today Act or the BRST Act This bill revises revises coverage of primary and preventive health services for women under the TRICARE program to include the use of digital breast tomosynthesis in breast cancer screening.

Youth Workforce Readiness Act of 2019 This bill requires the Department of Labor to award grants to certain national youth-serving organizations for comprehensive workforce readiness programs provided to youth that take place before or after school, during summer vacation or holiday, or on the weekend (i.e., out-of-school-time programs). Such grants must be used to develop and implement youth workforce readiness programs, including for activities such as on-the-job and leadership opportunities, internships, and other supportive services. The bill also requires local workforce development boards to establish youth councils as subgroups of the boards.

Non-Opioids Prevent Addiction In the Nation Act or the NOPAIN Act This bill temporarily establishes separate payments for certain non-opioid treatments under the Medicare prospective payment system for hospital outpatient department services and the payment system for ambulatory surgical center services. The bill applies to pain management treatments that are able to replace or reduce opioid consumption, as shown through clinical trials or data.

Humane Cosmetics Act of 2019 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing. These prohibitions begin one year after enactment.

Refuge From Cruel Trapping Act of 2019 This bill prohibits the use or possession of body-gripping traps in the National Wildlife Refuge System. The bill imposes on persons who possess or use such traps in the system (1) for a first offense, a civil fine of up to $500 for each body-gripping trap possessed or used; and (2) for subsequent offenses, a civil fine of up to $1,000 for each body-gripping trap possessed or used, imprisonment for up to 180 days, or both such a civil fine and imprisonment. The bill makes any body-gripping traps that are possessed or used in violation of this bill, and any wildlife captured by the use of such traps, including the pelts and raw fur, subject to civil forfeiture. Persons found to be in violation of such prohibition shall pay all associated court costs.

Wage Adjustment for Veterans Enrolled in School Act or the WAVES Act This bill requires the Department of Veterans Affairs to adjust the work-study allowance under its educational assistance programs to the higher of the hourly national minimum wage, the hourly minimum wage of the state, or the hourly minimum wage of the local government where the services are to be performed.

Put Patients First Act This bill prohibits the application of the rule issued by the Department of Health and Human Services on May 21, 2019, that strengthens the enforcement of conscience and anti-discrimination laws related to the rights of covered health care providers to refuse to participate in certain procedures, such as abortions, sterilization, or assisted suicide.

Veteran Employment and Child Care Access Act of 2019 This bill requires the Department of Veterans Affairs (VA) to provide child care assistance to an eligible veteran for any period that the veteran (1) receives VA training or vocational rehabilitation, and (2) is required to travel to and from a facility for the receipt of such training or rehabilitation. Child care assistance may only be provided once for a child and for a period shorter than six months, but the VA is authorized to waive such limitations. The term eligible veteran is defined as a veteran who is the primary caretaker of a child and (1) who is receiving VA training or vocational rehabilitation on a full-time basis, or needs and would receive such training or rehabilitation from the VA but for the lack of child care; and (2) whose family's adjusted gross income meets certain criteria. The bill provides for various types of child care assistance, as the VA considers appropriate.

This joint resolution eliminates the deadline for the ratification of the Equal Rights Amendment, which prohibits discrimination based on sex. The amendment was proposed to the states in House Joint Resolution 208 of the 92nd Congress, as agreed to in the Senate on March 22, 1972. The amendment shall be part of the Constitution whenever ratified by the legislatures of three-fourths of the states.

Protecting Benefits for Disabled Veterans Act of 2019 This bill authorizes the Department of Veterans Affairs (VA) to assign, for purposes of the disability compensation program, a disability rating of total to a veteran who meets certain parameters and is unable to secure or maintain substantially gainful employment due to a service-connected disability. Specifically, the VA may make such a disability determination if a veteran has a service-connected disability rated at least 60%, or has two or more service-connected disabilities with one being at least 40% and a combined total of at least 70%. The VA may also make a determination on the disability rating in circumstances where a veteran meeting the specified parameters maintains marginal employment (income is less than the poverty threshold), or if the veteran maintains substantially gainful employment (exceeds the poverty threshold) and the VA determines that the rating is appropriate. The bill prescribes what disabilities may be considered as one disability (e.g., disabilities incurred or aggravated as a prisoner of war). The VA may not consider the age of a veteran or eligibility for retirement benefits when making any determination related to disability rating.

