Expresses support for: (1) the designation of National Small Business Week, (2) efforts to encourage consumers to shop locally, and (3) efforts to increase awareness of the value of locally owned small businesses and the impact of locally owned small business on the U.S. economy. Honors the vital role of small business and entrepreneurs in the United States during such week. Recognizes: (1) the important role of the Small Business Administration (SBA) as a valuable resource for the U.S. entrepreneur, (2) the importance of creating policies that promote a business friendly environment for small business owners free of unnecessary regulations, and (3) the National Small Business Person of the Year and the National Lender of the Year. Encourages young entrepreneurs to pursue their passions and create more start-up businesses.

Manufacturing Jobs for Veterans Act - Directs the Secretary of Labor, as part of the Veteran's Workforce Investment Program, to carry out a five-year pilot program (to be known as the Veterans Manufacturing Employment Program) to award competitive grants to three states for the establishment and administration of a State Manufacturing Employment Program to make grants to manufacturing employers and labor-management organizations that provide training, on-job training, apprenticeships, and certification classes to eligible veterans.

Regulatory Improvement Act of 2014 - Establishes in the legislative branch the Regulatory Improvement Commission. Requires the Commission to evaluate and provide recommendations and proposed legislation for modification, consolidation, or repeal of regulations that have been finalized not later than 10 years before the establishment of the Commission and have not been amended after being finalized (covered regulations) for the purpose of reducing compliance costs, encouraging growth and innovation, improving competitiveness, and protecting public health and safety. Sets forth reporting requirements for the Commission and procedures for congressional consideration of Commission reports and recommendations and proposed legislation.

Recognizes National Foster Care Month as an opportunity to raise awareness about the challenges that children in the foster care system face. Encourages Congress to implement policy to minimize the number of children entering the foster care system, to improve the lives of children in the foster care system, and to maximize the number of children exiting foster care to the protection of safe, loving, and permanent families. Personal Holding Company Tax Parity and Reinvestment Act - Amends the Internal Revenue Code to exclude dividends received by a U.S. shareholder from a controlled foreign corporation from the definition of "personal holding company income" for purposes of personal holding company taxation.

Bank on Students Emergency Loan Refinancing Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to direct the Secretary of Education to establish a program to refinance the unpaid principal, accrued unpaid interest, and late charges on: (1) the William D. Ford Federal Direct Loans (DLs) of qualified borrowers if the DLs were first disbursed or (in the case of Direct Consolidation Loans) applied for before July 1, 2013, and (2) the Federal Family Education Loans (FFEL) of qualified borrowers as DLs. (FFELs were not disbursed after June 30, 2010.) Refinances the FFELs as Federal Direct Stafford, Unsubsidized Stafford, PLUS, or Consolidated Loans depending on the categorization of the FFEL as a Stafford, Unsubsidized Stafford, PLUS, or Consolidated Loan. Sets the interest rate on the refinanced loans, other than the Federal Direct Consolidation Loans, at the rate for the 12 months beginning on July 1, 2013, applicable to the DL's categorization and, in the case of Stafford Loans, applicable to a loan issued to an undergraduate student or a loan issued to a graduate student. Sets the interest on refinanced Consolidation Loans at the rate on Federal Direct PLUS Loans for the 12-month period beginning on July 1, 2013. Fixes the interest rate on such loans for the period of such loans. Directs the Secretary to establish eligibility requirements based on a borrower's income or debt-to-income ratio that take into consideration providing access to refinancing for borrowers with the greatest financial need. Imposes an administrative fee on the borrowers of such reissued loans that is based on the unpaid principal, and accrued unpaid interest and late charges, of their original loan. Requires the Secretary to establish a program to refinance the unpaid principal, accrued unpaid interest, and late charges on private education loans as Federal Direct Refinanced Private Loans if the private education loans were first disbursed to qualified borrowers before July 1, 2013, and were for their own postsecondary educational expenses. Sets the interest rate on Federal Direct Refinanced Private Loans at the rate applicable for the 12 months beginning on July 1, 2013, to: (1) Direct Stafford and Unsubsidized Stafford Loans issued to undergraduates if the private education loan was issued for undergraduate expenses, (2) Direct Unsubsidized Stafford Loans issued to graduate or professional students if the private education loan was issued for graduate or professional studies, or (3) Direct PLUS Loans if the private education loan was issued for undergraduate and graduate or professional studies. Fixes the interest rate on such loans for the period of such loans. Directs the Secretary to establish eligibility requirements based on a borrower's income or debt-to-income ratio that take into consideration providing access to refinancing for borrowers with the greatest financial need. Requires qualified borrowers of such loans to undergo loan counseling before their private education loan is refinanced. Imposes an origination fee on the borrowers of Federal Direct Refinanced Private Loans. Amends the Internal Revenue Code to require an individual taxpayer whose adjusted gross income exceeds $1 million to pay a minimum tax rate of 30% of the excess of the taxpayer's adjusted gross income over the taxpayer's modified charitable contribution deduction for the taxable year (tentative fair share tax). Establishes the amount of such tax as the excess (if any) of the tentative fair share tax over the excess of: (1) the sum of the taxpayer's regular tax liability, the alternative minimum tax (AMT) amount, and the payroll tax for the taxable year; over (2) certain tax credits. Provides for a phase-in of such tax. Requires an inflation adjustment to the $1 million income threshold for taxable years beginning after 2015. Requires the Secretary to terminate this Act's refinancing programs when the net cost of carrying out the programs is equal to the Secretary's estimate of the amount of additional revenue generated during the 10-year period beginning on the date of this Act's enactment due to the fair share tax.

Peace Corps Equity Act of 2014 - Amends the Peace Corps Act to subject abortion service coverage by the Peace Corps for volunteers to the same limitations that apply to Peace Corps employees regarding coverage of abortion services. States that such restriction shall not be construed to limit medical evacuation coverage.

