National Alzheimer's Project Act - Establishes in the Office of the Secretary of Health and Human Services (HHS) the Office of the National Alzheimer's Project to: (1) accelerate the development of treatments that would prevent, halt, or reverse the course of Alzheimer's; (2) create and maintain an integrated national plan to overcome Alzheimer's; (3) help to coordinate the health care and treatment of citizens with Alzheimer's; (4) ensure the inclusion of ethnic and racial populations that are at higher risk for Alzheimer's or that are least likely to receive care in clinical, research, and service efforts with the purpose of decreasing health disparities; (5) coordinate with international bodies to integrate and inform the fight against Alzheimer's globally; and (6) provide information and coordination of Alzheimer's research and services across all federal agencies. Sets forth the duties of the Director of the Office, including to use discretionary authority to evaluate all federal programs concerning Alzheimer's. Establishes in the Office an Advisory Council on Alzheimer's Research and Treatment.

Military Spouse Job Continuity Act of 2010 - Amends the Internal Revenue Code to allow the spouse of a member of the Armed Forces (military spouse) who moves with such member to another state under a permanent change of station order a tax credit for up to $500 of qualified relicensing costs incurred by such spouse. Defines "qualified relicensing costs" as costs for a state license or certification to engage in the profession that such military spouse engaged in while residing in the former state.

Expresses support for the goals and ideals of Multiple Sclerosis Awareness Week. Reaffirms the nation's commitment to combating multiple sclerosis by promoting awareness about its causes and risks, promoting new education programs, supporting research, and expanding access to medical treatment. Recognizes people living with multiple sclerosis and salutes the health care professionals and medical researchers who assist those so afflicted and continue to work to find cures and improve treatments.

National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

Travel Regional Investment Partnership Act - Directs the Secretary of Commerce to establish a competitive grant program, administered by the Office of Travel and Tourism Industries, to award grants to eligible entities (such as a Convention and Visitors Bureau or a partnership between a state or local government and a local tourism entity) to promote domestic regional tourism growth and new domestic tourism market creation.

Foreclosure Mandatory Mediation Act of 2010 - Amends the Helping Families Save Their Homes Act of 2009 to require the mortgagee of certain one- to four-family residences, as a prerequisite to a foreclosure proceeding or a sheriff sale, and at the mortgagee's expense, to conduct a one-time mediation with the affected mortgagor and a housing counseling agency.

Health Insurance Industry Fair Competition Act - Amends the McCarran-Ferguson Act to provide that nothing in that Act shall modify, impair, or supersede the operation of any of the antitrust laws with respect to the business of health insurance. Applies prohibitions against using unfair methods of competition to the business of health insurance without regard to whether such business is carried on for profit.

Eliminates the mandatory printing of bills and resolutions by the Government Printing Office (GPO) for the use of Congress. Requires the Public Printer to make bills and resolutions available for the use of Congress only in an electronic format accessible through the Internet. Requires the Public Printer, at the request of a Member or a congressional committee (including a joint committee), to provide the Member or committee with a printed copy of a bill or resolution. Directs the Joint Committee on Printing to study and report to Congress on the effect of this Act on the rules and regulations of the House of Representatives and Senate.

