Teacher Loan Repayment Act of 2017 This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to modify the financial aid programs for teachers. Specifically, it terminates the authority of the Department of Education (ED) to: (1) award new grants under the Teacher Education Assistance for College and Higher Education (TEACH) Grant program, and (2) enter new loan forgiveness agreements under the Teacher Loan Forgiveness program. The bill authorizes and directs ED to administer a new loan repayment for teachers program. To qualify, a borrower must be a full-time teacher in a low-income school or location and meet other requirements. ED, on behalf of a qualified borrower, makes $250-$400 direct monthly payments on Federal Family Education Loan or Direct Loan program subsidized, unsubsidized, and, in certain circumstances, consolidation Loans. To remain eligible for loan repayment, a borrower must continue to be employed in the school or location of initial eligibility. The total maximum loan repayment amount is $23,400 over six years. A borrower must repay the remaining principal and interest. An individual who currently participates in the Teacher Loan Forgiveness program may continue participating in such program or enter the new loan repayment for teachers program.

Amends Rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House of Representatives. Requires the Speaker, whenever a moment of silence related to a tragedy in the United States or its territories involving gun violence occurs on the floor of the House, to announce on the next legislative day the standing committee (or subcommittee) designated to hold a hearing on the event.

Rabbi Michoel Ber Weissmandl Congressional Gold Medal Act of 2017 This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to Rabbi Michoel Ber Weissmandl in recognition of his acts of valor during World War II.

Coastal Communities Ocean Acidification Act of 2017 This bill amends the Federal Ocean Acidification Research and Monitoring Act of 2009 to require the National Oceanic and Atmospheric Administration (NOAA) to conduct and update at least once every seven years an ocean acidification coastal community vulnerability assessment with a corresponding public report. The assessment must identify: (1) U.S. coastal communities that are most dependent on coastal and ocean resources that may be impacted by ocean acidification; (2) the nature of those communities' social and economic vulnerabilities; (3) impacts from changes in ocean and coastal marine resources that are not managed by the federal government; and (4) key knowledge gaps where research could be devoted to better understand the possible ocean acidification impacts, risks, threats, and possible adaptation strategies for the communities. In carrying out the ocean acidification coastal community vulnerability assessment, NOAA must collaborate with state and local government entities that are conducting or have completed vulnerability assessments, strategic research planning, or other similar activities related to ocean acidification and its impacts on coastal communities. NOAA's ocean acidification program is expanded to include an ongoing mechanism that allows affected industry members, coastal stakeholders, non-federal resource managers, and outside scientific experts not employed by the federal government to provide input on research, data, and monitoring necessary to support on-the-ground management, decision making, and adaptation related to ocean acidification and its impacts. The strategic plan for ocean acidification research and monitoring developed by the Joint Subcommittee on Ocean Science and Technology of the National Science and Technology Council must make recommendations for research to address the key knowledge gaps identified in the community vulnerability assessment report.

Save Our Seas Act of 2017 or the SOS Act of 2017 This bill amends the Marine Debris Act to revise the Marine Debris Program to require the National Oceanic and Atmospheric Administration (NOAA) to work with: (1) other agencies to address both land- and sea-based sources of marine debris, and (2) the Department of State and other agencies to promote international action to reduce the incidence of marine debris. The bill also revises the program by allowing NOAA to make sums available for assisting in the cleanup and response required by severe marine debris events. NOAA must prioritize assistance for activities that respond to a severe marine debris event in: (1) a rural or remote community, or (2) a habitat of national concern. The bill urges the President to: (1) work with foreign countries that contribute the most to the global marine debris problem in order to find a solution to the problem; (2) study issues related to marine debris, including the economic impacts of marine debris; and (3) encourage the Office of the U.S. Trade Representative to consider the impact of marine debris in relevant future trade agreements. The Interagency Marine Debris Coordinating Committee must expand to include a senior official from the State Department or from the Department of the Interior. This bill reauthorizes for FY2018-FY2022: (1) the Marine Debris Program, (2) an information clearinghouse on marine debris, and (3) enforcement of laws about discarded marine debris from ships.