Department of the Interior Tribal Self-Governance Act of 2014 - Amends the Indian Self-Determination and Education Assistance Act to revise tribal self-governance requirements. Directs the Secretary of the Interior to carry out the Tribal Self-Governance Program. Authorizes the Secretary, acting through the Director of the Office of Self-Governance, to select up to 50 new Indian tribes per year from those eligible to participate in self-governance.

Insurance Capital Standards Clarification Act of 2014 - Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act concerning establishment of minimum leverage and minimum risk-based capital requirements on a consolidated basis for a depository institution holding company or a nonbank financial company supervised by the Board of Governors of the Federal Reserve System (Board). States that federal banking agencies shall not be required to subject any person to such minimum capital requirements, to the extent that such person either: (1) acts in its capacity as a regulated insurance entity regulated by a state insurance regulator, or (2) is a regulated foreign subsidiary engaged in the business of insurance (including a regulated foreign affiliate of such subsidiary). Exempts from any requirement to prepare holding company financial statements in accordance with Generally Accepted Accounting Principles any Board-supervised depository institution holding company or nonbank financial company that is also a person regulated by a state insurance regulator or a regulated foreign subsidiary (or a regulated foreign affiliate) that files its holding company financial statements using only Statutory Accounting Principles in accordance with state law.

DOD Cloud Security Act - Directs the Comptroller General to: (1) review and summarize the best practices relating to cloud security by reviewing the practices of other federal agencies and commercial cloud providers, (2) assess the cloud capacity of the Department of Defense (DOD) and other departments by assessing how and to what extent DOD has adopted commercial cloud practices, and (3) assess the opportunities for DOD to utilize cloud computing in lieu of or in addition to conventional computing. Requires the Chief Information Officer of DOD to: (1) determine the security requirements that are necessary for any cloud service to store DOD information; (2) conduct a threat-based assessment of whether security controls resident in commercial cloud services and the cloud services of other federal agencies meet DOD's security requirements; (3) require any government-owned, operated, or unique system that is or will be designed to provide cloud capabilities for DOD to be certified and accredited through the same process used for commercial service providers; (4) ensure that, as part of any DOD pilot demonstrations with commercial cloud vendors, an analysis is conducted of the Defense Information Systems Agency working with commercial service providers operating for DOD; and (5) ensure that a briefing is provided to specified congressional committees within 30 days after the conclusion of such pilot demonstrations.

Amends the National Defense Authorization Act for Fiscal Year 2014 to require the Principal Cyber Advisor (PCA) (the principal advisor to the Secretary of Defense on military cyber forces) to establish and submit to Congress a comprehensive list of cyber and information technology ranges and facilities of the Department of Defense (DOD). Defines "cyber and information technology ranges and facilities" as cyber ranges, test facilities, test beds, and other DOD means for testing, training, and developing software, personnel, and tools for accommodating DOD's mission. Requires the PCA to determine, on a case-by-case basis, whether listed ranges and facilities should be managed centrally to increase efficiency, should provide capability or capacity to more DOD elements, or both. Directs the Secretary to establish or designate an entity to coordinate such ranges and facilities that the PCA determines should be centrally managed. Requires the head of such entity to: (1) manage and identify opportunities for integration of such ranges and facilities; and (2) assist the military departments, the National Guard, and elements of DOD to gain access to such ranges and facilities. Requires the PCA to establish and maintain a list of commonly used terms relating to cyber matters to improve the coordination and cooperation among the military departments and other federal agencies. Directs the head of the coordination entity to carry out one or more pilot programs to demonstrate commercially available, cloud-based cyber training, exercise, and test environments that are accessible to defense laboratories, the National Guard, academia, and the private sector.

Growth Zones Opportunity Act - Amends the Internal Revenue Code to extend: (1) through 2020, tax incentives for areas designated as empowerment zones; (2) through 2025, the increased exclusion from gross income of gain from the sale or exchange of the small business stock of empowerment zone businesses; and (3) through 2020, tax incentives for areas designated as a renewal community.

Travel Promotion, Enhancement, and Modernization Act of 2014 - Amends the Travel Promotion Act of 2009 (TPA) to revise qualifications requirements for members of the Board of Directors of the Corporation for Travel Promotion. Revises requirements for the Corporation's annual report to the Secretary of Commerce (Secretary) to require a description of and rationales for: (1) the Corporation's efforts to focus on specific countries and populations, and (2) its combination of media channels employed in meeting the promotional objectives of its marketing campaign. Directs the Corporation and the Secretary (or their designees) to meet biannually to review procedures to determine the fair market value of goods and services received by the Corporation from non-federal sources. Reduces from 80% to 75% the percentage of the fair market value of those goods and services the Corporation may receive from non-federal sources each fiscal year, increasing from 20% to 25% the federal matching rate. Includes U.S. territories among the states and the District of Columbia whose benefit the Corporation's international travel promotion plan must ensure. Extends the TPA and the Corporation through FY2020. Amends the Immigration and Nationality Act to extend through FY2020 also the authority of the Secretary of Homeland Security (DHS) to charge a fee for use of the electronic travel authorization system to determine, in advance, an alien's eligibility to travel to the United States. Amends the TPA to require the Corporation to establish performance metrics to: (1) measure the impact of its marketing efforts, and (2) demonstrate any cost or benefit to the U.S. economy. Requires the Corporation to report to Congress actions it has taken in response to any recommendations the Government Accountability Office (GAO) might make to it. Requires the Corporation to: (1) establish a competitive procurement process, and (2) certify in its annual report to Congress that any contracts it has entered into were in compliance with that process.

