Stop Exploitation Through Trafficking Act of 2015 Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Attorney General to give preferential consideration in awarding Community Oriented Police Services grants to an application from an applicant in a state that has in effect a law that: (1) treats a minor who has engaged in, or has attempted to engage in, a commercial sex act as a victim of a severe form of trafficking in persons; (2) discourages the charging or prosecution of such individual for a prostitution or sex trafficking offense based on such conduct; and (3) encourages the diversion of such an individual to appropriate service providers, including child welfare services, victim treatment programs, child advocacy centers, rape crisis centers, or other social services. Amends the Victims of Trafficking and Violence Protection Act of 2000 (VTVPA) to require the Attorney General's annual report on federal agencies that are implementing provisions relating to the Interagency Task Force to Monitor and Combat Trafficking to include information on the activities of such agencies in cooperation with state, tribal, and local law enforcement officials to identify, investigate, and prosecute: (1) sex trafficking by force, fraud, or coercion or with a minor; (2) sexual exploitation of children; (3) the selling and buying of children; (4) transportation with intent that the victim engage in illegal sexual activity; (5) coercion or enticement to travel for illegal sexual activity; and (6) transportation of minors for illegal sexual activity. Amends the VTVPA to require the Secretary of Health and Human Services, annually beginning in FY2017, to make grants for a national communication system to assist victims of severe forms of trafficking in persons in communicating with service providers. Amends the Workforce Investment Act of 1998 to include victims of a severe form of trafficking in persons among those eligible for the Job Corps without being required to demonstrate low-income eligibility. Authorizes the United States Marshals Service to assist state, local, and other federal law enforcement agencies, upon request, in locating and recovering missing children.

Close the Floodgates Act Amends the Federal Election Campaign Act of 1971, as amended by the Consolidated and Further Continuing Appropriations Act, 2015, to repeal certain limits on separate contributions by persons or multicandidate political committees to political committees of a national political party which are not the authorized political committees of any candidate. Specifies those contributions used to defray expenses for: a presidential nominating convention; the construction, purchase, renovation, operation, and furnishing of party headquarters buildings; and the preparation for and the conduct of election recounts, contests, and other legal proceedings.

No Social Security for Nazis Act - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to consider the following individuals to be removed under the Immigration and Nationality Act and so to have their OASDI benefits terminated: an individual with respect to whom an order admitting the individual to citizenship has been revoked and set aside where such action is based on conduct relating to participation in Nazi persecution, concealment of a material fact about such conduct, or willful misrepresentation about such conduct; and an individual who, pursuant to a settlement agreement with the Attorney General (AG), has admitted to such conduct and has lost status as a U.S. national by renouncing that status. Requires such individuals to have been considered removed under such Act as of the date of the revocation, setting aside, or renunciation. Prohibits such individuals from receiving other Social Security benefits based on the wages and self-employment income of any other individual. Prohibits the payment to such individuals also of any benefits under SSA tile XVI (Supplemental Security Income) (SSI). Requires the AG or the Secretary of Homeland Security (DHS) to notify the Commissioner of Social Security of such revocations, setting asides, and renunciations of nationality.

Nazi Social Security Benefits Termination Act of 2014 - Makes any participant in Nazi persecution ineligible for: (1) Old Age, Survivors and Disability Insurance (OASDI) benefits under title II of the Social Security Act (SSA), and (2) Supplemental Security Income (SSI) benefits under SSA title XVI. Requires the Attorney General (AG), as soon as practicable after determining that an individual is a participant in Nazi persecution, to notify the Commissioner of Social Security of the individual's identity and residence. Directs the AG, in cooperation with the Commissioner, to report to Congress specified information regarding such individuals.

