Promoting Travel, Commerce, and National Security Act of 2016 This bill amends the federal criminal code to allow the United States to prosecute certain U.S. employees who engage in conduct in Canada that would constitute a federal criminal offense if the conduct had occurred in the United States. This bill applies to a Department of Homeland Security or Department of Justice employee, contractor, or employee of a contractor who is stationed in Canada pursuant to a border security initiative.

Crowdsourcing and Citizen Science Act of 2016

Crowdsourcing and Citizen Science Act of 2016 This bill authorizes executive agencies to: (1) use crowdsourcing and citizen science approaches to conduct activities designed to advance their missions, (2) accept volunteer services performed as part of a crowdsourcing or citizen science project, and (3) enter into an agreement to share administrative duties for such activities with private sector entities or state, tribal, local, or foreign government agencies. "Citizen science" means a form of open collaboration in which individuals or organizations participate in the scientific process. "Crowdsourcing" means a method to obtain needed services, ideas, or content by soliciting voluntary contributions from a group of individuals or organizations, especially from an online community. Agencies shall: (1) make public and promote such projects to encourage broad participation of consenting participants, and (2) endeavor to make data collected through such projects open and available, in machine readable formats, to the public. The General Services Administration shall identify and develop relevant products, training, and services to facilitate the use of crowdsourcing and citizen science activities.

VA Management Alignment Act of 2016

VA Management Alignment Act of 2016 This bill requires the Department of Veterans Affairs (VA) to submit to the Committees on Veterans' Affairs of the Senate and the House of Representatives a report (including recommendations for appropriate legislation) regarding the roles, responsibility, and accountability of elements and individuals of the VA. In creating such report, the VA shall utilize the results of: the Independent Assessment of the Health Care Delivery Systems and Management Process of the VA established by the Veterans Access, Choice, and Accountability Act of 2014; any study or report by the Commission on Care established by such Act; and other studies or reports, including a report titled "Task Force on Improving Effectiveness of VHA Governance: Report to the VHA Under Secretary for Health," dated February 28, 2015. The VA shall also specify clearly delineated roles and responsibilities to optimize the organizational effectiveness and accountability of each: Administration, staff office, or staff organization and each subordinate organization thereof; and key leader of the VA in relation to any Administration, staff office, or staff organization, Veteran Integrated Service Network, or medical facility.

No Religious Registry Act This bill prohibits U.S. government officials from collecting information or utilizing a registry or database to classify on the basis of religious affiliation: (1) U.S. nationals or aliens lawfully present in the United States, or (2) aliens who apply for a visa or seek admission to the United States or on whose behalf a petition under the immigration laws is submitted. The bill also prohibits studies related to the collection of such information or the establishment or utilization of such a registry or database. Nothing in this bill may be construed to prohibit the collection of information that is provided voluntarily, including information relating to the decennial census.

This bill declares that nothing in the Act shall prohibit federal, state, or local government or other assistance or a preference program designed to assist or benefit domestic violence or sexual assault survivors in seeking, securing, or maintaining dwellings, shelters or any other form of housing. The Civil Rights Act of 1968 is amended to prohibit intimidation in fair housing tranactions regarding survivors of domestic violence or sexual assault.

ACO Assignment Improvement Act of 2016 This bill amends title XVIII (Medicare) of the Social Security Act to establish additional requirements for assigning Medicare fee-for-service beneficiaries to accountable care organizations (ACOs) under the Medicare shared savings program. (The program enables ACOs to receive payments for savings stemming from care coordination and management.) Specifically, the bill requires the basis for assignment to reflect beneficiaries' utilization of not only primary care services provided by ACO physicians, but also those provided by other ACO practitioners. Other ACO practitioners include physician assistants, nurse practitioners, clinical nurse specialists, certified registered nurse anesthetists, certified nurse-midwives, clinical social workers, clinical psychologists, and registered dieticians or nutrition professionals.

This bill amends the Riegle Community Development and Regulatory Improvement Act of 1994 to require the Community Development Financial Institutions (CDFI) Fund to provide outreach and training with respect to the New Markets Tax Credit (NMTC) in low-income communities with a disproportionately low amount of low-income community investments by community development entities. (The NMTC is a non-refundable tax credit intended to encourage private capital investment in low-income communities. NMTCs are allocated by the CDFI Fund, a bureau of the Department of the Treasury, using a competitive application process.) The CFDI Fund must also: (1) include in the application for the NMTC questions to determine and consider, as an innovative use or a comparable incentive in evaluating applications, the extent to which the applicant intends to make low-income community investments within Indian country; and (2) to the maximum extent practicable, ensure that at least one community development entity whose primary mission is to fund projects within or that directly benefit Indian country receives an allocation for each allocation round.