Hezbollah International Financing Prevention Act of 2014 - States that it shall be U.S. policy to: (1) prevent Hezbollah's global logistics and financial network from operating in order to curtail funding of its domestic and international activities; and (2) utilize diplomatic, legislative, and executive avenues to combat Hezbollah's criminal activities in order to block that organization's ability to fund its global terrorist activities. Directs the President to report to Congress: (1) a list of satellite, broadcast, or other providers that knowingly transmit the content of al-Manar TV; and (2) the identity of those providers that have or have not been sanctioned pursuant to Executive Order 13224. Directs the Secretary of the Treasury to prohibit or impose strict conditions on the opening or maintaining in the United States of a correspondent account or a payable-through account by a foreign financial institution that knowingly: (1) facilitates the activities of Hezbollah or its agents, instrumentalities, affiliates, or successors; (2) facilitates the activities of a person acting on behalf of or owned or controlled by an agent, instrumentality, affiliate, or successor; (3) engages in money laundering to carry out such an activity; (4) facilitates a significant transaction or provides significant financial services to carry out such an activity, including services that involve a transaction of gold, silver, platinum, or other precious metals; or (5) facilitates any of these activities, conspires to facilitate or participate in such an activity, or is owned or controlled by a foreign financial institution that knowingly engages in such an activity. Directs the Secretary of the Treasury to prescribe reporting, information sharing, and due diligence requirements for domestic financial institutions that maintain a correspondent account or payable-through account in the United States for a foreign financial institution. Authorizes the Secretary to waive such requirements if in the U.S. national security interests, and with congressional notification. Directs the Secretary of the Treasury to identify to Congress every 180 days each foreign central bank that carries out an activity prohibited under this Act. Sets forth penalty requirements for specified violations under this Act. Directs the President to designate Hezbollah as: (1) a significant foreign narcotics trafficker if Hezbollah meets meets the criteria set forth under the Foreign Narcotics Kingpin Designation Act, and (2) a significant transnational criminal organization if Hezbollah meets the criteria set forth under specified executive orders and statutes. Requires the President to report to Congress which of these criteria the President determines that Hezbollah has not met, if it does not. Directs the Secretary of State to report to Congress regarding Hezbollah's involvement in the trade in rough diamonds outside of the Kimberly Process Certification Scheme. Declares that nothing in this Act shall apply to authorized U.S. intelligence activities. States that any requirement of this Act shall cease to be in effect 30 days after the President certifies to Congress that Hezbollah: (1) is no longer designated as a foreign terrorist organization; (2) is no longer listed in the Annex to Executive Order 13224 (blocking property and prohibiting transactions with persons who commit or support terrorism); and (3) poses no significant threat to U.S. national security, interests, or allies.

Emergency Unemployment Compensation Extension Act of 2014 - Amends the Supplemental Appropriations Act, 2008 (SAA, 2008) to extend emergency unemployment compensation (EUC) payments for eligible individuals to weeks of employment ending on or before June 1, 2014. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend until May 31, 2014, requirements that federal payments to states cover 100% of EUC. Amends the Unemployment Compensation Extension Act of 2008 to exempt weeks of unemployment between enactment of this Act and November 30, 2014, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 (FSEUCA of 1970) against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law provides for payment of regular compensation to an individual for his or her first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.) Amends the FSEUCA of 1970 to postpone similarly from December 31, 2013, to May 31, 2014, termination of the period during which a state may determine its "on" and "off" indicators according to specified temporary substitutions in its formula. Amends the SAA, 2008 to appropriate funds out of the employment security administration account through the first five months of FY2015 to assist states in providing reemployment and eligibility assessment activities. Requires the provision of such activities to an individual, at a minimum, within a time period after he or she begins to receive Tier-1 EUC benefits, and if applicable, again within a time period after he or she begins to receive Tier-3 EUC benefits. Requires the Secretary of Labor to determine appropriate time periods. Specifies the purposes of the activities, namely to: better link the unemployed with the overall workforce system by bringing individuals receiving unemployment insurance benefits in for personalized assessments and referrals to reemployment services; and provide them with early access to specific strategies that can help get them back into the workforce faster, including through: (1) the development of a reemployment plan, (2) provision of access to relevant labor market information, (3) provision of access to information about industry-recognized credentials that are regionally relevant or nationally portable, (4) provision of referrals to reemployment services and training, and (5) an assessment of the individual's on-going eligibility for unemployment insurance benefits. Amends the Railroad Unemployment Insurance Act to extend through May 31, 2014, the temporary increase in extended unemployment benefits. Makes a change in application of a certain requirement (nonreduction rule) to a state that has entered a federal-state EUC agreement, under which the federal government would reimburse the state's unemployment compensation agency making EUC payments to individuals who have exhausted all rights to regular unemployment compensation under state or federal law and meet specified other criteria. (Under the nonreduction rule such an agreement does not apply with respect to a state whose method for computing regular unemployment compensation under state law has been modified to make the average weekly unemployment compensation benefit paid on or after June 2, 2010, less than what would have been paid before June 2, 2010.) Declares that the nonreduction rule shall not apply to a state which has enacted a law before December 1, 2013, that, upon taking effect, would violate the nonreduction rule. Allows a state whose agreement was terminated, however, to enter into a subsequent federal-state EUC agreement on or after enactment of this Act if, taking into account this inapplicability of the nonreduction rule, it would otherwise meet the requirements for an EUC agreement. (Thus allows such a subsequent EUC agreement to permit payment of less than the average weekly unemployment compensation benefit paid on or after June 2, 2010.) Prohibits the use of federal funds to: (1) make payments of unemployment compensation to any individual whose adjusted gross income in the preceding year was at least $1 million, or (2) determine whether or not this prohibition applies to an individual. Requires the Comptroller General (GAO) to: study the use of work suitability requirements to strengthen them to ensure that unemployment insurance benefits are being provided to individuals who are actively looking for work and truly want to return to the labor force; and brief Congress on the ongoing study, including preliminary recommendations for appropriate legislation and administrative action. Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to revise the applicable percentages for determining minimum funding standards for single-employer defined benefit pension plans (funding stabilization). Exempts plans providing accelerated benefit distributions from the application of such standards. Amends ERISA, with respect to pension insurance premiums paid by a designated payor (i.e., the contributing sponsor or plan administrator for a single employer pension plan and the plan administrator for the multiemployer plan) to the Pension Benefit Guaranty Corporation (PBGC). Allows a designated payor to elect to prepay, during any plan year, the applicable PBGC flat dollar insurance premium due for up to five consecutive subsequent plan years specified in the election. Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to extend through FY2024 the authority of the Secretary of the Treasury to collect customs user fees for the processing of certain merchandise. Amends the Internal Revenue Code to provide that a bona fide volunteer providing firefighting and prevention services, emergency medical services, or ambulance services to a state or local government or tax-exempt organization shall not be counted in determining the number of full-time employees of an employer for purposes of the employer mandate to provide minimum essential health care coverage under the Patient Protection and Affordable Care Act. Excludes services rendered as a bona fide volunteer to any governmental entity and any tax-exempt organization (specified employer) from the determination of the number of full-time employees of an employer for purposes of such mandate. Defines "bona fide volunteer" as an employee whose only compensation from a specified employer is in the form of: (1) reimbursement for (or reasonable allowance for) reasonable expenses incurred in the performances of volunteer services; or (2) reasonable benefits and nominal fees, customarily paid in connection with the performance of volunteer services.

