Eunice Kennedy Shriver Act - Reauthorizes the Special Olympics Sport and Empowerment Act of 2004 for FY2011-FY2015. Directs the Secretary of State to act through the Assistant Secretary of State for Educational and Cultural Affairs in awarding grants or entering agreements with Special Olympics for activities outside the United States. Includes community-based prevention among the activities for which the Secretary of Health and Human Services (HHS) may award grants or enter into agreements with Special Olympics. Requires grant or agreement applications to include a description of specific measurable annual benchmarks, as well as long-term goals and objectives, to be achieved through specified activities, which must include: (1) activities to increase the full participation of people with intellectual disabilities in inclusive school and community activities with nondisabled people; (2) education programs that dispel negative stereotypes about people with intellectual disabilities; and (3) activities to increase the participation of people with intellectual disabilities in Special Olympics outside of the United States. Requires annual reports by Special Olympics to describe demographic data about Special Olympics participants. Authorizes the Secretary of Education to award grants or enter into contracts or cooperative agreements to promote the expansion of Best Buddies, including activities to increase the participation of people with intellectual disabilities in social relationships and other aspects of community life, including education and employment, within the United States. Directs the Secretary of Education to award competitive grants to institutions of higher education to establish Eunice Kennedy Shriver Institutes for Sport and Social Impact. Requires recipients to use grant funds to advance the quality of life and inclusion of people with intellectual disabilities through research and evaluation, technical assistance, training, data collection, evaluation, collaboration, and dissemination of evidence-based best practices.

DISCLOSE Act

Democracy is Strengthened by Casting Light on Spending in Elections Act or DISCLOSE Act - Amends the Federal Election Campaign Act of 1971 (FECA) to prohibit: (1) independent expenditures and payments for electioneering communications by government contractors if the value of the contract is at least $50,000; and (2) recipients of assistance under the Troubled Asset Relief Program (TARP) of the Emergency Economic Stabilization Act of 2008 (EESA) from making any contribution to any political party, committee, or candidate for public office, or to any person for any political purpose or use, or from making any independent expenditure or disbursing any funds for an electioneering communication. Applies the ban on contributions and expenditures by foreign nationals to foreign-controlled domestic corporations. Treats as contributions: (1) any payments by any person (except a candidate, a candidate's authorized committee, or a political committee of a political party) for coordinated communications; and (2) political party communications made on behalf of candidates if made under the control or direction of a candidate or a candidate's authorized committee. Revises the definition of independent expenditure to mean, in part, an expenditure that, when taken as a whole, expressly advocates the election or defeat of a clearly identified candidate, or is the functional equivalent of express advocacy. Requires any person making independent expenditures exceeding $10,000 to file a report within 24 hours. Increases the period before a general election during which a communication shall be considered an electioneering communication. Requires corporations, labor organizations, and other covered organizations to include specified additional information in reports on independent expenditures of at least $10,000. Sets forth special rules for the use of general treasury funds by covered organizations for campaign-related activity. Authorizes covered organizations to make optional use of a separate Campaign-Related Activity Account for making disbursements for campaign-related activity. Prescribes additional information to be included in certain radio or television communications by persons (including significant funders of campaign-related communications of a covered organization) other than a candidate, a candidate's authorized committee, or a political committee of a political party. Amends the Lobbying Disclosure Act of 1995 to require registered lobbyists to report information on independent expenditures or electioneering communications of at least $1,000 to the Secretary of the Senate and the Clerk of the House of Representatives. Requires certain covered organizations to disclose to shareholders, members, or donors information on disbursements for campaign-related activity. Authorizes judicial review of the provisions of this Act.