Veterans Health Administration Management Improvement Act - Directs the Comptroller General (GAO) to: (1) conduct a five-year management review of the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA); and (2) submit annual reports to Congress on the matters reviewed, including recommendations for improving the VHA's management. Directs the Secretary of the VA to establish a five-year pilot program to improve the VHA's management and accountability that: gives VHA employees an opportunity to learn, implement, and identify successful means of advancing the VHA's management and the delivery of care and services; and improves the management and delivery of care and services at VA medical facilities by implementing the GAO's recommendations, and any other appropriate recommendations, regarding the VHA's planning and evaluation capabilities. Requires the Secretary, during such pilot program, to: (1) establish an annual performance plan that uses logic modeling and risk assessment to coordinate the VA's operations with its goals; and (2) prepare an annual organization evaluation plan for the VHA that is informed by the GAO's recommendations. Establishes an Office of the Management and Accountability Ombudsman within the VA to: assist the Secretary in conducting the pilot program; conduct inspections of VHA medical facilities, including non-VA facilities that provide VA contract care; and work with the Secretary and VHA employees in identifying and resolving problems with the VHA's management, administration, and delivery of care. Directs the GAO to review each budget the President submits to Congress during 2015-2020 to evaluate the proposed budget for VA health care. Establishes a Veterans' Bill of Rights regarding health care, which is to be prominently displayed in each VA medical facility and about which the Secretary shall conduct outreach to veterans and ensure that VA employees receive training.

Copyright and Marriage Equality Act - Amends federal copyright law to revise the definition of "widow" or "widower" for purposes of provisions concerning the transfer of a copyright to an author's spouse or other next of kin following the author's death. Declares that an individual is the widow or widower of an author if the courts of the state in which the individual and the author were married (or, if the individual and the author were not married in any state but were validly married in another jurisdiction, the courts of any state) would find that the individual and the author were validly married at the time of the author's death. (Currently, only the author's surviving spouse under the law of the author's domicile at the time of death is considered a widow.)

Marine Disease Emergency Act of 2014 - Authorizes the National Oceanic and Atmospheric Administration (NOAA) to declare and respond to a marine disease emergency (an event that affects the marine environment, is caused by a marine disease or environmental stressor, is likely to threaten the sustainability of a marine species or the health of a marine ecosystem, and is likely to expand in geographic scope). Requires NOAA to designate an individual to coordinate the response to each emergency and develop and publish a response plan for each emergency within 21 days of the declaration. Terminates the emergency when NOAA declares that the emergency no longer exists or 120 days after the declaration was made, whichever occurs first. Authorizes NOAA to renew a declaration. Establishes the Marine Disease Emergency Working Group in NOAA to provide advice on assessing, declaring, and responding to those emergencies. Establishes the Marine Disease Emergency Fund for responding to those emergencies. Requires NOAA to establish a National Data Repository for Marine Diseases Research and Services to collect, store, and disseminate information on marine diseases and related data and facilitate the development and rapid dissemination of research on marine diseases. Deems sea star wasting syndrome, a marine mortality event affecting species of sea stars, to be a marine disease emergency.

Access to Contraception for Women Servicemembers and Dependents Act of 2014 - Expands the TRICARE health care program managed by the Department of Defense (DOD) to entitle additional female beneficiaries and dependents to care related to the prevention of pregnancy. (Currently, such care is limited to certain female members of the uniformed service or a reserve component performing active duty or certain servicewomen performing inactive-duty training.) Prohibits cost-sharing from being imposed or collected for such pregnancy prevention care, including for any method of contraception provided through a facility of the uniformed services, the TRICARE retail pharmacy program, or the national mail-order pharmacy program. Provides for such pregnancy prevention care to include all methods of contraception approved by the Food and Drug Administration (FDA), sterilization procedures, and patient education and counseling. Directs the DOD Secretary to: (1) ensure that every military treatment facility has a sufficient stock of a broad range of FDA-approved methods of contraception to dispense to any women members of the Armed Forces and female covered beneficiaries who receive care through such facility; (2) disseminate clinical practice guidelines and decision support tools to DOD-employed health care providers; (3) ensure that women members of the Armed Forces have access to contraception counseling during health care visits; and (4) establish an education program for all members of the Armed Forces, including both men and women members, consisting of a uniform standard curriculum on family planning. Requires questions regarding family planning services and counseling to be incorporated into DOD health surveys. Requires every military treatment facility, upon request, to provide emergency contraception, or information about FDA-approved methods of emergency contraception, to any woman who: (1) states to personnel that she is a victim of sexual assault or is accompanied by another individual who states that the woman is a victim of sexual assault, or (2) is reasonably believed to be a survivor of sexual assault.

Reforming CFPB Indirect Auto Financing Guidance Act - Declares without force or effect Consumer Financial Protection Bureau (CFPB) Bulletin 2013-02 (Indirect Auto Lending and Compliance with the Equal Credit Opportunity Act), published March 21, 2013. Amends the Consumer Financial Protection Act of 2010 to direct the CFPB, when proposing and issuing guidance primarily related to indirect auto financing, to: provide for a public notice and comment period before issuing the guidance in final form; make publicly available all information relied on by the CFPB; redact any information exempt from disclosure under the Freedom of Information Act; consult with the Board of Governors of the Federal Reserve System, the Federal Trade Commission (FTC), and the Department of Justice (DOJ); and study the costs and impacts of the guidance to consumers and women-owned, minority-owned, and small businesses.