Public Lands Telecommunications Act This bill directs the Department of the Treasury to establish separate special accounts for the National Park Service, the U.S. Fish and Wildlife Service, the Bureau of Land Management, the Bureau of Reclamation, and the Forest Service (the federal land management agencies) for the deposit of rental fees received by such agencies for communications use authorizations on federal lands that are granted, issued, or executed by them. A "communication use authorization" is defined as a right-of-way, permit, or lease granted, issued, or executed by a federal land management agency for the primary purpose of authorizing the occupancy and use of federal lands for communications use. The rental fees received by each federal land management agency shall: be deposited in its special account, and remain available for expenditure for agency activities related to communications sites (those areas of federal lands designated for telecommunications uses). The Departments of the Interior and Agriculture may enter into cooperative agreements for the administration of communications sites.

Sam Farr Peace Corps Enhancement Act

Sam Farr Peace Corps Enhancement Act This bill increases the monthly pay rate for Peace Corps volunteers. The Peace Corps shall provide initial medical care to a former volunteer for a service-related condition for 180 days after termination of service, which may be extended under specified circumstances. The bill grants the government jurisdiction over, and imposes penalties upon, persons who commit certain crimes outside of the United States against a volunteer. The bill sets forth provisions regarding the use of mefloquine and other anti-malaria drugs, including appropriate medical officer training. The Peace Corps Act is amended to authorize the designation of a position as a critical management support position if the position requires specialized technical or professional skills and knowledge of Peace Corps operations. An appointment may not exceed five years. The President shall ensure that each overseas post has appropriate medical services, including by detailing to such a post the licensed medical staff of other U.S. agencies. Each volunteer applicant shall be provided with information regarding crime and health risks and volunteer satisfaction with respect to the country in which the applicant has been invited to serve. The Office of Victim Advocacy in Peace Corps headquarters is made permanent. The bill: (1) expands membership of the Sexual Assault Advisory Council from 8 to up to 14 members, (2) requires at least one council member to have mental health field expertise, (3) extends the council through October 1, 2023, and (4) requires the council to establish an email address to permit volunteers and former volunteers to communicate directly and confidentially with the council. The President shall conduct annual volunteer surveys through September 30, 2023 (currently through September 30, 2018). The Inspector General of the Peace Corps may hire an expert, consultant, or organization without regard to certain daily salary requirements.

Strengthening Forgiveness for Public Servants Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to direct the Department of Education (ED) to cancel 15%, 15%, 20%, 20%, and 30% of the amount a borrower owes after 2, 4, 6, 8, and 10 years of public service employment, respectively, on a William D. Ford Federal Direct Loan made after this bill's enactment. (Currently, the balance of a borrower's Direct Loan is canceled if the borrower is not in default and has made 120 monthly payments on such loan while employed as a public service employee.) The bill: (1) requires borrowers availing themselves of such loan cancellation to submit an employment certification form that includes self-certification of employment and employer certification of employment dates, and (2) places the borrower's loan in deferment during the period in which the borrower is employed in an eligible public service job if the borrower submits such form to ED. If a portion of a loan is canceled for any year, the interest on such loan for such year shall be canceled.

Know Your Repayment Options Act This bill amends the Higher Education Act of 1965 to require the Department of Education (ED) to annually give federal student loan borrowers who have graduated or departed from school detailed information, including monthly amount and lifetime payment amount, for each repayment option available to the borrower. To provide this individualized information to borrowers, ED must establish a process for annual verification of the borrower's annual income and the outstanding balance of principal and interest due on federal loans. Borrowers may opt out of being provided this information.