Smuggled Tobacco Prevention Act of 2010 or the STOP Act - Amends the Internal Revenue Code to restrict the sale, lease, importation, or delivery of tobacco production machines to persons lawfully engaged in: (1) the sale, lease, or delivery of such machines; (2) the manufacture or processing of tobacco products, including for personal use; or (3) the application of unique identification markings onto tobacco product packages. Defines "tobacco production machine" as a machine used to manufacture, process, or package tobacco products or to apply unique identification markings to packages of tobacco products. Requires any person leasing, importing, exporting, or delivering a tobacco production machine to keep records relating to any transfers or deliveries of such machines. Requires manufacturers and importers of tobacco products to affix a unique identification marking to each package of tobacco products prior to sale or distribution of such products. Directs the Secretary of the Treasury to design a system of unique identification markings that does not interfere with state and local tax stamps and markings. Requires wholesalers of tobacco products to obtain permits for selling or exporting tobacco products. Establishes new criminal offenses relating to the distribution of tobacco products. Increases the civil penalty for tobacco-related infractions from $1,000 to $10,000. Establishes in the Treasury the Anti-Contraband Tobacco Trafficking Fund to finance the enforcement provisions of this Act and other laws relating to contraband or illegal tobacco products using the increased civil and criminal fines provided by this Act. Amends the Tariff Act of 1930 to impose a civil penalty for the importation of tobacco products and cigarette papers and tubes by fraudulent means.

Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Broadband for First Responders Act of 2010 - Amends the Communications Act of 1934 to increase the electromagnetic spectrum allocation for public safety services by 10 megahertz and reduce such allocation for commercial use by the same amount. Directs the Federal Communications Commission (FCC) to: (1) allocate the paired electromagnetic spectrum bands of 758-763 megahertz and 788-793 megahertz (referred to as D Block) for public safety broadband communications and assign such paired bands to public safety; (2) establish rules to permit a public safety broadband licensee to authorize public safety service providers to construct and operate a wireless public safety broadband network in the licensee's spectrum if such authorization would expedite public safety broadband communications; (3) require that any wireless public safety broadband network be fully interoperable, provide for user roaming, be disaster survivable, and have the appropriate level of cyber security; (4) establish regulations to authorize the shared use of the public safety broadband spectrum and network infrastructure by entities that are not defined as public safety services; (5) establish regulations to allow use of the public safety broadband spectrum by emergency response providers; and (6) develop a public safety agency statement of requirements that enables nationwide interoperability and roaming across any communications system using public safety broadband spectrum.

International Cybercrime Reporting and Cooperation Act - Directs the President to report annually to Congress regarding: (1) foreign countries’ use of information and communications technologies (ICT) in critical infrastructure, cybercrime based in each country, the adequacy of each country’s legal and law enforcement systems addressing cybercrime, and online protection of consumers and commerce; (2) multilateral efforts to prevent and investigate cybercrime, including U.S. actions to promote such multilateral efforts; and (3) countries for which action plans have been developed. Directs the President to give priority for assistance to improve legal, judicial, and enforcement capabilities with respect to cybercrime to countries with low ICT levels of development or utilization in their critical infrastructure, telecommunications systems, and financial industries. Directs the President to develop an action plan (with legislative, institutional, or enforcement benchmarks) and annual compliance assessment for each country determined to be a country of cyber concern: (1) from which there is a pattern of cybercrime incidents against the U.S. government, private U.S. entities, or other U.S. persons; and (2) whose government is uncooperative with efforts to combat cybercrime. Urges the President to take restrictive actions against a country that has not complied with the appropriate benchmarks with respect to: (1) the Overseas Private Investment Corporation (OPIC); (2) the Export-Import Bank of the United States; (3) multilateral development financing; (4) the Trade and Development Agency; (5) preferential trade programs; and (6) foreign assistance. Authorizes the President to waive the requirements to develop an action plan or make a determination of cyber concern if in U.S. national interest. Directs the Secretary of State to: (1) designate a high-level Department of State employee to coordinate anti-cybercrime activities; and (2) assign an employee to have primary responsibility for cybercrime policy in each country or region significant to U.S. anti-cybercrime efforts.

Permits giving priority to grant applicants providing non-federal matching funds. Directs the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC) and in coordination with the Director of the National Institutes of Health (NIH) and the Director of the Eunice Kennedy Shriver National Institute of Child Health and Human Development, to review, synthesize, and conduct or support research on the role and impact of depictions of girls and women in the media on the psychological, sexual, physical, and interpersonal development of youth. Directs the Federal Communications Commission (FCC) to convene a task force, to be known as the National Task Force on Girls and Women in the Media, to develop voluntary steps and goals for promoting healthy and positive depictions of girls and women in the media for the benefit of all youth.