GSP Footwear Act of 2017 This bill amends the Trade Act of 1974 to authorize the President to designate certain footwear as eligible for duty-free treatment under the Generalized System of Preferences (GSP). The President shall include in the next six annual reports to Congress regarding the status of internationally recognized worker rights within a GSP eligible beneficiary developing country a study on the state of the U.S. footwear manufacturing industry for the preceding year. In conducting any study of the probable economic effect of providing duty-free treatment under the GSP to such footwear, the U.S. Trade Representative shall request the U.S. International Trade Commission to examine current domestic production of like or directly competitive footwear articles and to identify any such articles where domestic commercial production is likely to occur within the next year.

Housing Our Heroes Act This bill directs the Department of Veterans Affairs (VA) to begin a three-year pilot grant program to assess the feasibility of awarding grants to eligible entities to purchase and renovate abandoned homes for homeless veterans. Eligible entities are veterans service agencies and organizations, homeless organizations, and other nongovernmental organizations that demonstrate a record of financial stability and experience in developing housing for homeless veterans. The VA shall give grant priority to entities that serve communities with the greatest need of homeless services and may give grant priority to achieve geographic grant distribution. The bill establishes the Veterans Homelessness Grant Fund.

Horseracing Integrity Act of 2017 This bill establishes the Horseracing Anti-Doping and Medication Control Authority as an independent non-profit corporation with responsibility for developing and administering an anti-doping and medication control program for: (1) Thoroughbred, Quarter, and Standardbred horses that participate in horse races that have a substantial relation to interstate commerce, (2) such horse races, and (3) the personnel engaged in the care, training, or racing of such horses. The Federal Trade Commission (FTC) shall have exclusive jurisdiction over all horse racing anti-doping and medication control matters. The Authority and such FTC jurisdiction shall terminate if an interstate compact providing for services consistent with such program is established within five years after the program takes effect. The Authority may enter into agreements with state racing commissions to implement the program within their jurisdictions. Program elements shall include: anti-doping and medication control rules, lists of permitted and prohibited substances and methods, a prohibition on the administration of any such substance within 24 hours of a horse's next racing start, and testing and laboratory standards. The Authority shall: develop, maintain, and publish such lists; establish a list of anti-doping and medication control rule violations applicable to either covered horses or persons; establish standards and the process for laboratory accreditation and sample testing; and promulgate rules for anti-doping and medication control results management, for the disciplinary process for violation results management, and for imposing sanctions for violations. The bill sets forth civil enforcement provisions. Activities under this bill are funded by an assessment placed on state racing commissions based on the calculation of cost per racing starter.

AMBER Alert in Indian Country Act of 2017 This bill amends the PROTECT Act to reauthorize the AMBER Alert grant program for FY2018. The bill also modifies the program to: make Indian tribes eligible for AMBER Alert grants, permit the use of grant funds to integrate state or regional AMBER Alert communication plans with an Indian tribe, and allow the waiver of the matching funds requirement for grants awarded to Indian tribes.

Medicaid Coverage for Addiction Recovery Expansion Act This bill amends title XIX (Medicaid) of the Social Security Act to allow states to provide medical assistance to adults for residential addiction treatment facility services under the Medicaid program if such services are offered as part of a full continuum of evidence-based treatment services. "Residential addiction treatment facility services" are medically necessary inpatient services provided in an accredited, size-limited facility for the purpose of treating a substance use disorder within a specified time period. The provision of medical assistance for such services to an individual shall not prohibit federal financial participation for medical assistance with respect to other services provided to the individual within the same time period. Subject to specified conditions, a woman who is eligible for medical assistance on the basis of being pregnant may remain eligible for residential addiction treatment facility services for specified time periods without regard to eligibility limits that would otherwise apply as a result of her pregnancy ending. In addition, the bill establishes a grant program for states to expand infrastructure and treatment capabilities of existing youth addiction treatment facilities that: (1) provide addiction treatment services to youths under Medicaid or the Children's Health Insurance Program (CHIP), and (2) are located in communities with high numbers of medically underserved populations of at-risk youths. At least 15% of grant funds awarded to a state must be used for making payments to rural facilities.