Bureau of Consumer Financial Protection Small Business Advisory Board Act - Amends the Consumer Financial Protection Act of 2010 to direct the Director of the Consumer Financial Protection Bureau (CFPB) to establish a Small Business Advisory Board to: (1) advise and consult with the Bureau in the exercise of the Bureau's functions under the federal consumer financial laws applicable to eligible financial products or services; and (2) provide information on emerging practices of small businesses that provide eligible financial products or services, including regional trends, concerns, and other relevant information. Requires the Director to appoint at least 12 members to such Board.

New Markets Tax Credit Extension Act of 2014 - Amends the Internal Revenue Code to: (1) make permanent the new markets tax credit, (2) provide for an inflation adjustment to the limitation amount for such credit after 2013, and (3) allow an offset against the alternative minimum tax (AMT) for such credit (determined with respect to qualified equity investments initially made after the enactment of this Act).

Alzheimer's Accountability Act of 2014 - Amends the National Alzheimer's Project Act to require the Director of the National Institutes of Health (NIH), for each fiscal year through FY2025, to submit to the President for review and transmittal to Congress, after reasonable opportunity for comment (but without change) by the Secretary of Health and Human Services (HHS) and the Advisory Council on Alzheimer's Research, Care, and Services, an annual budget estimate (including regarding personnel needs) for the NIH initiatives under the Act.

Establishing Beneficiary Equity in the Hospital Readmission Program Act - Amends title XVIII (Medicare) of the Social Security Act (SSA) with respect to the hospital readmission reduction program to exclude from the program admissions related to transplants, end-stage renal disease (ESRD), burns, trauma, psychosis, or substance abuse. Requires the Secretary of Health and Human Services (HHS), in applying requirements for the excess readmission ratio, to provide for a risk adjustment that will take into account a hospital's proportion of inpatients who are full-benefit dual eligible individuals (eligible for both Medicare and Medicaid under SSA title XIX) in order to ensure that hospitals that treat the most vulnerable populations are not unfairly penalized. Directs the Medicare Payment Advisory Commission (MEDPAC) to study the appropriateness of using a threshold of 30 days for readmissions under the program. Directs the Secretary, in promulgating regulations for the hospital readmission reduction program, to consider the use of V codes for potential exclusions of cases involving noncompliant patients in promulgating applicable regulations.

Lake Berryessa Recreation Enhancement Act of 2014 - Transfers the administrative jurisdiction over specified water and land that is within or adjacent to Lake Berryessa in California from the Bureau of Reclamation to the Bureau of Land Management (BLM) for administration as the Lake Berryessa Recreation Area. Directs the Secretary of the Interior to act in accordance with any existing agreement with any organization for the management of campgrounds and marinas located in the Area. Authorizes the Secretary to develop a management plan for the Area as a new document or by adopting the recreational use plan adopted by the Bureau of Reclamation on June 2, 2006. Declares that, nothing in this Act or any subsequent management plan shall impair the ability of the Bureau of Reclamation and its managing partners to operate, maintain, or manage Monticello Dam, Lake Berryessa, and other Solano Project facilities in accordance with that project's authorized purposes. Requires the Commissioner of Reclamation to continue to administer and operate the Dam and any power facility related to it. Authorizes the Secretary to establish, modify, charge, and collect recreation or concession fees at the Area in accordance with the Federal Lands Recreation Enhancement Act. Permits the Secretary to retain such fees for purposes of managing the Area.

America Competes Reauthorization Act of 2014 - Establishes, revises, and extends specified science, technology, engineering, and mathematics (STEM) programs, as well as education, research, and training programs. Authorizes appropriations for FY2015-FY2019 for: (1) the National Science Foundation (NSF), (2) the National Institute of Standards and Technology (NIST), and (3) the Department of Energy (DOE) for activities of the Office of Science.