International Violence Against Women Act of 2010 - Directs the Secretary of State to establish the Office for Global Women's Issues, to be headed by the Ambassador-at-Large for Global Women's Issues, to coordinate efforts regarding gender integration and empowerment of women in U.S. foreign policy. Establishes an Office for Women's Global Development (intended to replace the Office of Women in Development) in the United States Agency for International Development (USAID), to be headed by the Director of Women's Global Development, to coordinate USAID efforts to integrate gender in U.S. foreign assistance programs and policies. Directs the Secretary and the Administrator of USAID to develop a comprehensive five-year strategy for programs to prevent and respond to violence against women and girls in countries with severe levels of such violence. Directs the Ambassador-at-Large and the Director to seek to coordinate efforts to prevent and respond to violence against women and girls internationally into existing foreign assistance programs. Authorizes funds to be awarded to community-based women's nongovernmental organizations and community-based organizations in recipient countries to carry out such efforts. Authorizes the Secretary to provide guidance to the Secretary of Defense (DOD) to: (1) incorporate training on prevention and response into the basic training curricula of foreign military and police forces and judicial officials; and (2) ensure that U.S. assistance to units involved in regional or multilateral peacekeeping operations includes such training. Authorizes the Ambassador-at-Large to provide guidance to the Administrator and the Assistant Secretary for Population, Refugees, and Migration on preventing and responding to violence against women and girls in humanitarian relief, conflict, and post-conflict settings. Authorizes the Secretary to provide guidance on preventing and responding to violence against women and girls to the Secretary of DOD when U.S. military personnel, military contractors, and military observers are to be deployed in humanitarian relief, conflict, and post-conflict settings. Authorizes the Secretary and the Secretary of DOD to: (1) provide training in prevention and response to violence against women and girls internationally to U.S. military forces; (2) establish mechanisms for reporting incidences of violence against civilian women and girls committed by U.S. military forces; and (3) establish related public outreach efforts. Urges the Secretary to make U.S. financial, material, human, and other resources available to assist U.N. efforts to: (1) implement training programs in prevention and response to violence against women and girls for peacekeeping and humanitarian personnel; (2) enhance the deployment of military and civilian women in peacekeeping missions; and (3) improve protection mechanisms at U.N. managed refugee and internally displaced persons camps. Urges the Secretary to identify and take emergency measures to respond to critical outbreaks of violence against women and girls in situations of armed conflict.

Express Loans Improvements Act of 2009 - Amends provisions of the Small Business Act relating to the Express Loan Program (Program) to: (1) increase (for a two-year period) from 50% to 75% the maximum percentage of Program loans that may be guaranteed by the Small Business Administration (SBA); (2) make such percentage 60% after such two-year period; and (3) increase from $350,000 to $1 million the maximum Program loan amount. Directs the SBA Administrator to: (1) issue regulations with respect to Program loan and lender eligibility and collateral requirements that minimize federal risk of loss; and (2) report annually to the congressional small business committees describing Program implementation, including actions taken to reduce default rates.

Debt Relief for Earthquake Recovery in Haiti Act of 2010 - Amends the the International Financial Institutions Act to direct the Secretary of the Treasury to instruct the U.S. Executive Directors at the International Monetary Fund (IMF), the International Bank for Reconstruction and Development, the Inter-American Development Bank, and other multilateral development institutions to: (1) cancel all debts owed by Haiti to such institutions; (2) suspend Haiti's debt payments to such institutions until the debts are canceled completely; and (3) provide additional assistance from such institutions to Haiti in grant form in order to avoid additional debt accumulation. Directs the Secretary to urge other bilateral, multilateral, and private creditors to cancel all debts owed by Haiti to such creditors.

Student Nondiscrimination Act of 2010 - Prohibits public school students from being excluded from participating in, or subject to discrimination under, any federally-assisted educational program on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. Considers harassment to be a form of discrimination. Prohibits retaliation against anyone for opposing conduct they reasonably believe to be unlawful under this Act. Authorizes federal departments and agencies to enforce these prohibitions by cutting off the educational assistance of recipients found to be violating them. Allows an aggrieved individual to assert a violation of this Act in a judicial proceeding and recover reasonable attorney's fees should they prevail. Deems a state's receipt of federal educational assistance for a program to constitute a waiver of sovereign immunity for conduct prohibited under this Act regarding such program.

Treats cash contributions made after January 11, 2010, and before March 1, 2010, for the relief of earthquake victims in Haiti as having been made on December 31, 2009, for purposes of the tax deduction for charitable contributions. Deems a contribution as meeting the recordkeeping requirements of the Internal Revenue Code if the taxpayer produces a telephone bill showing the name of the donee organization and the date and amount of the contribution.