Establishes the House Select Committee on Gun Violence Prevention to investigate and report on: the causes of mass shootings, methods to improve the federal firearms purchaser background check system, connections between access to firearms and dangerously mentally ill individuals, strengthening federal penalties for trafficking and straw purchasing of firearms, closing loopholes that allow some domestic abusers continued access to firearms, linkages between firearms and suicide, gun violence's effect on public health, the correlation between state gun violence prevention laws and the incidence of gun violence, the importance of having reliable and accurate information on gun violence and its toll on our nation, the implementation of effective gun violence prevention laws in accordance with the Second Amendment to the Constitution, and rates of gun violence in large metropolitan areas.

Raise the Wage Act This bill amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage for regular employees over a 7-year period, for tipped employees, and for newly hired employees who are less than 20 years old. The bill sets forth a schedule of annual increases in the federal minimum wage for individuals with disabilities. The Department of Labor shall no longer issue special certificates for the payment of subminimum wages to such individuals after the final wage increase under this bill for such individuals takes effect. Labor shall provide, upon request, technical assistance and information to employers to: (1) help them transition their practices to comply with wage increases and other requirements under this bill for individuals with disabilities, and (2) ensure continuing employment opportunities for such individuals. The bill eliminates the separate minimum wage requirements for tipped, newly hired, and disabled employees. After a specified period, these employees shall be paid the same minimum wage as regular employees. Labor must publish any increase in the minimum wage in the Federal Register and on its website 60 days before it takes effect.

Filipino Veterans Family Reunification Act of 2017 This bill amends the Immigration and Nationality Act to exempt from worldwide or numerical limitations on immigrant visas the sons and daughters of Filipino World War II veterans who were naturalized under the Immigration Act of 1990 or other specified federal law.

Every Child Deserves a Family Act This bill prohibits adoption or foster care placement entities that receive federal assistance from using the sexual orientation, gender identity, or marital status of a prospective adoptive or foster parent, or from using the sexual orientation or gender identity of the child, to: (1) deny a person the opportunity to become an adoptive or foster parent; (2) delay or deny the placement of a child for adoption or into foster care; or (3) require different or additional screenings or procedures for adoptive or foster placement decisions, including whether to seek the termination of birth parent rights or to make a child legally available for adoptive placement. This bill directs the Department of Health and Human Services (HHS) to publish guidance on legal compliance with the requirements of this bill and to assist entities with casework practices, recruitment efforts, and cultural competency training. This bill allows HHS to withhold payments under part B (Child and Family Services) or part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act from states that fail to comply with the requirements of this bill.

Promoting Life-Saving New Therapies for Neonates Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act to require the Food and Drug Administration (FDA) to award the sponsor of a new drug or biological product for the treatment of newborns a neonatal drug exclusivity voucher upon approval of the medication. A neonatal drug exclusivity voucher is a transferable voucher for a one-year extension of all existing patents and marketing exclusivities for a brand name medication. For a sponsor to be eligible for a voucher, the new medication must: (1) treat a condition identified in the Priority List of Critical Needs for Neonates required under this bill, and (2) have been studied in newborns. A voucher may be revoked if the new medication is not marketed in the United States within one year of approval. A voucher may not be used: (1) to extend the marketing exclusivity period for a drug for which the FDA requires an assessment of the safety and effectiveness in newborns, or (2) on the same product as a priority review voucher. A sponsor intending to use a voucher must notify the FDA at least 15 months before the expiration of the patents or exclusivity to be extended. The Government Accountability Office must study the effectiveness of this voucher program.

Condemns all forms of sexual abuse and exploitation perpetrated by United Nations (U.N.) peacekeepers. Urges the President to direct the U.S. representative to the U.N. to use the voice and vote of the United States to: (1) confront the issue of sexual abuse and exploitation within the U.N., (2) establish a clear policy to hold troop-contributing countries accountable, and (3) assist the U.N. in providing victims justice. Calls for other member states and troop-contributing countries to fully investigate allegations of sexual abuse and exploitation by peacekeepers and to take appropriate actions to bring perpetrators to justice.