Trade Adjustment Assistance Act of 2014 - Amends the Trade Adjustment Assistance Extension Act of 2011 to repeal the declaration that trade adjustment assistance (TAA) program requirements in effect as of February 13, 2011, under the Trade Act of 1974 shall apply to petitions for certification to apply for TAA for workers, firms, and farmers that are filed before January 1, 2014. Amends the Trade Act of 1974 to extend through December 31, 2020: (1) the TAA program, and (2) the reemployment trade adjustment assistance (RTAA) program. Makes funds available through FY2020, and for the period beginning October 1-December 31, 2020 (first quarter of FY2021), for training of adversely affected workers, employment and case management services, and job search expenses and relocation expenses. Reauthorizes appropriations: (1) through December 31, 2020, for the TAA program for workers; and (2) through FY2020, and for the first quarter of FY2021, for the TAA program for firms, communities, and farmers. Prescribes TAA eligibility requirements for adversely affected workers in public agencies. Revises trade readjustment allowance (TRA) program requirements. Limits to 130 weeks the length of TRA payments for an adversely affected worker who requires a program of remedial education or of prerequisite education in order to complete approved training. Increases from 65 to 78 additional weeks of TRA payments in a 78-week period the length of additional time permissible to complete training. Repeals the authority of a state to use funds for employment and case management services and relocation allowances to allow an adversely affected worker who is certified to file an application for a job search allowance and relocation allowance. (Continues to authorize adversely affected workers to apply for the job search allowance as well as the relocation allowance.) Revises the reemployment trade adjustment assistance (RTAA) program. Increases from: (1) $50,000 to $55,000 the maximum amount an RTAA-eligible worker may earn in wages from reemployment, and (2) $10,000 to $12,000 the maximum payment of RTAA (or wage subsidy) to an eligible older worker. Specifies criteria the Secretary must use to determine the eligibility of workers to apply for TAA if no determination has been made, upon enactment of this Act, as to whether to certify a group of workers or firms as eligible pursuant to a petition filed between January 1, 2014, and enactment of this Act. Requires the Secretary to reconsider any determination made before enactment of this Act not to certify such workers or firms, and to certify them as eligible if they meet the specified requirements. Amends the Internal Revenue Code to extend through calendar 2021, and increase from 72.5% to 80%, the tax credit for the health insurance coverage costs of Pension Benefit Guaranty Corporation (PBGC) pension and TAA recipients and their dependents.

Humane Cosmetics Act - Prohibits: (1) any entity from conducting or contracting for cosmetic animal testing in the United States, in or affecting interstate commerce, effective on the date that is one year after enactment of this Act; and (2) selling, offering for sale, or transporting in interstate commerce any cosmetic if the final product or any component was developed or manufactured using cosmetic animal testing conducted or contracted for after such date, effective three years after this Act's enactment.

Small Business Tax Credit Accessibility Act - Expresses the sense of Congress that the Obama Administration should work to make the small employer health care insurance tax credit more accessible for small employers. Amends the Internal Revenue Code, with respect to the small employer health care insurance tax credit, to: (1) revise the definition of "eligible small employer" to mean an employer with not more than 50 (currently, 25) full-time employees; (2) modify the phaseout formula for such credit to base such phaseout on number of employees and average annual wages; (3) allow a 35% credit in 2014 to small employers who purchase health care coverage outside of the Small Business Health Option Program (SHOP exchange); (4) extend from two to three consecutive taxable years the period during which an employer may claim such credit; (5) eliminate the requirement that employers contribute the same percentage of cost of each employee's health insurance and the cap limiting eligible employer contributions to average premiums paid to a state health insurance exchange; and (6) make such credit available to dependents of a small employer.

Maritime Goods Movement Act for the 21st Century - Directs the U.S. Customs and Border Protection (CBP) to impose a Maritime Goods Movement User Fee of 0.125% on all commercial cargo (except a U.S. export) that: (1) is unloaded from or loaded on a commercial vessel at a U.S. port, or (2) enters a U.S. point of entry. Prescribes a special rule prohibiting the imposition of such fee on: (1) cargo (except crude oil with respect to Alaska) loaded on a vessel in a mainland U.S. port and transported for use or consumption in Alaska, Hawaii, or any U.S. possession; (2) cargo loaded on a vessel in Alaska, Hawaii, or any U.S. possession and transported for use or consumption in the U.S. mainland, Alaska, Hawaii, or U.S. possession; (3) the unloading of such cargo in Alaska, Hawaii, or U.S. possession, or U.S. mainland, respectively; or (4) cargo loaded on a vessel in Alaska, Hawaii, or U.S. possession and unloaded in the state or U.S. possession in which loaded, or passengers transported on U.S.-flag vessels operating solely within Alaskan or Hawaiian waters and adjacent international waters. Prohibits imposition of such fee on: (1) on the United States or any U.S. agency, or (2) a nonprofit organization or cooperative for cargo intended for use in humanitarian or development assistance overseas. Requires use of up to $10 million of fees collected during any fiscal year for administrative expenses of the Department of Homeland Security (DHS), the Army Corps of Engineers, and the Department of Transportation (DOT). Makes certain fee allocations for: (1) harbor maintenance programs; (2) low-use ports; and (3) super donor ports to carry out projects or activities under a competitive grant for maritime improvement projects for movement of goods, as well as for other specified maritime improvement projects for movement of international maritime cargo. Defines "super donor port" as a port for which average expenditures in the 5 previous fiscal years: (1) from the Harbor Maintenance Trust Fund, for fiscal years beginning before enactment of this Act, are less than 10% percent of the total average amount of harbor maintenance taxes collected through landings at the port in such fiscal years; or (2) from the amounts collected for the Maritime Goods Movement User Fee, for fiscal years starting after enactment of this Act, are less than 10% of the total average amount of such fees collected through landings at the port. Establishes a Competitive Grant Program for Goods Movement. Amends the Internal Revenue Code to repeal the harbor maintenance tax. Declares that nothing in this Act shall be construed to prevent application of requirements that locally prevailing wages (Davis-Bacon Act) be paid to various classes of laborers and mechanics working on harbor maintenance improvement projects.

Distillery Excise Tax Reform Act of 2014 - Amends the Internal Revenue Code to reduce the rate of the excise tax on distilled spirits to $2.70 per proof gallon (currently, $13.50 per proof gallon) on the first 100,000 gallons produced by a distilled spirits producer during the calendar year.