Expresses the sense of the House of Representatives that: (1) the guidelines of the United States Preventive Services Task Force would not prohibit an insurer from providing coverage for mammography services in addition to those recommended by the Task Force and should not be used by insurers to deny coverage for services that are not recommended on a routine basis; and (2) the National Cancer Institute should continue to invest and provide leadership regarding research to develop more effective breast cancer screening tools and strategies.

Small Business Job Creation and Access to Capital Act of 2009 - Amends the Small Business Act to increase maximum amounts of loans under the following Small Business Administration (SBA) loan programs: (1) the section 7(a) (general small business loans) guaranteed loan program; (2) the section 504 (state and local development company) program; and (3) the Microloan (small-scale loans to start-up, newly-established, and growing small businesses) program. Amends the American Recovery and Reinvestment Act of 2009 to extend through 2010 SBA authority to reduce or eliminate loan fees on section 7(a) and 504 loans. Amends the Small Business Investment Act of 1958 to apply single-business investment limits to SBA-recognized new markets venture capital companies. Directs the SBA Administrator to establish for prospective borrowers an alternative small business size standard that uses maximum tangible net worth and average net income as an alternative to the use of industry standards. Expresses the sense of Congress that the Administrator should establish a website that: (1) lists SBA lenders and provides loan rate information; and (2) allows prospective borrowers to compare rates on SBA-guaranteed loans. Amends provisions of the Small Business Investment Act of 1958 relating to the local development business loan program to allow a small business borrower under such program to refinance a previous business debt: (1) that was incurred no less than two years before application for the SBA loan; (2) that is a commercial loan; (3) that is not guaranteed by a federal agency; (4) the proceeds of which were used to acquire a fixed asset for the benefit of the small business; (5) that is collateralized by fixed assets; and (6) for which the borrower has been current on all payments for at least one year. Allows the Administrator to provide financing under such program for a borrower that meets certain job creation or retention goals. Provides an alternate job retention goal for which a borrower may qualify.

Ensuring All Students Year-round (EASY) Access to Meals and Snacks Act - Amends the Richard B. Russell National School Lunch Act to reimburse private nonprofit and local government service institutions (other than public schools) under the school lunch program for up to one meal and one snack per child each day during after-school hours, weekends, and school holidays during the regular school calendar. (Currently, such institutions are reimbursed for meals and snacks served to children over the summer months or to children who are on vacation under a continuous school calendar.)

Preventing Harmful Restraint and Seclusion in Schools Act - Directs the Secretary of Education (Secretary) to establish minimum standards that: (1) prohibit elementary and secondary school personnel from managing any student by using any mechanical or chemical restraint, physical restraint or escort that restricts breathing, or aversive behavioral intervention that compromises student health and safety; (2) prohibit such personnel from using physical restraint or seclusion, unless such measures are required to eliminate an imminent danger of physical injury to the student or others and certain precautions are taken; (3) require states and local educational agencies (LEAs) to ensure that a sufficient number of school personnel receive state-approved training and certification in first aid and certain safe and effective student management techniques; (4) prohibit physical restraint or seclusion from being written into a student's education plan, individual safety plan, behavioral plan, or individual education program as a planned intervention; and (5) require schools to establish procedures to notify parents in a timely manner if physical restraint or seclusion is imposed on their child. Authorizes the Secretary to award grants to states and, through them, competitive subgrants to LEAs to: (1) establish, implement, and enforce policies and procedures to meet such standards; (2) improve their capacity to collect and analyze data related to physical restraint and seclusion; and (3) implement school-wide positive behavior supports. Directs the Secretary to conduct a national assessment of this Act's effectiveness. Gives Protection and Advocacy Systems the authority provided under the Developmental Disabilities Assistance and Bill of Rights Act of 2000 to investigate, monitor, and enforce this Act's protections for students. Directs the Secretary of Health and Human Services to establish standards for Head Start agencies that are consistent with the minimum standards for the management of elementary and secondary school students. Authorizes the Secretary to allocate funds to the Secretary of Health and Human Services to assist Head Start agencies in establishing, implementing, and enforcing policies and procedures to meet such standards.