Condemns the violence and persecution in Chechnya. Calls on: Chechen officials to cease the abduction, detention, and torture of individuals on the basis of their sexual orientation and hold accountable those involved in perpetrating such abuses; the government of the Russian Federation to protect the human rights of all its citizens, condemn the violence and persecution, investigate such crimes in Chechnya, and hold accountable those involved in perpetrating such abuses; and the U.S. government to continue to condemn the violence and persecution in Chechnya and demand the release of individuals wrongfully detained. Affirms that the rights to freedom of assembly, association, and expression and freedom from extrajudicial detention and violence are universal human rights.

Halting Of Mortgage Exploitation of Servicemembers Act of 2017 or the HOMES Act of 2017 This bill amends the Servicemembers Civil Relief Act to establish a 10-year statute of limitations for civil actions for violations of such Act brought by the Department of Justice or by a private party.

Gun Violence Restraining Order Act of 2017 This bill amends the federal criminal code to prohibit the sale, transfer to, receipt of, or possession of a firearm by a person who is subject to a gun violence prevention order. A gun violence prevention order is a court order that prohibits an individual from owning, purchasing, possessing, or receiving a firearm. The bill authorizes the Department of Justice's Office of Community Oriented Policing Services to make grants to states that have in effect legislation that: (1) authorizes a family member, or a law enforcement officer, to apply for a gun violence prevention order against an individual who may pose a significant risk to themselves or others; (2) authorizes a law enforcement officer to temporarily seize firearms from that individual, subject to a warrant; and (3) requires law enforcement agencies to comply with certain requirements.

National Park Service Legacy Act of 2017 This bill: (1) establishes the National Park Service Legacy Restoration Fund, and (2) requires specified amounts of federal mineral revenues that are not otherwise credited, covered, or deposited pursuant to federal law to be deposited into such fund each fiscal year through FY2047. Amounts in the fund shall be used for meeting high-priority deferred maintenance needs of the National Park Service (NPS) as follows: 20% shall be allocated to transportation-related projects that may be eligible for funding made available to the NPS through the federal lands transportation program or any similar federal land highway program administered by the Department of Transportation; and 80% shall be allocated for the repair and rehabilitation of assets for certain projects that are not eligible for funding under such programs, including historic assets, nonhistoric assets related to visitor access, health and safety, and recreation, and visitor facilities, water and utility systems, and employee housing. No fund amounts may be used by the NPS to acquire land or to supplant discretionary funding made available for annually recurring facility operations and maintenance needs. As part of its annual budget submission, the NPS shall submit a prioritized list of deferred maintenance projects proposed to be funded by such fund during the fiscal year.

Commends the members of the Armed Forces who deployed from Camp Pendleton to fight in World War II and the Korean, Vietnam, Kuwait, Iraq, and Afghanistan wars.

Huntington's Disease Parity Act of 2017 This bill amends title II (Old-Age, Survivors, and Disability Insurance) (OASDI) of the Social Security Act to waive, for individuals diagnosed with Huntington's Disease, the 24-month waiting period for Medicare coverage. Current law generally applies this waiting period to individuals deemed eligible for OASDI benefits.

Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) for Health Act of 2017 or the CONNECT for Health Act of 2017 This bill makes a series of changes to expand coverage of telehealth services under Medicare, including by exempting certain telehealth services (e.g., specified renal dialysis and stroke evaluation services) from originating site requirements.

Medicare Telehealth Parity Act of 201 7 This bill provides for the incremental expansion of telehealth coverage under the Medicare program. Specifically, the bill expands the lists of: qualified telehealth originating and distant sites; qualified telehealth providers; and covered telehealth services. Additionally, the bill provides for coverage of remote patient-monitoring services for chronic health conditions. The bill also allows for a patient-specific waiver process of the required monthly face-to-face visit between an individual with end-stage renal disease and a qualified professional.