Servicemembers Opportunity Act - Amends the Servicemembers Civil Relief Act to allow any appropriate indicator of military service, including a certified letter from a commanding officer or information from the Defense Manpower Database Center, as proof of service for purposes of interest rate limitations provided to servicemembers under such Act.

First Rhode Island Regiment Congressional Gold Medal Act - Requires the Speaker of the House of Representatives and the President pro tempore of the Senate to award a congressional gold medal to the First Rhode Island Regiment, collectively, in recognition of their dedicated service during the Revolutionary War. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates of such medal at a price sufficient to cover the costs of such medals.

Recognizes the historical significance of February 19, 1942, the date Executive Order 9066 was signed by President Roosevelt, restricting the freedom of Japanese Americans, German Americans, and Italian Americans, and legal resident aliens through required identification cards, travel restrictions, seizure of personal property, and incarceration. Expresses support for the goals of the Japanese American, German American, and Italian American communities in recognizing a National Day of Remembrance to increase public awareness of such events.

Wildfire Disaster Funding Act of 2014 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), with regard to sequestration adjustments, to require any adjustments in enacted appropriations for wildfire suppression operations in the Wildland Fire Management accounts at the Department of Agriculture (USDA) or the Department of the Interior for a fiscal year, to be the amount of additional new budget authority provided for wildfire suppression operations in the appropriations Act, but not to exceed $2.689 billion in such authority in each of FY2014-FY2021. Defines "additional new budget authority" as the amount specified in an appropriations Act for a fiscal year to pay for wildfire suppression operations, but only to the extent such authority exceeds 70% of the average costs for wildfire suppression operations over the previous 10 years. Prescribes requirements for any request by the Secretary of the Interior or the Secretary of Agriculture for supplemental appropriations necessary for wildfire suppression operations.

Social Security Administration Accountability Act of 2014 - Amends title VII (Administration) of the Social Security Act to require the Commissioner of Social Security to submit an annual budget estimate of the Social Security Administration (SSA) (instead of a budget) directly to Congress and the President (instead of first to the President, who would submit it to Congress). Revises requirements for the general contents of the SSA budget, requiring inclusion of the number of cases pending at each hearing office and the average processing time. Prohibits the Commissioner from closing or consolidating SSA field or hearing offices, or otherwise limiting public access to one, until 180 days after submitting to specified congressional committees a detailed report outlining and justifying the process for selecting field offices to be closed, consolidated, or otherwise have limited access. Prohibits the Commissioner from closing an SSA field or hearing office, consolidating two or more such offices, or otherwise imposing any new limitation on public access to any such office unless the Commissioner follows certain administrative procedures.

Government By the People Act of 2014 - Amends the Internal Revenue Code (IRC) to allow a refundable credit of 50% of qualified congressional House campaign contributions paid or incurred during the taxable year (contributions of cash by an individual to a House candidate or a political committee established and maintained by a national political party if the contribution is not prohibited under the Federal Election Campaign Act of 1971 [FECA], to be known as "My Voice Federal" contributions). Directs the Government by the People Oversight Commission, established by this Act, to launch a pilot program under which it shall select three eligible states to operate a voucher pilot program. Requires a state under a voucher pilot program to provide each qualified individual during the election cycle, upon his or her request, with a "My Voice Voucher" worth $50 (in either paper or electronic form), which will be assigned a routing number. Authorizes the individual, using the assigned routing number, to submit the My Voice Voucher, in either electronic or paper form, to qualified federal election candidates, allocating a portion of its value in $5 increments. Requires the Commission to pay any candidate who transmits a My Voice Voucher that portion of its value which the individual allocated to the candidate. Considers this transaction a contribution by the individual to the candidate for purposes of FECA. Requires a state operating a voucher pilot program also to permit an individual to revoke a My Voice Voucher within two days after submitting it to a candidate. Requires such a state to establish a commission or designate an existing entity to oversee and implement the program in the state, except that no such commission or entity may be composed of elected officials. Amends FECA with respect to: benefits for participating House of Representatives candidates; Federal Election Commission (FEC) payments to such candidates; candidate use of payments; qualified small dollar contributions, expenditures, and fundraising requirements; certification of participating candidates; campaign administration; prevention of the unnecessary spending of public funds; establishment of the Freedom From Influence Fund in the Treasury and of a Government by the People Oversight Commission in the FEC; remittal of unspent funds to the Freedom From Influence Fund after an election; eligibility of participating candidates for additional payments; civil penalties for violation of contribution and expenditure requirements; a Commission action appeals process; and contributions and expenditures by multicandidate and political party political committees on behalf of participating candidates. Prohibits a certified participating candidate's authorized committee from establishing a joint fundraising committee with any political committee other than another authorized committee of the candidate. Prohibits a certified participating candidate from establishing, financing, maintaining, or controlling a leadership PAC (political action committee). Prohibits use of contributions by a participating candidate for any purposes other than an election campaign. Revises bundler disclosure requirements to repeal a specified exception and so require disclosure of persons who provided bundled contributions to the reporting committee. Amends FECA to empower the FEC to petition the U.S. Supreme Court for a writ of certiorari to appeal a civil action to enforce the Act. Requires all political committee designations, statements, and reports required to be filed under FECA to be filed: (1) directly with the FEC; and (2) in electronic form accessible by computers. Reduces from 48 hours to 24 hours after their receipt the deadline for the FEC to make designations, statements, reports, or notifications available to the public in the FEC office and on the Internet. Amends the Communications Act of 1934 to set a station's lowest unit price for preemptible use as the charge for a broadcast by the national committee of a political party for an affiliated candidate. Authorizes the FEC to revoke a broadcast station license or construction permit only for at least three willful failures to allow reasonable access to, or to permit purchase of reasonable amounts of time for the use of, a broadcasting station or cable system by a legally qualified candidate for federal office. Amends the IRC to allow tax payers to designate that a specified portion of any overpayment of tax be contributed to the Freedom From Influence Fund.