Refugee Protection Act of 2016

Refugee Protection Act of 2016 This bill amends the Immigration and Nationality Act to eliminate the one-year time limit for filing an asylum claim. The bill revises the definition of "refugee" and the criteria for granting asylum. The bill makes certain currently required detention provisions regarding arriving aliens who request asylum discretionary. The Department of Homeland Security (DHS) shall: (1) establish a secure alternatives to detention program, and (2) establish specified conditions of detention. The United States Commission on International Religious Freedom may conduct a study to determine whether certain immigration officers are properly handling asylum and removal/detention authority. The bill: (1) authorizes waiver of the continuous one-year presence requirement for permanent resident status adjustment for a qualifying refugee/asylee who worked for the U.S. government overseas; (2) exempts aliens under the age of 18 from certain restrictions on applying for asylum; and (3) sets forth protections for minors, refugees, aliens interdicted at sea, and stateless persons. The President is authorized to designate refugee groups. The bill authorizes refugee applicants to simultaneously pursue other forms of admission. The spouse or child of a refugee or asylee may bring his or her accompanying or following child into the United States as a refugee or asylee. If the President does not issue a refugee allocation determination before the beginning of a fiscal year, the number of refugees that may be admitted in each quarter shall be 25% of the number of refugees admissible during the previous fiscal year. The bill amends the National Defense Authorization Act for Fiscal Year 2006, with respect to naturalization of an Afghan or Iraqi translator who is a lawful permanent resident, to count a period of absence from the United States working as a translator for the United States or a U.S. contractor in Afghanistan or Iraq towards the accumulation of the required physical presence in the United States. The bill revises: (1) the definition of "terrorist activity" for purposes of alien inadmissibility, including for aliens who were under 18 years of age when they committed certain actions under duress; and (2) the refugee grant and contract assistance allocation formula. The Government Accountability Office shall conduct a study of the Office of Refugee Resettlement's domestic refugee resettlement programs. The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 is amended to extend the eligibility for supplemental security income assistance to certain aliens (including asylees and refugees) and trafficking victims. DHS shall grant employment authorization to qualifying T visa aliens (victims of trafficking in persons) and U visa aliens (children who have been granted special immigrant status as victims of criminal activity). The number of U visas is increased.

This bill prescribes requirements and deadlines for Senate consideration and votes on nominations submitted by the President, including referrals of such nominations to a single Senate committee and jointly to more than one committee. If each committee to which the nomination has been referred reports it favorably to the Senate or discharges it without recommendation, the Senate shall hold a vote on the nomination within 60 days after the last such committee reports or discharges it. If the President submits to the Senate the nomination of an individual for appointment to an office and it is not referred to any Senate committee, the Senate shall hold a vote on the nomination within 150 days. In the case of the nomination of an individual for appointment to the Supreme Court of the United States, a vote in the Senate on a motion to invoke cloture on a motion to proceed to consideration of the nomination shall be treated as a vote on the nomination for purposes of this bill.

ACTION for National Service Act

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill amends the National and Community Service Act of 1990 and the Domestic Volunteer Service Act of 1973 to reestablish the Corporation for National and Community Service as an independent executive agency called the National and Community Service Administration. An individual who successfully completes a term of full-time national service shall be entitled to a national service educational award equal to twice the amount of tuition for the institution of higher education where the individual is enrolled, not to exceed twice the average in-state tuition. Current law limits the award's value to the maximum amount of a Federal Pell Grant that an individual is eligible to receive in the aggregate. Within the administration, the bill establishes an interagency working group to evaluate specified issues related to: (1) eligibility for tuition and student loan repayment assistance with regard to participation in certain national or volunteer service programs, (2) the advisability of granting federal hiring preference to certain volunteer program participants, and (3) methods for increasing the participation of seniors in national service programs. The National Service Foundation, a nonprofit corporation established by the bill, shall accept and administer gifts made in connection with the administration. The bill expresses support for the authorization of appropriations sufficient to provide, within 10 years, volunteer service opportunities for at least 1 million volunteers in full-time national service annually. The bill amends the Internal Revenue Code to exclude AmeriCorps educational awards from gross income.

Rural Access to Hospice Act of 2016

Rural Access to Hospice Act of 2016 This bill amends title XVIII (Medicare) of the Social Security Act to allow payment under Medicare for certain services furnished to hospice patients by rural health clinics and federally qualified health centers (FQHCs). With respect to a patient who elects to receive hospice care under Medicare, current law generally limits payment for services that are either duplicative of such care or related to the treatment of the individual's terminal illness. However, current law exempts from this limitation: (1) physicians' services furnished by the individual's attending physician, if not an employee of the hospice program; and (2) services provided or arranged by the hospice program. The bill expands this exemption with regard to rural health clinic and FQHC services. Specifically, the Medicare payment limitation shall not apply to such services that: (1) would otherwise be physicians' services if furnished by an individual unaffiliated with a rural health clinic or FQHC; and (2) are either arranged by the hospice program or furnished by the individual's attending physician, if not an employee of the hospice program.