Elementary and Secondary School Emergency Preparedness Planning Act - Requires the Secretary of Homeland Security (DHS) to establish a competitive program to make grants for emergency preparedness planning and implementation to local educational agencies and districts located in areas under a high threat of terrorist attacks, natural disasters, or public health emergencies. Directs the Secretary, in awarding grants, to give priority to: (1) local educational agencies and districts located in areas with higher population densities that are under a higher threat of terrorist attacks, natural disasters, or public health emergencies; and (2) such agencies and districts that have demonstrated the ability to formulate and implement effective emergency preparedness plans. Requires a local educational agency or district receiving a grant to use such funds to formulate and implement an emergency preparedness plan, which shall provide for: (1) the creation in the office of the superintendent or other chief executive officer of the local educational agency or district of a School Emergency Response Center; (2) the creation of a Regional Advisory Council; and (3) the development of a plan specific to each school under the local educational agency's or district's authority for each type of emergency likely to occur in the area. Permits remaining funds to be used for any purpose relating to emergency preparedness planning or implementation.

Housing Preservation and Tenant Protection Act of 2010

Housing Preservation and Tenant Protection Act of 2010 - Requires the Secretary of Housing and Urban Development (HUD), upon request of a project owner with a rental supplement contract or a rental assistance program (RAP) contract, to convert such contract to a section 8 project-based assistance contract. Prohibits an owner of specified covered housing from selling such property before notifying the required parties and giving HUD an opportunity to purchase it. (Thus grants HUD the first right of refusal.) Prescribes requirements for: (1) preservation of HUD-owned and HUD-held buildings; (2) HUD authority to assign flexible subsidy loans; and (3) the use of existing section 8 funds to preserve and revitalize affordable housing. Amends the Housing and Community Development Act of 1992 to authorize the Government National Mortgage Association (Ginnie Mae) to securitize any Federal Housing Administration (FHA) risk-share multifamily loan under the same terms and conditions as if the loan were insured under the National Housing Act. Revises or prescribes requirements for: (1) restoring housing at risk of loss due to deterioration; (2) protecting residents in HUD assisted projects; (3) preserving troubled projects facing foreclosure; (4) providing incentives under the Multifamily Assisted Housing Reform and Affordability Act of 1997; and (5) establishing a publicly available preservation data base composed of each covered multifamily property. Section 202 Supportive Housing for the Elderly Act of 2010 - Amends the Housing Act of 1959 regarding project rental assistance for supportive housing for the elderly. Amends the American Homeownership and Economic Opportunity Act of 2000 with respect to project-based rental housing assistance programs and senior preservation rental assistance contracts Requires HUD to establish and operate a national senior housing clearinghouse. Rural Housing Preservation Act of 2010 - Amends the Housing Act of 1949 to require the Secretary of Agriculture to carry out a preservation program to provide financial incentives and other assistance to owners of Section 515 rural multifamily housing projects through long-term use agreements entered into between the project owners and the Secretary. (A Section 515 project is one involving housing and related facilities for elderly persons and families or other persons and families of low income.)