American Legion 100th Anniversary Commemorative Coin Act This bill requires the Department of the Treasury to mint and issue commemorative coins in recognition and celebration of the 100th anniversary of the American Legion. Surcharges received from the sale of these coins shall be paid to the American Legion for costs related to promoting the importance of: (1) caring for those who have served, and those who are still serving, in the Armed Forces; and (2) maintaining patriotic values, strong families, and assistance for at-risk children.

Protecting Our Students by Terminating Graduate Rates that Add to Debt Act or the POST GRAD Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to make graduate and professional students eligible to receive subsidized Stafford Loans under the Federal Direct Loan Program beginning on July 1, 2017. (Graduate and professional students have been ineligible to receive subsidized Stafford Loans since July 1, 2012.)

Reaffirms the critical role of frontline health workers in achieving core global health goals. Commends U.S. progress in helping to build local capacity and save lives in the world's most vulnerable communities by training and supporting such workers. Urges greater global attention and support for such workers to ensure their protection and their ability to respond effectively during humanitarian and public health crises and to safeguard the health of the world's most vulnerable populations. Calls on all relevant federal agencies to develop a health workforce strengthening action plan with concrete targets for increasing equitable access to qualified health workers in low- and middle-income countries to support the Global Strategy on Human Resources for Health: Workforce 2030 and recommendations of the High-Level Commission on Health Employment and Economic Growth.

Global Respect Act This bill directs the President to submit to Congress, biannually, a list of each foreign person that the President determines is responsible for or complicit in, or who acted as an agent for a foreign person in a mater relating to, torture, cruel treatment, prolonged detention, or other gross violations of internationally recognized human rights committed against an individual in a foreign country based on actual or perceived sexual orientation or gender identity. A listed person: (1) may be removed from the list under specified conditions; (2) is ineligible to enter or be admitted to the United States, or (3) if in the United States, shall have his or her visa revoked and be removed. The Department of State and the Department of Homeland Security may waive such prohibition if such waiver is in U.S. national security interests or is necessary for compliance with the Agreement between the United Nations (U.N.) and the United States regarding the U.N. Headquarters. Congressional notification is required prior to any such waiver. The Assistant Secretary for Democracy, Human Rights and Labor shall designate a senior officer or officers to track violence, criminalization, and restrictions on fundamental freedoms in foreign countries based on actual or perceived sexual orientation or gender identity. The Foreign Assistance Act of 1961 is amended to require the annual country reports on human rights practices to include information on sexual orientation or gender identity violence or restrictions.

Child Citizen Protection Act This bill amends the Immigration and Nationality Act, in the case of an alien subject to removal, deportation, or exclusion and who is the parent of a U.S. citizen child, to authorize an immigration judge to decline to order such removal if the judge determines that action to be against the child's best interests. Such discretion shall not apply to an alien when the judge determines that the alien: (1) is excludable or deportable on security grounds, or (2) has engaged in sex trafficking or severe forms of trafficking in persons.

Encourages: (1) health care providers to offer culturally and clinically competent care to the lesbian, gay, bisexual, or transgender (LGBT) community; (2) schools to support the creation of gay-straight alliances to achieve safer learning environments; (3) individuals to learn about national resources for those who identify as LGBT; and (4) the federal government, states, international funding organizations, and U.S. bilateral and multilateral aid efforts to prioritize the health and human rights of LGBT people.

Credit for Caring Act of 201 7 This bill amends the Internal Revenue Code to allow an eligible caregiver a new tax credit for 30% of the cost of long-term care expenses that exceed $2,000, up to $3,000 in a taxable year. The bill defines "eligible caregiver" as an individual who has earned income for the taxable year in excess of $7,500 and pays or incurs expenses for providing care to a spouse or other dependent relative with long-term care needs.