Stop the Automatic Pay Raise for Members of Congress in Fiscal Year 2011 Act - Declares that no automatic pay adjustment shall be considered to have taken effect in FY2011 in the rates of basic pay for Members of Congress under the General Schedule (thus eliminating the pay adjustment for Members for such fiscal year).

Expresses the sense of the Senate that: (1) the United States remains deeply concerned about the plight of specified vulnerable religious and ethnic minorities of Iraq; (2) the U.S. government and the United Nations Assistance Mission for Iraq (UNAMI) should urge the government of Iraq to enhance security at places of worship in Iraq, particularly where religious minorities are known to be at risk; Urges the U.S. government to continue to work with the government of Iraq to: (1) train and deploy into the Iraqi police and security forces members of vulnerable minority communities in Iraq; and (2) ensure that members of such communities suffer no discrimination in recruitment, employment, or advancement in such forces, and be assigned to their locations of origin, rather than transferred to other areas. Urges the government of Iraq, with U.S. government assistance, to: (1) ensure that the upcoming national elections in Iraq are safe, fair, and free of intimidation and violence so that all Iraqis, including religious minorities, can participate in them; and (2) permit and facilitate election monitoring by experts from local and international nongovernmental organizations, the international community, and the United Nations, particularly in minority areas. Encourages the government of Iraq and the Kurdistan regional government to work towards a peaceful and timely resolution of disputes over territories. Encourages the U.S. government and UNAMI to urge the government of Iraq to work with minority communities and their representatives to develop measures to implement article 125 of the Iraq Constitution. Urges the government of Iraq to take affirmative measures to reverse the legal, political, and economic marginalization of religious minorities in Iraq. Urges the U.S. government to: (1) direct assistance to projects that develop the ability of ethnic and religious minorities in Iraq to organize themselves civically and politically to effectively convey their concerns to government; and (2) continue to fund capacity-building programs for the Iraqi Ministry of Human Rights (IMHR), the independent national Human Rights Commission, and a new independent minorities committee whose membership is selected by minority communities of Iraq. Urges the government of Iraq to: (1) direct the IMHR to investigate and report on abuses against and the marginalization of minority communities in Iraq, making recommendations to address such abuses; and (2) help ensure that displaced Iraqis considering return to Iraq have the proper information needed to make informed decisions regarding such return. Urges the U.S. government and international organizations to continue to work with the government of Iraq to develop the legal framework necessary to address property disputes resulting when displaced Iraqis attempt to return to their homes in Iraq.

Encourages nongovernmental organizations, faith based organizations, community organizations, and private citizens to act to improve gender equality, end violence against women, expand access to reproductive, maternal, and other health services, lower childhood and maternal mortality rates, and eradicate world poverty.

Hunger Free Schools Act - Amends the Richard B. Russell National School Lunch Act to direct the Secretary of Agriculture to make performance awards to states that demonstrate outstanding performance or show substantial improvement in directly certifying as eligible for free meals under the school lunch and breakfast programs any children whose families are eligible for supplemental nutrition assistance under the Food and Nutrition Act of 2008. (Direct certification eliminates the need for such families to submit applications for participation in the school lunch and breakfast programs.) Requires each state that directly certifies less than 95% of their children who are eligible for direct certification to implement: (1) a corrective action plan for the current school year; and (2) a direct certification improvement plan, approved by the Secretary, for the following school year. Requires direct certification of children who are members of a household that includes a child: (1) who is eligible for and receiving assistance under title XIX (Medicaid) or title XXI (Children's Health Insurance Program [CHIP, formerly known as SCHIP]) of the Social Security Act; and (2) whose income does not exceed 133% of the federal poverty level. Directs the Secretary to award grants to states to assist them in implementing such certification program. Allows local educational agencies (LEAs) to directly certify children whose household is eligible for a supplemental subsistence allowance for low-income members of the Armed Forces with dependents. Permits schools and LEAs to receive special assistance payments for free or reduced price meals under the school lunch or breakfast programs that are based not on applications for such meals, but on: (1) estimates, made from recent socioeconomic data, of the number of children eligible for such meals; or (2) if the school or LEA is from a high poverty area, the direct certification of a specified minimum percentage of their students as eligible for free meals due to their eligibility for certain other public assistance. Requires such schools and LEAs to provide free meals to all their students under the school lunch and breakfast programs and cover, from nonfederal sources, the costs of serving such meals that exceed the assistance received under such programs.