Homeland Security Science and Technology Authorization Act of 2010 - Authorizes appropriations to the Under Secretary for Science and Technology of the Department of Homeland Security (DHS) for the Directorate of Science and Technology for FY2011-FY2012. Directs the Secretary of DHS to: (1) issue a management directive detailing how basic and applied homeland security research shall be identified, prioritized, funded, tasked, and evaluated by the Directorate; (2) seek to publicize the directive for the purpose of informing the federal, state, and local governments, first responders, and the private sector; (3) establish a mandatory workforce program for the Directorate's customers in DHS to better identify and prioritize homeland security capability gaps that may be addressed by a technological solution; and (4) establish a system to collect feedback from customers of the Directorate on its performance. Establishes within the Directorate: (1) an Office of Testing, Evaluation, and Standards; and (2) an Office of Public-Private Partnerships and a Rapid Review Division within such Office. Directs the Under Secretary to: (1) prepare a strategic plan for the activities of the Directorate; (2) report biannually with a list of detailed operational and technical requirements associated with each project conducted or funded by the Directorate; and (3) report on the current role of the venture capital community in funding advanced homeland security technologies. Limits research relevant to DHS to that which directly addresses a prioritized risk to the homeland as identified by a risk analysis. Directs the Comptroller General to initiate a study to assess the university-based Centers for Homeland Security program. Directs the Under Secretary to undertake various activities, including to: (1) support research, development, testing, evaluation, and transition of cybersecurity technology, including fundamental, long-term research to improve the ability of the United States to prevent, protect against, detect, respond to, and recover from acts of terrorism and cyber attacks, with an emphasis on research and development relevant to large-scale, high-impact attacks; (2) seek to enter into an agreement with the National Academy of Sciences' National Research Council to assess methods that might be used to promote market mechanisms that further cybersecurity; (3) examine and report on the homeland security implications of the dual-use nature of synthetic genomics and fund research in that area; (4) conduct research and development to enhance the protection of the nation's agriculture and food system against terrorist attacks, major disasters, and other emergencies through enhancement of current agricultural countermeasures, development of new agricultural countermeasures, and provision of safe, secure, state-of-the-art biocontainment laboratories for researching foreign animal and zoonotic diseases; and (5) conduct research intended to assist state, local, and tribal leaders in developing the tools and methods to enhance preparation for, and response and resilience to, terrorist events and other incidents. Directs the Secretary to: (1) determine if the security of federally owned programmable electronic devices and communication networks essential to the reliable operation of critical electric infrastructure has been compromised; (2) establish capabilities for conducting global maritime domain awareness and maritime security technology test, evaluation, and transition; (3) require the Under Secretary to pursue the development of screening capabilities for pandemic influenza and other infectious diseases to support entry and exit screening at ports of entry; and (4) develop a public awareness campaign to enhance preparedness and collective response to a radiological attack and a plan for post-event recovery from such an attack. Expresses the sense of Congress regarding the need for interoperability standards for Internet protocol video surveillance technology. Authorizes appropriations for DHS's Domestic Nuclear Detection Office for FY2011-FY2012. Expresses the sense of Congress that the Office should work through the Directorate in conducting basic and innovative research and non-developmental testing to advance next generation nuclear detection technologies. Requires the Director of the Office to begin an internal review of the methodology by which research, development, testing, and evaluation is identified, prioritized, and funded by the Office. Directs the Secretary to submit a report containing: (1) a strategic plan for a domestic component of the global nuclear detection strategy; (2) an analysis of overall budget allocations that determines whether government-wide nuclear detection resources clearly align with identified priorities to maximize results and minimize duplication of efforts; and (3) an assessment of the effectiveness, cost, and feasibility of a maritime radiological and nuclear pilot program. Authorizes appropriations to the Director for the Securing the Cities Initiative. Repeals the requirement for the establishment of a Homeland Security Institute.

Asthma Management Plans in School Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to schools that are receiving school improvement funds under part A of title I of the Elementary and Secondary Education Act of 1965 and are located in areas that have a high prevalence of asthma so they can: (1) develop and implement an asthma management plan; and (2) purchase the asthma inhalers, spacers, and other supplies necessary for the relief and treatment of affected students. Authorizes the Secretary to award grants to local health or education departments to carry out such activities if they are the entities that would routinely carry out such activities in an area. Requires grantees to: (1) find innovative ways to encourage rapid bidirectional communication between schools and students' physicians and students' adherence to asthma treatment; and (2) ensure that they have on staff a nurse or individual who is trained to administer emergency asthma care.