Open Our Democracy Act of 2014 - Requires all candidates for election to the House of Representatives to run in a single open primary, regardless of political party preference. Limits the ensuing general election to the two candidates receiving the greatest number of votes in the single open primary. Gives candidates the option, at the time of filing to run for office, to declare a political party preference, which does not constitute or imply endorsement of the candidate by the party designated. Treats the general election day in the same manner as a legal public holiday for purposes of federal employment. Expresses the sense of Congress that private employers should give their employees a day off on the general election day in November 2016 and each even-numbered year thereafter to enable them to cast votes in elections held on that day. Requires the Comptroller General (GAO) to study the feasibility and desirability of enacting national standards and criteria for congressional redistricting.

Condemns: (1) all forms of anti-Semitism and rejects attempts to justify anti-Jewish hatred or violent attacks as an acceptable expression of disapproval over political events, and (2) the comparison of Israel to Nazis perpetrating a Holocaust or genocide. Applauds those foreign leaders, especially in France, Italy, and Germany, who have condemned anti-Semitic acts, and calls on those who have yet to take firm action against anti-Semitism in their countries to do so. Reaffirms support for the mandate of the United States Special Envoy to Monitor and Combat Anti-Semitism. Supports Holocaust educational programs at home and abroad. Urges the Secretary of State to: maintain the fight against anti-Semitism as a U.S. foreign policy priority, urge governments to ensure that adequate laws are in place to punish anti-Semitic violence and hate crimes as well as establish mechanisms to investigate and punish perpetrators, continue U.S. reporting on anti-Semitism as a human rights and religious freedom issue, provide training for diplomatic and law enforcement personnel posted abroad to report on anti-Semitic incidents, deepen engagement with the Organization for Security and Cooperation in Europe and support its specialized efforts to monitor and address anti-Semitism, and oppose efforts to prevent any individual from exercising his or her religion without fear of prosecution or violence.

Expresses the sense of the House of Representatives that the current outbreak of Ebola in Guinea, Sierra Leone, and Liberia is an international health crisis and is the largest and most widespread outbreak of the disease ever recorded. Calls on all nations to immediately provide additional resources to help affected nations address current and future public health crises. Requests development of a global health security plan to respond to disease outbreaks. Urges the prioritization of the elimination of Ebola as a public health threat.

Pet and Women Safety Act of 2014 - Amends the federal criminal code to prohibit threats or acts of violence against a person's pet under the offenses of stalking and interstate violation of a protection order. Defines "pet" to mean a domesticated animal that is kept for pleasure rather than for commercial purposes. Requires the "full amount of the victim's losses" for purposes of restitution in domestic violence and stalking offenses to include any costs incurred for veterinary services relating to physical care for the victim's pet. Directs the Secretary of Agriculture (USDA) to award grants to eligible entities to carry out programs to provide specified housing assistance, support services, and training of relevant stakeholders to victims of domestic violence, dating violence, sexual assault, or stalking and their pets. Expresses the sense of Congress that states should encourage the inclusion of protections against violent or threatening acts against the pet of the person in domestic violence protection orders.

Creating Opportunities for Military Members to Use Transportation Efficiently Act of 2014 or the COMMUTE Act of 2014 - Directs the Secretary of Defense, acting through the Director of the Office of Economic Adjustment, to establish a Military Community Infrastructure Program to provide grants to a state or political subdivision, a public transportation owner or operator, a local governmental authority, a metropolitan planning organization (MPO), or a regional transportation planning organization for transportation infrastructure improvement projects in military communities. Directs the Secretary to conduct a traffic impact study for any urbanized area that expects a significant increase in traffic due to a military installation within or abutting such area.

Commends the GAVI Alliance, the Bill and Melinda Gates Foundation, the United Nations Children's Emergency Fund (UNICEF), the World Health Organization (WHO), the World Bank, civil society, the private sector, faith-based organizations, and the international community on the progress made in reducing child mortality through the increased availability of vaccines. Supports the ideals and goals of the GAVI Alliance. Recognizes that the United States, in addition to being an important donor, is a critical technical partner to the GAVI Alliance. Encourages the continued use of U.S. Agency for International Development (USAID) and Centers for Disease Control and Prevention (CDC) global immunization resources. Encourages continued U.S. and international commitment and investment, through the GAVI Alliance, to the global effort to ensure that children in developing nations have access to vaccines and immunizations.