Investing in American Workers Act This bill allows a business-related tax credit for employers who increase worker training expenditures. The credit is equal to 20% of the excess of (1) the qualified training expenditures for the taxable year, over (2) the average of the adjusted qualified training expenditures for the three previous taxable years. If the employer had no qualified training expenditures in any one of the three previous years, the credit is equal to 10% of the adjusted qualified training expenditures for the year. The credit applies to expenditures for the training of non-highly compensated employees (annual compensation does not exceed $82,000). The training must result in the attainment of a recognized postsecondary credential and be provided through an apprenticeship program; a program of training services that is included on a list of eligible training providers that states are required to maintain under the Workforce Innovation and Opportunity Act; a program that is conducted by an area career and technical education school, a community college, or a labor organization; or a program that is sponsored and administered by an employer, industry trade association, industry or sector partnership, or labor organization. Certain small businesses and tax-exempt organizations may apply the credit against payroll taxes, subject to specified limits and requirements. Eligible small businesses may also apply the credit against the alternative minimum tax.

Opportunity Zone Accountability and Transparency Act This bill requires a qualified opportunity fund to file an annual return containing certain information, including (1) the name, address, and tax identification number of the fund; (2) certification that the purpose of the fund is investment in qualified opportunity zone property, and (3) the total assets held by the fund in the reporting period. The return must also provide similar information for opportunity zone corporations and partnerships and real property used in an opportunity zone business. The bill provides for a penalty for the failure of a fund to file a correct information return.

Basic Assistance for Students In College Act or the BASIC Act This bill directs the Department of Education (ED) to award planning and implementation grants to institutions of higher education in order to identify and meet the basic needs of students, including food, housing, transportation, and health care. ED must also implement an agreement to (1) share data with other federal agencies in order to identify students who may be eligible for certain federal benefits; and (2) coordinate efforts to enroll those students in federal benefits programs, including Medicaid and the Supplemental Nutrition Assistance Program.

Leveraging Effective Apprenticeships to Rebuild National Skills Act or the LEARNS Act This bill establishes, in the Employment and Training Administration of the Department of Labor, an Office of Apprenticeship to determine whether an apprenticeship program meets requirements for registration and maintains the standards necessary to remain registered, manage the national apprenticeship system (the collective group of registered apprenticeship programs and pre-apprenticeship programs in the nation), and make grants on a competitive basis to eligible entities to carry out projects that support development of pre-apprenticeship programs. The bill also establishes in Labor a National Advisory Committee on Apprenticeships. Labor and the Department of Education shall establish a voluntary Registered Apprenticeship-College Collaborative consisting of the sponsors carrying out registered apprenticeship programs, two- or four-year postsecondary educational institutions, and organizations that represent such programs or institutions, that agree to meet certain criteria in order to promote stronger connections between the registered apprenticeship programs involved and participating two- and four-year postsecondary educational institutions. Labor shall make assistance payments to eligible sponsors of new registered apprenticeship programs or of existing programs that add employers as new partners.

Department of Veterans Affairs Contracting Preference Consistency Act This bill requires the Department of Veterans Affairs (VA) to give preference to nonprofit firms that employ the blind and significantly disabled when contracting for covered products and services that are included on the procurement list maintained by the U.S. AbilityOne Commission. The commission provides employment opportunities for people who are blind or have significant disabilities. A covered product or service is one that was included on the commission's procurement list on or before December 22, 2006, or a product or service that (1) is a replacement for a product or service on the commission's procurement list, (2) is essentially the same and meets the same requirements as the product or service being replaced, and (3) meets the VA's quality standards and delivery schedule.