MOVE IT Act

Modernizing Outdated and Vulnerable Equipment and Information Technology Act of 2016 or MOVE IT Act This bill prohibits a covered agency (specified agencies for which there are Chief Financial Officers) from storing or processing government information on a federal information system with any cloud service provider unless the provider has an authorization to operate a cloud computing service from the agency or the Joint Authorization Board. The Office of the Director of National Intelligence (ODNI) may waive the applicability of such prohibition to any national security system in the interest of national security and shall submit a statement justifying such waiver. The ODNI shall: (1) coordinate with the Federal Risk and Authorization Management Program Office (FRAMPO) to establish mandatory guidelines for the submission of an application for such an authorization that shall streamline and accelerate the accreditation process; (2) host a public-private industry cloud commercial working group representing cloud service providers, which shall provide recommendations directly to FRAMPO's Program Management Office and Joint Authorization Board regarding their operations, processes improvements, and best practices; (3) establish key performance metrics for FRAMPO; (4) report on the effectiveness and efficiency of FRAMPO; and (5) assess cloud computing opportunities and issue policies and guidelines for the adoption of government-wide programs providing for a standardized approach to security assessment and operational authorization for cloud computing products and services. There is established in each such agency an information technology system modernization and working capital fund for necessary expenses: for the replacement of a legacy information technology system; for the transition to cloud computing and innovative platforms and technologies; to assist and support efforts to provide information technology capabilities that address evolving threats to information security; and for developmental, modernization, and enhancement activities of information technology. Each agency shall prioritize amounts within such fund to be used initially for cost savings activities approved by the Federal Chief Information Officer. The Government Accountability Office shall report on the implementation and operation of each such fund, current practices compared with industry best practices for the effective oversight and governance of a cloud computing working capital fund, the basis for the fund's use and operation, the fund's efficacy to accelerate technology transitions, and recommendations for improvement.

Caesar Syria Civilian Protection Act of 2016 This bill declares that it is U.S. policy that all diplomatic and coercive economic means should be used to compel the government of Bashir al-Assad to halt the slaughter of the Syrian people and actively work toward transition to a democratic government. This bill directs the President to impose specified entry and U.S.-based property sanctions against a foreign person that knowingly provides significant financial, material, or technological support: (1) to the government of Syria and the Central Bank of Syria, including Syria's intelligence and security services or its armed forces, including through money laundering or with respect to Syria's gas or petroleum production or civilian aircraft services; and (2) that materially contributes to Syria's ability to acquire or develop ballistic missiles, chemical, biological, or nuclear weapons, or destabilizing numbers and types of advanced conventional weapons. The Syria Human Rights Accountability Act of 2012 is amended to direct the President to impose entry and U.S.-based property sanctions against persons responsible for or complicit in: (1) directing the commission of serious human rights abuses against citizens of Syria or their family members, regardless of whether such abuses occurred in Syria; or (2) transferring to Syria certain military items or goods or technologies that may be used to commit human rights abuses. The Department of State and the Agency for International Development shall report on the monitoring and evaluation of ongoing assistance programs in Syria and to the Syrian people. The bill requires the President to: (1) submit an updated list of Syrian officials who are responsible for or complicit in the commission of serious human rights abuses against Syrian citizens, and (2) assess the potential effectiveness of a no-fly zone over Syria. The State Department shall provide assistance to entities taking criminal and evidence gathering actions for prosection of individuals who have committed crimes against humanity or war crimes in Syria since March 2011. The President may suspend sanctions against Syria under specified conditions. The bill: (1) expresses the sense of Congress with respect to a transitional government in Syria, and (2) sets forth activities and transactions that are exempt from sanctions.

John F. Kennedy Centennial Commission Act This bill establishes the John F. Kennedy Centennial Commission, which shall: plan, develop, and carry out activities to honor John F. Kennedy on the occasion of the 100th anniversary of his birth; and provide advice and assistance to federal, state, and local governmental agencies and civic groups to carry out activities to honor Kennedy on such occasion. The commission shall submit to the President and Congress annual reports on its revenue and expenditures, such interim reports as appropriate, and a final report by August 31, 2017. Timber Innovation Act of 2016

Timber Innovation Act of 2016 This bill directs the Department of Agriculture (USDA) to establish a performance-driven research and development program to advance tall wood building construction in the United States. "Tall wood building" means a building designed to be over 85 feet high and constructed with large panelized wood construction (mass timber), including cross-laminated timber, nail laminated timber, glue laminated timber, laminated strand lumber, and laminated veneer lumber. USDA shall for FY2017-FY2021 carry out an annual competition for a tall wood building design in accordance with the requirements for prize competitions carried out under the Stevenson-Wydler Technology Innovation Act of 1980. In carrying out a wood innovation grant program, USDA may make a wood innovation grant to one or more specified eligible entities in order to accelerate the adoption of emerging technologies in the development of innovative wood products for tall wood building construction. USDA shall give priority to grant proposals which include the use or retrofitting (or both) of existing sawmill facilities in counties where the average annual unemployment rate exceeded the national average by more than 1% in the previous year. USDA shall carry out a program of education and technical assistance for mass timber applications. USDA shall collaborate and partner with one or more nonfederal entities, including governments of other countries, to: enhance tall wood building commercialization of the United States, develop technical assistance related to tall wood building commercialization, and carry out the program.