FVPSA Reauthorization Act of 2009 - Revises requirements for and reauthorizes the Family Violence Prevention and Services Act at increased levels for FY2010-FY2014. Directs the Secretary of Health and Human Services (HHS) to establish grant programs for: (1) specialized services for abused parents and their children; (2) domestic violence prevention enhancement and leadership through alliances; and (3) enhancement of culturally competent services for adult and youth victims of domestic violence from racial and ethnic minority groups.

Veterans Appeals Improvement and Modernization Act of 2009 - Provides that if a veteran claimant submits evidence in support of a case for which a substantive appeal has been filed to the Board of Veterans' Appeals, such evidence shall be submitted directly to the Board and not to a regional office of the Department of Veterans Affairs (VA), unless the claimant requests that the evidence first be reviewed by the regional office. Empowers the Court of Appeals for Veterans Claims to affirm, modify, reverse, remand, or vacate and remand a decision of the Board after deciding all relevant assignments of error raised on appeal. Provides that whenever the Court reverses a decision on the merits of a particular claim and orders an award of benefits, the Court need not decide any additional assignments of error relating to that claim. Establishes the Veterans Judicial Review Commission to evaluate and make specific decisions to improve the administrative and judicial appellate review processes of veterans' and survivors' benefits determinations.

Expresses the sense of the House of Representatives that: (1) all public health departments, hospitals, and other health care providers should adhere to guidelines issued from the Centers for Disease Control and Prevention (CDC) regarding the H1N1 influenza virus; (2) the five target groups (pregnant women, people who live with or provide care for infants younger than six months, health care and emergency medical services personnel, people six months through 24 years of age, and people 25 years through 64 years of age who have certain medical conditions that put them at higher risk for influenza-related complications) should be encouraged to seek the vaccine and be the first priority for government responses; (3) the federal government should work closely with states, localities, and hospitals to ensure the vaccine is distributed quickly and efficiently; and (4) the federal government should study their response to the pandemic and work to improve the system and processes to enhance its response to future pandemics.

Energy Efficiency Modernization Act of 2009 - Directs the Secretary of Housing and Urban Development (HUD) to make: (1) payments (green dividends) to owners of assisted multifamily rental housing projects who undertake utility cost-saving measures; and (2) loans funded from residual receipts to owners of assisted multifamily rental housing projects for undertaking green retrofit measures for such projects. Directs the Comptroller General to conduct a study and report to Congress on the benefits of a federal statutory exemption from compliance with state and local building codes to enable and encourage the construction and installation in assisted multifamily rental housing projects of distributive energy generation and water efficiency measures. Requires owners of assisted multifamily rental housing projects to report to the Secretary on consumption of electricity, water, gas, and other utilities by such projects.