Rural America Health Corps Act This bill requires the Health Resources and Services Administration to establish a demonstration project under the National Health Service Corps Loan Repayment Program to increase the number of health care providers in rural areas. Specifically, eligible participants who agree to serve for 5 years in such a rural area may receive up to $25,000 in loan repayments for each year of service.

Global Child Thrive Act of 2019 This bill reauthorizes for FY2020-FY2025 programs to provide assistance to orphans and other vulnerable children in developing countries. The bill also requires the U.S. Agency for International Development to direct relevant executive branch agencies to incorporate early childhood development into current programs and promote inclusive early childhood development in partner countries. Such actions to promote early childhood development shall build on existing U.S. plans and strategies and aim to (1) prevent unnecessary family-child separation, (2) assist families with children with disabilities, and (3) help countries transition from child care protection systems that rely on residential care (such as orphanages and children's homes) to ones focused on family-based care.

Rebuild Rural America Act of 2019 This bill directs the Department of Agriculture to establish the Rural Innovation and Partnership Administration and the Rural Future Partnership Fund to provide five-year renewable block grants to certified rural regions to implement locally-developed regional revitalization plans.

General James N. Mattis Congressional Gold Medal Act This bill directs Congress to award a Congressional Gold Medal to General James N. Mattis in recognition of his distinguished military career. Following the award, the medal shall be given to the Smithsonian Institution, where it shall be available for display as appropriate and made available for research. The U.S. Mint may strike and sell duplicates in bronze of the gold medal.

Healthy Start Reauthorization Act of 2019 This bill modifies and reauthorizes through FY2024 the Healthy Start program, which provides grants that support interventions to improve women’s health before, during, and after pregnancy. Further, the bill requires the Health Resources and Services Administration to consider communities with high rates of infant mortality when awarding grants and requires the Government Accountability Office to evaluate the program’s health outcomes.

Safe at Home Act This bill requires each executive agency and federal court to accept, for any purpose for which an individual is required to provide an address to the agency or court, an address designated to that individual pursuant to an address confidentiality program (e.g., a program to protect stalking or domestic violence victims).

Federal Firefighter Flexibility and Fairness Act This bill provides that any hours worked by a firefighter under a qualified trade-of-time arrangement shall be disregarded for purposes of determining eligibility for, or the amount of, any overtime pay. The bill defines "qualified trade-of-time arrangement" as an arrangement under which two firefighters who are employed by the same agency agree, solely at their option and with the approval of their employing agency, to substitute for one another during scheduled work hours in the performance of work in the same capacity.

National World War II Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.

Equitable Student Aid Access Act This bill revises certain income requirements for calculating federal student financial aid amounts, and it requires the Department of Education (ED) to publish certain requirements for financial aid offers. Specifically, the bill eliminates the simplified needs test in financial aid applications for families with income below a specified threshold, and it increases the income threshold that automatically qualifies a student for certain financial aid. When determining the total income of an applicant or an applicant's household, ED shall provide for the use of data from the second preceding tax year to simplify applications used for the estimation and determination of financial aid eligibility. ED must also conduct consumer testing to serve as the basis for determining requirements for financial aid offers. A financial aid offer must contain information such as cost of attendance and sources of available financial aid, as well as a standardized quick reference box to enable comparison of information on college costs and financial aid.

Stopping Harmful Interference in Elections for a Lasting Democracy Act or the SHIELD Act This bill establishes a duty to report election interference from foreign entities, applies existing campaign advertising requirements to online advertisements, and generally limits political spending and election interference by foreign entities. Specifically, a political committee must report certain foreign contacts involving an offer of unlawful election assistance to the Federal Bureau of Investigation and the Federal Election Commission. The bill establishes criminal penalties for violations of these requirements. Existing requirements for political advertisements and electioneering communications apply to internet and digital advertisements, including requirements related to disclosures and contributions. Additionally, large online platforms must maintain a public database of certain political advertisements. The bill places limitations on political spending by foreign entities. Specifically, foreign entities may not (1) contribute to campaigns related to ballot initiatives and referenda, or (2) make disbursements for certain internet activity referring to a candidate or a political issue. A candidate is prohibited from offering to share nonpublic campaign information with certain foreign entities. The bill also prohibits (1) the dissemination of false statements regarding federal elections or public endorsement, or (2) the intentional hindering of voting or registering to vote. The bill establishes criminal penalties and a private right of action with respect to these prohibitions.