Full-Service Community Schools Act of 2014 - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award matching grants to: (1) consortia composed of one or more local educational agencies (LEAs) and one or more community-based, nonprofit, or other public or private entities to assist public elementary or secondary schools to function as full-service community schools; and (2) state collaboratives to support the development of full-service community school programs. Requires such schools to: (1) participate in community-based efforts to coordinate and integrate educational, developmental, family, health, and other comprehensive services through community-based organizations and public and private partnerships; and (2) provide access to such services to students, families, and the community. Gives local grant priority to: (1) entities that will serve at least two full-service community schools eligible for a schoolwide program under the Act or that include an LEA serving only small or rural schools; and (2) entities that will be connected to a consortium that is comprised of a broad representation of stakeholders or that demonstrates a history of effectiveness. Establishes a Full-Service Community Schools Advisory Committee.

Department of Energy Laboratory Modernization and Technology Transfer Act of 2014 - Amends the Department of Energy Organization Act to rename the Under Secretary for Science as the Under Secretary for Science and Energy. Directs the Secretary of Energy (DOE) to report on DOE's ability to improve the technology transfer and commercialization of energy technologies. Directs the Secretary to carry out the Agreements for Commercializing Technology pilot program in accordance with this Act, including by giving the contractors of the national laboratories increased authority to negotiate contract terms and making every DOE nonmilitary national laboratory eligible for the program. Extends the pilot program for two years. Requires the Secretary to delegate to the directors of the national laboratories signature authority with respect to specified agreements of less than $1 million. Permits the directors of national laboratories to use funds authorized to support technology transfer within DOE to carry out early-stage and pre-commercial technology demonstration activities to: (1) remove technology barriers that limit private sector interest, and (2) demonstrate potential commercial applications of any research and technologies arising from national laboratory activities. Amends the Energy Policy Act of 2005 to exempt institutions of higher education and nonprofit institutions from the cost-sharing requirements for research or development for six years. Authorizes the Secretary to enter into an agreement with the Director of the National Science Foundation (NSF) to enable the participation of DOE researchers in the National Science Foundation Innovation Corps program. Requires a report by the Government Accountability Office (GAO).

Condemns the use of innocent civilians as human shields, including Hamas's use of this illegal tactic. Calls on: (1) the international community to recognize Hamas's grave breaches of international law by using human shields, and (2) Mahmoud Abbas to condemn the use of innocent civilians as human shields. Places responsibility for launching the rocket attacks on Hamas and other terrorist organizations, such as Islamic Jihad, in Gaza. Supports Israel's sovereign right to defend its territory and stop the rocket attacks on its citizens. Expresses condolences to the families of the innocent victims on both sides of the conflict. Supports Palestinian civilians who reject Hamas and all forms of terrorism and who desire to live in peace with their Israeli neighbors.

Constitutional Amendment - Authorizes Congress and the states to set reasonable limits on the raising and spending of money by candidates and others to influence elections. Grants Congress and the states the power to implement and enforce this amendment by appropriate legislation. Allows them to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections. Declares that nothing in this amendment shall be construed to grant Congress or the states the power to abridge the freedom of the press.

American Space Technology for Exploring Resource Opportunities In Deep Space Act or the ASTEROIDS Act - Directs the President through the National Aeronautics and Space Administration (NASA), the Federal Aviation Administration (FAA), and other appropriate federal agencies to facilitate the commercial exploration and utilization of asteroid resources to meet national needs; discourage government barriers to the development of economically viable, safe, and stable industries for the exploration and utilization of asteroid resources in outer space in manners consistent with the existing international obligations of the United States; promote the right of U.S. commercial entities to explore and utilize resources from asteroids in outer space, in accordance with such obligations, free from harmful interference, and to transfer or sell such resources; and develop the frameworks necessary to meet the international obligations of the United States.