Women and Workforce Investment for Nontraditional Jobs or Women WIN Jobs - Requires the Secretary of Labor, in any fiscal year in which the total authorization of appropriations to carry out this Act exceeds $50 million, to allocate grants to states with approved state plans to provide funding to eligible entities (partnerships) to increase low-income women's participation in high-wage, high-demand occupations in which women make up less than 25% of the current workforce. Authorizes states to use grants for statewide activities, including to: (1) provide technical assistance to eligible entities and to state registered apprenticeship programs and sponsors and joint apprenticeship training councils in meeting their enrollment goal for low-income women in nontraditional occupations; (2) develop policies and protocols that set goals for hiring specific percentages of women into registered apprenticeships and permanent employment openings in publicly assisted projects; and (3) engage in outreach activities and provide training to overcome stereotypes about women in nontraditional occupations as well as gender inequity among employers. Authorizes the allocation of grant funds to eligible entities to support the recruitment, training, placement, and retention of low-income women in nontraditional occupations. Directs the Secretary to convene a national commission to examine and make recommendations for improving the status of women in high-demand, high-wage nontraditional occupations. Directs the Bureau of Labor Statistics (BLS) to collect data on the status of women's participation in underrepresented sectors of the economy, and examine the status of women in relation to that of men. Directs the Secretary to establish a national clearinghouse to collect and distribute best practices.

Shareholder Protection Act of 2010 - Amends the Securities Exchange Act of 1934 to require that any solicitation of a proxy, consent, or authorization with respect to any security of an issuer: (1) describe the specific nature and total amount of expenditures proposed for political activities for the forthcoming fiscal year; and (2) provide for a separate shareholder vote to authorize such proposed expenditures. Prohibits an issuer from making an expenditure for political activities in any fiscal year unless: (1) such expenditure is of the nature of those proposed by the issuer according to the requirements of this Act; and (2) authorization for such expenditure has been granted by votes representing a majority of outstanding shares. Deems a violation of this requirement to be a breach of the fiduciary duty of the officers and directors who authorized such expenditure. Subjects officers and directors who authorize the expenditure without prior shareholder authorization to joint and several liability to any shareholder or class of shareholders for the amount of such expenditure. Requires certain institutional investment managers to disclose annually in mandatory reports how they voted (proxies) in certain shareholder votes. Prohibits any person from bringing any civil, criminal, or administrative action against an institutional investment manager, or any of its employees, officers, or directors, based solely upon the investment manager's decision to divest from, or not to invest in, securities of an issuer because of expenditures for political activities made by that issuer. Requires the Securities and Exchange Commission (SEC) to direct the national securities exchanges and national securities associations to prohibit the listing of any equity security of an issuer whose corporate bylaws do not expressly provide for a vote of the issuer's directors on any individual expenditure for political activities in excess of $50,000. Requires an issuer to make public, within 48 hours, the individual votes of the directors regarding any such expenditure. Directs the SEC to: (1) require issuers to disclose expenditures for political activities made during the preceding quarter and the individual votes by board members authorizing such expenditures; and (2) make such reports publicly available through the SEC website. Requires the Comptroller General to make annual studies of: (1) the compliance by public corporations and their management with the requirements of this Act; and (2) the effectiveness of SEC oversight of its reporting and disclosure requirements.

National Manufacturing Strategy Act of 2010 - Expresses the sense of Congress that the U.S. government should promote policies related to the nation's manufacturing sector that, among other things: (1) create sustainable economic growth and increased employment; (2) recruit, improve, and educate the workforce; (3) increase productivity, exports, and global competitiveness; and (4) maintain and improve national and homeland security. Directs the President, every four years, to: (1) conduct a comprehensive analysis of the nation's manufacturing sector; and (2) submit to Congress a National Manufacturing Strategy (Strategy). Requires the President, in developing each Strategy, to convene a Manufacturing Strategy Task Force to make recommendations regarding specified matters for incorporation into the Strategy, including short- and long-term goals for the manufacturing sector. Directs that: (1) each final Strategy be published on a public website; and (2) the first Strategy be issued by February 28, 2011. Directs the Comptroller General, three years after publication of a Strategy, to review its recommendations. Requires the President to convene a President's Manufacturing Strategy Board to provide information and recommendations regarding the needs of, and opportunities for, the nation's manufacturing sector. Directs the National Academy of Sciences to: (1) conduct quadrennial studies concerning U.S. manufacturing; and (2) report each study's results to Congress and the President. Provides for additional required and discretionary studies. Requires the President, in preparing each annual budget, to include information regarding that budget's consistency with the goals and recommendations included in the latest Strategy.