Pell Plus Act of 2019 This bill establishes the Pell Plus program to award an additional federal Pell Grant, which shall be matched by the institution of enrollment, to third- and fourth-year students who are projected to complete their undergraduate course of study in no more than four academic years.

Veterans' Right to Breathe Act This bill provides a presumption of service connection to burn pit-exposed veterans for certain diseases. Under a presumption of service connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. A burn pit-exposed veteran is a veteran who was supporting a contingency operation on or after January 1, 1990, and was stationed at a location where an open burn pit (an area used for burning solid waste in open air without equipment) was used.

Improving Provider Directories Act This bill requires private health insurance plans, including self-funded employer health plans, to display in online provider directories a method for notifying the plan about inaccurate provider information. Upon such notification, plans must correct and update the provider information in each directory within 30 days and submit an annual report to the state insurance commissioners in each state where the plan is available that contains the all corrective actions taken during the previous year. Plans that do not comply with this requirement are subject to a tax penalty.

Health Savings for Families Act of 2019 This bill amends the Internal Revenue Code to permit contributions to health savings accounts by individuals whose spouses have health flexible spending accounts.

Public Servants Protection and Fairness Act This bill establishes an alternative formula to calculate Old-Age, Survivors, and Disability Insurance benefits for those who receive pensions for certain non-covered employment. (The existing formula is known as the windfall elimination provision.) The alternative formula adjusts an individual's total lifetime earnings based on the proportion of covered earnings (i.e., earnings subject to Social Security payroll taxes). It applies to individuals who (1) first become eligible for benefits after 2021, (2) have earnings from non-covered service performed after 1977 and (3) have less than 30 years of coverage (i.e., years in which a beneficiary is considered to have contributed a substantial amount into the Social Security trust funds). Beneficiaries receive the higher benefit amount as calculated under the alternative method or the existing formula. In addition, the bill provides rebates for certain beneficiaries currently impacted by the existing formula. The Social Security Administration must include non-covered earnings in Social Security account statements, and the Government Accountability Office must study the availability of certain information related to retirement plans maintained by state and local governments.

This joint resolution nullifies a rule issued by the Department of Education (ED) on September 23, 2019. The rule revised the process for a student loan borrower to obtain a discharge from a student loan if an institution of higher education misrepresented a material fact. Among other requirements, the 2019 rule requires each borrower to apply to ED for a defense to repayment. However, under the previous 2016 rule, an application could be submitted on behalf of an entire group (e.g., veterans).

Fair Sugar Policy Act of 2019 This bill makes several modifications to the Department of Agriculture's sugar program. Among other modifications, the bill decreases the rate for price support loans, repeals the marketing allotments, revises the administration of import quotas, and repeals the Feedstock Flexibility Program.

Pediatricians Accelerate Childhood Therapies Act of 2019 or the PACT Act of 2019 This bill provides statutory authority for the Trans-National Institutes of Health (NIH) Pediatric Research Consortium to coordinate pediatric research across national health research institutions. The consortium, chaired by the director of the Eunice Kennedy Shriver National Institute of Child Health and Human Development, must develop priorities for the NIH to award research grants to early career pediatric researchers, including physician-scientists and researchers from underrepresented populations.

Fiscal State of the Nation Resolution This concurrent resolution requires the congressional budget committees to conduct an annual joint hearing to receive a presentation from the Comptroller General regarding (1) the Government Accountability Office's audit of the financial statement of the executive branch, and (2) the financial position and condition of the federal government.