Research and Development Efficiency Act - Requires the Director of Science and Technology Policy (OSTP) to establish a working group under the authority of the National Science and Technology Council that includes the Office of Management and Budget (OMB). Makes the working group responsible for reviewing federal regulations affecting research and research universities and making recommendations on how to: (1) harmonize, streamline, and eliminate duplicative federal regulations and reporting requirements; and (2) minimize the regulatory burden on U.S. institutions of higher education performing federally funded research while maintaining accountability for federal tax dollars.

Protect Women's Health From Corporate Interference Act of 2014 - Affirms requirements, notwithstanding the Religious Freedom Restoration Act of 1993, that: (1) an employer that establishes or maintains a group health plan for its employees must provide coverage of a specific item or service for the employees or their dependents where the coverage is required under federal provisions or regulations pursuant to those provisions; and (2) group health plans sponsored by an employer or employee organization, and any health insurance coverage, must provide coverage required under the Public Health Service Act, including preventive health services. Authorizes the Departments of Labor, Health and Human Services (HHS), and the Treasury to modify regulations concerning coverage of contraceptive services by group health plans of religious employers consistent with the purposes and findings (regarding coverage of birth control services and the Supreme Court decisions in Burwell v. Hobby Lobby Stores, Inc. and Conestoga Wood Specialties Corp. v. Burwell ) of this Act.

Partnering to Abolish Child Trafficking Act or the PACT Act - Amends the Trafficking Victims Protection Act of 2000 to direct the Secretary of State to report annually to Congress regarding: (1) child protection compacts, (2) countries with which the United States may enter into a child protection compact, and (3) related assistance.

Maritime Washington National Heritage Area Act - Establishes the Maritime Washington National Heritage Area in Whatcom, Skagit, Snohomish, San Juan, Island, King, Pierce, Thurston, Mason, Kitsap, Jefferson, Clallam, and Grays Harbor Counties in the state of Washington. Designates the Pacific Northwest Maritime Heritage Advisory Council operating under the Washington Trust for Historic Preservation as the local coordinating entity for the Heritage Area. Requires the Council to submit a management plan for the Heritage Area.

Military Separation Pay Fairness Act of 2014 - Directs the Secretary of Defense (DOD) to determine whether former members of the Armed Forces who were separated for a violation of the policy concerning homosexuality in the Armed Forces as in effect before the effective date of the Don't Ask, Don't Tell Repeal Act of 2010 were paid: (1) the full amount of separation pay to which they should have been entitled under standard military separation pay laws, or (2) a reduced amount because of homosexuality pursuant to administrative instructions in place at the time of the separation. Requires the Secretary to pay such a former member who has not received the full military separation pay: (1) the amount of the difference between the full amount and the amount actually paid, and (2) interest on the amount of the difference. Excludes former members who joined the class-action settlement in Collins v. United States from receiving additional payments for the difference in amounts under such procedures, but provides for former members in such settlement to receive payment for interest on such amount.

Charitable Automobile Red-Tape Simplification Act of 2014 or the CARS Act of 2014 - Amends the Internal Revenue Code, with respect to the tax deduction for charitable contributions, to modify the substantiation rules for donations of qualified vehicles (i.e., motor vehicles manufactured primarily for use on public streets, roads, and highways and boats or airplanes) to require: (1) a statement with respect to such qualified vehicles and a good faith estimate of their value at the time of donation; and (2) a contemporaneous written acknowledgement of the contribution by the donee organization, with information about the donor and the qualified vehicle.

Protecting American Jobs and Exports Act - Amends the Export-Import Bank Act of 1945 to reauthorize the Export-Import Bank of the United States through FY2021. Extends through FY2021 and gradually increases (with a specified exception) the Bank's aggregate outstanding loan, guarantee, and insurance authority. Extends through FY2021 Bank authority to provide financing for the export of nonlethal defense articles or services whose primary end use will be for civilian purposes.

Social Impact Bond Act - Amends title XX (Block Grants to States for Social Services and Elder Justice) of the Social Security Act to add a new part C (Social Impact Bonds). Requires the Secretary of the Treasury to seek proposals from states or local governments for social impact bond projects which produce measurable, clearly defined outcomes that result in social benefit, such as employment for the unemployed, high school graduation, and reduction of teen and unplanned pregnancies as well as incidences of child abuse and neglect. Requires applications to include a feasibility study, funded under this Act, which contains specified information. Requires the Secretary to decide whether to enter into such a contract within six months after receiving an application. Makes appropriations for 10 years to carry out this Act. Requires independent evaluation of a state or local government social impact bond project. Establishes the Federal Interagency Council on Social Impact Bonds. Amends the Community Reinvestment Act of 1977 to require the appropriate federal financial supervisory agency to consider, in assessing and taking into account the record of a financial institution in meeting the credit needs of its entire community, its investments in social impact bond projects.