Critical Access Hospital Relief Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to repeal the 96-hour physician certification requirement for inpatient critical access hospital services under which a physician must certify that a patient may reasonably be expected to be discharged or transferred to a hospital within 96 hours after admission to the critical access hospital.

Protecting Volunteer Firefighters and Emergency Responders Act - Amends the Internal Revenue Code to provide that a bona fide volunteer providing firefighting and prevention services, emergency medical services, or ambulance services to a state or local government or a tax-exempt organization shall not be counted in determining the number of full-time employees of an employer for purposes of the employer mandate to provide health care coverage under the Patient Protection and Affordable Care Act.

Wild Olympics Wilderness and Wild and Scenic Rivers Act of 2014 - Designates certain federal land in the Olympic National Forest in the state of Washington as wilderness and as components of the National Wilderness Preservation System. Designates certain other land, identified on the same map as such proposed areas, as potential wilderness. Amends the Wild and Scenic Rivers Act to designate as wild, scenic, or recreational rivers specified segments of the following rivers in the state of Washington: Elwha River; Dungeness River; Big Quilcene River; Dosewallips River; Duckabush River; Hamma Hamma River; South Fork Skokomish River; Middle Fork Satsop River; West Fork Satsop River; Wynoochee River; East Fork Humptulips River; West Fork Humptulips River; Quinault River; Queets River; Hoh River; Bogachiel River; South Fork Calawah River; Sol Duc River; and Lyre River. Authorizes the Secretary of Agriculture (USDA) to take necessary measures to control fire, insects, and diseases in the wilderness areas designated by this Act. Withdraws the federal land within the boundaries of the designated river segments from: (1) entry, appropriation, or disposal under the public land laws; (2) location, entry, and patent under the mining laws; and (3) disposition under all laws relating to mineral and geothermal leasing or mineral materials.

Voting Rights Amendment Act of 2014 - Amends the Voting Rights Act of 1965 with respect to the requirement that a federal court retain jurisdiction for an appropriate period to prevent commencement of new devices to deny or abridge the right to vote. Expands the types of violations triggering the authority of a court to retain such jurisdiction to include certain violations of the Act as well as violations of any federal voting rights law that prohibits discrimination on the basis of race, color, or membership in a language minority group. Excludes from the list of violations triggering jurisdiction retention authority any voting qualification or prerequisite which results in a denial or abridgement of the right to vote that is based on the imposition of a requirement that an individual provide a photo identification as a condition of receiving a ballot for voting in a federal, state, or local election. Revises requirements for determining which states and political subdivisions are covered or not covered by criteria for declaratory judgments that they have not used devices to deny or abridge the right to vote. Subjects to the requirements for making such a determination any state (and all of its political subdivisions) during a calendar if 5 or more voting rights violations occurred in the state during the previous 15 years, at least one of which was committed by the state itself (as opposed to a political subdivision within it). Specifies application of such new coverage requirements to any specific political subdivision if: (1) 3 or more voting rights violations occurred in it during the previous 15 calendar years; or (2) 1 or more voting rights violations occurred in it during the previous 15 calendar years and the subdivision had persistent, extremely low minority turnout during that period. Provides that, if a state obtains a declaratory judgment that it has not used a device to deny or abridge the right to vote, the requirements for a new declaratory judgment generally will not apply, unless the new coverage requirements of this Act apply to the state solely on the basis of voting rights violations occurring after the declaratory judgment was issued. Prescribes transparency requirements, including reasonable public notice, regarding any changes to: (1) voting prerequisites, standards, or procedures; (2) polling place resources; or (3) demographics and electoral districts. Modifies authority to assign observers, including authorizing the assignment of observers to enforce bilingual election requirements. Revises requirements for injunctive relief, including its scope and the persons authorized to seek relief as well as the grounds for granting it.

Regional Innovation and Entrepreneurship Enhancement Act of 2014 - Amends the Stevenson-Wydler Technology Innovation Act of 1980 to: (1) expand the duties and reporting requirements of the Office of Innovation and Entrepreneurship, including by requiring the development of a strategic plan to guide the activities of the Office; (2) authorize appropriations for such Office for FY2014-FY2018; and (3) modify the Regional Innovation Program established by such Act to eliminate provisions relating to science and research parks and require outreach to public and private sector entities in rural communities to encourage participation in Program activities.

Recruiting Individuals to Drive Our Elders Act of 2014 or RIDE Act of 2014 - Directs the Secretary of Health and Human Services (HHS) to publish an interim final rule to revise certain Medicaid transportation regulations to allow a state plan under title XIX (Medicaid) of the Social Security Act to provide, at state option, reimbursement for costs attributable to providing no-load volunteer travel services to Medicaid-eligible individuals who require transportation to receive non-emergency medical treatment.

Promoting Rural Broadband Act of 2014 - Amends the Communications Act of 1934 to require the Federal Communications Commission (FCC), when prescribing regulations concerning the competitive bidding system under which electromagnetic spectrum licenses are auctioned to qualified bidders, to promote the expansion of spectrum-based services to exceptionally hard-to-serve populations in unserved and underserved geographic locations.

National Purple Heart Hall of Honor Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the National Purple Heart Hall of Honor. Limits the minting of such coins to the one-year period beginning on January 1, 2017. Prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Hall of Honor, Inc., to help finance the construction of a new building and renovation of existing National Purple Heart Hall of Honor facilities.