LEARNS Act

Leveraging Effective Apprenticeships to Rebuild National Skills Act or the LEARNS Act This bill establishes, in the Employment and Training Administration of the Department of Labor, an Office of Apprenticeship to: determine whether an apprenticeship program meets requirements for registration and maintains the standards necessary to remain registered, manage the national apprenticeship system (the collective group of registered apprenticeship programs and pre-apprenticeship programs in the nation), and make grants on a competitive basis to eligible entities to carry out projects that support development of pre-apprenticeship programs. The bill also establishes in Labor a National Advisory Committee on Apprenticeships. Labor and the Department of Education shall establish a voluntary Registered Apprenticeship-College Collaborative consisting of the sponsors carrying out registered apprenticeship programs, two- or four-year postsecondary educational institutions, and organizations that represent such programs or institutions, that agree to meet certain criteria in order to promote stronger connections between the registered apprenticeship programs involved and participating two- and four-year postsecondary educational institutions. Labor shall make assistance payments to eligible sponsors of new registered apprenticeship programs or of existing programs that add employers as new partners, which may include joint labor-management registered apprenticeship programs.

Digital Global Access Policy Act of 2016 or the Digital GAP Act This bill expresses the sense of Congress that: the title of the Department of State's Under Secretary for Economic Growth, Energy, and the Environment should be changed to Under Secretary for Economics, Energy, the Environment, and Cyberspace; the State Department should designate an Assistant Secretary for Technology, International Communications, and Cyberspace to lead diplomatic cyberspace policy for Internet access, governance, and freedom, telecommunications networks and communications technology, and cybersecurity; and the U.S. Agency for International Development should integrate efforts to expand Internet access, develop appropriate technologies, and enhance digital literacy into its education, development, and economic growth programs, and promote protection of the personal information of people served by humanitarian, disaster, and development programs. The Peace Corps Act is amended to express the sense of Congress that the Peace Corps should develop volunteer positions focused on leveraging technology for development, education, and social and economic mobility. The President is urged to direct U.S. representatives to international bodies to advocate for: (1) increasing efforts to promote gender-equitable Internet access, (2) standardizing inclusion of broadband conduit-fiber optic cables, and (3) providing technical assistance to remove investment barriers and strengthen market growth. The President shall transmit plans to Congress to promote U.S. and U.S.-funded agency partnerships with the private and public sectors to provide Internet access or infrastructure in developing countries. The President is urged to include in the next White House Cyberspace Strategy information relating to: (1) Internet access, (2) cybersecurity policy, and (3) principles of global Internet freedom.

Coal Cleanup Taxpayer Protection Act This bill amends the Surface Mining Control and Reclamation Act to prohibit the Office of Surface Mining and Reclamation Enforcement (OSMRE) and state regulatory authorities from accepting new self-bonds for coal reclamation. Additionally, any existing self-bonds or corporate bonds utilized for coal reclamation must be converted to surety or collateral bonds. The OSMRE may approve state or federal alternative coal mining bond programs that result in no greater risk of financial liability to the federal government than a surety or collateral bond program. The bill also requires the OSMRE to issue rules establishing limitations on surety bonds to minimize the financial liability to the federal or state government.

EPIC Act

Election Protection & Integrity Certification Act or the EPIC Act This bill amends the Internal Revenue Code to require an organization applying for tax-exempt status to certify that it will not: (1) use foreign funds to make certain expenditures in connection with an election, a political party, or an electioneering communication; or (2) solicit, accept, or receive a contribution or donation from a foreign national for an election or a political party. A tax-exempt organization must certify in its annual tax return that it has not violated the requirements described above. The Government Accountability Office must study the political activities of corporations to determine whether foreign money is being used in U.S elections. The bill amends the Federal Election Campaign Act of 1971 to require tax-exempt organizations filing certain reports regarding disbursements for independent expenditures or electioneering communications to certify that foreign funds were not used for the disbursements.