Freedom from Discrimination in Credit Act of 2017 This bill amends the Equal Credit Opportunity Act (ECOA) to expand the categories of prohibited discrimination when extending credit to include discrimination on account of sexual orientation or gender identity. (Currently, such discrimination in credit is prohibited only on the basis of race, color, religion, national origin, sex or marital status, or age.) The bill defines: (1) "gender identity" as the gender-related identity, appearance, or mannerisms or other gender-related characteristics of an individual with or without regard to the individual's designated sex at birth; and (2) "sexual orientation" as homosexuality, heterosexuality, or bisexuality. The bill specifies that for purposes of the ECOA's protections against sex discrimination, the term "sex" includes: (1) a sex stereotype; (2) pregnancy, childbirth, or a related medical condition; and (3) sexual orientation or gender identity. The bill also extends ECOA's protections against discrimination to include: (1) an association with another person who is a member of a class protected against discrimination; and (2) a perception or belief, even if inaccurate, that the individual is a member of such a protected class. Under a current provision of the ECOA, a request for the signature of both parties to a marriage for the purpose of creating a valid lien, passing clear title, waiving inchoate rights to property, or assigning earnings does not constitute discrimination. The bill prohibits this provision from being construed to permit a creditor to take sexual orientation or gender identity into account in connection with the evaluation of creditworthiness of an applicant.

Federal Perkins Loan Program Extension Act of 2017 This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to extend the Federal Perkins Loans program through September 30, 2019.

Protecting Our Ability to Counter Hacking Act of 2017 or the PATCH Act of 2017 This bill establishes the Vulnerability Equities Review Board to establish and make available to the public policies on matters relating to whether, when, how, to whom, and to what degree information about a vulnerability in a technology, product, system, service, or application that is not publicly known should be shared or released by the government to a non-federal entity. The board must submit to Congress and the President a draft of such policies, along with a description of challenges or impediments requiring legislative or administrative action. Each federal agency shall, upon obtaining information about such a vulnerability, subject such information to a process established by the board for sharing or releasing the information. Process considerations shall include: which technologies, products, systems, services, or applications are subject to the vulnerability; the potential risks of leaving the vulnerability unpatched or unmitigated; the likelihood that a non-federal entity will discover the vulnerability; and whether the vulnerability can be patched or otherwise mitigated. An agency may share or release such information to a non-federal entity without subjecting it to such process if the agency determines that the information is presumptively shareable or releasable. If the board determines that such information should be shared with or released to the vendor that developed or maintains the technology, it shall provide the information to the Department of Homeland Security, which shall share or release the information as directed by the board.

Bank on Students Emergency Loan Refinancing Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to establish a program that allows eligible students with loans under the Federal Direct Loan program (a Federal Direct Stafford Loan, a Federal Direct Unsubsidized Stafford Loan, a Federal Direct PLUS Loan, or a Federal Direct Consolidation Loan) to refinance their loans down to the lower rates offered to new federal borrowers in the 2016-2017 school year under certain circumstances. In addition, the bill allows student borrowers to refinance their private loans into the Federal Direct Loan program. This bill amends the Internal Revenue Code to require an individual taxpayer whose adjusted gross income exceeds $1 million to pay a minimum tax rate of 30% of the excess of the taxpayer's adjusted gross income over the taxpayer's modified charitable contribution deduction for the taxable year (tentative fair share tax).

Public Lands Telecommunications Act This bill directs the Department of the Treasury to establish separate special accounts for the National Park Service, the U.S. Fish and Wildlife Service, the Bureau of Land Management, the Bureau of Reclamation, and the Forest Service (the federal land management agencies) for the deposit of rental fees received by such agencies for communications use authorizations on federal lands that are granted, issued, or executed by them. A "communication use authorization" is defined as a right-of-way, permit, or lease granted, issued, or executed by a federal land management agency for the primary purpose of authorizing the occupancy and use of federal lands for communications use. The rental fees received by each federal land management agency shall: be deposited in its special account, and remain available for expenditure, as provided in advance in appropriations acts, for agency activities related to communications sites (those areas of federal lands designated for telecommunications uses). The Department of the Interior and the Forest Service may enter into cooperative agreements to carry out those activities related to such sites.