Emergency Unemployment Compensation Extension Act - Amends the Supplemental Appropriations Act, 2008 to extend emergency unemployment compensation (EUC) payments for eligible individuals to weeks of employment ending on or before April 1, 2014. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend until March 31, 2014, requirements that federal payments to states cover 100% of EUC. Amends the Unemployment Compensation Extension Act of 2008 to exempt weeks of unemployment between enactment of this Act and September 30, 2014, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 (FSEUCA of 1970) against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law provides for payment of regular compensation to an individual for his or her first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.) Amends the FSEUCA of 1970 to postpone similarly from December 31, 2013, to March 31, 2014, termination of the period during which a state may determine its "on" and "off" indicators according to specified temporary substitutions in its formula. Amends the Supplemental Appropriations Act, 2008 to appropriate funds out of the employment security administration account through the first quarter of FY2015 to assist states in providing reemployment and eligibility assessment activities. Amends the Railroad Unemployment Insurance Act to extend through March 31, 2014, the temporary increase in extended unemployment benefits. Makes a change in application of a certain requirement (nonreduction rule) to a state that has: (1) entered a federal-state EUC agreement, under which the federal government would reimburse the state's unemployment compensation agency making EUC payments to individuals who have exhausted all rights to regular unemployment compensation under state or federal law and meet specified other criteria; and (2) enacted a law before December 1, 2013, that, upon taking effect, would violate the nonreduction rule. (Under the nonreduction rule such an agreement does not apply with respect to a state whose method for computing regular unemployment compensation under state law has been modified to make the average weekly unemployment compensation benefit paid on or after June 2, 2010, less than what would have been paid before June 2, 2010.) Declares that the nonreduction rule shall not apply to a state which has enacted a law before December 1, 2013, that, upon taking effect, would violate the nonreduction rule. Allows such a state, however, to enter into a subsequent federal-state EUC agreement on or after enactment of this Act if, taking into account this inapplicability of the nonreduction rule, it would otherwise meet the requirements for an EUC agreement. (Thus allows such a subsequent EUC agreement to permit payment of less than the average weekly unemployment compensation benefit paid on or after June 2, 2010.)

Telehealth Modernization Act of 2013 - Calls for states to authorize health care professionals to deliver health care to individuals through telehealth and to consider adopting conditions under which such a professional should: have access to the individual's medical history and should review it with the individual as if delivering the health care in person; attempt to identify any conditions underlying the symptoms reported by the individual before providing any diagnosis or treatment and, if recommending a treatment, should review with the individual the contraindications to such treatment; have a conversation with the individual adequate to establish any diagnosis rendered; document any evaluation and treatment delivered to the individual for the purpose of generating a medical record of the encounter; provide to the individual information regarding the professional's health care education, certification, and credentials; offer no assurance to the individual that any item or service will be issued or provided in exchange for the payment of the consultation fee or solely in response to the individual completing a form or questionnaire; and issue, as part of the health care delivered, only a prescription that is issued for a legitimate medical purpose in the usual course of professional practice, that is issued by a health care professional who has obtained a medical history and conducted an evaluation adequate to establish a diagnosis, that is not for a drug or substance in schedule II, III, or IV of the Controlled Substances Act, and that is filled by a licensed dispensing entity.

Antibiotic Development to Advance Patient Treatment Act of 2013 - Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to authorize the Secretary of Health and Human Services (HHS) to approve the use of an antibacterial or antifungal drug that is intended for treatment of a serious or life-threatening disease or condition to treat a limited population of patients for which there is an unmet medical need. Requires the labeling of such drugs to prominently include in the prescribing information the statement that the drug is indicated for use in a limited and specific population of patients. Amends the Public Health Service Act to authorize the Secretary to license those antibacterial or antifungal drugs as biological products. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) monitor the use of antibacterial and antifungal drugs, (2) monitor changes in bacterial and fungal resistance to drugs, and (3) make the information derived from such monitoring available to the public. Amends the FFDCA to direct the Secretary: (1) to identify upon approval, and subsequently update, susceptibility test interpretive criteria for antibacterial drugs by relying upon preclinical and clinical data, Bayesian and pharmacometric statistical methodologies, and such other confirmatory evidence the Secretary deems necessary; (2) on a quarterly basis, to evaluate new or updated criteria published by a nationally or internationally recognized standard development organization; and (3) to publish on the Food and Drug Administration's (FDA's) website a notice adopting, declining to adopt, or partially adopting such new or updated criteria.

Two-Midnight Rule Delay Act of 2013 - Prohibits the Secretary of Health and Human Services (HHS) from enforcing the two-midnight rule to a hospital for which payment is made under title XVIII (Medicare) of the Social Security Act for admissions occurring before October 1, 2014. (The two-midnight rule allows Medicare coverage of only hospital stays for which a physician admits to a hospital a beneficiary expected to require care that crosses two midnights, but generally denies coverage of care expected to require less than a two-midnight stay.) Applies such prohibition to Medicare review contracts. Prohibits Medicare review contractors from denying a claim for inpartient hospital services furnished by a hospital, or inpatient critical access hospital services furnished by a critical access hospital, for discharges occurring before October 1, 2014: (1) for medical necessity due to the length of an inpatient stay in such hospital or due to a determination that the services could have been provided on an outpatient basis; or (2) for requirements for orders, certifications, or recertifications, and associated documentation relating to such matters. Prohibits the Secretary from increasing the sample of claims selected for prepayment review under the Medicare Probe and Educate program above the number and type established by the Secretary as of November 4, 2013. Directs the Secretary to develop: (1) a Medicare hospital payment methodology for short inpatient hospital stays; (2) general equivalency maps to link the relevant International Statistical Classification of Diseases and Related Health Problems (ICD)-10 codes (used to report medical diagnoses and inpatient procedures) to relevant Current Procedural Terminology (CPT) codes, and the relevant CPT codes to relevant ICD-10 codes, in order to permit comparison of inpatient hospital services and hospital outpatient department servives; and (3) a second crosswalk between Diagnosis-Related Group (DRG) codes for inpatient hospital services and Ambulatory Payment Class codes for outpatient hospital services.