Commission for Our Veterans' Care Act - Establishes the Commission on Access to Care to undertake a comprehensive evaluation and assessment of access to health care at the Department of Veterans Affairs (VA). Includes among the matters to be evaluated and assessed by the Commission: the appropriateness of the VA's current standards concerning access to health care, the measurement of such standards, the appropriateness of performance standards and incentives in relation to the VA's current standards for access to health care, staffing levels throughout the Veterans Health Administration (VHA) and whether they are sufficient to meet current demand. Directs the President to require the VA Secretary and the heads of other relevant federal agencies to implement each recommendation that the President considers feasible and advisable and determines can be implemented without further legislative action.

Native Contract and Rate Expenditure Act of 2014 or the Native CARE Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to remove the restriction to hospitals furnishing inpatient Medicare services and allow all service providers to participate under: (1) the Purchased/Referred Care program (formerly called the contract health services program) funded and operated by the Indian Health Service (IHS), and (2) any program funded by IHS and operated by an urban Indian organization. Prohibits Medicare payment for an item or service furnished by a supplier unless the supplier agrees to participate under both such programs. Prohibits any reduction, offset, or limitation to any appropriations made to IHS under the Indian Health Care Improvement Act, the Snyder Act, or any other provision of law as a result of this Act. Directs the Secretary of Health and Human Services (HHS), acting through the Director of IHS, to study the impact of this Act on access to care under the IHS Purchased/Referred Care program.

Ocean Acidification Innovation Act of 2014 - Amends the Federal Ocean Acidification Research and Monitoring Act of 2009 to authorize any federal agency with a representative serving on the Interagency Working Group on Ocean Acidification, either individually or in cooperation with other agencies, to carry out a program to award prizes competitively under the Stevenson-Wydler Technology Innovation Act of 1980 for the purpose of stimulating innovation to advance the nation's ability to understand, research, or monitor ocean acidification or its impacts or to develop management or adaptation options for responding to ocean acidification. Grants priority to establishing programs that address communities, environments, or industries that are in distress due to the impacts of ocean acidification.

Amends the Internal Revenue Code, with respect to the low-income housing tax credit, to make permanent the minimum 9% credit rate for new buildings that are not federally-subsidized and to establish a minimum 4% credit rate for existing buildings that are not federally-subsidized.

Healthy Kids Outdoors Act of 2014 - Authorizes the Secretary of the Interior to issue one cooperative agreement per state to eligible entities to implement and update a five-year Healthy Kids Outdoors State Strategy for encouraging Americans, especially children, youth, and families, to be physically active outdoors. Requires eligible entities to provide a 25% match of the funding that they receive under this Act through in-kind contributions or cash. Directs the President to issue a national strategy for encouraging Americans to be physically active outdoors. Directs the Secretary and the Department of Health and Human Services (HHS) to carry out a study of national significance on the health impacts of the strategies under this Act. Requires the Secretary to provide technical assistance to grantees and to disseminate best practices that emerge from the state strategies funded by this Act.

Veterans TRICARE Choice Act - Allows an individual who is eligible to participate in the TRICARE program (a Department of Defense [DOD] managed health care program) to: (1) elect to be ineligible to enroll in such program, (2) make tax deductible contributions to a health savings account during the period such individual elects to be ineligible for TRICARE coverage, and (3) enroll in the TRICARE program at a later date during a special enrollment period.

Federal Financial Statement Transparency Act of 2014 - Establishes in the executive branch an independent Federal Accounting Standards Advisory Board (FASAB) to develop federal financial accounting concepts or standards, giving consideration to the budgetary information needs of executive agencies and the needs of users of federal financial information. Directs the Secretary of the Treasury to establish a FASAB operations fund to enable the FASAB to carry out its duties. Requires the Secretary to assess a fee on each sale of a security for deposit into the fund.

Social Security and Marriage Equality Act - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act with respect to the determination of a valid marriage to account for marriages in jurisdictions other than a state. Authorizes the courts of any state to find that an OASDI benefit applicant and an insured individual were validly married in a jurisdiction other than a state at the time the applicant files a benefit application or, if the insured individual is dead, at the time the individual died.