Post 9/11 Troops to Teachers Enhancement Act - Amends the Troops-to-Teachers program of the Elementary and Secondary Education Act of 1965 (which provides veterans with teacher certification stipends in exchange for three years of service in a high-need local educational agency [LEA] or public charter school). Expands program eligibility to cover certain individuals: (1) who, on or after September 11, 2001, serve at least 90 continuous days on active duty in the Armed Forces before being honorably released from such service; or (2) who, on or after January 8, 2002, are separated or released from active duty after at least four (currently, six) years of continuous active duty immediately preceding such separation or release, and agree to serve in the Armed Forces Reserves for at least three years. Makes any LEA that is receiving school improvement funds eligible to host Troops-to-Teachers program participants. Directs the Secretary of Education to establish an Advisory Board, composed of federal, state, and veteran service organization representatives, to collect, study, and disseminate feedback from the program and report to Congress on how the program is operating and might be improved. Reserves specified funding to carry out the Troops-to-Teachers program through FY2014.

Preserve Benefits and Jobs Act of 2009 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to: (1) allow a sponsor of a single-employer defined benefit pension plan to elect in 2009 or 2010 extended amortization periods (9 or 15 years) for investment losses incurred in prior years; (2) allow an increase in the valuation range of plan assets; (3) use the funded status of a plan in 2008 to determine benefit restrictions in 2009 and 2010 and prohibit the use of credit balances by pension plans that are under 80% funded in the prior year; (4) exclude plan-related administrative expenses (including investment expenses) from normal cost targets; (5) delay until 2012 the application of certain benefit restrictions to collectively bargained plans; and (6) require a 120% funding target for plans adopting ad hoc amendments that allow lump sum benefits payments and increased plan liabilities. Revises rules relating to information reporting and reportable events. Calculates the amount of any pension plan guarantee by the Pension Benefit Guaranty Corporation (PBGC) using the date of plan termination rather than the date of a plan bankruptcy filing. Amends ERISA provisions relating to multiemployer pension plans to: (1) allow such plans to elect alternative amortization plans and valuation methods in 2009 and 2010 for investment losses; (2) extend by five years the funding improvement period for plans in endangered or critical status; (3) permit multiemployer plans to merge or form alliances with other plans; and (4) increase PBGC guarantees for insolvent plans to increase participant benefits.

Accountability for Business Choices in Iran Act - Expresses the sense of Congress that: (1) Iran's illicit nuclear activities as well as development of unconventional weapons and ballistic missiles and support for international terrorism represent a serious threat to the security of the United States and its allies; (2) the United States should continue supporting diplomatic efforts in the International Atomic Energy Agency (IAEA) and the United Nations Security Council (UNSC) to end Iran's illicit nuclear activities; (3) the UNSC should take further measures beyond specified existing UNSC resolutions to tighten sanctions on Iran, including preventing new investment in Iran's energy sector as long as it fails to comply with international demands to halt its nuclear enrichment; and (4) the United States should discourage foreign banks and entities from investing in Iran's energy sector as well as seek to prohibit entities doing business with the United States from doing business with Iran. Requires the head of each federal agency to ensure that each contract with a company for the procurement of goods and services contains a requirement for the company to certify that it is not conducting business operations in Iran. Defines "business operations" as operations that: (1) provide Iran with refined petroleum resources or technology that could enhance its ability to import or expand its domestic production of such resources; (2) invest $20 million or more in aIran's ability to develop petroleum resources; and (3) provide sensitive technology to Iran. Authorizes a state or local government to adopt measures to prohibit them from entering into or renewing a contract for the procurement of goods or services with persons included on the List of Parties Excluded from Federal Procurement and Nonprocurement Programs. Terminates this Act 30 days after: (1) the President certifies to Congress that Iran has ceased support for acts of international terrorism and is no longer considered a state-sponsor of terrorism; and (2) Iran has permanently ceased the pursuit, acquisition, and development of nuclear, biological, and chemical weapons and missiles.

Considers the "Report of the United Nations Fact Finding Mission on the Gaza Conflict" (Goldstone Report) to be biased and unworthy of further consideration or legitimacy. Supports the Administration's efforts to combat anti-Israel bias at the United Nations (U.N.). Calls on the President and the Secretary of State to oppose endorsement of, and measures stemming from, the Report. Reaffirms support for Israel's right to defend its citizens from violent militant groups and their state sponsors.