Homeland Security Assessment of Terrorists Use of Virtual Currencies Act This bill directs the Department of Homeland Security's Office of Intelligence and Analysis: (1) in coordination with appropriate federal partners, to develop and disseminate a threat assessment regarding the threat posed by individuals using virtual currency to carry out activities in furtherance of an act of terrorism, including the provision of material support or resources to a foreign terrorist organization; and (2) to share such assessment with state, local, and tribal law enforcement officials.

Organic Agriculture Research Act of 2017 This bill amends the Food, Agriculture, Conservation, and Trade Act of 1990 to increase and make permanent mandatory funding for the organic agriculture research and extension initiative and extend discretionary funding for such initiative through FY2023.

Deborah Sampson Act This bill directs the Department of Veterans Affairs (VA) to carry out a three-year pilot program to assess the feasibility of peer-to-peer assistance for women veterans who are separating or newly separated from the Armed Forces), with emphasis placed on women who suffered service-related sexual trauma or who are at risk of becoming homeless. Additionally, the VA shall: expand the women veterans call center to include a text messaging capability; establish a partnership with at least one nongovernmental organization to provide legal services to women veterans based upon their 10 highest unmet needs; retrofit VA medical facilities with fixtures, materials, and other outfitting measures to support the care of women veterans; ensure that each VA medical facility has at least one full-time or part-time women's health primary care provider; expand to 14 days VA post-delivery care services for women veterans who are receiving maternity care in a VA or VA-contracted facility; ensure that the women veteran manager program is supported at each VA medical center with a program manager and an ombudsman; collect, analyze, and publish data on each VA service or benefit program and disaggregate such data by sex and minority status; and publish an Internet website that serves as a centralized information source for women veterans' benefits and services. The bill makes funds available for: (1) primary care and emergency care clinicians' participation in the women veterans health care mini-residency program, and (2) organizations that focus on providing assistance to women veterans and their families. The bill: (1) provides for reintegration and readjustment services to veterans and family members in group retreat settings, and (2) expresses the sense of Congress that the VA's motto should be more inclusive.

Pell Grant Preservation and Expansion Act This bill amends the title IV (Student Assistance) of the Higher Education Act of 1965 to revise the Federal Pell Grant Program. Specifically, it: converts the Pell Grant program into a mandatory spending program; increases the maximum Pell Grant award for academic year 2019-2020 and adjusts it in subsequent award years to account for inflation; allows federal financial aid for higher education to be given to dreamer students (students who entered the country when they were under the age of 16 and who meet certain educational criteria) and students convicted for the possession or sale of illegal drug; requires the Department of Education (ED) to carry out a program that awards Federal Pell Grants to students in job training programs; requires ED to award Iraq and Afghanistan Service Grants under the Pell Grant program to assist veterans' dependents with the costs of attending institutions of higher education; increases, in academic year 2018-2019, the income protection allowance levels for students who are dependent, independent without non-spouse dependents (e.g., children), and independent with non-spouse dependents to reduce such students' income available (and increase need for financial assistance) to cover postsecondary educational expenses; increases the income threshold for an automatic zero expected family contribution from $23,000 to $34,000; and increases from 12 to 15 the total number of semesters a student may receive a Federal Pell Grant.

Action for Dental Health Act 2017 This bill amends the Public Health Service Act to reauthorize oral health promotion and disease prevention programs through FY2022. The Centers for Disease Control and Prevention (CDC) may award grants or enter into contracts to obtain portable or mobile dental equipment and pay operational costs for the provision of free dental services to underserved populations. The CDC may also award grants or enter into contracts to collaborate with state, county, or local public officials and other stakeholders to develop and implement initiatives to: (1) improve oral health education and dental disease prevention; (2) make the dental services delivery system more accessible and efficient through outreach programs that facilitate the establishment of dental homes; (3) reduce geographic barriers, language barriers, cultural barriers, and other similar barriers in the provision of dental services; (4) reduce the use of emergency departments by individuals who seek dental services more appropriately delivered in a dental primary care setting; or (5) facilitate the provision of dental care to nursing home residents who are disproportionately affected by lack of care.
